2012 BUDGET APPROVED - NO DUES INCREASE
At their November 16, 2011 Regular Board
Meeting, the Board approved the operating
Budget for the 2012 fiscal year. While the expenses have increased about 3.5%, the Association dues will remain at its current level of
$35.00 per month. A number of factors contribute to that, however, it was noted that
sound financial practices and money management are key factors to saving the Association
money. In making the recommendation for
approval the BoardTreasurer noted the budget
reflects an increase of 1.27% in income. The
2012 Approved Budget
increases in expenses are primarily attributed
to higher anticipated Medical Insurance,
higher Sewer charges, electricity increases
along with the increase of one fulltime maintenance worker. In order to balance the
budget an amount of $46,792.00 from this
year’s anticipated carryover excess is included.
By the time members receive this newsletter,
you or your financial institutions should have
received new coupon books for 2012. If you
have not received your coupon book please
contact the Association offices at 674-4444.

SECURITY IN THE
VILLAGES OF KAPOLEI
Living in any community requires a special
sharing of responsibility in the mutual concerns of security and safety. This is accomplished only when everyone (residents,
association management, and law enforcement
officials) work together. You should recognize
that potential problems exist in most neighborhoods, and a desire to help yourself and
your neighbors will encourage a more secure
environment.
In recent years, urban crime has spread to
suburban neighborhoods. This, together with
the attitude of “not wishing to get involved,”
has led to increases in the number of burglaries, auto thefts, mail thefts, assaults, vandalism,
etc. We would all like to see crime brought to
a stop, but are often unwilling to act as the
“eyes and ears” needed to recognize potential
criminal activity.
Overcoming Apathy
One of the easiest things you can do in
helping to stop crime, is get to know your
neighbors. If you are unable to get a house
sitter while you are away from your home for
an extended period of time, your first line of
defense is your neighbor’s willingness to lend
a helping hand and keep an eye out for suspicious activity.

Section 15-14.1 of the Revised Ordinance of Honolulu states: No person shall
stop, stand or park a vehicle, except when
necessary to avoid conflict with other traffic
or in compliance with the law or the direction of a police officer or traffic control device, in any of the following places; on a
public sidewalk, in front of a public or private driveway, within four feet of a public or
private driveway, within an intersection,
along the edges or curbsides around corners
of any intersecting streets, within 10 feet of
a fire hydrant, on a crosswalk and within 20
feet of a crosswalk intersection.

All anyone can ask is that if something
“looks funny” it should be immediately reported to the police. Observe as much of the
suspicious activity as you safely can. Make
notes and get descriptions while waiting for
the police to arrive. The following checklist
can be helpful if you see a suspicious situation:
• The address of the activity, date and time
• Number of persons involved
• Description of scene and suspect’s age,
height, weight, dress, complexion, etc.
• License number, color, make and model
of any vehicles

from parking on the common driveways in
Kekuilani Palms and the Cluster Driveways
in Iwalani. Vehicles that are parked illegally
will be towed! The common driveways and
cluster driveways are for ingress and egress
purposes only.
Don’t worry about being embarrassed if
you are wrong. YOU HAVE ACTED RESPONSIBLY! Think of how bad you’d feel if
a crime was actually committed against your
neighbor and knowing you had the opportunity to stop that crime, but did not do anything for fear of being embarrassed.
SEASONAL DECORATIONS
Be Alert
Christmas decorations must be taken down
by January 15, 2012. Courtesy notices will
be sent to homeowners that fail to remove
seasonal decorations in a timely manner.
NEHOA ROADWAY ACCESS
The private Nehoa roadways in Kumuiki
are exclusively for residents that reside on
Nehoa lots. The private roadways are not
for the use of other residents as a short cut to
and from their residence. Residents violating the private roadway usage as a short cut
will be notified of the private use of the
Nehoa roadway.

VIOLATION CATEGORIES
A. Violations: storage of trash can, parking
on front lawn, parking on public sidewalk,
parking on common driveways and storage
of basketball hoop
B.Violations: home repair, home/fence/
mailbox painting, unapproved modifications
C. Violations: planter strip and yard maintenance
There are signs you should be aware of that
may alert you to a possible crime. These include:
• Any unfamiliar persons loitering,
especially those in rental vehicles such as
trucks and vans
• Anyone not personally known to you
entering a neighbor’s residence when
they are not at home (The police will be
pleased to verify the person’s right to
enter the home.)
• Any windows or doors that have been left
open or appear to have been broken
3. Never carry your car keys and house keys
on the same key ring. Parking lot
attendants can duplicate keys and obtain
your address from vehicle registration or
license plates.
4. Never hide an extra key outside your
home. Burglars know where to look.
5. Don’t let anyone into your home who
cannot present proper identification.
Stress this to the children in your
household.
6. If out of town, make arrangements to stop
your mail and newspaper delivery. Use a
light timer so lights will turn on at night,
making it appear that someone is at
home.
7. Block lanai doors with a break-in bar or
lock pin. This applies to windows as well.
8. Install deadbolt locks on all exterior
doors.
9. If you don’t already have a locking mail
box, get one. Don’t forget to get approval
from the Design Review Committee for
mailbox changes.
10. Finally, if you should become a victim
of a crime, at home or away, don’t resist an
armed robber. Purses, wallets, jewelry,
and household goods can be replaced.

KROC CENTER A HUGE BLESSING FOR KAPOLEI
I’m stoked that the Salvation Army’s Kroc
Center in Kapolei will be opening this
month. For those who aren’t familiar with the
history, our 200,000 square-foot Kroc Center
was made possible by a $1.8 billion gift from
Joanne Kroc, the wife of McDonald’s founder
Ray Kroc. Kapolei had to compete with 19
other cities around the country to get our
community center built. Please call Member

H-1 LIGHTS WILL BE BACK ON SOON
We recently got word that the Department
of Transportation is moving forward with
repairing the H-1 lights between Kunia and
Makakilo, which have been out for a while
because of copper wire theft.The contractor
for the project will begin work in January and
the completion date will be April 7th. The
project had been planned for an October start
date, but was pushed back due to APEC
restrictions and the Christmas Holidays.This
will be a welcome relief for many of us West
Oahu commuters who’ve endured darkness
on the H-1 for way too long.
ROOSEVELT AVE FINALLY GETS REPAVED
I’m sure you’re as happy as I am to see that
Roosevelt Avenue was repaved in record time
last month.This is a huge relief for many of
you (and me!) who have had to put up with
“grand-canyon-like” potholes for years. The
complete project boundaries were from
Kamokila Boulevard (western boundary) to the
Geiger Road guardhouse. The contractor
striped the pavement with temporary tape for
now. The road will be finished with
thermoplastic paint and reflectors in the
weeks ahead. Mahalo to the Department of
Transportation for getting this important
project done.

Aloha Friends, and Happy
New Year! I hope that you
and your families enjoyed a
safe and joyful holiday season. At the
legislature, we are preparing for Opening Day,
which will take place on Wednesday, January
18th.
In the past three legislative sessions, we have
dealt with deficits of $2.1, $1.2 and $1.3 billion, and we will continue to face economic
challenges during this session. At its last
meeting, the Council on Revenues projected
14.5 percent tax revenue growth for the rest
of fiscal year 2012 (ending June 30, 2012), including 5.2 percent attributable to economic
growth and 5 percent due to tax law changes.
The remaining 4.3 percent is due to a “lag effect” from the Lingle administration’s delay
of income tax refunds in 2010. (Because refunds
were delayed in FY2010, two sets of tax refunds
were issued in FY2011; as only one will be issued
in FY2012, on paper it creates the impression that
overall tax revenues have increased, though in reality the state is just “catching up” from having to
issue two sets of refunds in FY2011.)
While another shortfall is not anticipated
based on current projections, actual tax collections are running behind those estimates.
Because of this continued uncertainty surrounding the economy, the winding down of
federal government stimulus funding and
new tax changes (such as repealing the general
tax exemptions for certain business activities), the
legislature is awaiting the January 5th Council on Revenues meeting to determine what
budget-balancing measures may need to be
considered in 2012.
As a member of the Finance Committee,
my top priority during the upcoming legislative session will again be balancing our state’s
budget and ensuring our core governmental
responsibilities of public safety, education and
health and welfare are met, but I will also be
introducing bills in other areas. I welcome
community suggestions, though House of
Representatives rules limit the amount of bills
I can introduce and when those bill must be
introduced. The bill introduction deadline is
anticipated to be January 25, but as my staff
and I need ample time to prepare legislation,
please be sure to contact my office as soon as
possible. We look forward to hearing from
you!

more active in the Villages of Kapolei
Association? Do you have an open heart and
can subject your personal will to the best
interests of the community? Are you able to
commit at least one evening each month to
attending a Board meeting? Serving on our
Board of Directors can give you the
opportunity to make a difference in your
community.
The Board has full power to manage and
control the business, property, and affairs of the
Association, in accordance with the By-Laws
and the Declaration of Covenants, Conditions
and Restrictions (DCC&R). This includes,
but is not limited to, adopting rules, employing
staff, fixing the amounts of assessments, placing
liens on properties, and taking legal action
against owners who are delinquent or in noncompliance with the DCC&R’s, and
maintaining common areas and recreational
facilities. Board members are homeowners
who volunteer their time and energy to serve
the Association with no compensation.
Regular Board meetings are normally held
on the third Wednesday of each month, at
7:00 pm, at the Kapolei Recreation Center.
Other meetings may be held as necessary. The
purpose of Board meetings is to allow the
Board to hear reports from staff and
committees, and to make official decisions
regarding the business of the Association.
Except for “Executive Sessions” (when the
Board discusses confidential personnel or legal
matters), meetings are open to all members of
the Association. However, board meetings are
not general membership meetings, nor are
they public forums.While there is usually time
devoted specifically for homeowners’
comments, the Board may limit participation
by non-Directors during the business portion
of the meeting.
The Board of Directors consists of nine
members, normally elected at the annual
meeting. At least three director seats will
become available at our next Annual Meeting.

has a growing supply of lost & found items.
Come by the Association office if you’ve
lost anything in this vicinity. Lost ID cards,
clothing and towels, may also be in the Lost &
Found at the swimming pool.
LOW FLYING AIRCRAFT
Safety complaints about low flying aircraft can
be directed to the Airport Suggestion Hotline
at (888) 697-7813, to be forwarded to the
FAA. Be prepared to provide details about the
incident such as date, time, type of aircraft,
direction, color and markings.
SUREPAY
Eliminate the worry of lost or late Association
dues payments. Sign up for SurePay and
automatically pay your dues and assessments
through any bank or credit union. No checks
to write or envelopes to stamp. Call the

Each year, no less than 120 days prior to the
date set for the Annual Meeting, the Board of
Directors is to determine the method by
which Board Members shall be elected and

At the Board Meeting of November 16,
2011 the Board of Directors voted to have the
Directors elected by Mail Ballot and
announced at the next Annual Meeting

adopted the following procedure to be used
for balloting by mail:

Directors shall be made by the Nominating
Committee. Nominations may also be made
by any homeowner by submitting the
nomination to the Association offices. A
notice will be published twice in the
Association’s newsletter informing the
membership of the procedure for
nominations and the deadline for submission

candidate being nominated. Nominations
will be closed after the deadline.Within four
weeks after the close of nominations a
Candidate’s Night forum may be held.
Once nominations have been closed and a
determination of eligibility has been
completed, the official Annual Meeting
Notice, Proxy, Ballot, candidate resumes and
return envelopes will be mailed to all owners
of record. Specific instructions will be
included for the voting and for returning the
ballots.

“BALLOT” will be included in which the
completed Ballot will be inserted and sealed.
The “BALLOT” envelope will then be placed
in the postage paid “Business Reply”
Envelope along with a proxy, if the member so
desires, and mailed or dropped off at the
Association's offices.
Once received at the Association's office, the
“Business Reply” envelope will be opened, a
record will be made of the lot the Ballot has
been received from, and the Ballot envelope
will be placed, unopened, into a locked
BALLOT box. The proxy, if any, will be
verified and filed. All ballots and proxies must
be received no later than 4:30 p.m. on the
second business day prior to the Annual
Meeting date.
The following procedure shall be used for
counting the mail ballots:
1. The ballots will be counted the day
before the Annual Meeting using volunteers
from one or two community organizations.
2. The ballot box will be opened and all
envelopes will be opened and the Ballots
removed by the volunteers.
3. The ballots will then be grouped into
bundles approximately a half inch thick.

VACATION/INTERSESSION PROGRAM 2011
TheVIP is a childcare program for children currently attending kindergarten through 6th
grades. It is designed to follow the Kapolei Elementary School multi-track schedule, however,
weekly rates (any 5 consecutive days) are also available if you wish to design a custom calendar.
Activities include: educational programs, swimming, arts and crafts, sports and games, music
and dance.
