Measure title: Integrated mobility strategy for trade fairs in Genoa City: Genoa A Introduction A1 Objectives Project: CARAVEL Measure number: 11.10 The measure objectives are: The extension of mobility management to other targets groups (beyond the current focus on employees), like tourists and visitors, supporting them in a more sustainable choice by improving PT services. • • the application of a comprehensive mobility plan for the exhibition area in Genoa in order to increase its accessibility, decrease the disadvantages for citizens and reduce the traffic impact . A2 Description One of the most important events for the city of Genoa is the “Salone Nautico”, one of the biggest nautical exhibitions in the world. It can well represent a case study to carry out a Mobility Plan for a relevant temporary event, testing new services to be implemented in other cases. The activities are divided in three areas: the research activity, aimed at developing a mobility survey of the testing area in order to develop the most suitable mobility plan; the demonstration activities to implement and test the chosen mobility management initiatives; the evaluation and dissemination of the achieved results. Particularly the mobility plan has been designed according to an approach that integrates several aspects of the transport to reach the objective of reducing traffic flows due to the events. The fields mainly involved in the project are the following: • Parking management, in order to signalise the paths to the main parking area from the highways and to establish a special fare in the city centre. • Traffic flow and circulation scheme, to take into account the road works that are currently going on nearby the exhibition area and special route for tourist buses. • Ticket integration, among public transport and parking • Integrated information and mobility centre, in order to launch the same messages and to inform people about the interventions implemented; • Pedestrian route, in order to create privileged paths for people from the main rail station to the exhibition area • Public transport, in order to realise integrative services and special fares. This approach allows not only to reach different needs of the visitors, but also to implement different interventions not at the same time. The red area identified in the map below represents the district where the exhibition area is located. Page 1 Integrated mobility strategy for trade fairs in Genoa Measure title: City: Genoa Project: CARAVEL Measure number: 11.10 Fig. 1: the interested area B Measure implementation B1 Innovative aspects The innovative aspect of the measure is: • B2 Targeting specific user groups– The Municipality of Genoa has never developed a mobility plan for a big temporary event, so the most innovative aspect is the extension of the mobility management actions to other target groups, besides the employees. Situation before CIVITAS For what concerns the organization of a mobility plan to manage a big temporary event, there are no experiences in Genoa; from the Mobility Management point of view, in compliance with the Ministerial Decree “Sustainable Mobility in Urban Areas”, enacted in the March 1998, a technical structure, inside of the Municipality of Genoa, has been created to study commuting mobility and to promote and coordinate actions of sustainable mobility. According to the Decree, 33 companies in Genoa have been recommended to designate a “Mobility Manager” responsible for a mobility plan addressed to employees, called the Home Work Trip Plan (HWTP); the Municipality of Genoa assumes, by its public nature, the role of supporter of all mobility managers. Currently, 25 companies have their own mobility manager, 14 of them carried out the mobility analysis of commuters and 9 of them edit their own HWTP. Thanks to further funds from the Italian Ministry of Environment (Decree 20/12/2000 “Financing to Municipalities for mobility management”), it has been possible to launch a project involving six of the above companies, among which the Municipality of Genoa, to implement the specific HWTPs. The whole initiatives, which goes by the name of “The best way to go to work”, includes a wide range of measures aimed at influencing the trip modal Page 2 Integrated mobility strategy for trade fairs in Genoa Measure title: City: Genoa Project: CARAVEL Measure number: 11.10 choice. The initiatives are primarily based on the demand-oriented approach, involving new partnerships and a set of tools to support and encourage change of attitude and behaviour towards sustainable modes of transport. On the other side the impact of the big event such as the Salone Nautico in Genoa is very relevant and a unique approach is advised B3 Actual implementation of the measure The measure was implemented in the following stages: Stage 1: Data collection: (01/02/05 - 31/01/06) –This activity allowed defining the current situation in the area influenced by the event through the following type of data: • Socio economic information, in order to characterize the area with respect to number and type of inhabitants, students, shops, • Traffic and mobility data, that is demand and supply related to public and private transport • Previous experience from the body that manages large events in Genoa, in order to understand the way they face this issue. Stage 2: Mobility survey: (01/08/05 - 31/12/05) – survey during the first edition of the "Salone Nautico", submitting a questionnaire to the visitors and the citizens. The mobility survey, during the first edition of the “Salone Nautico”, allowed to interview 1000 visitors and 1000 citizens. The main results concern the habits of the visitors about their trips to the fair and the main problems they face with. From the mobility survey to the citizens it is possible to understand if they change their habits during the events. The two diagrams show the main problems detected during the interviews both for citizens and visitors. The methodology followed in order to evaluate the additional demand during the large event was focused on both public transport and private mobility. Indeed during the Salone Nautico were recorded traffic flows in the main streets and passengers of the main lines to the exhibition area. These data were compared with the same ones registered in a “normal” period of the year, distinguish among week days, Saturday and Sunday. Stage 4: Design and development of mobility management initiatives: (01/02/06 - 30/09/08) development and implementation of the initiatives embedded in the mobility plan and aimed at promoting the sustainable transport modes to access the exhibition site, the implementation phase started from the second edition of the fair. The mobility plan has been designed according to an approach that integrates several aspects of the transport to reach the objective of reducing traffic flows due to the events. Particularly, the fields involved in the project are the following: • Parking management, in order to signalise the paths to the main parking area from the highways and to establish special fare in the city centre. • Traffic flow and circulation schema, to take into account the road works that are currently going on nearby the exhibition area and special route for tourist buses. • Ticket integration, among public transport, parking and ticket to the exhibition area • Integrated information and mobility centre, in order to launch the same messages and to inform people about the interventions implemented; • Pedestrian route, in order to create privileged paths for people from the main rail station to the exhibition area • Car pooling, in order to launch a service that allows to decrease the number of private cars and to obtain the same flexibility. • Public transport, in order to realise integrative services and special fares. This activity was performed following these steps: • Analysis of data (visitors, exhibitors) about the most relevant events in the year • Analysis of traffic data in the period of the most relevant events, in order to assess the additional demand • Description of a procedure to support the implementation of the interventions described in the mobility plan. Stage 6: Promotional campaign: (01/08/06 - 31/10/08) The implementation of the plan has been supported by a marketing campaign consisting of leaflets, brochure, mailing, agreement with hotel managements. Stage 7: Evaluation: (01/08/06 - 31/01/09) assessment of the results through on field survey and interviews and data coming from traffic monitoring Stage 8: Dissemination: (01/08/06 - 31/01/09) the promotional campaign and the mobility centre, were the main dissemination activities. The mobility centre was realised through one infomobility bus. Particularly for each edition of Salone Nautico 150.000 leaflets reporting information about transport, parking and the exhibition were distributed through newspapers, in the highway, in the hotels. Another survey is foreseen for the ex post (October 2008). The interviews are addressed both to visitors and citizens • Quality of PT service - Data ex ante comes from the survey to citizens performed during the first edition of Salone Nautico (October 2005). Another survey is foreseen for the ex post (October 2008). The interviews are addressed both to visitors and citizens • Acceptance level - The acceptance level will be assessed during the survey that will be performed in October 2008 • Perception of PT accessibility - Data ex ante comes from the survey to people performed during the first edition of Salone Nautico (October 2005). Another survey is foreseen for the ex post (October 2008). The interviews are addressed both to visitors and citizen • Parking occupancy rate - Data is related to the number of vehicles in some parking area in relation to the number of available parking lots. We have two kinds of data: the first one is related to usual parking areas subjected to the payment of fare, the second one is related to area dedicated to parking only for special events • Traffic flow - Data about traffic flows is always collected by a system of about 400 detectors. The indicator represents the average growth of traffic flows during the Salone Nautico in weekly days, Saturday and Sunday. C1.2 Establishing a baseline During the project two specific surveys (ex ante and ex post) have been organised in order to interview the visitor of the exhibition area and the citizens of the surrounding zones. Through these questionnaires we obtained information about the following indicators: − − − − Accuracy of PT timekeeping Average modal split PAX-vehicles Quality of PT service Perception of PT accessibility. The average bus speed and the accuracy of PT timekeeping rose from the monitoring bus system. The reference date for the transport indicator in baseline is November 2005 because they were obtained from the survey ex-ante performed during the project. The indicator traffic flow refers to cars; it doesn’t consider motorcycles. C1.3 Building the business-as-usual scenario In order to build the business-as-usual scenario the approach described below was followed. Traffic data detected in main streets in the city were collected and compared during last four edition of Salone Nautico, from 2002 to 2005. Data were analyzed for Saturday, Sunday and weekly day. Figures for the average values recorded during 24 hours are reported below. Moreover the traffic congestion due to the additional demand decrease the usual quality level of public transport. About 71 % had already been at previous edition of Salone Nautico and the 43 % believes that the accessibility to the fair improved. This share changes if we consider only residents or people coming from other cities, too. Details are reported in the graphic below. Several events are hosted in the Genoa exhibition area: the up-scaling consists in analyzing the main characteristics of the events and identifying those ones that could benefit from a mobility plan or from specific interventions. Moreover the measure foresees a task called “study of the extension to other relevant events”. This activity started last February and it will take place until the end of the project. It will be developed in the following steps: - Analysis of data (visitors, exhibitors) about the most relevant events in the year Analysis of traffic data in the period of the most relevant events, in order to assess the additional demand Assessment of the interventions foreseen in the mobility plan tested for the Salone Nautico, in order to identify the most suitable for other events. Description of a procedure to support the implementation of the interventions described in the mobility plan. Concerning the city of Genoa, the analysis concerns data from 2000 to 2006. Indeed Genoa exhibition area hosts Euroflora , a very important fair about flowers. This event happens every five year and for this reason were chosen these year. The trend is very similar, even if values for Salone Nautico are higher. This situation can be mainly caused by these two reasons: 1. People visiting Fiera Primavera is 67% of visitors to Salone Nautico 2. Fiera Primavera attracts another kind of people, with respect to Salome Nautico, people more inclined to public transport. C5 Appraisal of evaluation approach The evaluation approach used in is suitable for a project composed by different measures as CARAVEL is. To have a common template to describe the evaluation activity allows better comparisons among cities. Particularly, measure 11.10 impacts on the Transport filed where it is quite simple to choose the best indicator. The main problem could be to obtain significant data for the indicator, most of all for the base line. Moreover, concerning measure 11.10, one of the main problem could be represented by the difficulty to understand the feeling of the citizens: for instance in the case of the accessibility to public transport, it could be difficult for people interviewed, to split effects from interventions in in the exhibition area and somewhere else in the city. C6 Summary of evaluation results The key results are as follows: • Traffic flows: concerning the traffic flows it is important to underline that the traffic impact due to the exhibition decrease in a significant way. The table reports the average of weekly days, Saturday and Sunday for the exhibition area district (Foce), the city centre and the urban territory (Total). During the CARAVEL project, this covering was rebuilt and these works influenced the circulation scheme in the area. Therefore the foreseen bus lanes were not effective and it was really difficult to realize the pedestrian route. D1.2 Drivers • Driver 1 - The whole city is proud of hosting a large event such as the International Boat Show, and this is seen as an opportunity to promote the city and its Province. For this reason, most institutions are very careful about the problems related to large events • Driver 2 - for the residents in the target area, large events cause relevant problems of mobility, due to the congestion. Then, every initiative aiming to better this situation should be welcome by the residents. D2 Participation of stakeholders The main stakeholders involved in this measure were: • AMI, partner of the project, AMT, partner for several measure of the project, the company supports the specific measure in choosing related to public transport. • • Citizens, represented by the delegates of the area districts • Parking management operator – • Fiera, the body that manages the exhibition area At the beginning of the project they were informed with specific meetings; then they cooperated for the realisation of the mobility plan, most of all providing data to organise information for visitors Page 23 Measure title: City: D3 Integrated mobility strategy for trade fairs in Genoa Genoa Project: CARAVEL Measure number: 11.10 Recommendations Recommendation 1 - the most relevant action to succeed in the implementation of a mobility plan concerns the communication campaign to inform people about the interventions as much as possible. D4 Future activities relating to the measure The activities developed during the CARAVEL Project could be carried on from the involved stakeholders coordinated by the Public Administration, in order to improve traffic and mobility during big events. The impacts of the interventions that have been planned should be verified and assessed in order include possible changes in the Mobility Plan. The lack of specific funding could represent the main problem to proceed with the activities. Page 24
