MISSION
Amcham Haiti’s mission is to promote trade and investments between the United States and Haiti through
free trade, free markets, and free enterprise.
OBJECTIVE
Our objective focuses on 4 main points: Rule of Law, Arbitration, Trade Facilitation and Intellectual
Property Rights. We also have a strong interest in promoting Corporate Social Responsibility (CSR) with
our Members and with the overall private sector in the country.
Amcham Haiti serves as a reliable source of information on regional trade and investment issues, a critical
point of communication between the Amchams in the region, members of the US Chamber of Commerce,
and the US government. Amcham Haiti is a vehicle for companies based in the US to invest in Haiti,
find partners and opportunities. We act as a coordinator of face-to-face interaction between business and
government leaders in the country.
ADVANCING BUSINESS IN HAITI
For over 30 years the American Chamber of Commerce in Haiti has been an influential voice of U.S.
business in Haiti. Today, joined together with the other Amchams in Latin America under the umbrella
of the Association of American Chambers of Commerce in Latin America and the Caribbean (AACCLA)
these 24 Amchams represent more than 20,000 companies and over 80% of U.S. investment in Latin
America.
Working in partnership with the US Chamber of Commerce (the world’s largest business federation) and
AACCLA, Amcham Haiti is the advocate for US Business in Haiti.

MESSAGE FROM THE US AMBASSADOR TO HAITI
Dear Members,
The U.S. Embassy in Port-au-Prince and Amcham Haiti have a
long history of cooperation in our efforts to promote trade between our
two countries. I’m proud to report that our relationship with Amcham
is closer than ever, and I have been impressed with the work Amcham
is doing to support Haitian and American businesses, and to promote
Haiti as an investment destination. With the support of organizations
like Amcham, Haiti has a historic opportunity to capture the interest and
energy of the international business community, and to advance Haiti’s
economy in very exciting ways.
In 2013, the Embassy and Amcham worked together to host a trade
mission from the State of Mississippi, and the visits of multiple investors
and businesspeople as they explored opportunities in Haiti. Amcham joined the Embassy in welcoming
OPIC CEO Elizabeth Littlefield to Haiti, enabling Haitian entrepreneurs to learn how the Overseas Private
Investment Corporation can support investment in Haiti. We jointly hosted a seminar on transparency and
anti-corruption strategies featuring Transparency International, and a seminar on FATCA to explain new
American tax regulations and how they affect American citizens and businesses here. The Embassy and
Amcham worked together to encourage the adoption of a new Anti-Money Laundering law, which has since
been passed by Parliament and promulgated by the Executive.

This year, we will host another trade mission, as well as a series of events on franchising opportunities
for Haitian and American firms, an area we feel has great potential to transfer technology and create jobs
in Haiti. We hope to send a Haitian delegation to the annual International Franchise Expo in New York
this June. We are also hosting speakers on several other topics, and launching a campaign to strengthen
intellectual property rights protections in Haiti that you will all be hearing more about soon.
Throughout the year, I personally appreciate the insight of Amcham’s members on Haiti’s business
climate and economy, and I have enjoyed hosting the Amcham board in my home. This year alone, Amcham
Haiti’s membership increased by 20 percent, and I congratulate you on this clear sign of your leadership
within Haiti’s private sector.
Thank you for your efforts to bring our countries closer together through trade, and I look forward
to another great year!

MESSAGE FROM THE AMBASSADOR OF HAITI TO THE US
Dear Members,
It is with great pride that I serve as Ambassador of Haiti to the
United States and co-chair of the American Chamber of Commerce in
Haiti. These two positions complement each other in many important
ways and provide me with a significant opportunity to represent my
country’s economic and political interests in the United States while
also championing Haiti as an ideal place for Americans and HaitianAmericans to invest and do business.
The Haitian government is committed to creating alternative
economic models that provide us with a stable approach to combating
poverty and increasing prosperity. We have reoriented our thinking, our
economic agenda, our fiscal priorities, our legislative policies and our
vision for the future of Haiti toward advancing “business diplomacy” –
developing Haiti’s economy, and increasing its investment base.

Supporting the promotion of business is one of our key missions at the Haitian Embassy in Washington.
Our diplomatic missions have been empowered to cultivate relationships to attract foreign direct investments,
encourage open markets for Haitian products, and support the interests of Haitian entrepreneurs and
businesses.
We are focusing our efforts on attracting U.S. investments in a variety of sectors, including but not
limited to energy, tourism, manufacturing and agribusiness. One of my goals as Ambassador, and as cochair of Amcham Haiti, is to serve as a conduit for investors seeking to do business in Haiti, and to foster
joint ventures and strategic alliances between companies in Haiti and the U.S. As a primary point of contact
with the American business community, the Embassy and Haitian consulates throughout the United States
are tasked with facilitating new investments and business relationships. Our entire diplomatic corps is
committed to promoting Haiti not just as a great re-emerging tourist destination, but also as an investment
destination.
Meanwhile, the Haitian government has made great strides in improving the business climate in Haiti.
Among a host of other initiatives, we have restructured the Center for the Facilitation of Investments (CFI),
the investment promotion arm of the government, to simplify doing business in Haiti.
There is much more to say about the exciting steps we have taken so far, and the many other initiatives
we have in the works, including business-friendly legislation that we hope to enact. I look forward to
hearing from many of you and encourage you to reach out to me personally or to connect with our Embassy
in Washington. We are here to offer guidance and to facilitate your business endeavors in Haiti. We see
ourselves as a bridge between the business communities in the United States and in Haiti, and we are ready
to help you cross that bridge.

MESSAGE FROM THE AMCHAM PRESIDENT
Dear Members,
Philippe R. Armand, President, Amcham Haiti
2013 has been a great year for Amcham Haiti, thanks to the proactiveness of our Board of Directors, our Committees, our Executive
Director and his staff. I want to commend them all for a job well done and
for our spectacular results. Over the past two years, our membership has
grown by over 40% to 101 paid members. We have had a wide variety
of Amcham events from well researched Keynote speakers, to monthly
networking events for our membership and to our active participation
in forums, conferences, panel discussions both in Haiti and abroad. In
addition, four appointed special committees have worked respectively
on various issues, especially on the Construction Sector, the Haitian
Diaspora, the Membership and the development of our Corporate Social
Responsibility. Amcham has been very active. Furthermore, at the American Association of the Chambers of Commerce of Latin American (AACCLA)
Board meeting in Los Angeles last month, Amcham was honored when we were chosen to organize the
AACCLA annual General Assembly in June 2015. This is our newest challenge but one we know we shall
achieve with great success for HAITI at large and for Amcham in particular.
In 2014, Haiti is at the crossroads of its development. We look forward to our country’s choosing
the right path for this development. Amcham reiterates its commitment to the following principles: Free
Expression, Free Enterprise, Trade Facilitation with the Americas and the Rule of Law. Only this can bring
a sustainable Economic growth for the good of Haiti and will elevate the standard of living of the Haitian
population. This is a must for all of us in a most inclusive way. At Amcham, our member companies
have a positive outlook on the future of Haiti and as businesses, we are committed to Corporate Social
Responsibility. We are a responsible group and we are out to prove it.
Thank you for this unique opportunity you have given the Amcham Board to serve our business
community through Amcham. While the challenges were great, this has been a most rewarding experience
for all of us. Yet much remains to be done by each and every one of us. This is the greatness of Amcham
Haiti.

MESSAGE FROM THE AMCHAM EXECUTIVE DIRECTOR
Dear Members,
This year will be one to remember given the several milestones that
we have accomplished. First, I want to recognize the fact that Amcham
Haiti has for the first time surpassed 100 Members in its 30-plus year
history. However, we will not stop there and continue our growth in
attracting more Members. We also held our Elections in March 2013,
where we used Electronic Voting that enabled us to have 75% of
eligible Members vote for our Board. This was a record participation
for Amcham and I hope this will encourage institutions locally to use
transparent and innovative systems for Elections. Amcham is pleased to
see its Membership grow 20% this past year. Thank you to all the new
Members and the current Members that have stayed with us over the
years.

Another important achievement was for Amcham Haiti to host the AACCLA Mid-Year meeting in Haiti
in 2015 and this was finally approved. For the first time, our Members will have the chance to experience
and meet the AACCLA family. This event will show the value of being a Member of Amcham Haiti.
We organized several events throughout the year, but two events stand out from the rest: the FATCA
dinner/seminar and the Real Estate event on “Legal Aspects, Opportunities and Financing”. Both events
earned Amcham a lot of press coverage and enabled us to lobby for reforms on the Money Laundering
Law, and we will continue to work with the government on the construction sector, which can assist in
GDP growth and employment. We are continuouing to improve communication with our Members with our
email system, our Facebook page, our new Twitter account and our website. .
Another great initiative in 2013 was our monthly networking events to enable our Members to meet
each other, which resulted in our monthly Happy Hours. Several Members took this opportunity to increase
their business. In addition, Amcham saw 4 Committees coming to fruition and meet on a monthly basis. As
a result of the Happy Hours and the Committees, Amcham Haiti saw the active participation of more than
40% of its Members. I am particulary pleased about this since this is the purpose of Amcham, an Amcham
working for its Members.
In 2014, Amcham will continue to improve on providing more benefits and services to Members while
at the same time continue to work with the government to facilitate trade and investments. We see our
Membership continuing to grow, especially with Diaspora led companies looking to establish themselves
in Haiti. We look forward to a busy 2014.

Dear Members,
I am honored to present to you, as Treasurer, the financial statements of Amcham for the period ending December 31,2013. Amcham has a solid financial position
with liquid assets amounting to US$ 288,000 as of December 31. 2013. We reached
a record number of paid Members in 2013 and received the significant support of our
sponsors for special events, which allows us to continue to extend improved services
to our members.

The mission of the Construction Committee is to promote the construction sector by proposing
and fostering the appropriate legal framework to facilitate investments in real estate projects, and
to ensure a responsible development of the sector while complying with international building
norms and procedures. As a result of the Real Estate Event in November, Amcham will continue
to work with the government to create a more productive dynamic between potential investors
and real estate developers with different entities in the government. The Committee will also
work on facilitating training seminars and scholarships through vocational schools in the sector.

The CSR Committee promotes CSR activities within our Membership and with the private
sector in Haiti. The CSR Committee will focus on having a better grasp on CSR activities done
by Amcham Membership by sector and by region to build on synergies and assist SMEs in

The Diaspora Committee’s main mission is to create an institutional link between the Haitian
American Chambers and Associations with the Haitian Private sector. The Committee has
gathered a database of all the main Haitian American Chambers and Associations in order to
assist Diaspora investors with match-making with private sector companies in Haiti. An annual
“Haitian American Business Forum” will be organized to generate consensus on how to stimulate
sustainable economic growth in Haiti through productive investments and trade.

The Membership Committee’s focus is to recruit new Members and serve current Members by
organizing events and seminars as well as promoting a better visibility of the institution through
marketing materials, our website, and using social media. We have also received the mandate

The CTMO Hope Commission has for mission to support growth of new assembly and
production in the textile sector. The Commission revised the Minimum Wage Law in October
2013 which was signed by all Members of the Commission and the Minister of Social Affairs.
Philippe Saint-Cyr was nominated by Amcham’s Board in May 2012 to join the CTMO Hope
Commission.

The COMCIR Commission was created in March 2013 by the Ministry of Commerce to tighten
relationship beetween the Public and Private Sector, to instill commerce as the backbone of
Governement Policy, to support economic growth and development, and to facilitate trade and
investments. Daniel Jadotte was nominated by the Amcham Board in October 2013 as a member
of the COMCIR Commission.

Conseil Supérieur des Salaires (CSS) was established in August 2013 to support social security
system of workers in Haiti. The Comission is composed of representatives from the public and
private sector. Jean Dany Pierre-François was nominated by the Amcham Board in June 2013 to
sit on the CSS Commission Board.
Forum Economique du Secteur Privé (FESP)

The “Forum Economique du Secteur Privé” is an umbrella of major Chambers of Commerce,
Associations and large companies in Haiti. The “Forum Economique du Secteur Privé” was
created to bring together all the formal Private Sector under one umbrella for a stronger and
united private sector voice. As President of Amcham, Philippe R. Armand is automatically a
Member of the Board of FESP.
