Feed Scheduled April 21
On Friday, April 21, there will be a benefit spaghetti feed
at the Triangle Nite Club at 5 p.m. for Abigail and Isabelle
Carlsen, conjoined twins of Jessie and Amy (Burrows)
Carlsen, former residents of Sidney.
Terry and Patti Carlsen, Sidney, are the paternal grandparents.
The twins are preparing for a separation surgery.
There will be a silent auction also. Anyone wanting to
donate to the auction or have any other questions can call

McKenzie Carda and
Emmett Johnson were selected as the top individuals
in various categories at the
recent Richland County 4-H
Speech Contest.
Amy Redman, Abby
Carda and Katelyn Koch, who
received blue ribbons, are
now eligible to represent
Richland County at this
summer’s State 4-H Congress. Luke Whitford was
awarded a red ribbon for his
speech on The Wild West.
The Jr. Division again
was divided into two age categories due to the large number of participants. Emmett
Johnson won first place in the
10 and under age group with
a speech on “Figures Of
Speech”. Blue ribbons went
to Autumn Rehbein, Nate
Turner and John Helmuth.
This year, we had one
Cloverbud give a speech.
Rain Rehbein, 8, gave the
speech “Cheetahs”.
The other Jr. Division
was comprised of contes-
tants 11-13 years of age and
Carda was awarded first
place with her talk on “The
Olympics”. Blue ribbons went
to Justine Klempel, Brian
Redman, and Levi Helmuth
while Alexis Dynneson, Scot
Haverkamp,
Meghan
Haverkamp, Ande Turner,
Nettie Johnson and Canyon
Rehbein received red ribbons.
A total of 19 4-H members took part in the event,
which was held at Rau
School. Judges for the event
were Jack and Jackie Damn,
Vicki Vaira and Patty Whitford
for the Jr. age group and Mike
Webber and Brian Volbrecht
for the Sr. Division.
Junior division winners
will be presented trophies at
the Annual 4-H Awards and
Recognition Day next fall.

judges and Rau School faculty that made this a successful event.
Boxing Action At
Sidney High April 21
Get ready for some great boxing action at the third annual Sidney Eagle Wrestling Boxing Smoker set for Friday,
April 21 at the Sidney High School Gym.
The event starts with a burger and hotdog barbecue at 6
p.m. with the fights starting at 7 p.m.
Anyone in the surrounding area that is still in high school
is invited to compete. You are asked to contact Guy Melby at
433-2330 before April 19 to ensure your spot.
The boxing event will feature 15 to 20 bouts with three,
one-minute rounds. Guys and gals are invited to box. Admission will be $4 for students, $6 for adults and $8 for ringside
seats.

Mass of Christian Burial for John Arthur Redlin 82, Seattle, WA, formerly of Lambert-Sidney area, will be Wednesday, April 12, with Father Francis Schreiber presiding. Interment will be in Sidney Cemetery, under the direction of
Fulkerson Funeral Home, Sidney.
John died April 2, 2006, in Seattle WA.
Loring Owen Harris, 60,
Sidney
Memorial services for Loring Owen Harris, 60, Sidney,
were held Monday, April 10, at Shepherd of the Valley Lutheran
Church with Pastor David Huskamp officiating.
Military honors were provided by the V.F.W. Post #4099
of Sidney.
Interment of his cremains was in the Sidney Cemetery
on his father, Owen Harris’s, grave under the direction of
Fulkerson Funeral Home, Sidney.
Loring died Monday, March 27, 2006, at a Federal Medical Center of pneumonia which was complicated with his 1½
year battle with pancreatic cancer.
“Williston Strings” To
Present Concert
The “Williston Strings” will present their Spring Concert
on Sunday, April 23 at 3 p.m. at the James Memorial Center.
There is no charge for the concert, but freewill donations
will be accepted. The donations will be used to provide scholarships for local students to attend the International Music
Camp.

The miles of gas, oil and salt water pipelines being installed in Richland County has prompted the Richland County
Conservation District and the Lower Missouri CRM to host
an educational and informational meeting on Tuesday, April
25 at the Sidney Elks Lodge.
The meeting will be educational to landowners, contractors and industry people. Topics to be discussed are the Montana Natural Streambed and Land Preservation Act (310 Permit), Federal Clean Water Act (404 permit), easements, pipeline safety, and One Call-Before U Dig. Industry personnel
will be on hand to explain their construction plans in the
months ahead.
Agencies that plan to speak at this meeting include the
Department of Natural Resources and Conservation, Department of Environmental Quality, the Army Corp of Engineers
the Office of Pipeline Safety and the Farm Service Agency.
If you have questions or concerns about a pipeline crossing your property or if your company needs information on
permits needed in certain conditions of pipeline installation,
please plan to attend this educational meeting on April 25, at
the Sidney Elks Lodge beginning at 9:30 a.m.

State Oil & Gas Lease Sales Producing Record
Revenues for the State School Trust Fund
The Department of Natural Resources and Conservation (DNRC) recently held its
quarterly auction of oil and
gas leases, generating $6.28
million in rental and bonus
payments to the school trust
beneficiaries.
This amount represents
one of the largest dollar
amounts generated by oil and
gas development on state
trust land. The amount was so
significant that the March 17
edition of the Rocky Mountain
Oil Journal published an article related to the increased
development on state trust
land.
The average bid from the
recent lease sale was $61.61
per acre, an all-time record,
according to Monte Mason,
DNRC Mineral Management
Bureau Chief.
“The level of oil and gas
exploration and production
has increased significantly
over the last two years, particularly in eastern Montana.
The increase in activity translates directly to the increased
bidding for leases on state
trust lands in these areas. We
averaged over $2.5 million
per sale in 2005, but last
week’s sale surprised even
us. There was considerable
interest in school trust tracts
in Daniels County, which
alone generated $5.39 million
at an average bid of $100.31
per acre,” Mason stated.
The rental and bonus
payments are just one part of
the revenue generated from
oil and gas leases on school
trust land. If oil or gas is discovered, the lessee also pays
a royalty on the amount produced. “A royalty is a percentage of the gross value of the
oil or gas produced and sold.
Higher prices obviously increase the amount of royalty
paid on a barrel of oil or cu-
bic foot of gas. However, the
increased level of exploration
has also increased the
amount produced in the state.
Both oil and gas production
from state lands increased by
over 25% from fiscal year
2004 to fiscal year 2005.
When you combine increased prices with increased volumes, the increase in royalty revenue to
the school trust is substantial,” Mason explained.

“This is significant. It’s
likely to make a big difference
in the amount of revenue we
contribute towards education
next year,” explained DNRC
Trust Land Division Administrator, Tom Schultz. “Accord-
ing to the calculations recently reported by the Legislative Fiscal Division, the
Guarantee Account portion of
the Trust is projected for a $10
million jump from oil and gas
lease revenues alone.”

to K-12 and higher education
from state trust lands represents the management activities on state trust land. In addition to oil and gas exploration and development, that

Meeting Set April 12

park in Sidney.

in building such a park, to review Sidney Parks and Recreation Board’s proposed locations, and to discuss the design
of the park.

area can be approved.

Vaccinate Horses
Against West Nile Virus

Horse owners are
once again being urged to
vaccinate their horses
against the West Nile Virus
before the mosquito season begins.
If your horses were
vaccinated last year, you
will only need to administer a booster shot. However, for those horses that
have never been vaccinated, two doses will be
required this initial year.
Only licensed veteri-
narians can administer the
vaccines so horse owners
should be contacting their
local veterinarian soon to
obtain the vaccines and
immunize their horses.
There are two vaccines available this year.
West Nile Innovator is a
killed, whole virus vaccine
that was the first to gain
USDA approval. A new
vaccine called Recombitek
was made available and it
is a live-replicating
canarypox vaccine.
One thing to keep in
mind is that the two vaccines are not interchangeable. Recombitek cannot
be used to booster a previous shot of West Nile Innovator and vice-versa.
And both products still require two initial doses to
establish first-time immunity with annual boosters
needed each year.

New Officer Team
March 29 through April
1 saw the gathering of over
1,300 students for the 76th
Annual Montana State FFA
Convention on the campus of
Montana State University in
Bozeman. Students competed in nine different state
events to qualify for national
level competition and took
part in leadership training
workshops and activities.
One of these major activities
included the selection of the
new state FFA leadership
team.
Each year, the Montana
FFA Association elects eight
officers to serve as student
leaders for a one -year term.
These officers are freshmen
and sophomores in college
that continue their collegiate
studies while serving the
state FFA association
through traveling the state
representing the organization. Officers travel to every
FFA chapter, various agricultural shows and exhibits, the
state legislature, and other
agricultural events to represent youth and FFA.
Nineteen students from
across the state consumed
their convention time with
three days of interviews,
questions, FFA knowledge
exams, and stress as they
sought one of the eight positions available as 2006-2007
Montana State FFA officers.
A committee made up of
past officers and current FFA
members as well as business
and industry leaders from
across Montana selects the
officers each year. This committee tests each candidate’s
knowledge of FFA and current agricultural issues as
well as analyzing the personality and leadership style of
each candidate to select the
eight that will work the best
together.
While in their year of service to the Montana FFA,
each officer will travel over
20,000 miles representing
FFA and making chapter visits throughout the state. State
officers are on the road about
ten days of any given month
representing FFA. Aside from
their duty as an ambassador
of FFA, the officers will be
required to write, edit, and
publish the Montana FFA
Reporter, a quarterly newsletter that details the events
and activities of the Montana
FFA Association.

National Teach Children to Save Month
Allowance – Work – or Both?

Are money issues ever a problem with children in
your household? The question of allowances is often
raised by parents and children alike. The Institute of
Consumer Financial Education offers the following information regarding children and money. The Richland
County Jump$tart Coalition encourages parents to be
active in their child’s money management education.
How money is handled with children is a personal
decision, the concept of giving an allowance and having
work income seems to work best. Parental goals, when
paying an allowance, should be to shift some spending
decisions from parents to child, reduce the need for the
child to have to ask for money and provide a method,
under supervision, for learning about saving money and
wise spending.
Establish a base allowance for each child. If the child
wants more money, create a list of jobs or duties which
can be done for additional money. Each task should have
a set amount of compensation and a description of the
work to be done. Age specific techniques can help with
money skills as children grow.
Birth to age 8 – Assign basic chores with the opportunity to earn small amounts of money for additional work.
Provide a piggy bank or savings account for saving, don’t
buy toys on demand and let the child learn about the
consequences and responsibility of owing possessions.
Ages 8 to 12 – Allow increased decision making.
Encourage comparison shopping. Give a specific allowance and stick to it or none at all. Don’t pay for regular chores but provide opportunities to earn extra by doing
extra.
Age 13 and older – Be consistent with daily household chores, expectations and consequences. Help your
child forget his or herself by donating time or money to
worthy causes. Help them experience a larger world.

Coalition Helps Richland County Youth
Get A Jump On Their Financial Future
How do we teach children to save? Through education and encouragement children and adults alike can
plan for their financial future. April is National Teach
Children To Save Month and in it’s third year the Richland
County Jump$tart Coalition will be working with schools
and other youth groups to develop important saving and
goal setting skills. Not only will it be a chance for many
children to learn concepts of savings but will provide
parents a teachable moment to put the concepts into
action at home.
If your child comes home with a handout entitled, “I
learned About Money Today” the Jump$tart Coalition has
engaged your child in one of the following money management activities.
-Story time for 3rd graders will engage them to make
spend, save and share goals
-Sidney 6th grade students will learn the rule of 72
and Wall Street history from Enid Houtari at Edward
Jones.
-Richland County Extension Agent, Judy Johnson,
will be teaching Fairview and Rau 5th graders how to
use financial calculators for making financial decisions.
-Story time at the Richland County Public Library
will use books, pennies and purses to illustrate where
money comes from and what to do with it.
-Sidney 8th graders will visit Richland Federal Credit
Union to learn about savings and credit. The “Who Wants
to be a Millionaire for a Day?” promotion will encourage
young savers to deposit into their savings accounts.
-After school kids at Richland County Boys and Girls
Club will participate in a money themed week, budget
“phantom money” for activities and snacks for a day and
get a financial message from Demolay members.
-Sidney Herald will print a money themed Kids page.
-Stockman Bank will promote savings at the Sidney
High School through the Student Bank program.
The coalition wants to thank Jump$tart Coalition
partners including the Sidney, Fairview and Rau Schools
and teachers, MSU Extension Service, Demolay and
Sidney Advanced Accounting students.

at the Sidney Moose Lodge for the family of the late
Robert Dean, who passed away of colon cancer Sept. 1.

NRCS Offers Funding For
Predator Deterrent Practices
Ranchers may be eligible to receive funding for
implementing three predator
deterrent measures through
the Environmental Quality Incentives Program. The Natural Resources Conservation
Service (NRCS) will be offering incentives to help ranchers minimize conflict between
predators and livestock.
“We are glad to be able
to offer this assistance at a
time when predation from endangered species is rising as
a central issue in Montana
agriculture,” said Dave White,
NRCS state conservationist.
“The measures will help
ranchers safeguard their livestock, protect their financial
solvency, and, hopefully, help
them to better live in coexistence with endangered predators.”
The three predator deterrent practices that will be
available from NRCS in 2007
include:
1. Disposal of carcasses
from around farmsteads and
feedlots to approved landfills
or rendering companies.
2. Installation of predator
deterring fence around areas
with concentrated numbers of
livestock such as calving areas, feeding areas, feedlots
or bee apiaries.
3. Hiring and use of a
herder to facilitate prescribed
grazing and predator deterrence during the grazing season.
The application deadline
for 2007 program funding is

Montana Cattlemen’s
Association is accepting applications for the Swede
Schlesinger Scholarship.
Swede Schlesinger was
a long time rancher and
former president of the Montana Cattlemen’s Association. Swede ranched north of
Ingomar, MT on Porcupine
Creek. He loved the cattle
business and the people in it.
Swede strongly believed education was critical for rural
areas to prosper. The heirs of
Swede have established this
scholarship to encourage
academic rigor and reward
scholarly achievement.
The $2,500 scholarship
is awarded to a graduating
high school senior of a Montana high school with a “C” or
higher grade point average.
The student must be enrolled
or intending to enroll full time
in any accredited college or
university that offers a bachelor degree; an approved vocations or trade school; an
accredited junior college; or
an institution offering a registered nursing degree.
Scholarships are awarded on
the basis of (1) academic
achievement, (2) cattle industry involvement, (3) goals and
quality of application, and (4)
amount of other scholarships
the applicant has received.
The Schlesinger Scholarship
is renewable for 3 additional
consecutive years if the student maintains a 3.0 or better GPA.

Drug & Alcohol Seminars Set For April 24-27
In response to many
companies being caught offguard by what’s required of
them by Federal and State
Law regarding a drug and alcohol program, Checkers, Inc.,
an on-site drug and alcohol

is for any DOT or Non-DOT
company that has a Drug &
Alcohol Program in place.
Montana State Law requires
that the person in charge of
your program, the DER (Designated Employer Representative), and other supervisors
in charge, must receive training annually for recognizing
signs and symptoms for reasonable suspicion testing. All
urine and breath alcohol collectors must be able to prove
that the person requesting the
reasonable suspicion test be
done, be certified to make this
call before testing can take
place. Required by law, all
companies, whether DOT or
Non-DOT, must keep these
certifications for this training in
your business drug and alcohol file. North Dakota state
Law is the same as the Federal Law, which requires a
one-time certification. Hovland
has spent 34 years with the
Chicago Police Department.
While there he wrote the investigation process on positive employee drug tests and
then
developed
the
department’s random drug
testing program. Upon retirement, Psychemedics, the
world’s largest hair testing
company, hired him as a consultant. In this position he
worked with the police departments in New York, Boston,
Philadelphia, San Francisco
and Los Angeles in the development and implementation of
their drug testing programs.
He will share valuable information to the business owner,
cover the Montana and North
Dakota State Laws, the latest
DOT 49 CFR Part 40 regulations regarding Drug and Alcohol testing and the updated
responsibilities of the DER.
This seminar will cost $175 for
the four-hour course. DER’s
and supervisors will receive a
booklet and certification.

At State Skills-USA
Conference 2006
Sidney High School students competed in the 35th Annual State Leadership and Skills Conference in Havre, at Montana State University-Northern on April 3-5.
Competing for Sidney were Matt Helmers in Basic Wood
Technology, Garvin Leintz and Dayton Wick in Cabinet Making, Jay Moran in Diesel Equipment Technology, James Netzer
in CADD Fundamental Drafting, Shawnn Dunn in Job Interviewing, James Netzer, Shawnn Dunn, John Kalberer, and
Joe Kallevig in the Quiz Bowl, John Kalberer in Technical Computer Application, Joe Kallevig in Technical Drafting, Joe Topp
and Shawnn Dunn in Arc Welding, and Ryan Hecker and
Gussie Larson in Combination Welding.
Shawnn Dunn made the finals in job interview, which were
the top 10 out of 153 contestants. Placing 3rd was James
Netzer in CADD Fundamental Drafting. Second were Jay
Moran in Diesel Equipment Technology and Dayton Wick in
Cabinet Making. In first were Garvin Leintz in Cabinet Making and John Kalberer in Technical Computer.
Leintz and Kalberer have qualified for the National Leadership Skills Conference to be held in Kansas City on June
19-23.

Goulart to Aaron Uecker.
Aaron is the son of Kelly and Brenda Uecker, Baker. Aaron
is the grandson of Alice Heiser and the late Bernie Heiser,
Baker; the late Margaret Heiser, Baker, and the late Margaret
Uecker, Yakima, WA.
Nicole is the granddaughter of Dan and Mary Ann Jay,
Gilbert, AZ, the late Gerald Solberg, Sidney, and Edward
Goulart and the late Mildred Goulart, Lambert.
Nicole is a 2004 graduate from Baker High School and
recently completed certification at the Academy of Professional Careers for Massage Therapy in San Diego, CA. Nicole
is employed with Bodyworks for Health in El Cajon, CA.
After Aaron graduated Baker High School in 2002 he
enlisted in the U.S. Navy and is currently stationed in San
Diego, CA. He has been deployed to the Gulf and several
other points around the world and after discharge from the
service plans on a career in law enforcement.
A Sept. 9 wedding is planned in Baker. A reception and
dance will follow at Thee Garage in Baker.
