INFORMATION & RULES:
1. All state and local rules apply. Entries must have been designed, crafted/grown by the exhibitor within the current fair
year (since June 2015).
2. Competition is open to amateur gardeners, arrangers and clubs. An amateur is someone who grows and shows for
pleasure, rather than as a profession. Floristry students and professionals are encouraged to enter ‘Contemporary
European’ designs in each judging period.
3. Exhibitors will place their own entries for exhibit and judging. All exhibits must be in place and exhibitors must leave
the floor by 9:00 a.m. on any judging day (10:00 am on June 10). Latecomers may only show as complimentary.
4. Exhibitors are responsible for maintaining their exhibits in a fresh condition while on view. Those unsuitable for
display will be changed or removed and award withheld. Exhibitors must ‘condition’ cut plant material to ensure
maximum longevity. See cut flower section rules for conditioning suggestions. Freshening/maintenance may be done
on entry mornings (see schedule calendar) and by prior arrangements with Supervisor.
5. No artificial or treated fresh plant material is permitted in exhibits except as specified. Mandatory 12 point deduction
will be made for use of deceptive artificial plant material in exhibits.
6. The American Judging System will be used in all classes except individual Youth divisions which score individually for
merit (Danish System). Awards will be given only for exhibits showing quality growth & show–worthy presentation.
7. Sweepstakes: See State Rules. In the event of a tie, sweepstakes ribbon shall go to the exhibitor scoring highest in
blue ribbons, etc. Winners must have an individual minimum of 20 points.
8. Exhibits, except cut specimens, will be released at the start of the next judging period when similar classes are offered
or at the end of the Fair, depending on Division. Ribbons & cards for cut flowers may also be picked up at that time.

INFORMATION & RULES: (see also Department rules)
1. Plants must have been grown by exhibitor for at least 90 days preceding the opening of the Fair.
2. Plants and containers must be clean and free of insects and disease. Cleanliness is a judged quality.
3. Exhibitor must obtain and attach exhibit card to entry upon arrival and is responsible for listing common or variety
name of plant on exhibit card, botanical name if possible.
4. Exhibitor must have his/her name and phone number on the bottom of container or a durable label with exhibitor
information eased into the soil at the pot rim and (except in cactus and succulent classes) must furnish an acceptable
saucer for safe watering. Exhibits without saucers may not be placed or judged.
5. Pot size is determined by inside measurements. Pot Size Maximum is 14" unless otherwise stated. Oversize
containers may be disqualified for judging, but left as a complimentary exhibit. Entries which are deemed too heavy or
fragile to be moved may not be accepted.
6. Multiple entries may be made in each class, providing each is a different cultivar, type or color. One specimen per
container, (natural clumps okay) except as specified (e.g dishgardens). The same plant may not be entered in both
Div. 415 & 416.
7. Flowering plants must be in bloom. Dish gardens must have been planted by and grown by the exhibitor for at least
90 days preceding the opening day of the Fair.
8. Incidental bloom on plants grown primarily for foliage is permitted.
9. Accessories in single plant classes are discouraged, as they can distract from the beauty of the plant; however, they
may be used in dish gardens, terrariums and landscapes, where they enhance the scene.
10. All Horticulture Entries to Remain Throughout the Fair, except Division 415.

RULES: (see also Department Rules)
1. Cut flowers must have been grown by exhibitor.
2. Entries should be clean and free of disease, insects, and spray residue. Cleanliness is a judged quality.
3. Stem length should be in proportion to size of flower. If flower type grows on stem with leaves, include at least one set
of leaves. Measurement of stem, where specified, is from cut end to tip.
4. Exhibitor should list common or variety name on exhibit card and botanical name, if known.
5. American Rose Society standards will be used as guidelines in judging roses. Exhibitor must list variety, if known.
6. Each specimen may be judged only once. The Supervisor reserves the right to reclassify or move entries. The Fair is
not responsible for cut specimens after the judging. Wilted flowers will be discarded. “Conditioning” flowers as follows
will assure maximum longevity:

Gather flowers after 4 pm or very early in the morning.

Cut most kinds of flowers before they reach full bloom.

Split or crush cut ends of woody branches.

Re-cut stem underwater and stand entire stem up to the bloom in warm water overnight in a cool place, to
rehydrate after picking.

Groom entry and remove only leaves that will be underwater when placed in exhibit vase.
7. Containers will be provided by the Fair. However, if specimen is unusually large or heavy, exhibitor should provide
plain, sturdy container with name label on bottom.
8. Multiple entries may be made in each class, except 28, providing each is a different cultivar, type, or color.
Only one entry per exhibitor in 'Bloom of the Day' classes.
9. One stem per entry, unless otherwise noted.

IMPORTANT:
Please notify the Coordinator by the day before judging if you are canceling an entry, so your reserved display space
can be reassigned.
Plan to arrive in plenty of time to complete your arrangements within the allotted time. Exhibitors must leave the
building by 9 a.m. (10:00 a.m. on June 10).
RULES: (see also Department rules)
1. All entries must be the work of the exhibitor.
2. All entries must contain some fresh plant material, unless otherwise specified. Fresh plant material includes cut
flowers, foliage, branches, fruits, vegetables, and succulents. No growing plants are to be used except in pot-et-fleurs.
Fresh plant material must not be sprayed, dyed, painted, etc. Dried materials may be treated (i.e., sprayed, waxed,
painted, dyed, etc.). No fresh plant material is to be used in Dried/Preserved classes. Fruits and vegetables must not
be cut open (except in animal structures). Imitation or artificial plant material (including silk flowers) will not be
permitted, unless otherwise specified.
3. All fresh plant material MUST be kept in good condition or premium may be withheld. Refreshing can be done during
any of the times when other exhibits are being received. If you are not able to come in to refresh, you must leave extra
material, labeled for refreshing by staff.
4. Exhibitor should display a card listing plant materials used (for public information).
5. Accessories are permitted in all classes, unless otherwise specified. Please do not use valuable items in display.
6. All containers, bases, and accessories should be marked on the bottom with name and phone number of exhibitor.
7. Supervisor reserves the right to move arrangements, if necessary.
8. Amateur exhibitors of all experience levels are encouraged to enter any unspecified class. However, one class in each
judging period is reserved for competition in each of three experience levels. Exhibitors in Classes 1-3 should choose
the category designated by the number of blue ribbons he/she has won in any standard show in the Design classes.
Supervisor may request exhibitor to move up if there is a question of number of ribbons won. Both amateurs and
professionals are encouraged to show their creativity in ‘Contemporary European’ designs in each judging period.
NOVICE: One who has won not more than 15 blue ribbons
INTERMEDIATE /ADVANCED: One who has won 16-40
MASTER: One who has won 50 or more blue ribbons
9. Approximate space allowed for Masters is 40", to be filled proportionately, other classes 32". Pedestal tops are 15"
square. Plain background is provided where possible to a maximum height of 30". Exhibitor may furnish individual
standing background, underlay and/or open frame, if desired.
10. Size stated for Miniature arrangements represents maximum in any direction - height, width and depth of entire entry,
including base, if used.
11. Exhibition table exhibits will be staged as individual designs on a shared table and are non-functional (not for food
service). They are shown for design effect only, but MUST contain linens, dishes & a fresh decorative unit.
12. Descriptions of design types given in quotation marks are fully paraphrased from the Handbook for Flower Shows,
REV. 2007. Complete descriptions of styles are available from the Supervisor.

1. Full tables in Classes 1 & 2 are considered Club Projects and initial entry is offered to societies, or groups. Individuals
may sign up, but are not assured of an entry slot until all entries have been processed. Individuals will be advised
after entry close if they should prepare their exhibit. Entries are limited to the number of awards offered in each class.
2. Fair will provide a floor length underskirt on full tables. Skirt will not be considered by the judges as part of design.
3. Functional Table exhibits (as if for actual service of food) must include tablecloth, dishes, napkins and a fresh
decorative unit. Accessories are permitted, but NO flatware or food. A small sign describing the occasion, menu and/or
specific design inspiration should also be displayed on the table. The number of place settings is the designer's
choice, unless specified. Class 3 may use small space proportionally or just one place setting with decorative unit
scaled for larger table, if desired.

1. Division 460 Educational displays, sky gardens, and balcony gardens are considered Club Projects. Entries
acceptance is limited to the number of awards offered per class and to be filled by organizations first, then individuals.

deduction will be made for use of deceptive artificial plant material, except exhibitor created representational art used

DIVISION 460 – DECORATIVE & INFORMATIONAL DISPLAYS
EDUCATIONAL DISPLAY: Please specify interest area.
(Succulents, African Violets, Orchids, Birds etc.) Exhibit must show identified varieties or types, growing techniques,
conservation and/or related material of educational value and must receive at least 80 points to receive an award.
Approximately 45 to 60 sq. ft. of visual space should be used in display, staged against a wall or freestanding. State
preference. Eight-foot table provided and/or equivalent wall or open space reserved. First entries get preferred
placement. Supervisor should be contacted to coordinate placement requirements. Limit of 6.
BALCONY GARDEN: Decorate a 5’ x 8’ space to grow, enjoy and beautifully display coordinated containerized plantings.
Plant stands, seating, and accessories may be used. Plant material should be correctly identified. Balcony railing will
be provided. Limit of 4.
SKY GARDEN: An innovative vertical unit at least 5’ tall with plants held at several levels to maximize growing space in a
small footprint. Growing pockets, hangers, etc. may be used. Plant material should be correctly identified. At least 8
square feet of growing surface. Maximum 4’ x 4’ space on floor will be reserved for each display. Limit of 5.

DIVISION 464 – INDIVIDUAL EXHIBITOR EDUCATIONAL DISPLAY
An educational display of several related plants, growing techniques, practices or area of horticultural interest. Both

be reserved for each entry. Though a minimum standard must be met, this contest is open to both adults and youth.

DIVISION 470 - DECORATIVE SMALL GARDENS
CLASS:
1. DESKTOP FANTASY or FAIRY GARDEN – A portable, containerized garden scene planted with small-scale, living
plants and decorated with fences, trellis, paving and/or structures making it appear to be a real garden in miniature.
Satisfy your desire for a Victorian arbor, putting green or jungle tree house, but on a small scale. Due to the delicate
nature of the plant material, there is no requirement that all of the plants have been growing in place for any length of
time, through the display should have a settled appearance. Have fun and indulge the landscape designer in you.
Maximum size for stability and portability is about 2’ x 2’ (similar to a seedling flat).
2. ENCLOSED FANTASY or FAIRY GARDEN – A portable, containerized garden scene with same requirements as Class 1
(above), but grown in a closed container like a terrarium.
3. TROUGH PLANTING – A naturalistic, outdoor planting of several compatible varieties in a substantial container to
withstand year-round outdoor conditions. Container may be, but is not restricted to, hypertufa. Maximum size 18”
4. LIVING GARDEN ART – Exhibitor created wreath, plaque, frame, globe or similar form attractively planted with a
variety of coordinated, rooted, growing plants.
Other elements may be added, but living materials should
predominate. Entry should be provided with a sturdy wire loop for hanging or display stand for non-hanging design.
5. INDOOR COMBINATION PLANTING– A single container creatively designed for maximum show with a variety of
compatible plants suitable for indoor display. Use differing leaf shapes, colors and flower forms to mimic the popular
large mixed planting outdoor containers. Suggested container size is 10-14” diameter inside measurement.
DIVISION 471 – CRAFTED FLORAL JEWELRY/ACCESSORIES
The exhibitor must have created each piece with natural plant material---seeds, nuts, plant fibers, flowers, etc. All design
elements must be plant material which may have been dried or preserved. Each entry should be mounted for display on a
suitable stand provided by the exhibitor.

DIVISION 473 – DO-AHEAD GARDEN ART
CLASS:
1. DECORATIVE FEATURE – An exhibitor designed & constructed useful/decorative object suitable for garden
enhancement−e.g. birdbath, cairn, totem, statue. It should have been made in the preceding year with natural or
’garden suitable’ materials to compliment plantings. Minimum size is 24”. Judging will be based on design,
workmanship, functionality and originality.
2. FLOWERPOT FIGURE - Exhibitor constructed and decorated human or animal figure assembled from standard
flowerpots and decorated with paints & fresh or preserved natural plant materials—e.g. ‘ladies’ can be constructed of
stacked pots with the lowest one becoming the skirt or bears using small pots as legs & ears. Use your imagination.
3. NATURAL GARDEN FIGURE/DECORATION – A large form for the garden made by the exhibitor within the preceding
year and provided with means to stand or hang. All or a significant part should be of natural materials (e.g. dried
vine, branches, dried flowers, etc.). Living plant material may be included, but not required. Design, functionality &
workmanship will be considered in judging. Minimum size is 24”. Please describe your entry on the entry form so
that suitable display space can be provided.
4. ‘GARDEN FRIEND’ HOUSING – Build/decorate a bird, bat or butterfly house, native bee nesting block, wildlife feeder
or watering station. While attractiveness is important, judging will also be based on accurate sizing & materials for
the purpose intended. State on entry form the total size & whether freestanding or hanging.
DIVISION 474 – DO-AHEAD GARDEN DESCRIPTION
CLASS:
1. MY GARDEN PLAN – A display illustrating an exhibitor designed small garden, including drawings or photos of the
‘look’ of the garden and a sketch showing position of features, locations & names of plants with any sun/wind
orientation & site conditions that affect your choice of plantings. Elements should be mounted together (approx.
20”x30”) and arranged for hanging or self-standing. Judging will be based on the overall design and appropriate
choice/use of the plant material.
NOTE: This may be an actual garden or one only imagined and devised by the exhibitor.
2. ‘SURVIVOR’ PLANT – A description/story with picture(s) on poster/foamboard (approx. 20”x30”) about a plant in your
garden which has survived beyond your expectations during the drought & unusual weather conditions of the past
few years. Include the care it has been given & any special circumstances that may have contributed to its survival
(e.g. roots under paved surface where moisture doesn’t evaporate, etc.). Display must be prepared for hanging or selfstanding.
3. ‘HERITAGE’ PLANT – An illustrated story on poster/foamboard prepared for hanging or self-standing (approx.
20”x30”) about a plant which has been in your family or friendship circle for many years. Because of its size, age,
location or special growing requirements, the actual plant may not be able to be brought to the Fair; but it can be
showcased through photographs and relevant information in this display.
DIVISION 475 – IMAGINE AND CRAFT-IT
CREATE A FLOWER – Use any combination of materials to construct a fantasy flower/plant, either somewhat naturalistic
or wildly whimsical, to your own design. This is not a model of an actual plant, but a biologically possible, species that
you imagine & design. Include parts necessary for life—food producing structures (leaves or something else), reproductive
parts, etc. Make it beautiful or bizarre while using believable biology. Include a description on card (approx. 4”x6”) of
your creation describing where & how it ‘lives’. No size limitation; but, exhibit must be sturdy and self-supporting for
display in our ‘Fantasy Garden’. Judging will be based primarily on your biological interpretation/explanation, as well as
design and workmanship.

DIVISION 480 – BARREL GARDENS
Each contestant will bring his own selection of plants to attractively assemble as a container garden in a half whisky
barrel with soil furnished by the Fair. Planting will take place during entry acceptance times on June 9 & 10. Barrel
gardens will be created and displayed outdoors. (Take down during June 20 release time) Limit of 10.
Judging of Barrels will be based on: overall design, color combination, compatibility of plant materials, suitability for
container growing and plant health and condition.

These categories are suitable for individual entry. If done in school or youth group, they may be delivered to Fair together;

exhibitor. Division 464 & 475 are also open to youth exhibitors without loss of youth status in other fair departments.

The Danish system of judging will be used in this section, unless otherwise stated. This method scores each entry
individually on its own merit, rather than in direct comparison with other entries.

DIVISION 494 – YOUTH GROUP PROJECTS
These are educational categories suitable for classroom, scout, 4-H or youth group, each entry being one coordinated
display to be judged as a unit. The focus is to bring information learned in the classroom to a public display. Exhibit
may be individual items made by each student which are shown together or items and signage made cooperatively as a
group. Exhibit should include labels and easy to read information on what was learned and/or the process used. Area
2½ - 8 feet on table or 4 foot square on floor will be reserved for each entry (state preference on entry or notify Supervisor).
(Items to be judged individually should only be entered in previously listed individual divisions.)

DIVISION 496 – LARGE CONTAINER SCHOOL FLOWER GARDENS
One large or a well-integrated collection of several containers attractively using approximately 8-15 square feet of growing
surface. Suitable containers might be large flowerpots, 5 gallon nursery cans, a barrel, or a vertical structure. Each
display will be staged within a 4’x4’ area on the floor; so, exhibitor should provide stand(s) and saucers, if needed. Foliage
plants may be used; but, grouping should also contain a minimum of 3 varieties of blooming plants. Plants should have
been grown for at least 3 months to form a full, mature display. American system will be used in judging.

variation in leaf color, shape & texture to make the composition interesting. Flowers may appear; but, the main interest is
in the combination of foliages.
BLOOMING GARDEN IN A POT- An attractive, mature grouping of at least 3 kinds of flowering plants growing in a 10-14”
container.
FANTASY GARDEN - A garden scene using growing plants and student constructed ornaments/furniture to form an
attractive site suitable for fairies, gnomes ,etc. in a 10 – 18” container. Any figures or ornaments used should be securely
fastened.

Entry forms are accepted via drop-off, mail, fax or online at www.sanmateocountyfair.com per California State Rule II.
Eligibility: Exhibitors are responsible for obtaining entry form(s) & rules from the Fair, and submitting form(s) and any
required fees by the closing date as specified by Fair Management. The closing date for all entry forms (Non-livestock) is
May 10, 2016. Fair Management encourages Exhibitors to enter online and not wait until the deadline. It is the
Exhibitors responsibility to receive confirmation of entries submitted to the Fair.
Entry forms not received by the Fair by midnight May 10, 2016, will not be accepted unless submitted as a “Late Entry”
and submitted via mail or drop-off only, and accompanied by an additional late entry fee of $100.00.
Late Entry Form(s) Deadline (Non-livestock) is May 17, 2016 at 5:00 p.m.
ALL ENTRY FORMS INCLUDING LATE ENTRY FORMS WILL NOT BE ACCEPTED AFTER MAY 17, 2016 at 5:00 p.m.
No exceptions will be made by the Fair for late entries.
