I. INTRODUCTION
Arnan Pratama Consultants is an independent organization of consultants in the field of Mechanical
and Electrical Engineering, founded in 1975 and became a limited liability corporation since Match
1980.
Since the beginning, Arnan Pratama Concultants has pursued and applied only the highest
engineering design standards to anticipate developer or user needs and propels our profession
forward.
Following the companies restructuring to cope with the regional economic crisis of 1997, Arnan
Pratama Concultants is now once again recognized as one of the country’s pre-eminent mechanical
and electrical consulting engineering firms.
Our rapidly growing team of now some 70 professionals provide a wide spectrum of specialization in
the mechanical and electrical design services, from Commercial Buildings to Hospital and Industrial
Plants.
For more than 35 years Arnan Pratama Consultants has successfully completed more than 250
prestigious projects throughout Indonesia, and we are proud to serve the nation as one of the leading
consultant in the field of mechanical and electrical installations.
As a consulting engineering firm, Arnan Pratama Consultants is in the possession of an operating
license issued by the Department of Public Works of the Republic of Indonesia, and is registered as
Technical Consultants at the Jakarta Municipal Authority, and is a registered member of INKINDO
(National Association of Indonesian Consultants).

IV. STAGES OF SERVICES
For the majority of our projects, the stages of services shall comprise of the following :
A. CONCEPTUAL & SCHEMATIC DESIGN STAGE
Conduct review and consultation with Client, Architect and other project participants
on the construction program, architectural conceptual plans and in general, the
program of requirements.
To initiate preliminary discussion with the Public Utility Companies (Electricity, Water,
Sewer, Gas, Telecomm, etc.) and Government Authorities on matters of principle in
connection with the design of the works.
To establish by comparison, analysis and selection, the most suitable and optimum
solution for all M&E system.
To make rough engineering calculations for each system to determine basic
estimated load requirements.
To prepare Conceptual and Schematic Design Drawings (single line plans, system
diagram, riser diagram, etc) and outline specification of all M&E system.
Provide preliminary information regarding M&E space / room requirements such as
size and locations of equipment room, shafts, chases and horizontal distribution
spaces.
To attend coordination meetings in Jakarta or elsewhere as directed by the Owner,
the Architector Project Manager.
B. DESIGN DEVELOPMENT STAGE
To establish the M&E design criteria and prepare complete engineering calculations.
Determination and confirmation of space / room required for the M&E services.
Provide information on weights of major pieces of M&E equipment to the Structural
Engineer.
To further develop the approved Conceptual and Schematic Design in commensurate
with the work progress of the Architect, Structural Engineer and other Consultants.
To liaise with Public Utility Companies to agree utility connections in regards to power,
drainage, gas, telephone and water services.
To attend coordination meetings in Jakarta or elsewhere as directed by the Owner, the
Architector Project Manager.

C. DETAIL DESIGN & TENDER DOCUMENT STAGE
To prepare the final working drawings detail design and specification of tender
documentation.
The Tender documentation to be prepared in maximum 3 to 4 M&E tender packages
consisting of :
- General Specification
- Technical Specification
- Tender Drawings
To sign for certification and submit the design documents to the relevant Authorities
(TPIB) for obtaining the necessary approvals and other related clearances.
To file submission documents and attend meetings with TPIB, provide clarification /
explanation and respond queries which may be raised by the TPIB Expert Team.
To do minor revision and to re-submit the drawings and documents should such
revisions be necessary duw to Authority’s mandatory requirements.
D. TENDERING PROCESS STAGE
To provide input to the Owner in the process of pre-qualification of M&E Contractors.
To assist the Tender Clarification meetings.
To assist in tender analysis and bid evaluation on technical matters only, including
clarification with Contractors and Suppliers, where required.
To make recommendations for Award of Contract, if required.
E. CONSTRUCTION STAGE (PERIODICAL OBSERVATION)
Perform periodical observation to assess general adherence to design intent and to
ensure that the works are proceeding in acceptance with the Tender Documents, on
an average one visit every month during the period of construction.
Provide assistance in solving design related problems, if required.
Witnessing commissioning work of completed systems or installations, performed by
the Contractor.
General checking of the quality of the Contractor’s work.
Assist the Owner in the Handling-Over process.
To complete the above mentioned scope of mechanical and electrical works Arnan
Pratama Consultants also provides the following supplementary services :
- project coordination and supervision, contract changes and budget
controlling.
- commissioning and maintenance supervision.
In addition to designing and supervising the installation works of building services,
Arnan Pratama Consultants also prepare complete surveys and reports on current
including its feasibility, rentability, calculated efficient, auditing and testing.
Arnan Pratama Consultants also offers assistance for installation’s operation, as well
as for revision and maintenance purposes.

V. BUILDING TEAM
THE RELATION CLIENT - BUILDING TEAM
In the event that a client plans to build a Hospital, a Factory, an Office Building, a Hotel or
other types of projects involving implicated systems of building services installations, the
implementation of specialized technical planning can not be visualized without external
assistance.
The client therefore contract the services of a consultant, who will form a building team
comprising an architect, a structural engineer, a technical consulting engineer, and a
specialist as adviser.
Such a building team under the consultant’s leadership will perform the multi-disciplined
operations of planning and designing the project, and will control its realization by one or
more building contractors.
The members of a building team are not chosen merely for their technical capabilities, but
also because the client may trust them to act in the client’s interest exactly as he himself
would proceed, provided he had sufficient time and the specialized know-how.
It is important that the members of a building team be elected at the earliest stage possible,
in order for the client to be able to make full use of their services and to maintain a close
collaboration between the building team and client throughout the duration of the project.
THE TASKS AS CONSULTING ENGINEERS
The first task that Arnan Pratama Consultants performs after the forming of a building team
is to assist the client in defining his requirements regarding the installation systems most
suited to his particular needs and budget. During this stage Arnan Pratama Consultrants will
prepare a technical and economical study of the relevant alternatives and assist the client
in evaluating those alternatives, thereby determining ( in close cooperation with the other
members of the team ) the ensuing consequences for the architectural and structural
aspects of the building.
Once the most appropriate installation systems have been determined, the second phase
commences. In order to render the design into a complete package, the second phase will
involve detailed designing, technical activities such as planning, calculations, preparation of
specifications, plus labor and material costing.
Subsequently, by inviting and evaluating the competitive tenders from contractors, the final
costs are checked in order to make sure that a building contract is made to the satisfaction
of both the client as well as the contractor involved.
Arnan Pratama Consultant’s third task involves the supervision and quality controlling of
installation work during construction as well as controlling the progress according to the set
time schedule and budgets.
Upon completion of the construction works, all installations are thoroughly checked and
tested for proper functioning after which it is then ascertained whether the contractor has
fulfilled all its obligations prior to the handing over of the project to the client.

PROFESSIONAL LIABILITY
In order to perform our task as aconsulting engineering firm with optimal result to the
satisfaction of the client, Arnan Pratama Consultants has a qualified staff of technical
professionals and an efficient internal organize enabling our firm to be kept informed of the
latest developments in each specific field of professional disciplines.
The contractual liability towards the client is legally vested in the “FIDIC” regulations of the
Federation Internationale des Ingenieurss - Conseils.
These regulation also apply to members of “INKINDO” the Association of Indonesian
Consultants.
REMUNERATION
The schedule of fees for the services of the consultant is also laid down in the above
mentioned “FIDIC” regulations, which stipulate that a consulting engineer receives payment
from one party only, the client.
According to these “FIDIC” regulations, the fee of the consultant may be calculated on the
basis of time spent on an assignment, or on terms of a percentage of the cost of installations
plus a compensation for work performed by his staff members.
If so desired, we may also make a deal with the client to the effect that our fee is calculated
as an all-in percentage of the total cost of the building with its installations.
