Amending Res. No. 171-15, Authorizing Lease Agreement,
Veterans Service Agency With Columbia Memorial Hospital
WHEREAS, the current five year Lease for Greene County Veterans Service Agency
for office space within the Greene Medical Arts Center in Jefferson Heights, Catskill, NY, will
expire on October 14th, 2015; and
WHEREAS, in anticipation of this expiration and in order to better serve the Veterans
of Greene County, a new five (5) year lease has been negotiated with the owner of the
building, Columbia Memorial Hospital, for a new and bigger office within the Greene Medical
Arts Center building; and
WHEREAS, this new five (5) year lease was authorized by Resolution No. 171-15
adopted by the Greene County Legislature on June 17, 2015; and
WHEREAS, said Resolution No. 171-15 stated that this new Lease would begin on
July 1st, 2015, but due to renovations of the new suite, the lease did not begin on July 1st,
2015 and will instead begin on October 15th, 2015;
NOW, THEREFORE, BE IT RESOLVED, that Resolution No. 171-15 be amended to
change the beginning date of the new five year Lease from July 1st, 2015 to October 15th,
2015; and
BE IT FURTHER RESOLVED, that all other aspects of Resolution No. 171-15 shall
remain the same.

Authorizing Participation In Catskill Watershed Corporation
Stormwater Retrofit Grant Program
WHEREAS, the County Highway Department has jurisdiction over 221 lane miles of
roads and bridges within the New York City Watershed and applies over 5,000 cubic yards of
sand per year for winter road maintenance; and
WHEREAS, the County Highway Department, in consultation with the Greene County
Soil and Water Conservation District, successfully operates one truck mounted vacuum type
sweeper and catch basin cleaner to pick up a portion of this sand and clean basins within a
Mountaintop Sweeping Program, improving water quality; and
WHEREAS, material collected through the Mountaintop Sweeping Program is
documented by the Highway Department and the vacuum sweeper and catch basin cleaner
currently in use has captured approximately 1,000 yards of abrasive material per year since
the program was initiated; and
WHEREAS, the County Highway Department, as part of the Mountaintop Sweeping
Program, assists local municipalities with their road abrasive cleanup efforts; and
WHEREAS, a significant amount of additional abrasives could be collected during the
annual sweeping season through the addition of a second truck mounted sweeper and catch
basin cleaner; and
WHEREAS, the Catskill Watershed Corporation offers a Stormwater Retrofit Grant
Program that would fund most of the cost of an additional truck mounted vacuum type
street sweeper and catch basin cleaner, if approved, to improve the efficiency and capacity
of the Mountaintop Sweeping Program; and
WHEREAS, the Highway Department will cover the matching component of the grant
through a Stream Management Implementation Program grant and though in kind
personnel services by supplying a trained operator to sweep town roads within the
watershed as schedule allows;
NOW, THEREFORE, BE IT RESOLVED, that the County Highway Superintendent be
and hereby is authorized to file an application for the Catskill Watershed Corporation
Stormwater Retrofit Grant Program; and
BE IT FURTHER RESOLVED, that the Greene County Legislature fully supports this
application.

Authorizing Single Stream Recyclables Handling Agreement
With County Waste Ulster, LLC
WHEREAS, As authorized by Resolution 45-14, Greene County Solid Waste
Management currently accepts for transportation and disposal, a large volume of Municipal
Solid Waste from County Waste Ulster, LLC, under a three year disposal agreement; and
WHEREAS, County Waste has made a request to utilize the county’s Catskill Transfer
Station for acceptance and loading of Single Stream Recyclables (SSR) on to their transfer
trailers; and
WHEREAS, County Waste has agreed to assist with certain modifications at the
transfer station that are required to efficiently handle this material and to pay a handling fee
of $9.00 per ton of SSR loaded; and
WHEREAS, Robert J. Van Valkenburg, Solid Waste Superintendent, in consultation
with the County Administrator, has determined that it is in the county’s best interest to
enter in to an agreement with County Waste providing for the acceptance and handling of
SSR at Catskill Transfer Station, thereby generating additional revenues; and
NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Greene County
Legislature be authorized to execute an agreement to run concurrently with the existing
disposal agreement, approved as to form by the County Attorney, with County Waste Ulster,
LLC, 1927 Route 9, Clifton Park, NY 12065, for the acceptance and handling of SSR.

Awarding The Emergency Replacement Of The CR 6 Large
Culvert Over A Tributary To The Westkill, Town of Lexington
WHEREAS, Gary R. Harvey, County Highway Superintendent did request proposals
for the replacement of CR 6 large culvert, Town of Lexington; and
WHEREAS three (3) proposals were requested and received from the list of
prequalified contractors for miscellaneous bridge work with the lowest responsible proposal
from HVB Construction, Inc., 144 Route 17M, Suite B, Harriman, NY 10926;
NOW, THEREFORE, BE IT RESOLVED, that the Highway Superintendent be and
hereby is authorized to award the large culvert replacement project to HVB Construction,
Inc., for the total lump sum price of $7,900.00 and
BE IT FURTHER RESOLVED, that the County Treasurer be and hereby is authorized
to pay HVB Construction, Inc. the sum of $7,900.00 upon completion, and acceptance by
the County Highway Superintendent from Miscellaneous Bridge D5112.2160.

Authorizing The Greene County Highway Department To
Become An Authorized User Of The New York State Office Of
General Services Procurement Process
WHEREAS, the State of New York Office of General Services has awarded contracts
for light duty vehicles, and a competitive mini-bid process for purchases via the Vehicle
Marketplace; and
WHEREAS, Gary R. Harvey, County Highway Superintendent, has determined that
the Highway Department is in need of two (2) new ¾ ton 4x4 pickups, and two (2) new 1
ton 4x4 crew cab pickups; and
WHEREAS, the Highway Superintendent has determined that it would be in the best
interest of the County to use the New York State Office of General Services mini-bid
process to purchase light duty vehicles;
NOW, THEREFORE, BE IT RESOLVED, that the Highway Superintendent is hereby
authorized to register with the New York State Office of General Services as an authorized
user.

Accepting Quote For The Purchase Of A Large Precast
Concrete Box Culvert For The Replacement Of The CR24
Large Culvert, Town of Cairo
WHEREAS, plans and specifications were prepared by Creighton Manning
Engineering, for the replacement of the CR24 large culvert, in the Town of Cairo; and
WHEREAS, Gary R. Harvey, County Highway Superintendent did request quotes for a
precast concrete four sided box culvert, as per the plans and specifications prepared by the
design engineers; and
WHEREAS, three (3) quotes were received, with the lowest responsible quote being
$57,310.16, from LHV Precast Inc., 540 Ulster Landing Road, Kingston, NY 12401; and
NOW, THEREFORE, BE IT RESOLVED, that the Greene County Highway
Superintendent be and hereby is authorized to accept the quote from LHV Precast, Inc.,
and;
BE IT FURTHER RESOLVED, that the Greene County Treasurer be and hereby is
authorized to pay LHV Precast, Inc. $57,310.16 upon acceptance and approval by the
County Highway Superintendent from County Road Fund Account No. D 5112 2160
Miscellaneous Bridges.

Authorizing Purchase Of Three (3) Used Four Wheel Drive
Vehicles From Upstate Auto Sales, Inc.
WHEREAS, Gary Harvey, County Highway Superintendent, has determined that the
Highway Department is in need of two (2) used, four wheel drive pickups and 1 used four
wheel drive service truck; and
WHEREAS, two suitable used four wheel pickups and one, used four wheel drive
service truck in good condition and meeting all requirements are available at a reasonable
value from Upstate Auto Sales Inc., 3511 State Route 7, Hoosic Falls, NY; and
WHEREAS, Funding for this purpose is available; and
NOW, THEREFORE BE IT RESOLVED, that the County Highway Superintendent be
and hereby is authorized to proceed with the purchasing process for said used four wheel
drive pickups and service truck from Upstate Auto Sales Inc., 3511 State Route 7, Hoosic
Falls, NY; and
BE IT FURTHER RESOLVED, that the Greene County Treasurer be and hereby is
authorized to pay Upstate Auto Sales Inc. upon delivery and acceptance the sum of
$28,698, to be paid out of DM 5130.2600
