Project Description
„ E&M System :
¾ Rolling Stock - 100% low floor Car Body,
more than 250 passengers for each Tram
¾ Power Supply – Catenary free
¾ Signaling – Tram in priority
„ Embedded track with grass for main line
(Not including road junctions and special sections)
„ Land Acquisition: Completed before October 2012
„ Bidding plan :
Tender announce: End of June 2012
Preparation for tender : At least 40 days based on
government procurement laws; However, if contract award
date is not approved by Execution Yuan, the bid will be
reserved till approval is granted.

Bid Strategies
1. Bid Type
It is a Design- Build bid which includes civil work, trackwork and E&M system.
The contract is awarded to the most advantageous tender.
2. Tenders
Tender alone, or joint venture of four or less.
Companies from GPA members countries will be allowed.
3. Project Management Delivery (Client’s duties)
Engage with a Project Management Consultant (including
verification, validation and certification for E&M system) and a
Construction Supervision Consultant.

Qualifications in general
A. Tender subject related : (For each member of Joint
Venture)
1. Certificate of Company Registration
2. Certificate of Tax Payment Invoice
3. Domestic Tenders and their owner shall provide original
stamp form and waiver.
B. Capability of contract performance :
─Proof of Credit :
1. Certificate of “No dishonored”
2. Certificate or supporting documents issued by bank or
financial institution of “no refund in the last three years”

Joint venture tender with considerable experience in:
1. Class A construction company.
2. Rolling Stock manufacture company : Having at least one
completed project in rolling stock manufacture for tram or
metro system in the past 15 years
3. Track-work : Having at least one completed track work
project in the past 15 year
4. E&M Integration : Having at least one completed core E &
M system (rolling stock, power supply and signaling system)
of the Tram or metro system In the past 15 years
The leading firm of the tender should have the largest portion
of contract value and has to be more than 30% of that
Input of any member of the joint venture shall not be less
than 10% of the contract value.

Tender alone:
The tender can be submitted by Class A
construction company only and its portion can not
be less than 50% of contract value
Tender’s shortage of particular qualifications can
be provided by professional sub-contractors.
Those professional sub-contract shall submit a
joint statement or an agreement for tender.
Members of joint venture or professional subcontractors can not be changed after contract is
awarded, unless agreed by the Client.

Considerable experience/track record:
(applicable for tender alone or joint venture tender)
In the past 15 years, the tender has to achieve
one of the following conditions :
1) Having a single contract with contract value
not less than 2/5 of the budget of this project.
2) Having accumulated contract value not less than the
budget of this project.

With considerable financial resources :
1.Single tender has to achieve one of the follows conditions:
(1) Paid-up capital is not less than /10 of the budget of the project.
(2) Accountants certificate or audit by auditing body of a fiscal year or the
most recent annual financial report, and its content fulfill the follows︰
A. Net value not less than 1/12 of this budget.
B. Current assets not less than current liabilities.
C. Total indebtedness not more than four times of the net value.
But not for the privatization of public enterprises.
2.For joint venture tender :
Each member’s paid-up capital is not less than 1/3 of those above.
or
Net value in financial report is not less than 1/3 of those above.
And each one should fulfill requirements stated in 1.(2).B and C as above.

Foreign firms’ qualification :
Documents should be translated into Chinese and be notarized by
Taiwanese government representative office overseas.
• Company’s registration certificate:
Should be issued/validated by Taiwanese government before
tender submission
•Requirements given by Taiwanese law for certain expertise of
professional and technical personnel, except through the mutual
recognition, should be complied.
•Credit proof:
Should be provided.
•In the country having difficulty in providing documents stated
above, please kindly describe the reason and provide equivalent
qualifications.

„ Station:
1. The Side platform uses original TRA station。
„ Track:
1. It shall keep current TRA track (gauge 1067mm)
together with light rail track (standard gauge
1435mm), it combines the old and new cultures
together.
2. The old TRA tracks has to be moved and saved
during construction stage. After installing new rail,
the old TRA track will be put back to new trackbed with the soil and grass,
3. During detailed design stage, said detailed
design has to be sent to culture property
committee for review and approval.

• The design and operation of LRT Communication system
should be based on whole-line. The design must
consider the future expandability. The system will cover
all regions (trainset, stations, tracks, depot / maintenance
workshop / OCC, etc.).
• Telephone system : OCC should install an electronic
digital PBX. Voice transmission by Internet Protocol(the
Voice over IP).
• Passenger Information Display Systems: Stations Dot
matrix information display should be provided. OCC edit
console select the monitor to insert the real-time and prerecorded message (such as: delays, commercial
advertising, passenger information, emergency
messages, train messages and the government
propaganda etc.).

• Digital Radio System: use TDMA protocol digital radio
system (Standard definition by European
Telecommunications Standards Institute (ETSI)). Based on
IP network technology.
• Clock System: To provide LRT standard clock signal
generated by master clock located in OCC equipment
room, transmitted to LRT system clock device through the
transmission network .
• Fiber Optic Communication Transform System :
Transmit voice, data, video and control/monitor signal
between OCC, workshop, station and ancillary buildings
(eg, TSS). Include fiber optic cable and Gigabit (GbE)
Ethernet System.
• CCTV system: Video signals transmitted via a Gigabit
(GbE) Ethernet, and provide the IP (Internet Protocol)
network camera.
