Oakville Arena Revitalization Project Development Process • Phase I: Master Plan • Phase II: Design Options • Existing Building Assessment • Consultant Selection • Existing Structural Assessment • Heritage Assessment • Environmental Assessment • Structural Truss Assessment • Technical Report Master Plan • Stakeholder Consultation • Public & Stakeholder Consultation • Design Options & Costing: • Master Plan Strategy • Revitalization • Council Approval • Demolition / New • Public Consultation • Option Selection • Council Approval Oakville Arena Master Plan Process • Technical Report Master Plan, (PRLFMP), 2011 • Community Consultation – Spring 2012 Given age and condition, close Oakville Arena Construct twin pad arena beyond 2021 Retain ice, Kinsmen Pine Room, outdoor pool, fields and park facilities at Trafalgar Park • Master Plan, October 2012 Establish a strategy for renewal or replacement of Oakville Arena at Trafalgar Park and potential development of another ice pad in long-term Consider the replacement of the Oakville Seniors’ Citizen’ Recreation Centre as part of the renewal\replacement of Oakville Arena Oakville Arena Council Direction • As a result of a report to Council in October of 2012 staff received the following direction: That a single pad arena and current park facilities be retained at Trafalgar Park That a Cultural Heritage Impact Assessment be completed for Oakville Arena That staff develop preliminary architectural concepts with provision for two options including renovating and refurbishing Oakville Arena and demolishing the existing arena and construct a new single pad Oakville Arena Oakville Arena Oakville Arena Oakville Arena Compressors Oakville Arena Rink Boards Oakville Arena Dressing Room Oakville Arena Bleacher Supports Oakville Arena Oakville Arena Trusses Oakville Arena Revitalization Building History – ERA Assessment • Designed by Oakville architect William Armstrong and constructed between 1950 and 1951 • Engineer Norman Hipel was in charge of the construction of the arena • Employed the Hipel truss roof system – named after Norman Hipel who was assigned the roof truss patent in 1940 for arena, barn and storage construction • Designed for year round use – hockey/skating for 7 months and dancing, roller skating, community events, boxing, lacrosse etc. for rest • Funding for project raised by volunteers – total cost of $220,000, half of this raised by local community • Arena was run by a group of volunteers until the late 1970s/early 1980s when the Town of Oakville took over management Oakville Arena Revitalization Cultural Heritage Values – Design/Physical Value • One of only four known surviving arenas in Ontario that have a Hipel truss roof system • Hipel truss creates a distinctive character and atmosphere and demonstrates an economic/efficient system of spanning large spaces in the mid 20th century using wood lumber. • Good example of a mid 20th century arena complex Oakville Arena Revitalization Cultural Heritage Values – Historical/Associative Value • Hub for the community since it opened in 1951 • Arena hosted a variety of sporting activities and many large community and national events, giving the arena emotive and symbolic value. • Designed to accommodate a range of functions and act as both arena/sporting venue and community centre/event space, illustrating the need in smaller urban centres in Ontario in the mid 20th century to create multi-purpose spaces. • Reflects work of Norman Hipel who became the assignee for the truss roof system in 1940, which was then implemented on many Ontario arenas in the 1940s and 50s Oakville Arena Revitalization Cultural Heritage Values – Contextual Value • Located in Trafalgar Park since 1951, arena has played a key role in the history and activity of the park • Arena maintains/supports the character of the park and surrounding area in scale, orientation and function • Arena is a landmark building within Trafalgar Park and visually defines its southern edge • The arena is a community landmark in west Oakville Oakville Arena Revitalization Project Challenges • Heritage Integration • Existing Building Assessment • Structural Repair Options • Existing Park Amenities & Views • Existing Grades • Parking, Access and Accessibility • Rebecca Street Address • Arena and Seniors’ Centre Integration • Possible Future Fire Hall on Kerr Street Oakville Arena Revitalization Design Options • Option 1: Revitalization -
