Sir,
In response to the

Mr. Bill Aitken.
We at Cement Australia
are grateful this practice
has been brought to our
attention. We have
implemented a procedure
to ensure that our drivers
will be able to gain access
when they arrive to the
site, without the need to
wait. In the case that the
drivers are unable to gain
immediate access, safe and
legal parking has been
identified for our drivers to

We are committed to
overcoming this and ask

Sir,
A disturbing pattern
seems to be occurring in
Hornsby Shire planning
DAs. - the rise of the
“Green Offset”.
The council’s policy is
very good but it is the
implementation that is
questionable.
The policy can be found
by searching for “Green
Offsets” on the council’s
website.
The code states
1.5 When does the
Offsets Code apply?
The Offsets Code applies
when:
• A development is
expected to impact native
vegetation.
• Council assesses
alternative proposals on
their merits and decides
that if an applicant
addresses the principles of
the code and demonstrates
significant net gains for the
native vegetation of the
Hornsby Local
Government Area,
offsetting may be used.
1.6 When does the
Offsets Code not apply?
An offsetting action shall
not be allowed by Council
if:
• The applicant has not
adequately demonstrated
to Council’s satisfaction
that all measures have
been taken to avoid impact
through consideration of
alternative locations and
designs.
• The applicant has not
adequately demonstrated
to Council’s satisfaction
that all measures have
been taken to minimise
impact through
consideration of additional
or alternative amelioration
or mitigation measures.
Recently several
established areas of Blue
Gum High Forest have
been “Offset” for relatively
small sums of $10,000 or
$20,000. This has been
done to allow dubious sub
divisions or the
construction of very large
houses. $20,000 is a very
small price to pay when
the resulting development’s
value can be enhanced in
excess of $100,000.
Is this a “Green Offset”
or a “Greed Offset”?
Does this matter? One
established Blue Gum will
be replaced with as many
as 4 saplings at another
location. If this process is
continued offending
vegetation will be removed
from building plots and
replaced in already
vegetated reserves,

balance of the built and

CHANGES WITH SOME CHANGES STAY
With a report claiming
that the six month trial of
traffic calming measures
on County Drive at
Cherrybrook has achieved
desired outcomes,
Hornsby Shire Council at
its meeting on November
17, determined by a vote
of 8 – 2 that the current
arrangements and line
marking should continue
for the time being.
Unlike previous
meetings when this matter
has been raised, only a
handful of residents were
present.
Two spoke for the
present system and one
against.
The two dissenting
councillors were Clrs.
Mills and Berman and both
believed that the matter
should be deferred to
enable further community
consultation.
“It was a lack of
communication with the
public that created this
mess in the first place,”
Mayor Nick Berman told
The Chronicle “and I
believe there is still a
significant amount of
community opposition to
the current situation,” he
added.
Clr. Mills had moved a
Foreshadowed Motion for
Deferral to allow for a

County Drive but this was
lost when the decision to
proceed with the officers’
recommendation was
taken.
The Council agreed that

David and Purchase Roads
should be sent to the
Local Traffic Committee
for detailed evaluation,
consultation and a
recommendation.
It was also resolved to
pursue a number of
changes with the Local
Traffic Committee, these
were:
• The removal of

line marking to provide
two turn lanes in
Woodgrove Avenue on the
approach to County Drive
• The removal of
parking on the southern

“The children have been

Mayor Ian Cross urged
dog owners to properly

after statistics showed there
were 64 reported dog

“In the most serious case,
a woman was

“Dogs in off-leash areas

September and October
found that approximately
76 percent of Hornsby
residents are prepared to
pay slightly higher rates
in exchange for improved
local facilities.
The survey found that
the facilities residents
wanted to see more of, in
order of priority, were:
amenities at local parks /

footpaths; the replacement
of Hornsby Aquatic Centre
and the replacement of

In October, Hornsby
Shire Council resolved to

approval to charge
additional rates to fund
additional services and
facilities. Council has also
resolved to undertake a
review of its internal and

major cost savings.
“Our prudent financial
management has enabled

“The survey has given
us a good indication of

improved facilities and
how the rate should be

Swing 4 Pink was the
title of a recent musical
evening at Cherrybrook
Uniting Church hall to
raise money for the Breast
Cancer Network (BCNA).
The organising committee
led by Cherrybrook
resident, Jeanne Hope
included a number of
“survivors”, including
Jeanne herself and a
number of parents from
Pennant Hills Public
School (PHPS) who have
also had experiences with
breast cancer.
The hall decoration and
the attire of many of those
attending reflected the pink
theme.
Jeanne is a music teacher
and conductor at PHPS
and she drew together a
trad jazz sextet of
professionals who donated
their time to this very
worthy cause. They opened
the evening with gusto,
playing some classic jazz
numbers.

The PHPS Stage Band,
conducted by Jeanne Hope,
provided an inspiring

considering that none of
the musicians was over 11
years old, they displayed a
remarkable maturity in
their presentation.
Nearly 300 people
attended the evening while
many were turned away
due to hall capacity.
Over $5,500 was
collected for the BCNA
appeal including a silent

supported with prizes from
many local sponsors.

8 — Monthly Chronicle, November/December 2010
Merry Christmas to you
all from us Wyverns.
Christmas is when the
new year begins for me –
forget January 1.
There are so many new
scams out there. Please, if
someone rings you
purporting to be from an
online computer company,
just tell them you are not
interested at all and have an
excellent technician and
just hang up. Or tell them
that you are aware of the
scam and know that the
federal police are
investigating them. These
people ring random
numbers so you could have
a silent number or be on a
no-call list and you may
still get a call from them.
They are not looking after
your best interests at all,
quite the opposite.
Talking about infections
– they can come from
many sources. Once they
came in attachments so if
you didn’t open the
attachment you didn’t get
the infection. Then they
came in the email itself so
once the email was
delivered to your machine,
you were infected. Now –
well, go to any website and
they may be waiting, a flash
drive can be infected etc. anything that can load onto
your computer can carry an
infection. Even if you have
excellent protection, be
aware that there are at a
conservative estimate,
40,000 new infections
every day. The internet
security companies have to
be aware of them and find a
cure and then send you an
update, so make sure you
have automatic updates
running. And if you think
your computer is behaving
differently, then ring a
technician.
This is why it is
important to have good
protection all the time. I
have been recommending
AVG for many years but
there seems to be a
problem with AVG 2011
free interfering with
Outlook. If you are having
a problem and AVG has
not solved it for you, then
download Avast – it has a
free version which is
excellent. It is available at
avast.com.
Another warning – I
seem to be full of them
this month – if you google
for a website, be careful
you have the genuine one
– there are a few imposters
out there.
If you want to keep your
computing free of
problems:
1. Have excellent
internet security software
2. Backup to an external
hard drive
3. Run a disc clean and
a defrag every month
4.Check the inside of
your computer for dust –
particularly the CPU fan
5.When a thunderstorm
is approaching, not only
shut down your computer,
but take the plug out of
the power point.
6.Have a service check
of your computer every 12
months – you do it for
your car, don’t you?
Possibly next time you
see us we will be wearing
t-shirts with our very own
logo from our good friends
Heather and Arthur at

have recently moved over
the road if you can’t find
them where they were.

The opportunity arose

“I was really impressed
with their commitment

unaware that they can
access care in their own

to raising awareness of
Home Instead’s services in
the local area,” Sue

A Glimmer of Hope
for the Blind,
in Five Years Time
Recent trials of the "bionic eye" in
Germany have yielded positive results
for three blind participants. Scientists
have developed a 3mm x 3mm
microchip incorporating one thousand
five hundred light sensitive receptors.
The microchip is then implanted within
the retina through complicated and
delicate surgery. The photoreceptive
pixels then stimulate the optic nerve via
electrodes.
Although the trial has been small, the
results have been impressive. In all three
of the participants, a sense of
rudimentary vision was achieved within
a few days of implanting. They were
able to perceive shapes and individual
objects. One participant was even able
to read large words and appreciate the
difference between several shades of
grey.
This has been a breakthrough in medical
research. It has shown that the optic
nerve can be reawakened after many
years of inactivity. In its current form,
the implanting of the microchip is likely
to be a very costly and labour intensive
procedure. A German company is
hoping to have the microchip available
to the public within five years.

Independent expert, Dr

If he’s right, add this to

Not that Transurban is

We have a right to know if
this upgrade sets in train a
new 20 year monopoly.
Dr Goldberg, former

out” because ‘induced
congestion’ – the extra
traffic attracted to new or
widened roads – will curb
speeds.
Indeed, NSW
government figures show
that the widening will
pour an extra 2.3 million
cars a year on to the M2,
causing ‘extremely
congested’ traffic flow
between Beecroft Rd. and
Christie Rd.
On top of this, greedy
Transurban will slug our
lucky drivers an extra 8
per cent in tolls (RTAapproved), and residents
will cop a surge in exhaust

But wait: it gets worse:
the operator will demolish
the vital Kirkham St. –
Murray Farm Rd bridge
over the M2 and not start
replacing it for two years,
when the upgrade is
complete. And this is
OUR land!
Many hundreds of very

children, will have to take
very long detours to get to
Beecroft schools, shops

Transurban has vetoed its
decision to install noise
barriers, claiming they are
unnecessary: how

Meanwhile the crazy 8

In Northern New South
Wales, the city of Grafton
has an annual Jacaranda
Festival which takes place
at the end of October. The
program has included a
party to select a princess, a
flower girl and a page boy;
a jacaranda ball and
crowning of the various
jacaranda queens; awards
for the festival’s best
garden; most beautiful
baby and a parade of youth
- not to mention floral
windows, a pet show and
horse racing.
When the jacaranda’s
flowers fall on grass they
form a carpet of vivid blue,
reminding me of bluebells
- flowers of the northern
hemisphere - which bloom
in masses when the spring
arrives. The shade of blue
is almost that of the
jacaranda. If you can’t get
to England, a country
renowned for its bluebells,
then they can be seen at
this time of the year in
some of the Blue
Mountains’ show gardens.
I’ve often wondered
which offers the most
astonishing display:
bluebells or jacarandas? I
think now it’s the latter.
After all, the jacaranda
flowers can be admired
twice: once while on the
tree and, once again,
having fallen, when they
cover the ground.

CROSS~ ALK
The Reason for the Season!
Christmas is fast approaching again. In my line of work I hear
a lot of opinions about Christmas, from the commercialism of
the sacred; to the irrelevance and insensitivity of such a
religious event in a secular and pluralistic nation; and then
from Christians that “Jesus is the reason for the season.” At
first, this sounds good and right. But is it?
Think about what Christmas actually means. Does it not tell
us that God values us so much that he was prepared to send
his only Son, Jesus, into the world wrapped in human skin to
be our saviour because we clearly cannot save ourselves?
So, what’s my point? The point is you and I are the reason
for the season. Jesus is the answer to our need, but
humanity is the reason Jesus came – because of God’s
intense, intimate love for us he was prepared to make the
ultimate sacrifice on our behalf.
So next time you hear a Christmas carol, or see some
decorations, or put presents under the tree – remember that
you are the reason for the season. You are so special to God,
the creator of the universe, that he gave up his son for you.
Talk about a special gift! What will you do with God’s gift of
Jesus to you this Christmas? My suggestion is that you
accept it, unwrap it, and start getting to know the sheer
wonder, the joy, the love, the hope and the peace that comes
with the gift of knowing Jesus Christ. I wish you and your
family a truly special Christmas. If you have nowhere else to
go on Christmas Day and you want to connect with God, you
are welcome at our church at 8am or 9:30am. You would be
our special guest, because you are the reason for the season.

Above are the details of many local churches so you can find a time and place where you can celebrate

your promises; where you can refresh your own understanding of His love, grace and promise.

FLIGHT OF THEIR LIVES!
Over 300 special
children took the ride of
their lives on Saturday,
November 13 when The
Rotary Club of
Turramurra and Qantas
Jumbo Joy Flight made a
unique 90 minute flight
over Sydney and its
surrounds.
The children, aged from
4 to 18 years are all
physically or intellectually
disabled, suffer from lifethreatening illnesses or
come from backgrounds
where holidays are not on
the agenda.
Nine months preparation by dozens of
volunteers made the flight
possible.
Even the Qantas aircraft
crew volunteers its time
for the day.
Remarkably, The Rotary
Club of Turramurra has
been able to provide this
wonderful event for 37
years assisted by
organisations such as
Qantas, Qantas
Pathfinders, Shell and
McDonalds.
“Many of the children
were taking the first flight
of their lives and this
creates an atmosphere that
is hard to describe,” said
Roger Norman, PR
Director of The Rotary
Club of Turramurra.
“The smiles, laughter
and excitement generated
on the day made it a pretty
marvellous experience for
everyone.”
The children are
nominated from various
children’s charities such as
Barnardos, Camp
Breakaway, Ermington
Family Learning Centre,
Giant Steps, Heart Kids,
Vision Australia, Royal Far
West Children, Shepherd
Centre, Stewart House,
Taldumande Youth Services,
