LAKE HOLDEN Jul-Aug-Sep 2016 Volume 21 Issue 3 Notes from the Prez….On The Downhill of Another Year...by Diana Robbins Where has the summer gone???...Autumn is here – can you feel it in the air?? – me neither! School has started and the summer is over…except for the heat!! So far we've been lucky with tropical storms and hurricanes, but the season is not yet over, so be sure to take note of the enclosed important tips and information to help you prepare in case we find ourselves in one's path. While lacking such major occurrences, we have not lacked in the area of torrential rain storms accompanied by lots of lightening and flooding! As such, the level of the lake has risen to a potentially damaging level to shorelines and property. All boaters are urged to keep a safe distance from shore, especially when operating at other than idle speed, to avoid potential damage to property. Wakeboarders are urged to claim the middle part of the lake for your runs in order to give your wakes time to dissipate before hitting docks and shorelines. Those operating personal water crafts, i.e. jet skis, are reminded that you too need to be outside of 100 feet of any dock or shoreline unless operating at idle speed. Your neighbors thank you!! President’s Report: None Water Advisory Report by Rick Richbourg: Diana will not be in attendance due to a funeral. Larry and Jeannie Jones also had a death in the family. Please keep them in your prayers. The Lake Holden Water Advisory Board (WAB) has a new location for their meetings at 2010 East Michigan St, Facilities Training Room. Due to County rules, has to be in public place and this location is readily available whereas the Cypress Grove cottage is not available 4 months/year during meeting times. WAB meets every 3rd Wednesday of the month. County released new website making it easier to check the status of permits approved by the County online. The website is https:// fasttrack.ocfl.net/OnlineServices/ PermitsAllTypes.aspx County Environmental Protection Division (EDP) is/has been spraying Hydrilla this week/last week. There is very heavy growth at the North end of the lake as well as other ‗flagged‘ locations around the lake. There have been complaints that the South East island (aka Sandbar Island) has been cleared to some extent and that some people that are spending time on the island are leaving trash. The County will be putting signs up requesting that people clean up after themselves. Also encourage other residents to leave no trash behind. Treasurer’s Report by Bill Allen: Updated financials provided. LHPOA is net -2 memberships compared to last year. Marine Patrol: 407-246-2442 Page 4 Lake Notes… Water Advisor Board Meeting By Lionel Robbins, WAB Member (407-859-3050) Throughout the summer, the WAB meeting agenda was comprised of topics such as the small Island beautification, repair and maintenance of the Catch Basin Inserts, the Westmoreland and MacArthur Ponds, Illinois Pond Weed and other weed control. Here are some details. Catch Basin Inserts aka Update on how the WAB is spending YOUR money. This project continues to be a very valuable addition to protecting Lake Holden‘s water quality. The baskets/inserts are collecting leaves, sediment and trash that would otherwise end up in the Lake. During the monthly cleaning, each of the basket‘s contents are examined, categorized and weighed. The percentage of leaves is consistently over 80%, sediment is near 12% and trash/miscellaneous ―stuff‖ is the remaining 8%. The WAB approved repair and/or replacement of a number of CIB‘s costing $5, 000.00. Update on how the WAB is spending YOUR money part 2. The aforementioned Illinois Pond weed treatment started in mid-summer last year. The permit approved 10 acres of an estimated 40 acres in the Lake. Cost for project was $17,000.00. Water Report There are approximately 1,177,246,903 gallons of water in Lake Holden. All that water is monitored at 13 sampling locations, which have collected a total of 39,154 sam ples ranging from 10/6/1970 to5/9/2016. Currently Larry Jones is taking samples but prior to him, Elaine Pennington took them for as long as I can remember. They also take Secchi Depth, a black and white disk that is lowered into the water until it can no longer be seen from the surface. That determined the depth of clarity in the lake. Recently a depth of 16 feet was recorded. Would you like more reports? Six Things You Can Do To Protect Your Lake from our EPD liaison Melissa Lavigne 1. Fertilize appropriately. Excessive use of fertilizers can be unhealthy for your yard and the environment. Phosphorus and nitrogen-rich fertilizers are detrimental to our lakes and their use should be reduced or eliminated whenever possible. Use phosphorus-free (0% phosphorus, 50% slow-release nitrogen) fertilizers and leave at least a 10 ft buffer area near your lake where no fertilizers and chemicals are used. Sweep excess fertilizer off hard surfaces like sidewalks and driveways to prevent it from running off into storm (WAB…..Continued on page 10) LHPOA BOARD MEETINGS— 3rd Wed of Every Other Month at Cecil’s BBQ Page 5 BOATING SAFETY These are not tips……this is the law! BOATING SAFETY: When there is no posted speed limit, a vessel operator shall operate the vessel in such a manner that will not endanger persons OR property. A vessel shall operate at IDLE SPEED when within 100 feet of shore, docks and other vessels. A vessel that is operating at slow speed is completely off plane, has settled into the water and is proceeding without wake or with minimum wake. When a vessel is pulling someone behind their vessel, whether it be a skier, wakeboarder, tube, etc., both the boat and skier must be outside of the 100 foot designation for idle speed. Must have a U.S.C.G. approved for marine use, fire extinguisher on board (B-1). Must have a sound-producing device readily accessible (whistle, horn, etc.). Must have a copy of current registration on board. There must be on board the vessel as many flotation devices as there are passengers. These must be U.S.C.G. approved personal flotation devices (Type I, II or III). PERSONAL WATERCRAFT (PWC, i.e. jet skis, etc.) All personal watercraft must carry all equipment required of a Class A motorboat (anchor and line and paddle or oar not required). Must have a U.S.C.G. approved for marine use, fire extinguisher on board (B-1). Must have a sound-producing device readily accessible. Must have a copy of current registration on board. The operator and all passengers MUST WEAR A U.S.C.G. APPROVED PERSONAL FLOTATION DEVICE (Type I, II or III). If the vessel is equipped with a lanyard it must be attached to the operator. The operator MUST BE AT LEAST 14 YEARS OF AGE – 18 years of age if rented. If the operator is under the age of 18, he/she must have a Boaters Safety card. The card and a picture I.D. must be carried while operating the PWC or any other vessel with horsepower greater than 10 HP. Allowing someone under the age of 14 to operate a PWC is against the law. Both the owner and the child are subject to individual fines. Operation from one half hour after sunset to one half hour before sunrise is prohibited. Marine Patrol: 407-246-2442 Page 6 HURRICANE PREPAREDNESS TIPS Flashlights and battery-powered lanterns are much safer than candles. Battery-operated radios. Keep a generous supply of batteries, all sizes, on hand. Nonperishable food supplies. Have all prescriptions filled. Keep a First Aid Kit in your home, as well as your automobile. Make sure you also have food supplies for your pets, as well as any medical supplies your pets may need. Remember the kitty litter! Have bottled water available in case of possible water contamination. Have a good supply of household cleaners, as well as disinfectants on hand. Make sure propane tanks are full for use with gas grills and outdoor cooking utensils. Make sure your automobile has a full tank of gas. Have cash or travelers checks. Know proper steps if a ―boil water‖ alert is issued. Make sure windows and doors are secure and properly protected from flying debris. Discard perishable food items not refrigerated more than 24 hours. Turn off lights and appliances during a power outage. It is also a good idea to turn off the main power switch to your home from the outside electrical box to prevent a power surge and possible damage when power is restored. Never touch fallen power lines or wires! Consider all lines to be ―live and dangerous‖. Do not try to remove fallen trees/limbs that are entangled with fallen power lines. DO NOT use a generator in an enclosed area of the home, including the garage. Do not place under windows or under crawl spaces where carbon monoxide could potentially enter the home. Make sure your generator is in working condition by running it about 15 minutes before running any household appliances. Do not plug a portable generator into an outlet; connect it into your electrical wiring or main electrical panel. Try to have a generous supply of fuel for your generator on hand. Know your resources and those of your neighbors. Know of residents in your neighborhood who are elderly and may need special requirements. Disabled or elderly residents who need assistance with mobility or medical needs may be placed on the Special Needs Shelter Registry by contacting the Orange County Medical Clinic at 407-650-4031. Do not wait until a storm is on the way…do this now. Advise family and/or friends if going to a shelter or staying somewhere other than your home. Stay off roadways unless it is an emergency. Watch for debris and road flooding. When streetlights are out, every intersection is a four-way STOP. Have tarp or canvas on hand in case of roof damage. While not a ―lake issue‖, I would like to advise everyone to be mindful of one‘s surroundings in your neighborhoods and who belongs there and who doesn‘t. In the past few weeks there have been several break-ins reported and a car stolen out of a garage. With the Holidays right around the corner, these instances could increase! Be mindful of those on foot who are not residents in your neighborhood and do not hesitate to call 9-1 -1 just to have them checked out. Also be aware of unfamiliar vehicles who are being persistent in making their rounds through your neighborhood - once is a mistake, more than that they are look- ing – get a good description of the vehicle and a tag number if possible, and call 9-1-1. Please encourage neighbors to join the POA. Membership fees go towards the fish fry/BBQ and into the funds toward keeping the lake clean. Bill and Jan will be moving at the end of the year, so a replacement to fill his position as Treasurer needs to be found by the years‘ end. RR thanked him for his years of service on the board. Old Business: Thanks to Larry and Jeannie Jones for a great fish fry this year. New Business: Check calendars and coordinate at next meeting to set a date for the Annual BBQ. Nonstop Music Rave event set for June 4thJune 5th at the property located on the West side of the lake off of OBT owned by Park Place Advantage, LLC. Concern for the outof-character nature of this event and future plans for the property. The County will shut down any unauthorized activity at this property. A permit for this event would not be approved due to the nature of the event and the zoning of the property. The owners are interested in making an ‗Air B&B‘ rental of this property. The LHPOA needs to be vigilant and proactive in fighting any change that would be detrimental to the quality of the life of residents on the lake. Future permitting info will be available on the new County website as mentioned before. Float-opia event was planned by party renting a house on the lake as a public event. The event has apparently been cancelled. LHPOA members need to talk to new neighbors and educate them and encourage neighbor/lake respect and awareness. The LH WAB is considering utilizing a lake patrol if it is necessary to maintain the quality of life for lake residents. Vegetation in your shoreline and yard provide food, water and shelter for local wildlife. Control weeds and pests responsibly. Overuse of pesticides (weed and feed or insect control products) can harm people, pets, beneficial organisms and the environment, as well as upset the lake‘s food chain. Never use these products near the water‘s edge. 4. Control grass clippings and yard waste. Grass clippings, leaves and yard trimmings recycled/mulched on site provide nutrients to the soil and your landscaping. Orange County Code Chapter 15, Section 15-807 directly prohibits grass clippings and/or vegetative material/debris from being deposited, washed, swept or blown off, intentionally or inadvertently, onto any impervious surface, public right-of-way, storm water drain, ditch, conveyance or water-body. 5. Maintain your septic tank system. (1) Keep drain field clear, (2) Avoid or limit the use of toxic chemicals flushed or rinsed down the drain, and (3) Have the septic tank inspected or cleaned at least every 3-5 years. 6. Reduce water runoff from rain and irrigation. Construct a burm and swale to control water runoff if your yard carries pollutants such as sediments and chemicals that adversely impact water quality. Even runoff to the sidewalks and streets ends up in our water-bodies. Attend a meeting, just one. You are welcome to attend.
