Ch. Ankhu Promises in the Dark
With limited specialing Gracie ended 2010 as the number 12 Basenji in
all-breed standings (CC), and she did it all breeder-owner handled! Gracie
is also the only black/white bitch in breed history to win multiple group first
placements. She will continue to make some trips around the show ring in
2011 and we hope to add motherhood to her list of accomplishments
later this year.

Dooney had a great run in 2009 & 2010 that culminated in her achievement of Number One
Basenji All Breed 2010. Today she ranks as one of only three bitches who has earned the
Diane C. Coleman Memorial Hound Group Award. She is pictured on the cover going Best
in Show under judge Ray Burgos. Her group one photo is with Helene Nietsch. We thank
both judges for this honor. After the Garden, Dooney will be retiring to the whelping box. A
very special thank you to Michael and Stacy Work for their superb performance presenting
Dooney throughout her career to her many Best in Shows.

editor, Kimberly Noyes. BCOA Officers and
Board members would like to express our
thanks and appreciation to Wanda Pooley for
her years of work on the club’s quarterly. We
wish her the very best with her new project.

Donna DeFlorio, chair of the Archives Action committee, is offering a very lovely and
generous challenge to members and nonmembers, affiliated clubs and unaffiliated
clubs, everyone:

The Archives Action Committee is looking for volunteers to locate and scan Bulletins
and Bulletin Board Newsletters for inclusion in
the BCOA’s on-line Archives.
This invitation/challenge is open to
BCOA members and non-members alike. Members of local clubs could join forces
and perhaps challenge other local clubs or
groups of individuals. The afghan could be
used as a fundraiser or as a prize for a club’s
Specialty or it could be a gift for a loved one
or kept for oneself.

of individuals who scans the most pages will
select from one of 4 patterns provided by
Donna and will choose the color(s) for a personalized afghan.
Anyone who participates in this most
worthy endeavor will be acknowledged in
the club publications. In addition, his/her
name will be entered in a random drawing
for one of several afghans. This drawing will
be held at the 2011 Annual Meeting, at which
time, the winner of the MPS (Most Productive Scanner) Award will be announced! If
the winners are unable to attend, the afghans
will be shipped.
Periodic updates and progress notes will
appear in the BCOA publications and on the
BCOA website.

Native Stock
Native Stock balloting is coming up in April.
For your review and in preparation for the
April ballot, you will find information on two
new imports, prefix Ntomba, from the North
Western DRC in this issue of the BCOA
Bulletin and online at http://www.basenji.
org/NativeStock/Applicants/List2011.htm.
Both Ntomba imports have been through
two of the steps required to become Registered Basenji Foundation Stock.
BCOA Online
The BCOA online at http://www.basenji.
org has been a busy place. We see more happening and more visitors every day.
A Message Board is on the website’s
front page and is updated frequently.
The Club’s first online poll in late fall
proved to be fun and popular. The poll offered three distinct BCOA homepage de-

signs for members to choose from. Members
who participated in the poll chose Option 3
which featured a slide show. It was a landslide
victory. Option 3 is the design that we will
see take shape in the days and weeks ahead.
Lisa Auerbach, Kyle Cabral and Susan
Coe have been building, updating and expanding the Club’s capacity to provide online
services like Basenji University to you. They
are bringing us closer to those in the larger
world who care about Basenjis or are interested in learning more about Basenjis and the
Basenji Club of America. That’s good news.

Here is the best news.
At the end of the year, the Basenji Club of
America was able to donate $3,500 to the
Basenji Health Endowment.
The BCOA Board of Directors, at its
2010 annual board meeting in Colorado,
voted to match 1/2 the proceeds from the
BCOA National Specialty Auction each year
and donate that amount to the Basenji Health
Endowment.
Thank you to Brenda Phillips and everyone who worked on and everyone who
participated in the Colorado Auction.
The Basenji Health Endowment is the
recipient of $3,500 because so many of you
– Club members in attendance and online –
gave so generously. You made this happen.
$3,500 is a lot of money. We are a small
community. Times are tough for lots of people. It is difficult to keep up. But Basenji
health is at the heart of our club’s mission
and this gift is wonderful.
Jo York Bradshaw (NM) and Felice Lang
(CT) are co-chairing a committee to fundraise for the Basenji Health Endowment.
I suggest we make it our goal this year
to match or exceed the funds the Colorado
Auction raised for Basenji health last year.
You did it in 2010. Together we can
match this performance in 2011.
Each of us on the BCOA Board and
each of you can host a small social event like
a potluck picnic at a dog event, at home, anywhere you like.
Yes, each of us. A few people, a few dollars. It adds up. Susan Marsicano and the Rip
Van Wrinkle Club do this sort of thing very
well and have a good time doing it. They are
our heroes here in the East.

his past summer I promised that in 2011 the focus of our
BCOA efforts would be:
Our Club is very fortunate to have talented volunteers. Of course, we
want more.There are never enough of us to do all the things that need
doing, never mind all the things you and we would like to do better or
faster. We are grateful for what we have and what we are able to do.
We are very grateful to Mike Graves for his service as Treasurer
last year. He came through for all of us when we really needed him
and his work. He also gave us his warm goodwill. That’s his way with
everyone. Thank you, Mike.
We also would like to share with you our deep appreciation to
Brenda Phillips and Tonda Curry for their many efforts on behalf of
the BCOA and especially their service on the 2010 Board of Directors.
Linda Siekert, I want to thank publicly for stepping in as Treasurer
this year. It is mid-January as I write this message and Linda has done
a fantastic job of getting our membership renewals out.

Dear Pam:
I want to commend the Basenji Club of America for doing a truly fantastic job in the
creation of Basenji University!!! The site is extremely well done and reflects beautifully on your
parent club and breed! In today’s world of mix breed popularity, it is now more important than
ever for parent clubs to do as much education as possible about purebred dogs. The work BCOA
has done to further education on the Basenji with the creation of Basenji University serves this
purpose in an impressive way!
The simplicity and clarity of your beautiful Basenji University website has inspired the
Basset Hound Club of America to also begin the creation of an online Basset Hound University,
in addition to our hard cover and CD course formats! Congratulations again on a job well done!!

Claudia Orlandi has served on the Basset Hound Club of America’s Health and Research Committee, Judges’ Education Committee and is presently chairman of Judges’ Breeder Education.
The Practical Canine Anatomy seminar is part of Claudia’s ABC’s of Dog Breeding Seminar
and Home Study Program, which is presented frequently each year throughout the country and
is sponsored by the American Kennel Club and the Canine Health Foundation. The ABC’s of
Dog Breeding is part of the Bassett Hound University developed by the Basset Hound Club of
America. Claudia was named the 2009 AKC Breeder of the Year, for her Topsfield Bassets.

APDW Honors Damara Bolté
With Stonehenge Award
(APDW) Alliance of PurebredDogWriters
On Sunday (February 13, 2011) -- the
day before The Garden -- APDW honored
Damara Bolté with The Stonehenge Award,
presented annually to an individual who
has contributed significantly to the sport of
purebred dogs. As The Stonehenge 2011,
Damara joins Stonehenges Anne Rogers Clark,
Edd Bivin, Bo Bengtson, and Patti Strand.
APDW director Billy Gorodner intro
duced the longtime Basenji breeder, author,
and sculptor. APDW President Jan Mahood
presented Damara with The Stonehenge pendant. APDW will make a donation in the
winner’s name to Take the Lead.

in the early ‘40s so Damara has seen and
helped mold her breed from its infancy as a
competitive breed.

To the Basenji Club of America,
Not realizing I would be asked for a critique, I’m afraid I did not take any
notes. What I write I do from memory.
It was an honor to judge the breed at your National Specialty Show. A
special thank you to Pat Bird and her committee for all their hard work which
made for a spectacular National. I had a great time.
From the start of judging, I knew every class would be very competitive. I could not deny the winner of the Open brindle class. He put it all together,
mind and body. His balance flowed through into his extremely sound and clean
movement. The strength of the bitch entry became apparent with the puppy
bitch classes. So many of lovely type, size and soundness. Their beauty and
style will make so many champions.
I could not deny the Bred-By-Exhibitor winner. Her movement was balanced with perfect reach and drive. Her head was exquisite with loads of detail. Her topline was rock hard and never let down.
The specials class made an awesome sight. So many beautiful animals,
after several cuts all those left at the end were worthy of the honors. My Best of Breed could not be denied. He had strength, balance, movement and such stature...to say that he was on is an understatement. He was
pushed to the limit by two lovely bitches. The winner of Best of Opposite Sex,
too, had purpose in movement. Her balance moving and standing was excellent.
The winners of the selects and awards of merit were all worthy of winning
top honors.
Thanks to all the exhibitors for such an exciting entry and for the sporting
and courteous manner in which my decisions were accepted.

To the Editor,
I noticed a comment in the President’s Message about how some folks expressed
their delight in the club’s new Basenji University. While I think the concept is
great, I wonder why there was no mention of the many members who were concerned about the way in which it was done. Shouldn’t all opinions be heard?
Why has there not been a timely answer to the petition sent in early
October about the Basenji University?

To The Editor,
I would like to express my disappointment about the recent article in Point of
View that I sent to the Bulletin. There was a drastic mistake that negated the
whole meaning of the article. Could you please reprint the article (Let’s think
logically about COLOR) with the correction or at least print the correction in
a correction box?

Dear Editor,
Welcome aboard! While you have some mighty big shoes to fill, I have absolute
confidence you will exceed everyone’s expectations!
Below is a “Letter to the Editor” that was sent previously for inclusion in
the 3rd Quarter 2010 issue; due to the editor’s move it was lost in the shuffle
and never received. I only recently learned this and am therefore correcting the
inadvertent omission. Below is a follow-up to my article (1st quarter 2010 Bulletin) and in
response to a ‘Letter to the Editor’ from Susan Kamen Marsicano printed in
the 2nd Quarter 2010 Bulletin. “I want to thank Susan for her concern that I, or others, would not familiarize ourselves with the rules of a game before engagement. It is a good
reminder for all to reexamine rules periodically since - in my naivete within the

sport - I fumbled the ball when I looked to more experienced competitors for my
answers once a problem arose. I was given incorrect information at that time and
the rest is history as they say. Since my story was published several things have happened. Firstly, I have been in written contact with the National Directors of
NOTRA, NOTRA OB and LGRA and have learned my story is not an
isolated incidence. I was told directly it was the second time that particular
month a club was reported as not using any foul judges. One Director even
made mention of their personal, long term suspicions - based on race results being submitted - that clubs were not properly enforcing many of the rules. Despite Susan’s strong assertions these meets MUST have foul judges, we
find this is not always the case. Secondly, “Ginger” was disqualified early April 2010 from AKC lure
coursing for the second time and will, thankfully, never be allowed reinstatement. While NOTRA and LGRA do not recognize AKC or ASFA DQ’s
(in other words,”Ginger” can continue to run and ruin in these venues), ASFA
does recognize AKC DQ’s therefore she is ineligible to run in ASFA as well. Now you would think getting a second DQ would be more than enough
to encourage “Ginger’s” owner to finally do the right thing and retire “Ginger”
from racing/coursing and yet I discovered “Ginger” ran in an AKC lure trial
June 6th, almost 2 months after getting her 2nd DQ; what is even more sad
- she ran with full knowledge and support of the trial secretary. The reasoning
behind continuing to put fellow exhibitors at risk? A letter from AKC was
never received stating “Ginger” was ineligible to run. Further investigation
showed AKC sent a certified letter to “Ginger’s” owner on April 22, 2010 but
it was returned as “unable to forward.” While I am glad the AKC and ASFA have rules in place which are properly enforced, to ensure the safety of their participants as well as the integrity of
the sport, I am disappointed to find that personal integrity is so lacking within
the sport and certainly within our breed. Thirdly, I want to say I appreciate my many fellow BCOA members who
wrote privately to thank me for putting a voice to what appears to be (based
on the stories they have shared) an up and coming (or perhaps continuing?)
problem within the breed. I can only hope I am wrong and all the hard work

I am writing on behalf of the Lure Coursing Committee of the BCOA to
address some of the implications of the vote taken at the Annual Meeting of
the BCOA on September 3, 2010, requiring that every National Specialty
hold an AKC Field Trial, regardless of circumstances. This letter represents a

directions that clubs and organizing groups can rely on to remain unchanged
throughout the planning period. Decisions made at an Annual Meeting are
always subject to being overturned at the next Annual Meeting (or by a full
vote of the membership,) playing havoc with long term planning. The decision
to require AKC trials at all Specialties is precisely the sort of emotional issue
that lends itself to being challenged by equally ardent partisans of the other
program…and so on, perhaps ad infinitum. The stability provided by the long
term guidance of the existing Procedures is, from the stand point of any club or
group considering sponsoring a National Specialty, much to be preferred.
This raises a number of pertinent questions: Can a single vote at an
Annual Meeting, on a motion that was not announced in advance, reverse longstanding BCOA policies? Since the motion passed was in direct conflict with
official club documents, would the proper procedure not have been for the motion
to request that the Board amend the corporate documents? If the motion made
at the Meeting was not to this effect, was it in order for the meeting to consider
it? How will the Board now respond to the ballot? Would the best interests of
the BCOA be served by a full membership vote requested by the Board?
I have not been able to find any document which clearly determines the
precedence when Board-approved procedures and official club documents are
in conflict with votes at the Annual Meeting, so I do not know how this will
play out. I do know that the decision taken at the Annual Meeting was not
announced to the BCOA membership in advance, has outraged at least some
BCOA members, and is likely to be challenged at future meetings, or by a vote
of the full membership by a mail ballot. If the Board determines that this motion was in order, it threatens a carefully crafted compromise that has served the
BCOA well for many years.

First, let me apologize for not being in attendance at the Annual Meeting;
unfortunately, after serving as Field Trial Chair for the Coursing Trial and Tests,
I had to fly home in order to attend a crucial Faculty meeting at the University.
As it turns out, that was indeed unfortunate.
Since I was not in attendance at the meeting, and am depending upon
second-hand reports on the discussion that preceded the vote, I will not presume
to critique the arguments that supported the decision. Instead, I will address
some of the implications of such a decision, and raise some questions.
I was surprised to hear that at no time in the discussion were the National Specialty Lure Field Trial Procedures or the BCOA National Specialty
Procedures cited on this issue. Any discussion of lure coursing at the National
Specialty should be guided by these official documents. Here are the pertinent
passages:
National Specialty Lure Field Trial Procedures,
VII. Classes and Sanctioning Bodies
The National Specialty Field Trial Committee determines the events to
be offered. If, in the opinion of that committee, there is sufficient time to
offer two Trials, both an ASFA and an AKC Trial should be offered, in
addition to any coursing Tests the committee deems appropriate.
If only one Trial can be offered, the National Specialty Field Trial
Committee shall determine if it will be an ASFA or an AKC Trial.This
decision should reflect reasonable assumptions about the type of Trial most
likely to be of interest to the majority of potential coursing entrants.

Also pertinent here is the BCOA Policy Manual, which states that the
“BCOA National Specialty is governed by the National Specialty
Procedures and supporting documents, and by the BCOA Officers and
Board.” There does not appear to be a provision for the Annual Meeting to
govern the Specialty directly.
These long-standing official BCOA documents permit the National Specialty Trial-giving club or group to decide which sort of trial is most appropriate,
when both can’t be given, and to respond accordingly. These provisions were
drafted by Board-appointed Committees, after careful consideration and input
by the membership, and approved by the Board. They reflect a realization that
the BCOA has coursing enthusiasts who run their dogs in both programs, as
well as those who have strong preferences for one or the other program. The
current Procedures are a conscious compromise that does not privilege either
program (the BCOA is a member club of both the AKC and the ASFA,) and,
most importantly, allows the trial-giving club the flexibility to decide which
events are most appropriate to their circumstances. This is important, because
the Specialty rotates throughout the country, and depending upon location,
either AKC or ASFA may be the most popular venue. The action taken at the
Annual Meeting would remove this flexibility from the trial-giving club, and
would require that they give a Trial that might not have (in their opinion) much
prospect of attracting entries.
One of the virtues of the current policy is that it is stable, and allows
Specialty clubs and groups to reliably make plans years in advance, as is now
necessary to organize a National Specialty. The Procedures are long-term

Dear Lure Coursing Committee:
Thank you for writing. The Board of Directors appreciates
the concern that you have expressed with the recent membership vote about AKC lure coursing at the Nationals in Colorado.
BCOA’s Constitution and By-laws explicitly allow members to
raise, and vote on, matters from the floor of the annual meeting. Changes
to the standard and By-laws cannot be made at the annual meeting, and
officers and board members cannot be elected at the annual meeting - but
all other matters, including changing matters of policy, can be addressed.
It is important to note that this membership ballot was in complete accordance with the BCOA By-laws. Changes in policy are
certainly disruptive in the short-term, but the By-laws do not exempt policy from ballot by the membership at the annual meeting. The only areas that cannot be balloted at the annual meeting are the annual election of Officers and Directors, amendments
to the Constitution and By-laws, and the Standard for the breed.
There are several previous instances where policy has been altered
by membership vote at annual meetings and at least one where a motion failed to pass at annual meetings (judges selection, African stock
exhibition, etc.).
The Board is taking your correspondence as an expression of
concern. However, the Board cannot prevent membership votes at

Additional Comment - The Board is looking into ways to balance the need to think things through carefully without infringing on
members rights to bring matters to a vote. One suggestion has been
to have members suggest new business well in advance of Nationals, so
that there is time to send the full membership a list of proposed new
business for the annual meeting. That would give everyone a chance
to see what was proposed, give committees the opportunity to respond
and improve everyone’s ability to give matters careful consideration. The Board will be reviewing all of these suggestions carefully and
keeping the membership updated on how new business will be conducted well in advance of the 2011 annual meeting.

The dogs presented alphabetically below have been through two of the steps required to
become Registered Basenji Foundation Stock.
All required information has been provided and each dog has had three hands-on evaluations: Approved Judge, Breeder-Judge and Long-Time Breeder. The Evaluators have judged
them as typical of basenjis and have given them ratings of Fair or higher. The entire applications
and evaluations with comments can be seen at www.basenji.org.
Each dog has been individually considered by the BCOA Board of Directors based on their
applications and evaluations. Each of these dogs has received a majority Approved vote by the
Board.
The next step will be a general membership vote with each applicant grouped by area
of import -- Ntomba 2010 -- for ease of voting. The general membership vote will be on the
group. Ballots will be mailed out by April 1, 2011 and must be returned post-marked on or
before May 1, 2011 and received no later than May 6, 2011.
All individuals in each group getting a two-thirds vote of “Approve” by the voting
membership will be submitted to the AKC to be registered as Foundation Stock.

American Kennel Club Opens Basenji Stud Book
®
New York, NY - AKC announced today that, at the request of the Basenji Club of
America (BCOA), it will open the basenji stud book to dogs from countries with no AKC
accepted registry. The BCOA has initiated this program in order to offer an opportunity to import dogs from their native land.
“Due to the changing circumstances in the areas where these dogs thrive, this may be the last opportunity to import the
breed from its homeland,” said BCOA president Sally Wuornos. “The basenji stud book has been closed since 1990 when it was
briefly opened to imported native stock.”
The BCOA has established a ten-step process for dogs who wish to apply, after which, members will vote to ultimately
approve the dogs’ entry into the stud book. The stud book will be open from January 1, 2009 through December 31, 2013 for
basenjis who have gone through the ten-step process, been approved by the BCOA Board and membership, and that meet the
following requirements:

Lokoso would immediately be identified as
a Basenji by any person familiar with dog
breeds. She demonstrates the swift tireless
gait, produced by well angulated shoulders
and forearm and a balanced rear angulation, and is of correct size. She is chestnut
red with white feet and tail tip. Her ears
are small, hooded and erect when she is not
being submissive. Her forehead wrinkles
nicely when attentive. Eyes are dark hazel,
almond shaped and obliquely set with dark
rims. While her skull is flat, her cheeks are
broader than found in most Basenjis. Muzzle
shorter than skull, teeth evenly aligned and
scissors. Neck is good length and head carried alert. While her back is level, her tail is
set somewhat lower than might be desired;
giving the impression she is longer backed
than she really is. The tail, when investigating her environment, curls into a full circle over her back with the point of the tail
being more rearward than the set on. Feet
are small, oval and compact. Her dewclaws
have not been removed. Temperament calm,
careful but also cheerful.
Lokoso is a plainly marked red and white Basenji bitch with a lovely, very typical head,
her eyes are almond-shaped, obliquely set and
very dark. Her pigment is outstanding. She
has nice wrinkle, lovely chiseling and keenly
alert expression with correct skull to muzzle
ratio. Her ears are hooded.
She has a wonderful front with a deep
chest and good fill. Her shoulder and upper
arm are well set and of equal length; her rear
angulation is balanced. She is sound coming
and going; her movement is light and springy
from the side.
Lokoso is longer than she is tall but her
length is in her ribcage with a relatively short
loin. Her tail is carried up over her back in
a loose, single curl. Her coat is short and her
skin is pliant. Her feet are small and compact
with thick pads.
Her temperament and mannerisms are
typical of the breed and I truly believe that
Lokoso is a Basenji.

“happy dog”
• Beautiful dark almond eyes
• Well balanced muzzle – well cushioned
• Nice brow and wrinkles, dark black nose
• Ears – proper sized
• Feet – small, cushioned, close toes
• Color – acceptable color
• Size – larger than standard
• Chest – full
• Hock – slight weakness and movement
• All feet – white, white tipped tail
I feel this dog has many characteristics that
could/will benefit the bloodlines for future
Basenjis.

This is a one year old male of slightly heavier
bone and more body length than is desired.
He is an effortless mover, when viewed from
the side. He is very close in the rear and
has a tendency to converge, in front a little
more than one would expect, when moving
at a moderate pace. He holds his topline firm
when moving, but is high in the rear. The
tail is loosely curled, carried to the side and
is fairly high set. There are a few white hairs
on the tail tip. The coat is coarser and longer
than desirable, but the skin is pliant.
He has a scissors bite, with perfect occlusion. The eyes are fairly dark and obliquely set. The ears are a little longer than
desired; they are slightly hooded but need to
be set a little further forward on the head. He
has some wrinkle when alerted. The head is
a little coarser than desired and also has a little
more stop. The muzzle is shorter than the
skull.
This dog has good shoulder angulation
and has good length of rib. He is long in
loin and is overall long in body, compared to
height. I would like to see more shelf. The
feet are oval and well padded.
Mosika is a proportioned male in both size
and substance. He has a well-chiseled head
piece with a nice amount of cushion. Muzzle/skull proportions are acceptable. Eyes are a
nice dark brown with a good amount of mascara. They are a little round in shape. Ears are
well-hooded and set well on head. He carries them a little low, except when alert, they
are high on the head with nice wrinkling.
Nose is black and teeth are a scissor’s bite.
Neck is of good length and well-crested and
set well into the shoulders. Could taper off a
bit more, but adequate. Topline is very solid
and level. A tad long in loin, but in proportion to body size/substance. Tail is high set
and well-curled – goes to either side of back.
Coat is longer than preferred, but a nice rich
red. Mosika moves a little close in the rear,
but does not cross over. His front is strong
and solid and converges nicely as he moves.
He has more reach than drive, but his shoulder angulation allows for this movement. He
moves with a nice level topline. His temperament is outstanding. He is exceptionally
friendly and outgoing to strangers.
His shoulders are nicely angulated with
a good length of forearm. He has a nice bend
of stifle and strong hocks. He has an adequate amount of shelf.
Overall Mosika is a nice specimen of the
breed and could be a great asset!
Definitely a Basenji.
Size: correct.
Head: a little broad, proportionate
muzzle to skull, dark eye a little round, excellent pigment, adequate wrinkle.
Front: excellent chest fill, excellent angulation, especially upper arm set well back
and into brisket, good depth of brisket.
Shoulders: well laid back.
Neck: a little thick but well set into
withers.
Topline: good*.
Rear: excellent angles, balanced with
front. Tail set is a bit low, curl loose but adequate, minimal white tip.
Coat: good red color, texture long and
heavy.
Gait: balanced reach and drive, coming a
bit loose at pastern; going a bit close in rear.
Feet: very nice. Temperament: excellent.
Certainly has many features to contribute to
the breed.

The Basenji University has been online now
for five months. The overall response has
been good and work is continuing on several
fronts. Here is a review of the first months
and a peek at the future.
W
e have mailed out eleven Certificates of Completion for
courses. Member Nancy Mitchell is working on workbook scoring and the mailing of certificates.
The Basenji Timeline has some new items. The most recent is
the interactive map of Africa showing the breed’s origins. The information for the map came from the African Stock Project and was
reviewed by James Johannes. There is a new explanation of the Diane
Coleman Award and a list of recipients. The winners of all divisions of
the National Specialty from 1979 to the most recent and a report of
the first African Stock Exhibition have been added. East Basenji Street
in Idaho is identified. The upcoming change at the top of the Brood
Bitch Honor roll is noted. There have been a couple of updates to the
Performance Honor Rolls. The first trindle Best in Show winner and
all ten of the first Grand Champions who received special recognition
from AKC have been added.
Four books have been added to the Books to Read section. Two
old books which had been missed – thanks for pointing them out –
and the second is Marcia Woodard’s new book “Collected Kona: Brief
Takes on a Basenji.” Another BU fan has sent us a poetry book with a
Basenji on the cover. All notes of finds are great.
The College of Basenji Activities is the current focus of development. These people are currently working on new courses:
• Sue Campeau is well started on a course about participating
in lure coursing.
• Anne Humphreys is in the planning stages for a course on
learning theory for canines and applying it to training a
Basenji.
• Liza Lundell has offered a couple of articles she has done on
other Basenji activities and useful tricks.
• Kim O’Neill is planning a course on participating in agility
and rally events.
• Laurie Stargell has some interesting ideas and is just starting
to organize for the conformation events course.
Some of you will be hearing from them as they seek additional resources and reviewers. Each course takes some time for the volunteers
to develop and the BU to publish but we are looking forward to a
fuller College of Basenji Activities in this coming year.
The BCOA Health Committee is now considering the development of a course on Basenji Health for the College for Basenji
Breeders.

Suggestions for Judging Procedures
Prepared with suggestions from exhibitors and judges
1. Approach the Basenji from the front, never from the rear or
side to examine it on the table.
4. Examine the dog with a stroke not a poke. Do not lift the
skin excessively to check skin texture.
2. Basenjis are sensitive to human facial and body language
so your facial expression when approaching the dog is important. Your expression should be friendly and confident
as you evaluate and approach the dog. Staring at the dog
or peering over one’s glasses, for example, can make the
dogs nervous.
5. Do not uncurl the dog’s tail even though it is tempting, as
it can be painful for some dogs. Run your hand along the
topline to feel the tail set under the tail or simply look at the
tail set from the opposite side to the one the tail lies on.

3. You may find that the Basenji stands still for the table exam
better if you check the bite at the completion of the table
exam. When checking the dog’s teeth and head, never
cover the eyes. Many exhibitors and judges prefer the
handler show the dog’s bite.
6. Basenjis are one of those breeds that often lean into their
stack so one needs to factor that in when evaluating actual
angulation, topline and proportions.
7. It is not important that the dog show ear set and wrinkles
all the time. Expression can be evaluated best while the
dog is comfortably on the ground.
8. The Basenji’s expression can be obtained with a small
sound, such as a chirp or some rustling paper. Sometimes
just putting your hand in your pocket will gain the attention
of an experienced show

AKC has conferences for its parent clubs every two years, both to
educate club leadership about issues that all parent clubs face, and to
update everyone about what AKC is doing. This year the parent club
conference was the weekend before Nationals. Because I’m within
driving distance, and many other potential attendees would be on
their way to Colorado, I was asked to attend. “Yikes!” I thought.
“Three days in North Carolina, one day at home, and then on to
Colorado for six days. How much fun could this be?”

ell, I don’t know how much fun
Neil had taking care of the dogs
in my absence, but I was very
glad I was able to attend. The conference was
extremely interesting and full of good information that will be of tremendous value to
the club.
Covering the conference in depth would
be more of a book than an article, so I will try
to summarize as much as possible, focusing
on sessions that might be of particular use to
BCOA members.
Perhaps the most discussed item at the
conference was the new Breeder of Merit
program. This was presented by John Lyons.
The BOM program is designed to encourage
AKC registrations, help puppy buyers find
better breeders, and reward breeders for better behavior.
Breeders qualify by being a member of
an AKC member club, participating in AKC
events, breeding a certain number of AKCtitled dogs, performing the health screenings
required by their parent club, and registering
their puppies with AKC.
The program is free, with no application
or annual fee. This is a pilot program and is
subject to refinement and change. Still being
defined is how the health screenings will be
specified – it appears that the CHIC requirements will be used for clubs that participate
in CHIC – and how those required screenings will be verified. I will comment that the
presentation made it clear that ideas and in-

put are welcomed as this program is refined.
Breeder of Merit has many perks for
participants. Their status as a Breeder of
Merit is indicated on registration applications
and registration certificates for the dogs they
breed. They get a lapel pin and a certificate
suitable for framing, and acknowledgement
in the AKC Gazette. AKC also provides
them with extra services such as free online
reports, online record support, free secondary
transactions, and access to AKC Direct.
“Responsibilities and Functions of the
Club’s Treasurer” was presented by Dr William Newman, accompanied by some really
lovely mastiff pictures. Interesting points included recommendations to have all invoices
checked by a second party, perhaps an audit
committee member; to keep track of renewal
dates for insurance policies; to require two
signatures for checks over a certain amount,
usually $500; to use a national rather than a
regional bank; to have regular internal audits
by an audit committee; and to have external
audits when the treasurer changes, otherwise
every 3-5 years. Bonding of the treasurer was
highly stressed. Dr. Newman was followed
by Ed Sledzik (see companion article), who
presented on exempt organizations, particularly IRS and tax issues. These two co-hosted a question and answer session later in the
evening to address questions about treasurers,
taxes, and the IRS.
A familiar face to many of us, Eddie Dziuk presented on “Advancing Canine Health:
Tools and Programs Available to AKC Parent
Clubs.” Eddie is the Chief Operating Officer
of the Orthopedic Foundation for Animals.

OFA is a 501(c)3 that, along with AKC,
sponsors CHIC, the Canine Health Information Center. CHIC is a program designed
to encourage health testing and knowledge.
CHIC health testing requirements are set by
the parent club for each breed – in Basenjis,
the requirements are OFA for hips, CERF
for eyes, Fanconi DNA linkage testing, and
thyroid testing with an approved lab.
OFA provides an online, publicly accessible central database for test results. If a dog
gets all of the CHIC tests for its breed, it is
publicly identified with a CHIC notation in
the OFA online databases. Please note that
CHIC dogs have to have taken all the tests –
a CHIC indicator is not a guarantee that the
dog actually passed all of them. You need to
look at the actual online test results.
Eddie’s talk included a discussion of the
AKC Canine Health Foundation, a 501(c)3
that often partners with OFA. CHF is the
largest canine-only funding organization in
the world, having funded over 500 studies
to the tune of over 22 million dollars. CHF
was a significant force behind the mapping
of the canine genome, providing 2 million in
funding. One CHF program mentioned was
the recently started “Genome Barks”, a new
podcast with updates on canine health on a
variety of topics that is updated frequently.
Legislative issues got special attention
at the Parent Club Conference, with a number of sessions on legislative topics or concerning anti-dog legislation. Phil Guidry, JD
spoke on “Encourage, Empower, & Engage
– How Parent Clubs Can Successfully Organize and Mobilize a Successful Grassroots
Program.” He focused on legislative attacks
on our rights to responsibly keep and breed
dogs. There was also an excellent presentation on “What is the AKC PAC?” AKC PAC
is the American Kennel Club Political Action
Committee, which was set up to help elect
dog-friendly candidates.
Many of the sessions were designed to
help inform clubs about various AKC departments and functions. Mike Liosis from
AKC Club Relations presented “How AKC
and Parent Clubs Can Help and Support
Each Other.” His department assists parent
clubs in a number of key ways, especially related to information sharing and bylaws. His
staff can assist clubs when writing and modifying their bylaws; this is a wise thing to do,
since AKC has to approve its member clubs’
bylaws. One good approach is to have them
pre-approve proposed bylaw amendments, to
avoid the risk of having balloted and member-approved amendments rejected by AKC.
AKC can also help clubs resolve disputes that
are related to the clubs’ bylaws.
Club Relations can also provide clubs
with historical information, for example the
exact date that the club became an AKC
member club. They also work to make sure
clubs have information about the various insurance programs that have been made available with the help of AKC.
On the flip side, parent clubs have responsibilities to the AKC. One responsibility
is providing officer and member data. Another simple task that helps is to make sure
that the parent club’s Board is aware of issues, so that if something is raised to AKC,
the parent club’s Board knows what is going
on. Parent clubs are also tasked with providing feedback to AKC for local clubs that are
applying for approval.
Phil closed with an offer to help parent
clubs as they need it, and gave us his department’s contact information.
Mike Liosis did a second presentation
on “The Effective Operation of the Parent
Club.” He noted that parent clubs are bound
by, in order, state law, their constitution and
bylaws, the clubs rules of order (parliamentary authority, for example, in BCOA’s case
Roberts Rules of Order), and any standing
rules. One principle he emphasized is that
in resolving bylaw-related disputes, the focus should always be on what, not who. One
frequent bylaws issue is missed constitutional deadlines, which can be rectified by the
Board noting the discrepancy and the reason
for it, and voting on new deadlines for that
instance.
Robin Stansell of Event Operations
presented an overview of the department and
identified the staff ’s areas of expertise identified. He provided their contact information,
and also the weekend club hotline number. Event Operations can help parent clubs
with online tools, do event applications and

scheduling, and resolve event and judge conflicts. They can also answer questions about rules, eligibility, special attractions, sweepstakes,
and matches.
Robin noted that parent clubs can help Event Operations by
sending in applications as early as possible and submitting judges only
after they have a written agreement to judge. Other things that can
help us all work well together include ensuring we are familiar with
Rules Applying to Dog Shows, that we use the AKC Show/Trial
Manual when planning our events, and that we submit results, fees,
and reports on schedule.
Lisa Petersen reviewed “AKC Communications Resources” in
her session. She shared sample media templates, ideas for advertisements and public service announcements, and tips for public relations.
An AKC Syndicate of informative material is now available to parent
clubs.
Overall, the conference was an extremely valuable experience,
giving me much useful information to share with the club and the
Board. I was honored to be able to participate.

Our New Tax Advisor for BCOA and BHE
A
t the AKC Parent Club Conference, after Dr. Newman’s
presentation on club treasurers, Ed Sledzik presented on
“Exempt Organizations”. The talk covered 501(c)3, 501(c)4,
and 501(c)7 organizations, which include most dog clubs and canine charitable foundations, including BCOA and the Basenji Health
Endowment.
Ed’s technical background is as a tax attorney, tax practitioner, and
associate Enrolled Agent. But he also is part of the dog world, as an
AKC judge, the delegate for the American Lhasa Apso Club, and chair
of their Finance Committee. His first work with exempt organizations was in 1972, when he got a 501(c)7 for his dog club. He soon
learned that many tax exempt organizations needed help, and there
was a shortage of people qualified to help them who really understand
the dog world.
Ed has worked to get tax exempt status for about 400 organizations. Currently about one hundred forty-seven organizations use him
to file their form 990’s. He works in partnership with his daughter,
Keri Sledzik Staubs, who has been elected to president of the Virginia
chapter of the National Association of Tax Preparers.
His talk at the AKC Parent Club Conference focused on (c)3,
(c)4, and (c)7 exempt organizations. For (c)3s like BHE, he advises
that they make sure that at least 35% of their income comes from dues,
activities, or the public. (Since BHE does not have dues, that leaves
us with activities or public donations.) Up to two-thirds of the rest
could come from BCOA, although it is better not to go right up to
the edge (thus the stipulation of 35%, not 33%.) The percentages are
averaged, so one year with high donations can be offset by years with
lower ones.
Ed discussed what the IRS concentrates on when it audits an
exempt organization. It particularly wants to be sure the income and
expenses are correct, and that you have bills and receipts. They do
know that the treasurers of our type of group are generally unpaid
volunteers and that is taken into account.

As far as auditing ourselves, annual audits are generally not required. Ed recommends that the books be checked by an audit committee every third year or when there is a new treasurer. You do need
to give the treasurer time and notice to get the books together. If
there appears to be a problem, the books should be audited by a CPA
or reviewed by a tax lawyer.
Some groups, when they receive donations or pledges, give the
donor a gift, usually a small breed-related item. You need to note in
any receipt to the donor if they received such a pledge or donation gift,
deducting the fair market value of the gift item.
At the time of the conference, the Board had been discussing
who would prepare BCOA’s taxes for 2010. After the conference, the
BCOA and BHE Boards voted to have Ed be our tax preparer, given
his experience with exempt groups in general and parent clubs and
their public charities in particular.
In addition to preparing our taxes, Ed will be monitoring rulings,
regulations, and laws that can affect us, will answer our questions, and
will provide us with regular updates. He did raise some interesting issues based on recent rulings that we might not have thought of.
One is that, in many states, you must register if you physically
take a donation in that state. He is currently assisting a club that was
handing out educational leaflets, and took a $100 donation that was
offered by the donor - not solicited by the club. The donor turned
out to be an undercover tax agent and the club is facing thousands in
fines. This is something we have to plan for, for example if we do BHE
fundraising at Nationals.
Another change that may affect us, if not repealed, is that all com
panies, including non-profits, must file 1099s for any payments over
$600. This would include payments for things like judges’ fees, printer
fees, site rental, or any other large expense. Reimbursed expenses, such
as judges’ expenses, do not count if there are receipts for the items
reimbursed. This is a tax change that was put in as part of the national
health care law.
Overall, Ed and Keri bring both tax and exempt organization expertise, and extensive experience in applying that knowledge to parent
clubs and dog-related 501(c)3s. Welcome Ed and Keri!

We have so many things in our favor for this year’s National. We
have the best of both worlds in terms of volunteers: experienced “old

at this same venue, the Manitowoc County Expo and Ice Center, in
lovely Manitowoc, Wisconsin on the shores of Lake Michigan. Best
of all, our host hotel and indeed the entire city of Manitowoc eagerly
want us back again.
We are coordinating supported entries – both BCOSW and
BCOA – for the Manitowoc Kennel Club all breed conformation
shows preceding our National, and taking advantage of MKC’s all
breed agility trials for our BCOA agility classes.
Other than agility, everything will be on the Expo grounds including our ASFA lure coursing trial, AKC Junior Courser tests 1 and
2 and our LGRA race meet.

Our year always starts off with our holiday luncheon at The
Shamrock Grill in Caledonia, Wisconsin and it was a typical very cold
Wisconsin January day. We had such a good turnout for our quick
meeting, lunch and then the eagerly anticipated Dirty Santa gift exchange. We missed Wanda and Fred Pooley but they probably weren’t
missing our bitter temperatures down in Texas!

The Videography Committee would like to thank everyone who ordered
DVDs of the 2010 National Specialty! If you haven’t ordered a DVD, it is
not too late; see our ad elsewhere in this issue.
We were pleased once again with the work done by Purebred Studios. A new 3 year contract is currently under Board review and we look
forward to continuing this successful collaboration.
We believe these DVDs are an important historical/archival record of
the breed and the club, as well as a useful tool for breeders and exhibitors.
We urge anyone with ideas or suggestions for ways to improve the product
to contact me, or any committee member with your suggestions.

New Web Site
As you may have noticed, the BCOA website has been updated and is
back online. We are now using the design selected by the membership. The overall organization and menus are based on the designs shown
in Option 3 from the Website Option Poll. We hope the organization
makes navigation of the website easier. New introductions have been
added to various sections and some other wording has been updated. Multiple committee chairpersons have had an opportunity to comment on sections related to their work. If your BCOA committee has
suggestions to make regarding the pages about their work for BCOA,
please let us know. All the contact details for committees, officers, board members,
affiliated clubs, breeder directory and rescue contacts have been copied
by hand into a new format. If you are listed anywhere as a contact on
the site, please check each listing to be sure your details are correct. Two corrections have been received so far, surely there are more! We have new features such as streaming photos of our breed,
BCOA archives with club history, online polling and a photo gallery
of photos from our members who submitted them for the home page. Coming soon, we will have a new online roster behind the login for

ease in locating contact info. I know I am constantly looking for the
Roster and even with the bright yellow cover it seems to get lost. There is a new option for those in the Breeders Directory. The
new format will allow one photo in each breeder listing. The photos
will be small and must remain the same for the full year. You can see
how it will work on the affiliate club contacts where each Club’s logo
has been added to their listing. If you have a Breeder Directory listing,
please send the photo you want for this year to the Webworker. One change you may notice is that previous years’ Bulletin Boards
are now behind the login, rather than on a page accessible to the pub-
lic. The login has been moved to the member page. If you have not
yet gotten your BCOA user login, please contact the webmaster at
[email protected] and we will get one to you. As soon as we
have everyone signed up, we will be moving all of the Bulletin Boards
behind the login too, but we are making this transition in stages. The archive section will be expanded to include back issues of the
Bulletins, more years of Bulletin Boards, more years of compilations of
ballots, more years of minutes of the annual meetings, and much more. Please visit the site often to check on club doings, see what’s been
added to the Online Archives and check out the latest online photos. Every visit is likely to have something new.

Anyone who has ever worked for a living can relate to
PLANT LIFE
This work of fiction is about the perseverance of a middle-aged woman
trying to survive in the ‘south’ working in what is considered to be a
man’s occupation.
Marie Martin’s long range goal is to become a writer. In the meanwhile
she is working to maintain her hobby of breeding basenjis. Field trials,
dog shows and dog club as well as a commitment she made present
some unusual challenges. Nevertheless, it is an adventurous and
exciting time for Marie even though her dream of writing seems to
be getting pushed further and further away.
Marie’s intestinal fortitude helps her through the hard times on her
way to realizing her dream.

appropriate deadline is the responsibility of the advertiser. All fees must
accompany submissions or paid online at the BCOA website. The costs
may fluctuate due to an advertiser’s request or suitability of material submitted. If an initial payment is insufficient to cover the final cost, you are
responsible for and expected to pay any additional balance due. Additional funds required are due upon notification of such by the BULLETIN.
Please consult the fee list to determine final cost, or contact the Bulletin
prior to publication if there is any question concerning payment for display
or commercial advertising. The BULLETIN is required to have a commitment from all advertisers, insuring that they know they are responsible
for payment of the full cost of their ads as published, based on the prices
stated in the BULLETIN, when ads are prearranged before any actual work
on the ad commences.
All funds to be paid in U.S. currency, please. Make checks payable to
BCOA. All copy and photos should be sent to the Editor, along with any
necessary payment and return postage arrangements. Slides and color
photocopies cannot be used. Electronic files may be sent via internet Digital images MUST be 300 dpi and in higher quality .jpg or .tif format.
Identify all people and animals in your photo. Send a rough idea of your
desired layout and mark all photographs with name and return address.
Photographs may be enlarged, reduced or cropped within reason; please
specify preferences. Camera-ready ads must be approved by the Editor.
All photographs will be returned.

Loki finished his championship with 4 majors,
and already has two majors towards his Grand
Championship with multiple Best of Breeds.
He is also an accomplished hiker, having
completed four 14-ers (those are hikes to
at least 14,000 feet!).
All of the above before the age of 2! We are
excited about the opportunities in 2011 for him.
Loki is owned and loved by Vic and Bobbie
Bradford, bred by Debbie Hauri, and shown
by Laurie Stargell.
