G.S.R. 449(E).— In exercise of the powers conferred
by the proviso to aricle 309 of the Constitution, the
President hereby makes the following rules to amend the
Narcotics Department (Group r" Posts) R--ruitment Rules,
2000, namely :-
(g)- against the post of Stenographer Grade-11, in
column 4 for entry "Rs. 4500-125-7000", the
entry- "Rs. 5000-150-8000" shall be substituted;
1. Shrot title and commencement. —(1) These rules
maybe called the Narcotics Department (Group "C" posts)
Recruitment (Amendment) Rules, 2004.
against the posts of Havaldar and Daftry, in column -12 for the existing entry, the entry
"Promotion from amongst Sepoys with 3 years
regular service in the grade" shall be substituted;
(2) They shall be deemed to have come into force on
the 19th January 2002.
9 . in the Narrntirc Department Recruitment Rules, 2000;

Commencement, for the figures "2000" the figures "2002" shall be substituted;

shall respectively be substituted; •

in rule 4 relating to method of recruitment, age

in column 5 for the existing heading, the heading "Whether selection post or non-selec-.

Explanatory Memorandum
This retrospective amendment to the Narcotics
Department (Group "C" Posts) Recruitment Rules, 2000
will not adversely affect the interest of employees already
appointed or promoted to the respective higher grades.
Note:—The Principal rules were notified in the Gazette of India vide "GSR 21" dated 10th October, 2001 and
published on 19th January, 2002 which have not been
amended so far.

G.S.R. 190.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of "The Directorate of Statistics and Intelligence (Group 'C' and 'D' posts)" Recruitment Rules, 1982, except
with respects to things done or omitted to be done before such supersession, the President hereby makes the following
rules regulating the method of recruitment to Group 'C' and Group 'D' posts in the Directorate of Data Management in the
Ministry of Finance (Department of Revenue), namely :Short Title and Commencement.—(i) These rules may be called the Directorate of Data Management,
Ministry of Finance (Department of Revenue), Group 'C' and Group 'D' posts Recruitment Rules, 2004.
(ii) They shall come into force on the date of their publication in the Official Gazette.
Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
Number of Posts, Classification and Scale of Pay.--The number of posts, their classification and scales of
pay attached thereto shall be as specified in columns (2) to (4 ) of the said Schedule.
Method of Recruitment, Age Limit, other Qualifications etc.—The method of recruitment to the said posts,
age limit, qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (14) of the said
Schedule.
5. Initial Constitution.—
The persons appointed on the regular basis and holding the post of Upper Division Clerks on the commencement of these rules shall be deemed to have been appointed as Tax Assistants under these rules and the
service rendered by such persons in the respective posts before commencement of these rules shall be taken
into account as regular service rendered on the post of Tax Assistant for the purpose of promotion etc.
Any person, who holds a post of Lower Division Clerk on regular basis and falls within the seniority list as
determined by the appointing authority at the commencement of these rules shall, on passing the Departmental Computer Proficiency examination conducted by the appointing authority, be deemed to have been
promoted with effect from date of passing such examination on the post of Tax Assistant.
(iii) The Upper Division Clerks shall be placed en-block senior. Lower Division Clerks shall be placed below
Upper Division Clerks.
6. Disqualification.—No person,—
who has entered into or contracted a marriage with a person having a spouse living; or
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or
category of persons.
Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of
persons, in accordance with the orders issued by the Central Government from time to time in this regard.
