Kailua Village Business Improvement District April 2011 Post-Tsunami Restoration of Alii Drive Over the course of the past 18 months the Kailua Village Business Improvement District’s Placemaking and Strategic Planning Committees have been working with planning and design experts to define a new vision for Alii Drive. KVBID has shared its recommendations to transform Alii Drive with County officials as plans for permanent restoration are developed. • • • • • • • • • • Narrow width of the makai seawall walkway to widen the mauka side. This could make room for pockets of outdoor dining along the mauka side. Install roundabouts at Kailua Pier (Kaahumanu Place) and (future) Nani Kailua Road extension. One-way traffic southbound between Kaahumanu Place and Nani Kailua extension. Interim would be Hualalai Road intersection. Install gas lines and tiki torches along the makai seawall walkway and Oneo Bay makai walk to provide ambiance and ambient light in these darker sections of the Village. Add in more thematic heritage pole lighting. Integrate the Oneo Bay project. With one-way traffic, costs for the Oneo Bay project would dramatically decline as part of the roadway could convert to a proper sidewalk rather than needing to breach the seawall or cantilever out. Advance Phase 1 of the Nani Kailua Road extension to establish a new connection between Alii Drive and Kuakini Highway. Include a public parking lot. Walkway surface preferences: 1) cut lava grouted flush mount to comply with ADA specifications; 2) stained and stamped concrete or concrete-like product; 3) Quartzite or similar product such as Waikiki used on its walkways. Underground utility lines. Add water for irrigation and electrical power line access for landscape lighting along walkways. Utilize the Kailua Village pattern for crosswalk markings. Alii Drive Currently New Vision for Alii Drive Alii Drive Hawaii Scenic Byway Commemorated Representatives from Kailua Village Business Improvement District and the Local Byway Committee gathered to officially commemorate the Alii Drive designation of Royal Footsteps Along the Kona Coast as a Hawaii Scenic Byway. During the commemoration ceremony, KVBID president Eric von Platen Luder read a congratulatory message from Hawaii County Mayor Billy Kenoi. “Royal Footsteps Along the Kona Coast will enhance residents’ and visitors’ understanding and appreciation of the corridor,” Kenoi said. Nearly one year ago Alii Drive, roughly seven miles of roadway with seven centuries of archaeological, historic and cultural traditions and more than two dozen impressive points of interest, was sponsored by Kailua Village Business Improvement District as a nominee to the Hawaii Scenic Byways program administered by the Hawaii Department of Transportation. The Hawaii Department of Transportation accepted the nomination, Royal Footsteps Along the Kona Coast, and designated Alii Drive as the state’s second Hawaii Scenic Byway. Throughout the lengthy process Local Byway Committee meetings and public open houses were convened to gather input from stakeholders and provide oversight as the Corridor Management Plan was developed. Kau Kau Kailua Restaurant Week nd The 2 Annual Kau Kau Kailua Restaurant Week returns so that visitors and residents might experience delicious food at a variety of restaurants in Historic Kailua Village. Kokua Kailua Village Stroll Sunday, April 17 Event Includes Impressive List of Participating Merchants Historic Kailua Village's monthly Kokua Kailua Village Stroll is scheduled for Sunday, April 17 from 1 until 6pm along Alii Drive. With more than 50 participating merchants plus artists and other vendors, Kokua Kailua is an ideal way to spend an afternoon along the waterfront with friends and family while shopping for unique one-of-a-kind items, arts, crafts and more. Most of the local merchants offer specials during Kokua Kailua and there is always excellent food and drink available along the way. (Story continues…..) Kokua Kailua Village Stroll is sponsored by the Kailua Village Business Improvement District, the KonaKohala Chamber of Commerce, Destination Kona Coast, Kailua Village Merchants Association, Hulihee Palace, and Pacific Radio Group. The program is designed to rally support for merchants and restaurants and to remind residents to shop, dine and buy local. Tsunami-Related Tipping Fees Waived Reminder: Tipping fees at the County’s West Hawaii Sanitary Landfill at Puuanahulu will be waived for the disposal of tsunami-related debris through May 13 according to the Department of Environmental Management. Tipping fee waiver forms will be available at the landfill’s scale house when bringing in tsunami-related debris for disposal. Residents must complete the form to have debris weighed before dumping in the landfill without charge.
