CULTURAL PROJECT GRANT APPLICATION HOMOLOGATION CUMBERNAULD THEATRE - 1. CONSIDERATION OF APPLICATION FOR There was submitted a report dated 14 June 2004 by the Director of Community Services (1) advising that an application had been received from Cumbernauld Theatre, for Cultural Project Grant Funding towards a project entitled “How to Steal a Diamond” which had been designed specifically to enable a group of young people aged 18-25 years to work with the Theatre Company “Vox Motus” in a workshop programme which would culminate in a production which would be seen in North Lanarkshire and several theatres in the Glasgow area; (2) indicating that due to the urgent nature of the application, and following consultation with the Convener of the Community Services Committee, he had approved expenditure of €750 towards the project, and (3) seeking homologation of his actions in this regard. Decided: that the actions taken by the Director of Community Services, following consultation with the Convener of the Community Services Committee, to approve a grant of f750 towards Cumbernauld Theatre, be homologated. ANNUAL GRANTS TO VOLUNTARY DEVELOPMENT 2004/2005 2. - ORGANISATIONS - COMMUNITY LEARNING AND With reference to paragraph 36 of the Minute of the meeting of the Community Services Committee held on 17 March 2004, there was submitted a report (docketed) dated 9 July 2004 by the Director of Community Services (1) advising the Sub-Committee of applications received from voluntary organisations, specifically applications concerned with Community Learning and Development, as detailed in the Appendices to the report; (2) outlining the background relative thereto; (3) advising that the applications detailed in Appendices 1 and 2 to the report contained recommendations on continued and new applications received from March 2004, and (4) informing Members that Appendix 3 contained recommendations on applications where the majority of expenditure was associated with staff costs and where a 3% increase based on salary costs had been proposed. 1 COMMUNITY SERVICES (COMMUNITY DEVELOPMENT3 SUB - 17 August 2004 Decided: (1) that the funding recommendations as detailed in Appendices Ito 3 to the report be approved, and (2) that the report be otherwise noted. REQUEST FOR FINANCIAL ASSISTANCE 3. There was submitted a report dated 17 June 2004 by the Director of Community Services (1) advising of the receipt of a request for financial assistance from the Wishaw Games Committee towards the cost of holding the Wishaw Games at Wishaw Sports Centre which had taken place on 14 and 15 August 2004; (2)outlining the background to the report, and (3) containing his observations thereon. Decided: AD HOC PAYMENT 4. - WISHAW GAMES that a grant of f1,790be awarded to the Wishaw Games Committee towards the Wishaw Games. - SUPPORT FOR ATTENDANCE AT THE ROYAL BALLET SCHOOL There was submitted a report dated 12 July 2004 by the Director of Community Services (1) advising of a request by Mr. Robert Clarke for grant aid to provide support for his three sons who were currently attending various full and part-time Royal Ballet School courses in London; (2)outlining the background to the report; (3) containing his observations thereon; (4) indicating that, following consultation with the Convener of the Community Services Committee, an ad-hoc payment of f6,000 had been paid to Mr. Robert Clarke’s Trust Fund for his sons, and (5) recommending that consideration be given to future support which North Lanarkshire Council could give to gifted young people pursuing professional development in the field of the arts. Decided: (1) that the actions of the Director of Community Services, following consultation with the Convener of the Community Services Committee, in awarding an ad-hoc payment of f6,000 to Mr. Robert Clarke’s Trust Fund for his sons be homologated, and (2) that consideration be given to future support which North Lanarkshire Council could give to gifted young people pursuing professional development in the field of the arts. DEVELOPMENT OF COMPLAINANT SERVICES FOR ETHNIC MINORITY COMMUNITIES 5. There was submitted a report dated 29 July 2004 by the Director of Community Services (1) informing Members of proposals to develop complainant services for the Ethnic Minority Communities and to seek approval to fund the Ethnic Minority Law Centre for the provision of the service; (2)outlining the background to the report; (3) setting out the proposals and containing his observations and considerations thereon, and (4)recommending that the Sub-Committee approve the expenditure of €26,000to the Ethnic Minorities Law Centre. Decided: (1) that expenditure of f26,000to the Ethnic Minorities Law Centre be approved, and (2) that the contents of the report be otherwise noted. 2 COMMUNITY SERVICES (COMMUNITY DEVELOPMENT) SUB - 17 August 2004 COMMUNITY GRANTS SCHEME (I)CONSIDERATION OF APPLICATIONS FOR HOMOLOGATION 6. With reference to paragraph 14 of the Minute of the meeting of this Sub-Committee held on 11 May 2004, when inter alia, the Sub-Committee had agreed that the Director of Community Services, following consultation with the Convener and appropriate Elected Member(s), determine any urgent applications for community grants received during the summer recess, there was submitted a report (docketed) dated 13 July 2004 by the Director of Community Services detailing in the Appendix to the report the urgent applications for community grants received during the summer recess which had been duly processed in terms of the delegated powers. Decided: that the action taken by the Director of Community Services, in consultation with the Convener and appropriate Elected Member(s) as detailed in Annex 1 to this Minute be noted. (2) CONSIDERATION OF APPLICATIONS 7. There was submitted a report (docketed) dated 13 July 2004 by the Director of Community Services together with schedules (tabled and docketed) detailing continued and new community grant applications.
