INTRODUCTION
The National Council for Technical Education (NACTE) has prepared this Admissions Guidebook as a tool
to simplify the admission process into teacher education institutions in the country. The Admissions into
Teacher education institutions is processed through Central Admission System (CAS). The CAS
applications are lodged through the Internet. The process is interactive in such a way that the applicant can
easily and conveniently follow the instructions given by the system in the course of lodging an application.
Applicants are strongly advised to read carefully the Admission Guidebook before they start lodging their
application in order to be familiar with the entry requirements, location and fees of the institutions aspired.

Important Issues to Observe
2.1. Deadlines for Application
In order for the applications to be considered and processed without due stress, applicants are
advised to observe and adhere to the dates indicated. Failure to adhere to these dates may result
into rejection of applications. In any case, no admission will be processed beyond advertised dates.
2.2. Websites in Use
All applicants will apply through Central Admission System which is available on NACTE
website: (http://www.nacte.go.tz). Applicants can also use the CAS website: http://www.cas.ac.tz.
Applicants are advised to follow the application instructions and related registration stages
carefully to avoid any inconveniences.
2.3.
Application Fee and Mode of Payment
The applicant intends to apply for teacher education programmes only is r required to pay a Non-
refundable application fee of TShs. 20,000/- payable through M-Pesa. If the applicant intends to
apply for teacher education and other programs such as Science and Allied Technologies, he/she
will be required to add 10,000/=

2.4. Minimum Entry Requirements for Admission
Applicants who aspire to be admitted into teacher education training institutions registered by the
Council (government and non-government) for academic year 2016/2017 should meet the
following minimum entry requirements:
2.4.1 Ordinary Diploma in Primary Education (ODPE)
a) Pre-service
 Holder of Certificate of Secondary Education (CSE) with at least four (4) passes in
non-religious subjects and with divisions I-III or GPA not below 1.6
b) In-service

Holders of Grade III A offered by NECTA

Ordinary Diploma in Early Childhood Care and Education (Pre-service)
Holder of Certificate of Secondary Education (CSE) with at least four (4) passes in
non-religious subjects and divisions I-III or GPA not below 1.6, or
Holders of Grade III A offered by NECTA
2.4.3 Ordinary Diploma in Laboratory Technology
 Applicants who aspire to be admitted into Ordinary Diploma in Laboratory Technology
offered by institutions (both public and private) for academic year 2016/2017, are required
to meet the minimum entry requirements of at least a pass of D grade in Chemistry, Physics,
Biology and Mathematics subjects in CSE.

Higher Diploma
Applicants who aspire to be admitted into Higher Diploma in Education (Science and
Mathematics) for academic year 2016/2017, are required to meet the minimum entry
requirement of two (2) principal passes in any of the five science and mathematics subjects
(Physics, Chemistry, Biology, Mathematics, Geography) in ACSEE.
For Higher Diploma in Education (Languages), minimum entry requirement is two (2)
principal passes in any of the three language subjects (English, Swahili, French) in ACSEE
and
For Higher Diploma in Special Needs Education, minimum entry requirement is Diploma
in Secondary Education with one principal and one subsidiary pass at ACSEE in teaching
subjects. Possession of Certificate in Special Needs Education is an added advantage two
principal passes in geography, mathematics, Kiswahili, English or French at ACSEE
2.5. Applicants with foreign certificates
Applicants with foreign certificates of secondary education will be required to submit their
certificates to National Examination Council of Tanzania (NECTA) for equivalence. To
download equivalence form visit NECTA Website (http://www.necta.go.tz/).
Applicants with Non-NTA Certificate and Diploma qualifications should submit their certificate to the
National Council for Technical Education (NACTE) for equivalence. To download equivalence form or
apply through the Award Evaluation System visit NACTE website (www.nacte.go.tz).
2.6. M-PESA Payment Codes
Applicants are advised to keep in safe place their M-Pesa payment Codes for future reference
and payment verification. M-Pesa payment code can only be used once.
2.7. Mode of Application
All applications should be lodged online. No applications outside CAS will be considered.
Applicants who are admitted directly by institutions will not be recognized.

CAS Institutions
The Ministry of Education, Science, Technology and Vocational Training directed from
2016/2017 academic year onwards that teacher education institutions should admit students
through CAS. Table 2 shows the list of participating institutions in CAS for 2016/2017 academic
year. Institutions which will participate in CAS after the publication of this guidebook are the
ones approved or recognized by NACTE.

How to Apply Through Central Admission System (CAS) To
Join Education Programmes.
Open the NACTE or CAS websites (http://www.nacte.go.tz) or www.cas.ac.tz, Click Central Admission
System (CAS) on the menu to open the Central Admission System
Read and follow instructions in home page carefully before you proceed.
4.1.

4.3. Preliminary Registration
4.3.1. Prior learning qualification details
Choose your prior learning qualification (O- LEVEL), VETA, GCE (General certificate of
engineering) foreign certificate (O’ level Equivalences as established by NECTA)
Answer the following questions:

a) If the answer is “Yes, you will be provided with the next question
“Where did you complete O’ Level (CSEE)”

If the answer is “Tanzania (NECTA)”, the select box with show up to select examination
year. Please choose the year of completion then fill in your index number (e.g.
S0101/0001), completion year (e.g. 2016) and email address in the spaces provided.
If the answer is “Outside Tanzania (Foreign)”, the select box with show up to select
examination year. Then fill in your index number, email address, first name, middle name
and last name in the spaces provided.
Note: If you studied in Tanzania and examination year is before 1988 follow a) (ii) above.
b) If the answer is “No”, You will be provided with the next question
“Do you have GCE?”

4.3.2. Enter Payment details
Enter MPESA confirmation code (e.g.BA54KP432) and your available phone number.
NB: The code contains combination of characters and letters watch out the different between Zero (0) and
Oo, character I and 1 (Number One).
4.3.3. Select Application Category
Choose “Certificate, Diploma and Higher Diploma Programmes” and click “Continue…”
4.4. Registration Confirmation
The after submit last section of application the following page will display.

1988 you supposed to confirm your details below the page.
Click “Continue with Application” to proceed if information displaying on two section BASIC
PARTICULARS and PREVIOUS EDUCATION SCHOOLS are correct, otherwise answer
“NO” on the question “Is the above information correct?” and update accordingly and then
continue by clicking “Continue with Application”.

Note: The system will show “Your details successfully updated” then you can scroll down on
the page and Click “continue with application”. If you want to edit your details, click “Profile” at
top of page then continue with application.
4.6.
Choose Profession
a) Choose “Teacher Education” in the list of available professions
b) Select the priority of this profession. Priority will determine the sequence of your choices
if you have chosen more than one profession.
4.7. Choose Additional Qualification
Choose additional qualifications that you hold from the list of qualifications. Click “Yes” if you
have the qualification or “No” if you do not.
If your answer is “Yes” you will be required to fill in the details of your award and upload your
award.

Institution Name Select institution/college basing on your preferences starting with most
preferred by clicking drop down arrow that will provide you with a list of
institutions/colleges.

Program Click “drop down arrow” to get a list of programmes offered by the institution
you have selected which are available as described in a current admission guide book. You
can always go back and change your selection at any time; always remember to save your
selections or changes.
After selection the system will indicate program capacity and number of applicants who
have applied so far, on the right hand side of your selection.
Click “Save selection” to proceed;
 During application process you will be receiving different notifications, so please read the
notifications carefully before you continue; otherwise you will delay to complete your
registration process.
 To finalize your application process, click “Confirm”. A message will appear indicating that
you have successfully submitted your program selection details. You will be notified of your
application results when selection process is completed.
 Click “continue to your profile” to review your application process, edit selection or logout
to exit. You have successfully completed the application process.
