past year’s growth within the WCCC. I am deeply
honored, as Chairwoman to lead a group of business
and community leaders. I would like to give credit
where credit is due, Lena McArthur has done an
outstanding job as our Executive Director over this
past year and is the one who came up with that
slogan. She has a great vision for this Chamber,
she knows with the leadership of so many of our
members, the WCCC is unstoppable. We have come a
long way preparing for this time. We are so thankful
for the great partnership we have with the SWLA
Economic Development Alliance, they were a huge part of the success we had as
we, for the very first time hosted the LACCE conference. With all the Economic
Development coming our way the Executive Committee and I feel the leadership
we have within the WCCC is in a great position as we move into 2016.

EXECUTIVE DIRECTOR
Welcome to West Calcasieu, it’s an exciting time
in our area. This is a time of change and tremendous
amount of new opportunities. There is an excitement
in the air about the West Cal Chamber of Commerce
(WCCC). New Business, New People, and a New
Energy is evident in our area.
The West Cal Chamber of Commerce (WCCC)
represents the interests of area businesses at the federal,
state and local levels of government. Our Chamber also
helps to create economic development and improve
community quality of life. WCCC is comprised of
Sulphur, Vinton, and Westlake, three small cities working together to develop an
attractive, powerful force in the area’s economy.
The West Cal Chamber of Commerce is part of Southwest Louisiana Economic
Development Alliance with Beauregard, Calcasieu, Cameron, Allen and Jeff Davis
Parishes. West Calcasieu is the 2nd largest city in the parish. We invite you to enjoy

Well another Chamber year is ending and another is beginning. With that being
said, we have some instrumental Board Members that have reached their term
on the board and are leaving their seat as of December 31, 2015. It’s great to have
leaders that you can count on! Our Board members have busy schedules however,
they sacrifice their time to come together and discuss the things that help us be a
success in every area of providing what is needed for the community. We would
like to thank Christine Fisher, Janet LeLeux, Scott Foreman, Misty Finchum,

HISTORY OF WEST CALCASIEU CHAMBER OF COMMERCE
First records for the Chamber of Commerce
of Sulphur list Raymond Nelson as President. His
term of office was from 1942- 1945. From 1945
through 1949 several leaders aided in it’s promotion and development. The Chamber year ran
from November 1 through October 31. In 1949 the
Sulphur Chamber of Commerce officially became
the West Calcasieu Association of Commerce.
The office was located upstairs in the Foreman
Building on West Napoleon Street for several
years, later moving to the Brimstone Museum in
1976, then housed inside the office with Tab Finchum, Edwards Jones, 1906 Maplewood Drive for
a few years. In May 2011 the WCAC relocated inside the West Calcasieu Business Center, the old
Sulphur City Hall, located at 500 A North Huntington Street in Sulphur.
The Association conducts monthly business
meetings on the 2nd Thursday of each month at the Frasch Park Conference Room.
The Association has 5 committees with each having sub committees who
stay busy all year. Economic Development, Events, Finance, Membership and
Government Affairs have various members of the Board of Directors as well as
other members at large serving on the committees.
The Annual Banquet is held in November of each year where the Outstanding
Citizen of the Year is announced.

HISTORY OF CALCASIEU PARISH
Calcasieu Parish, created
March 24, 1840, from the Parish
of Saint Landry, is one of the original
19 civil parishes established by the
Louisiana Legislature in 1807. At
the time of the parish’s creation, it
comprised an area of what is now
five parishes.
The river from which the
parish derives its name is shown
on some older maps as “Bayou Quelqueshue” and sometimes as Calcasieu. Calcasieu,
which means “crying eagle” in English, is said to have been the name of an
Attakapas Indian chief who gave a peculiar cry like an eagle as he went into battle.
The parish’s early history hails back to the Spanish occupation of, Louisiana.
In 1797, Jose M. Mora was granted a large tract of land between Rio Hondo and the
Sabine River, known for years as the “Neutral Strip”.
The strip of land, which had long been a bone of contention between Spain
and the United States, was acquired by the U. S. by treaty in 1819, after Louisiana
was ceded to the American government by France in 1803.
The area became a refuge for “desperadoes from the eastern states” and for
outlaws and “filibusters from Carolina, Georgia, and Mississippi”.
Some time elapsed before settlers took up permanent claims. Among these early
families we find the names of Ryan, Perkins, LeBleu, Deviers and Henderson. Acadians
from the eastern parishes of Louisiana also emigrated to this area so that today the
population is mixed, consisting of Creoles, Acadians, Americans and Indians.
On August 24, 1840, a half-dozen men met to organize as representatives for six
wards that later became five parishes. Since there was no courthouse or public building,
the meeting had to be held in a private dwelling, and the one chosen was the large,
rough-hewed home of Arsene LeBleu near present-day Chloe. The first jury men who
assembled that day were David Simmons, Alexander Hebert, Michel Pithon, Henry
Moss, Rees Perkins, and Thomas M. Williams. They first elected officers and a parish
clerk and decided upon a set of simply parliamentary rules which would give their
president authority to keep their meetings orderly and progressive.
The parish boundary was reduced in 1870 when Cameron Parish was cut off
from the south portion of Calcasieu. These limits remained until 1912, at which
time it comprised an area of over 3,600 square miles and was the largest parish in
the state, and for this reason it’s sometimes called “Imperial Calcasieu.” In 1912,
the three parishes of Allen, Beauregard, and Jefferson Davis, with a total area of
approximately 2,548 square miles, were cut off from the Parish of Calcasieu. These
were the last parishes created in Louisiana.

RECREATION
When it comes to recreational facilities, West Calcasieu is the top draw in the State of Louisiana.
Highlighted by the Sulphur Parks and Recreation facilities, the City of Sulphur is host to
the Louisiana High School State Softball Tournament every year at the gorgeous Frasch Park/
Pattison Complex that features 18 plus fields that can be used for baseball as well as softball.
In addition to hosting the State High School Softball Tournament, Frasch Park is host
to the Dixie Boys World Series in addition to the Super World Series.
Flanking Frasch Park is the Frasch Park Golf Course, a beautiful 18-hole golf course
complete with driving range and putting greens. Bayou Oaks Country Club is another
enjoyable 18-hole golf course that offers professional instruction to help you improve your
golf game on the driving range or the putting green.
If swimming is what you are looking for, you do not have to look any further than the
SPAR Aquatic Center; a spacious arena that boasts a kiddie as well as Olympic-size pool
among many other recreation offerings. This venue has played host to the Louisiana High
Schools State Swim meet since 2006.
Swimming is not the only thing you can do at the Aquatic Center. Besides a water park
that opened in the summer of 2006, the Aquatic Center also features two workout gyms,
multiple basketball/volleyball courts, an upstairs track as well as racquetball/tennis courts.
In addition to boasting multiple tennis courts, McMurry Park is also home to an evergrowing number of little league/high school regulation baseball and soccer complexes.
For rodeo fans, the West Calcasieu Arena in Sulphur is home to some of the most
exciting rodeos in the Southeastern United States.
Further west, the parks and recreation in the Town of Vinton are home to soccer, football,
baseball, softball and basketball arenas in addition to a swimming pool and tennis court.
To the east of Sulphur, Westlake District One has a very impressive array of facilities that host
youth soccer, football, basketball and baseball games. They also have an open-air gymnasium, three
closed gymnasiums, a pair of pools, both outdoor and indoor and three pavilions.
The Westlake Recreation Complex contains weight rooms with an array of state-ofthe-art equipment as well as free weights; a basketball court, walking track, and aerobics
rooms. Conference rooms are also available at this impressive facility.
In August 2009, National Golf Course of Louisiana opened its doors to golfing enthusiasts
in the area. Located in Westlake, soft-pines and dramatic vistas highlight renowned golf course
architect Dave Bennett’s 7,000-yard layout, featuring 14 lakes and 80 bunkers, and some of the
area’s largest and most challenging greens. Five sets of tees offer an equally fun and challenging
round of golf for both recreational and accomplished players.
As well for the adults, we have Delta Downs Racetrack Casino and Hotel in Vinton.
They provide year round horse racing and over 1,600 slots and video machines. The Isle
of Capri Casino & Hotel in Westlake offers 1,800 slots and video machines. They have
50 high action table games, and a 25 table poker room. Both have venues offering live
performances from a variety of entertainers.
So as you can see, the great area of West Calcasieu is definitely the place to be when it

CULTURE IN SOUTHWEST LOUISIANA
It can truly be said that West Calcasieu
Parish has a culture like no other.
Known the world over for our cuisine,
especially our gumbo and crawfish. Along
with our festivals, great hunting and fishing,
and southern hospitality, there is
something for everyone in our little corner
of Louisiana.
Our seafood industry, along with
marinas and boat launches attract visitors
from far and wide. Duck and geese hunters are drawn to West Calcasieu during the
migratory season and wooded areas offer great opportunities for deer, turkey, squirrel,
rabbit and quail hunting.
But there’s so much more to the Southwest Louisiana culture than hunting and
fishing. The Creole Nature Trail Scenic Byway, located along Highway 27 heading
south from Sulphur to Cameron Parish and back up to Lake Charles, offers sights
and experiences not to be missed. Niblett’s Bluff Park in Vinton, which dates back
more than 200 years, offers fishing, camping, bird-watching and hiking, as well as
a confederate reenactment held every spring.
From recreation to education to our unmatched cuisine, West Calcasieu Parish is the
place to experience Louisiana, the Sportsman’s Paradise.

DEVELOPMENT
West Calcasieu Parish provides
an unprecedented opportunity for
businesses in Louisiana.
Due to the recent string of natural
disasters in the state, a wealth of
federal and state incentives are
available to Louisiana businesses
and industries. These incentives

coupled with a region rich with
resources make southwest Louisiana a happening place.
Billions of dollars are being invested statewide. These public and private
funds stream into the state via entrepreneurs, opinion leaders and decision makers
who are looking at Louisiana as a state of opportunity.
Programs such as GO-Zone (Gulf Opportunity Zone) and The Enterprise Zone
program are programs designed to attract businesses to an area by offering incentives
such as tax credit ratios. The Quality Jobs program provides payroll rebates as well
as sales tax rebates. The Industrial Property tax exemption provides up to 10 years
local property tax reductions on manufactures new investment or annual capitalized
additions. This exemption applies to all improvements to the land, buildings,
machinery, and equipment as part of the manufacturing process.
Once businesses decide they want to locate in the area, then the Imperial
Calcasieu Regional Planning and Development Commission (IMCAL) takes over.
The Commission offers businesses help with business plans, provide current census
data, and also allows access to GIS (geographical Information systems) mapping
software. The Commission provides Important information, such as feasibility
studies, population and minority information.
The Commission will then direct businesses to the proper offices to obtain
necessary permits.
The Imperial Calcasieu Regional Planning and Development Commission can
also help by acting as a middleman between the federal government and the new
businesses. IMCAL’s primary goal is the continued growth and development of
Southwest Louisiana. They provide “hands on” technical assistance to local
governments, businesses and individuals.
An improved and expanding economy helps raise a community’s standard of
living, making it more attractive for its residents and new businesses that choose
to locate in that community.
Development in West Calcasieu is currently enjoying a “prime time” of sorts, with
unprecedented new growth that invites new businesses to join us and existing businesses to expand.

INDUSTRY
Industry in West Calcasieu Parish flourishes along the Louisiana Gulf Coast
and the Calcasieu River. The abundance of timber, mineral deposits, and natural
resources allowed the lake area to become the industrial hub it is today.
The attractive workforce, infrastructure and access to railways, waterways, interstate,
port and pipeline corridor make West Calcasieu a great place for industry to thrive.
Industrial growth in our area began in the city of Sulphur. The Union Sulphur Company
used their patented “Frasch Process” and began pumping liquefied sulfur out of a dome
located about nine miles west of Lake Charles in 1896. This led to the development of the
city of Sulphur. By the early 1900s, the mine was the largest in the world, producing about
4,000 tons per day. While working along the flanks of this sulfur dome, the first successful
crude oil wells in the southwest area were drilled. The finding of such important resources
in areas surrounding the lake insured southwest Louisiana a place among the great industrial centers of the world.
The real catalyst for industrial development in Calcasieu Parish was the onset of World
War II. The United States military machine needed fuel, lubricants, and synthetic rubber for
its trucks, tanks and planes, and lake area provided ready access to all of the elements needed
to expedite their production and delivery. Raw materials like crude oil and natural gas,
abundant water for manufacturing process, and a waterway for the ships and barges that
would transport the manufactured products, made the area a natural choice.
The three companies that felt the most demand by the area were Continental Oil
Company, better known as Conoco, which was completed in 1941, the Firestone synthetic
rubber plant, now Firestone Polymers, which began production in 1943, and the Cities
Service refinery, now CITGO, was brought on line in 1944.
After the war, industry in West Calcasieu continued to grow and develop at a fast place.
In 1947, a caustic soda and chlorine plant was opened by the Columbia-Southern Company.
It was a subsidiary of Pittsburgh Plate Glass Company, now named PPG Industries, which
is still owned and operated by this company. Another example of the area’s immediate
postwar industrial development was the arrival of Cit-Con Oil Company in 1949. The lubricants and wax plant was originally built and operated jointly by Cities Service Company
and Conoco, but is now wholly owned by CITGO.
Today the petrochemical and refining industries are doing well in West Calcasieu primarily
due to high product price, strong domestic demand, and strong export markets.
This is great for southwest Louisiana where more than half of the jobs are
dependent on these industries in one way or another. The impact of these plants
on employment to the local economy is huge. Companies who supply services
along with employees spend income in the local economy and create more demand
for services, which add more opportunities for employment in the area.
The combination creates a healthy economy and adds to the commercial backbone of
southwest Louisiana.
