The photograph shown here stands as a stark recognition
of what war was and is and what Memorial Day should
mean; a commemoration of those that gave their last full
measure for what they believed in protecting. The two
grave markers shown here identify the final burial site for
two men of the Confederate Army of America that fell at
the Battle of New Hope Church near Hell Hole but the men
died without anyone knowing their names.
The Civil War in America had a lot to do with men
fighting for their beliefs, more so than many of the previous
or later wars. Not much has ever been made of the beliefs
that American soldiers held who fought at Hamburger Hill
in Korea. Belief had something to do with the men that
followed General George Washington to fight at Valley
Forge but it is a debatable point to argue if the men that
fought in the American Revolution did so to sustain the
fledgling nation or were they fighting for the privilege to
follow their beloved general.
The Battle at New Hope Church in north Georgia
occurred 150 years ago this week and “Hell Hole” was
one site of that horrifying battle between forces led by
the Union General George T. Sherman and Confederate
forces led by General Joseph E. Johnston. The battle was
part of the Union Army “Atlanta Campaign” that led to
the burning of Atlanta and later evolved into Sherman’s
relentless march to the sea.
For many native southerners today General Sherman
is the living embodiment of Satan that these many people
believe should have never visited Earth. General Sherman,
of course, had a different view on warfare and the
importance of destroying the enemy’s ability to arm, supply
and to wage war. His view was to defeat the civilians and
support for the enemy forces would disappear.
The Battle at New Hope Church was fought over May
25 and May 26, 1864 with little evidence of a clear victor
or loser. Historians believe that this was another battle
that occurred while the Union Army moved south from
Chattanooga after the Battle at Vicksburg had been decided
almost a year earlier.
Sherman had been given the rank of brigadier general
and was ordered to Tennessee where he assumed command
of an army of 550 men and successfully repelled an attack
of 3,500 at Collierville. Later he held command of his army
and two other armies at Chattanooga. After Chattanooga
fell Sherman continued to march south in pursuit of the
Confederate forces led by General Johnston. Sherman and
Johnston challenged each other until they reached Atlanta
when General Hood replaced Johnston.
The Battle at New Hope Church occurred because
Sherman had tried to out maneuver Johnston. A week
before the battle Johnston had retreated to a site called
Allatoona Pass. Sherman knew the terrain from when
he was a younger soldier serving in north Georgia and he
feared, if he attacked, he would suffer heavy losses.
Sherman instead flanked Johnston’s position and moved
south toward Dallas Georgia. Johnston predicted Sherman’s
move and marched to New Hope Church to block the Union
Army. Sherman underestimated Johnston’s forces when

With the most recent announcement by Com-Ed that
indicated a better than 38 percent rate increase to begin June
1, energy conservation has become an even bigger issue for
home owners and public groups. In part, a response to this
led Belvidere Superintendent Dr. Michael Houselog and
the District #100 finance manage Greg Brown to meet with
a representative of Cenergistic, an energy consulting firm.
The results of that meeting was presented to the Board of
Maj. Gen. Joseph Hooker of the Union Army was ordered
to attack. Hooker pushed the Confederate forces back for
three miles until he met Johnston’s main line of men.
Because of this mistake, the fighting was intense on May
26 with both armies entrenched. Union forces suffered
heavy losses losing an estimated 1,665 men while the
Confederates lost only an estimated 350 men. The handto-hand combat and gun barrages were so intense, one area
of the wooded battleground was called “Hell Hole” by
those that survived. Trees and the natural shrubbery of the
terrain was slithered into splinters by the intense gunfire.
In addition to the deaths reported in the Union Army, the
Confederates also took an estimated 350 prisoners that
were soon removed to South Georgia and the “Hell Hole”
that was the Andersonville prison camp.
The armies receded late on May 26 and then reconvened
in the fighting that occurred the next day in the Battle of
Pickett’s Mill. That skirmish occurred near Dallas, Georgia
when Sherman’s Army chased Johnston’s Confederates in
a battle that stretched through the following day before
retreat and regrouping occurred closer to Kennesaw
Mountain near Marietta, Georgia.
Historians claim that the Union forces suffered the
greatest losses in the Battle at New Hope Church lost that
battle. Though, because of far larger forces and better
opportunity to arm and equip the Union armies, this loss
was deemed a minor setback for Sherman’s Army that
would later number more than 60,000 men a few weeks
later when Atlanta lay in smoldering ashes and the march
to the sea had begun.
The national celebration of Memorial Day occurs next
Monday, the last Monday in May. The holiday affords
citizens a day away from work and a day to remember
those that had passed before. For millions of families,
regardless if they had a family member that served in
war or the armed forces, Memorial Day is the one day
each year when families will remember ancestors and
relatives that had lived and died. Memorial Day is for
many people a day of quiet reminiscence as memories
of mothers and fathers and brothers and sisters will be
awakened.
Thousands of cemeteries across the nation will
welcome color guards of veterans and those still serving
that will come and pray and blow their bugles and fire
their weapons to honor those that had lived and given
their full measure for a cause from the past and died.
Down through the ages many of those that survived
and lived through the huge national conflicts that have
marked this nation have thought they had a moral
obligation to show their respect for those that had died.
Memorial Day allows us all in quiet contemplation to
ask, “Was it all not real?”
Memorial Day this year is celebrated on May 26,
Monday and an honor guard will arrive at the Belvidere
Cemetery to allow any and all local residents to show
their respect for the dead.

The Board took action on the item and approved hiring
Cenergistic to advise and consult with the district regarding
energy conservation. Dr. Houselog introduced Bob Davis
a regional executive with Cenergistic who explained how
their program of energy conservation operates.
After speaking with Dr. Houselog and Mr. Brown, Mr.
Davis and his staff prepared an estimate of how their firm
could potentially reduce energy costs for the district.
The firm describes itself as an “energy conservation firm
powered by technology, supported by data and driven by
expertise.” The goal that Mr. Davis described for District
#100 would be for them to become energy self-sufficient
and energy-efficient. In printed material provided to the
public and Board members, the firm is not “an equipment
vendor and there is no up-front capital investment.”
The firm was established in 1986 and, according to their
claims, Cenergistic has saved their clients, “$3.3 billion in
energy costs.” The firm also claims that their program of
energy conservation benefits more than 20,000 buildings
among more than 1,300 clients nationwide. Their specialty
is to serve school districts, colleges and universities,
healthcare institutions and ministries.
The firm lists a number of Illinois school districts as
clients, including Ellwood Park, District #401, North
Shore, District #112 and Glen Ellyn, District #89, to name
a few. The firm also lists energy savings realized by these
clients ranging from 44 percent at Elmwood Park to 37
percent at North Shore and 23 percent at Danville District
#118.
Cenergistic also claims that they have saved Illinois
school districts more than $72 million. The firm reports

that total savings among their Great Lakes clients total
over $594 million. Mr. Davis said that the firm has been
involved in energy conservation consulting for 28 years.
Mr. Davis added, “Our program is guaranteed and no
district we are associated with has lost money while using
our program.” He suggested that the time during the day
when his firm could save the district money is during
school off hours.
Part of the success of the program, Mr. Davis said, is
due to the training the firm offers staff and students how to
manage energy conservation.
He then spoke of specific plans within the District #100
budget. “This year you budgeted a 12 percent increase and
we estimate that increase could be reduced to 3 percent,”
said Mr. Davis. He said that his firm had analyzed energy
usage and conservation techniques employed by the district
and they have created what he called an “efficiency track
and we have identified 1,200 opportunities to save money.”
The printed material also stated, “With Cenergistic’s
technology, data, methodology and expertise, our clients
have achieved energy savings of 20 percent to 30 percent
and often much more.”
The firm guaranteed to district administrator’s that
the results would be verified by independent industrycompliant Energy CAP measurement and verification
software, no costs were payable during the “Quick-Start”
period, the first four months and if the district’s savings
did not exceed their investment, the difference would be
refunded to the district by Cenergistic.
The firm also estimated that the projected first-year net
savings to District #100 could total more than $185,550.
Cenergistic projected that the cost for the program would
be, in their words, “budget neutral” and could be funded
from the current existing energy budget.
Board member Robert Torbert asked what the district
was now paying for energy usage. Mr. Davis answered,
“You spent $1.1 million last year and you are budgeting
for $1.2 million for next year. Your energy cost per square
foot amounts to about $1.19 but most of our clients are
spending in the $ .90 range per square foot.”
Mr. Davis concluded his remarks by offering the district,
“You are doing a great job and we can work as an efficient
partner for you.”
No further questions or comments followed until the
matter came for final action later in the meeting.
A motion was placed on the floor and seconded with
Mr. Torbert asking how the refund of money to the district
would work. Mr. Davis replied, “The quick-start program
runs over four months. We’ll hold a pool of savings that
will be guaranteed and returned.
Before the vote Dr. Houselog said that the current
counsel for District #100, Richard Van Evera had reviewed
the contract and found no problems to report.
In a roll-call vote that followed, approval of the
agreement to create a consultancy relationship with
Cenergistic was unanimously approved.
CERT Graduation
Day 2014

Overturned tables, debris, plastic body parts, and
volunteer victims- this was the scene at Immanuel
Lutheran Church on Saturday May 17th as fourteen area
local residents from all walks of life graduated from the
Community Emergency Response Team (CERT). CERT
classes are not new to Boone County. A group of dedicated
and talented volunteers have been offering this class for
over nine years.
CERT graduates benefit the community as well as to
provide support for local police and fire departments. The
mission of CERT is to train people to help themselves
during a natural disaster, to help neighbors and to help
first responders. CERT is a part of the Boone County
Emergency Management Agency (EMA) that is overseen
by the Boone County Sherriff’s Department. Brad Bartell
is the Boone County EMA/CERT Coordinator.
The CERT concept originated in Los Angeles in 1985
when a group of firefighters traveled to Japan to see how
they handed disasters such as earthquakes. What was
found was that the community and first responders worked
together to assist one another when disasters occurred.
A year after their visit, the Los Angeles fire department
chose to offer a training class to community members that
would teach first aid, basic knowledge such as how to use
a fire extinguisher to put out small fires, and techniques
such as search and evacuation. Almost ten years later the
Federal Emergency Management Agency added CERT as
a standard program that would be offered to citizens all
across the United States.
Assistant Coordinator Fred Celletti along with other
volunteer members of CERT showed passion and
camaraderie while working together to prepare for the
final training scenario, testing and graduation. “Most of
the supplies, such as training kits which include flashlights,

government grants have been eliminated but that has not
stopped this group. They see the value of the program and
the important role it plays in Boone County. Graduates and
trainers work together to keep the program going. “Our
goal is to assist first responders, not to replace. We teach
trainees how to assess, triage, and assist.” said Celletti.
Jan Hinz is also a member of CERT and she gives over
100 hours of volunteer work each year. She sends cards to
fellow members on their birthdays and when they are ill.
“We are a close group that really cares about one another,”
said Hinz. She added, when the tornado struck Edwards
Apple Orchard in January of 2008, local CERT members
helped

Gregory S. Kinkade, 53, of
Belvidere died on May 16, 2014
at 2:25 p.m. in his home,
surrounded by his loving family.
He was diagnosed with an
aggressive form of pancreatic
cancer a month before his death.
Born November 4, 1960 in
Belvidere. Gregory was united in
marriage to Anna Fair on July
24, 1982 in Belvidere.
Employed at Elgiloy Combined Metal Products. In high
school, he worked at the Dollarodean Theater as an usher,
and later at Apache Foam Products, and Catty
Corporation. Survived by his wife, Anna; children, Scott
and Bryan (Tiffanie) Kinkade; grandson, Cayden
Kinkade; brother, Tom Kinkade; half-siblings, Billy
Adair, Allen Adair and Teresa Bacino. Preceded in death
by Ross and Gertrude Kinkade, Jackie Adair and Cecil
Kinkade. When Greg wasn’t working, you could find him
hanging out in his basement, listening to classic rock and
drinking a cold beer. Greg’s family is grateful to his best
friends, Tyler Towns and Jeff Cameron for going above
and beyond in their time of need. A Memorial Celebration

“Waiting for Opie?”
There are many people today that some might have met. The people in question seem to stumble through life
lamenting what has been lost instead of to plan for what could be. Some stroll South State Street and fret over the
passing of the 1950s, that lovely decade of lassitude when America seemed to be the “Master of the Universe,” but for
those pesky Russians that are once again raising a ruckus.
America in the 1950s was a decade when jobs were plentiful and opportunity was boundless for even the marginally
ambitious. Almost anyone could earn a living even in spite of himself as labor unions expanded, markets were
burgeoning and technologic advances were exploding. The horizon was very close and no one could find the end of
opportunity.
But oh yes, those days are gone now. Those days seem so far away and millions of American citizens wonder,
“Where did it all go?” Other ponder, “Will those days ever return?” But aren’t those two of the fathomless questions
that defy answers?
There are so many questions today that remain fathomless to ponder and yet, perhaps the fact that the questions are
fathomless might explain why few ask the questions and no one has the answers.
For example, Illinois taxpayers have believed for generations that Chicago is the city and Illinois is the state with
“big shoulders.” Yet today, those shoulders are sloping not because of the burden they carry but because of the loss
of ambition afforded by living in a recliner.
Illinois has visionary people, perhaps as many as are found in Texas, North and South Dakota and Wisconsin and
Indiana. But those states boast a very different condition than Illinois. These states enjoy burgeoning tax surpluses.
These states are so wealthy they are considering cutting taxes. But, in Illinois, the corporate tax rate is one of the
highest in the nation, the state has the lowest bond rating among the 50 states and unemployment here is one of the
highest in the nation, estimated at 8.4 percent.
Illinois is also burdened by a $100 billion pension deficit from what legislators had promised to fund and Illinois
continues to lag behind in paying bills with more than $6.7 billion owed. Still, the “temporary” income tax increase
posted four years ago from 3 percent to 5 percent is now the pledged to become permanent if the incumbent governor
is reelected.
The state has become the butt of jokes among late night talk show hosts but even they are becoming bored with
the condition of state policy. It is no wonder that so many Illinoisan’s are lamenting the loss of the “good old days.”
Many would rather watch reruns of old 1950s situation comedies than to become involved with local government or
to even show up at a meeting to hear what elected officials have to say.
If more people attended county and city meetings perhaps elected officials would act more responsibly and work to
solve these fathomless problems. But local, state and federal legislators ignore seeking solutions because they know,
nobody cares.
Many believed that passage of the National Affordable Healthcare Act of 2010 would favorably answer medical
insurance questions forever. There are some leaders in Congress that claim this is the most obvious conclusion that
any rational taxpayer should reach. Yet, it seems that with passage of the Act and implementation of the policy,
healthcare has become murkier.
Some in Illinois, including state legislators believe that the Pension Reform Act signed into law in December would
solve the state pension tsunami. However, lawsuits arose and injunctive relief was sought and now a state appellate
judge has imposed an injunction barring the Act from being enforced. That means that the current law continues
and that means that the pension deficit will continue to climb with no end in sight until some mythical day when the
constitutional questions are answered.
So many people believe today that the questions of immigration reform, equalizing opportunity, managing the
nation in a time when it is impossible to discern who are the allies and who is the enemy are unfathomable. But many
people also wonder, between beers, “Why even worry?” The solution for most people here is to stay home, channel
surf the TV, crack open another beer and watch some more basketball.
Very few today are bothered that our culture and most citizens have allowed themselves to become inert in their
apathy. So many groups here have succumbed to embracing ideology and special interests as their primary focus.
Those that are members of the public sector labor unions have become so obsessed with protecting their pension,
health insurance and job that they deny that there are any other considerations at the national, state or local level.
The primary fear of most Americans is the loss of their job and that prospect overshadows all other considerations.
Instead of focusing on how we as individuals can be of greater value to our family, our community and our country,
we shelter ourselves inside our homes and ignore pervasive governmental and corporate spying. We are willingly
accepting nameless and faceless people invading every element of our lives because of our overwhelming comfort
with our apathy. Instead of working with elected officials to offer ideas and to be engaged in the process we stay at
home, watch sports and wonder more if the beer in the refrigerator will run out, than to be concerned about bureaucrats
and corporate employees who know precisely how many beers are cooling.
The solution to these fathomless questions is for citizens in Belvidere to wake up, to watch elected officials and
expect more from them. If people would drop the political homilies and become more engaged in how government
functions, this community would be better able to find productive uses for the Leath Building or how to expand retail
and economic opportunities in Belvidere or even how to diminish local unemployment.
But instead of participating, few attend the City Council meetings. Often the only members of the audience at
County Board committee meetings are media reporters or taxpayers that are required to appear to answer questions
about something that they want. Citizens and taxpayers here can claim they are interested in how their government
functions but the truth is, few taxpayers here give a damn and that is why Belvidere has such a high unemployment
rate and no options for commercial growth. That is why Illinois cannot pay their bills or fund pensions and no one
seems concerned about how these bills can ever be paid.
Instead of worrying about any of this, wouldn’t it be more fun to catch some bait, grab the fishing pole and head

Royalty has come to Genoa! This year marks the
55th anniversary of the Genoa Days King & Queen
scholarship contest. The Genoa Chamber and member
businesses recognize the importance of education as well as
the increasing costs that come with it. The King and Queen
Scholarship contest is an opportunity to acknowledge
our community youth and provide them with financial
assistance to reach their future goals.

Dual Credit
Reconsidered

In the April meeting of the Belvidere School District
#100 Board of Education the realization of a goal that the
administrators have held for years came up for debate. The
question asked if the Board would approve the initiation
of a dual credit curricula between District #100 and Rock
Valley College. The goal was to offer Belvidere students
the opportunity to attend college level classes late in their
secondary education career.
The move was approved by the Board but Superintendent
Dr. Michael Houselog recognized the level of interest and
concern expressed by Board members and a follow-up
report was given in the Monday Board meeting. Board
members were given revised figures regarding the relative
level of interest among students to attend dual credit classes
in District #100.
Dr. Houselog and the administrator responsible for
planning much of the dual credit curricula, Belvidere
North High School Principal Marc Eckmann both reported
that the probable course offerings had not changed. Mr.
Eckmann said after the meeting, “What we presented
were relative numbers of interested students. But, those
numbers could change as students that sat for the spring
ACT test will receive their scores and some might opt to
attend the dual credit classes next year.”
Dr. Houselog explained the status of the program by
saying, “About 224 classes have been requested and we
could have even more by the time of the sign-up.” He
indicated that an even more precise report regarding the
classes to be offered and the number of students interested
in participating would be better known by next month.
Dr. Houselog added and Mr. Eckmann later confirmed,
if only two students, for example, sign-up to attend a class
offering, that class likely might not be available. However,
the numbers of interested students are preliminary and
could be subject to change.
Board member Robert Torbert asked where the process
stands. Dr. Houselog replied, “We are gathering students
and staff.” Mr. Torbert asked a follow-up question querying
if the administration has a minimum number of students in
mind for a class to be available. Dr. Houselog answered,
“We wanted 20 for classes and during this first year we
might work with similar guidelines. If we have from 12
to 15, for example, we would likely recommend to keep
the class.”
Board member Kelly Diamond commented, “Well, I
think that this is a great idea regardless of how the plans
come out.”
Dr. Houselog added, “We can really tell a lot more about
how this will work during the summer and the first 10
days of classes.” To stimulate interest in the dual credit
program, Dr. Houselog also said, “We might move up the
registration process to earlier in the year.”
As a part of the meeting agenda, written material
prepared by the administration also provided a layout of
the status of the dual credit program.
Last month the Board members engaged in debate over
the arrangement that provided a greater number of classes
and class options available at Belvidere North High School
and fewer options at Belvidere High School. The layout of
class offerings on the written material had not changed from
the April meeting. Belvidere High School will continue to
offer only three class options in the program and those class
options include Psychology, US History and Composition
I. If a student from Belvidere High School wanted to take
a dual credit class in economics, for example, he would
have to travel to North High School. Last month this
requirement was expressed as an item of concern by Board
member Stacy McGowan. In the Monday meeting, Ms.
McGowan did not make any comment about her previous
concern.
The three classes that would be offered at Belvidere High
School had, thus far, 18 students interested in psychology,
five students in US History and only one student that had
chosen Composition I.
Many more options are listed at North High School that
ranged from biology and composition I and 2 to economics,
introduction to business and statistics, to name a few. The
printed material identified a relative number of Belvidere
High School and North High School students that had
expressed interest in attending these dual credit classes.
In addition to these options, there were others that some
students expressed interest in taking covering a wider
range of class type. For example, some students expressed
interest in theatre, physics, microbiology and pre-calculus,
if those classes had sufficient interest among students.
Other options included drafting, art, and world geography
and computer art. However, the plan would be to restrict
the options at Belvidere High School to the three listed
earlier while the wider range of options could be found at
North High School.
The dual credit curricula program was described by
administrators as “a work in progress.” However, some
members in the audience expressed their concern during
the public comment forum at the end of the meeting when
any subject could be addressed. This one speaker expressed
concern with how the dual credit program is being created.

A number of parents also expressed their concern at how
special education classes are being offered. Often the most
significant concern expressed was that curricula changes
are being made without consulting with parents or to meet
the legal requirements under Illinois law and policy of the
Illinois Board of Education.
The speaker that addressed his concern over the dual
credit plans of the District was a former member of the
Board of Education, Les Reid of Belvidere. He opened
by saying, “Some things are not pleasant to hear.” He
explained that he had sat for eight years where the current
Board members sit and he added, “I challenge each of you
here to draw your attention to a problem that exists.”
He explained that the district could encounter, in his
words, “a catastrophic legal problem, that of offering
unequal educational opportunity.” Last month Board
member Jason Colson alluded to such a problem when he
expressed concern that his son, a student at Belvidere High
School could not attend dual credit classes of his choice
unless he drove to North High School.
Mr. Reid continued by saying that parents are not getting
correct information from the administration regarding
special education. “The special education director here is
not willing to provide this information to parents,” Mr. Reid
added. He then itemized a list of legal requirements that he
said were not being met by the District #100 administration
under the law and in his opinion.
Finally, Mr. Reid asked for Board members to sponsor
an open forum to discuss with the community how to
correct these problems that he listed.
It is common practice during Board of Education
meetings for no members to answer any questions
delivered by speakers during the public comment portion
of the meeting. The Board members silently listened but
no member of the Board and no administrators offered any
answer or response to what was said.
With the conclusion of Mr. Reid’s comments two other
speakers were heard and the meeting was adjourned so
Board members could enter into a closed executive session.

The Walworth County Fair has announced their talent
show, sponsored by longtime supporter, Kunes Country

Currently the historical society is seeking an
individual with a Class C license interested in driving “the
James.” Most of the 10 to 15 scheduled events each years
are on Saturdays or Sundays during the warmer months.
The “James” does have a stick shift. Those interested in
volunteering must enjoy talking to visitors who come
through the traveling museum and undergo a orientation
session to familiarize themselves with the bus. Drivers
receive mileage and membership to the McHenry County

Prairie Community Bank held their monthly Kool
Kid drawing for April 2014 and the lucky winner was
Nicole Fitch. The Kool Kid account is a good way for
children to learn the benefits of saving money and fun
events are offered to the kids throughout the year.
On May 25 & 26, 2014 the Silvercreek Museum and
the Silvercreek and Stephenson Railraod will be open to
start the 2014 season. The Museum will be having an ice
cream social with sandwiches, chips, ice cream, pie and
cake. The Museum and Railroad as well as the Cooper
Corliss Steam Engine and the Freight House gift shop
will be open from 11am to 4pm. The Steam Train leaves
the Silver Creek Depot every hour on the hour for the
train rides. Cost to ride the Train is $7.00 for adults and
$3.50 for children under 12 years of age. Cost to tour the
Museum is $4.00 for adults with children under 12 years
of age for free. Food items are all individually price and
serving hours are also 11am to 4pm both days. Items at the
Freight House Gift shop are also individually priced. For
