At this point, schools have two choices: 1) cut costs and/or 2) raise additional revenue. The only way schools can raise additional revenue is to go to the district’s voters and ask permission to raise taxes. This extra school tax is called a ‘referendum.’ “School districts with declining enrollments see their total referendum dollars shrinking every year, and this trend will continue as long as Lancaster’s enrollment declines.” North Star News of Karlstad, Sept. 11, 2014, by Superintendent Steve Swiontek Kitchen closed at Center McIntosh - “The kitchen at the McIntosh Community Center needs an update. “Last week, after a visit from both the Minnesota Department of Health and Minnesota Department of Agriculture, it was decided at an impromptu McIntosh City Council meeting that the city would shut down the kitchen until clarification of the rules and updates to the facilities could be made.” “At the next City Council meeting, council members will decide if the kitchen will remain closed or if the city will reopen it. They will also discuss what options are available to provide the Community Center kitchen with much needed updates.” McIntosh Times, Sept. 10, 2014 per year for the next five years by April Scheinoha Reporter At its next meeting, the Thief River Falls City Council will hear a recommendation to increase ice rates at the arenas $5 every year for five years. Currently, the ice rate is $50 per hour. The council will consider the recommendation at its meeting Tuesday, Sept. 16. The Parks and Recreation/Public Safety Committee made the recommendation after meeting with representatives from the Thief River Falls Amateur Hockey Association. In August, the committee directed City Administrator Larry Kruse and Parks and Recreation Director Joe Amundson to propose a rate of $75 per hour for the upcoming year. The committee also proposed an option of $65 per hour if TRFAHA brought its events at the county-owned Old Arena to the city-owned arenas, filling voids in the schedule. “The reality is we’re not prepared to pass this financial burden on to our members,” said Tony Dorn Jr., past president of TRFAHA. He added that the request came as a total surprise to TRFAHA. Registration for the upcoming hockey season begins Sept. 21 and 22. Since TRFAHA didn’t know the city’s plans and wasn’t prepared to pass the cost on to its members, it sought a line of credit at a bank. TRFAHA President Tom Goddard said the organization was billed $50 per hour, or $28,500, for 570 hours last season. Under the city’s proposal, that amount would have increased an additional $14,250. If TRFAHA agreed to the $65-per-hour option and also moved 200 hours (Continued on Page 7) Open houses and dedications • Sanford TRF on Sept. 20 • TRF Schools on Sept. 22 Two major events are scheduled in Thief River Falls - the open house for Sanford Medical Center Thief River Falls on Saturday, Sept. 20, and the open house and dedication for School District 564 in Thief River Falls on Monday, Sept. 22. Sanford Health Sanford Health invites the community to celebrate the completion of the Sanford Thief River Falls Medical Center for an open house on Saturday, Sept. 20, from 11 a.m. to 2 p.m., at 3001 Sanford Parkway, off of Hwy 32 S. The event will allow the community to take a look at the $60 million, 136,000square-foot facility before the doors officially open. Guided tours and refreshments will be provided. Events and activities for all ages – including a visit from Sanford Children’s mascot, Alfunz – will also be available during the celebration. Sanford Thief River Falls Medical Center will be open for clinical services on Monday, Sept. 29, and hospital and emergency services on Wednesday, Oct. 1. Not your typical Wheat & Beans Goodridge business sells signs, vintage items by April Scheinoha Reporter Beauty and value are in the eye of the beholder. Allison Kangas enjoys finding vintage items that someone doesn’t want anymore and then selling the items to someone who will cherish them. K a n g a s Allison s t a r t e d Kangas Wheat & Beans about three years ago. It’s named after her farm family’s livelihood. At the time, Kangas was a stayat-home mom looking for a creative outlet. One of her first projects involved repurposing baby formula cans by wrapping fabric around them to create storage containers. Later, she painted wine bottles and pasta jars. As she practiced her craft, she obtained more ideas. A strong cold front moved across the region this week, bringing reminders that winter is just around the corner. Another reminder appeared this week as leaves on a few of the trees began to change. The National Weather Service reminded us this past week that frost in early to midSeptember is not unusual. Kangas now makes wooden signs, and sells vintage items and junk through her Goodridge-based business. The items are sold on Facebook and Etsy, a website where handmade goods, vintage items and craft supplies are sold. “I’ve shipped all over the United States,” Kangas said. During the summer, Kangas also sells signs at the White House Boutique and West End Garden Center, both in Thief River Falls. Next week, she will begin selling signs at the Vintage Gypsy in Prior Lake, Salvage Sisters in Mankato and Eco Chic Boutique in Fargo, N.D., In addition, she sells merchandise at the Vintage Carnival each November in Thief River Falls. Many of Kangas’ signs are custom-made to the clients’ specifications. Kangas said she can take ideas clients see online and create similar signs with her own spin on them. Kangas’ business has taken off to the point that she has taken over the family’s garage. She told her husband, Jason, that he may need to build another garage to park their vehicles. Kangas makes her signs there. The garage also houses her vintage finds that she later sells. Some memorable vintage finds include chairs. Kangas recalled reupholstering one chair with a script fabric purchased at Hobby Lobby. She also found an old, wooden box at Community Consignments in Thief River Falls. Kangas made it into a nightstand by putting legs onto it. Kangas said she’s a dreamer who is constantly thinking of creative signs and items. In addition, she uses Instagram, an online photo and video sharing service, to come up with ideas. She also bounces her ideas off of her dad, Doug Dallmann. (Submitted) The Thief River Falls Regional Airport Authority approved an update to its airport layout plan during a special meeting Tuesday, Sept. 9. The 2014 plan is essentially the same ALP that was developed, but not approved in 2008. It replaced the 2006 ALP, which displayed college expansion and potential Thanger relocation, but did not identify any commercial buildings. The Federal Aviation Administration defines airport layout plans as a plan for a specific airport that shows: boundaries and proposed additions to all areas owned or controlled by the sponsor for airport purposes; the location and nature of existing and proposed airport facilities and structures; the location on the airport of existing and proposed non-aviation areas and improvements thereon. FAA-approved ALPs are a prerequisite for issuance of a grant for airport development. They are considered out of date when they no longer adequately provide for future needs; no longer conform with current airport design standards; no longer reflect existing features or reflect airport and critical land use changes. Joe Hedrick, manager of the Thief River Falls Regional Airport, said ALPs are typically updated every five to seven years based on industry standards. Any new commercial opportunities will require the ALP to be updated or have the general building area identified. During Tuesday’s meeting, Airport Authority commissioners discussed a list of potential commercial expansion opportunities. Those opportunities include: commercial business, UAV research and maintenance, aerial crop spraying, expanded cargo operators, aircraft rental and instruction, air taxi service/charter organization, aircraft parts supplier, aerial photography/surveying, fire suppression, an avionics shop and potentially many more. Area counties will benefit from Rocky Mountain Elk Foundation grants to improve elk forage and assist with various projects to help ensure the future of Minnesota’s hunting traditions. The grants total $43,770 and directly benefit Beltrami, Kittson, Marshall and Roseau counties. Vigness, 93 Brooklyn Park man killed in accident Thief River Falls Merle Clifford “Kip” Vigness, 93, died Tuesday, Sept. 9, 2014 at Greenleaf Assisted Living in Thief River Falls, surrounded by his loving family. Funeral services will be held at 10 a.m. on Saturday, Sept. 13 at Our Saviour’s Lutheran Church in Thief River Falls, with Rev. Greg Schram officiating. Interment will be held at Greenwood Cemetery in Thief River Falls. Military honors will be provided by the Ecklund-Holmstrom American Legion Post 117, Veterans of Foreign Wars Post 2793, and the Minnesota Army National Guard Honor Guard. Visitation will be held from 9 to 10 a.m. on Saturday at Our Saviour’s Lutheran Church. MCGLYNN Attorney at Law A Brooklyn Park man was killed Thursday morning after his semi drifted off of a highway in rural Roseau County. Fahame H. Haji, 30, was ejected from the cab as the cab rolled onto its roof, according to the Minnesota State Patrol report. He wasn’t wearing a seat belt. At the time of the accident, Haji was driving a 2007 Freightliner Conventional northbound on Highway 89. The semi drifted off of the highway and traveled into a steep ditch. It then struck a private driveway crossing. The load of metal crates in the trailer passed through the front of the trailer and ripped the tractor car off of the frame. The cab then flew off ahead Traffic signal maintenance to be held Monday Motorists at the intersection of Highway 11 and Highway 313 in Warroad will see short delays as signs on the light standards are changed Monday, Sept. 15. All work should be concluded by the end of the day. Crews will be working to change out signs on the signal masts. While this work is being done, all lights at the intersection will be flashing red. All cars should come to a four-way stop and proceed with caution through the work zone. It would be just perfect to serve with a quick supper on one of these hot evenings – and also delicious to have icy cold from the fridge for that midnight snack. This is one of those oldfashioned desserts (or “salads,” as Grandma called them). I’d almost forgotten the taste of real food-type ingredients that weren’t artificial flavored, frozen pre-whipped, skim milk added, and no flavor left desserts and/or salads. This one is yummy with a sandwich, a bowl of soup or just all by itself: PINEAPPLE FLUFF 1 pound large marshmallows 1 cup whole milk 2 cups (2 medium sized cans) crushed pineapple, drained 1 cup cream, whipped (best with real cream) About 15 graham crackers, crushed Cook marshmallows and milk until marshmallows are melted. Cool and then add real whipped cream. Add pineapple and cooled milk. Place half of crushed graham crackers on bottom of 9x12 inch pan, then add all of the pineapple fluff and sprinkle remainder of crushed graham crackers on top. Chill well and store leftovers in refrigerator. ––––––––––––––––––––––– Try this cool, tangy salad next time you grill burgers and/or brats outside – it will get raves. It is a lot like the salad above, but having both of them at the same time seems perfect to me. This cranberry one utilizes the pre-whipped topping for quick fixing: FESTIVE CRANBERRY SALAD 1 (14 ounce) can sweetened condensed milk 1/4 cup lemon juice 1 (20 ounce) can crushed pineapple, drained 1 (16 ounce) can whole berry cranberry sauce 2 cups miniature marshmallows 1/2 cup chopped pecans Red food color, if desired 1 (8 ounce) container frozen whipped topping – thawed In bowl, combine milk and lemon juice. Mix well. Stir in pineapple, cranberry sauce, marshmallows, pecans and food coloring, if desired. Fold in whipped topping and spoon into 9x13 inch baking dish. Freeze firm (about 4 hours or overnight). To serve, cut into squares. Serves 12-16 people. ––––––––––––––––––––––– If your crew demands a hearty supper even on hot days, make this one. You can stretch it with extra veggies from your garden as needed – and it will surely satisfy everybody, especially if you have some warm fresh bread alongside of the bowls of stew: OLD FASHIONED BEEF STEW 1 boneless chuck roast (2 pounds or more, cut into 1/2 inch cubes) 1 tablespoon cooking oil 1 large onion, chopped 4 cups water 1 teaspoon season salt 5 to 6 medium potatoes, peeled and cut into 1/2 inch cubes 1/2 teaspoon pepper 2 to 3 teaspoons regular salt, as desired 5-6 medium carrots, cut into 1/4 inch slices 1 medium rutabaga, peeled and cut into 1/2 inch cubes 1 cup sliced celery (1/2 inch slices) 1/2 medium cabbage, finely sliced 1/3 cup flour 1 cup cold water 2 teaspoons browning sauce from a bottle In Dutch oven, over medium high heat, brown meat in oil. Add onion, water, season salt, pepper and regular salt and bring to a boil. Reduce heat, cover and simmer 2 hours. Add vegetables; cover and simmer for 30 minutes until all meat and veggies are tender. Combine flour, cold water and browning sauce and stir into stew. Bring to a boil, stirring constantly, and boil 1 minute. Recipe serves 8 or more people. ––––––––––––––––––––––– Dessert, dessert – who wants dessert? Make this big dessert and cut as large or as small as you find necessary to accommodate the family. It is perfect for a hot day: ICE CREAM SUNDAE DESSERT 2 cups (12 ounces) semisweet chocolate chips 1 (12 ounce) can evaporated milk 1/2 teaspoon salt 1 (12 ounce) package vanilla wafers, crushed 1/2 cup butter, melted 2 quarts vanilla ice cream or flavor of choice, softened slightly In saucepan over medium heat, melt chocolate chips with milk and salt. Cook and stir until thickened, about 25 minutes. Remove from heat and set aside. Combine wafer crumbs and butter and set aside one cup. Press remaining crumbs into a greased 9x13 inch pan. Chill 10-15 minutes. Pour chocolate over crumbs, cover and freeze for 20-25 minutes or until firm. Spread ice cream over chocolate and sprinkle with reserved 1 cup crumbs. Freeze at least 2 hours before serving. Recipe serves 12-16 people (if you are lucky). The key measures of quality include graduation and retention rates; assessment of excellence; faculty resources; student selectivity; financial resources; graduation rate performance, which is the difference between actual and predicted graduation rates; and alumni giving. Scores for each measure are weighted to arrive at a final overall score. Other colleges ranked in the top four Midwest Top Public Regional Colleges include Valley City State University at number two, Northern State University at number three, Dickinson State University at number four, followed by Bismarck State College and Lake Superior State University tied at number five. The category focuses on undergraduate education with fewer than 50 percent of their degrees in liberal arts disciplines. There were 364 colleges ranked in four regions – North, South, Midwest, and West – in the Regional Colleges category. Two teens injured after accident Tuesday Two teens were injured after their car rolled Tuesday night in Halma. Jeramiah W. Gallaway, 19, Halma, and Cole A. Audette, 17, Karlstad, suffered life-threatening injuries in the crash, according to the Minnesota State Patrol report. Gallaway was taken to Altru Hospital in Grand Forks, N.D. An Altru staff member said Gallaway was listed in serious but stable condition Thursday afternoon. The State Patrol indicated that Audette was taken to Sanford Hospital in Fargo, N.D. At the time of the accident, they were traveling in a 1995 Chevy Beretta southbound on U.S. Highway 59 in Halma. The driver lost control of the car, which then crossed the centerline and went into the ditch as the car approached Kittson County Road 7. The car then rolled over. Both teens were ejected from the car. The report indicated that it was unknown which teen was driving the car. The car was totalled. The State Patrol was dispatched to the scene at 8:36 p.m. Tuesday. The Kittson County Sheriff ’s Office provided assistance. Saturday, September 13, 2014 Rural Reflections Grant Nelson The comments published in this column are intended to stimulate thinking and discussion among our readers. They are written by independent columnists and do not represent the opinion of the staff or management of The Times/Northern Watch. The Battered Bastards of Baseball I am not a baseball fan. I enjoy listening to a Twins game on the radio, but that is because I appreciate the art of the broadcaster. I am a fan of a good story and there exist many good sports stories. One of the best I have seen is a documentary about a single-A baseball team from the 1970s titled “The Battered Bastards of Baseball.” “Battered” is the tale of the Portland Mavericks baseball team which existed form 1973-1977. The most unique fact about this team and probably the reason it was different from the other single A teams was the fact it was an independent team. Most of the minor league teams of the time were owned by a major league franchise. The minor league team was simply a proving ground for players who hoped for promotion to a major league team. As such, most of these teams were very professional and regimented. The Portland Mavericks were not owned by a major franchise and were neither regimented nor professional. They did have one major difference with the other minor league teams; they won, baby-consistently. The Portland Mavericks were owned by Bing Russell. Russell was an actor who played the part of Deputy Clem Foster on the hit television western “Bonanza.” Russell had spent much of his non-acting life working at the skills and techniques of baseball. As a child, Russell was a bat-boy of sorts for the New York Yankees, which probably developed his love of base- ball. He even produced a film about developing baseball talent that was broadly accepted. The star of that instructional movie was Russell’s son, Kurt Russell. Kurt Russell has been in many movies from his time at Walt Disney to starring as Herb Brooks in the feature about the 1980 Olympic hockey team “Miracle.” Kurt Russell also played for the Portland Mavericks and was its vice president. This is a story of a team less interested in impressing people and more interested in playing the game. The Mavericks’ sincere love of baseball lead to an independent team that was embraced by its fans and reviled by the powers of major-league baseball because of their winning record and swashbuckling attitude. Most of these ballplayers were acquired during an open tryout in 1973 that drew people from across the country. Most of these folks were not currently involved in baseball and so left jobs and families to drive to Portland, Ore., to pursue a dream. These were unique players who didn’t keep their haircut neatly or lead squeaky-clean lives off the field. For this reason, their stories are really interesting. I watched the “Battered Bastards of Baseball” on Netflix. I also watched it on one of the ESPN channels. If you are unable to catch it, I will tell you that the Portland team was eventually bought-out by Major League Baseball, but not before they blazed a trail of wins and wild stories across mid-1970s triple-A baseball. This is a documentary most will enjoy even if they are not fans of baseball. NORTHERN WATCH Chip Carving I class offered Chip carving is a style of woodcarving in which knives are used to remove selected “chips” of wood in a single piece from the project. Local girls participate in Girls Lead Nine local girls recently participated in Girls Lead, a six-week summer leadership program for 10th through 12th grade high school girls that focuses on developing the self as the first step in leadership. Local participants and their sponsors included Morgan Berg and Hannah Anderson sponsored by the Greenbush Women of Today; Jasmin Christopherson, sponsored by the Middle River Women of Today; Stella Vatnsdal, Maddie Jerome and Sable Knochenmus, sponsored by the Roseau Women of Today; Emma Brunelle and Cassie Pelland, sponsored by the Warroad Women of Today; and Kaylin Doherty sponsored by the GFWC Zehlians in Thief River Falls. A program of Peacemaker Resources, Girls Lead is designed to empower and equip young women to have positive relationships with self, others and community. The program participants are nominated by an organization in their home areas across northern Minnesota, becoming their “community sponsor,” who will offer the young woman ongoing support throughout the course of the Girls Lead program. The program begins with a weeklong camp in which the young women experience leadership and self-discovery while experiencing life on a college campus. The 16 participants involved in the 2014 Girls Lead program stayed on the University of Minnesota Twin Cities campus as they learned to focus on their strengths and how their strengths apply to leadership. The girls participated in experiential activities to develop self-awareness and self-management skills, social awareness, relationship skills and responsible decision-making, all of which comprise the core concepts of social emotional learning. Following the camp experience, the young women return to their own communities and are tasked with putting together a service project, along with their sponsoring organization, to utilize the skills and strengths they have been learning about over the course of the program. Each girl is also assigned a professional coach or mentor to facilitate learning and development through further exploration of strengths as well as goal-setting, and to provide needed assistance and guidance to the young women as they design and implement their community projects. This year’s Girls Lead cohort created a wide variety of opportunities for enrichment, learning and fun in their home communities, with projects ranging from fun dance lessons for little ones to garnering funding and support for community initiatives. Finally, an overnight retreat at the end of the sixweek program brings participants together again to reflect on their journey and celebrate their successes – both individually as well as collectively. The girls share their personal experiences in completing their community projects, consider what has been gained through the self-awareness and discovery of strengths that has taken place, and look toward the future and the ways in which the experience can be used to continue to impact their lives. The experience launches each of these young women into a leadership trajectory designed to influence and touch others as they continue on their own unique paths. The “ripples” these girls are making in the waters of their own communities and spheres of influence are far-reaching. Drug Take-Back Day to be held This fall, the Drug Enforcement Administration and its national and community partners will give the public another opportunity to prevent prescription drug abuse and theft by ridding their homes of potentially dangerous, expired, unused and unwanted prescription drugs. On Saturday, Sept. 27, the DEA and its partners will hold another National Prescription Drug TakeBack Day at sites nationwide. Locally, the Marshall County Sheriff ’s Office, North Valley Public Health, and the Safe Communities Coalition of Warren, Alvarado and Oslo will partner with the DEA in this effort. The collection site will be located in Warren at the Marshall County Sheriff ’s Office. A permanent collection box is located in the lobby of the Law Enforcement Center. If you can’t drop off unwanted medications on Sept. 27, you may do so at your convenience. The lobby is always open. Locally, in cooperation with the DEA, Marshall County has hosted eight National Prescription Drug Take-Back events since September 2010. Together with other similar events nationwide, these events have resulted in more than 4.1 million pounds of medication collected at over 6,000 sites. This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Seventy percent of people ages 12 and over who abuse prescription pain killers said they get the prescriptions from relatives and friends. About 36 percent of 12th graders say that painkillers are fairly or very easy to get and nearly half say the same about stimulants. More often than not, these drugs are found in our medicine cabinets. Always be sure to monitor, secure and safely dispose of prescription and over-the-counter medication. It’s unfortunate that some people don’t recognize their value. Extra activities outside regular school curriculum have been studied extensively. Better grades, higher standardized test scores, higher educational attainment, better attendance, higher self-concepts have all been associated with participation in activities outside regular school curriculum. Researchers believe extracurricular activities have a positive influence on youth because youth who participate in activities learn important skills. Teamwork and leadership skills are often cited as among those valuable skills. Researchers have also cited perseverance and dedication and an understanding that hard work is often rewarded with better scores or results. Other researchers say youth are influenced by the increased social activity and by the culture and experiences of represent opinion of other staff members. I understand the main focus of school is academics, but schools without extracurricular activities simply aren’t fulfilling their mission. Many benefits accrue from extracurricular activities, and school administration and communities should continue their support and funding for these activities. They clearly benefit everyone involved. Active recess training held The Quin Community Health Services SHIP Grant and the Minnesota Department of Education partnered to bring a dynamic active recess training to northwest Minnesota. All school districts in the fivecounty area, including the counties of Roseau, Kittson, Marshall, Red Lake and Pennington, were invited to attend one of the two trainings that were offered on Tuesday, Aug. 26 at Red Lake County Central Elementary School in Plummer and on Wednesday, Aug. 27 at Grygla School. The three-hour free workshop was facilitated by Terri Swartout, School Statewide Health Improvement Program coordinator for MDE. The focus of the work- shop was to learn creative ways to turn recess time into an outdoor learning laboratory, to understand the link between physical activity and academic achievement, to investigate current recess programming/policies in addition to identifying effective change, and lastly to leave with a wealth of resources and activities ready to incorporate into productive recess time. The intended audience was elementary teachers, physical education teachers, paraprofessionals and school administrators. The area schools that took advantage of this training opportunity were Badger, Tri-County, Plummer, Red Lake Falls, WarrenA l v a r a d o - O s l o , Greenbush/Middle River (both sites), Goodridge, Grygla, Marshall County Central (Newfolden and Viking) and Roseau with 39 participants attending in Plummer and 27 participants attending in Grygla. In addition to the training, each site received a complimentary Active Recess Kit valued at $100, which included Bonker bat and ball sets, a soccer ball, frisbees, jump ropes, and swing ball sets. This workshop was made possible through SHIP, which is dedicated to creating healthy communities by decreasing obesity through healthy eating and physical activity, and reducing the number of people who use tobacco and are exposed to tobacco smoke. Applications are now being sought for this year’s competition. IDEA is a competition that turns great ideas into great businesses. The competition provides training, business coaching, and capital to entrepreneurs who apply and want to turn an idea into a fast-growth business. While most entrepreneurs enter to win one of three $10,000 cash awards, there are several other good reasons to enter. Applicants receive valuable tools and business development resources, a business coach, open access to all IDEA Labs, attention in the media, and a chance to pres- ent their idea to accredited angel investors and business leaders. Plus, there is a chance to win valuable services from accounting, legal, and marketing professionals. There have been a few changes to the competition this year, mostly in terms of its focus. The westbound detour from Mentor will follow County Highway 12 north four miles, and then County Highway 49 west five miles to Marcoux. The eastbound traffic detour from Marcoux will follow County Highway 49 east five miles, and then County Highway 12 south four miles to Mentor. The detour is expected to last through Friday, Sept. 19, with extensions possible due to weather delays. Sporadic lane closures will still be seen along the route after the detour concludes, lasting through the end of the month. These closures will cause very minimal delays. Crews are concluding pavement work, and will be installing a 4x8 box culvert under the highway. The new culvert will be located one mile east of Marcoux. It reflects our focus on maintaining a robust new product pipeline and bringing innovative, quality products to market.” Arctic Cat’s technology innovation on these new products and enhanced designs include 25 percent greater fuel efficiency on the majority of its models; improved ergonomics; easier storage solutions and automotive-inspired styling. She said she has hammered every month that REA is underutilized during the summer. She questioned the logic of employing a full-time recreation and events coordinator. Prudhomme noted that a Michigan country club employs a part-time employee to handle large corporate events. Prudhomme added that families shouldn’t be charged more to use the arenas. Later, Council Member Jerald Brown suggested a rate of $60 per hour or an increase of $5,700 per year. The Pioneers started strong, overcame a second set setback and survived an extended finale to emerge a 25-19, 17-25, 25-17, 26-24 MCAC Northern Division winner over the No. 6ranked team in the latest National Junior College Athletic Association Division III rankings. “I was definitely happy with our overall performance,” said Chamma, whose team faced an almost-must win situation after losing a 3-0 Northern Division match at Itasca a week earlier that dropped the Pioneers out of the NJCAA polls. “The national ranking is just a number,” he said. “It’s more important for us to go out and play hard, improve every match and have fun. Tonight, we did that.” Northland grabbed a 6-3 first-set lead and never looked back. A Tori Davidson kill gave the Pioneers a 2016 advantage and Brooke Anderson’s drive got through Central Lakes blockers for the final point. “First set, we did fantastic,” said Chamma. “We were aggressive with our hitting and our blocking.” Central Lakes bounced back to control play when the teams returned to the floor. An ace by Cassie Shaver had the Raiders up 20-14 and a back row hit by the Central Lakes libero fell into the middle of the Northland defense to end it. “We let up in the second set,” admitted Chamma. “It’s a problem we’ve had for the last three years: we start strong, then struggle. But we were playing the No. 6ranked team in the nation. Central Lakes always has a strong team.” The pivotal third set was dominated by Northland early with scoreboard spreads of 4-0, 17-5 and 207 – the 20th point coming on a Davidson drive down the line. The Raiders did trim the difference to 23-17, but spikes by Shylee Lehman and Katlyn Byfuglien put the Pioneers over the top. “We shook off the (second set) loss,” noted Chamma. “I told the girls we made team mistakes, not individual mistakes. That according to first-year head coach Kerri Wichael following a 3-0 win at Crookston Tuesday that improved the Prowlers to 3-1. “We have been focused on not making so many mental errors, and tonight that really showed,” said Wichael, whose team has won three straight following a season-opening loss at home to Roseau. “We were focused and started the match strong.” That enabled Wichael to use her entire bench despite the short match length stemming from a 25-15, 2516, 25-14 sweep. “It was great to see the starters step up right away so that everyone could contribute,” she noted. Winless a year ago, Crookston is 2-3 this fall. Wins at No. 1, 3 and 4 singles, plus a victory at No. 1 doubles, tilted the contest in the Pirates’ favor. The loss dropped the Prowlers’ dual meet record to 7-4, with all four losses by a 4-3 margin. “We lost another close one,” noted Thief River Falls coach Matt Okeson. “We did not adjust very well to the conditions, and Crookston put more balls in play than we did.” Thief River Falls wins against Crookston came from Callie Fagerstrom, No. 2 singles; Shawna SpearsAllie Okeson, No. 2 doubles; and Fran Marshall-Sadie Cleven, No. 3 doubles. “We lost a couple spots in which we should not have,” said Okeson. “This happens with a young squad.” Early deficits proved fatal to the Prowlers, according to Okeson. “We need to understand we can’t get down early to good opponents,” he explained. “We only won the opening game on one of the seven matches. But there are also safety issues to consider. Whether students are starting kindergarten, finishing high school or are away at college, parents are encouraged to make themselves aware of potential dangers and teach their children how to stay safe. The Minnesota Department of Public Safety has compiled a list of issues and tips to help parents. From walking to school to surfing the Internet, kids will be safer if they and their parents abide by a few common-sense principles. Stay safe online — Bureau of Criminal Apprehension As children become reacquainted with their peers, they’ll continue classroom conversations online. Sometimes, that includes teasing, humiliating or harassing others. Stop your child from cyberbullying or being a victim by learning the signs and stepping in to deal with the issue. Talk with your child about limiting what they share, including photos, and take steps to help your child be safe online and encourage them to tell an adult if they witness cyberbullying activity. • Take charge – Establish use guidelines for electronic devices and understand the technology you’re bringing into your home. • Monitor – Use monitoring software to supplement your attention to your child’s Internet use. • Communicate – Talk with your children about protecting themselves and respecting others online. Prevent fires on and off campus — State Fire Marshal Fire kills Minnesota college students every year both on and off campus. There are many causes of campus fires, but most are due to a lack of knowledge about fire safety and prevention. Alcohol also plays a role. Awareness and an action plan will improve chances of survival. Here are some basic campus fire safety tips: • Make sure there is a smoke alarm in every bedroom and on every level of the house if you live off campus. • Clean up immediately after parties and take trash outside. • Is your dorm equipped with an automatic firesprinkler system? Find out. • Know two escape routes out of your dorm or off-campus residence. Practice using that route when you are awake and not impaired. • If an alarm sounds, get out. Don’t worry about grabbing your personal belongings. • More fire safety tips and a State Fire Marshal Producers encouraged to secure assistance by Sept. 30 The U.S. Department of Agriculture encourages producers who have suffered eligible disaster-related losses to act to secure assistance by Tuesday, Sept. 30, as congressionally mandated payment reductions will take place for producers who have not acted before that date. Livestock producers that have experienced grazing losses since October 2011 and may be eligible for benefits but have not yet contacted their local Farm Service Agency office should do so as soon as possible. The Budget Control Act passed by Congress in 2011 requires USDA to implement reductions of 7.3 percent to the Livestock Forage Disaster Program (LFP) in the new fiscal year, which begins Wednesday, Oct. 1. However, producers seeking LFP support who have scheduled appointments with their local FSA office before Oct. 1 even if the appointment occurs after Oct. 1, will not see reductions in the amount of disaster relief they receive. The USDA encourages producers to register, request an appointment or begin a Livestock Forage Disaster Program application with their county FSA office before Oct. 1 to lock in the current zero percent sequestration rate. As an additional aid to qualified producers applying for LFP, the FSA has developed an online registration that enables farmers and ranchers to put their names on an electronic list before the deadline to avoid reductions in their disaster assistance. This is an alternative to visiting or contacting the county office. To place a name on the Livestock Forage Disaster Program list online, visit www.fsa.usda. gov/disaster-register. Producers who already contacted the county office and have an appointment scheduled don’t need to do anything else. “In just four months since disaster assistance enrollments began, we've processed 240,000 applications to help farmers and ranchers who suffered losses,” said Agriculture Secretary Tom Vilsack. “Eligible producers who have not yet contacted their local FSA office should stop by or call their local FSA office, or sign up online before Oct. 1 when congressionally mandated payment reductions take effect. This will ensure they receive as much financial assistance as possible.” The Livestock Indemnity Program, the Tree Assistance Program and the Noninsured Disaster Assistance Program Frost Freeze payments will also be cut by 7.3 percent on Oct. 1, 2014. Unlike the Livestock Forage Disaster Program, applications for these programs must be fully completed by Sept. 30. FSA offices will prioritize these applications, but as the full application process can take several days or more to complete, producers are encouraged to begin the application process as soon as possible. The Livestock Forage Disaster Program compensates eligible livestock producers who suffered grazing losses due to drought or fire between Oct. 1, 2011, and Dec. 31, 2014. Eligible livestock include alpacas, beef cattle, buffalo, beefalo, dairy cattle, deer, elk, emus, equine, goats, llamas, poultry, reindeer, sheep or swine that have been or would have been grazing the eligible grazing land or pastureland. Motorists are reminded to drive attentively and scan the road for pedestrians. It’s the law to stop for pedestrians within the crosswalk. Motorists should use extra caution when turning to look for pedestrians crossing and bicyclists in blind spots. Key safety tips for pedestrians: • Clearly show intentions to cross and make eye contact with drivers to ensure they see you. • Cross at intersections, and where possible, in marked crosswalks. • Continue to look both ways while crossing; distracted drivers aren’t looking out for pedestrians. Bicyclists are reminded to ride on roads with traffic and obey traffic signals. Riders should also wear helmets and use reflective gear and lights to increase visibility. Motorists must give riders room (at least three-foot clearance) and look twice for bicyclists. Use the right car seats when driving children to school — Office of Traffic Safety “Back to school” time is a good reminder for parents to ensure car seats are installed correctly and children are in the correct restraints for their age and size. The most under-used restraints are booster seats, which are required by law in Minnesota. Boosters are for children who have outgrown a forward-facing, harnessed restraint (typically after age 4). Boosters help seat belts fit children correctly. The law in Minnesota requires children to ride in boosters until they are 4’9” tall, or at least age 8. School bus safety is for motorists and children — State Patrol Study up on school bus safety: Drive attentively, be ready to stop for school buses and be watchful for children exiting buses and crossing streets — that’s where and when they are most vulnerable. • It’s the law to stop for red flashing lights and when bus stop-arms are extended — both when driving behind a bus and when coming toward a bus on an undivided road. • Red flashing lights indicate children are entering or exiting the bus. • Motorists are encouraged to alter their routes or schedules to avoid busses. In doing so, motorists won’t find themselves driving behind a bus and potentially putting children at risk. Parents should discuss and demonstrate pedestrian safety with their children, and reinforce safe crossing after exiting a bus. Specifically, when getting off a bus, children should look to be sure no vehicles are passing on the shoulder (side of the road). And before crossing the street, take five “giant steps” out from the front of the bus, make eye contact with the driver, wait for the driver to signal that it is safe to cross, and then keep watching traffic when crossing.
