County Forestry Committee meets
to discuss matters on ORV park
and discuss a referendum

Last Tuesday, on August 5th, the Forest County
Forestry Committee met to discuss the ongoing debate
on the proposed Off-road Vehicle Park and to educate
county board members and citizens attending on the
state regulations pertaining to county forest lands,
stewardship loans and grants, and meeting and
maintaining environmental standards on said lands.
On hand to explain how these processes work
were Joe Schwantes, a DNR specialist on the subject;
State Forester Craig Williams; Jane Severt, Director of the
County Forest Association; and County Forester Dave
Ziolkowski.
The meeting began with a power point
presentation of the land on County G, east of Argonne
and west of Cavour, that is desired by the Wisconsin Offroad Vehicle Park Inc. (WORVPI). A timber-type survey
on Power Point was presented by Craig Williams. The

Boil Saturday, August 16th
If you need a getaway this weekend, and you, like
most of us, love corn on the cob, by all means head to
Silver Lake Beach in Laona.
Cook-Elfors Post commander, Lynn Liesch
promises that the food will be top-notch, and the corn will
be delicious. Extra corn will be sold at below cost to firstcome, first-served. There will be games with a drawing
around 5:00 p.m. for the big ticket raffles. The fun begins
at noon, this Saturday August 16th, and all are invited.
Roberts Lake Fisheree and
Corn Roast
The Roberts Lake Association 39th Annual
Fisheree & Corn Roast will be on Saturday, August 9th, 100
feet north of Wild Rose on Hamilton Drive, one block to
Krahn Ct. on Roberts Lake on Highway W.
The fishing hours are 7:00 a.m. until 4:00 p.m.,
with a trophy awarded for walleye, perch, crappie,
northern, bass and bluegill .
There will be 58 cash prizes, with the top prize of
$1,000. And, there will be brats, burgers and, of course,
corn.
4th Annual Benefit
for the Wabeno-laona
School Athletic Prog.
The Pour Haus Bar & Grill, Golden Eagle Pizza &
Kaster's Northside Homes is sponsoring the 4th Annual
fund raiser for the Wabeno-Laona School District
athletic program. Tickets are available here and other
select locations.
$10 for one or $50 for 6 tickets gets you a chance
for this motorcycle, a flat screen TV, leather riding chaps
and other miscellaneous prizes.
The drawing will be held on August 23rd, 2014
after a 100 mile scenic ride through the Northwoods of
Wisconsin. Motorcycles and cars, both, are
invited to join on the ride. A $15 fee per vehicle & $5 per
additional rider will go directly to the school district as well.
Those participating will enjoy live music by the Sobieski
Outlaws Band and a cook out at the end
of the ride, compliments of the organizers and their
vendors. Paddle wheel raffle will also be happening during
the evening hours.
In the past three years, the organizers of this
event have raised over $7300 that was handed over to the
Wabeno-Laona School District ear-marked to
purchased desperately needed equipment for the athletic
program.

Raceway welcomes the W.E. Rock
Dirt Riot series to the Big House,
August 8-10
Crandon International Off-Road Raceway’s big
summer of 2014 just got a whole lot wilder as the world’s
premier short course off-road facility has added another
weekend (Aug. 8-10) of extreme powersports action with
W.E. ROCK’s (World Extreme Rock Crawling
Championship) Dirt Riot Series joining the stars of
Midwest Off-Road Racers (MORR/TORC Series
Sportsman Truck and Buggy Division) and the world of the
side-by-side high horsepower blower & injected mud drag
racers for one MASSIVE weekend of racing action at the
Big House!
Central to the theme of the Aug. 8-10 event will be
Crandon Raceway’s new off-road “Playground,” a 70-acre
4x4 designated area located on the famed raceway’s
grounds that features a natural stadium-style setting back
behind the legendary race course, dotted with numerous
massive boulder climbing and crawling obstacle sections
for the Pro Ultra 4-style vehicles, along with a de-tuned
course where the amateur weekend warriors can give the
sport of rock crawling a shot.
And it’s here that the W.E. ROCK Dirt Riot Series
will open the weekend’s competition, with a grassroots
endurance contest featuring the top amateur rock
crawlers from W.E. ROCK’s Mid-States Series in three trail
classes (Unlimited Buggies, Modified & Stock Trail Rigs),
along with a popular UTV class.
“Everyone at Crandon is geared up to try out our
new Playground 4x4 off-road terrain park with these rock
crawlers from W.E. ROCK’s Dirt Riot Series,” said Cliff
Flannery, President of Crandon Raceway. “We’ve worked
hard to get the Playground ready for an event like this, and
look forward to the Mid-States Dirt Riot Series opening the
door for this new type of off-road competition here at
Crandon.”
Depending on the facility, W.E. ROCK Dirt Riot
Series race courses are four to eight miles of rugged
terrain where you’ll find various obstacles of rock,
concrete and wood, high-speed sections, natural climbing
sections, trees and frame/body-twisting sections. The
Crandon event, which will have the Dirt Riot vehicles
running on the short course race track as well as in the
Playground, is the final event of a three-event series that
includes similar events in Pennsylvania and Kentucky.
“Everyone at W.E. ROCK and the Dirt Riot Series
are pumped to open new courses and introduce new
spectators and new competitors to our style of off-road
racing,” added W.E. Rock Events founder Rich Klein.
“Crandon is a legendary facility with roots dug deep in the
sport of off-road. Our Dirt Riot Series competitors were
beyond thrilled when we told them of our partnership with
Crandon Raceway for 2014 and beyond. So expect a big
turnout at Crandon this August 8-10th and be ready to

Ashbeck's One Stop now
open in Wabeno
Kaitlyn and Abigail Ashbeck are pleased to
announce the opening of Ashbeck's One Stop in Wabeno.
Ashbeck's One Stop has a little bit of everything
for their customers. They have specialty frozen and fresh
meat and cheeses, tubs of ice cream and they are bringing
in groceries. There is a farmers market in front of the store
and the Ashbecks said that they are looking for more
vendors to sell their homegrown fruit and vegetables.
They offer bait and tackle and will have the ability to sell
hunting and fishing licences in the future. Ashbeck's One
Stop does accept debit and credit cards for purchases.
If you are in need of groceries or other goodies
and can not make it to the store, there is a delivery service
available to Wabeno and the immediate surrounding area.

Citizen-based monitoring for
invasive species
The Wild Rivers Invasive Species Coalition
(WRISC) will receive $4,922.50 from the Wisconsin
Department of Natural Resources to help monitor invasive
plants in northeastern Wisconsin. Their “Adopt a Spot”
project was among 22 projects selected for assistance by
the Department’s 2014-15 Citizen-based Monitoring
Partnership Program. Continued on page 05

to be held Saturday, Aug. 9
Everyone is invited to come and enjoy the
Argonne Fire Department's annual Family Fun Day on
Saturday, Aug. 9.
The ever-popular parade will take place at 11
a.m. with line-up at the pavilion at 10:30 a.m. There is a
prize for the best float.
Food and beverages will be served all day, as will
paddle wheels and raffles. And be sure to sign up for a
chance to win Packer tickets.
Children's games begin at 1 p.m. and will once
again feature the greased pig event.
Music will be provided by The Mullins Boys.

Nicolet Players’ "The Game’s Afoot"

A murder mystery filled with hilarity is next up for the Nicolet Players and anyone
interested in being a part of the production filled with mischievous tomfoolery is invited to
attend an audition at 7 p.m., Monday, Sept. 15, and Tuesday, September 16.
The Game’s Afoot is set in 1936 and centers around Broadway star William
Gillette, admired the world over for his leading role in the play Sherlock Holmes. He’s
invited his fellow cast-members to his Connecticut castle for a weekend of revelry. But
when one of the guests is stabbed to death, the festivities in this isolated house of tricks
and mirrors quickly turn dangerous. Then it’s up to Gillette himself, as he assumes the
persona of his beloved Holmes, to track down the killer before the next victim.
“This is the perfect play for anyone who has little or no acting experience and
has always wanted to be in a play,” said Jim Nuttall, Nicolet College Theatre director. “It’s
brilliantly written, which makes it great for first-time actors, and the storyline is hilarious
which makes rehearsals a whole lot of fun.”
There are roles for three men and five women ranging in age from the late teens
to early 70s.
“Auditions are open to everyone,” Nuttall explained. “You do not need to be a
Nicolet student. All you need is enthusiasm and the desire to be in a highly entertaining
production.”
All auditions will be held in the Nicolet College Theatre in the Learning
Resources Center. The campus is located one mile south of the city just off of Hwy. G.
Scripts are available for three-day check-out from the Nicolet College Library.

Crandon Lions make donations
to local charities
Kara Mills and Linda Duff accept the food donation
from the Crandon Lions Club
The Crandon Lions Club Went shopping at Schaefer’s IGA on Monday, August
4th. The purpose of the shopping trip was to help fill up the Forest County Food Pantry
located in the lower level of the Newcap building in Crandon. $500.00 in food was
donated. The Crandon Lions Club also presented a check to the New Hope Food Pantry
and New Hope Shelter in the amount of $1500.00.
The Lions Club also donated to the Relay For Life and Ties That Bind Us to help
local people fight against cancer. 100 percent of money raised by Lions Clubs go back to
the communities in which they serve.

Under the Adopt a Spot program, WRISC has
started looking for local citizens and groups (clubs,
volunteer groups, schools) to adopt spots in Forest,
Florence, and Marinette counties to monitor for invasive
plants. The WRISC coordinator will work with citizens
and groups to find a park, trail, or other spot near them to
adopt. Then WRISC will conduct a training on site where
volunteers will learn how to identify and map invasives.
After a site is mapped, volunteers will also have the option
of hosting a control workday with WRISC to remove any
invasive plants.

“We’re very pleased with the interest, variety and
quality of projects proposed,” said Owen Boyle, who
coordinates the Citizen-based Monitoring Program for
DNR. “Those receiving awards will contribute valuable
information about Wisconsin’s natural resources,
support many DNR initiatives, and will help stretch state
dollars further.”
Through the Citizen-based Monitoring
Partnership Program, the DNR works with community
and school groups, conservation organizations and other
agencies to gather critical information on plants, animals,
water and other natural resources. Projects are selected
through a competitive review process with projects
eligible to receive up to $5,000 in funding per year.
Since it started in 2004, the Partnership Program
has helped fund 219 high priority natural resource
monitoring projects statewide.
survey showed that 27.5% is aspen stands that were cut in
recent years. Red Pine makes up 26.3%, and again, the
stands were cut closely in recent years. Swamp Conifer
makes up 12.2%, and non-productive land makes up 19%
of the land in question, and that includes lowland brush
and river corridors. The swamp conifer, which isn't
considered harvestable timber lands and the nonproductive equal about 31.2% of the land desired by
WORVPI for the ORV park.
Joe Schwantes talked about Statute 28, which
deals with state regulations governing the use of county
forests. One of the main thrusts of his talk was that, by law,
county forests are to be managed for ".....optimum
production of forest products together with recreational
opportunities, wildlife, watershed protection and
stabilization of stream flow, giving full recognition to the
concept of multiple-use to assure maximum public
benefits; to protect the public rights, interests and
investments in such lands; and compensate the counties
for the public uses, benefits and privileges these lands
provide; all in a manner which will provide a reasonable
revenue to the towns in which such lands lie."
The above is from the first paragraph of 28.11
Administration of County Forests, and long list of other
regulations follow, including a paragraph stating that the
county can register lands under a "special use"
classification, which is the section that WORVPI wants to
use for acquiring a park on county forest lands.
It came out at this meeting that Forest County and
every other of the 29 counties with county forest have to
have on file with the state, a 15-year comprehensive plan
on what they intend to do on their forests. Because there is
nothing in the Forest County plan for a use like an off-road
park on county lands, the Forest County plan would have
to be amended to include this activity. We are in about the
fifth year of our plan, and to amend the plan might take a
year by the time all of the language is worked out and the
changes approved by the full county board. Then, the
DNR board that governs these matters would also have to
approve the amended plan, and this would be to keep the
plan consistent with state statute.
As Schwantes pointed out, no other county has a
motorized vehicle park, so the DNR would need very
specific detail on how the ground would be treated in the
proposed park.
Jane Severt added that a private enterprise can't
profit by doing an activity on county forest land. She used
an example of a man operating a riding stable on his land
and charging customers to ride his horses. His trails,
however, were mostly on county forest lands, and he was
stopped from using these lands and went out of business.
That doesn't mean that a horse owner can't use county
forests to ride their horse, but it does mean that you can't
profit from letting somebody else ride your horse on
county forest land. This also doesn't mean that a private
entity can't make a profit doing work for the county on
these lands or to make a profit from a timber sale.
Supervisor Lemaster asked if loggers had to
comply with the same environmental standards as other
activities, and the answer was given by Severt that logging
regulations are specific to the contract and don't have the
same regulations as trails. She pointed out that trails on
county forest lands have to meet different standards using
storm water runoff permits as an example. Ziolkowski
pointed out that there are cutting standards that do affect
logging operations, even if they are different.
Severt pointed out that what happens here on the
issue of land use on county forests has an effect on the
other 28 county forests, as all are held to the same
standards.
The next part of the discussion was on the
Knowles-Nelson Stewardship program, from which
WORVPI hopes to get a grant. As this 3.5 hour meeting
progressed, it was at this point that the discussion started
to heat up.
As pointed out in previous articles, Forest County
and the Forest County Forestry Department, under the
direction of Dave Ziolkowski, has been very successful in
raising our county forest acreage by about 32% using DNR
project loans and stewardship grants. The grants cover
half the costs of the land, so a $1,000 per acre purchase
can actually only cost county residents $500 per acre. The
DNR project loan is then paid back to the state with 20% of
the county's timber revenue on an annual basis. For
example, if the county sells $500,000 in timber one year, it
pays the state $100,000, if it sells none, the payment is
none.

Schwantes explained that the money allocated by
the state for stewardship projects can vary from year to
year. Filing dates are on May 1st and October 15th. If all of
the money isn't used, counties can jump in and ask for any
remaining for acquisition of forest lands. It came out at the
meeting that Ziolkowski and his department had been
successful twice using these remaining funds to buy land
for Forest County because they had done the work on the
purchase ahead of time and when the money was
available, they had a plan to submit.
A number of people in the audience and some
county board members said that they approved strongly of
the work done by the forestry department and wanted
them to continue spending their time buying good
hardwood lands that will bring a monetary return to the
county in one to five years, in contrast to the proposed
park lands that have stands that will take as long as 35
years for a return. Nick Samz was adamant in praising the
work of the forestry department and a round of applause
was given for Ziolkowski and his staff.
Lemaster stated that WORVPI has to work with
the county and identify their proposed trails and other
improvements and Schwantes added that for application
for stewardship money, the location and types of trails
should be described now.
Schwantes said that the DNR would review any
amendments to the county plan, but also said; "I can't
imagine a trail system that wouldn't affect wetlands."
Supervisor Albrecht asked if stewardship lands
could be sold or traded.
Schwantes said that the land could not be
converted to another use without replacing the land and it
would have to be for a higher and better use and would
have to be a "win" for the state, not just the county.
So, roughly, the criteria for stewardship funding
on the possible park is to amend the plan and submit that
plan to the state. If they approve the plan, then submit the
idea for the off-road park and get a yes or no from the state.
At about this point, Lemaster moved to the last
agenda item, which was to ask the forestry committee to
make a motion to put the park idea to the public in the form
of a referendum. The motion would have to be approved
by the full county board at the next full meeting of the
board, and then, if approved, be on the ballot for the
November election.
This idea was opposed by Supervisor Lukas and
Supervisor Albrecht as being too early in the process for
the public to voice their opinion. County Corporate
Counsel Paul Payant said it was premature as well, and
said he didn't know what the county would vote on.
Supervisor Connor disagreed. He said that the
engineering costs and the responsibility for the
preliminary work rested with WORVPI, not the county
taxpayer, and he pointed out that they had not shown up at
the meeting.
Connor pointed out that the current
timberland program has been successful, and he didn't
think it should be interrupted with work by the forestry
people on a project that was so incomplete. Others agreed
with Connor.
Lemaster countered Payant's argument saying
that this should be put in front of the people before the
county spent time and money on a project that might not
happen.
Supervisor Collins became vocal and stated that
she would like a referendum to determine the interest level
of the citizens of the county before time and money was
wasted on a project that might not be wanted. Supervisor
Chaney concurred and said he intended to "play it straight"
with his people on this project, and asked why we should
spend two more years on a project that might not be
wanted or could fail.
Ziolkowski interjected with talk of the money the
county would have to borrow on the project for the
campground and extreme park portion, and estimated that
the cost could exceed $1million and on up to $2 million.
A motion was made to send a motion to the full
county board for a referendum on the ORV park with the
language of the referendum to be composed later. The
motion was seconded and a chorus of "ayes" made the
motion legal.
It was a long meeting with many ideas flying and
an education on the workings of county forests and the
state Stewardship Fund. Whether or not the full board
decides to go with a referendum on the subject won't be
known until the full board meeting on August 19 at 7:00
p.m.

Lydia Black, daughter of Charlie Black of Pelican
Lake, will be among the candidates competing for the title
of Miss Teen Wisconsin at the 2014 State Pageant in
Steven Point.
The winner of the pageant will receive a $1,000
cash scholarship, a medallion of excellence, an award
plaque and sash.
Each candidate will be scored in six judging
categories, which are: scholastic record, achievement
and service, personal development, general awareness,
formal wear and interview.

Mortensen. Florence was

Edward Carlson who
preceded her in death on
June 17, 1995. She was also
preceded in death by
siblings, Kathryn, Martin,

She is survived by her children, Dorothy (Richard)
Rydberg of Shell Lake, Edward "Ronnie" Carlson of Santa
Rosa, CA, Diane (Bruce) Davenport of Spooner and
Eugene (Susan) Carlson of Crandon; her grandchildren,
Russell, RaeJean, Ryan, Brad, Eric, Carly, Ben, Dana,
Dawn and Danielle; her great grandchildren, Trevor,
Ashley, Brianna, Benjamin, Gage, Isabelle and Milan; her
siblings, Lillian Ullom of Shell Lake, William (Eunice)
Mortensen of Arizona, Margaret Jones of Somerset, MN,
Louise Schade of Circle Pines, MN, Frank Mortensen of
Sarona and Marvin (Josie) Mortensen of Shell Lake and
nieces, nephews and other relatives.
Funeral services were held at 11:00 AM Wednesday,
July 23, 2014 at Salem Lutheran Church, Shell Lake, WI
with Rev. Sue Odegard officiating. Burial of cremains was
in Shell Lake Cemetery. Pallbearers were Russell
Rydberg, Ryan Rydberg, Brad Carlson, Eric Carlson, Ben
Carlson, Trevor Rydberg, Frank Mortensen and Brian
Mortensen. Honorary pallbearers were Lillian Ullom,
Margaret Jones, Louise Schade, RaeJean Carlson, Dana
Davenport, Dawn Johnson, Carly Carlson and Danielle
Carlson.

Dear Editor –
I am writing this letter as President of Animal
Resource Fund. First, A.R.F appreciates all the loyal and
dedicated foster care individuals who have been kind
enough to take in an animal that had nowhere else to go.
We have been doing this for seven years now, and never
encountered a problem until now.
My understanding with all the area veterinarians
has been this: I call ahead to the vet’s office and tell
them we are okaying the office visit and exam of the animal
needing help. (This applies both to foster animals and
individually owned animals that we are helping). I give the
person’s name, phone number, and a briefing on the animal
needing medical attention. I inform them that the person
will be calling, setting up an appointment.
When the animal has been seen by the vet, I am
given a call back by the vet’s office with an explanation of
the situation and an estimate of cost of treatment. It is
usually testing, medication, etc; something we will be able
to afford. If the estimate turns out to be an amount beyond
our means, we offer to pay an amount we feel we can
manage, and work with the pet owner and the clinic to set
up payments to the clinic by the pet owner. Actually, I
believe this has happened only once, and we were able to
work it out. No animal has ever been left without help by
A.R.F.
I had no idea that any of the clinics were unaware
of the procedure we have always had in place. All
concerned parties now have a clear understanding.
No vet clinic will now accept a patient for A.R.F.
without first clearing it with A.R.F and been given the
approval for payment by A.R.F.
We work very, very hard to make the money to fund
these animal welfare programs, and feel both hurt and
disappointed when trust has been broken.

To all those who may own lake property in Forest
County, beware. I don't know when or how zoning laws
changed, but what happened on a lot adjoining ours on
Pine Lake could happen to you.
The owners of the lot have put up buildings which
take up at least 80% of the lot, as I see it, and are within 50
feet of the lake. It is an eyesore, and has significantly
reduced the value of the homes around
it. If you want to see what it looks like, go to 8808 W. Pine
Lake Rd. Hiles.
Be careful that this does not happen to you. Keep
aware of any building permits in your area. You will NOT be
notified.
You need to be proactive.

Smokey Bear turns 70 on August 9
MADISON - Smokey says he is ready for 70 more
years of preventing wildfires as the star of the nation's
longest-running public service advertising campaign.
Who knows Smokey Bear? An Ad Council survey says 97
percent of adults know Smokey Bear and 3 out of 4 adults
can recite (without hint or prompt) Smokey's most
powerful message: "Only You Can Prevent Wildfires."
So powerful is that message fire experts say
Smokey has helped reduce the number of acres lost every
year to wildfires from roughly 22 million in 1944 (when
Smokey started his campaign) to an average of 6.7 million
annually today. Yet, Smokey's message remains as
relevant today as 70 years ago because wildfire
prevention remains a critical issue and people are still the
number one cause of forest fires. Plus, as Smokey's
birthday candles are being prepared, wildfire crews are
working hard suppressing forest fires in the western
United States.
Wisconsin's Department of Natural Resources
recently sent a 20-person wildfire hand-crew of members
from various government agencies to Boise, Idaho, to
assist with the wildfire suppression efforts. Another 6person DNR hand-crew also is on its way to the state of
Oregon. They will become part of another 20-member
wildfire hand-crew to assist with fire-fighting efforts in
western states. Also, several single resources or
overhead positions have been mobilized this past
weekend to assist in the western fire situation.
"We are always prepared for the weather to take a
turn for the worst, but if we do not find ourselves in a
critical fire situation at home, we most certainly are willing
to send resources to areas of the country in need," DNR
Wildfire Prevention Specialist Catherine Koele says. "This
is a two-way street. We send help to other states when
requested. And, if we are facing needs in times of
emergencies, we also will get that extra assistance in
return."
Wisconsin's peak fire season typically occurs in
the spring shortly after the snow-cover disappears. This
also is the time landowners are outside conducting
property clean-up and choosing to burn ground materials
instead of composting or recycling.
"Many people think that lightening starts most
wildfires. In fact, 9 out of 10 wildfires nationwide are
started by humans," Koele said. "Wildfires sparked by
humans in Wisconsin are most commonly caused by
debris or trash burning on windy days. The easiest way to
prevent these fires is to simply obtain a burn permit and
follow the rules."
Other common wildfire causes include:
campfires left unattended; disposing ashes from
woodstoves or fireplaces; and operating hot equipment in
dry grassy areas.
To commemorate Smokey's birthday, the DNR
will be hosting several events at state parks, state forests,
Wisconsin State Fair, DNR ranger stations and local fire
departments. In addition, many libraries are conducting
summer reading programs to help children understand
the differences between good fires and bad fires.
Smokey is giving out bear hugs online, using
#SmokeyBearHug. He's also directing fans to his website,
www.smokeybear.com, Facebook, YouTube, Instagram,
and Twitter for more information about wildfire prevention.

Substitute Teachers for the School District of Wabeno Area
The School District of Wabeno Area is hiring substitute teachers for the
2014-2015 school year. For the 2014-2015 school year, substitute teachers
shall be paid at the rate of $100.00 per day.
Applicants with a Department of Public Instruction, Sub-Teacher
license, and/or 5 year renewable teaching license will be given preference.
DPI Short Term Substitute Permits will be considered. If you are interested in

Bow hunter Education in the
Lakewood/Townsend Area
There will be a basic hunter education class
offered in the Lakewood/Townsend area.
Classes will be starting at the
Lakewood/Townsend Ambulance Building Thursday
August 21st at 6 :30 p.m. until 9:30 p.m. Friday, August 22,
6:00 pm. to 9:00 p.m. and Sat. August 23, 8:30 a.m. to 1:30
p.m. Students are required to attend all classes.
Basic Hunter-Ed classes will cover
responsibilities of hunters, firearm safety in the home and
afield, knowledge of firearms and hunting equipment,
wildlife identification and management, marksmanship
and outdoor skills.
The course will be limited to 20 people and preregistration is required. Please contact Bob Raasch at 715850-1370 for details, you may leave a message and your
call will be returned. Due to recent legislative decisions all
hunter education certificates are $10 (ten dollars) per
person per class.

Sunscreen 101
Every time your skin tans or burns, it is damaged. As the damage builds,
you speed up the agin of your skin and increase your risk for skin cancer.
Using sunscreen is the best way to protect your skin from sun rays. When
choosing a sunscreen, knowing some basics will help.
Sunscreens contain filtering substances that reflect or absorb UV rays.
Sunscreens generally use both organic and inorganic ingredients for better blocking.
Always use a broad-spectrum sunscreen. Broad spectrum blocks UVA and UVB rays.
The FDA recommends using suncreen with a minimum SPF of 15.
Dermatologists favor SPF 30 sunscreens, which provide slightly more protection.
Regardless, always apply sunscreen thoroughly and frequently when you're in the sun,
especially if you're swimming or sweating. Sunscreens can be labeled "water resistant" if
their labels instruct users to reapply after 40 or 80 minutes of swimming or sweating,
immediately after towel drying and at least every two hours.
Using sunscreen can reduce your risk of melanoma skin cancer. Only
broad-spectrum sunscreens with an SPF of 15 or higher can claim to reduce skin cancer
or prevent early skin damage.

WABENO—Volunteers gathered Saturday
morning July 19th to prepare the 1st phase of the
Boardwalk and Trail along the North Branch of the Oconto
River in downtown Wabeno. Several residents pulled tag
alder, pulled debris from the river and removed dead
foliage and trees to create viewing areas and boardwalks
along the barrier-free trail. Helping were John and Linda
Harter, Ralph and Kathy McHugh, Kevin Jameson, Bruce
Beck, Kaye Tallier, Biz McEwen, Mick Ashbeck, Larry
Rummel and Nicolet Sportsman’s Club members; Alan
Pichotta, Doug Piontek, Harlen Brooks Jr., Steve Brooks,
and Pat Harrison who spent their Saturday morning
readying the shoreline for the Boardwalk and Trail. A nod
to Aaron Nelson, Forest County DNR Fisheries Technician,
for his work and guidance on protecting fish habitat.
Blackwell Job Corps participants will begin
building the trail portion August 4th. After the trail is laid,
volunteers will be needed to construct the boardwalks and
build log benches along the trail. Donations of logs for sign
posts and benches will be sought in early August,
dimensions of which are still to be decided. If you are

The School District of Laona would like to

an informational meeting regarding the state of
the School District of Laona.
The district currently has a referendum to
exceed operating costs that is in place through

The Laona Town Board is requesting quotes for
garbage collection for the Town of Laona. The town
currently has weekly curbside pick-up for an estimated
730 homes. This includes seasonal residents, and
recyclables are brought to the Recycling Center in town.
All quotes must include a roll-off dumpster at
the Laona Municipal Building, Laona Community
Building, Laona Recycling Center, Silver Lake Beach
and a dumpster for furniture at the Laona Recycling
Center. These dumpsters must be emptied weekly and
the furniture dumpster as needed. The new garbage
collection contract will begin as of January 1, 2015 and
proof of insurance must be provided upon contract
approval.

Anterless deer tags available
Monday, August 18
MADISON - Bonus antlerless deer carcass tags
are available for purchase starting Monday, Aug. 18 at 10
a.m. Antlerless tags will be sold at a rate of one per person
per day. Sales will continue until sold out or until the 2014
deer hunting season ends.
A list of units and tags available can be found at
dnr.wi.gov.
Tags will be available for purchase through the
Online Licensing Center and at DNR licensing sales
locations.
Deer management unit boundaries have
changed as a result of an extensive two-year review of
Wisconsin's deer management program. Deer hunters are
encouraged to check the 2014 deer management unit
designations map and 2014 Wisconsin Deer Hunting
Regulations booklet for information regarding
management units.
To help hunters understand the antlerless tag
purchasing process, the department is hosting an online
bonus antlerless tags chat at noon on Tuesday, Aug. 12.
DNR regulations experts will be on hand to answer all tagrelated questions. For more information, visit dnr.wi.gov
and search keyword "chat."
In 2014, antlerless carcass tags will be available
in 55 county units. Each gun deer, archer and crossbow
hunting license will include one antlerless tag. This
antlerless tag will be valid in county units within the Central
Farmland and Southern Farmland zones.
Those who wish to harvest an additional
antlerless deer must purchase a unit and zone-specific
bonus antlerless deer carcass tag ($12 for residents, $5
for 10 and 11 year-olds, and $20 for adult non-residents).
These tags will be specific to public or private land hunters will need to be aware of which land type they plan
to hunt before purchasing an additional bonus antlerless
tag.
Nineteen county units, in whole or portion, have
been designated as buck only in 2014 to encourage herd
growth. Antlerless tags will not be available for purchase in
these units. However, qualified members of the U.S.
Armed Forces home on furlough or leave, Class A and C
disabled permit hunters, and youth hunters ages 10-17 will
be allowed to harvest an antlerless deer in buck only units.
Bonus tags for the Northern Forest and Central Forest
zones will be available for purchase starting Monday, Aug.
18 at 10 a.m. Tags for the Central Farmland Zone will be
available Aug. 19 at 10 a.m. Southern Farmland Zone tags
will be available Aug. 20 at 10 a.m. All remaining tags will
be available for purchase Aug. 21 at 10 a.m.
Those who purchase a 2014 deer hunting license
before Aug. 18 can expedite the tag purchasing process,
since hunters must obtain a deer hunting license before
they can purchase a bonus antlerless tag.
Remaining tag numbers are updated daily. If a
unit is not listed, no tags have been allotted for that unit in
2014. It is important to note that county units with low
numbers of available tags will likely sell out quickly.

Car-killed deer
assessments shed light on
deer nutritional condition
MADISON - Following a record-breaking harsh winter, a
statewide effort to assess the condition of car-killed deer is
helping researchers understand winter's impacts on
Wisconsin's deer herd. This information is in addition to
radio telemetry monitoring of deer over the last four years
has that has also provided insight into winter's impacts on
deer.
In general, deer populations in southern
Wisconsin came through the winter in better condition than
herds in the north, as indicated by fat stores, according to
car-killed deer assessments conducted by Department of
Natural Resources wildlife officials. This finding coincides
with field observations from DNR wildlife biologists
throughout the state and reports from the public.
This spring, 522 deer were sampled statewide
during a period when fat reserves were at their lowest point
of the year. Local wildlife biologists inspected and
gathered data from deer that were killed in vehicular
collisions to evaluate pregnancy rate and fat stores at
various points within the deer carcass, including the rump,
around the heart and kidneys and in the bone marrow.
"Last January, we heard a lot of concerns about
the potential winter impacts on the deer herd," said Dan
Storm, a DNR research ecologist. "From our radio-collared
deer studies, we've learned a lot about how winter impacts
our northern deer, but we didn't have similar projects in the
southern half of the state. Our research and wildlife staff
quickly put a plan in place to look at car-killed deer. This
was a very inexpensive and informative way for us to
monitor winter impacts on deer throughout the state."
Fat stores are a key indicator of nutritional condition as
deer rely on these reserves, accumulated during summer
and fall, to survive winter. Does with more fat are able to
provide better care to their newborns, which increases
survival and is important to herd growth rates - fawn
survival is closely linked to doe nutritional condition.
In the southern portion of the state, 40 percent of adult deer
sampled had rump fat, while rump fat was present in only
14 percent of adult deer sampled in the north. A greater
proportion of deer in the north had little or no organ fat, as
opposed to deer in the south. Similarly, bone marrow
condition was better in the south than the north, and adults
were more likely to have fatty marrow than juveniles in both
the north and south.
Regardless of where in the state deer in the study were
collected, the evaluations revealed that nearly all adult
does were pregnant. "Pregnancy rates among adult does
were greater than 90 percent across the state, even in the
northern forest," said Storm. "We wouldn't expect the
severe winter to impact this year's pregnancy rates,
because the deer became pregnant before winter began."
However, Storm did indicate that pregnancy rates of the
youngest deer will probably be impacted this coming fall.
While adult pregnancy rates did not differ between regions
of the state, pregnancy rates of juvenile deer approaching
their first birthday and the average number of fawns being
carried were found to be quite different from north to south
and between major habitat types throughout the state.
"The rate of adults carrying twins exceeded 60
percent in both the central and southern farmland zones,
while the rate of single fawns for these zones was
approximately 9 percent," said Storm. "In contrast, fewer
does in the northern forest zone were pregnant with twins
and many were carrying a single fawn."
Juvenile does (under one year old) exhibited
much lower pregnancy rates than adult does. Less than 10
percent of juveniles in the northern forest and nearly 20
percent in the central farmland zone were pregnant.
Differences in litter size between the farmland and forest
zones likely reflected differences in habitat productivity
and the late spring experienced in 2013 in the Northern
Forest Zone. A late spring limits the food supply available
to deer, which in turn limits the amount of resources deer
can use to create offspring.

Stovewood Daze another great
day with friends & families

A trip to Jennings for Stovewood Daze is always worth the ride. This event isn't a
wild and raucous time, but it is a pleasant trip to yesteryear, a great time to meet old friends
and a time to contemplate the lives of the pioneer families who came north to find a better life
and built places like the Mecikalski Stovewood Buildings and communities in the woods like
Jennings. And, I haven't forgotten the great food served at this event. Chef Donnie Sparks
does a great job roasting a pig, and this year, he did two, just to make sure they didn't run out
of grub. It is delicious, and so are the offerings at the bake sale.
A moonshine still was discovered in the woods behind the building. It was obviously
built close to the saloons so there wouldn't be a transportation problem. Randy Robison and
Dave Bula were caught redhanded by numerous visitors to the event, so they explained how
corn was turned into a potent liquid that was used to "nourish" the loggers and farmers in the
area.
This is a great time to be an eavesdropper. It is enjoyable to listen to an older family
member with roots to Jennings and the sister town of Lennox point out the great grandfathers
and grandmothers to a member of the family that is a couple of generations younger, or talk of
events that happened when they were a kid in Jennings or the surrounding area.

he had to do was pump the piano and the roll did the rest.
