board the respective vessels of the Royal Yacht Club of Victoria accordingly.

From the Commodore
As I sit down to write this report I reflect back on a
busy and challenging year. Firstly, I would like to
take this opportunity to thank the Manager and staff
for their service and dedication over the past 12
months. I would also like to thank all the volunteers
who put their hands up over the past 12 months,
helping out both on water and land, without your
help the club would not function, thank you!
We kicked off the year with the Special General
Meeting to consider the Slipway replacement
options. This was a very contentious subject with a
number of club members. After much discussion the
club members made the decision to move forward
with the platform lift construction. After much work
around the design, and specification of an
appropriate contract, construction started a couple of
weeks ago and we are looking at an anticipated
completion date in November 2013. I would like to
thank the members involved in the project for their
diligence and the significant time that went into
getting the project off the ground; I deeply appreciate
your support and commitment.
The Lipton Cup was run in November with an
increased fleet year on year, the weather gods were
much more in synch with our requirements and the
regatta was a great success. The planning is well
under way for this year’s event and I encourage all
members to be part of the biggest regatta we run
each year. I also wish to thank Williamstown SC for
their involvement in this event.
During the year we were awarded the right to run the
IFDS Disabled Sailing World Championships in
2015. The State Government of Victoria has
committed a $100,000 grant to support the event
and planning is well underway, including our race
officer working this year’s event in Kinsale, Ireland.
We have a commitment for a further $30,000 from
the Hobsons Bay City Council and will be looking to
raise a further $100,000 through other means over
the next 18 months.
The Christmas Cruise is an event that is gaining
traction among club members. This year we had 4
boats entered, but due to inclement weather over the
tour period only one boat made it out the heads as
part of the organised event. Sandy Doull and his
crew, accompanied by David LeRoy, enjoyed the trip
down to Apollo Bay. The tour will be run again this
year, find out all about it on the club website.
Of course, we again hosted the Association Cup late
in the 2012/13 season. As usual it was a very close
fought affair and as Commodore I was extremely
relieved at the result where we won with a race to
spare. Congratulations to the competitors for a great
effort.
From a financial result the club has had another
good year. The General Committee has been looking
closely at components of the clubs operations in an
effort to ensure we are on a sound footing as we
move forward with the major projects we have in
hand. The surplus this year will be a little over
$100,000 which sets us up for a good year in 2014.
At the recent presentation night I had the privilege of
having Paul Roberts and Martin Vaughan as my
guests of honour, Paul and Martin on Cadibarra 8
and Laurie Ford and his son Tim, on Spirit of
Downunder competed in the Melbourne to Osaka 2
handed race. It was a very interesting evening
hearing the amount of planning, effort and
endurance required just to get to the start let alone
finish it with the outstanding results both yachts
achieved. I am extremely proud of both crews and
their achievements, and the way they represented
the club.
At the presentation night I announced a couple of
initiatives which excite me immensely. One year ago
the club was approached by a benefactor interested
in making a significant bequest to the club in memory
of his Father to support a redevelopment of the Club
House.
I take this opportunity to thank him
graciously for his commitment to the club. At this
stage the benefactor wishes to remain anonymous
and General Committee is respecting his wishes. We
have commenced a fund raising effort via See
Change to raise the additional $2 Million required to
commence the building works in 2015. Further
information is available on the club website.
I also announced that the club has been approached
to support a bid for the 2016 America’s Cup. The
club has a deep history in this event being the
Challenger of Record for the 1983 event that was
eventually won by Australia II. The club is supporting
this initiative which is still in the process of raising
seeding funds to kick the challenge process off.
From the Commodore
Some of you may be aware that this year is the 30th
Anniversary of the 1983 America’s cup. Many of our
current and past club members were closely
involved in the challenge and we will be holding a
celebratory dinner on Friday 27th September to
recognise and celebrate that event.
During the second week of September the Club will
be jointly hosting, along with Tall Ships Victoria and
Seaworks, the Tall Ships visit to Melbourne. There
will be 12 tall ships moored in the Williamstown area
including a number at the club facilities. This will be
a very exciting visit for all yachties and I am looking
forward to it with great anticipation. We are also
hosting the Cadet Nationals at the club in January
2014 and I am looking forward to seeing our youth
members out competing on Hobsons Bay in this very
competitive class.
On October 12, at the MCG, the club will be
celebrating its 160th Anniversary. Royals is the
oldest yacht club in the southern hemisphere and
predates many of the institutions in Victoria that
govern our great state. If you haven’t booked, please
do so soon as it is filling fast.
Finally, the key focus for the club for the next 12
months will be getting the new Marina under way.
We have started the process with the State
Government to get approval for a 65 year lease over
both land and water to ensure we have tenure
before we make this significant investment. We
expect that lease to be granted within the next year,
during which time we will continue with the marina
design, funding arrangements and contract details
so that once the 65 lease is granted we can move
forward quickly to the construction phase.
I would like to wish you all a great season for
2013/2014 and look forward to seeing you on the
water, often.

Another successful summer sailing season has
concluded and it is always pleasing to see Club
boats performing well across a wide range of
events. The Rolex Sydney to Hobart race was a big
boat benefit and Shogun IV finished a creditable
ninth overall. Of course it wouldn’t be a Sydney to
Hobart race without a boat named Chutzpah on the
entry list and Bruce Taylor did complete his 32nd
journey south but unfortunately finished well out of
the placing’s. I would like to take this opportunity to
note the fantastic achievements of Gavin Gourley
and Peter Fletcher who have both completed
twenty-five Sydney to Hobart’s and James
Permezel who has notched up twenty-three.
The races from Melbourne to Tasmania also saw
impressive results from Déjà Vu who took out the
AMS category in the Melbourne to Hobart
Eastcoaster as well as second on performance
handicap. The Westcoaster saw much tougher
conditions, which resulted in retirements for Alien
and Afrayed Knot and a second place for Lawrie
Ford’s Spirit of Downunder on performance
handicap. The performance of Paul Roberts and
Martin Vaughan, sailing Cadibarra 8 two handed,
was exceptional as they finished second over the
line only fifteen minutes astern of a fully crewed
DK46!
Three Club boats participated in the 285-mile
coastal race from Launceston to Hobart. Penfold
Audi Sport profited from the south-westerly change
toward the end of the race and were crowned
overall race winners.
Following their successes in the Westcoaster,
Cadibarra 8 and Spirit of Downunder lined up for
the start of the 5,500 nautical mile Melbourne to
Osaka Race. After a month at sea, Cadibarra were
crowned IRC winners and Spirit of Downunder the
performance handicap winners. Congratulations to
Paul Roberts and Laurie Ford, their results are a
justifiable reward for the enormous effort that it
takes to get to the finish of this race.
Last year’s annual meeting coincided with the first
day of Audi Hamilton Island Race Week. Shogun V
and Penfold Audi Sport both returned from the
regatta as runners up in their divisions of the IRC
Australian Championship, Rob Hanna's crew
missing out on the win by only one point. Shogun V
went one better at the next running of the event,
held in conjunction with the Festival of Sails in
Geelong, this time winning the title on a count
back.
The winner of this year’s George Low trophy for
Club Champion boat after racking up wins at the
Lipton Cup Regatta, Festival of Sails, the Club
Marine Series, the Victorian IRC and AMS State
Championships as well as winning the AMS
category in the Association Cup was Executive
Decision. Congratulations to them for setting an
amazing record in inshore racing this season.
At the popular Festival of Sails regatta the Club
came away with deserved winners in AMS Division
1 – Swordfish Trombone, PHD Division 1 –
Swordfish Trombone, AMS Division 2 – Top Gun
and the Classic Yachts – Martini.
The Association Cup was keenly contested and I’m
pleased to report that the Club retained the title of
Champion Club. Special thanks go to the owners
and crew of Shogun V, Chutzpah 38, and Top Gun
who made up the winning team in the IRC division
and Swordfish Trombone, Executive Decision and
Toecutter who won the AMS division.
The Club continues to enjoy a reputation for
providing excellent race management and that is
mainly due to the efforts of volunteers such as
Sally Markham, Denis Spinley, Tim Wagland, Tom
Le Roy and David Wallace who assist our Race
Director David Le Roy.
From the Club Captain
The Club is becoming concerned that the Club is
being used as cheap storage for un-used boats and in
response the Sailing Committee has developed a
points based system to determine whether or not
boats are inactive. Members at previous annual and
half
yearly
meetings
have
indicated
their
dissatisfaction with unused boats taking up marina
space and this system will allow us to more effectively
determine whether boats are active or not. The Club
By-Laws include the option to charge inactive boats
175% of the marina fee, with the intention to make it
financially unviable to leave a boat inactive.
Apart from denying an active new member a marina
pen, the inactive boats do not bring any crew
members into the Club and they do not pay any race
entry fees. In combination with the points based
member activity scheme we also intend to introduce a
race entry fee model where every boat on the Club
register pays a monthly activity fee that entitles them
to participate in at least one Club event during the
month. More actively used boats will pay a higher
monthly fee that will entitle them to participate in more
events. The intent of this scheme is to ensure that
every boat on the register contributes towards the
running of the Club’s sailing activities and to reduce
the entry fee costs to the most actively used boats.
Looking forward to the coming summer, the Club, in
partnership with our neighbours HBYC and RMYS is
offering a mix of fixed marks races, passage races
and windward/leeward courses. To offer boats that are
not suited to racing an opportunity to meet the activity
requirements indicated previously I have to thank
Andy Merlot for putting together a social sailing
schedule of eight events that we call S.S Rendezvous.
Some of these events are short trips up the Yarra
while others are orientated around special events
such as trips to Mornington Peninsula wineries or the
Queenscliff Music Festival. Whatever your sailing
aspirations the Club is offering a great range of events
to suit.

Sail Training and Development
It has been a good year for the Royals
Training Centre with almost 300 participants in
courses ranging from the ever-popular Tackers,
keelboat courses at various levels, powerboat
handling, diesel maintenance, crane operators and
marine radio courses. And that is not counting the
various school groups that have come through the
Training Centre.
Financially the Training Centre finished about $1500
in front of budget which is a big improvement on last
year’s figures. We are continuing to look at ways of
increasing revenue and broadening the courses
offered to attract all sailors and boat owners,
including new operator courses for the new Platform
Lift currently under construction... All the currently
advertised courses are listed on the RYCV website
under Royals Training Centre, and are drawing lots
of interest. If you are keen, check the website or get
in touch with Ian Fox.

Victoria Sailing Team in the International Cadet.
There was the usual well attended presentation
night held for the off the beach that is probably one
of the biggest event we hold at the club each year
except for Open Day.
Our senior off the beach sailors have been also
been very active with the number of lasers around
the club still multiplying and some very keen
keelboat racers getting their feet wet on Friday
evenings and Sundays. As the weather warms we
expect to see a large fleet of boats racing regularly
on Sundays. There is even a 29er in the rack, so we
hope to see more of those out sailing providing a
good pathway for those sailors coming out of
Cadets.
The key piece of infrastructure mentioned last year,
some additional dinghy storage space in a three
level storage facility, has been constructed and is in
use in the Cadet Area and Eastern Hardstand. The
committee is looking into some cost effective and
efficient ways of accessing the top level of the rack
to fully utilise it’s potential.

help from members by way of donations (which are
tax deductible through the Australian Sports
Foundation Sail Training Fund) to help that program
continue. So keep a look out for that.
The junior off the beach fleet had another good year
with many boats actively competing (see separate

The General Committee has agreed to our suggestion that
the Club propose to members the introduction of a
“members’ advance”. The advance will be debited to
members accounts and is redeemable during the year at the
dining room, bar and sail training. The advance will
encourage all to enjoy the Club’s amenities, promoting an
awareness of the value of membership thereby reducing
resignation rates.
Further details of this measure are for discussion at this
year’s Annual General Meeting.
Over the year in review the Membership Committee
has worked to protect and build our membership
base.
Our Recruitment strategy focusses on;
-impressing upon senior members the
obligation to ensure their crew have an
appropriate membership
-improving our value offering to retain
members
-seeking to make the introduction and
induction process for new members as a
friendly welcoming experience
-promoting sailing as a fun, healthy
recreation at all levels.
To this end we have
-conducted new member evenings
-participated in “Discover Sailing “as a
measure to attract new participants to our
sport.
-continued to review our membership
structure and make changes as necessary
(i.e. country member category)
Long serving Committee member Rod Alsop resigned after
distinguished service to members – thank you Rod.
We advertised for new Committee members and thank
those members who took the time to express an interest.
We have selected two new Committee members, Susan
Webber and Helen Devine – both of whom are enthusiastic
and raring to go- Welcome Susan and Helen.
Can I also thank Alex, Danielle, Peter and the office staff for
their assistance and the steady guidance of Past
Commodore Graeme West who provides a warm welcome
and rich Club history lesson to all new members.

During the Club’s financial year there were 78 candidates interviewed with those being elected comprising of 20 Seniors, 2 Family, 28
Sailing, 5 Intermediates, 10 Juniors, 1 Country and 12 Associates
Off The Beach (OTB)
In 2012/13, the Cadet fleet has been a little smaller.
Mostly around 10 (down from 14) boats out of a pool of
16 competitors. This has been more than compensated
by the increase in the overall OTB fleet, with up to 14
Lasers and a 125 coming out. We are looking forward
to the continuing growth of ‘Senior OTB’ as a pathway
to keep young sailors at the Club as they move on from
Cadets. There is now a 29er in the OTB rack and we
hope to see more as the season progresses.
There are still a few good boats for sale, and there will
be skippers looking for crew so please contact David
Johnson if you’re interested in getting a ride on a Cadet!
Progress on redevelopment of the facilities for OTB
Sailing at Royals has again not progressed very much
over the last year. I hope that Members will consider
this project to be of high priority since we are trying to
attract several high profile world events to the Club
(including the next Cadet Worlds to be held in
Australia), and desperately need to improve our
infrastructure.
Our major upcoming event is the 2013/14 Nationals,
which will be hosted by Royals. There is a committee
chaired by Fiona Prestedge which will pull together this
massive event. We are looking for volunteers and all
sorts of other support in the lead up to and during this
event. Dates are 27Dec to 04Jan so please consider
whether you can help at this time.
The big news this season was that the Cadet Nationals
and Worlds were held in Hobart over the Christmas /
New Year period. Two regattas back-to-back was a big
commitment for many families, with 9 boats competing
in the Nationals in a fleet of 65. No Royals boats
qualified for the Worlds – so, with a couple of changes,
9 boats competed in the parallel Promotional Worlds in
Off The Beach (OTB)
a fleet of 39. There were another 49 boats in the
Worlds, with competitors representing 8 countries. First
and second in the Worlds were two boats from the
Ukraine, but there were 3 Aussie boats in the top 10.
The conditions were tricky in Hobart for both
competitors and race management. There were over
30 starts in the Nationals for only 7 completed races –
mostly due to light and shifty conditions. It was
completely different in the Worlds where almost all
races were sailed in winds which exceeded 25 knots at
times.

to all the others who helped during the year. If you can
help out for a few hours now and again, please speak
to Fiona because (like so many things) – a few extra

OTB Chairman
Gavin Dagley has again delivered a great coaching
program this year. He has built on previous seasons
and also was 6th Fleet (State) Cadet coach for many
events. He competed at the Laser Masters in Hobart
and came every morning to the Cadet fleet before his
racing to provide a daily weather and strategy briefing
to all the Aussie competitors. I am very pleased that
Gavin is able to continue in this role into the 2013/14
season.
Thanks to Lucy Fowler and Harrison Croft for being
Junior OTB Captains for 2012/13. This year, the Junior
OTB Captains are Clare Olding and Louis Schofield.
The Junior Club Captains are elected by their peers
and I’d like to thank all the candidates who agreed to be
part of the election process..
This year Ben Wilson, Harrison Croft, William Orr, Tom
McConville, David Wilbraham and Eamon Zappia are
moving out of Cadets. I know of a couple of others also
considering moving to Senior OTB. I thank them for
their contributions over many years, and I hope to see
more of them in the Senior OTB fleet.
I know I say this every year, but I’d like to thank all the
parents who helped out running the cadets throughout
the season. Without parents involvement, we simply
couldn’t run the series. I can’t mention everyone but I
want to especially thank those who are there regularly.
We need at least 8 people on the water to run a race so
extra hands are always welcome.
A special mention for Naomi Wilbraham, who is
stepping down after 5 years of service looking after our

Off The Beach (OTB)
Results
This year, two boats again tussled for the top honours in
another very closely contested season. This time, however –
Louis and Max (to Jan13) / Pete (from Feb13) took the
honours overall on most occasions in Sidewinder for the first
half of the season and then in the new Jonathan L for the
remainder.
They won Overall Club Aggregate, Club
Championships, The Cup, Sheeba, Smart, Hillenaar, Arch
Cawthorne and Jan Trophies. Almost a complete clean sweep
– we haven’t seen this for some time! Gavin also gave these
guys his Coach’s award not only for effort during the coaching
program but also for excellence in applying this to their racing.
Harrison and James had another strong year in Hold On, and
came second in almost everything. They did win the
Commodore’s Trophy for the second year in a row. James has
bought Need for Speed so we are looking forward to seeing
him develop as a skipper. Harry has bought a 29er and I’m
sure others will follow his lead during the course of next
season. I’m expecting to see Ryan Croft driving Hold On next
year.
Third overall was Mike and Hamish in Bullant. They had a
great battle with Clarebuoyant all year but managed to keep
ahead just often enough. Hamish won the Phil Miller award
for Most Tenacious Crew.
Clare and Marlon wrapped up the year in fourth place in
Clarebuoyant. Solid work, and Clare awarded the Djemma
Trophy as best placed girl skipper.
This year, Callum P took over Mustang Sally from sister
Jacqui. He and Ryan Croft improved throughout the year and
got up to 5th overall. Cal takes out the Malcom Anderson best
1st year skipper award.
Callum G and Pat Mills in Swift improved every week. As
another first year skipper, Cal had a lot to learn at the start of
the season but steadily worked his way up the fleet, including a
2nd in the Commodore’s Trophy. They won the Aoma
(Handicap) Trophy and swept the pool in the fleet’s division 2
Gold and Digby Trophies and were selected for the Walker
Warner – Most Tenacious Boat (after Cal won the Phil Miller
the year before)
Pat and Ned also showed improvement in Consecutive, but
with just 3 drops in the series they missed too many races to
finish higher up. I’m sure they will continue to develop next
year.
Need for Speed had its last season with Will O and Tom. Both
finished up in Cadets after the Nationals. They had a 2 nd and a
3rd in two trophy races in the first half of the season. I hope
that we will see them in senior OTB soon.
Lucy is another experienced sailor who is transitioning to
Senior OTB. She and Wynn sailed Bridgewick Farm up to the
Nationals, with the best result a 3rd in the Sheeba Trophy.
Lucy was a regular in the Laser fleet in the second half of the
season and I’ve got a bit more to say about Wynn further down
the list….
Xciten didn’t get enough finishes on the board to place further
up. I heard a rumour that Ryan Campbell might be crewing in
a 29er next year so it will be good to see him there in the
senior OTB fleet. I haven’t hear whether Xciten will be on the
water in preparation for the National but I’ve got my fingers
crossed that it will. Eamon has finished up in Cadets after
several years of crewing. I hope we will see him down at the
Club in future as well.
In the second half of the season, Wynn took over the job of
steering Sidewinder. He had a few different crews but Will J
was in there with him several times. Sidewinder has been out
on the water at every opportunity and the Cadet Mothers have
awarded him their Encouragement Award.
Jordan and Maddie took Graffiti out a few times this season.
With perseverance, there will be improvement – and I hope
that they will come back for another shot at it in the near
future.
Maddie also sailed a few times with Josh. Josh was lucky
enough to have access to Magician early in the season while it
was ‘on the market’. Unfortunately for Josh (but fortunately
for the Scalia’s) it was sold and then Josh had no choice but to
make do with Polaris. I would love to see Josh have a go in a
Laser soon – it would suit him well.
It was great to see Asterix back on the water again this year.
Mac and Ned had a great time and steadily improved, but did
miss quite a few races. They will be further up the list next
year.
David and Luke had their second year in Foxy Lady.
Unfortunately they didn’t get out very often this year and this
has been reflected in the overall results. David has finished his
time in Cadets but hopefully we will still see him around the
Club when he is in town.
Ben is another sailor who has moved on to Senior OTB and
also some Bluebird racing. He only got out a couple of times
in Sailmaker but was often out on a Laser
After several seasons crewing with Louis, Max and bother
Charlie bought Magician in the middle of the year and showed
some promise on the water in the races that they sailed. They
have now moved interstate so we hope that they will find some
sailing on the river Swan to keep them occupied. Thanks to
the Knell family for their involvement and support over the
years. Another bit of good news for the Knells and us is that
Magician has found a new owner in the club
Stealth was regularly on the water in the lead up to the
Nationals with Ashleigh and Ryan Z. They had other
commitments in the second half of the season but had the boat
back in the water for Wintersail. I’m sure we’ll see more of
them next year.
Phoebe had a most of a season off after a year of crewing but
now she’s back with brother Zach. They took out Dangald a
few times to test the water and they will be back next year in
their own boat. Looking forward to it.
Senior Off The Beach
Season 2012-2013 signaled the establishment of a
senior element to the OTB section of our club. A
steady build up of the laser class has seen the
senior section out numbering the mighty cadet
class. This is the first time since the late sixties and
early seventies when our club boasted a large OTB
section involving many of our current senior club
members. This shows how important this pathway
can be in the retaining of junior through to senior
club membership.
We have at the moment Pipi Miller, Jacqui
Prestedge, Brodie Roberts, Ben Wilson, Lucy
Fowler, Hannah Purcell, Ruby Altermatt, Aimee
Altermatt, Sera Wallace, Kate Wallace and Jack
Fowler, fresh out of cadets and sailing lasers, 125s
and 29ers. Also back and competing in dinghies
are the group from the late 90s and early 2000s
cadets those being Connor & Reagan Burdon-Bear,
Elizabeth Johnston, Josh White and the golden
oldies Chinna Black, Tom Fowler, Gary Prestedge,
Peter Roberts, Troy Croft, David Johnson and Paul
O’Driscoll. A member of interest for the club is Mark
Smallwood being the first senior member joining
specifically for OTB sailing only.
The program also included Friday night sailing on a
short course around the marina as an invitation for
members to find their old form and have a laugh
followed by a quiet sip, participants included Club
Captain David Ellis, Dave Allen, David Le Roy and
Ryan Blackstock (HBYC Commodore). As we can
see almost 30 club members took part in the
intermediate and senior OTB last season along with
the club running the Sharpie Victorian Titles and
hosting International 14s and 29er promotion days it
was a successful season to look back on.
Season 2013-2014 promises to be just as busy with
the addition of a regular 29er fleet starting, more
lasers and new events for both classes in the
planning.

Marina Task Force
Development Committee
The Marina Task Force, chaired by General Manager Alex
McGillivray, has continued with the planning and approvals
process for the new marina. We feel this project is now gaining
some momentum despite the lengthy approvals process.
The General Committee has adopted a new Charter for the
Development Committee, expanding its role to include the
responsibility for the delivery of club projects. The previous
Charter required the Committee to
By way of background, our Club had received approval of the
location of the ‘foot print’ for our new marina and this area had
been formally surveyed. Members will recall from earlier reports
that it will include an area on its eastern side, adjacent to the
sea plane base, for the Club to place pontoons for use by the off
the beach sailors, plus extensions to the West and North of the
current marina. Depending on the final layout and boat lengths
accommodated, the new marina will result in a 50% increase in
the capacity of wet berthing.

Prepare a rolling strategic plan for the RYCV for
presentation at each Half Yearly and Annual General
Meeting.

Publish the Strategic Plan as updated.

Ensure that substantial issues and projects relating to
the longer term development of the club are developed
to a conceptual stage for consideration by the General
Committee and the members.
The submission to Parks Victoria for our new lease over both
land and sea bed has been finalised and we are currently
waiting on advice regarding the next phase which involves
Ministerial approval and the completion of a period of display of
the details of the proposed sixty-five year lease in both houses
of Parliament. The anticipated completion of this process is May
next year.
With the assistance of our local members of parliament,
members of the Task Force were able to meet with two
Government Ministers, their advisers and three department
heads. Our project was well received and it was confirmed that
we will have access to the spoil ground for contaminated
materials in Port Phillip although the terms and cost require
further clarification.
Other approvals are also being progressed. For example, we
have had to apply for approval under the Environmental
Protection and Bio-Diversity Conservation Act which enables
the Federal Government to place control over conservation
matters which would otherwise be the sole responsibility of the
States.
Further planning in respect of matters such as the layout and
composition of marina berths, a general specification of marina
facilities and an assessment of potential contractors are all
being progressed.
The Marina Task Force is chaired by our General Manager Alex
McGillivray and the other members are Commodore Andrew
Munro, VC David Seaman, David Sterrett, Claire Fazakerley,
Alex Campbell, and me, with co-opted assistance from RC
Michael McLean, Justin Brenan, Hans Nieuwland and PC Ray
Borrett. Thank you to everyone for your time and extremely
valuable assistance.
The additional responsibility is to:

Oversee and ensure the delivery of club projects as
directed by the General Committee.
Construction of the platform lift commenced in Mid July. The
Builder is ADH Civil & Water Infrastructure Pty Ltd which is
owned by one of our members Andrew Forsyth Grant and his
wife Sonia Broderick. This is an exciting project for the Club
and will be one of at least three such developments in the next
two to three years including the new marina and the Club
House.
To achieve the commencement of the platform lift required an
enormous amount of time and effort on the part of a few
members in the preparation of the documentation. Our thanks to
the Club’s Honorary Solicitor Chris Tucker, Justin Brenan, PC
Ray Borrett and Bruce Rodwell. Others who have had a major
role in driving this project include VC David Seaman, our
Commodore Andrew Munro and Immediate Past Commodore
Bas Huibers.
The planning for the proposed upgrade of the club house has
progressed and plans have been prepared by Mr Peter
McIntyre, our Honorary Architect. Some twelve months ago the
club was approached by a benefactor interested in making a
significant bequest to the club in memory of his Father. The
bequest is to be used to support a redevelopment of the Club
House.
Since the initial approach, the General Committee, and the
House Refurbishment and Development Committees, have
been working closely with Peter McIntyre, our Honorary
Architect, to develop a multi stage plan to expand the Club
House facilities including a second story extension. It is planned
to commence construction in 2015.
The planning for the new Club House has been broken into 4
stages, with the costing at today’s values.
Development Committee and Marina Task Force

Move the Members’ Bar up to the deck and open up the
vista – Cost estimate $500k.

Construct a new Members’ Bar as a second story over
the outside deck only, and create an indoor/outdoor
terrace on the ground level outdoor deck – Cost
estimate $3M.

Ground Floor re development (Future term) – Cost
estimate $1M.

Second story new bar dining room upstairs. (Future
term) – Cost estimate $4.5M
The benefactor is keen to see the project completed through to
the second stage and has increased his original financial
commitment significantly to assist us with that goal. The
General Committee has asked the See Change Committee to
assist with the raising of the additional funds to enable the
project to be completed to the maximum Stage possible. Whilst
Stages 3 & 4 will be constructed at a later date, the Club now
has fully staged plan for the development of the Club House
which can be implemented, and if necessary reviewed, when
funds become available.
The Club will be scheduling a number of information evenings
over the coming months to consult with members on the current
plans and gather additional input regarding the new Club House
design.
The Development Committee completed its review of the Club’s
Strategic Plan which has been formally adopted by the General
Committee.
Clearly, the keys to the future of our Club are the replacement
and expansion of the marina and the redevelopment of the Club
House.
This has been my third year as Chair of the Development
Committee. Again it has been particularly rewarding working
with the committee which comprises VC David Seaman, PC
Peter Bedggood, PC Mike Smith, PC Ray Borrett, Tony Baxter,
Bruce Rodwell and our General Manager Alex McGillivray. My
thanks for your great support and dedication.

House and Social
It’s been another busy year of all things House and
Social.
After nearly a year of wonderful food from chef Keith
Jackson, we are very sorry to hear he has decided to
move on so we are now on the lookout for a new
chef. We thank him for his hard work, and wish him
well on his new ventures.
Our Functions Manager Helen Pelns has been
working tirelessly to promote the club and organise
many functions. She is also full of wonderful ideas
that we toss around at our meetings for great
functions for the members. Some don’t eventuate
and some are worth a repeat. We try and mix up the
types of functions to cater for the different
demographics at the club and are always looking at
new ideas.
We have many members who help with or even
organise various functions at the club and we would
like to thank them very much. Again, the Johnstons
are the trivia masters of Royals, and Melbourne Cup
Day is a huge success thanks to the hard work of PC
Bob McGregor and Tanya Stanford. I hope everyone
is getting ready this year as Fashion on the Fields is
getting bigger and better. The Girls’ Night Out is
becoming a regular feature on the calendar, and
Santa by Seaplane earns Father Christmas a wellearned drink (thanks Corvan).
We’re looking forward to celebrating 160 years of
Royals with the Anniversary Ball at the MCG on
October 12th. We are working on the theme of 1853
and encourage everyone to get into the swing of it
too. Some of the members are adding a twist to the
Black Tie dress code and dressing in Black Tie from
the 1850s and will be arriving by horse and carriage.
It’ll be a fun night celebrating the great history of our
club.
The next major project is the refurbishment of the
club house and I’m looking forward to presenting the
concept drawings to the members with Honorary
Club Architect Peter McIntyre. It’s an exciting time
for the club and we’re looking forward to the
transformation of our clubhouse.
I’d like to say a big thanks to the H&S committee,
Danny Trainor, Sally Herbertson, Helen Pelns, Glen
Smith and Alex McGillivray. Having the mix between
club members and staff members has created a
great forum to put lots of energy into House and
Social.

Sponsorship and Marketing
2012-3 has been a very stable year, we have kept
all of our sponsors, and added one for good
measure. In what is a tight economic climate, with a
degree of uncertainty due to the political climate this
is a good result.
The photograph is of the children visiting
Government House to meet the Governor, who has
expressed great interest in the program and invite
the children to afternoon tea. An excellent gesture
by His Excellency.
Our relationship with Audi Penfold and Nautilus
Marine is very strong, and the contributions they
make enable us to run events with more resources.
The Lipton Cup Regatta is the perfect example, it
goes from strength to strength due to their
contributions.
We have the Cadet Nationals coming up at the end
of the year, and should you be aware of potential
sponsors for this event, please contact me.
As well as providing funds to run these events, they
also provide prizes for series and fund raising.
Our minor sponsors provide ‘in kind’ sponsorship,
which allows us to raise funds.

well as funds, they are offering discounts to
members for batteries. Bear this in mind when you

This year we will again be providing sailing tuition to
the Olympic Village Primary School. Last year we
taught 36 pupils to sail, and it seems certain this will
increase this year. The results of the program are
amazing, these pupils, from a disadvantaged area,
gain in confidence as well as develop skills they
otherwise would never have the chance of. I must
thank all members who helped contribute, especially
Nautilus Marine, Courtney & Patterson Honda,
Duncan Prince and a certain member who wishes to
remain anonymous. Thank You.

Yard and Marina
Yard and Marina
It has been a difficult year in the yard, but with the
discussion on the Platform Lift now over, we can
get on with the task of building it. The contract with
ADH is completed, and we has started. The
Committee has implemented the Kindred Club
Register which will allow selected boats from
Kindred Clubs to receive member rates in the yard.
We have over 50 boats signed up and expect them
to start arriving prior to the summer season.
There will be quite a bit of disruption in the yard
during the construction period, and we ask you to
be patient with the inconvenience during the 15 or
so weeks of work. The Bluebirds and boats on the
western side of the hardstand will be moved about
7 metres east and angled to allow work in the old
slipway. If this arrangement works, we will consider
making it permanent freeing up more space for the
western yard area.
Piling and whaling repairs were performed in the
marina to keep the structure sound until we start to
replace it with the floating marina. An inspection in
June has highlighted some repairs that must be
done, and these will be scheduled for the next
months.
The first dinghy rack has been completed, and
when it is full we will consider building another. The
rack was build to specification, but it appears that
we will have to procure a lifting device for the top
level of the rack for insertion and removal of
dinghies. This will be done shortly. The device will
be a 'walkie-stacker' and can be used without a
licence. The rack can take not only lasers, but
bigger two man dinghies. If you are interest in
taking a slot, contact the office.
The club complex is currently 'maxed out' on
electrical power supply. We are negotiating with the
supplier for increased capacity, and it is certain that
we will have to lay new cables etc, unless someone
invents a new method of electrical transmission!
This
will be done in the next few months, and should
stop our outages that happened early this year on
very hot days.
OH&S looms large on the horizon, we cannot
escape the movement to new procedures for
improved H&S in the whole site. A New Induction
Manual is about to be introduced for ALL persons
who work in the yard, staff contractors and
members. You will be required to read it, and then
acknowledge that you have read and understand
the rules. Many of the rules are simple, like tying
ladders to boats in the yard, sounds simple but we
have had members fall from unattached ladders. In
conjunction with the new rules, we have purchased
new trestles, planks and ladders for members use.
The old heavy steel ladders will be scrapped. We
also have electrical lead stands that MUST be used
in the yard, non-compliance will see you
'unplugged'.
The yard gets cleaned on a regular basis, but can
always be cleaner, please ensure you clean up
every day you are in the yard, there are plenty of
bins provided.
In the Marina, please ensure that your lines are fit,
they are your responsibility. The springs and
shackles are the club's, we inspect them regularly,
but if you see signs of wear, please report it to
Steve or Joel.
Working Bee time is almost upon us, and I have a
very long list, so please come along if you can, the
last Sunday in September.

Treasurer’s Report
The result for the year, before depreciation was $349,534 and $111,681 after depreciation and allowing for
$21,703 in bad debts written off. This compares favourably with the results for the previous year which were
$293,694 before depreciation and $70,857 after depreciation and bad debts written off.
Donations of $30,477 continued to be well received by the Club, assisting to pay for the platform lift and
Charles LaTrobe College, Olympic Village Campus junior Sail Training program.
The Club’s debt was paid out during the year however will be replaced with a loan for $1.3 Million for the
platform lift which was approved by member back in October 2012.
Detailed below is a summary of the year’s financial results for each of the Club’s major activities.
The House
Overall the House incurred an increased operating loss increased on the previous year despite increased
income of $33,085. The main factors contributing to the loss were increased costs of labour due to costs
related to the departure of our former Chef and the employment costs of various contractors during our
busiest period and associated increased cost of wastage. Whilst we maintained our standards these did
come at a cost ($21k over budget) which was arrested somewhat in the second half of the year when we
came to an ongoing arrangement with a Contractor. We continue to see this as a potential growth area
though our focus is member service which inevitably means that we are focusing on minimising our loss in
this area. To this end the General Committee has now agreed to put to the members a house advance to
encourage members to use the bar and dining room facilities, the full effect of this will not be realised until
2014/15 should members vote in favour of it. The advance will be redeemable for bar, dining room and
some Training Centre purchases. Plans to further reinvigorate the clubhouse have also been sent to the
members, the next challenge will be to finance this project with our other priorities
The bar recorded an operating profit, with operational costs continuing to rise due to our reliance on casual
staff, and the request for more staff. Service does come at a cost but makes member life at the Club a
more enjoyable. We have employed an additional full time staff member to lessen our reliance on casuals,
increase function revenue and improve member service.

Income for the marina increased significantly due to the introduction of an area based charging policy in the
marina where larger boats now pay an equitable price for their space. Additionally the club negotiated
favourable outcomes with its non-member based boats boosting marina income. The Hardstand revenue
fell with fewer larger boats being dry stored. It should be noted that the return is still behind other Club
benchmarks and to improve our facility and operation we need to keep this aspect of our operations under
constant review.

Yard Operations
It was a solid year in the Yard. Travel lift activity was down as it is across the industry, the cost effective
Platform Lift should see this reverse in the coming years. We still need to note that in the forthcoming

Racing & Sailing
The Club continues its investment in its racing program, and our leadership continues to shine in this area.
Last year saw some one-off race management services, and it was good to see that this level was
maintained despite significantly reduced income from the Sail Melbourne and Festival of Sails. The
decrease in Member Race entry however was greatly disappointing. A new scheme to collect race fees is
being mooted to more equitably spread the costs of racing across our Register. The maintenance program
for the club's vessels continues to keep them in good condition and is a necessary expense to maintain the
club's racing program.

Royals Training Centre and Cadets
The Club does not expect to turn a surplus in either the Cadets or the Training Centre area as investing in sailors
for our future is the main objective. The contribution the Club makes is kept to a manageable level and it is
pleasing to the revenue grow again reflecting a full year of our new hard-working Sail Training and Development
Manager. Increase vessel costs are attributable to cost appropriation with the Racing department and increase
hours on the water.
The Club recognises the importance of having viable training and cadet programs to enhance skills and
encourage membership and will continue to invest in them.

Financial Reporting Framework
The financial report covers Royal Yacht Club of Victoria as an individual entity. Royal Yacht Club of Victoria
Incorporated is an association incorporated in Victoria under the Associations Incorporation Reform
Act 2012 (Vic).
The financial report is a general purpose financial report which has been prepared in accordance with Australian
Accounting Standards, Australian Accounting Interpretations and the Associations Incorporation Reform Act
2012 (Vic). Australian Accounting Standards set out accounting policies that the AASB has concluded would
result in a financial report containing relevant and reliable information about transactions, events and conditions
to which they apply. Compliance with Australian Accounting Standards ensures that the financial statements and
notes also comply with International Financial Reporting Standards. Material accounting policies adopted in the
preparation of this financial report are presented below and have been consistently applied unless otherwise stated.
The financial report has been prepared on an accruals basis and is based on historical costs, modified, where applicable, by the measurement at fair value of selected non-current assets, financial assets and financial liabilities.
(a) Inventories
Inventories are measured at the lower of cost and net realisable value. Costs are assigned on a first-in first-out basis and include direct materials, direct labour and an appropriate proportion of variable and fixed overhead expenses.
(b) Property, Plant and Equipment
Plant and equipment is stated at cost less accumulated depreciation and any impairment in value.
Depreciation is calculated on a straight-line basis over the estimated useful life of the asset as follows:
Plant and equipment – over 2 to 15 years
Impairment
The carrying values of plant and equipment are reviewed for impairment when events or changes in circumstances
indicate the carrying value may not be recoverable.
For an asset that does not generate largely independent cash inflows, the recoverable amount is determined for the
cash-generating unit to which the asset belongs.
If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets or
cash-generating units are written down to their recoverable amount.
The recoverable amount of plant and equipment is the greater of fair value less costs to sell and value in use. In
assessing value in use, the estimated future cash flows are discounted to their present value using a pre-tax discount rate that reflects current market assessments of the time value of money and the risks specific to the asset.
Impairment losses(where applicable) are recognised in the income statement in the other expenses line item.

For the purposes of the Statement of Cash Flows, cash includes cash on hand, at banks and on deposit net of bank
overdrafts.
(d) Employee Entitlements
Provision is made for benefits accruing to employees in respect of wages and salaries, annual leave, long service
leave and other employee benefits when it is probable that settlement will be required and they are capable of being measured reliably.
Wages and salaries, annual leave, long service leave and other employee benefits expected to be settled within 12
months, are measured at their nominal values using the remuneration rate expected to apply at the time of settlement.
Long service leave and other employee benefits which are not expected to be settled within 12 months are measured as the present value of the estimated future cash outflows to be made by the entity in respect of services provided by employees up to reporting date.
Superannuation Guarantee Charge
The club pays the Superannuation Guarantee Charge (SGC) to superannuation schemes as required under applicable legislation.
(e) Income Tax
The club is exempt from Income Tax.
(f) Revenue
Fees, members subscriptions and rental income are recognised as revenue on an accruals basis.
Interest revenue is recognised on an accrual basis.
(g) Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as
part of the cost of acquisition of the asset or as part of an item of expense. Receivables and payables in the State41
ment of Financial Position are shown inclusive of GST.

NOTE 18: RELATED PARTY DISCLOSURES
During the year ended 31 May 2013 no Committee members undertook any transactions with the Royal Yacht
Club of Victoria (Incorporated) other than at normal member terms and conditions.
NOTE 19: CONTINGENT LIABILITIES
There were no contingent liabilities at 31 May 2013 that may become payable by the Royal Yacht Club of Victoria (Incorporated).
NOTE 20: EVENTS SUBSEQUENT TO BALANCE DATE
On the 15th July 2013, the Royal Yacht Club of Victoria (Incorporated) has signed a contract for the design and
supply of a platform lift for $1,382,015. The members have approved borrowings on the project up to
$1,300,000 to assist the financing of the project.
The club is also in the process of requesting tenders for the upgrade of the power supply, which is anticipated to
be between $100,000 and $150,000. This is an essential work for the operation of the Club.
NOTE 21: SEGMENT REPORTING
The Royal Yacht Club of Victoria (Incorporated) operates predominantly in one business and geographical segment, being promoting the use of all classes of sailing boats, the science of navigation and racing and provides
social facilities for members of the club within Australia.

Subsequent to balance date, the club has signed a contract
for the design and supply of a platform lift for $1,382,015.
The members have approved borrowings on the project up
to $1,300,000 to assist the financing of the project.
The club is also in the process of requesting tenders for the
upgrade of the power supply, which is anticipated to be between $100,000 and $150,000. This is an essential work for
the operation of the Club.

In the opinion of the committee the financial report as set out on pages 35 to 49:
1. Presents fairly the financial position of Royal Yacht Club of Victoria (Incorporated) as at 31 May 2013 and its
performance for the financial year ended on that date in accordance with Australian Accounting Standards
(including Australian Accounting Interpretations) of the Australian Accounting Standards Board and the requirements of the Associations Incorporation Reform Act 2012 (Vic)
2. At the date of this statement, there are reasonable grounds to believe that Royal Yacht Club of Victoria
(Incorporated) will be able to pay its debts as and when they fall due.

Report on the Financial Report
I have audited the accompanying financial report of the Royal Yacht Club of Victoria Incorporated (‘the Club”) for
the year ended 31st May 2013 as set out on pages 35 to 50.
Committee’s Responsibility for the Financial Report
The committee of the club is responsible for the preparation of the financial report that gives a true and fair view in
accordance with Australian Accounting Standards (including Australian Accounting Interpretations) and the
Associations Incorporation Reform Act 2012 (Vic) and for such internal control as the committee determines is
necessary to enable the preparation of the financial report that is free from material misstatement, whether due to
fraud or error.
Auditor’s Responsibility
My responsibility is to express an opinion on the financial report based on my audit. My audit has been conducted
in accordance with Australian Auditing Standards. Those standards require that I comply with relevant ethical
requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether
the financial report is free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial
report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material
misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor
considers internal control relevant to the entity’s preparation of the financial report that gives a true and fair view in
order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an
opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of
accounting policies used and the reasonableness of accounting estimates made by the committee, as well as
evaluating the overall presentation of the financial report.
I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my audit opinion.
Independence
In conducting my audit, I have complied with the independence requirements of Australian professional ethical
pronouncements.
Audit Opinion
In my opinion, the financial report of the Royal Yacht Club of Victoria Incorporated is in accordance with the
requirements of the Associations Incorporation Reform Act 2012 (Vic) including:
i)
giving a true and fair view of the financial position of the Royal Yacht Club of Victoria Incorporated as
at 31st May 2013 and of its performance for the year then ended on that date; and
ii)
complying with Australian Accounting Standards as disclosed in Note 1.
