Warning to Neighbors:
In the last week of July there had been 3 incidents of a thief
entering homes at night via open garage doors or un-secured patio
doors. These home burglaries took place in the area of Shiner and
Corpus Christi. This guy goes through your house while you are
sleeping and takes cash, watches, lap tops.
In one case, he was in the bedroom while the residents slept. In
our case, he was within 15 feet of our bed. Travis County SD has
investigated, and unfortunately, the deputy feels it may be one of our
neighbors! He bases his theory on the fact that all three hits took
place within a one block area.
If you leave the garage door partially open for pet access, the
opening should be small enough that a person can't crawl under. Patio doors should be secured.

Safety Tips:
For safety reasons, you should always close your garage doors,
and ALWAYS lock the door from the garage into your home. If you
must leave the garage door ajar for your pet, be sure to check that it is
not left open enough that someone can send a child through it.
On sliding glass doors there are many safety devices that can be
installed. From drilling a hole lined up in the frame of both doors and
putting a nail in it, or using something as simple as a sawed off
broom stick or board in the track of the door, to having a locksmith
install an extra locking device.
For those with the back doors that are all glass (as many of us
have), using a keyed deadbolt and removing the key to a nail near the
door(out of arms reach, if the glass was broken), yet still accessible in
case of a fire. Note: Keyed Deadbolts are a fire code violation.
You must make that decision for your own family.
Most of the time an added simple screw on locking device on the
lower windows can deter a thief. And most of all – Lighting. Use
the motion sensor types both for your front and backyards.
If your home is well lit and or lights up as you approach it, chances are the thief will move on. Remember, they look for easy targets
and particularly those with easy access.

President’s Notes
Stoplights, Accidents and Burglaries
In mid-July, there were at least 3
burglaries in the neighborhood. The thief
entered homes at night through open
garages or unlocked doors. I've received
reports of suspicious characters walking in
the neighborhood, perhaps "shopping" our
homes while we're away and coming back
to break in. Be aware and be prepared to
call the sheriff's office.
Call the sheriff’s office if you think
you see anyone suspicious, DO NOT
try to handle the situation yourself!!
Four DPS officers, 3 Sheriffs deputies
and 4 Austin policemen were at the scene of
an accident at Parmer Lane and Dallas
Drive. This time multiple cars involved, as
well as a rollover. I heard rumors of a
casual
contemporary
stoplight being installed there but have not
heard anything official from the Texas
Dept. of Transportation. I'll forward details
as I receive them. Some residents have
asked for a petition to be sent around in
support of this stoplight as well as
additional stop signs on other streets.
We've been pretty quiet in the
neighborhood, we pay our taxes and haven't
asked much in return from Travis and
Williamson counties. I think that is going to
change.

Recipe
Fix Ahead Brunch
Breakfast Casserole
1 precooked ham slice or any leftover ham
2 cups milk
6 slices bread, cubed
4 eggs
1 tsp salt
1 tsp mustard
1/2 lb grated Cheddar Cheese
8 Frozen hash brown patties
4 cups (16 oz) shredded Cheddar cheese
1 lb cubed fully cooked ham (about 2 cups)
7 eggs
1 cup milk
1/2 tsp salt
1/2 tsp ground mustard
Mix all and pour into 9 x 13 pan.
Place hash brown patties in a single layer in
a greased 13 x 9 x 2 inch baking dish.
Sprinkle with cheese & ham. In a mixing
bowl, beat eggs, milk, salt, & mustard. Pour
over ham & cheese.
Cover and bake at 350º for 1 hour.
Uncover and bake 15 minutes longer or
until edges are golden brown and a knife
inserted at the center comes out clean.
Serves 8
Refrigerate overnight.
Bake at 325º for 45 to 60 minutes.
Options:
One package of broccoli may be thawed out
and added to the above if it is more of a
brunch menu.

Austin Public Library Friends hold Monster Book Sale at Crockett Center

Why: Proceeds directly benefit the Austin Public
Library
Book Lovers and bargain hunters will make
tracks to Crockett Center on September 22 and 23,
2001, for the Friends of the Austin Public Library’s
Monster Book Sale. The annual event, which
offers more than 60,000 books, magazines, videos,
CDs, albums and computer software for readers of
all ages, raises money for the Austin Public
Library. Past sales raised as much as $ 65,000 for
equipment and special promotions at the Austin
Public Library.
Books and other library materials for the
Monster Book Sale come from the Library’s
withdrawn materials or are donated by individuals.
A special selection of rare and exceptional books
featuring first editions, art books, and unusual
collector’s items will be auctioned. This year, the
auction will include a facsimile reproduction of The
Life and Services of Gen. Ben McCulloch, Victor
M. Rose, 1958 and a first edition of the Buffalo
Soldiers, Robert O’Conner, 1993. The live auction
will be held at 10:00 am Saturday. A list of items
to be auctioned can be found on the Friends’ web
site at http://www.main.org/friends/auction.htm.
The Friends of the Austin Public Library is a
nonprofit organization that provides volunteers and
financial support for the Library. The annual book
sale is run entirely by volunteers who work
year-round sorting and organizing materials for the
sale.

Neighborhood Elections Draw Near
As fall starts, it is once again time to think about
the election of our neighborhood association
officers. The RCNA Board of Directors Executive
committee consists of the President, Vice-President,
Secretary and Treasurer. All of the officers of the
RCNA are publicly elected by the paid members of
the neighborhood association. A description of each
position follows:
President:
The president shall preside at all meetings of the
executive committee and the RCNA and shall be an
ex-officio member of all committees. The president
should act to insure positive relations among the
RCNA volunteers whenever possible and try to
attend and take a leadership role in any RCNA
sponsored functions and events.
Vice-President:
Fulfill the duties of the president in the president’s
absence and serve as parliamentarian of the RCNA.
The vice-president should attend all executive and
general meetings held by the RCNA; serve as
secondary facilitator at the meetings making certain

proper protocol is followed, and see that meetings
proceed efficiently. The vice president should also
attend and take a leadership role in all RCNA

Secretary:

accurate record of all business of the RCNA and for
all business of the RCNA and for all outside
correspondence of the RCNA. The secretary
should attend all executive and general meetings
held by the RCNA, along with attending & helping
with all RCNA sponsored gathering and events.
Treasurer:
The treasurer is responsible for the RCNA monies
and shall keep an accurate record of receipts and
expenditures. The treasurer is responsible for
maintaining the RCNA accounting. The treasurer
should attend all meetings held by the RCNA,
along with all RCNA sponsored gatherings and
events.

It is real important that we get new folks to
volunteer and fill some of these positions. The
positions are for a term of one year, and are
renewable after that. This helps the neighborhood
stay fresh with new people and ideas. Part of what
makes our neighborhood different from others is
the active participation of the residents in the
association.
If you are interested in learning more about your
neighborhood and how you can make a difference,
please feel free to contact anyone on the Board of
the RCNA (see page 2 for names and phone numbers). If you would like to come to the meeting in
September or October, please come to the Rattan
Creek Pool at 7 pm on third Thursday of the month.
Voting will be held October 18th
at the Rattan Creek Pool at 7 pm.

It seems that your block captain has moved, and no
one has stepped forward to help us deliver the
newsletter. Newsletters are delivered throughout
the neighborhood using the block captain system.
Our neighborhood is divided up into sections. The
section heads then distribute the newsletters to the
block captains, and thus they get delivered to your
home.

Guest passes can only be purchased by a member of the pool. All guests must be accompanied by a pool
member.

One complimentary pass, which can be used three (3) times, is issued with each badge purchased. Two (2)
passes will be issued with each annual pass. (Complimentary passes are not issued with badges purchased for
replacement of a lost badge.)

A packet of ten (10) guest passes consists of four (4) cards totaling ten (10) uses.

A check made payable to North Austin M.U.D. #1 (NAM1) Pool must accompany the application to be
processed.

The check for the pool, tennis key and the RCNA must be mailed separately from the payment for the NAM1
water bill.

Replacement fees for lost or stolen badges are as follows:
Summer / Winter Badge: $5.00 each
Annual Badge: $10.00 each

If purchasing a combination of summer only / winter only and annual badges, please specify for whom the
annual badges are to be assigned to.

All badges and passes will be mailed out and are not available for pickup (even if registering in person)

Annual badges are good from the beginning of the summer session until the end of the winter session of the
same year and not necessarily a year from the date of purchase. (i.e. valid from May 2001 to April 2002)

Tennis court keys are good from (approximately) the first of May until the end of April of the following year.
New keys will need to be purchased at this time every year.


Rules are established and adopted by the North Austin Municipal Utility District #1 Board of Directors
Pool Identification tags and tennis court keys must be purchased through the District Manager

Pool Rules and Regulations
Identification
1. Pool is available to District residents who have paid tag fees and
their guests. Out of District memberships are available. Only
individuals with tags may enter pool area.
2. Identification tags must be worn by swimmers at all times.
3. Report lost or stolen I.D. tags to the pool manager. Replacement
tags can be purchased through ECO Resources for a $5.00 fee.
4. Use of pool I.D. tags by any one other than the swimmer listed on
the current year's registration form will lead to forfeiture of that
I.D.
General Requirements and Conduct
1 Conduct by any person deemed to be dangerous, unwarranted, or
offensive is grounds for discipline by the lifeguards. Offensive
behavior in particular, will be dealt with on an individual basis
and could result in suspension from the pool. Any individual
suspended three times may also lose all pool privileges for the s
season.
2.
Running, jumping, skipping, or any activity other than ordinary
walking in the pool area is strictly prohibited.
3.
Bicycles and skateboards must he walked in front of the pool
entrance for safety. No motorized vehicles are permitted in the park.
No pets are allowed in the fenced pool area. Pets must be on a leash
while in the park.
4. Pool may close for five (5) minutes each hour as a safety
precaution
5.
Floating devices are not allowed in the pool. Water wings or
swim rings for non-swimming children may be used if accompanied
by parent or approved baby-sitter.
6.
Glass containers of any type are not allowed inside the fenced
area or in the bath house area.
7. No cutoffs or street clothes are allowed in the pool.
8. Only lifeguards are to be on the lifeguard stands.
9. No person shall talk to, shout at, or in any manner distract a
lifeguard while on the lifeguard stand except in the case of an
emergency.
10. Only masks approved by the Pool Manager will be allowed in the
pool.
11. One lane will normally be designated for lap swimming at all

pool area.
Adult Supervision
1.
Children under ten (10) years of age must be accompanied by a
parent/guardian or authorized baby-sitter at all times while inside the
fenced pool area, unless approved by Pool Manager.
2.
Parents are required to provide written authorization naming a
specific approved baby-sitter to attend their children under 10 years
old at the pool. The baby-sitter must be fourteen (14) years of age or
older and be a pool member or have a valid guest pass.
Guest Policy
1. Guest(s) must be accompanied by a registered pool member and
submit a valid guest pass for admission. Pool members must accept
responsibility for their guests.
2.
Guest(s) must register with the gate keeper upon admission to
the pool facility and sign a waiver of liability.
Private Parties
1.
Adults eighteen (18) years and older holding a pool I.D. may
make reservations to use the pool for a private party when the pool is
not open for regular operating hours. All parties must terminate (all
participants departing the facility) by 11:30 p.m.
2. Reservations must be made at least four (4) days in advance with
the Pool Manager. Reservations are confirmed by a $50.00
deposit. A reservation is not confirmed until the Pool Manager
receives the deposit. The cost for rental of the pool is $10.00 per hour
plus lifeguard fees.
3. Persons responsible for any parties must hire lifeguards.
Lifeguards must be those guards that are under contract with the
District.
4. Any damages resulting from a private party will be the
responsibility of the lessee.
Wading Pool
1. Children taller than a height set by the Pool Manager will not be
allowed in the wading pool.
2.
Lifeguards will not monitor the wading pool. Children in the
wading pool must have a parent or baby-sitter present at all times.

SUMMER SCHEDULE
Weekday hours are 11 a. m. to 9 p.m. Saturday hours are 11 a. m. to
9 p. m.; and Sunday hours are 12 Noon to 9 p. m..
WINTER SCHEDULE
Weekday hours are 12 noon to 1 pm and 4:30 to 8:00 pm. Saturday
Sunday and Holidays 12:00 to 8 pm. Winter Maintenance closing
will be posted at the pool.
General Information
1.
At the discretion of the Pool Manager and as approved by the
District Manager, certain periods of the normal open hours may be
set aside for specialized activities such as, adults only swim, swim
lessons, swim meets, and other special events.
2.
Hours may be shortened before and after school starts, and
during swim team season. Check the Pool Bulletin Board for
scheduled events and scheduling changes.
Tennis/Sports Court Rules and Regulations
( In District Members Only )
1. No dangerous or offensive conduct will be allowed on the
courts.
2. No pets, bicycles, skateboards, or motorized vehicles allowed
on the courts
3. No alcoholic beverages are allowed inside the fenced court area.
4. No glass containers are allowed inside the fenced court areas.
5. A playing time limit of one hour (60 minutes) will be observed
when other members are waiting to use the facilities.
6. Tennis courts one and two are subject to reservation by tennis
leagues, not to exceed five (5) hours a week as posted at the courts.
7. A member may have a maximum of four (4) guests at a time on
the sports courts.
8. At the discretion of the District Manager, certain specialized
activities on the courts may be arranged.
9.
A maximum of (4) players are allowed per tennis court at any
time.
10. Soccer tennis is strictly prohibited.

September-October Yard Care
The transition months in Austin are September
and October that lead into the cold winter months.
What that means to us who work at keeping our
yards looking OK, finally our yard work is going
dormant also. Not much needs to be done from now
until spring unless it continues to be hot and dry. In
1999, and 2000 we had soaking rains about the 4th
of July and then the next good rain on October 22nd
and this year looks like the pattern is repeating. So
if it continues to be hot and windy, be sure to
spread a leaky hose or good sprinkler around the
drip edges of your trees and thoroughly soak the
soil.
About this time of the year I usually get several
calls about trees showing stress when the hot dry
winds suck the moisture out of the tree leaves. It is
poor economy to skimp on water for trees
especially in the summer. If they go into the winter
with low reserves of water they will be weakened
and may die over the winter. This is especially true
of trees less than 4-6 years old without a well
established root system. Soak them well at least
every couple of weeks, cheap insurance.
Do not scalp the grass in late fall, or even cut it
short because in Austin the long grass holds in the
soil moisture and protects from the soil freezing. If
you have fast growing weeds, you do need to dig
them out or at least mow these areas to keep them
from making seed heads that will germinate next
year. If you must mow in late fall or winter, lower
the mower 2-3 notches to 2” to 2 ½” grass height.
Mowing regularly encourages the desirable grasses
and eventually kills the weeds.
Leave the grass clippings on the lawn to mulch
the roots and compost in place to feed the grass
roots. This organic matter is needed for our fine
alkaline soil. A mulching mower will work best on
grass and later on leaves. There are mulching
blades available for most mowers and they do a
good job of grinding up and dropping the mulched
grass. The only leaves you must rake up and
remove are the tough live oak leaves that fall in
January through March.

the winter. The best fertilizer is Dillo Dirt spread ¼
to1/2 inch deep on flower beds and the lawn. It
gives a slow release of nitrogen and the organic
matter speeds up the composting of the dead grass
and leaves. I have been volunteering as a mentor
for 4th through 6th graders at the Austin Center for
Environmental Research (CER) at the Hornsby
Bend Waste Treatment plant where they make the
Dillo Dirt from ground up yard waste and sewage
sludge. It is composted at 180 degrees to make the
Dillo Dirt which is available at local nurseries like
the AAA grass on McNeil Road. At the CET they
have a video which shows in action the
microscopic nematodes and mites living in the soil
which make the nutrients needed by plants. I’ve
learned a lot from these elementary school kids.
Dillo Dirt or other composted material also
encourages these organisms which reduce the
common brown patch fungus we get in Saint Augustine grass. A method to reduce delivery cost
($25 to $30 to our neighborhood) we use in our cul
-du-sac is to get together with 2-3 neighbors and
order a truck-load of 6 yards and we split the costs.

broadcast it across the lawns and beds. A bit of
work but it makes great grass and beds.
Remember if you do use a commercial fertilizer
in the fall use it at 1./2 the recommended rate and
water it in well . Do not waste money on fertilizers
with pre-emergence or weed killers because they
can weaken shrubs and trees and most of the chemicals run off into the creek.
St. Augustine Grass Care – If it is still hot and
dry and you see brown areas in hot full-sun areas,
the problem is likely Chinch Bugs. They are small
black insects with white markings on the wings.
(So they tell me, too small for my trifocals.) A
good organic cure is an insecticidal soap with
pyrethrum or Neem or Diatomaceous Earth. A
good yard insect killer is the Safer brand Insect
Killer Pyrethrum and Insecticidal Soap. Spray not
in the full-sun heat of the day on the brown areas
and surrounding grass. Repeat several times a few
days or waterings apart. Keep watch and repeat
after a few days if the brown area is spreading.

After it rains and the temperature drops to mid
70s, then dead St. Augustine grass problems are
likely brown patch fungus. The stems look soft and
mushy when infected by the fungus. A light
application or two of Dillo Dirt or composted
material will greatly reduce the fungus and allow
the grass grow again. A mixture of 1 tbl. spoon of
laundry detergent in a gallon water sprinkled on
the area often reduces the fungus to a normal level.
There are many commercial products available, be
sure to read and follow the directions carefully,
they can harm pets, birds and other plants.
The brown patch fungus is always in the soil and
grows faster each spring and fall when the
moisture and temperature are right. The dead grass
areas may need to be re-treated although
composted material encourages the growth of the
fungus-fighting micro-organisms and lasts the
longest.
Plant Trees Now!—Fall is a great time to plant
crepe myrtle trees. Choose carefully because they
are available in dwarf, miniature, and large growth
varieties and in many colors. Some varieties are
also more resistant to powdery mildew. Now is the
time to see the color of the blooms on the nursery
plants. The larger varieties make good shade trees
for the south or west side of the house and then
they drop the leaves in the fall to let the sun warm
the house in the winter.
Crepe Myrtles can be trimmed up so you are
looking through the bare trunks of the trees or you
can let the suckers grow from the bottom to
produce more dense shrub look. In any case,
because they bloom next spring on new wood,
trimming them in February encourages new growth
at the height you want the blooms to be next
summer.
Plant Spring Blooming Perennials Now to
encourage abundant spring blooms because the
roots will establish and grow over the winter. Plant
Turk’s Cap, Ruellia, Phlox, Coneflowers,
Coreopsis, and Butterfly Weed (Asclepias). All
these plants also encourage butterflies to visit your
landscape.

When you fall plant, remove the spent
flowers and dried foliage, but avoid a
severe pruning until after a good frost.
Plant just slightly deeper than it was
growing in the pot in a hole about twice
the width and the same depth of the pot.
Backfill with the dirt from the hole amended with
about 25% compost. Pack the dirt as you fill the
hole, get some additional soil and build a raised
water well ring around the hole. Give it a good
soaking of water by filling the well, waiting 30
minutes or so and re-filling the well to deep soak
the roots and surrounding soil. Water like this
tapering off slowly all winter from daily, to weekly, to bi-weekly all winter.

Water Rates Increases Being Discussed with the
City of Austin. The COA Water and Wastewater
department has completed a rate structure study
and is recommending rate changes for our wholesale-user water and wastewater rates. The Board
voted to hire a company to analyze the proposed
rate increase for our MUD and we continue to
work with other MUD’s to assure equitable
treatment for water rates.

While the proposed increase is only 4.5 %, the
Board is frustrated by any rate increases due to
Non-Coincident Peaking factors (NCP) since years
ago the COA turned down our offer to build a
water tank to minimize the peaking effect on the
COA system. The proposed rate changes are
planned to be adopted by the City Council on
September 10-11. We’ll keep working on this and
let you know next month.
Rattan Creek Park Watering has been managed
this spring and summer for optimum plant strength
and root depth in preparation for the probable
Drought Declaration by the City of Austin. In preparation, we are adding another water meter in the
Tamayo Drive water line so we will be able to separate the irrigation water usage from the pool water
usage. This will provide us more data to use in
managing the two irrigation systems in the park.
District Manager Gary Spoonts, Richard Fadal of
TexaScapes, and Chuck Simms are also preparing
a drought contingency plan for the district.
The Robinson Park Trail project: We met with
the contractor on July 13th. We had rain on the 2nd
of July and none since then. Anybody want to
forecast? Work should begin soon, but that’s what
they said last month. Our District Manager and
Engineer continue to work to get the project under
way and completed.
Rattan Creek Restoration: project is being
planned for late this year. LCRA and some other
organizations are planning a conference on natural
creek restoration this fall where we will be able to
get more information on this type of project. We
may have the first restored natural creek channel in
the state of Texas. No new news.
The Reserve at Rattan Creek (Alexan Rattan
Creek) apartment project on Parmer Lane at Dallas
continues to work with the District Engineer and
District Manager on the fire control water system
changes to reduce MUD cost and liability. No
changes.
The JPI Apartment Development: construction
along Parmer Lane continues with 3-story
buildings on the horizon now and a massive water
control pond being built near Lake Creek. Ongoing construction.

The Williamson County Lake Creek Channel
Improvement Project that is upstream of the
Palmer Lane bridge continues. Our District
engineer David Malish says the stream bed is
already beginning to finger instead of establishing
a main channel. We’ll watch and see how bad it
gets. It looks worse every day.
In the final settlement of the ownership of
greenbelt land with the Milburn Company, the
MUD may get ownership of that greenbelt area and
then we will be able to have some control over
what is done.
Jollyville fire department who said that the City of
Austin does want future use of the propose fire
station site on East Dallas Drive. Keith Collins and
Chuck Simms are the Board committee and we are

Tenth Annual Rattan Creek 5K Run
Sunday, September 2, at 8:00 a.m.

Attention: Anyone who wants to have fun!
Even if you are not a marathoner, you’ll enjoy
running or walking this 5K run.
Registration: $10 before August 15. To
register, complete the registration form in this issue
and mail in with your entry fee. Refunds can be
made prior to August 31, if unable to participate.
Late registrants may not receive a race t-shirt.
This year will have a special 10th anniversary t-shirt.
Run Start: Check in and late registration begins at
7:30 am in the pool parking lot. Run starts at 8 am at
the intersection of Tamayo and Elkhorn Mountain.
