Alan Estevez develops and implements strategies, policies, and programs that increase the warfighting capabilities,
management efficiency, and buying power of the Department of Defense (DOD). He has held several key positions within
the Office of the Secretary of Defense, including assistant secretary of defense (logistics and materiel readiness), principal
deputy assistant secretary of defense (logistics and materiel readiness), and the assistant deputy under
secretary of defense (supply chain integration).

Connie McClendon is an Iraq War veteran. For 18 years, she served with the National Guard one weekend a month and
in 2008, her unit was deployed to Iraq where she worked in detainee operations. She returned with serious neurological
disorders. In 2011, through the AbilityOne Program and SourceAmerica, she began working for Skookum at Fort Meade
as a materials expediter and was promoted to her current role as supply technician.
Tina Ballard, Executive Director, U.S. AbilityOne Commission
Following Connie McClendon’s presentation, we’ll hear from Ms. Tina Ballard, who will give an overview of the AbilityOne
Commission. Ms. Tina Ballard is the Executive Director of the Commission. The Commission is an independent Federal
agency responsible for directing and managing the AbilityOne® Program through which Federal activities purchase products and services from nonprofit agencies associated with National Industries for the Blind (NIB) and SourceAmerica®.
AbilityOne Program procurements provide high quality products and services needed for the operation of the Federal
Government, while providing employment and training opportunities for tens of thousands of people who are blind or
have other significant disabilities. Prior to serving as the Commission Staff’s Executive Director, Ballard served as the Deputy Assistant Secretary of the Army (Policy and Procurement). She directly supported the Army Acquisition Executive and
the Assistant Secretary of the Army (Acquisition, Logistics and Technology).

and must be anticipated and

The government aims to bring its digital services acquisition in line with private sector processes and innovations.
This track includes sessions covering modular contracting, cyber services, and cloud services. Learn best practices and
solutions that can help with your government IT acquisition. (This track is focused primarily on government acquisition
team members challenged with acquiring digital services.)
BUSINESS ACUMEN
Wikipedia defines business acumen as “a keenness and quickness in understanding and dealing with a business situation
in a manner likely to lead to a good outcome.” These sessions are designed to provide government with an understanding of how industry conducts business and provide industry with an understanding of how government conducts business.
(This track is appropriate for both government and industry acquisition professionals. Individual breakout session descriptions will indicate whether sessions are more appropriate for industry or government.)
CONTRACTING EXCELLENCE
Whether you’re relatively new to contracting or you’re a more seasoned contracts professional, you’ll find training
targeted to your level of expertise on the topics of contract administration, commercial item procurement, small business
contracting, and more. The track will explore contracting challenges from the perspective of making well-considered
decisions. Contracting Excellence–Fundamentals sessions will be taught at a level appropriate to a contracts novice,

INTERACTIVE TRACK
Social learning occurs through connection, engagement, and conversations with peers. This track consists of collaborative
