If you only think of Wisconsin as “The Cheese State” – or
the state your favorite football or basketball team needs to beat
– it is time to think again. Also known as the Copper State,
the Dairy State, and America’s Dairyland, Wisconsin produces
excellent beer and has an expanding wine industry. What do all
these things have in common? Water. The Wisconsin Division
of the Izaak Walton League is very involved in defending and
protecting their state’s waters. This topic will be highlighted
throughout the 2016 National Convention.

Wisconsin Glaciation Episode, it is also a city on
the cutting edge. Stevens Point is home to the
University of Wisconsin-Stevens Point, innovative
parks and gardens, a symphony orchestra, more than 80
restaurants, outstanding breweries, and major corporations.
For many years, you have enjoyed Point Beer courtesy of the
Wisconsin Division at our convention’s Parade of States.
Now you can take a tour of the Point Brewery and many
others in the area. Visit the Sculpture Park, enjoy the kayak/
canoe trip on the Plover River, visit a cheese factory, stroll
along the Wisconsin River, and grab an ice cream (or two!)
while you enjoy this incredibly clean and fun city. For
you history buffs, be sure to check out the boulders around the Bill Cook Chapter – these are
outwash rocks left by the last ice melt!

ample parking, a signature restaurant, free
high-speed internet, and an indoor water
park featuring a three-story super slide. The
Amber Grill is open from 6am to 10pm
and has an extensive menu. Several other
restaurants are within walking distance of
the hotel. The area surrounding the hotel
is quite suitable for your morning run or
evening stroll.

The Holiday Inn room rate is $109++

The newly renovated Central Wisconsin Airport (CWA) is serviced by Delta,
American, and United. The airport is in
Mosinee, which is 24 miles from the hotel.
Alternate airports for your flights: Appleton International (ATW), 69 miles from
Stevens Point, and Milwaukee (MKE),
150 miles from Stevens Point. The hotel
does not offer transportation from these
alternate airports.
Ground Transportation
The Holiday Inn offers shuttle service
to/from CWA airport at a special rate to
League attendees of $20 each way. Please

educational program is designed to prepare

Stan Ensberg Trap Shoot

The trap shoot will take place at the Bill
Cook Chapter, just three miles from the
convention hotel. The winning team will
take home a trophy named after Stan Ensberg, IWLA national president in 1988.
Ticket price includes lunch and three
rounds of trap. A limited number of loaner

YOUTH CONVENTION
YOUTH CONVENTION
Our Wisconsin hosts have designed an exciting and diverse
program for this year’s Youth Convention. Check-in is Tuesday,
July 19, beginning at 5pm. Youth will kick off their week of fun
with welcome activities and pizza from Polito’s, followed by a
stop at Clay Corners Studio for a chance to design and paint
their own commemorative convention item. Wednesday starts
with a 9am departure to Glacier Hollow YMCA Camp for a
day of outdoor activities. On Thursday, youth will spend the
morning at the Bill Cook Chapter trying their hand at archery,
laser target shooting, and other outdoor activities. Later, a trip
to the Little Plover Park will include water conservation activities on the Little Plover River. Friday’s busy day starts off with a
presentation to the general session of the National Convention.
After that, they head out for tours of the Lowland Bison Ranch
and the Dairy State Cheese Factory (ice cream included!) and a
scavenger hunt at KASH playground. Next they’ll take a walk
through the renowned Stevens Point Sculpture Park followed by
a tropical rain forest/reptile presentation and a stop at Linwood
Springs Research Station for a raptor presentation.

WORKSHOPS
Thursday Afternoon Workshops
Each workshop will be offered twice on Thursday July 21. Sessions run 2:15pm-3:15pm and
3:30pm-4:30pm.
Starting an IWLA Youth Camp: A top
priority throughout the League is connecting young people with the outdoors and
conservation. A great way to accomplish
both goals is through summer camps.
Several League divisions operate highly
successful and longstanding youth camps.
This session, hosted by League members
leading youth camps in Indiana, will help
attendees learn how to start and sustain
successful camps, including camps for the
entire family. If your chapter or division is
interested in new ways to engage youth and
families, this is the workshop for you.
Social Media 201: What’s new in the
world of social media – and how can you
use that to promote your chapter in the
community? League communications staff
will walk you through the latest, including
ways to add videos and photos to your posts
and best practices to increase engagement.

This workshop is designed for people who
know the basics about social media –
including Facebook and Instagram – and
are looking to improve their skills and their
chapter’s presence on social media.
Using Radio to Raise the Profile of Your
Chapter: Did you know there are more
than 15,000 radio stations in America?
When we think about raising the visibility
of the League and engaging the media, we
often overlook local radio stations – but we
shouldn’t. This session, led by League staff
and chapter members who are successfully
using radio today, will focus on how to get
started, tips to successfully communicate
your message on the air, and how to develop
long-term working relationships with radio
stations. Participants will also learn how to
leverage radio to drive listeners to chapter
Web sites and social media platforms.
Engaging New Audiences in Shooting
Sports: The future of shooting sports – and a
significant source of funding for conservation
– depends on recruiting new participants.
Recruitment has to expand to include

millennials, urban and suburban residents,
and more ethnically diverse audiences.
The National Shooting Sports Foundation
(NSSF) will share research on the changing
demographics of the sports and highlight outreach and recruitment strategies that engage
new participants. Learn about a national
strategy to recruit more hunters and recreational shooters and brainstorm about the
role the League can play.
Healthy Habitat for Deer – and Much
More: Healthy habitat is the foundation for
healthy wildlife. Habitat projects on chapter
property or projects led by chapters provide
multiple benefits for fish and wildlife,
people, and communities. League members
and the Quality Deer Management Association (QDMA) will highlight how chapters
and QDMA can partner to create healthier
habitat for deer and other wildlife, contribute to top-notch hunting and other outdoor
recreation, and mentor the next generation
of hunters and conservationists. Get practical tips and learn about resources that can
help your chapter advance conservation and
outdoor recreation locally.

VOTING AT THE CONVENTION
Each delegate is entitled to one vote.
However, if the number of chapter
delegates at any session is less than the
number of delegates to which the chapter
is entitled, the chapter delegation may
collectively cast the same number of votes
as the number of delegates to which that
chapter is entitled.
Each chapter is entitled to name one
alternate for each delegate. However, an
accredited alternate may vote only in the
absence of the original delegate. (For more
specific information about the voting
rights of delegates and alternates, see Article 7, Section 7.5 of the IWLA Bylaws in
the back of your national directory.)

Major actions of delegates include voting
on adoption of convention rules; approving
minutes from last year’s convention; electing national officers, regional governors
and directors at large; voting on policy
resolutions; and voting on the national
convention site.
Board of Directors
The Board of Directors is composed
of the national president, vice president,
treasurer and secretary, in addition to regional governors, past national presidents,
national directors and directors at large.
The directors will hold a short meeting
during the convention.
Major actions of the Board include approving minutes of the midwinter meeting,
voting on proposed bylaws amendments
and electing Executive Board members.
IWLA Endowment Board
All members of the League are also
members of the IWLA Endowment
Inc., a separate corporation that receives
earmarked and general contributions for
financing conservation projects. The Endowment Board will hold a meeting during
the convention, and a slate of candidates
for election to the Board will be presented.
Any Ike at the convention may vote for the
candidates.

CONVENTION DELEGATES AND BUSINESS
Delegates are the IWLA chapters’ official representatives at the national convention, and they play a key role in determining the League’s direction for the coming
year. In addition to electing national
officers, delegates serve on committees and
vote on conservation policy resolutions.
Chapters may elect or appoint their delegates. The number of delegates allotted to
each chapter is determined by the chapter’s
size. (Allotments are listed on pages 9-10.)
Allotments are based on membership figures from the end of the previous year.
After a chapter has named its delegates,
the delegate accreditation form on page 11
must be completed by a chapter official and
submitted to the national office by June 19.
Delegates also must present a signed accreditation form at the convention’s registration
table to receive delegate credentials.
Your Voice in League Policy
The convention provides all members
and chapters an opportunity to participate
in IWLA conservation policy-making
through national resolutions. Proposed
national resolutions should be sent to the
national office as soon as possible. No resolutions will be accepted after July 6, 2016.
Every year, Ikes, chapters and divisions
draft resolutions outlining recommendations
to local, state and federal agencies and others about various natural resource issues.
Each resolution submitted is considered
by an appropriate resource committee
composed of members appointed by the
League’s national president. The resource
committees are the following:
•Fish and Wildlife
•Public Lands
•Sustainable Resources
•Agricultural Affairs
•Energy and Environment
•Water Resources
•Outdoor Ethics
•Environmental Education
A separate resolutions committee –
consisting of the chairs of each resource
committee – makes final recommendations
on resolutions before they are presented to
convention delegates for a vote. Bill Arnold
of Iowa is chairman of the Resolutions
Committee. Resolutions that are formally
adopted become official League policy and
guide the position statements of League
staff and officers.
All resolution submissions should do the
following:
•State that the proposal is intended for
consideration at the national convention.
•Be written in simple essay form (not in
the “whereas style”).
•Include background articles, fact sheets,
studies or other information with the

Stevens Point Groundwater Tour
Cost: $30 (includes lunch and transportation)
George Kraft, Director, University of Wisconsin-Stevens
Point Center for Watershed Science and Education, will
lead a tour focused on the impact of high-capacity wells in
this region known as the Central Sands. Participants will
learn of the effects of groundwater pumping not only in
central Wisconsin but the northern Great Lakes region.
Joining the group will be Justin Isherwood, a fifth
generation farmer, author, and columnist (also our
banquet speaker), who will share his insights on irrigated
agriculture and how to maintain the sustainable use of

proposal to give the committee a better understanding of the issue and its importance.

resolution.
•Identify someone familiar with the
resolution and its history who will be
prepared to speak to the committee at the
convention.

Kayak/Canoe Trip
Cost: $35 (includes equipment, lunch, and transportation)
Led by Nature Trek, a local outfitter that provides canoes/
kayaks and guides, this will be a fun and relaxing day on the
Plover River. Participants will launch at Jordan County Park
and float down to “Skinny Dip Point” on the Bill Cook Chapter grounds. Lunch will be served at the Bill Cook Chapter. After lunch, participants can continue the trip down to Iverson
Park or return to the Holiday Inn.

Justin Isherwood is
a fifth-generation farmer,
humorist, and award-winning
writer. His most recent books
include Pulse: A Farmer’s Take
on the Universe and Walking
on Water II. His family has
been farming in Wisconsin
since 1832 and living on the
current Isherwood Farm since
1852. Justin shares the responsibility for the farm with his
two brothers plus their wives and children. He contributes
regularly to “Wisconsin Life,” produced by Wisconsin Public
Radio, and Wisconsin Public Television. He has also written
for The Wall Street Journal, Audubon, Newsday, and Country Life.
When not farming or writing, Justin enjoys tapping the maple
trees on the family farm in Plover, Wisconsin.

DELEGATE ACCREDITATION
Instructions
Both delegate accreditation forms must be filled out by a chapter officer. On each form, the officer should:
1. Print the name(s) and membership number(s) of the chapter’s delegates.
2. Assign each delegate a number of votes. The total of all delegates cannot exceed the total allocated to the chapter. (See Delegate Allotments.)
3. Enter the chapter’s name and number.
4. Reproduce enough forms so each chapter delegate and alternate has a copy to bring to convention. (Reproduce forms before the officer has signed the form.)
5. Have a chapter officer sign each certificate and provide his or her title. Each certificate must have an original signature. Without the
signature, the certificate is not valid.
6. Print the name and address of the person signing the form.
7. Give each delegate and alternate a signed certificate to take to the convention.
8. Send the completed, signed national office copy so it is received at the national office by June 17, 2016.
