Judges Education Committee

progressing & working on getting organized
to start the new Judges Education CD. The
JE committee is also working to complete
the release for the photos.

National Judges Selection Committee
Mary Jo Loye reported that the nominations for the 2013 & 2014 National Specialty
judges are being accepted. The information
is available in the May issue of Pap Talk
& available online at the PCA website.
Members are asked to submit no more than
four names of judges you would like to see
judge regular and non-regular classes at
our National Specialty and no more than
three nominations for a Sweepstakes judge.
In order for a nominee to be listed on the
ballot that individual must have received at
least five nominations from members. A list
of those judges names received to date will
appear in the August issue of Pap Talk with
nominations to remain open until October
1, 2010. Nominations can be e mailed to

PCA Supported Shows
The PCA Board of Directors is soliciting
proposals from PCA members who would
like to host a Supported Entry show at
select show circuits across the country. The
goal of the Supported Show program is to
promote additional Papillon entries during
the show circuit, increasing the number of
major points opportunities, while bringing Papillon exhibitors together for a day
of camaraderie, education and exposure to
PCA.

• PCA will support one show during
a circuit, preferably on a Saturday or
Holiday.
• Show circuit should have a history of
producing majors, or close to majors,
annually.
• The host PCA member would be the
contact person and liaison between the
show chairman and the PCA Board.
The host would be expected to solicit
donations of prizes for additional classes
at the show, and coordinate a lunch, pot
luck carry-in or cookout as a gathering
of Papillon fanciers. The host will also
be expected to provide all premium list
information to the show chairman or
other club contact.
When contacting a show giving club about
supporting their show a PCA host
should be aware of possible amenities
that could be offered to PCA.
• A portion of the entry fee, (typically
this could be $1.00 or $2.00 per entry if
there is a major for either sex available).
• A grooming and gathering area designated for Papillon exhibitors.
Application to host a Supported Entry
show should be made no later than 8 months
prior to the event to allow time for the
application to be approved and for the host
to be able to solicit prize donations from the
membership.
It must be understood that any approved
Supported Show must be listed in the Show
premium list and each and every prize being
offered must be individually listed in order
for the event to meet AKC guidelines. Any
approved event that is not listed in the show
premium list will not be honored by PCA.
A form is available on the PCA website under the “downloads” tab to make a
Supported Show application to the PCA
Board for approval.

Several other PCA Members have been
asked to serve as consultants to the project
and all have agreed.
Towal Jacobsen created a site as a repository for the photos that are being sent to
us for use in the new disc. Mary Jo Loye
will handle the releases. Jane Snider is
the artistic director of this project. Sandy
Schumacher will act as Committee Member
and Board Liaison. Other Committee
Members will contribute their individual
talents in developing the presentation which

will be presented to the PCA Board prior to
presentation and duplication.
I have used email and USPS to send the
release for the 2009 JE CD, as detailed in
previous Board minutes. My first email to
the member was on August 1 and my last
was on September 3. I have also mailed a
copy of the release to the member via USPS.
I have not received a signed a release, despite
receiving an email from the member dated
July 7, offering to sign the release.
It would seem to me if that release is
signed, the 2009 CD could be used in
addition to the new 2010 disc for Judges
Education matters. That, of course, is up to
the Board and would be determined when/
if a release is received.

Papillons in Sweden
An entry of 76
I
was invited to judge Papillons in
Boras, Sweden, a town about an hour from
Gutenburg. My husband Jeff and I started
our tour in Stockholm where we spent 5
days including “midsummer fest”. The first
thing any dog lover notices in Sweden is that
dogs are everywhere. Well behaved dogs are
on trains, in boats, on buses --and not in
crates, just on lead. Most restaurants had
outdoor seating as well as indoor and most
of the dogs were ensconced under tables
while their owners dined. The restaurants
provided blankets should the evening get
chilly, but the temperature was quite warm
while we were there.
Since we arrived in Stockholm near the
summer solstice, the sun sets around midnight (but it is still very light out) and rises
around 4am.
Our next stop was a 5 hour train trip to
Copenhagen which is far enough south that
the sun actually does go down. Three days
later we flew to Gutenburg for the shows
in Boras.
The dog show system is very different in
Sweden than what we are accustomed to in
the US. Each class enters the ring and the
dogs are individually critiqued and graded
Excellent (1-Red), Very good (2-Blue), ...
Unable to examine (3) or Excused. Only
the Grade 1 dogs return to the ring to be
placed.
Each class is placed 1 thru 5 and the
judge decides how many of the 5 should
come back in for the challenge class (their
version of winners) and those dogs are given
CK designation-- worthy of being a champion. Dogs that are not brought back in can
be given Honor designation.
Unlike the US exhibitors, the Swedish
exhibitors are very interested in the critiques, which are very detailed in nature,
and are both verbal and written. They often
asked for clarification (our terminology differs somewhat) and the written critiques are
given to the handlers as well as published by
the kennel club.
Puppies are shown from the age of 4-6
months and 6-9 months, and they compete

for best puppy. They are not eligible for
points, but those of excellent quality can be
designated as Promising.
The Swedish Kennel Club is very concerned about health issues that are caused
by overexpression of type. They have a list
of breeds with health concerns that was
generated by the parent clubs. Papillons are
not on their health concern list, but the Shih
Tzu I judged the day before are. As a result,
when doing the Shih Tzu Specialty I was
instructed to pay particular attention to eyes
(not too protuberant) and nostrils (must be
open not pinched). Unlike much of Europe,
the Swedish Kennel Club has a very sensible
attitude about how to keep purebred dogs
healthy while retaining type.
The Swedish standard for Papillons is a
bit different from the US standard. Phalenes
are shown as a separate breed. There are
two weight classes, above and below 2.5 kg
(around 5 lbs) with a max of 4.5 kg for males,
5 kg for bitches. (1kg = 2.5 lbs.) The muzzle
is shorter than the skull, but it is not defined
as 1/3 the head. The eyes are “rather large,
well open, in the shape of a large almond”
rather than small and round.
The term dainty does not appear and
fine refers only to the forelegs.
The coat, while single, may be wavy.
As in the US standard all pigment is
Black.
Neutered dogs are permitted to compete
with a vet certificate certifying that the dog
had 2 descended testicles prior to neuter.
(I had one neutered male in the champion
class.)
The two sizes of dogs are not separated
in the classes so there are two distinct types
in most classes. The smaller is more the
style we hope to see in the US—fine boned,
dainty, 1/3 muzzle. The larger, equally
acceptable in Sweden, is more dog, larger
boned, longer muzzle. Because the standard
does not stress fine boned and dainty is not
mentioned, and the muzzle is not defined as
in the US standard, I felt obligated to consider the two types equally.
Champions are judged in their own class
and are critiqued and placed 1-5, but not
given a quality grade. All Grade 1 designated
CK and any champions and Veterans the
judge wishes to include are returned to the
ring for the CC. There are a lot of dogs in
the ring at this point! The judge then places
the dogs 1-5 and the Challenge Certificate
goes to 1st place. The Championship certificate (ticket) passes down the 5 until a
non-champion is reached and that dog gets
the points.
The dog and bitch CC compete for
BOB.
I found the dogs overall somewhat better
in quality than I normally see in a good entry
in the US. Their proportion was far better
than ours. There were no rectangular dogs
– no short legs with long backs. Many of the
dogs were elegant, but there were some short
necks. We share the problem of flat tails!
While there no double coats, there were a
few coats that were too soft. However, there
were many correctly flowing coats on very
elegant outlines. Generally temperaments
were good, although there were a couple that
repeatedly dropped tails in the ring and one
that would not tolerate examination. Three
otherwise lovely dogs were given grade 2 due
to soft ears, but in the case of the younger
dogs they were still awarded Honor grades
for overall quality. One big difference is that
all the dogs had wonderful teeth. Even in
my veterans classes where the dogs were all
around 10 years old, the dogs had nearly full
dentition.
My BOB, later given the group by
Andrew Brace, was more dog than I would
reward in the US. He had a very silky
flowing coat and presented a wonderfully
elegant outline. He moved well and was in
excellent condition. Had I been judging by
the US standard I would have found him a
bit coarse. Given the same dogs in the US,
I might well have used the Championship
Certificate winner (junior dog) for the breed
as he was more refined while still meeting
the Swedish standard.
The bitches were overall smaller and
feminine. My favorite bitch (typewise) would
not keep her tail up and was eliminated.
Overall the Swedish shows are more
relaxed. The exhibitors are more casually
attired, and there are no professional handlers. Sportsmanship was excellent as ringside applauded every class and every exhibi-

tor seemed genuinely pleased for each other’s
success. The exhibitors show their dogs for
years (many of the open and champion dogs
were 4-6 years old) and simply enjoy the
competition. They were interested in the
critique and engaged in lively discussion following the judging. We did discuss genetic
issues in the breed and they have very little
PRA remaining since they have identified
most of the carriers, have seen a bit of Legg
Perthes, and are currently following any
incidences of neurological disorders. They
have not seen any problems with vWD to
date.
While I did not judge phalenes, a couple
of exhibitors, hearing there was an American
Papillon breeder-judge at the show, brought
their dogs over to my ring for me to go over.
They were two of the nicest drop ear bitches
I have ever seen. One was very American
style, the other more Swedish larger style.
I requested digital pictures of the two to be
included at the end of this article.
This was a uniquely wonderful experience to see some beautiful Papillons in
Sweden. I am grateful to the Boras club for
allowing me this opportunity.

September Delegate Meeting - 2010
T
his marked 9 years since 9/11 when
we all were here in Newark when it happened. It was 6 long days before I was able to
fly back home. Things at the hotel were not
good. Food was minimal and TV was completely out due to the main TV Antennas
being at the top of the Towers. This year
was a delightful change - except for the horrible storm that hit Monday night with hail
and tornado warnings. Better that then the
former!
Anyway back to the meetings. Monday
was the committee meetings and again I
attended the Parent Club where much news
was dispatched. They want to enhance our
shows with a Reserve BIS, increase the
number of Group Placements to 6, include
4-6 month puppies in a class that gives
no points, and set up an owner/handler
competition. This is not the Amateur etc.
It would be similar to our BBE and Puppy
BISs. These are only pilot programs and
there will be much discussion in the following meetings.
The Meet the Breeds was mentioned and
PapTalk Newsletter
Carllota has graciously agreed to take over
from the original person. The AKC wants
every breed to be represented. Booths need
not be fancy or decorated and dogs can be
left out. What they want is knowledgeable
breeders to talk to the public. Personally I
think dogs are important.
If you are on the list as a referral person
for any committee please do answer the
requests.
Seems they refer a question to someone
in a club and they never get an answer.
Then there was an announcement of giving a Breeder of Merit Award. I will not go
into it since it will be published on line and
in the Gazette. It is complicated. there is
even an email stating a mistake and revision
in the original handed to us.
They discussed the Parent Club
Conference just held and asked that next
time the clubs should send different members of the club not the same people every
time.
Then I attended the All Breed Committee
where club insurance was discussed. Not all
clubs have adequate insurance to cover liability, crime, but not rescue. Rescue should
have separate coverage. Also if a claim is
made make no comments or agreements
until the insurance company is contacted.

Tuesday the Forum was held and the
speaker from Calgary spoke about animal
services and how to have a self-funded operation without tax dollar support. If interested email Bill.Bruce@Calgary,CA He was
extremely interesting and his speech may be
in the Gazette.
The regular meeting was held with the
election of new committee members and
the Officers Reports that presented what
I heard in the Parent Club Meeting. The
amendment to eliminate term limits was
defeated. All the Field Trial amendments
passed. CAR made an announcement that
they are now doing their own chips and the
new scanners being distributed will scan all
kinds of chips.
All in all this was a very informative two
days and I hope they continue to bring up
new programs to us so we can evaluate them
before they are enacted.

Michigan State University is seeking “forever” homes for two PRA puppies.(male and female)
The person interested would only be required to let Dr. Petersen-Jones occasionally examine the puppy to follow the
progress of the PRA. They were born November 30, 2009 and need to reside in the vicinity of Michigan State.

PCA Supported Shows
he PCA Board of Directors is soliciting proposals from PCA members who would like to host a Supported Entry show at
select show circuits across the country. The goal of the Supported Show program is to promote additional Papillon entries during the show circuit, increasing the number of major points opportunities, while bringing Papillon exhibitors together for a day of
camaraderie, education and exposure to PCA.
The guidelines are as follows:
• PCA will offer trophies for the Supported Show consisting of medallions for Best of Breed, Best of Opposite Sex, Winners
Dog and Winners Bitch. A medallion is also available as a prize for other purposes; example: High In Trial Papillon, Best
Junior Handler or High Scoring Papillon In Agility, etc.)
• PCA will support one show during a circuit, preferably on a Saturday or Holiday.
• Show circuit should have a history of major entries or near major entries, annually.
• The host PCA member would be the contact person and liaison between the show chairman and the PCA Board. The host
would be expected to solicit donations of prizes for additional classes at the show, and coordinate a lunch, pot luck carry-in or
cookout for Papillon fanciers. The host will also be expected to provide all information to the show chairman or other club
contact meeting all deadlines for premium list & catalogs information.
When contacting a show giving club about supporting their show a PCA host should be aware of possible amenities that
could be offered to PCA.
• A portion of the entry fee, (typically this could be $1.00 or $2.00 per entry if there is a major for either sex available).
• A grooming and specified area designated for Papillon exhibitors.
Application to host a Supported Entry show should be made no later than 8 months prior to the event to allow time for
the application to be approved and for the host to be able to solicit prize donations from the membership.
It must be understood that any approved Supported Show must be listed in the Show premium list and each and every
prize being offered must be individually listed in order for the event to meet AKC guidelines. Any approved event that is
not listed in the show premium list will not be honored by PCA.
A form is available on the PCA website under the “downloads” tab to make a Supported Show application to the PCA
Board for approval.
