If you didn’t make Aprils General Membership Meeting you
missed out on some great fishing tips, invasive species information, and many great prizes. We had a great turn out and was lots
of fun. I want to thank First Supply for sponsoring this event,
as well as, our Speakers Andy Wells and Lt. Robert Haberman.
We had another great Home Show this year and I want to thank
Advantage Seamless Inc. and Eco Water Systems for sponsoring the 34th Annual MMBA Home Show. Even with the nice
weather this year’s show had a great turnout of potential customers. I heard many comments from the exhibitor’s stating
they received many good sales leads and the show was great
exposure for their business.
A big thanks needs to go out to our Home Show Chair Jim
Falconer and Committee Members: Carol Donato, Dan Egan,
Gene Haverkamp, Sam Horn, Connie Kaz (Home Tour Chair),
Shayna McCulloch, Leon Rudnick, and Malissa Tankeski for all
their hard work organizing and volunteering to make the 34th
annual home show a great success. I would also like to thank
Colleen and Laura for their commitment to MMBA and working
all weekend during the Home Show to make it a success.
Once again the MMBA Spring Lakes Area Home Tour which
took place April 24-26, 2015 was a big hit. This year we had 5
Builders showcasing homes in the Spring Tour. Homes for the

HIGHLIGHTS FROM THE APRIL GMM:
Over 80 people were in attendance at the Annual Fishing Meeting held in
mid-April at the Legacy Courses at Cragun’s. We had the opportunity to
hear from two experts in the Fishing World.
Lt. Robert Haberman, who is the Water Resource Enforcement Officer
with the Department of Natural Resources (DNR). Robert educated the
group on Invasive Species in Minnesota and how to protect our Land and
Water. Robert also talked about things we can do to help slow down the
spread of terrestrial invasive species.
Andy Walls, Semi Pro Bass Angler. Andy went into detail on some of
the techniques and equipment (poles, bait and lures) he uses while fishing.
Andy also spoke about his mentor into the Fishing is his Grandfather. At
the age of 13 Andy said he knew he was “hooked” on fishing. Andy participated in his first tournament in Rainy Lake with his Grandfather, which
they ended up taking second place. He mentioned that his Grandfather
was not much of a tournament fisherman; he did this with Andy as he
knows that it was his passion.

BRAINERD
Anderson Brothers Construction Company was formed in 1940 by
brothers John and Arthur Anderson. Both brothers were born in Rochester MN, first moving to Tamarack then on to Brainerd in 1940 where
they formed Anderson Brothers Construction Company. They ran the
company together until 1957 when John passed away. At this time Arthur along with his wife Minnie bought out Arthurs share and stayed
with it. In 1964 Arthur passed away, after much thought Minnie along
with her son Jim who was away at college at the University of Minnesota decided to keep things moving forward. Jim moved back home at
this time and began working with his mom and a couple of very key
employees who had decided to stay on as part of the Company.
In the early years the Company primarily performed grading and gravel
hauling operations and in 1960 the first hot mix asphalt plant was purchased. That particular plant would produce about 75 tons per hour,
today we have three asphalt plants, each will produce 450 ton per hour.
Some of the projects that were very key to the success were the East
Brainerd Mall in 1964, the Donnybrook Race Track in 1968, and a
large grading and paving project at the Brainerd Airport in 1980. In
1980 we expanded into the metro and also into North and South Dakota. AB was the first contractor to use was is known today as a belly
dump truck and first night paving job in the metro area, today you will
see many paving projects being completed at night to avoid some of the
traffic congestion all around the state.
In the early 90’s with some change in the local economy the decision
was made to bring one of the road crews home to enable us to peruse
commercial opportunities along the 371 corridor; such as the first Walmart store and Target store in Baxter. The Dakota operation was sold
to John Erickson who was employed with Anderson Brothers and still
operates today as Anderson Western. At this same time an operation
was opened in the Hackensack and Walker area and continues to op-

erate there today. As time has passed AB has had the reputation of one
of the best paving contractors in the state, we currently employ around
215 to 240 people.
The Company has two large paving crews that handle all state, county and
city road work and multiple crews that will take care of commercial and
residential work. This spring we will be in our third year of operation in the
Perham and Detroit Lakes area. AB has an asphalt plant located in this area
to service not only private and commercial but also allows us to compete
in the highway market as well. As we celebrate of 75th year in business
we would like to thank all those that we have provided our services to. We
value each and every relationship we have made along the way. Our hope
is to continue serving and giving back to the community as the Anderson’s

By joining the MMBA, I wanted to be part of a great team that

Kletscher. Dan’s experience comes from the home improvement industry and previously was a part owner in a home improvement business in Worthington, MN prior to moving to

EPA Extends Lead Renovator Paint
Recertification Deadlines or Remodelers

Can good news actually appear in the Federal Register? Why yes, it can…
Acknowledging the benefits of ensuring as many people as possible can take
advantage of online-only recertification opportunities, EPA has issued a final
rule extending the certifications of thousands of remodelers under the Lead:
Renovation, Repair and Painting (LRRP) program that would otherwise have
expired before planned improvements to the rule could be made.
NAHB Remodelers leaders called for this extension during their November
meeting with the Office of Management and Budget while the rule was under
review. When EPA asked for comments on the extension, NAHB supported it,
but urged EPA to expedite the process to provide the industry much-needed
certainty.
NAHB did not want to put remodelers in the position of taking time-consuming, in-person recertification classes if a quicker online version would soon be
available. Remodelers, contractors, and multifamily property managers who
became certified renovators prior to EPA’s RRP rule taking effect had a recertification deadline of July 1.
EPA has indicated it is likely the rule allowing online recertification classes will
not be finalized until near the end of 2015.
Certified renovators should have received an email from EPA spelling out these
new rules and confirming whether their certifications are being extended.
NAHB reminds certified renovators to make sure this email did not get stuck
in a spam filter: You may need it as verification that your certification has been
extended, because EPA will not be issuing any formal certificates.
It is important to note that the final rule only extends certifications for individual renovators whose certifications expire before changes to the refresher training can be finalized. These changes do not apply to firm certifications which
expire after five years.
Furthermore, these changes do not apply to certified renovators operating in
the 14 states (see map) that have taken delegation of the Lead RRP program.
Recertification deadlines vary among delegated states and states would have to
take legislative or regulatory action to alter recertification deadlines.
The final rule was signed by EPA Administrator Gina McCarthy on April 8 and
will be effective upon publication of the rule in the Federal Register (expected
to occur within 10 work days after the rule was signed).

Under the RRP rule, only certified renovators can legally work in homes built
before 1978 due to the potential risk of disturbing lead-based paint. Certified
renovators must renew their EPA certification every five years by completing
an EPA-approved certified renovator refresher training course that includes a
minimum of two hours of hands-on training.
NAHB has repeatedly highlighted to EPA and the White House that these ongoing
delays in the federal regulatory process would mean that more than 200,000 certified renovators would be denied the opportunity to take advantage of the savings
resulting from the proposal.
Under the final rule:
• Individual renovators who received certification on or before March 31, 2010,
now have until March 31, 2016, to get recertified.
• Individual renovators who received certification between April 1, 2010 and
March 31, 2011, will have one year added to their five-year certification.

Summary 2015
The Spending Debate Begin:
Spring break is over, Minnesota’s Legislators have 6 weeks to
finish their 2015 work, and it’s all about the money. In the mix
for the homestretch are the state’s biennial budget and a transportation package. With a projected $2 Billion surplus, Governor Dayton’s proposed budget funnels most of the surplus
into government programs with a heavy emphasis on schools.
The Governor is also proposing a gas tax of at least 16 cents per
gallon and higher vehicle registration fees as part of his transportation package. House Leadership has a very different idea regarding the surplus and transportation packages, and it has been
suggested that the state should possibility use the state’s nearly
$1.8 billion budget surplus as well as redirect existing taxes on
vehicle rentals and leases for road and bridge repairs.
Fueling the end of session debate is the Governor’s newly
unveiled $842 Million bonding proposal and includes $200
Million for college campus improvements and $78 Million
for railroad safety. This proposal is facing a strong headwind.
Major bonding bills are generally reserved for even-year sessions, a preference expressed by both House and Senate leadership earlier this year when they declined to include debt
payments in their proposed 2015 budget outlines. If a bonding
bill is to pass this year, regardless of the level of funding, it
will require a three-fifths vote of both the House and Senate.

BAM members – are authoring the industry’s 2015 codes process bill. The bill codifies a six-year code cycle (a practice
that’s been informally in place since 2000), increases the implementation time before a new code becomes effective to be
no less than 9 months, and requires the new code to be published on-line and accessible to the public prior to its effective
date. Representative Vogel is spearheading a bill to clarify a
performance path avenue for the energy code. Both bills are
contained in the House Omnibus Jobs bill.
To date, there have been 2,192 bills introduced in the House
and 2,043 bills introduced in the Senate. Many of the bills
have died. In addition to keeping the industry bills alive, our
government affairs teams and lobbyists have been actively
working on several dead or dying and alive bills, too.
