The following are the significant accomplishments under
CIDG OPLAN “Salikop”
1.
On or about 8:00 PM, Apr 23, 2014, detectives
of EMMCIDT conducted surveillance at Generika Drug Store
in Ortigas Extension, Brgy Sta Lucia, Pasig City regarding to
the letter request last Mar 24, 2014 from Ms. Mares DEL
ROSARIO y Jacela (Francise/Owner of Generika) re rampant
circulating of False Bank Notes (Fake Peso Bills). Acting on
said letter-complaint, detectives of this office together with
CIS agents staking out within the vicinity of Commercial
Center wherein the Generika Drug Store is situated. The
personnel of Generika received a fake one (1) One Thousand
Pesos (P1,000.00) from Fernando DE LEON y Talavera
(Leader of TALAVERA Fake Money Group) who bought
bottled water and deodorant which she reacted and gave
attention to CIDG detectives of this office. Recovered from
his possession were seven (7) pcs of P1,000.00 and three (3)
pcs of P500.00, all are suspected false Bank Notes. The two (2) other suspects who served as
look-out for their illegal activities were able to elude the arrest identified as @Dagul and
@Burog. Immediately, upon the arrest of suspect divulge the information of whereabouts of two
(2) other suspects. The team conducted follow-up operation at Pineapple Road, Potrero,
Malabon City but yielded negative results. The false bank notes recovered from the possession
of the suspect are subject for submission to Bangko Sentral ng Pilipinas for further examination.
Case of Violation of Art 168 of RPC (Illegal Possession and Use of False Treasury or Bank
Notes and other instrument of credit) was filed against the arrested person before ACP Romana
R Reyes, Pasig City Prosecutors Office docketed under IS#XV-14-INQ-14D-00367.
2.
On May 13, 2014, detective of CMMCIDT, this
Unit, together with elements of QCPD conducted manhunt
operation against the suspects in the series of three (3)
shooting incidents that occurred on May 11, 2014 at Brgy
North Fairview, Quezon City perpetrated by two (2)
motorcycle riding men who shot four (4) victims in succession
identified as Rodelo DELA CRUZ y Aheno; Alodia Grace GO
y Panopio; Angelie AUGUIS y Verano-Suliba and Gelmer
GABRONINO y Cavite which resulted to the arrest of the
following persons, to wit:
a) Alsaid MINDALANO y Monib, 28 years old,
married, vendor and residentof Baker St, Fairmont
Subd, Brgy North Fairview, Quezon City (one of
the suspect and/or the driver of the get-away
motorcycle used in the killing of the four (4)
victims;
b) Mangontawar MONIB y Decampong, 31 years old, construction worker and resident
of Baker St, Fairmont Subd, Brgy North Fairview, QC;
c) Bochary MINDALANO y Esar, 32 years old, married, vendor and resident of Sultan
Naga, Demapero, Lanao Del Norte;
d) Ahmad MANKADATO y Dimaro, 18 years old, single, jobless and resident of
Divisoria, Manila;
e) Cesar ATE y Delire, 45 years old, married, electrician and resident of No. 11-A
Banning St, Fermont Subd, Quezon City; and,
f) Camad MADCADATO y Bayaw, 16 years old, single, jobless and resident of
Fermont Subd, Quezon City.
at their safe house located at Fermont subd, Brgy North Fairview, Quezon City. Found and
seized from their possession were three (3) low powered handguns; two (2) live hand grenades
and several pieces of heat sealed transparent plastic sachet each containing white crystalline
substance believed to be methamphetamine hydrochloride (shabu). Moreover, the Darusalam
compound where the suspects were arrested was discovered to have an improvised firing range
which is enclosed by concrete hollow blocks. Arrested suspects and confiscated items were
brought to QCPD office for documentation and proper disposition. Cases for Murder (5
counts); Violation of RA 10591 (Illegal Possession of Firearm and Ammunition); Section 11 of
RA 9165 (Possession or Use of Dangerous Drug); RA 9516 (Illegal Possesion of Explosives) and
Assault Upon An Agent of Person in Authority were filed before ACP Cristituto S Zaldarriaga,
Quezon City Prosecutors Office.

At about 4:00 PM, May 13, 2014, detectives of WMMCIDT, this Unit, served
warrant of arrest against Christopher VARGAS y Montemayor at North Cemetery, Manila by
virtue of WA in CC#14-304064 for Frustrated Murder. It can be recalled that subject person
was arrested by this detectives of this office last Jan 31, 2014 along Tondo, Manila by virtue of
WA in CC#11-280963 issued by Hon Judge Ruben Reynaldo G Roxas, RTC, Branch 52, Manila
for Homicide. He was released for custody after posting bail bond. Further, subject arrested
person is the leader of “TOPENG GROUP” whose illegal activities involved “Gun For Hire”
and “Robbery Hold-up”. His group was responsible in the series of robbery incidents and
killing in Manila. Subject person and his group were tagged as among the the suspects in the
killing of Renier B Faraon on Sep 2013. Two (2) of his members identified as Mark Anthony
SANTOS and Ricardo TAN were arrested in a follow-up operation conducted by this office.
Further, the group is in the Target List of this office for the month of Mar 2013 and Jan 20145.
Two (2) other members of the group identified as Ryan ORTEGA and a certain @Tic-Tac were
still at-large.
4.
At about 8:00 PM, May 17, 2014, detectives
of WMMCIDT, this Unit, conducted manhunt operation at
Nuestra Senora De Guia, Sta Monica Street, Ermita,
Manila which resulted to the arrest of Amado STA MARIA
Jr y Borreras @Eagle, 28 years old, single and resident of
Tramo Aldana, Las Pinas City by virtue of WA in
CC#300990
for
MURDER
with
NO
BAIL
RECOMMENDED issued by Hon Judge Bibiano G
Colabito, RTC, Branch 50, Manila. Subject arrested
person is the No. 3 MOST WANTED PERSON in Manila
and the leader of “EAGLE GROUP” engaged in Gun-ForHire activities operating within the area of Pandacan and nearby cities. He was previously
arrested for Robbery/Hold-up and a member of “BAHALA NA GANG”. Further, arrested
person is also included in the Target List of this office. He is presently detained to this office
pending court issuance.

On or about 6:00 PM, June 06, 2014, detectives of CMMCIDT conducted
entrapment operation at Unit 303 King Center Bldg, #57 Sgt Rivera St, Manresa, Quezon City
which resulted to the arrest of Ruby Lacap and two (2) others relative to the complaint of Mr.
Benjon Hao (owner of HIM YIM GE Construction) represented by Ms Jennielyn Regio, who
claimed that on May 27, 2014, her boss instructed her to issue three (3) BDO checks, one of
which was post dated with face value of P500,000.00; P40,865.00 and P664,220.00, respectively
to Emilyu Bacani as payment for 11,500 pieces of 10mmx6m deformed iron bars which were
delivered to their construction site in Valenzuela City which resulted to the arrest of the
following persons, to wit:
a) Ruby LACAP y Caparas, 49 years old, buy and sell businesswoman
and resident of No. 7th Street, Fredel 2 Compound, General T De Leon
Valenzuela City;
b) Emily BACANI y Sevilla, 50 years old, single, jobless and resident of
No. 1974 A Narra Extension, Tondo, Manila; and,
c) Nestor CAPARAS y Cuenca, 35 years old, married, driver and resident
of No. 4482 Santolan Road, General T De Leon, Valenzuela City.
A day after the transaction, May 27, 2014, policemen from HPG informed them that the iron
bars they bought were stolen items and that they were applying for a search warrant for the
confiscation of the same. Alarmed, Mr Hao contacted the BDO bank and requested for the
cancellation of the checks but found out that the checks excluding the BDO bank to dishonor the
above mentioned post dated checks and further filed Estafa case subject to preliminary
investigation in Court in QC against the three (3) arrested suspects. Later, on June 05, 2014
suspects returned to their office informing them that the post dated check was dishonored when
encashed and further asked for a check replacement. The complainant then asked for police
assistance which resulted to their arrest. Case for Estafa were filed against the arrested suspect
before Quezon City Prosecutors Office.

At about 10:00 PM, June 09, 2014, detectives of
WMMCIDT, this Unit, conducted manhunt operation in front of
Tubutan Mall, Divisoria, Manila which resulted to the arrest of
Ryan Jay GARCIA y Gorgonio @Ryan, 19 years old, single and
resident of No. 1327 CP Garcia Street, Moriones, Tondo, Manila
by virtue of WA in CC#CICL-0019-14-D for MURDER (2
counts) with NO BAIL RECOMMENDED. Subject arrested
person is No. 1 MOST WANTED PERSON in Manila and the
leader of “MONTEMAYOR GROUP” engaged in Gun-ForHire/Robbery Hold-up activities operating within the area of
Tondo, Manila and nearby cities. Further, arrested person has
been into hiding for four (4) years since the commission of the
crime. He is presently detained to this office pending court
issuance.
7.
At about 9:30 AM, June 11, 2014,
detectives of CMMCIDT, this Unit, together with
elements of ISG-PA; NCRPO-NICA and SPDNCRCPO conducted manhunt operation at A.
Bonifacio Street, San Dionisio, Kabihasnan,
Paranaque City which resulted to the arrest of

@”AYMAN/BENMALVAN/LANGUS/ BENJAMIN”
by virtue of WA in CC#551-2007 for
Murder/Multiple Frustrated Murder and Multiple
Attempted Murder issued by RTC, 13th Judicial
Region, Branch 23, Kidapawan City, Cotabato;
CC#552-2007 for Multiple Frustrated Murder and
Multiple Attempted Murder issued also by the aforesaid Court. Arrested suspect is the current
over- all leader of Basilan based Abu Sayyaf Group (ASG) who is included in the DND/DILG
list of MOST WANTED PERSONS with monetary reward of P1.2M and $500,000 reward from
US Justice. He was involved in the kidnapping of nurse Preciosa FELICIANO y Cabato in
Zamboanga City on Jul 12, 2008. Further, he was also one of the suspects who staged the May
28, 2001 in Dos Palmas, Palawan Kidnapping and likewise participated in the siege and used
human shield in Church-Hospital Complex in Lamitan, Basilan on June 2, 2001. Moreover, he
was implicated in the kidnapping of Sri-Lankan National JALEEL UMAR sometime on Feb 13,
2009. Intelligence report further revealed that the arrested suspect learned Arabic language and
was able to travel from Philippines to Saudi Arabia and vice-versa by assuming student status
and another alias as his cover-up. He also managed to seek funds for the ASG from the Al
Queda where he transferred funds to ASG Leader JANJALANI from 2001 to 2003 through
domestic bank accounts using several aliases. On May 3, 20004, he was arrested by PNP-IG
elements in Zamboanga City but was rescued by several ASG members in 2007 in Kidapawan
Jail and reportedly sought refuge with Basilan based ASG led by FURUDJI INDAMA in TipoTipo, Basilan. In the 1st quarter of 2014, accused KHAIR MUNDOS was allegedly seen at the
BIFF lair in Central Mindanao. Arrested suspect was temporarily detained at NCRIDU-CIDG
detention cell prior return of the arrest warrants and the issuance of commitment order from the
concerned Courts.
At about 3:20 PM, June 11, 2014, joint detectives of SMMCIDT, this Unit, DID; SPD
EOD-K9, PA EOD/K9 Paranaque City PS conducted consented search at house No. 7297-A
Holy Family Compound, Bonifacio Street, San Dionisio, Paranaque City for possible presence of
IED and other contraband at the place believed used by ASG Khair Mundos. The owner of the
house MR and Mrs MAMERTO averred that they rented the room for almost three (3) months
since last Mar 21, 2014 and that they always saw more or less eight (8) persons coming in and
out at the room together with the arrested ASG member who were not authorized at the said
room. After more than two (2) hours of remote paneling and removal, the RPSB EOD Team
declared the room safe and NO BOMB WAS FOUND. However, two (2) laptops with
muslim/Arabic words found to be containing personal files connected with some IED making and
revolutionary tax demand and threats were confiscated from the said room.
8.
At about 3:00 PM, June 13, 2014, detectives
of NMMCIDT, this Unit, conducted police operation at the
vicinity of the National Housing Corporation Elementary
School located at Brgy 186-Tala, Caloocan City which
resulted to the arrest of Richard PLACENTE y Dela Paz,
42 years old, married, Security Guard and resident of No.
12-PBP Road, NHC Village, Tala, Caloocan City while in
possession/control and custody of one (1) unmarked Cal .38
revolver defaced loaded with four (4) rounds of live
ammunitions in its cylinder. The said operation was in
response to an information received by this office that the
above named suspect had been frequenting the National
Housing Corporation Elementary School where his wife
Jennifer Justiniano PLACENTA works as a teacher, brandishing and indiscriminately firing a
revolver thereby threatening teachers and sowing terror therein. Arrested person had been
tagged by Barangay officials of the place as the leader of the “TRECE PARES Robbery/Holdup Group” together with his two (2) henchmen identified through their aliases as @”Mata” and
@”Joel” were operating at Brgy Tala, Caloocan City. Suspect and confiscated evidence were
brought to NMMCIDT office for documentation and proper disposition. Case for Violation of
PD 1866 as amended by RA 8294 were filed against the arrested person before ACP Diosdado S
Azarcon, Caloocan City Prosecutors Office with P100,000.00 recommended bail bond for his
temporary liberty.

At about 6:30 PM, June 19, 2014, detectives of
NMMCIDT, this Unit, conducted police operation at A. Mabini
Street, corner Maypajo, Caloocan City which resulted to the
arrest of George MORALES y San Miguel @Kuya/Jojit”, 39
years old, married, jobless and resident of No. 477 Evelny
Street, Gagalangin, Tondo, Manila by virtue of WA in CC#14304606-07 for Rape under Article 266-A par 1(a) of RA 8353
(2 counts) with NO BAIL RECOMMENDED issued by Hon
Judge Roy G Gironella, RTC, Branch 43, Manila. In the course
of interview conducted incidental to his arrest, it was gathered
and revealed that accused MORALES is the current Chairman
(Mayor) of the dreaded “COMMANDO GANG” Caloocan
Chapter, as evident by the huge tattooed mark on his right leg.
Further, accused spent four (4) years at the Caloocan City Jail
and seven (7) years at the Manila City Jail both for Violation of
RA 9165 (Comprehensive Dangerous Drug Act of 2002). On
June 20, 2014, accused was turned over to the court of origin
which subsequently issued an order committing him to the
Manila City Jail.


1.At about 6:30 PM, Apr 01, 2014, detectives of WMMCIDT, this Unit, conducted police
operation which resulted to the arrest of spouses Sixto VALDEZ and Cecil Tan VALDEZ
at their resident located at No. 48 Kensington Garden, BF Resort, Las Pinas City by virtue of
WA in CC#435386-CR for Violation of BP 22 issued by Hon Judge Romeo A Rabaca, MTC,
Branch 25, Manila.

At about 8:00 AM, Apr 03, 2014, detectives of SMMCIDT, this Unit, served
Warrant of Arrest against Rizaldy FLORES, 27 years old, jobless, resident of Creekside
Champaca Extension, Barangay Marcelo Green, Paranaque City inside SMMCIDT detention
cell by virtue of WA in CC#12-0631 for Frustrated Murder issued by Hon Judge Aida Estrella
Macapagal, RTC, Branch 195, Paranaque City with bail recommended of P200,000.00 for his
temporary liberty.

At about 3:00 PM, Apr 04, 2014, detectives of WMMCIDT, this Unit, served
warrant of arrest against Krist John PINEDA y De Pedro, 19 years old, single, jobless inside the
Manila Police District, Sampaloc Police Station (PS-4), G. Tuazon Street, Balic-Balic,
Sampaloc, Manila by virtue of WA in CC#13-300987 for MURDER issued by Hon Judge Emily
L San Gaspar-Gito, RTC, Branch 5, Manila.

At about 4:00 PM, Apr 07, 2014, detectives of CMMCIDT, this Unit, together
with WAIS-QCPD conducted police operation which resulted to the arrest of Mailyn CASTILLO,
54 years old, vendor at his residence located at No. 16 Kwatro De Hulyo, Barangay Galas,
Quezon City by virtue of WA in CC#R-QZN-14-02383 for RAPE with NO BAIL
RECOMMENDED issued by Hon Judge Roslyn M Rabara-Tria, RTC, Branch 94, Quezon City.

At about 1:20 PM, Apr 08, 2014, detectives of WMMCIDT, this Unit, conducted
police operation inside 3rd floor, Social Security System Building (SSS), East Avenue, Quezon
City which resulted to the arrest of Gloria CARIAGA y Balesteros, 57 years old, married, and
resident of No. 6152 Villa Real I, San Binissa, Novaliches, Quezon City by virtue of WA in
CC#475377-78 for Violation of BP 22 issued by Hon Judge Romeo A Rabaca, MTC, Branch 25,
Manila.

At about 6:30 PM, Apr 16, 2014, detectives of WMMCIDT, this Unit, arrested
Joel LAPID y Fernandez, 35 years old, married, Service Crew of 7-11 Convenient Store at his
resident located at No. 19 Linggo Street, Landcom Village1, Sta Mesa, Manila by virtue of WA in
CC#13-301310 for Violation of RA 6539 (Anti Carnapping Law) issued by Hon Judge Teresa P
Soriano, RTC, Branch 27, Manila.

At about 2:00 PM, Apr 20, 2014, joint detectives of SMMCIDT/CMMCIDT, this
Unit, arrested Roberto CAPARAL y Sangol, 40 years old, single, native of Brgy Sangay,
Palapang, Northern Samar at his resident located at Block 24, Lot 2, Queens Row Area East,
Molino, Bacoor, Cavite by virtue of WA in CC#90 for MURDER with NO BAIL
RECOMMENDED issued by Hon Judge Salvador L Inpante, RTC, Branch 22, Laoang,
Northern Samar.
8.
At about 2:30 PM, Apr 20, 2014, detectives of
NMMCIDT, this Unit, arrested Jaypee DACUYA y Golloso, 20
years old, single Construction Worker at his resident located at no.
241-B M. Hernandez Compound, Bancal Street, Brgy Bancal,
Meycauayan, Bulacan by virtue of WA in CC#1506-V-13 & 1506-V07 for Simple Section in rel to RA 7610 and Violation of Section
5(h) in rel to RA 7610 issued by Hon Judge Evangeline M
Francisco, RTC, Branch 270, Valenzuela City. The operation was in
response to police assistance sought by the complainant Mr. Joel
MARGAHA y Jarina (father of the victim) of Valenzuela City who
was appeared before this office.

At about 10:00 AM, Apr 21, 2014, detectives of
NMMCIDT, this Unit, arrested Michael NAVARRO @Matoy, 31
years old, single, jobless at his resident located at No. 113 5th Avenue,
Caloocan City by virtue of WA in CC#C-91372 and CC#C-91371 for
Frustrated Murder issued by Hon Judge Edison F Quintin, RTC,
Branch 121, Caloocan City.
10.
At about 4:00 PM, Apr 24, 2014, joint detectives of
SMMCIDT, this Unit, and DSOU-CIDG conducted police operation
at house No. 5 Washington Square, Merville Park, Paranaque City
which resulted to the arrest of Reynaldo VILLAR y Alano, 72
years old, married, former Chairman of the Commission on Audit,
resident of No. 214 Aguirre Avenue, BF Homes, Paranaque City by
virtue of WA for PLUNDER (Section 2 of RA 7080) with NO BAIL
RECOMMENDED entitled PP vs GLORIA MACAPAGALARROYO, et al issued by Sandiganbayan, First Division, Quezon
City.

At about 3:30 PM, May 02, 2014, detectives of WMMCIDT, this Unit, arrested
Nolito OROLFO y Maranoo, 39 years old, married, Tricycle Driver at his resident located at
No. 631
Reten Street, Sampaloc, Manila by virtue of WA in CC#14-302988 for MURDER with NO BAIL
RECOMMENDED issued by Hon Judge Marlina M Manuel, RTC, Branch 25, Manila.
12.
At about 5:40 PM, May 05, 2014,
detectives of EMMCIDT, this Unit, together with the
elements of 51st SU, CSPPSC; Intelligence Operatives of
42nd Infantry Batallion; 9th Infantry Division, Philippine
Army served warrant of arrest which resulted to the arrest
of Sandy MALACA y Rupan, 34 years old, single, native
of Brgy Salvacion, Libmanan, Camarines Sur at his
resident located at J P Rizal Street, Centennial 2,
Nagpayong, Brgy Pinagbuhatan, Pasig City by virtue of WA in CC#T-4032 for MURDER issued
by Hon Judge Noel Paulite, RTC, 5th Judicial Region, San Jose, Camarines Sur dated Apr 10,
2014. Subject arrested person is known as KUMANDER JAMAY/ANGEL of KOMITE-2,
LARANGAN GILRELYA 77, Komite Probensiya-Camarines Sur, Bicol, Region Party
Committee (CO, K2, KLG77, KOMPROB, CAM SUR, BRPC) and he is also responsible in the
killing of Sgt VALENCIA and PVT ALCANTARA, Philippine Army that transpired on Feb 9,
2007 in Brgy Inuyonan, Bula, Camarines Sur, case of DOUBLE MURDER was filed against
him before the Provincial Prosecutors Office of Naga City dtd Dec 03, 2013. Above named
person was brought to NCRDICU, CIDG Hqs in Camp Crame, Quezon City for documentation
and proper disposition.
13.
At about 3:00 PM, May 07, 2014, detectives of WMMCIDT, this Unit, conducted
police operation which resulted to the arrest of PO1 Allan RUIZ y De Ananeas, 33 years old,
married, a PNP drop from rolls effective Oct 17, 2012 at his resident located at No. 40-1 Perla
Street, Tondo, Manila by virtue of WA in CC#13-301658 for Violation of PD 1866 as amended
by RA 8294 issued by Hon Judge Silvino T Pampilo Jr, RTC, Branch 26, Manila.

At about 4:00 PM, May 13, 2014, detectives of WMMCIDT, this Unit, served

Bagong Silang, North Caloocan City which resulted to the arrest
of Reggie STA ANA y Yanzon, 45 years old, married, tricycle
driver and resident of Phase 5-A, Package 1, Block 22, Lot 35,
Bagong Silang, Caloocan City by virtue of WA in CC#49743 for
Frustrated Murder with NO BAIL RECOMMENDED issued by
Hon Judge Antonio J Fineza, RTC, Branch 131, Caloocan City.
Furthermore, subject accused (together with his two (2) brothers)
was already convicted beyond reasonable doubt for the crime of
Frustrated Murder and suffer imprisonment of eight (8) years and
twenty one (21) days as minimum to ten (10) years as maximum
and to pay their victim Enrique Genodifa the sum of P20,000.00 (P20,000.00) as moral
damages.

At about 8:00 PM, May 17, 2014, detectives of WMMCIDT, this Unit, conducted
manhunt operation at Nuestra Senora De Guia, Sta Monica Street, Ermita, Manila which
resulted to the arrest of Amado STA MARIA Jr y Borreras @Eagle, 28 years old, single and
resident of Tramo Aldana, Las Pinas City by virtue of WA in CC#300990 for MURDER with NO
BAIL RECOMMENDED issued by Hon Judge Bibiano G Colabito, RTC, Branch 50, Manila.
Subject arrested person is the No. 3 MOST WANTED PERSON in Manila and the leader of
“EAGLE GROUP” engaged in Gun-For-Hire activities operating within the area of Pandacan
and nearby cities. He was previously arrested for Robbery/Hold-up and a member of
“BAHALA NA GANG”. Further, arrested person is also included in the Target List of this
office. He is presently detained to this office pending court issuance.

At about 1:00 PM, May 19, 2014, detectives of
NMMCIDT, this Unit, conducted police operation at Pangako Street,
Bagong Barrio, Caloocan City which resulted to the arrest of Jossan
Elli TABAQUERO y Tolosa @Elezar TABAQUERO, 24 years old,
married, waiter and resident of No. 126 Pangako Street, Bagong
Barrio, Caloocan City by virtue of WA in CC#86470 for Frustrated
Murder issued by Hon Judge Thelma Canlas Trinidad Pe-Aguirre,

At about 5:00
PM, May 20, 2014, detectives of CMMCIDT, this Unit,
together with the elements of WSS, CIDU-QCPD conducted
police operation at Benefits Streetm GSIS Village, Brgy
Sangandaan, Quezon City which resulted to the arrest of
Isidro SAYSI y Gabon @IDRO, 46 years old, married,
Butcher and resident of No. 72 Insurance Street, Brgy
Sangandaan, Novaliches, Quezon City by virtue of WA in

At about 5:30 PM, May 28, 2014, detectives of
CMMCIDT, this Unit, together with WSS-CIDU, QCPD
conducted police operation at Abra Street, Barangay Ramon
Magsaysay, Bago Bantay, Quezon City which resulted to the
arrest of Armando JAVIER y Dimalibot @Rolando
JAVIER/Fernando JAVIER, 47 years old, married, native of
Quezon City and resident of Barangay Sta Cruz, Zambales by
virtue of WA in CC#Q-11-171620 for MURDER with NO BAIL
RECOMMENDED, RTC, Branch 25, Quezon City. Arrested
suspect is listed No. 9 MOST WANTED PERSON in Quezon
City. It was learned that subject accused went into hiding after killing his victim whom he shot
repeatedly using a Cal .38 revolver during a heated altercation at Abra Street, Bago Bantay,
Quezon City sometime in 2011. Return of the warrant with request commitment order will be
forwarded to the concerned issuing Court for the eventual transfer of the accused to the Quezon
City Jail.

At about 10:00 PM, June 09, 2014, detectives of WMMCIDT, this Unit, conducted
manhunt operation in front of Tubutan Mall, Divisoria, Manila which resulted to the arrest of
Ryan Jay GARCIA y Gorgonio @Ryan, 19 years old, single and resident of No. 1327 CP
Garcia Street, Moriones, Tondo, Manila by virtue of WA in CC#CICL-0019-14-D for MURDER
(2 counts) with NO BAIL RECOMMENDED. Subject arrested person is No. 1 MOST
WANTED PERSON in Manila and the leader of “MONTEMAYOR GROUP” engaged in GunFor-Hire/Robbery Hold-up activities operating within the area of Tondo, Manila and nearby
cities. Further, arrested person has been into hiding for four (4) years since the commission of
the crime. He is presently detained to this office pending court issuance.

At about 9:30 AM, June 11, 2014,
detectives of CMMCIDT, this Unit, together with
elements of ISG-PA; NCRPO-NICA and SPD-NCRCPO
conducted manhunt operation at A. Bonifacio Street,
San Dionisio, Kabihasnan, Paranaque City which
resulted to the arrest of KHAIR MUNDOS y Malban
@”AYMAN/BEN MALVAN/LANGUS/BENJAMIN” by
virtue of WA in CC#551-2007 for Murder/Multiple
Frustrated Murder and Multiple Attempted Murder
issued by RTC, 13th Judicial Region, Branch 23,
Kidapawan City, Cotabato; CC#552-2007 for Multiple
Frustrated Murder and Multiple Attempted Murder
issued also by the aforesaid Court. Arrested suspect is the current over- all leader of Basilan
based Abu Sayyaf Group (ASG) who is included in the DND/DILG list of MOST WANTED
PERSONS with monetary reward of P1.2M and $500,000 reward from US Justice. He was
involved in the kidnapping of nurse Preciosa FELICIANO y Cabato in Zamboanga City on Jul
12, 2008. Further, he was also one of the suspects who staged the May 28, 2001 in Dos Palmas,
Palawan Kidnapping and likewise participated in the siege and used human shield in ChurchHospital Complex in Lamitan, Basilan on June 2, 2001. Moreover, he was implicated in the
kidnapping of Sri-Lankan National JALEEL UMAR sometime on Feb 13, 2009. Intelligence
report further revealed that the arrested suspect learned Arabic language and was able to travel
from Philippines to Saudi Arabia and vice-versa by assuming student status and another alias as
his cover-up. He also managed to seek funds for the ASG from the Al Queda where he
transferred funds to ASG Leader JANJALANI from 2001 to 2003 through domestic bank
accounts using several aliases. On May 3, 20004, he was arrested by PNP-IG elements in
Zamboanga City but was rescued by several ASG members in 2007 in Kidapawan Jail and
reportedly sought refuge with Basilan based ASG led by FURUDJI INDAMA in Tipo-Tipo,
Basilan. In the 1st quarter of 2014, accused KHAIR MUNDOS was allegedly seen at the BIFF
lair in Central Mindanao. Arrested suspect was temporarily detained at NCRIDU-CIDG
detention cell prior return of the arrest warrants and the issuance of commitment order from the
concerned Courts.
At about 10:00 AM, June 16, 2014, detectives of CMMCIDT, this Unit, together with
Military counterpart implemented Warrant of Arrest against ASG Top Ranking Leader Khair
MUNDOS y Malban in CC#219-2002 for Multiple Murder; Frustrated Murder and Multiple
Attempted Murder, RTC, Branch 71, Pasig City at PNP Custodian Center, Camp Crame, Quezon
City. Subject arrested person was subsequently turned over for jail confinement at the aforesaid
detention facility.

At about 7:00 AM, June 14, 2014, detectives of

At about 6:30 PM, June 19, 2014, detectives of
NMMCIDT, this Unit, conducted police operation at A. Mabini Street,
corner Maypajo, Caloocan City which resulted to the arrest of George
MORALES y San Miguel @Kuya/Jojit”, 39 years old, married, jobless
and resident of No. 477 Evelny Street, Gagalangin, Tondo, Manila by
virtue of WA in CC#14-304606-07 for Rape under Article 266-A par
1(a) of RA 8353 (2 counts) with NO BAIL RECOMMENDED issued
by Hon Judge Roy G Gironella, RTC, Branch 43, Manila. In the course
of interview conducted incidental to his arrest, it was gathered and revealed that accused
MORALES is the current Chairman (Mayor) of the dreaded “COMMANDO GANG” Caloocan
Chapter, as evident by the huge tattooed mark on his right leg. Further, accused spent four (4)
years at the Caloocan City Jail and seven (7) years at the Manila City Jail both for Violation of
RA 9165 (Comprehensive Dangerous Drug Act of 2002). On June 20, 2014, accused was turned
over to the court of origin which subsequently issued an order committing him to the Manila City
Jail.

old, married, Lawyer and resident of No. 238 Banlat Road, Tandang Sora, Quezon City.
Accused was turned over to PNP Custodial Center, Camp Crame, Quezon City by virtue of the
commitment order issued by Hon Efren N Dela Cruz, Chairperson/Associate Justice, 1st
Division, Sandiganbayan, Quezon City.

At about 8:30 PM, June 23, 2014, detectives of IIB, this Unit, conducted police
operation along Vizcarra Street, Barangay 169, Zone 17, Malibay, Pasay City which resulted to
the arrest of Angelito BONGGOC @Jon-Jon Palaka, 40 years old and resident of No. 685
Vizcarra Street, Malibay, Pasay City by virtue of WA in CC#R-PSY-14-08151-CR for Violation
of Section 26, Article II, RA 9165 with NO BAIL RECOMMENDED issued by Hon Judge
Racquelen Abary-Vasquez, RTC, Branch 116, Pasay City. During the implementation of the
above warrant of arrest, accused drew his firearm one (1) Cal .22 Magnum bearing SN: 47608
and subsequently dashed to an adjacent alley and attempted to escape. Hence, a running gun
battle ensued, the team pursued and were able to corner him at the dimly portion of the alley
with a gunshot wound on his buttocks. Seized from his possession was one (1) Cal .22 Magnum
double barrel pistol with SN: 47608 loaded with two (2) pcs fired empty shell; two (2) more live
ammunitions of Cal .22 found inside the waist black bag and one (1) unit Honda Dash
motorcycle without LTO plate number. Arrested suspect was brought to PNP General Hospital
for medical attention and possible operation. All the recovered pieces of evidence were brought
to this office for investigation and proper disposition. On June 24, 2014, case for Violation of
Article 148 (Direct Assaults) Assault Upon and Resistance and Disobedience to, Persons in
Authority and their Agents of the RPC and Violation of RA 10591 (An Act Providing for
Comprehensive Law on Firearms and Ammunitions and Providing Penalties for Violation

Section 155 (Trademark Infringement in relation to
Section 170 of RA 8293, otherwise known as the
“Intellectual Property Code of the Phils” against Anna
Lao and/or Owners/Proprietors/Managers/Employees/ and

At about 10:00 AM, Apr 10, 2014, detectives of
NMMCIDT, this Unit, conducted anti illegal gambling operation
along Pampano Street, Barangay 14, Caloocan City which
resulted to the arrest of Roberto GALINDO y Plana, 29 years
old, single, jobless and resident of Block 38, Lot 18, Barangay
18, Caloocan City (Kubrador) who was caught “in flagrante
delicto” while in the act of colleting bets from his bettor in an
illegal gambling numbers known as “Loteng”. Confiscated from
his possession were gambling paraphernalia such as one (1)
booklet of bet list; one (1) ball pen and cash money bets
amounting to Five Hundred Five Pesos (P505.00) in different
denominations. Arrested person and confiscated evidence were brought to NMMCIDT office for
documentation and proper disposition. Case of Violation of PD 1602 as amended by RA 8294
will be filed against the arrested persons before ACP Maria Rowena V Alejandria, Caloocan
City Prosecutors Office docketed under IS#XV-02-INQ-13D-587 with recommended bail of
P20,000.00 for his temporary liberty.

At about 8:30 to 10:00 PM, Apr 10, 2014, detectives of WMMCIDT, this Unit,
conducted police operation regarding the rampant illegal gambling activities against video
karera machines along Capulong and Balut, both in Tondo, Manila which resulted to the
confiscation of two (2) Video Karera machines containing P250.00 in one peso coins. However,
video karera operators/bettors managed to elude arrest as they scampered in different directions
upon sensing the presence of the operatives. Information gathered and elicits from bystanders
from the area, revealed that owner of the said confiscated video machines were known only thru
@Gina and @Ohna, efforts exerted to by the team to locate and possibly identify the video
karera operator thus resulted in vain. Confiscated video karera machines were all brought to
WMMCIDT office for documentation and proper disposition.

At about 7:00 PM, Apr 28, 2014, detectives of WMMCIDT, this Unit, conducted
police operation regarding rampant illegal gambling (Video Karera machines) along
Katamanan Street, Tondo, Manila which resulted to the confiscation of one (1) unit Video
Karera machines containing P200.00 in one peso coins.
However, video karera
operators/bettors managed to elude arrest as they scampered in different directions upon sensing
the presence of the operatives. Information gathered from bystanders from the area, revealed
that owner of the said confiscated items was known only as @Raffy. Efforts exerted to locate
and possibly identify the operator resulted in vain. Confiscated machines was brought to
WMMCIDT office for documentation and proper disposition.

At about 2:00 PM, May 07, 2014, detectives of NMMCIDT, this Unit, conducted
anti illegal gambling operation at Block 3, Barangay Dagat-Dagatan, Caloocan City which
resulted to the arrest of the following persons, to wit:
a) Anna Rose TENGSON y Bautista, 29 years old, single, jobless and
resident of No. 24 Domingo Street, Tangos, Navotas City (Balasador); and,
b) John Paul MENDOZA y Villanueva, 29 years old, single, jobless and
resident of No. 14 Taurus Street, Leongson Extension, San Roque,
Navotas City (Pole).
who were caught in flagrante delicto or actually engaged in the operation of an illegal card
game known as “Sakla”. Confiscated from their possession were gambling paraphernalia such

SMMCIDT, this Unit, conducted anti illegal gambling operation
at Water Fun, C-5, Taguig City which resulted to the arrest of
Jocelyn BEATO y Obehas, 48 years old, single and residing at
Purok 14, Zone 3-D, C-5, Taguig City (Bet Collector) while in
the act of collecting bet money from several bettors of a game of
chance locally known as “Lotteng” Recovered from her
possession were gambling paraphernalia such as betting list;
ball pen and money bets amounting to One Thousand Fifty Pesos
(P1,050.00) in different denominations. Arrested person and
confiscated items were brought to SMMCIDT office for
documentation and proper disposition. Case for Violation of PD
1602 as amended by RA 8294 was filed against the arrested person before ACP Cesar J Dela
Cruz, Taguig City Prosecutors Office docketed under IS#XV-16-INQ-14E-00306.

At about 7:30 PM, May 30, 2014, detectives of CMMCIDT, this Unit, together
with Station 2-QCPD conducted anti illegal gambling operation at No. 58 Davao Street, Brgy
Alicia, Quezon City which resulted to the arrest of the following persons while being engaged in
an illegal game of chance known as “Bookies/Horse Racing, to wit:
a) Jhojaman GOMEZ y Rifareal, 39 years old, married, jobless and
Resident of No. 106 Fort Santiago St, Bago Bantay, QC (Bettor);
b) Rodolfo RAMOS y Villaverde, 64 years old, single, Government
Employee and resident of No. 4 Balayan Street, Brgy Alicia,
Quezon City (Bettor);
c) Onofre BALBAS y Dantes, 61 years old, married, jobless and
Resident of No. 58 Davao St, Brgy Alicia, QC (Maintainer);
d) Fresol Davas y Siudad, 62 years old, married, mechanic and
Resident of No. 14 Balayan St, Brgy Alicia, Bago Bantay, QC
(Bettor); and,
e) Gemma MONTOYA y Flaviano, 22 years old, single and resident
Of No. 5-2 Tiburcio St, Krus Na Ligas, Diliman, Quezon City
(Personnel).
Seized from their possession were bookies dividendazo; one (1) unit bell phone telephone; one
(1) unit Fax Machine; one (1) unit TCL slim flat 21 television set; one (1) casio calculator; one
ball pen and money bets amounting to One Thousand Two Hundred Fifty Seven (P1,257.00) in
different denominations. On May 31, 2014, all arrested suspects were brought to Quezon City
Prosecutors Office for inquest proceedings for a case of Violation of RA 92876 (Illegal Numbers
Game). Quezon City Inquest Prosecutor Gibson T Araula Jr commented for filing of Violation of
RA 9287 and recommended bail bond of P10,000.00 each for their temporary liberty.
8.
At about 9:00 PM, June 13, 2014, detectives of
WMMCIDT, this Unit, conducted anti illegal gambling
activities (Bookies/Horse Racing) at house No. 2241 M.
Natividad Street, corner Laguna Street, Sta Cruz, Manila
which resulted to the arrest of Jessica DELA CRUZ y Santos,
43 years old, single and resident of No. 1012 Pedro Gil
Street, Paco, Manila (Bookies Personnel) while actually
collecting money bets from his bettors. However, bettors
upon sensing the presence of the police officers ran and
eluded arrest. Confiscated from her possession were bet list;
two (2) ball pens and money bets amounting to One Thousand
Six Hundred Pesos (P1,600.00) in different denominations.
Arrested person and confiscated items were brought to WMMCIDT office for documentation and
proper disposition. A case for Violation of PD 1602 as amended by RA 9287 (New Anti Illegal
Gambling Law) was filed against the arrested person before ACP Kristine Audrey J Cabebe,
Manila City Prosecutors Office under CC#403685-SA.

At about 10:30 PM, June 17, 2014,
detectives of EMMCIDT, this Unit, proceeded to
Banaag, Brgy Pineda, Pasig City to verify the
reported information on alleged illegal numbers
game particularly (Terembe) is being held. Upon
confirmation and evident is sufficient, elements of
this office conducted anti illegal gambling
operation at said area which resulted to the arrest
of the two (2) personnel and four (4) bettors, to
wit:
a) Eddie TOLINTINO y Ceneros, 52 years old, single and resident of
No. 642 M. Diaz Street, Pineda, Pasig City (Personnel);
b) Edna CIPIANO y Cruz, 70 years old, widow and resident of No. 642
M. Diaz Street, Pineda, Pasig City (Bet Collector);
c) Danilo GARCIA y Titoy, 50 years old, married, Construction Worker
and resident of No. 195-A Banag Street, Pineda, Pasig City (Bettor);
d) Lorenzo CRUZ y Crisostomo, 52 years old, single, encoder and
resident of No. 33 Flaviana Street, Pinagbuhatan, Pasig City (Bettor); and,
e) Reynaldo DELOS SANTOS y Napay, 56 years old, married, Brgy Tanod
and resident of No. 516 M. Diaz Street, Pineda, Pasig City (Bettor).
Confiscated from their possession were one (1) rembe board; three (3) rembe box (bolahan) and
money bets amounting to Four Thousand Six Hundred Seventy Five (P4,675.00) in different
denominations. However, some of the bettors noticed/sensing the presence of police operatives
and they were able to escape from different direction. Arrested persons and confiscated items
were brought to this office for documentation and proper disposition. Case for Violation of
Section 2(a) of RA 9287 as amended by PD 1602, RPC were filed against the arrested persons
before ACP John Y Ong, Pasig City Prosecutors Office docketed under IS#XV-14-INQ14F00535.

At about 6:30 PM, June 19, 2014, detectives of NMMCIDT, this Unit, conducted
police operation at A. Mabini Street, corner Maypajo, Caloocan City which resulted to the arrest
of George MORALES y San Miguel @Kuya/Jojit”, 39 years old, married, jobless and resident
of No. 477 Evelny Street, Gagalangin, Tondo, Manila by virtue of WA in CC#14-304606-07 for
Rape under Article 266-A par 1(a) of RA 8353 (2 counts) with NO BAIL RECOMMENDED
issued by Hon Judge Roy G Gironella, RTC, Branch 43, Manila. Coincidentally, the team also
confiscated one (1) Video Karera machine containing One Thousand One Hundred Eighty Pesos
(P1,180.00) in one peso coins at the place of arrest while the bettors managed to escape.
Arrested suspect and confiscated Video Karera machine were brought to NMMCIDT Office for
documentation and proper disposition.

At about 8:00 PM, June 19, 2014, detectives of
EMMCIDT, this Unit, conducted anti illegal gambling operation
at No. 42 Sgt Velasquez, Brgy Bagong Ilog, Pasig City which
resulted to the arrest of RauL BUCAYAN y Agustin, 44 years old,
married, tricycle driver and resident of No. 42 Sgt Velasquez,
Brgy Bagong Ilog, Pasig City and Albert VIVERO y Buson, 66
years old, married and resident of Lot 2, Block 5, Samar Street,
Brgy Pinagbuhatan, Pasig City while in the act of remitting,
recording and accounting of collected bet money from illegal
numbers game particularly “lotteng”.
Seized from their
possession are assorted gambling paraphernalia and collected bet
money amounting to Four Thousand and Thirty Pesos
(P4,035.00). Arrested persons and confiscated items were brought to EMMCIDT office for
documentation and proper disposition. At about 2:30 PM, June 20, 2014, case for Violation of
PD 1602 as amended by RA 9287 were filed against the arrested persons before ACP John Y
Ong, Pasig City Prosecutors Office docketed under IS#XV-14-INQ-14F-00542.

At about 2:00 AM, June 21, 2014, detectives of
EMMCIDT, this Unit, conducted anti illegal gambling operation at
Brgy San Miguel, Pasig City which resulted to the arrest of Elisa
RAYMUNDO y Yadao, 49 years old, single, jobless and resident of
No. 253 Dr. Pilapil Street, Brgy San Miguel, Pasig City. However,
some bettors and dealers were able to elude the arrest when the
spotter gave them a signal about the presence of the police operatives
thereat.
Recovered from her possession were gambling
paraphernalia such as two (2) sets of playing cards; One Thousand
Pesos (P1,000.00) and small black pouch containing nine (9) pieces
of heat sealed transparent plastic sachets containing white crystalline
substance believed to be shabu weighing 1.26 grams. Arrested person and confiscated items
were brought to EMMCIDT office for documentation and proper disposition. Case for
Violation of PD 1602 as amended by RA 9287 and Section 11/15, Article 11 of RA 9165 (An Act
Instituting the Comprehensive Dangerous Drugs Act of 2002) were filed against the arrested

At about 7:30 PM, June 25, 2014, detectives of
NMMCIDT, this Unit, conducted anti illegal gambling operation
in an alley of Langaray Public Market, Langaray Street,
Kaunlaran Village, Dagat-Dagatan, Caloocan City which
resulted to the arrest of the following persons, namely Rafael
GUANSING y Santos, 50 years old, married, jobless and resident
of No. 142 Dimasalang, Maypajo, Caloocan City (Kabo); and
Richard LAENG y Bravo, 19 years old, single, jobless and
resident of No. 26 Padas Alley, Kaunlaran Village, Caloocan
City (Bettor). Who were caught in flagrante delicto or while
actually engaged in the operation of an illegal bookie joint.

1. At about 9:00 AM, May 10, 2014, detectives of
NMMCIDT, this Unit, while conducting surveillance at Sinilyasi
corner Lapu-Lapu Extension, Dagat-Dagatan, Caloocan City
arrested one Jaime JONG y Tianson, 43 years old, married,
jobless and resident of Block 8, Lot 10, Phase 2, Northville 4
(LUMA), Marilao, Bulacan while in possession, control and
custody of one (1) Cal .38 revolver marked Smith & Wesson with
SN: 884455 loaded with three (3) rounds of live ammunition in its
cylinder. Arrested person and confiscated items were brought to
NMMCIDT office for documentation and proper disposition.
Case for Violation of RA 10591 (Comprehensive Firearms and Ammunition) were filed against
the arrested person before ACP Diosdado Azarcon, Caloocan City Prosecutors Office docketed
NPS#XV-02-INQ-14E-00769.

On May 13, 2014, detective of CMMCIDT, this Unit, together with elements of
QCPD conducted manhunt operation against the suspects in the series of three (3) shooting
incidents that occurred on May 11, 2014 at Brgy North Fairview, Quezon City perpetrated by
two (2) motorcycle riding men who shot four (4) victims in succession identified as Rodelo DELA
CRUZ y Aheno; Alodia Grace GO y Panopio; Angelie AUGUIS y Verano-Suliba and Gelmer
GABRONINO y Cavite which resulted to the arrest of the following persons, to wit:
a) Alsaid MINDALANO y Monib, 28 years old, married, vendor and resident of Baker
St, Fairmont Subd, Brgy North Fairview, Quezon City (one of the suspect and/or the
driver of the get-away motorcycle used in the killing of the four (4) victims;
b) Mangontawar MONIB y Decampong, 31 years old, construction worker and resident
of Baker St, Fairmont Subd, Brgy North Fairview, QC;
c) Bochary MINDALANO y Esar, 32 years old, married, vendor and resident of Sultan
Naga, Demapero, Lanao Del Norte;
d) Ahmad MANKADATO y Dimaro, 18 years old, single, jobless and resident of
Divisoria, Manila;
e) Cesar ATE y Delire, 45 years old, married, electrician and resident of No. 11-A
Banning St, Fermont Subd, Quezon City; and,
f) Camad MADCADATO y Bayaw, 16 years old, single, jobless and resident of
Fermont Subd, Quezon City.
at their safe house located at Fermont subd, Brgy North
Fairview, Quezon City. Found and seized from their
possession were three (3) low powered handguns; two
(2) live hand grenades and several pieces of heat sealed
transparent plastic sachet each containing white
crystalline substance believed to be methamphetamine
hydrochloride (shabu).
Moreover, the Darusalam
compound where the suspects were arrested was
discovered to have an improvised firing range which is
enclosed by concrete hollow blocks. Arrested suspects and confiscated items were brought to
QCPD office for documentation and proper disposition. Cases for Murder (5 counts); Violation
of RA 10591 (Illegal Possession of Firearm and Ammunition); Section 11 of RA 9165
(Possession or Use of Dangerous Drug); RA 9516 (Illegal Possesion of Explosives) and Assault
Upon An Agent of Person in Authority were filed before ACP Cristituto S Zaldarriaga, Quezon
City Prosecutors Office.

At about 11:30 PM, May 14, 2014, detectives of
CMMCIDT, this Unit, conducted police operation at Vista Verde
Street, Vista Verde Village, Camarin, Caloocan City based upon
the admission of Harold SUMALDE y De Vera, 23 years old,
married, employee/vault keeper of JOAVI Philippine Corporation
of PNP-FED Storage Section, Camp Crame, Quezon City and
resident of Phase 2, Block 3, Kapatid Subd, Bagbagin, Caloocan
City who previously surrendered and confided that he was the one
responsible in the pilferage of sixty three (63) pieces of various
calibers of handguns/pistols valued at P20M which he had taken
from their vault on several occasions starting from the month of
Feb 2014 up to the first week of May 2014 and that all these guns
were brought and turned over by him to his accomplice Raymond
LOPEZ y Morales, 34 years old, married, driver and resident of
No. 1000 Ulingan St, Lawang Bato, Valenzuela City who was incharge in the trading of the same to interested buyers.
Furthermore, suspect SUMALDE confided that LOPEZ has yet to
give him his share of P10,000.00 and that they had already set-up
their meeting in the evening of May 14, 2014 at Vista Verde
Village. Consequently, suspect LOPEZ was arrested by detectives of this office when noticed to
have a handgun a Cal .45 pistol loaded with seven (7) rounds of live ammunitions without or
with defaced trade name and serial number tucked on his waistline while handing suspect
SUMALDE his share/cash money in the amount of P10,000.00. Also confiscated from the
suspect LOPEZ were two (2) cellular phones believed being directly used by the suspect in his
illegal trading appertaining to the stolen handguns. On May 15, 2014, both arrested suspects
were brought to Quezon City Prosecutors Office for inquest proceedings for cases of Qualified
Theft and Violation of Section 32, par 1 of RA 10591 (Comprehensive Law on Firearms and
Ammunitions). Quezon City Duty Inquest Prosecutor Dorothy J Alarcio-Padilla commented that
“there is a need to conduct preliminary investigation to determine probable cause as the alleged
taking of several handguns as early as Feb 2014. Nevetheless, on same day and in the
succeeding inquest at the Caloocan City Prosecutors Office for another case of Violation of RA
10591 against suspect LOPEZ, ACP Diosdado S Azarcon resolved that the caser be filed in
Court as he established probable cause that suspect LOPEZ
might have committed the crime for unlawful possession of handgun and further recommended
P100,000.00 bailbond for his provisional release.
4.
At about 6:45 PM, May 16, 2014, one (1) male person who requested anonymity
appeared before the CMMCIDT office and voluntarily surrendered one (1) SPHINX SDP Cal
.9mm Pistol bearing SN: S12B000429 with one (1) magazine. Subject processor claimed that
said firearm was brought to him from Raymond LOPEZ of 1000 Ulingan Street, Lawang Bato,
Valenzuela City for the amount of P70,000.00. He further claimed that the said firearm to avoid
being charged appropriately in Court and as responsible gun owner.
5.
At about 1:00 PM, May 25, 2014, detectives of SMMCIDT, this Unit, conducted
police operation at the vicinity of Puregold Genera Luna Street, Barangay Tuktukan, Taguig
City which resulted to the arrest of one Ronaldo ONTING y Espina, 45 years old, married,
former member of the Philippine Army, present Team Leader of Public Order and Safety Office
(POSO) of Taguig City and resident of Block 14, Lot 22, 11th
Avenue, North Signal, Taguig City.
Recovered from his
possession who resisted during the arrest were one (1) Cal .45
Pistol (Armscor) with SN: 1224290 with five (5) magazine and
twelve (12) ammunitions. Also recovered from him is one (1)
homemade Cal .9mm revolver with marking “WENCHESTER”
with five (5) Cal .9mm loaded in its cylinder. Arrested suspect
and confiscated items were brought to SMMCIDT office for
documentation and proper disposition. At about 10:00 AM, May
26, 2014, cases for Violation of RA 10591 (Illegal Possession of
Firearms and Ammunitions) and Resisting Arrest were filed
against the arrested person before ACP Patrick Noel P De Dios,
Taguig City Prosecutors Office docketed under IS#XV-16-INQ14E-00331.

At about 3:00 PM, May 30, 2014,
detectives of EMMCIDT, this Unit, proceeded in front of
BDO along Shaw Blvd, Brgy Kapitolyo, Pasig City
regarding an information received from Mr. Emilio L
CUSTODIO thru telephone call regarding the illegal selling
of Cal .45 pistol from Emmanuel RAMOS y Laguartilla
(Insurance Specialist of Fortune Life Insurance). That upon
arrival of the team, the informant described himself over the
cellphone discreetly approached him and gave all the
details about the transaction being made by the suspect in
which he learn that the firearm a Cal .45 pistol being sale to him is loose firearm or have no
necessary license. After the informant gave all the details about the illegal transaction and
before he was supposed to withdraw the payment for the Cal .45, the suspect showed again the
firearm and in that juncture upon sensing the police operatives, while the suspect is dealing and
in his possession the Cal .45 pistol, the team immediately accost the suspect identified as
Emmanuel RAMOS y Laguartilla and confiscated from his possession is one (1) Cal .45 pistol;
fourteen (14) live ammunitions; two (2) magazines for Cal .45 pistol; one (1) plastic tool box
colored black (moller) and one (1) camouflage pouch for Cal .45 pistol. When the suspect was
questioned about the necessary firearm license, but he was then failed to present. Arrested
suspect and confiscated items were brought to EMMCIDT office for documentation and proper
disposition. Case for Violation of RA 10591 Sec 3(d) was filed against the arrested suspect
before ACP Alvin Joseph P Porte, Pasig City Prosecutors Office docketed under IS#XV-14-INQ14F-00475.
7. This pertains to the pilferage case at the
storage/vault of JOAVI Philippine Corporation
located at PNP-FED premises at Camp Crame,
Quezon City involving 59 pcs of highly expensive
handguns with aggregate value of P11,760.00. The
crime was discovered on May 14, 2014 during
inventory and on the same day two (2) suspects was
arrested.
They were identified as Harold
SUMALDE y De Vera (vault/keeper of the said
company) and Raymond LOPEZ y Morales who
was found in possession of unlicensed Cal .45
Pistol. Although they was no recovery of any
stolen firearms both suspects were charged in Quezon City and Caloocan City Prosecutors
Office. In a effort to recover the stolen firearms, a massive information and dissemination
campaign through the help of tri-media was initiated by the members of CMMCIDT office to
alert those who already bought/possessed the stolen handguns to voluntary surrender the same
to avoid lawsuit/illegal accountability and the would-be buyers to coordinate with authority for
appropriate police action for the recovery of the firearms being traded with them. On June 02,
2014, detectives of this office received another feeler from two (2) persons who acknowledged
possession of some of the stolen firearms. All of them signified willingness to voluntary
surrender the same on the condition that they should not be charged in court. After clearing the
matter, the above mentioned personalities who eventually turned over the following stolen
firearms through their individual conditions on the same day, to wit:
a) One (1) unit Cal .45 Kris Vector SN: P000756 – P325,000.00;
b) One (1) unit Cal .45 Kris Vector SN: P000717 – P325,000.00; and,
c) One (1) unit Cal .9mm Caracal F, SN: ME187 – P25,000.00
Surrendered firearms were temporary under the custody of CMMCIDT office for safekeeping
and for proper documentation.
8.
At about 3:00 PM, June 13, 2014,
detectives of NMMCIDT, this Unit, conducted
police operation at the vicinity of the National
Housing Corporation Elementary School located
at Brgy 186-Tala, Caloocan City which resulted to
the arrest of Richard PLACENTE y Dela Paz, 42
years old, married, Security Guard and resident of
No. 12-PBP Road, NHC Village, Tala, Caloocan
City while in possession/control and custody of
one (1) unmarked Cal .38 rds defaced loaded with
four (4) rounds of live ammunitions in its cylinder.
The said operation was in response to an information received by this office that the above
named suspect had been frequenting the National Housing Corporation Elementary School
where his wife Jennifer Justiniano PLACENTA works as a teacher, brandishing and
indiscriminately firing a revolver thereby threatening teachers and sowing terror therein.
Arrested person had been tagged by Barangay officials of the place as the leader of the
“TRECE PARES Robbery/Hold-up Group” together with his two (2) henchmen identified
through their aliases as @”Mata” and @”Joel” were operating at Brgy Tala, Caloocan City.
Suspect and confiscated evidence were brought to NMMCIDT office for documentation and
proper disposition. Case for Violation of PD 1866 as amended by RA 8294 were filed against
the arrested person before ACP Diosdado S Azarcon, Caloocan City Prosecutors Office with
P100,000.00 recommended bail bond for his temporary liberty.
9.
At about 8:30 PM, June 23, 2014, detectives of IIB, this Unit, conducted police
operation along Vizcarra Street, Barangay 169, Zone 17, Malibay, Pasay City which resulted to
the arrest of Angelito BONGGOC @Jon-Jon Palaka, 40 years old and resident of No. 685
Vizcarra Street, Malibay, Pasay City by virtue of WA in CC#R-PSY-14-08151-CR for Violation
of Section 26, Article II, RA 9165 with NO BAIL RECOMMENDED issued by Hon Judge
Racquelen Abary-Vasquez, RTC, Branch 116, Pasay City. During the implementation of the
above warrant of arrest, accused drew his firearm one (1) Cal .22 Magnum bearing SN: 47608
and subsequently dashed to an adjacent alley and attempted to escape. Hence, a running gun
battle ensued, the team pursued and were able to corner him at the dimly portion of the alley
with a gunshot wound on his buttocks. Seized from his possession was one (1) Cal .22 Magnum
double barrel pistol with SN: 47608 loaded with two (2) pcs fired empty shell; two (2) more live
ammunitions of Cal .22 found inside the waist black bag and one (1) unit Honda Dash
motorcycle without LTO plate number. Arrested suspect was brought to PNP General Hospital
for medical attention and possible operation. All the recovered pieces of evidence were brought
to this office for investigation and proper disposition. On June 24, 2014, case for Violation of
Article 148 (Direct Assaults) Assault Upon and Resistance and Disobedience to, Persons in
Authority and their Agents of the RPC and Violation of RA 10591 (An Act Providing for
Comprehensive Law on Firearms and Ammunitions and Providing Penalties for Violation
Thereof) were filed against the arrested person before State Prosecutor Michael A Vito Cruz,
Pasay City Prosecutors Office docketed under NPS#XV-13-INQ-14F-01138.

At about 6:30 AM, June 27, 2014, elements of NCRCIDU, this Unit, together with
elements of CIDG and PNP-SAF implemented Search Warrant No. 335 (14) issued by Executive
Judge Agripino G Morga, RTC, 4th Judicial Region, Branch 32, San Pablo City against Jonathan
SAPRA y Tolosa @Jojo of Brgy Sta Maria, Bauan, Batangas for Violation of Republic Act 10591
(An Act Providing for a Comprehensive Law of Firearms and Ammuntions). During the
implementation of the said search warrant, subject was not around. However, one Raniel PEJE
y Gonzales, 33 years old, married, driver and resident of Manghinao Proper, Bauan, Batangas,
was caught inside the said premises holding one (1) US Rifle Cal .30 M1 Springfield Armory
(Garand) with SN: 2607195 loaded with eight (8) live ammunitions. Likewise, Renante PEJE y
Gonzales, 27 years old, single, helper and resident of Manghinao, Bauan, Batangas was also
arrested and confiscated in his control and possession one (1) Walter PPK Cal . 380 pistol with
SN: 151595 loaded with magazine and six (6) live ammunitions tucked in his waist. Recovered
from constructive possession of Jonathan SAPRA y Tolosa @Jojo (at-large) being the owner of
aforesaid house and subject for the search warrant are the following items, to wit:
a) One (1) Cal .22 Rifle Armscor bearing
SN: A690874 with one (1) magazine;
b) Twenty Nine (29) pieces of live
ammunitions for Cal .30 M1 Garand rifle;
c) Fifty (50) pieces of empty shells for Cal
.45 Pistol;
d) Three (3) long magazine for M16 rifle;
and,
e) Twenty (20) live ammunitions for Cal .M16 rifle.
Upon verification from Firearms and Explosive Office (FEO), Camp Crame, Quezon Ciy
revealed that the above arrested suspects are not registered firearm holders of any kind of
caliber. After arrest has been made and upon documentation, subject persons were brought to
Prosecutors Office of Batangas City for inquest proceedings, but since it is a Saturday, the
arresting officers had only had the chance to have the case docketed under NPSO#IV-0214F00890. On June 30, 2014, arrested suspects were inquested before ACP Catherine Joy GayetaAndaya, Batangas City Provincial Prosecutor.

CIDG OPLAN “Big Berta”
1.On May 13, 2014, detective of CMMCIDT, this Unit, together with elements of QCPD
conducted manhunt operation against the suspects in the series of three (3) shooting incidents
that occurred on May 11, 2014 at Brgy North Fairview, Quezon City perpetrated by two (2)
motorcycle riding men who shot four (4) victims in succession identified as Rodelo DELA CRUZ
y Aheno; Alodia Grace GO y Panopio; Angelie AUGUIS y Verano-Suliba and Gelmer
GABRONINO y Cavite which resulted to the arrest of the following persons, to wit:
a) Alsaid MINDALANO y Monib, 28 years old, married, vendor and resident
of Baker St, Fairmont Subd, Brgy North Fairview, Quezon City (one of
the suspect and/or the driver of the get-away motorcycle used in the
killing of the four (4) victims;
b) Mangontawar MONIB y Decampong, 31 years old, construction worker
and resident of Baker St, Fairmont Subd, Brgy North Fairview, QC;
c) Bochary MINDALANO y Esar, 32 years old, married, vendor and
resident of Sultan Naga, Demapero, Lanao Del Norte;
d) Ahmad MANKADATO y Dimaro, 18 years old, single, jobless and
resident of Divisoria, Manila;
e) Cesar ATE y Delire, 45 years old, married, electrician and resident
of No. 11-A Banning St, Fermont Subd, Quezon City; and,
f) Camad MADCADATO y Bayaw, 16 years old, single, jobless and
resident of Fermont Subd, Quezon City.
at their safe house located at Fermont subd, Brgy North Fairview, Quezon City. Found and
seized from their possession were three (3) low powered handguns; two (2) live hand grenades
and several pieces of heat sealed transparent plastic sachet each containing white crystalline
substance believed to be methamphetamine hydrochloride (shabu). Moreover, the Darusalam
compound where the suspects were arrested was discovered to have an improvised firing range
which is enclosed by concrete hollow blocks. Arrested suspects and confiscated items were
brought to QCPD office for documentation and proper disposition. Cases for Murder (5
counts); Violation of RA 10591 (Illegal Possession of Firearm and Ammunition); Section 11 of
RA 9165 (Possession or Use of Dangerous Drug); RA 9516 (Illegal Possesion of Explosives) and
Assault Upon An Agent of Person in Authority were filed before ACP Cristituto S Zaldarriaga,
Quezon City Prosecutors Office.

At about 2:00 AM, June 21, 2014, detectives of EMMCIDT, this Unit, conducted
anti illegal gambling operation at Brgy San Miguel, Pasig City which resulted to the arrest of
Elisa RAYMUNDO y Yadao, 49 years old, single, jobless and resident of No. 253 Dr. Pilapil
Street, Brgy San Miguel, Pasig City. However, some bettors and dealers were able to elude the
arrest when the spotter gave them a signal about the presence of the police operatives thereat.
Recovered from her possession were gambling paraphernalia such as two (2) sets of playing
cards; One Thousand Pesos (P1,000.00) and small black pouch containing nine (9) pieces of
heat sealed transparent plastic sachets containing white crystalline substance believed to be
shabu weighing 1.26 grams. Arrested person and confiscated items were brought to EMMCIDT
office for documentation and proper disposition. Case for Violation of PD 1602 as amended by
RA 9287 and Section 11/15, Article 11 of RA 9165 (An Act Instituting the Comprehensive
Dangerous Drugs Act of 2002) were filed against the arrested person before ACP Marie Benet

The following are the significant accomplishments under
CIDG OPLAN “Sagip Anghel”
At about 12:30 AM, June 25, 2014,
detectives of NCRCIDU, this Unit, together with
RCIDU5 and HPG5 rescued one (1) year old baby
Sayuri BANGGAT who was kidnapped and sold by
suspect Angeline VALLEJO. She was able to
convince to negotiate for the return of Baby Sayuri
with the unidentified woman who bought the minor
and this office was able to persuade the buyer to
give up the location of the baby where it was left at
the Pasig City General Hospital. On same date,
personnel of this Unit and other PNP personnel
involved together with Jannette BANGGAT, mother of the
kidnapped minor, proceeded to the Hospital where the baby
was left by the unidentified buyer. Baby Sayuri was reunited
with her mother after medical check-up. Suspect Angeline
VALLEJO is now under custody for further investigation and
appropriate case will be filed against her. Cases for

BINASOY y Danao, 26 years old, single and
resident of No. 27 A. Ramos, UP, Diliman,
Quezon City. Investigation disclosed that
complainant Ms. Angelyn C Penano, 30 years old, single, resident of Block 8D, Lot 3, Phase 2A3, Kaunlaran Village, Malabon City and two (2) others. They disclosed that they are applicants
of First Step Manpower International Services, Inc. located at Room 205, 2nd floor, Nestor
Building, #1578 A. Mabini Street, corner Pedro Gil, Ermita, Manila to work abroad especially
in Saudi Arabia. The said manpower was manned by the said suspects. Complainants were able
to submit their supporting documents, after the interview, the suspects gave them promise that
they will be deployed as soon as possible. But the promised did not prosper until they requested
to back-out their application. But instead of returning the request, suspect asked for $300.00
from the complainant in exchange of the requested return of their documents. Results of
verification from POEA reveals that suspects were not connected with the First Step Manpower
International Services Incorporated. Arrested suspects and confiscated marked money were
brought to WMMCIDT office for documentation and proper disposition. Cases for
Robbery/Extortion and Violation of RA 8042 as amended by RA 10022 (Migrant Workers and
Overseas Filipino Act of 1995) were filed against the arrested suspects before the Prosecutors

1.On or about 9:40 PM, Apr 04, 2014, personally appeared before SMMCIDT office one
Mr. Nikko Bryan MATIAS y Dela Reyna, Security Staff of Philippine Savings Bank (PS Bank)
informing that a robbery being transpired at Altameco Warehouse located along Sunvalley
Drive, KM 15, West Service Road, Paranaque City which is owned by PS Bank as warehouse for
reposed vehicles. Upon receipt of the information, detectives of SMMCIDT immediately
responded to the said place for possible arrest of the suspects. While at the warehouse, a male
suspect was turned over to them by the duty security guards thereat identified as Jeffrey
AGUINALDO y Espiritu, 32 years old, married, resident of No. 20 Taurus Street, Pamplona
Dos, Las Pinas City together with the evidence recovered one (1) Denso Toyota Hi-Lux
computer box with engine number 89661-0K200 worth more or less P30,000.00 and mechanical
tools used by the suspect in the commission of robbery inside the warehouse. Arrested suspect
and confiscated items were brought to SMMCIDT office for documentation and proper
disposition. Case for Attempted Theft was filed against the arrested suspect before the Makati
City Prosecutors Office docketed under IS#XV-12-INQ-14D-00899.

On or about 8:00 PM, Apr 23, 2014, detectives
of EMMCIDT conducted surveillance at Generika Drug Store
in Ortigas Extension, Brgy Sta Lucia, Pasig City regarding to
the letter request last Mar 24, 2014 from Ms. Mares DEL
ROSARIO y Jacela (Francise/Owner of Generika) re rampant
circulating of False Bank Notes (Fake Peso Bills). Acting on
said letter-complaint, detectives of this office together with
CIS agents staking out within the vicinity of Commercial
Center wherein the Generika Drug Store is situated. The
personnel of Generika received a fake one (1) One Thousand
Pesos (P1,000.00) from Fernando DE LEON y Talavera (Leader of TALAVERA Fake Money
Group) who bought bottled water and deodorant which she reacted and gave attention to CIDG
detectives of this office. Recovered from his possession were seven (7) pcs of P1,000.00 and
three (3) pcs of P500.00, all are suspected false Bank Notes. The two (2) other suspects who
served as look-out for their illegal activities were able to elude the arrest identified as @Dagul
and @Burog. Immediately, upon the arrest of suspect divulge the information of whereabouts of
two (2) other suspects. The team conducted follow-up operation at Pineapple Road, Potrero,
Malabon City but yielded negative results. The false bank notes recovered from the possession
of the suspect are subject for submission to Bangko Sentral ng Pilipinas for further examination.
Case of Violation of Art 168 of RPC (Illegal Possession and Use of False Treasury or Bank
Notes and other instrument of credit) was filed against the arrested person before ACP Romana
R Reyes, Pasig City Prosecutors Office docketed under IS#XV-14-INQ-14D-00367.

On or about 9:40 PM, Apr 04, 2014, personally appeared before SMMCIDT

4. At about 10:30 AM, May 14, 2024, detectives of
EMMCIDT, this Unit, together with elements of 308th Counter
Intelligence Squadron; 300th Air Intelligence and Security
Group, PAF conducted buy bust operation at Brgy Bagong Ilog,
Pasig City relative to the previous complaint of Generika Drug
Store located at Unit 1, Riverside Arcade, Ortigas Extension,
Brgy Sta Lucia, Pasig City (victim of paying fake money) which
was acted and responded by this office and resulted to the arrest
of Ferdinand DE LEON y Talavera on Apr 23, 2014. Other
members of the “TALAVERA GROUP” are selling/distributing
1,000/500/200 fake Philippine bank notes at the area. Acted on
said report, detectives of this office proceeded at the said area,
operatives together with the informant staking out at the said
area and waiting for the delivery of counterfeited money, one (1) male person arrived and
immediately talked the informant about the prices of the counterfeit two hundred pesos, after
both parties agreed the price, suspect showed the false bank notes and then received the dusted
money. The team immediately responded and apprehended the suspect identified as Gerry
DEAN y Abug, 35 years old, single and resident of Marcelino St, Brgy Tipaz, Pasig City. During
the investigation, arrested suspect disclosed that Errol Smirth BATONGHINOG and certain
POPOY is with him waited at Jollibee Rotonda in Pasig City. Confiscated from his possession
were the marked money; seventy seven (77) pieces of two hundred pesos and ninety five (95)
pieces of counterfeit five hundred pesos. Arrested suspect and confiscated items were brought to
EMMCIDT office for documentation and proper disposition. Case for Violation of Art 168
(Illegal Possession and Use of False Treasury or Bank Notes and Instrument of Credit) of the
RPC was filed against the arrested suspect before ACP Leoncio D Guzman, Pasig City
Prosecutors Office docketed under IS#XV-14-INQ-14E-00422.

At about 3:30 PM, May 21, 2014, detectives of IIB, this Unit, conducted
entrapment operation infront of 7-11 Convenient Store located at Pavillon Mall, EDSA Central,
Mandaluyong City based on the complaint lodged by Ms. Athena R DIMADURA for alleged
Robbery/Extortion and Rape which resulted to the arrest of Von Nino Andrey CARIAGA y Dela
Rosa, 31 years old, married and resident of No. 5015 General Ricarte Street, South Cembo,
Makati City while on the act of receiving the entrapment money dusted with ultra violet powder.
Investigation disclosed that on May 19, 2014, complaint received a phone call from a strange
caller identified as Von. He claimed that he had with him her cellphone which he acquired as
the complainant boyfriend has mortgaged the cellphone to him in the amount ofP1,000.00. Von
narrates that he opened the cellphone and he saw the sex video files of the complainant and her
boyfriend having sex. Complainant ask the caller to meet him purposely to redeem the cellphone
and they agree in the Walter Mart, Makati City as their meeting place. While inside the car, Von
told her that he will be return the memory card containing sex video, if she would redeemed it in
the amount of P20,000,00 and having sex with him. Complainant get scared and beg to return
the memory card by paying P1,000.00 but Von started kissing her at the neck down to her breast
and forcibly opened her pants. When she refused to go further, suspect got mad and ordered her
to get out from his car without returning the memory card. On May 21, 2014, complainant seek
the assistance of this office which resulted to his arrest. Recovered from his possession are the
marked money and memory card of the complainant. Cases for Robbery/Extortion and Violation
of RA 9995 ( Anti-Voyeurism Law) were filed against the arrested suspect before Sr ACP Leilani
M Rodriguez, Mandaluyong City Prosecutors Office, with Docket No. XV-06-INQ-14E-00310
with bail recommended of P100,000.00 for his temporary liberty.

At about 9:00 AM, May 22, 2014, this Unit, received a letter from Atty Ruben A
Zacarias, SAVP and Asst Head, CSG of Philippine National Bank requesting for police
assistance in arrest, investigation and prosecution of all the suspects relative to the fraudulent
transactions which originated from PNB Branch in the Philippines particularly at PNB Almanza
Branch, Las Pinas City. Acting on said letter request, detectives of this office give police
assistance and possible arrest of the suspects. On or about 12:10 PM, May 22, 2014, detectives
of this office together with Atty Ruben A Zacarias immediately went at PNB Almanza Branch, las
Pinas City. Upon arrived thereat, they saw the suspect attempting to withdraw all the remaining
balance of the fraudulent remittance from PNP Guam wherein the fraudulent remitter are
GRETCHEN QUILIT ANDRES and SUNNU P JUAN. Suspect was later identified as Karla
Marinez IGNACIO y Acedera, 26 years old, single and resident of No. 6A Pearl Street, Golden
Acres Subdivision, Talon Uno, Las Pinas City. When frisked, they found and seized from her
possession is one (1) PNB passbook and one (1) PNB ATM card, under the name of the said
suspect. Arrested suspect and confiscated items were brought to this office for documentation
and proper disposition. Case for Violation of Art 315 (Estafa) and RA 8484 (Access Device Law
in relation to RA 8972 of Philippine Electronic Commerce Act of 2000) were filed against the
arrested suspect before ACP Sylvia M Inciso-Butil, Las Pinas City Prosecutors Office docketed
under IS#XV-15-INQ-14E-00302.

At about 1:00 PM, May 23, 2014, Mr. Fumio
MIZUSAWA and Mr. Nakamura KAZUNARI, both of legal ages,
Japanese National and presently residing at 2nd Floor Cocofed
Building, #144 Amorsolo Street, Legaspi Village, Makati City
brought to this office one Toshima RYUHEI, 38 years old,
married, Japanese National, presently billeting at room 622
Holiday Inn Hotel, Makati City, subject person was arrested by
the above named victim/complainant for alleged Violation of Art
310 (Qualified Theft) on May 23, 2014 at about 9:30 PM at the
vicinity of Metrowalk, Pasig City. It appears that herein
complainant and suspect has the employee and employer relationship in his real estate business
thus earned his trust and confidence. Investigation conducted disclosed that herein complainant
discovered that his Rolex wristwatch worth P35,000.00 and cash amounting to P300,000.00
placed in his brown bag (Louis Viton) and kept inside the drawer of his office table was missing.
Complainant exerted her effort to locate his missing Rolex wristwatch and money and averred
that he even asked his other employees present at the office but they denied any involvement.
However, only the respondent who regularly visit him and enter to his office that morning, later
he discovered through the help of his friend, Mr. Fumio MIZUSAWA that his missing valuables
was in possession of the respondent. Recovered from the suspect possession is one (1) Rolex
wristwatch and cash amounting to P200,000.00 placed inside the brown bag. At this juncture,
he arrested the respondent and subsequently turn over to this office for investigation and proper
disposition. On May 26, 2014, case for Violation of Art 310, RPC (Qualified Theft) was filed
against the arrested suspect ACP Hannah V Arriola, Makati City Prosecutors Office docketed
under NPS#XV-05-INQ-14E-0373.

On or about 6:00 PM, June 06, 2014, detectives of CMMCIDT conducted
entrapment operation at Unit 303 King Center Bldg, #57 Sgt Rivera St, Manresa, Quezon City
which resulted to the arrest of Ruby Lacap and two (2) others relative to the complaint of Mr.
Benjon Hao (owner of HIM YIM GE Construction) represented by Ms Jennielyn Regio, who
claimed that on May 27, 2014, her boss instructed her to issue three (3) BDO checks, one of
which was post dated with face value of P500,000.00; P40,865.00 and P664,220.00, respectively
to Emilyu Bacani as payment for 11,500 pieces of 10mmx6m deformed iron bars which were
delivered to their construction site in Valenzuela City which resulted to the arrest of the
following persons, to wit:
a) Ruby LACAP y Caparas, 49 years old, buy and sell businesswoman
and resident of No. 7th Street, Fredel 2 Compound, General T De Leon
Valenzuela City;
b) Emily BACANI y Sevilla, 50 years old, single, jobless and resident of
No. 1974 A Narra Extension, Tondo, Manila; and,
c) Nestor CAPARAS y Cuenca, 35 years old, married, driver and resident
f No. 4482 Santolan Road, General T De Leon, Valenzuela City.
A day after the transaction, May 27, 2014, policemen from HPG informed them that the iron
bars they bought were stolen items and that they were applying for a search warrant for the
confiscation of the same. Alarmed, Mr Hao contacted the BDO bank and requested for the
cancellation of the checks but found out that the checks excluding the BDO bank to dishonor the
above mentioned post dated checks and further filed Estafa case subject to preliminary
investigation in Court in QC against the three (3) arrested suspects. Later, on June 05, 2014
suspects returned to their office informing them that the post dated check was dishonored when
encashed and further asked for a check replacement. The complainant then asked for police
assistance which resulted to their arrest.

At about 9:00 PM, June 12, 2014, complainant Mr. Marcelo TORRES y Dela
Cruz personally appeared before SMMCIDT office and reported a case of Robbery that
transpired inside his premises at No. 8007-A Tanguile Street, San Antonio Village, Makati City.

In this regard, detectives of SMMCIDT office, this Unit, conducted operation at Sto Toribio, Lipa
City, Batangas where the suspect was residing together with the complainant. Upon arrival
thereat, at about 1:00 AM, of same date, the suspect was arrested at his residence and was able
to recover the loots. However, after tactical interrogation, suspect averred that some of the
pieces of jewelry were already sold. Arrested suspect was brought to SMMCIDT office for
documentation and proper disposition. At about 6:30 PM, June 13, 2014, case for Robbery were
filed against the arrested persons before ACP Jesus C Labriaga, Makati City Prosecutors Office
docketed under NPS Docket No. XV-05-INQ-14F-0412.

At about 4:45 PM, June 25, 2014, detectives of WMMCIDT, this Unit, conducted
entrapment operation at Room 205, 2nd floor, Nestor Building, #1578 A. Mabini St, corner Pedro
Gil, Ermita, Manila which resulted to the arrest of Sudan National Abdel Khalig OBAID y
Mohamad Osman, 46 years old, married and presently billeting at Room 31, Robinson Tower,
Malate, Manila and Shiony BINASOY y Danao, 26 years old, single and resident of No. 27 A.
Ramos, UP, Diliman, Quezon City. Investigation disclosed that complainant Ms. Angelyn C
Penano, 30 years old, single, resident of Block 8D, Lot 3, Phase 2A-3, Kaunlaran Village,
Malabon City and two (2) others. They disclosed that they are applicants of First Step
Manpower International Services, Inc. located at Room 205, 2nd floor, Nestor Building, #1578 A.
Mabini Street, corner Pedro Gil, Ermita, Manila to work abroad especially in Saudi Arabia.
The said manpower was manned by the said suspects. Complainants were able to submit their
supporting documents, after the interview, the suspects gave them promise that they will be
deployed as soon as possible. But the promised did not prosper until they requested to back-out
their application. But instead of returning the request, suspect asked for $300.00 from the
complainant in exchange of the requested return of their documents. Results of verification from
POEA reveals that suspects were not connected with the First Step Manpower International
Services Incorporated. Arrested suspects and confiscated marked money were brought to
WMMCIDT office for documentation and proper disposition. Cases for Robbery/Extortion and
Violation of RA 8042 as amended by RA 10022 (Migrant Workers and Overseas Filipino Act of
1995) were filed against the arrested suspects before the Prosecutors Office of Manila.
