Tom was an active person who enjoyed the outdoors spending many hours on his UTV,
hand cycle and kayak. He also enjoyed photography and sketching. He was active on
the trails foundation and recently was interviewed about the new ADA trail on the east
side of Tubbs Hill in Coeur d’Alene. He was a wonderful voice for those of the
wheelchair bound community and spoke at many city council meetings.
His love for adventure and the outdoors was incredible, he was somewhat new to the
northern part of the state, but was soon pointing out mountain peaks and points of
interest on ATV/UTV rides. He and his son even took our son camping with them. He
was someone you could trust with life’s most precious treasure, your child.

When We Ride…Safety Safety Safety
Knowledge is golden, the more you know the more you grow. But knowledge is also a great
safety feature. By knowing ahead of time what might happen could give you that safety-edge to
prevent a serious problem.
Riding with a radio will keep you in the know of what is
happening on the trail. The leaders of a ride and or tail
gunner can warn of an on-coming or passing vehicle, bad
areas, or dangerous “animals” such as those running at a
high-rate of speed with a beer can between their eyes. It is
also just fun to hear what is being communicated between
riders.
Ask around to help determine what system is best for you.
Small FRS (Family Radio Service walkie-talkie) radios are not that expensive and can save your
bacon. Add a helmet communication headset kit to
your handheld two-way radios with handlebar pushto-talk switch, and your ready to go…no helmet
modification required.
FRS radios are better than Bluetooth, because twoway radios have more communication range than
Bluetooth helmet headsets and have no limit to the
number of riders that can talk to each other.

for clubs, families, instructing new riders, race
teams, riding schools, and all other riding situations. So check them out.
So be in the know, and ride with a radio.
Ride Safe.
At each meeting we'll hold a 50/50 Raffle. Two
bowls are used for the drawing of winning tickets:
The "Purchased Ticket" bowl is for tickets sold.
The "Members Name" bowl holds all the current
club member names. Note: family memberships
are entered as one entry per family. At the end of
the meeting two tickets are drawn, one from each
bowl. First, a ticket is drawn from the “Purchased
Ticket” bowl. The winner wins 50% of the cash
raised that evening. Next, a “Member Name” ticket
is drawn. If present, the member wins the
remaining 50% of the raffle proceeds of the
evening, plus any monies that have rolled-over
from the previous 50/50 raffle.
If the winner is not present, then the monies will
rollover to the next month’s drawing and are added
to the “Member Name” bowl. The monies will
continue to build, until someone is present to win
it. The names of winners from the “Member Name”
will be returned to the bowl for subsequent chances
to win. The club does not profit from the 50/50
Raffle. All cash raised is distributed. The second
type of raffle is a “Donated Item Raffle” wherein a
donated item is raffled. In this scenario, the
“Purchased Ticket” winner wins the donated item.
There is no “Member Name” drawing; the cash
raised in this raffle goes to the club.

The April Raffle netted $20. Half of which
was added to the Member Bowl. The winning
half of the Raffle (worth $10) was won by Bob
& Joanne Walker. (Hey, didn’t they win
last month too! See it pays to come to a
meeting.
The winning ticket of the Member Bowl was
Bob LeClair, but per club rules members must
be present to win. So once again the money
will roll over to next month.

Safety Message Reminder
Helmets shouldn't be a choice…they are a necessary part of being safe.
If you want to save your head in a roll-over on a quad….and we've had
several this year…wear that helmet!
It would be great also to either wear a radio or carry one along.
We've also had a need for a chainsaw more than once, and no one
thought to bring one along. This also proved to be problematic. If you
have one, please bring it.

Idaho Wildlife Officials: Grizzlies in
Eastern Idaho Are on the Move,
Signaling End of Hibernation

IDAHO FALLS, Idaho — The Idaho Department of Fish and Game says
grizzly bears are on the move,
signaling the end of hibernation.

started seeing movement last
week among the bears that are
collared.
According to the Post Register, (http://bit.ly/1cIEMBt) reports of eastern
Idaho grizzlies waking up come a month or more after reports of
grizzlies leaving dens in Yellowstone and Grand Teton national parks.
Losinski said black bears sleep in a bit longer, but since area grizzlies
woke up so late, chances are all bears are out and about.
Officials said hikers and other outdoor enthusiasts should consider bear
safety. Carrying bear spray, avoiding carcasses in the woods, and
making noise to alert bears of your presence is a good start.
Clearwater Settlement Approved Recreation Groups Declare Victory On
Recommended Wilderness Claims

The agreement, initially filed in October, 2014, contemplated a Forest
Service effort to complete the new analysis prior to the start of the
2014-2015 winter snowmobile season. In the absence of a new
decision, the agreement provided for management to revert to the 1987
Plan, which would allow snowmobile use. The Court did not complete
its review of the agreement until the 2014-2015 winter use season had
largely passed, and declined to vacate the challenged plan's prohibition
on motorized access. The Court "conditionally approved" the remainder
of the agreement, and the Forest Service and Recreation Groups
accepted the Court's interpretation. The agreement also provides for
payment of $30,000 toward legal fees incurred by the Recreation
Groups.
"We have learned in decades of litigation that our court system
produces imperfect outcomes" said Sandra Mitchell, Public Lands
Director of the Idaho State Snowmobile Association, the lead plaintiff.
"We would like to eliminate the effects of what we consider an illegal
decision, but getting a new decision is a significant step. Ultimate
progress must always occur through the agency, and we hope we have
sown seeds toward that outcome here," Mitchell noted.

BOISE, ID (April 21, 2015)--A federal court has accepted the settlement
agreement that resolves a lawsuit claiming that the Clearwater National
Forest illegally closed recommended wilderness areas (RWA) to
motorized use. The agreement, between the Forest Service and lawyers
for the Idaho State Snowmobile Association and BlueRibbon Coalition,
requires the agency to conduct a new analysis and issue a new decision
to evaluate "motorized and over snow access management" in the
areas. The Forest Service "dispute[s] Plaintiffs' claims" but
acknowledged "that regional issuance of documents described as
guidance for forest planning, including planning for RWA management,
has led to confusion and misperception regarding the role that such
documents serve ...."

The areas in dispute were decades ago recommended for wilderness
designation by the Forest Service, but Congress has not acted on these
recommendations. The areas have always received motorized use, and
more recently mountain bike use, that would be prohibited in formally
designated wilderness. Neither the initial ratings nor the present
wilderness suitability have been diminished by these uses, and the
"wilderness character" of the areas has remained the same under Forest
Service evaluations.
