Tuesday Volume 4 Issue 46 Issue Date: July 30, 2013 CONNECTING THE LOCAL BUILDING INDUSTRY Tolleson Readying $9.2M Downtown Remake By Eric Jay Toll for Arizona Builder’s Exchange With plans at 60 percent stage, J2 Engineering & Environmental Design is moving towards a 90 percent completion next month, and the Tolleson is readying a fall groundbreaking for its $9.2M downtown revitalization project. The long-planned project will enhance its main street and create a well-lit downtown center. The city’s Paseo de Luces (Path of Light) will be the new brand. Hunter Contracting and Valley Rain Construction will share GC duties to calm five-lane Van Buren Street into a main street with 18 to 20 foot wide sidewalks, on-street parking and bike lanes. The improved sidewalks will include social seating rather than conventional benches, free WiFi coverage, public gathering areas and space for vendor kiosks. Area businesses will be able to use the sidewalk for outdoor dining and merchandise displays. Enabling the new heritage-based area to succeed, the city is creating a new zone for recognizing it as the new CORE—commercial, office, residential and entertainment— district. Design review standards will ensure future development conforms to the character in the new city center. The Paseo runs down Van Buren Street from 91st to 96th avenues. The streetscape includes public art, shade trees and room to mingle. The city is working to reduce construction impacts on businesses. Construction will take more than a year to complete. “We learned from the successes and failures of similar projects,” said Tolleson economic development director Paul Magallenez. “We’re doing this at a good time for the city. We’re excited; this will encourage other new development. This is a project we didn’t think would come together for another five years, and it’s starting in two months.” Some local businesses have already started remodeling and upgrade projects to match the rest of the area’s enhancements. Keep Your Fingers Crossed By John Salustri for Globe Street Ken Simonson believes that once burned, twice shy. The chief economist for Associated General Contractors of America has made optimistic predictions before based on early-year job returns, only to see the promise, as he says, “fizzle.” So he’s unwilling, given recent job returns, to make glowing predictions. And Stephen E. Sandherr, the association’s CEO, clearly agrees: “With current conditions, one misguided regulation and one missed investment opportunity could cost a lot of hard-working construction workers their jobs.” The association’s analysis of June market conditions reveals that an equal number of states gained and lost construction jobs . “Job gains and losses were quite different last month from the patterns in the past several years as some lagging states—notably Nevada—added workers, while former high-flyers, such as Texas, had layoffs,” says Simonson. “On a year-over-year basis, construction employment has increased in more than two-thirds of the states, but nearly all states lag their pre-recession peaks for construction jobs.” So in what sectors is he seeing the biggest gains? Obviously, residential is a main driver. “More states are showing a pickup, particularly in residential construction, both single- and multifamily,” says Simonson. “In spite of all of the negativity, construction in the US will do better in the second half of 2013. I’m keeping my fingers crossed.” - Ken Simonson , Chief Economist AGC Warehouse construction is also on an upswing, thanks especially to “companies like Amazon trying to place fulfillment centers closer to their customers,” says Simonson. And of course, the Panama Canal expansion is also firing port expansions. Hotels are also logging job growth. Given the post recessionary return of travel, more hotel chains “are renovating, and we’re starting to see new construction in selected areas.” The office market remains weak in terms of development, Simonson says. “Two states—Louisiana and North Dakota—set new construction-employment records in June, but most remain far below their pre-recession peaks. Chris Brozina, vice president for development, said developers are seeking site-plan approval, but he anticipates the first units will be available for leasing in October 2014. The problem with the three bridgelike structures along the seven-mile stretch of road is their potential to create bottlenecks along the rural route. The two bridges as well as a box culvert similar to a bridge date back to the 1930s, although some believe they might have been reinforced to carry a nuclear-tipped Titan 2 intercontinental ballistic missile more than 50 years ago. County officials are considering weight-limiting the structures in order to extend their useful life without having to rebuild them. The estimated cost to fix the three structures is roughly $2M. Photo Credit: Town of Florence Click here to return to Table of Contents Tuesday, July 30, 2013 9 Queen Creek Clears Way for Harkins Movie Theater By Kathleen Stinson for the Arizona Republic The Queen Creek Town Council changed Queen Creek Marketplace’s zoning on 14.5 acres from commercial to town center, to make way for more stores and restaurants. A movie theater is not an allowable use in a commercial zone. The council also approved a site plan modification, lifted a height restriction and agreed to allow exterior neon lighting on the theater, Rittenhouse and Ellsworth roads north of the Kohl’s store. In May, Vestar announced it had secured a seven-year permanent loan for $63.5M to refinance the shopping center with the goal of further developing the center, projecting the multiplex opening for late 2014. The council approved the modified site plan, which will allow three additional buildings. The new height limit allows the Harkins Theater to be constructed to a height of 45 feet and its spire to extend to 60 feet. The previous zoning permitted a building height of only 30 feet. Besides the 64KSF movie theater complex, the new development will include 8KSF and 20KSF buildings for retail and restaurants, according to the staff report. Officials with Reigle & Associates, the architecture firm on the project, say they aren’t sure what will eventually be at the acre lot at the northeastern corner of Cave Creek and Oleson roads. All surrounding improvements and other off-site improvements have been previously completed by Walmart as part of its original development and construction. Town Planner Ian Cordwell said the improvements stressed the use of harmonious landscaping, native plants and other improvements including earthen sidewalks near Cave Creek Road. New Management Has Big Plans for Firebird Raceway By Allison Hurtado for East Valley Tribune Firebird Raceway may not be recognizable when it hosts its first event as Wild Horse Pass Motor Sports Park in September. Dick Hahne, president of Wild Horse Pass Motor Sports Park, has big plans for the Chandler-area space. He estimates several million will go into renovations, and he hopes to have it all completed in 120 days from Aug. 1. Hahne has an impressive resume in the racing world. He spent more than 25 years as vice president of operations at Daytona International Speedway in Florida. When he started, the race track had three main events. When he left, there were more than 300 active days in the race track. Hahne plans to resurface the drag strip, redo all the suites and control tower, install a state-of-the-art timing and scoring system, add grandstand seats by the starting line, upgrade all restroom facilities, create a hospitality area for vendors to set up in, clean up and landscape areas around all the tracks and the island in the middle of the lake. The group will also update all signs and entrances and really dress up the east road course, since it is frontage against Interstate 10. Read more at East Valley Tribune Click here to return to Table of Contents Tuesday, July 30, 2013 11 Trade Group Opens Doors to General Contractors, Home Builders The Alliance of Construction Trades (ACT), the nonprofit trade association that represents specialty trade contractors and materials suppliers in the construction industry in Southern Arizona, has opened its membership to include general contractors and home builders in an effort to improve communication and develop stronger relationships in the industry. By Alan M. Petrillo for Inside Tucson Business Jim Kuliesh, president and CEO, said ACT was kicking off a campaign called “Partners in Construction” to attract home builders and general contractors to come aboard. Jeff Hamstra, chairman of ACT’s board of directors and owner of Hamstra Heating and Cooling, said the ACT board had a number of very long discussions over several meetings about the change and the consensus was the membership wanted to create a climate of partnership with general contractors and home builders. Hamstra noted there are “a tremendous number of builders who want to work closely with their subcontractors, and being a part of ACT is a positive step that gives builders the opportunity to network and partner with them.” Kuliesh said ACT surveyed its membership in May on a number of subjects, including the possibility of allowing general contractors and home builders as members. Kuliesh said one of the chief benefits general contractors and home builders will see as ACT members is the organization’s referral program. Click here to return to Table of Contents Volume 4, Issue 46 12 Fort Lowell Restoration Hits Snag over New Parking Lot By Darren DaRonco The restoration of the historic officers’ quarters at Fort Lowell has been put on indefinite hold just a month after for the Arizona Pima County hired a contractor to do the job until city Daily Star officials insisted they had to include a new parking lot to comply with city codes. The county already spent more than $1.5M to buy the site on East Fort Lowell Road at North Craycroft, clean it up and get it ready for the restoration and for planning. That leaves less than $1M of the $2.5M in historic preservation bonds approved by voters in 2004, to do the actual restoration. The county said if money goes toward a parking lot, there won’t be enough to finish the restoration. The city wouldn’t budge, saying rules are rules. So the county pulled the plug in a letter sent Wednesday. Tucson Planning and Development Director Ernie Duarte said the parking lot was a part of the original design and should have been accounted for in the county’s project budget. But Linda Mayro, director of county Office of Conservation and Sustainability, said the plan only called for the parking lot to be included if there was enough money. The base plan focused on preserving the actual historic landmarks. Mayro said the bids came in higher than expected, which meant nonessential items would have to wait until money became available, possibly after the county holds another bond election next year. The county was going to renovate this and two other rooms with bond dollars until city demands forced the county to put the project on hold. SRP, along with stakeholders such as the Central Arizona Project, which uses the plant as its power source for pumping water to millions in Arizona, are proposing shutting down one of its units as one alternative, but also has a backup plan should some ownership issues not be settled within seven years. Under the scenario, one unit would be shuttered at NGS, which sits near the city of Page on land leased from the Navajo Nation. The move comes as the EPA has prepared and submitted a plan to reduce emissions at NGS, which SRP officials said would have cost more than $1.1B and likely raised rates for businesses and consumers. Along with those plans, SRP officials said they will have a separate agreement with the Interior Department that would promote more development of clean energy and work to help the Native American communities affected by the NGS unit closure. The goal, officials said, was to develop a plan that was better than the one crafted by the EPA, which would require emissions at NGS be reduced 84 percent by 2018. The proposal first pushes those deadlines out to about 2020, depending on certain ownership scenarios that are key to one proposal. The move helps protect CAP as well. With most of its power coming from NGS, officials there had said rate increases for water delivery would be on tap if power prices increased. Read more at Phoenix Business Journal Youngtown, HOA Sue over Mining Operation Original Source: Youngtown and the Agua Fria Ranch Homeowners Association Your West Valley have sued the developers of a proposed sand and gravel operation next to the Agua Fria Ranch subdivision. The suit, filed in the Maricopa County Superior Court against Olive Avenue, LLC and the Salt River Materials Group, alleges that the project poses an imminent safety and health risk. SRMG is a commercial enterprise of the Salt River Pima-Maricopa Indian Community. Olive Avenue and SRMG have announced plans to operate a sand and gravel mining operation near 116th Avenue and Olive Avenue, within as few as 35 feet of the adjacent Agua Fria Ranch subdivision, which has 783 homes, Youngtown officials stated Thursday in a release. The suit alleges that the mine operators have failed to evaluate the risk that a proposed berm threatens to degrade existing flood control measures protecting the homes, raising the potential for a flood. The complaint alleges that the proposed mining operation will create an elevated risk of flooding due to the fact that when Olive Avenue and SRMG applied for a permit to operate in the 100year floodplain they used out-of-date information and failed to properly analyze the impact of the proposed berm and sand and gravel pit on existing flood control measures that protect the Agua Fria Ranch neighborhood from flooding. Business Journal “The acquisition of Power-One expands our renewables businesses and provides substantial opportunities to create value for our customers, employees and shareholders,” said ABB’s CEO, Joe Hogan. Odds are the Phoenix operations will continue to move forward. Officials with the companies said it was a good piece in the product chain for what ABB wants to do in the U.S. market, and ABB doesn’t have a presence in Arizona. TGM Associates was the seller of both villages. 3. Bascom Group’s Arizona Ventures made a move into Prescott Valley with the $22.4M ($99K/unit) purchase of The Terraces of Glassford Hill apartments. Then a LEED-certified, newconcept “Wellness Center” Walgreens in Goodyear sold for a near-record $613/SF (AZBEX, June 25).
