NBAA Convention 2014 Notices to Airmen NATIONAL BUSINESS AVIATION ASSOCIATION (NBAA) CONVENTION ORLANDO, FLORIDA October 21 – 24, 2014 SPECIAL AIR TRAFFIC PROCEDURES In anticipation of a large number of aircraft operating to and from the Orlando, Florida, area in conjunction with this event, the following procedures will be used to enhance safety and minimize air traffic delays. NOTE: Pilots should review all applicable NOTAMS and arrival/departure procedures prior to conducting flight in the Orlando area. Kennedy Space Center Activities should be monitored. Pilots should be aware of warning/restricted airspace in the central Florida area. Penetration of this airspace without authorization could be extremely hazardous. Pilots should check the latest NOTAM info for late-notice flight restrictions and security procedures associated with VIP movement. NBAA CONVENTION SITE Orlando Executive Airport (ORL) will be the host airport for the 2014 National Business Aviation Association (NBAA) Convention Static Display of Aircraft. The airport will be open 24 hours a day (Control Tower is not open 24 hours, see hours of operation below). AIR TRAFFIC CONTROL TOWER HOURS OF OPERATION FACILITY MCO ORL HOURS 24 hours a day 0700-2200 EDT 10/21 ORL (1100-0200 UTC) 0600–2200 EDT 10/22 – 10/24 SFB (1000-0200 UTC) 0630-2300 EDT ISM (1030-0300 UTC) 0700-2200 EDT (1100-0200 UTC) AFTER HOURS Clearances/IFR releases available from MCO on 121.1. CTAF is 118.7 Clearances/IFR releases available from MCO on 121.35. CTAF is 120.3 Clearances/IFR releases available from MCO on 119.95. CTAF is 124.45 TRAFFIC MANAGEMENT INITIATIVES When required, traffic management procedures will be used to evenly distribute traffic into the Orlando area. Aircraft landing ORL, ISM, and SFB, should expect early descent to de-conflict with MCO arrivals. MCO 4−SPORT−50 FLORIDA Notices to Airmen NBAA Convention 2014 arrivals normally filed over PIGLT/BUGGZ may be rerouted over LAL/COSTR to help balance the workload for Jacksonville Center. AIR FILED FLIGHT PLANS Due to anticipated frequency congestion, Jacksonville Center and Orlando Approach Control will not accept air filed flight plans to/from the Orlando area. Flight plans air filed with other facilities may experience lengthy delays. FLIGHT TRAINING/VFR FLIGHT FOLLOWING Practice instrument approaches will be unavailable at ORL and ISM airports October 19-24. Student training flights within the Orlando area, including solo cross country flights, low approaches, and practice instrument approaches at other area airports, are highly discouraged during this time period. Flight training at other airports within Orlando Approach airspace will be available as workload permits. VFR departures requesting service beyond Orlando Approach Control should file a VFR flight plan to their destination. Requests for Class “B” service will obtain advisories and services only within Orlando Approach airspace. IFR ARRIVAL ROUTES ORL and ISM Due to the expected heavy volume of traffic into the Orlando area, users are requested to file the following routes. ATC will issue reroutes to aircraft not filed as requested. Expect an early descent. OVER/VICINITY OF SZW OTK/AMG/TAY TURBO JETS ROUTE SZW J41 PIE COSTR (STAR) GNV OCF V537 CERMO direct OVER/VICINITY OF SZW AMG/TAY TURBOPROPS/PROPS ROUTE SZW CTY OCF V537 CERMO direct TAY GNV OCF V537 CERMO direct Aircraft over Ormond Beach VORTAC (OMN), Atlantic Routes, and from the south will be routed normally. VFR ARRIVAL PROCEDURES ORLANDO AREA VFR aircraft not being provided advisories should contact Orlando Approach between 30 and 40 miles from the Orlando VORTAC for advisories and Class “B” clearance. Remember, the issuance of a transponder code is NOT a clearance to enter Class “B” airspace. All aircraft shall wait for RADAR identification and specific clearance from ATC before entering Class “B” airspace. During periods of heavy traffic aircraft may be asked to hold outside of the ORL Class “D” airspace. Pilots should use extreme caution as other aircraft may be doing the same. Aircraft without an operating two-way radio and Mode 3/A transponder with Mode C will not be authorized to operate within the ORL Class “D” airspace. FLORIDA 4−SPORT−51 NBAA Convention 2014 Notices to Airmen VFR aircraft inbound to ISM should contact ISM Tower at least 10 miles from the airfield for inbound information. Do NOT enter ISM Class “D” airspace unless you have established communication with the tower. Advise the tower of the aircraft type, call sign, and direction and distance from the airport. VFR aircraft are highly encouraged to cancel/activate their flight plans with St. Petersburg Automated Flight Service Station (PIE AFSS) on frequency 122.65 when arriving or departing the Orlando Area. AFTER TOUCHDOWN MCO ARRIVALS: When aircraft are west of Runway 18R/36L they should look for a follow-me truck to assist in parking. If a follow-me truck is not in sight, ensure that you taxi well clear of the runway in case other aircraft are trying to exit the runway. The area west of Runway 18R/36L is considered a non-movement area. NOTE: Taxiway Alpha (A) is a taxi lane that extends north and south of Taxiway “J”. Use caution for other aircraft and vehicles as you exit the runway ORL ARRIVALS: After clearing Runway 07/25, you will be instructed to contact ground control on frequency 121.4. Do not stop unless giving way to other aircraft or vehicles. Advise Ground of your destination. Aircraft parking at Showalter Flying Service should taxi on the parallel taxiway (Taxiway Alpha) and turn northwest-bound on Taxiway Echo to the Showalter ramp. Aircraft parking at Sheltair should taxi on the parallel taxiway (Taxiway Alpha), turn northwest on Runway 31, taxi to the end, and turn left to the Sheltair ramp. After entering the ramp, change to the appropriate ramp control frequency and proceed to parking. NOTE: All taxiways will be classified as non-movement areas. Movement on these areas will not require two-way communications. Taxiway flow signs will be posted, and Ground Advisory and Flag personnel will assist you while you taxi around the airport. These taxi routes may not be the most direct routes, but have proven to be highly effective in transitioning high volumes of itinerant aircraft. FLIGHT DEMONSTRATION ROUTES The following flight demonstration routes have been designed for use. These routes will accommodate participants’ needs as well as provide for the safest and most expeditious service for everyone involved. The coded routes listed below are only available for NBAA demonstration flights. When filing a flight plan, file the route listed under the Code that you want to fly; do not ask Flight Service for these routes by Code when filing. Additionally, list the Code in the remarks section of your flight plan. Code: NBAA 1 (ORL/ISM) DEARY MLB OMN090050/D0+30 APOLO AR6 ORL (ORL/ISM) This route is preferred for aircraft requesting at or above 10,000 feet, and who are requesting to depart the Orlando Area to climb quickly into a high altitude block for high performance demonstrations. Aircraft will work in W158A with SEALORD. Unforeseen military activity may restrict the use of this route. Code: NBAA 2 (ORL/ISM) DEARY TRV PBI VKZ PHK (Appropriate STAR) (ORL/ISM) 4−SPORT−52 FLORIDA Notices to Airmen NBAA Convention 2014 This route is suggested for users requesting a round robin type of flight at or above FL180. Code: NBAA 3 (ORL/ISM) DEARY TRV (Appropriate STAR) ( ORL/ISM) This route is suggested for users requesting a round robin type of flight at or below 16,000. Code: NBAA 4 (ORL/ISM) RINSE LAL LBV MINEE3 (ORL/ISM) ** This route will only be used during inclement weather and after coordination with Miami Center Traffic Management. Code: NBAA 5 (ORL/ISM) CTY SZW TAY GNV OCF V537 CERMO (ORL/ISM) This route is suggested for users requesting at or below FL230. Code: NBAA 6 (ORL/ISM) CRG SAV TAY GNV OCF V537 CERMO (ORL/ISM) This route is suggested for users requesting at or above FL240. IFR DEPARTURE ROUTES ORLANDO AREA In order to expedite departure from the Orlando area, all aircraft capable of overwater flight should file via the following routes: Destinations at/east of a line from RDU to SYR including New York, Washington, Philadelphia, and Boston metro areas: MLB MLB MLB MLB MLB LENDS ETECK ETECK ETECK LENDS AR16 AR18 AR18 M202 M203 ILM (preferred route/STAR) destination DIW (preferred route/STAR) destination LANIE M201 (preferred route/STAR) destination (preferred route/STAR) destination (preferred route/STAR) destination Destinations at/west of a line from MSY to MCI including Dallas/Fort Worth, Houston, and points west: CAMDT KNOST REMIS Q100 REDFN Q105 HRV CAMDT KNOST REMIS Q100 LEV (preferred route/STAR) destination. Traffic departing MCO should file via the normal Standard Instrument Departures (SID’s). Flight plans should be filed at least 6 hours before proposed time of departure. If weather or traffic starts to back up in the Orlando area, possible consideration could be given to expedite departures for aircraft filed northbound via V267/J53. Altitude may be restricted to 11,000 to Daytona Beach or Jacksonville Approach airspace, potentially as far as north as SAV. FLORIDA 4−SPORT−53 NBAA Convention 2014 Notices to Airmen Do not request an IFR clearance prior to thirty (30) minutes before your Estimated Time of Departure (ETD). Aircraft departing ISM should not request IFR clearances more than 15 minutes before Estimated Time of Departure. IFR clearances should be requested on the following frequencies: ORL MCO SFB ISM 128.45 134.70 121.35 121.7 ORL DEPARTURES Advise the Fixed Base Operator (FBO) as soon as possible of your departure date and time. Monitor ATIS, then contact Clearance Delivery (CD) (no earlier than 30 minutes before your proposed departure time). After receiving your clearance and “Prior to Engine Start” contact Gate Hold, or Ground Advisory (as per the ATIS or CD frequency) for Expected Departure Clearance Time. After engine start, contact Ground Advisory for taxi information and sequencing. Aircraft should be ready for departure upon reaching the runway. IFR aircraft will receive clearance to maintain an altitude of one thousand five hundred (1500), and to expect their filed altitude 10 minutes after departure due to MCO arrival traffic volume. NOTE: Due to the high number of itinerant departures, aircraft may be held on the ramp to facilitate sequencing, expedite departures, and to comply with flow restrictions. MCO DEPARTURES Advise the FBO as soon as possible of your departure date and time to avoid delays due to parking/taxi restrictions. Monitor ATIS, then contact Clearance Delivery (no earlier than 30 minutes prior to your proposed departure time) on frequency 134.7. After receiving your clearance and prior to engine start contact Gate Hold (if required by the Departure ATIS/120.525), or contact Ground Control for taxi. When MCO is on a south operation (Runways 18R and 18L) aircraft will be staged for departure on the northeast corner of the west ramp. Aircraft are not to proceed to the runway until instructed to do so by Ground Control. Aircraft should be ready for departure upon reaching the runway. ISM DEPARTURES Advise the FBO as soon as possible of your departure date and time to avoid delays due to parking/taxi restrictions. 4−SPORT−54 FLORIDA Notices to Airmen NBAA Convention 2014 Monitor AWOS frequency 128.775. Contact Clearance Delivery on frequency 121.7 (if no response, try 119.95.) Contact Ground on frequency 121.7 for taxi. VFR aircraft do not call for taxi until you are the number one aircraft leaving the ramp area. IFR aircraft do not taxi until you have received your clearance. Aircraft should be ready for departure upon reaching the runway. Contact ISM Tower on frequency 124.45. (If no response, IFR aircraft try frequency 119.95.) Do not call the tower for departure until you are the number one aircraft in the hold short. NOTE: Due to the high number of itinerant departures, aircraft may be held on the ramp to facilitate sequencing, expedite departures, and to comply with flow restrictions. SFB DEPARTURES Normal departure procedures will be in effect. Helicopters should fly at or below 600 feet on the right side of the roads mentioned in this route. Proceed westbound on the major road just north of the airport (SR 50 or Colonial Drive). Fly on the right side of the road until you reach Kirkman Road (SR 535, or ORL287/007) and turn southbound remaining on the right side of the route. Change to Helicopter Advisory (123.025) and advise entering the helicopter route from the north, and again when you are inbound for landing at the Convention Center. Continue flying southbound until reaching Interstate Four (I-4), then follow I-4 to the Convention Center. FLORIDA 4−SPORT−57 NBAA Convention 2014 Notices to Airmen NBAA HELICOPTER DEPARTURE ARRIVAL - CONVENTION CENTER TO ORL Fly the same route described above (right side of the route at or below 600 feet) making advisories on 123.025 when departing the Convention Center, and while navigating northbound on 14 and SR 535. Contact ORL Tower on frequency 118.7 stating, “(A/C call sign) inbound on HWY 50 with (current ATIS Code).” Landing at the Terminal ramp will be AT YOUR OWN RISK, USING EXTREME CAUTION FOR VEHICLES, PEDESTRIANS, AND AIRCRAFT. 4−SPORT−58 FLORIDA Notices to Airmen NBAA Convention 2014 NBAA HELICOPTER ARRIVAL REMINDERS When filing flight plans remember the location identifier for Orlando Executive is “ORL”, while the identifier for Orlando International is “MCO”. *Remember to close your flight plan* FLORIDA 4−SPORT−59
