Dunstan, Madison County Board Chairman Re: Madison County Ethics Advisor County Clerk Ming Mendoza and Chairman Dunstan: This is to inform you that I must decline to accept the appointment to the position of Ethics Advisor. We initially discussed this matter in your office on Thursday, March 17, 2016. There has been a misunderstanding as to nature and scope of the appointment. I am now a retired Associate Circuit Judge and a retired attorney at law with a status of “Inactive” with the Illinois Attorney’s Registration and Disciplinary Commission. As such, I cannot issue legal opinions or otherwise engage in the practice of law. Most significantly for me personally is that even the appearance of the issuance such legal opinions 2 or engaging in the practice of law could place me in conflict with the Commission. Therefore it is clear that I cannot accept the appointment given these limitations. Thank you for having considered me for the position.
