f anything has been made
plain by the high profile
travails of Portsmouth and
West Ham in recent weeks it is
that football clubs are in no way
immune to the impacts of the
economic downturn. The romantic
image of glorious Saturday
afternoons may contrast sharply
with the notion of deficits and
budgetary restraint but such is the
nature of the modern professional
football club.
The impact of the downturn for football
clubs, though, is two-pronged. At a time
when budgets are necessarily being
appraised, not to say cut, fans will be
increasingly demanding of a good

return on the investment that is the price
they pay for their ticket. In all aspects of
the service provided, from catering to
security and stewarding, clubs need to
ensure standards are maintained and
fans, ultimately the lifeblood of the club,
are kept satisfied.
What then, given these conditions, of
the role of security and stewarding
within a modern football club?
First and foremost we should note that
the provision of these services has
developed immeasurably in recent
years. As the event security industry has
consolidated, major providers have
been able to invest time and money in
research,
training,
and
new
technologies. By way of example, the
likes of Bucks New University have gone
as far as to provide foundation degree
courses in crowd safety management.
This investment has ensured a more
professional approach to security and
stewarding, one that relies on a fully
integrated strategy. Large providers like
G4S are able to employ technology
experts who work in tandem with risk
analysis specialists, providing a
predictive, overarching solution.
These developments, however, have
been made in the context of increasing
regulation of the security and
stewarding sector. This increased
regulation is ongoing, and indeed all

A
s many different parts of
the country count the cost
of
another
missed
opportunity in the planet’s premier
competition, questions are also
being asked about the deficit it
could leave the sport. However,
some people are secretly cheering
the failure as it has saved them a
serious amount of money.
Retailers who were rubbing their hands
in glee at the glut of High-Definition
televisions flying off the shelves in the
early part of the competition are
expected to be wringing their hands over
an estimated £1.2 billion pounds loss
from the trade they would have got if
Fabio Capello’s men had gone all the
way. Things were looking up at the start
of the tournament with the hope that the
World Cup could be the kickstart a
flagging economy needed.
The Office for National Statistics said
retail sales rose 0.7% in June, with sales
of TVs, beer and clothing leading the
charge. Many of those goods were
cheaper than the same time last year
and whilst discounting can be given as a
reason for part of the rise, most
economists agreed the majority of June's
GDP growth was powered by the
apprehension of a good tournament.
And when you look at the breakdown of
the projected revenues from research
commissioned by Kelkoo, you start to see
why retailers have not got a great result
despite their start-of-contest boom.
According to the web price comparison
service, UK retail sales were projected to
rise by £987 million if England survived
beyond their match with Germany, with a
further £110 million expected to be spent
in pubs, clubs and cafes. England's
participation in the quarter finals would
bump up sales by an additional £332
million, and if the team reached the
final, total retail sales would increase by
£692 million. That adds up to a potential
£2.01 billion in incremental spend if
England had won the World Cup.
They even go as far to say that if England
had lifted the World Cup, the economy
would have grown instantly by 0.7%,
lifting the United Kingdom out of its
stuttering growth and making it one of
the fastest-growing economies in the
Western world today.
It all sounds very dramatic - the fact that
one goal from Messrs Rooney and Terry
could create thousands of new jobs and
lead Britain back to the good old days.
But, economic history would back this
argument up.
When England lifted the Jules Rimet
Trophy in 1966, Gross Domestic Product
growth rose from 1.5% at the start of the
year to near 2.8% by the end of the year
- up 1.3%.
A similar yo-yo feeling can also be seen
in the drinks and pubs business. Pub
chains - depressed because of the
slowdown of late - had an early smile on
their face as fans flocked to watch games
scheduled at decent times in their pubs.

stemmed their sales slump, leaving
revenues only two percent lower
compared to the year before. Other
renowned drinks groups have posted
similar upbeat numbers, however one or
two groups like Mitchell and Butlers did
not feel the benefit as they have
properties like All Bar One which would
not show the football and have a more
female audience and there is a sense
that England had more of a universal
support from all ages and sexes than
they ever had before - meaning many
females were probably in the pubs which
showed the big game.

But the industry glee could have been so
much more. Like the retailers, there was
more money to be made from a further
foray by England. Estimates suggest a
place in the final would have seen pubs,
clubs and cafes benefit to the tune of
£305 million.
Whilst England fails to reach a World
Cup final, the bookies will always be in
love with the competition. The majority of
bets during this tournament are placed
on England to win and that is
increasingly becoming cash in the bank
for the bookies. But it was also some big
wins on punts for smaller World Cup
countries which put a bigger smile on
their face. In fact, William Hill Chief
Executive Ralph Topping said it was one
of the best tournaments for bookmakers
in 40 years.
However, they would have secured a
further boost of £1.2 billion in additional
revenues if England had won the World
Cup. And some bookies, including Paddy
Power, had hedged against a big payout
on an England win by taking out a
special insurance policy which paid out
on an England World Cup victory.
