The Council of Mayors (SEQ) has identified seven 'nationally significant' infrastructure projects
that require Commonwealth support and investment. It has developed a submission to
the Federal Government and Infrastructure Australia to provide regional local government
advocacy for five Queensland Government-led and two Local Government-led major
infrastructure projects that are of "national" significance.

KEY INFRASTRUCTURE PROJECTS FOR SOUTH EAST QUEENSLAND 2010
The infrastructure task for SEQ Councils
and the State Government has increased
significantly with the State's record
population growth. Public infrastructure
investment in Queensland halved as a
proportion of Gross State Product (GSP)
between 1989 and 2004. Since then, it
has moved back to 7% of GSP (or more)
although State Budget forward estimates
suggest this effort will not be sustained.

successive governments have failed to
invest adequately to maintain our quallly
of life and the productMty of our economy.
The Federal, State and Local
Governments are currently investing
record amounts of money in
South East Queensland is a great place
to live and work and that's why our
region is home to an extra half a million
people since 2001. We're home to one
in seven Australians. And, by 2031 an
estimated one and a half million more
peeple are forecast to live here.
SEQ is also an economic powerhouse,
generating a fifth of the nation's
economic growth. We are punching well
above our weight and investments that
enhance the productivity of the region wi ll
reap big dMdends.
Meeting the challenges of managing
current and future pcpulation growth is a
tough task for all levels of government. It
must be achieved in a way that preserves
and enhances the prized quality of life
that SEQ residents and visitors enjoy.
Residents know about the impact of
growth wIIh more congestion on our
roads, as well as our water and social
infrastructure under increasing strain. We
have kept welcoming new residents, but
infrastructure in SEQ, but we have a long
way to go to correct the longstanding
underfunding of Queensland's roads and
transpcrt. Our share of Federal roads
funding is now above our pcpulation
share for the first time in a decade.
But, the infrastructure catch up task is
massive.
Better planning, coordination and
infrastructure funding outcomes across all
levels of Govem ment are needed for SEQ
- the fastest growing region in Australia.
The Council of Mayors (SEQ) has
identified seven "national priority"
infrastructure projects that would benefit
from early Commonwea~h Government
support and provide an early action - and
outcome - for COAG's national planning
framework.
The Council of Mayors (SEQ) Getting
SEQ Moving - Nationally Significant
Infrastructure Projects submission fits
within COAG's broader strategic planning
objective to 'provide nationally-significant
economic infrastructure (both new and
upgrade of existing), including transport
corridors, intemational gateways and
intemnodal connections'.
Impcrtantly, this submission places
these projects in their land use planning
context, showing how the region's
councils have planned growth based
on infrastructure rollout, but also how
complementary land use planning can
'value add' to rt. This is particularly the
case around public transport projects
and the building of 'transport corridors'.
It is also important to the movement of
fraight and workers to key nodes such
as the Surat Basin and the Australia
TradeCoast.
Continuing investment in infrastructure
is vitally important to the future liveabillly
and prosperity of SEQ. There is a long
way to go to bring SEQ infrastructure to
a service standard appropriate for our
current and future population.
SEQ Councils are playing their part
and will pcur a record $3.5 billion into
caprtal works this financial year. But the
population growth challenge is bigger
than any single level of government can
manage on its own,
We all have to work together.
Commrtments to fund the backlog of
infrastructure projects, as well as current
and future projects, are essential to ensure
the region's quallly of life is maintained.
Analysis by Morton and Layton (2009)
shows that capital outlays need to
be maintained at about 7% of GSP in
the longer term if reasonable levels of
infrastructure service are to be achieved
and the backlog caused by historic
underinvestment addressed.
The value of works done for roads,
subdivisions, water, sewerage and
drainage in Queensland grew, in 2008
values, from $2.9billion in 2004 to
$8.5billion in 2008.
The need to bring forward investment
in SEQ's transport system is evident
by significant pressures arising from
strong population growth, increasing
private vehicle use and growing
freight movements. This has resulted
in worsening peak hour traffic and
overcrowding of passenger transport
services. Any significant decline in
public investment in infrastructure could
have significant impacts on jobs across
Queensland, as well as increase costs
associated with congestion.

To reduce the ongoing costs of congestion

needed to bring forward major projects
designed to target urban congestion and
accommodate population growth.
The seven Council of Mayors (SEQ) 2010
'national priority' infrastructure projects
listed in alphabetical order, are:
Blacksoil interchange
An upgraded interchange at the dangerous junction of two major highways the Warrego Highway and Brisbane Valley Highway (at Blacksoil) - to achieve
consistent, reliable and safe driving conditions between Brisbane, Ipswich,
Toowoomba and the SomersetlBurnett regions.
Eastern Busway (Buranda to Capalaba)
The busway will provide a highly efficient dedicated public transpcrt route through
Brisbane and Redland, two local government areas, cutting commuter times
between Capalaba and major commuter destinations by up to 20 minutes, and
creating medium density development opportunities along the corridor.
Gold Coast Heavy Rail Extension
This staged project aims to reduce congestion on the heavily used Gold Coast
Rail Une and extend the line to Elanora and Coolangatta, with key linkages to
Gold Coast Airpcrt, the Gold Coast Rapid Transit project and the Pacific Motorway
upgrade, and opportunrties for medium density development along the corridor.
Kingsford Smith Drive Corridor
A key outcome of this proiect is to increase productivity by enhancing landside
road capacity and supply chain links from Brisbane's air and sea ports by reducing
travel times, improving travel time reliability for freight movements and facilitating
industrial and commercial development near these international gateways.
Increased capacity will also enable public transport services in this corridor to
service significant residential and employment growth in the Northshore Hamilton
and Australia TradeCoast precincts.
Pacific Motorway upgrade: Gateway Motorway to Logan Motorway

Toowoornba Bypass
The bypass provides a safer and quicker route from Darling Downs to Brisbane,
avoiding 16 sets of traffic lights, reducing travel times by up to 30 minutes and
taking heavy freight traffic out of the Toowoomba CBD. It also fixes a major
bottleneck on the strategic freight route between Surat Energy Basin and the
Downs and the Port of Brisbane, which sources 52% of its exports from the region.

There were 110 reported accidents between 1998 and 2007 near this
intersection. Accidents have been increasing at an average compound rate
of 4.1 % each year.

The current intersection was constructed in the 1960s, when traffic
volumes (and speeds) on the two highways were significantly lower.

Interchange) Intersection Upgrade is to
improve safety for users and improve

The Warrego Highway is a major freight
artery linking the Brisbane Port with
Toowoomba and the economic regions
of Darling Downs and the Surat Energy
Resources Province.
Almost 52% of exports that pass through
the Port of Brisbane originate from these
regions. The Brisbane Valley Highway
connects fast growing regions to the
north of the Warrego Highway with the
primary economic areas of South East
Queensland (SEQ) and through to the
Burnett and Callide regions.
The upgrade will assist in raising the
productivity and competitiveness of SEQ
and Australia as a whole by providing
a safe, reliable and efficient transport
route along the Western Corridor to

directly with the strategic priorities set by
Infrastructure Australia in its Reform and
Investment Framework and is pivotal to
expanding Australia's productive capacity

Substantial planning and design
work has been undertaken over the
last five years to provide a firm basis
for commencement of additional
stages of the project when funding is
available. The Concept Design and
Impact Management Plan (CDIMP) was
approved by the Queensland State
Construction of the the first stage of
the Eastern Busway, between the PA
Hospital and South East Busway (at
Buranda) is complete, while part of Stage
Two - between Buranda and Mains
Avenue (Coorparoo) - is set for a 2012
completion date.
The construction of the further stages
of the project including the Main Avenue
to Bennetts Road section, transit lanes
from Scrub Road to TiIIey Road, and
the TiIIey Road to Capalaba section, are
dependant on project funding.
The Queensland Government has
committed to a total of $833m for the
first two stages of the Eastern Busway
project. The Queensland Government
is seeking the Australian Government
to partner and match this funding to the
sum of $825m.

Gold Coast is the fastest growing region in Queensland and Australia's
sixth largest city.

Gold Coast City Council has set public transport use targets of 7% by
2014 and 15% by 2031 . Modelling confirms that to achieve the target of
15% by 2031 , significantly more public transport infrastructure is needed.

Gold Coast City is the sixth largest city in
Australia and is the fastest growing region
in Queensland with 14,000 new residents
each year. The SEa Regional Plan
forecasts that over the next 20 years there
will be 282,000 more people taking the
population to 749,000 by 2031. Adding to
this, there are 60,000 overnight visitors and
16,200 day·trip visitors every day.
The Gold Coast City Council has set
targets for public transport usage at 7%
of all trips by 2014 and 15% by 2031.
These targets are supported by the
SEa Integrateo Regional Transport Plan.
Modelling confirms that to achieve the
target of 15% by 2031, significantly more
public transport infrastructure is needed.
Land along the rail conidor to Coolangatta
has already been acquired. Priority
upgrades north of Nerang are track
duplications from Coomera to Helensvale
and a third track from Kuraby to Kingston.
Without these upgrades, the benefits
of the Brisbane inner city rail tunnel and
extension to Coolangatta would not be
realised because the capacity to operate
more trains is restricted.
The goal of extending passenger
rail further south of Varsity Lakes to
Coolangatta is to achieve the Gold
Coast City Council's Bold Future vision
of expanding transport networks that
link people, workplaces, schools and
services locally and globally.
This goal aligns directly with the strategic
priorities set by Infrastructure Australia
in its Reform and Investment Framework
and is pivotal to reducing greenhouse
gas emissions, improving social equity
and quality of life in the region.
The single most important industry in
the region is tourism, which is heavily
dependent on the Gold Coast Airport and
its transport connections, emphasising
the importance of the passenger rail
extension to the airport.
The tourism sector is worth $4 billion
annually and employs almost 18,500
people in the Gold Coast. Overall, if
operational by year 2011 , the rail extension
will increase public transport by an
estimated 8,800 trips per day in the region
which is equivalent to an almost 0.4%
increase in mode share for public transport.
The rail extension would resull in 7,000
fewer car trips per day which is equivalent
to 9% of Pacific Motorway traffic volumes
south of Robina. The TransUnk Network
Plan identifies future improvements to
east-west connections between the
planned Gold Coast Rapid Transit and the
passenger rail line extension including bus
priority lanes and park and ride facilities.
The extension of passenger rail further
south of Varsity Lakes to Coolangatta
will include up to four new stations at
Tallebudgera, Elanora, Tugun and Gold
Coast Airport at Coolangatta.
The Gold Coast Rail is a critical project
to achieving long term compact density
infill targets set for the city, with major
activity centres of Coolangatta, Coomera
and Robina directly accessible by rail
and potential for more transit oriented
development around the new southern
stations.
The forecast operational cost recovery
is at least as good as the rest of the rail
network and on this basis the progressive
extension of rail to Coolangatta with
priority track upgrades is justified.
The Kingsford Smith Drive initiative is
located north-east of the Brisbane CBD
and involves upgrading the road to provide
improved access between Brisbane City
and Australia TradeCoast (ATC).
The project is currently in the process of
delivering Stage 1: Woonah Avenue to
French Street, a vital transport road system
link between two major infrastructure
projects: the Gateway Motorway Upgrade
and the ATC development. This stage
directly links to the federally funded
Gateway Motorway upgrade.
This motorway system forms part of
the national freight corridors, thus
encouraging economic development on a
national basis resulting in efficient import
and export freight transport movement.
The Kingsford Smith Drive corridor
supports rnultiple roles including:
access to residential and industrial
lands along the north bank of the
Brisbane River and access ramps to
the Gateway Motorway
provides a cross-city function
connecting the western industrial
areas with ATC via Northern Link and
the Inner City Bypass.
a greater freight carrying role than
parts of other major transport
corridors, including the Gateway,
Ipswich and Logan motorways
secondary-and "un-tolled" -access
to the airport
A traffic assessment undertaken using
2007 demands indicates that the conidor
is already operating in excess of desiraible
operating condITions. For example, the
2007 RACa Travel Time Survey showed
that Kingsford SmITh Drive had the slowest
outbound speed of all major urban roads
surveyed in Brisbane. It is estimated there
will also be an increase in travel demand
of about 54,300 vehicles per day by
2026 on Kingsford SmITh Drive due to
the development of the ATC commercial
precinct and the major residential
development at Northshore Hamillon.
The ATe industry and commercial
precinct is projected to generate 50,000
new jobs by 2030, while the Northshore
Hamilton development will provide
homes for an extra 13,000 people.
Recent traffic modelling shows this will
mean traffic volumes along Kingsford
Smith Drive will be far greater than all
other arterial roads in Brisbane. As
congestion is very high on the corridor,
the operations of the corridor are very
sensitive to minor changes.
The project is ready to deliver improved
network efficiencies by connecting growth
areas of the ATC area to the arterial road
network and to areas of commerce, trade,
employment and industrial development.
This project will improve transportation
efficiency, reduce greenhouse gas
emissions, enhance safety and access,
public transport operations, community
mobility and planned development.
Options for the upgrade include capacity
management; corridor widening; and
public and active transport initiatives.
Consistent with Infrastructure Australia's
integrated transport goals, the proposed
upgrade works provide potential for
Kingsford Smith Drive to incorporate
public transport services such as buses
that will respond very effectively to
Brisbane's ongoing population growth.
Brisbane City Council is looking for an
infrastructure partner -the Commonwealth
Government - to invest $441.8 million in
the Kingsford Smith Drive project.

Brisbane City Council and Logan City
Operation of the 16km section of the Pacific Motorway from the Gateway
to Logan Motorway is badly affected by congestion as the road changes
from eight lanes to six.
The upgrade of the Pacific Motorway, including the South East Busway
extension, will act to support the desired growth pattern established under
the SEO Regional Plan.
Average travel times for commuters and freight will be reduced. The
reduction in travel times will facilitate better public transport outcomes,
improved vehicle performance and reduced emissions.

Sunshine Coast Airport passenger numbers are forecast to double to 1.9

will generate 5,385 new jobs with a Net Present Value of $645 million for SEO.

The Pacific Motorway serves as the
primary north south transit corridor for
greater Brisbane. It transects a number
of activity centres and acts as the main
link between Brisbane, Logan and the
Gold Coast. The operation ofthe 16km
section of the Pacific Motorway from the
Gateway to Logan Motorway is badly
affected by congestion as the road
changes from eight lanes to six.
In order to manage ongoing growth
pressures and to enhance the corridor's
effectiveness, an upgrade is essential. The
Pacific Motorway upgrade will maximise
the use of existing infrastructure and
promote improved transport between key
economic activity centres.
The 2007 RACO Travel Times Survey
showed that average outbound (from
Brisbane) speed on the Pacific Motorway
slowed from 75 km/hour in 1993 to 33
km/hour. Inbound speed also slowed
dramatically - by about 15 km/hour
during this period.
The Pacific Motorway upgrade will help
address transport problems in South
East Oueensland (SEO), support a proper
strategic growth pattern of the region,
and will have the following benefits for
the region:
• Average travel times for commuters
and freight will be reduced. The
reduction in travel times will allow for
improved vehicle performance and
reduced emissions.
• The South East Busway extension is a
critical public transport element of the
Integrated Regional Transport Plan.
• This section of the Pacific Motorway
connects to key transport
infrastructure in SEO, for example, the
duplication of the Gateway Motorway
and the South East Busway.
• The upgrade of the Pacific Motorway
between the Gateway Motorway and
Logan Motorway is consistent with the
intentions of both the SEO Regional
Plan and the SEO infrastructure Plan
and Program.
• The upgrade will help to stimulate
the Logan economy by providing
improved links to the Principal Activity
Centres of Springwood and Beenleigh
and the Major Activity Centre of the
Logan Hyperdome.
Current planning for the Pacific Motorway
upgrade is for the project to be delivered
through a staged approach. The first stage
funded by the Commonwealth and State
Governments, includes major upgrades
to 3.3 kilometres of the motorway from
Springwood (south) to Daisy Hill and the
Loganlea Road interchange. Subsecuent
urgent stages must include upgrading
the Gateway Motorway merge, extending
the SE Busway from Bght Mile Plains to
Springwood - and increasing the capacity of
the Pacific Motorway from sO< to eight lanes.
If this section of the Pacific Motorway is
not upgraded, freight, public transport
and private commuter travel will be
severely impeded due to congestion and
accidents. This will increase travel times,
constrain economic growth, magnify
social problems and strain housing
affordability in SEO.

The goal of realigning and extending the
runway is to ensure continued operation
of commercial aircraft in accordance
with CASA regulations which will in turn
continue to diversify the economic base
of the Sunshine Coast promoting further
employment growth in the region. This
goal aligns with the strategic priorities set
by Infrastructure Australia in its Reform
and Investment Framework to diversify
Australia's economic capabilities and
develop our regions.
An expanded airport capability will
enable the Sunshine Coast Airport to
grow and continue its role in servicing
and faCilitating increasing demand
for passenger movements, landside
industries and enterprises and tourism
opportunities. Extension of the runway
will strengthen the role of Sunshine Coast
as a tourism gateway and significant
generator of a more diverse economic
base for the region. the masterplan also
identifies a new access road to service
an expanded commercial services
precinct.
PricewaterhouseCoopers estimates the
Sunshine Coast Master Plan will generate
5,385 new jobs with a Net Present Value
of $645 million for the region. The new
airport facilities will also support the
National Aviation Policy White Paper
in terms of safety, security, economic
prosperity and coordinated planning.
The Sunshine Coast Regional Council
proposes to construct a new 2,450
metre long east-west runway at Sunshine
Coast Airport. This will greatly enhance
safety for residents, passengers and
aircraft operators. The larger runway
will also enable legitimate operation of
Boeing 8737s and Airbus A320s without
special dispensation from CASA as is
currently required.
The Sunshine Coast Regional Council
is seeking $122 million investment from
the Commonwealth Government to help
make this key project happen.

The Pacific Motorway serves as the
primary north south transit corridor for
greater Brisbane. It transects a number
of activity centres and acts as the main
link between Brisbane, Logan and the
Gold Coast. The operation of the 16km
section of the Pacific Motorway from the
Gateway to Logan Motorway is badly
affected by congestion as the road
changes from eight lanes to six.
In order to manage ongoing growth
pressures and to enhance the corridor's
effectiveness, an upgrade is essential. The
Pacific Motorway upgrade will maximise
the use of existing infrastructure and
promote improved transport between key

strategic growth pattern of the region,

The South East Busway extension is a
critical public transport element of the
Integrated Regional Transport Plan.
This section of the Pacific Motorway
connects to key transport
infrastructure in SEQ, for example, the
duplication of the Gateway Motorway
and the South East Busway.
The upgrade of the Pacific Motorway
between the Gateway Motorway and
Logan Motorway is consistent with the
intentions of both the SEQ Regional
Plan and the SEQ infrastructure Plan
and Program.
The upgrade will help to stimulate
the Logan economy by providing
improved links to the Principal Activity
Centres of Springwood and Beenleigh
and the Major Activity Centre of the
Logan Hyperdome.
Current planning for the Pacific Motorway
upgrade is for the project to be delivered
through a staged approach. The first stage
funded by the Commonwealth and State
Govemments, includes major upgrades
to 3.3 kilometres of the motorway from
Springwood (south) to Daisy Hill and the
Loganlea Road interchange. Subsequent
urgent stages must include upgrading
the Gateway Motorway merge, exiending
the SE Busway from Bght Mile Plains to
Springwood - anc increasing the capacity of
the PacifIC Motorwey from sO< to eight lanes.
If this section of the Pacific Motorway is
not upgraded, freight, public transport
and private commuter travel will be
severely impeded due to congestion and
accidents. This will increase travel times,
constrain economic growth, magnify
social problems and strain housing
affordability in SEQ.
