Cover Page BOARD OF WAHKIAKUM COUNTY COMMISSIONERS Meeting Date: May 6, 2014 Presenter: Pete Ringen, Public Works Director/County Engineer Subject Shore Power Upgrade by Wahkiakum PUD for new Ferry Background The new ferry is being constructed with an improved electrical system from the Information current ferry’s electrical system. This system will require an upgrade to the shore power connections and also shore power service. The shore power will be 60 ampere, 3‐phase, 208/120 volt alternating current. Wahkiakum PUD indicates the current power feed will need to be upgraded to provide this shore power. They have provided an electric estimate for the ferry landing in the amount $14,557.62. Washington State DOT has indicated this cost could be an eligible grant charge against the cost of the ferry landing modifications needed for the new, larger ferry, however only if it is the common practice for the PUD to charge the County for providing electrical service in addition to monthly electrical consumption cost. The PUD has been a good neighbor, and has not consistently charged the County for this type of service provision, therefore it appears we cannot establish this cost as the routine practice, and charge it to the grant. This cost could be paid from a transfer of funds from the Public Works cumulative reserve fund to the Road Fund, or it could be paid from the Road Fund without a transfer. Recommendation Authorize expenditure of $14,557.62 for shore power upgrade by Wahkiakum PUD Alternatives Pay for this service from Road Fund Agree to transfer from Public Works Cumulative Reserve fund to Road fund Financial Impact The cost of this service upgrade by the PUD is $14,557.62, they indicate their estimate is good for 90 days from 4/9/2014. Funds Available The balance in the Road Fund as of 4/23/2014 is $736,168.42. The balance in the Public Works C R Fund as of 4/23/2014 is $641,881.78 Action (Motion) Either A) Move to Authorize expenditure of $14,557.62 for 3‐phase shore power upgrades at the ferry landing by the Wahkiakum PUD from the County Road fund ‐or‐ B) Move to Authorize expenditure of $14,557.62 for 3‐phase power upgrades at the ferry landing by the Wahkiakum PUD from the County Road fund to be reimbursed by a transfer from the Public Works Cumulative Reserve Fund. It is not feasible at this time to obtain water at the Westport landing. The Wahkiakum PUD has provided an estimate for provision of a water line to the ferry ramp, in the amount $10,597.22. Washington State DOT has indicated this cost would not be an eligible grant charge against the cost of the ferry landing modifications needed for the new, larger ferry, because environmental documentation for the ferry project, including archaeological and historic preservation documentation, did not include underground excavation. Therefore the cost of this work would have to be paid for with local funds. This cost could be paid from a transfer of funds from the Public Works cumulative reserve fund to the Road Fund, or it could be paid from the Road Fund without a transfer.
