Donald Professor Faculty of Law The Chinese University of Hong Kong Abstract: The common law takes its shape as something enforceable when a court issues an opinion on a dispute that people in the community have brought to it. The contents of this ‘case law’ will come from the society that asked for the rule. The rule is confected from many social ingredients: it will include a measure of what science holds to be true at the time of decision, a measure of morality, a measure of what the society understands as the role of the judge, and a measure of older cases, each of which also included the foregoing ingredients. As such, common law is in a feedback loop within society – it takes what society itself offers, condenses it into a declaration regarding a given dispute, and gives it back to the society for public judgment, becoming part of the social milieu available for further judgements. This means that there is no aspect of the social sciences that is irrelevant for common law. This feedback loop eventually mirrors the sum of truth reached by all disciplines in its home society. It is this sum that the society agrees can be used to bind and order each of its members. Dr. David C. Donald Bio: David C. Donald is a Professor in the Law Faculty of The Chinese University of Hong Kong. David previously taught at the Institute for Law and Finance of the University of Frankfurt, Germany and worked for a decade as a commercial lawyer in the US, Italy and Germany. Before studying law, David completed a PhD in comparative literature with a focus on German philosophy. His publications include A Financial Centre for Two Empires: Hong Kong’s Corporate, Securities and Tax Laws in its Transition from Britain to China (Cambridge University Press, 2014), The Hong Kong Stock and Futures Exchanges – Law and Microstructure (Thomson, Sweet & Maxwell 2012), and (with Andreas Cahn) Comparative Company Law: Text and 20 Cases (Cambridge University Press 2010). He teaches company law, securities law and the origin and development of the common law. He is participating with scholars from other universities on a Hong Kong Research Grants Council funded project, “Enhancing the Future of Hong Kong as a Leading International Financial Centre.” David currently serves on Hong Kong’s Standing Committee for Company Law Reform, its financial Policy Research Committee, and the Hong Kong Institute of Chartered Secretaries Academic Advisory Panel. 21 Natural Sciences Keynote Speech Jordan 2014/12/17 Thursday 11:00-12:00 Photocatalytic Degradation of Environmental Pollutants using Vacuum UV Technology Dr. Dennis Y.C. Leung Professor Department of Mechanical Engineering The University of Hong Kong Abstract: Photocatalytic oxidation (PCO) is one of the fastest developed technologies that can be used for the control of environmental pollutants in both gaseous and aqueous states. The PCO process is normally triggered by the irradiation of UV light. The most widely used UV sources in PCO are 254 nm and 365 nm UV lamp. However, the conventional PCO process has disadvantages such as recombination of electron-hole pair leading to low process efficiency and deactivation of photocatalyst. In order to improve the efficiency and stability of the PCO process, UV lamps with partial 185 nm UV irradiation (denoted as VUV lamp) were used to activate photocatalysts. 185 nm VUV lamps cannot only irradiate photocatalyst but also generate active oxidants such as O radicle, OH radicle, and ozone that enhance the oxidation of the organic components in the pollutants. In this talk, the principle of oxidation enhancement by VUV will be explained and examples of VUV enhanced photocatalytic degradation of VOCs and water pollutants are presented. In addition, ozone is a byproduct generated in the process, which can enhance the oxidation but can also cause harmful to health. The use of ozone for oxidation enhancement and removal of the residue ozone using modified catalyst will also be discussed. Dr. Dennis Y.C. Leung Bio: Prof. Dennis Y.C. Leung received his BEng in 1982 and PhD in fluid dynamics in 1988, both from the Department of Mechanical Engineering at the University of Hong Kong. He had worked in the Hongkong Electric Co., Ltd. for five years leading the air pollution section of the company. He joined the University of Hong Kong in 1993 in the Department of Mechanical Engineering. He developed the environmental engineering program of the department and is very active in conducting research in environmental engineering with main 22 focus in air pollution. Professor Leung is now a full professor of the department specializing in air dispersion modelling, environmental pollution control and renewable energy. He has published more than 400 articles in this research area including 200 peer reviewed SCI journal papers with high impact factors. He was invited for more than 10 review articles for various journals and received high citations. His h-index is 42 and total citations are more than 8000. He is one of the top 1% highly cited scientists in the world since 2010 (Essential Science Indicators) until now. Prof. Leung has delivered more than 30 keynote and invited speeches in many conferences as well as public lectures. He serves as a chief editor or editorial board member of many journals including Frontiers in Environmental Sciences, Applied Energy, Journal of Power & Energy, Chinese Science Bulletin, Sustainable Energy etc. He also served as an external examiner of the Engineering Program of the Hong Kong Institute of Vocational Education (IVE), and numerous local and overseas thesis examining committees in environmental engineering for the past twenty years. Prof. Leung is a chartered engineer, a Fellow of the Institution of Mechanical Engineers, Energy Institute and the Hong Kong Institute of Acoustics. He also serves/served in the board of directors of the Friends of the Earth (HK), Hong Kong Quality Assurance Agency, Asia Pacific Hydrogen Association and Hong Kong Institution of Science. With his rich experience in energy and environmental protection, he had been appointed as chairman of many government and non-government committees including the Energy Institute (HK Branch), ISO 14001 Technical Committee of Hong Kong Quality Assurance Agency, the Task Force on Greenhouse Gas Validation and Verification, just name a few. He is/was an Appeal Board Panel Member of the Gas Safety Ordinance and Noise Control Ordinance of the HKSAR Government, and sat in various committees of the Hong Kong Environmental Protection Department for cleaning up the air in Hong Kong.
