I’d like to look at getting word out for the event in 3 ways - as a news article, as an event listed in the 4x4 event guide calendar for the next issue, and also as an ad. I’ll have to discuss the ad with you, as I’d like to find out if there is any negotiating the rate for a larger ad in an upcoming issue Arlene Brooks Washington Exec. Director February ’09 It has been a busy first part of the year – the State Meeting is now behind us and Winter Convention is just ‘round the bend. You will find the minutes from the State Meeting available at Convention for corrections/additions and/or approval. I have been asked to attend the Department of Natural Resources (DNR) board meeting in Olympia on the 3rd of February presenting our position on the Department’s WAC Revision (Section 33252) (we have been involved since ’04); I have accepted the invitation. The latter part of February DNR personal is planning an all recreation leadership meeting – gathering recognized recreation groups together – sitting down face-toface addressing recreation on managed state lands; I have accepted this invitation on behalf of our four wheel drive organization; more information will follow. In between these meetings I continue to participate in the DNR’s Sustainable Recreation Work Group (sub-committee’s were formed) with regards to current funding and access ideas – these topics are to be addressed over the next couple months; the Departments online survey has been found to be very valuable to the task force; thanks to those who took the time to participate. Wheelers for the Wounded is a national travelling event designed to express our gratitude for the service of our wounded military personnel. Currently - it is 20 events throughout the United States, starting in April and ending in September that are all weekend camping/wheeling experiences. There is more information on the event here: www.wheelersforthewounded.org WFTW is a non-profit organization, and all funding goes first to support each individual local event. We hope not only to cover event costs through donations and sponsors, but also hope to have funds in excess of the expenses of the local event. These funds will be donated to Fisher House - another non-profit assisting military personnel by providing temporary housing for military families while the wounded service member is at a medical facility. More info on that organization here: www.fisherhouse.org There are events scheduled in Oregon (to be hosted by PNW Reg 3) and Washington (hosted by PNW affiliated clubs Timber Tamers and Quadra Paws of PNW Regions 1 and 2 respectively. I am the contact for the Washington event - so I am most focused on getting the word out for the Washington WFTW event. The Washington event is scheduled for the 4th of July weekend. The actual ride will happen July 4, 2009 at the ORV area at the Tahuya State Forest outside of Belfair, WA, and camping will be at Sahalee Retreat Center down the road in Tahuya, WA over the weekend of July 3-5, 2009. So - my questions are these - What info do you need for getting on the events guide? What info do you need for doing a news article? Given that all moneys end up going to non-profit organizations supporting wounded vets and their families - what kind of deal (if any lower than the published rates) could be put together for a partial page ad for PNW sponsored WFTW events? Tom James Timber Tamers 206-595-1140 ~ State Seeks Volunteers to Evaluate Grants for Parks, Trails, and Shooting Ranges OLYMPIA The state Recreation and Conservation Office is looking for 17 volunteers to fill vacancies on four advisory committees for parks, trails, and firearm and archery ranges. The advisory committees make recommendations to the Recreation and Conservation Funding Board on project funding and policy issues. The board is the largest provider of grants for parks in Washington. Trails •Recreational Trails Program Advisory Committee: This committee evaluates grant applications for projects that help maintain backcountry trails and provide trail safety and education programs. Volunteers are needed to represent: • State residents interested in trails (such as land use planners, public policy specialists, statisticians or specialists with knowledge of backcountry trails and related issues). • Equestrians. • Off-road vehicle motorcycle recreationists. Members will serve from March 2009 through December 2012 and generally review grant application materials at home and attend one meeting a year. •Nonhighway and Offroad Vehicle Activities Committee: This committee evaluates grant applications from local, state and federal agencies for projects to help plan, acquire land, develop and maintain facilities for motorized and non-motorized recreation. The program also supports education and law enforcement grants for outdoor recreation. Volunteers are needed to represent: • Federal land management agencies. • Local law enforcement agencies. • Outdoor recreationists, such as hikers, equestrians, backpackers, cross-country skiers, hunters, anglers, February 2009 wildlife viewers, gatherers, etc. • All-terrain vehicle riders. Members will serve from March 2009 through December 2012 and generally review grant application materials at home and attend two, multiple-day meetings a year. Parks •Land and Water Conservation Fund Advisory Committee: This committee evaluates grant applications for projects that preserve and develop outdoor recreation areas including parks, trails and wildlife lands. Volunteers are needed to represent eastern Washington: • Residents. • Local government. Members will serve from March 2009 to December 2011 and generally will attend up to four weekday meetings a year. Shooting Ranges •Firearms and Archery Range Recreation Advisory Committee: This committee evaluates grant applications from local agencies and nonprofit organizations for projects that acquire, develop and renovate shooting and archery ranges. Volunteers are needed to represent: • Archery. • General public. • Hunter education. • Law enforcement. • Military. • Shotgun. Members will serve from March 2009 to December 2011 and attend two to four meetings a year. Albright, a recreation advocate and local photographer is applauded for her diversified enjoyment of the great outdoors, including hunting, fishing, camping, exploring, hiking, and travel. She is also well known in the world of recreation for her involvement with the BlueRibbon Coalition – a national trails group that champions responsible recreation. Sticks & Stones magazine, with John Michael Montgomery, covers the gambit of outdoor adventure in print, radio, web and TV. Albright was chosen as a “Leading Lady†because of her adventurous spirit in several outdoor activities, as well as her advocacy work to keep public lands open for responsible use through the BlueRibbon Coalition. The bill sponsors want to scrap up to one million cars a year for at least four years. There is no evidence that the program would achieve the goal of boosting new car sales or increasing fuel mileage. Many states have considered scrappage programs in the past as a way to help clean the air or increase mpg, but abandoned the effort because they simply don’t work. The programs are not cost-effective and do not achieve verifiable air quality or fuel economy benefits, but they do have a devastating impact on the many small businesses that market products and services for the scrapped cars. ~ Don’t Delay! Please contact Senator Diane Feinstein and Rep. Henry Waxman today to urge their opposition to S. 247 and H.R. 520. For those who responded to our first call for action, we need you again, along with everyone else. Oppose Federal Vehicle Scrappage Program Our efforts to prevent Congress from including a nationwide “Cash for Clunkers” program in the economic stimulus package has been successful – so far. Thousands of SEMA members and SEMA Action Network (SAN) enthusiasts contacted House Speaker Nancy Pelosi in opposition to the plan. The Speaker’s Office informed us that your emails, calls and faxes were received and, thanks to your work, Cash for Clunkers was not included in the economic stimulus package introduced in mid-January in the House of Representatives. Unfortunately, new legislation (S. 247 and H.R. 520) has been introduced in Congress to create a national vehicle scrappage program which will give U.S. tax dollars to consumers who turn-in their “gas guzzlers” to have them crushed. Henry Waxman (D-CA) Immediately to Oppose S. 247 and H.R. 520 The so-called “Accelerated Retirement of Inefficient Vehicles Act” is Cash for Clunkers with a twist. Instead of focusing exclusively on older cars, this program would target vehicles with low fuel economy ratings of any model year. Participants would receive cash vouchers ranging from $2,500 to $4,500 based on the model year and whether the replacement vehicle was a more fuel-efficient new car or used car (MY 2004 or later). Fuel-efficient is defined as getting at least 25 percent better mileage for the corporate average fuel economy (CAFE) target for its Contact Sen. Even on a voluntary basis, the program will hurt thousands of independent repair shops, auto restorers, customizers and their customers across the country that depend on the used car market. These businesses are already very vulnerable in the weak economy. • An accelerated vehicle retirement program is flawed since it does not target the “gross polluter,” an improperly maintained vehicle of any make or model year that has poor fuel mileage and dramatically more emissions due to poor maintenance. • An accelerated vehicle retirement program is flawed February 2009 because it does not factor-in how many miles-a-year the collected vehicles are currently being driven. U.S. taxpayers will be buying rarely-driven second and third vehicles that have minimal impact on overall fuel economy and air pollution. • Accelerated vehicle retirement won’t generate many new car sales. The cash incentive provided will not be enough to enable a person to buy a new or used vehicle. • Accelerated vehicle retirement will compete with nonprofits that rely on vehicle donations to raise funds, such as the Salvation Army, the Purple Heart and other charities. • Accelerated vehicle retirement threatens to disrupt a large and complex industry which already handles scrappage, repair, remanufacturing and recycling issues. This independent industry provides thousands of American jobs and generates millions of dollars in local, state and federal tax revenues. •Accelerated vehicle retirement ignores better policy options. Taxpayer dollars would be better spent as direct tax incentives to purchase a fuelefficient new or used car, without a government vehicle crushing program. Congress should also provide tax incentives to upgrade, repair and maintain existing cars, trucks and SUVs. There are many commercially available products and technologies that can substantially improve fuel mileage and lower the emissions. • We hope we can count on you to reject “Accelerated Vehicle Retirement.” Thank you for your consideration on this very important matter. The BLM manages more land – 256 million acres – than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estate throughout the nation. The BLM’s multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations. The Bureau accomplishes this by managing such activities as outdoor recreation, livestock grazing, mineral development, and energy production, and by conserving natural, historical, cultural, and other resources on public lands. Cheyne Rossbach Public Affairs Contact Representative BLM Spokane District Office 1103 N Fancher Rd Spokane Valley, WA 99212 (509) 536-1200 ~ ~ Road Open to Rock Creek Recreation Area Spokane–Effective immediately; the road leading to the Rock Creek Recreation Area (also known as Escure Ranch) is open to motorized vehicle travel. The Rock Creek Recreation area is located approximately 20 miles South of Sprague, Washington, in Whitman County, and provides access to the Towell Falls trailhead location. The Bureau of Land Management (BLM) closed the road for public safety on December 24, 2008 due to weather conditions. 5 Volunteers and DNR help protect Reiter Foothills Reiter Foothills, located in eastern Snohomish County, has long been a popular recreation area. The 10,000acre area attracts a diverse range of users including offroad enthusiasts, campers, hikers, mountain bikers, and hunters. The southern portion, in particular, has become increasingly popular over the years for motorized use. Reiter is so popular that certain locations have become overused, and some streams and stream corridors have experienced environmental damage from off-trail riding and the large numbers of riders using the area. The Washington Departments of Natural Resources (DNR), Ecology, and Fish and Wildlife, and the Tulalip Tribes are working on some interim projects to protect the area from further damage to its resources. These interim measures will help address water quality problems until the Reiter Foothills recreation advisory group completes its final recommendations and DNR determines the best course of action for the long term. In the past few months, DNR staff have worked with volunteers from groups such as the Northwest Quad Association, the Pacific Northwest Four Wheel Drive Association, and Reiter Trail Watch to complete on-theground projects that: · Protect water quality by keeping sediment from flowing into streams. · Protect wetlands and fish habitat. · Clean up and prevent litter. Volunteers and DNR staff have already completed the following projects: · Hardening the Deer Creek crossing. · Conducting weekend cleanups of the area. · Repairing fencing & eliminating motorized access around Reiter Pond to protect the area. The next planned work will involve placing ecology blocks to control access to sensitive areas along Reiter Road and near Reiter Pond where a significant amount of garbage dumping is occurring. We expect this work to be completed by mid-January. The work going on at Reiter is a great example of how volunteers are helping to make a difference on DNRmanaged lands. DNR recently put out a press release about the work going in Reiter at: h t t p : / / w w w. d n r. w a . g o v / RecreationEducation/News/ Pages/nr08_217.aspx For more information about Reiter Foothills, contact Candace Johnson at: 360-854-2803 or [email protected]. ~ Yakima Canyon Recreation Sites Temporarily Closed Yakima, WA Due to flooding by the Yakima River this past week, the Bureau of Land Management (BLM) has temporarily closed portions of the four developed recreation sites it manages in the Yakima River Canyon. BLM’s Umtanum, Lmuma Creek, Big Pines and Roza recreation sites have all experienced damage from the flooding, ranging from buried tables and fire rings, to damaged boat launches and signs. Closures include the Umtanum bridge and boat launch; all of Lmuma Creek; Big Pines boat ramp, outhouses and the north end of the campground; and Roza boat ramp. These areas will be closed to the public until further assessments and repairs of the damage can be made. BLM cautions visitors to pay attention to changing river levels and conditions at these and other roads and recreation sites in the area. Or in this case, state government! It all started rather innocently, a posting in the (Spokane) Spokesman-Review that the 7 Mile ORV Area would be closing for the winter 2, # 3, # 4). Background: The ORV area at Riverside State Park is 600 acres of fun! Set aside in the 1980’s for OffRoad Vehicles, the area has proven to be very popular for motorcycles, ATV’s, and fourwheelers. The terrain provides hill climbs, sand areas, and trails through wooded areas. Vancouver 4 Wheelers, November club run Brown’s Camp, Tillamook State Forest November 23rd 2008 Restrooms, parking, two picnic The day started out with meeting at Rogers Camp at 8:30am. We had 4 members, 1 applicant, and 5 guests. We planned on going in a loop. We started out on the Cedar Tree trail. From there we went to Firebreak Five, Saddle Up, Hogs Back, Rocky Uphill, Archers Firebreak, and then back to the trail head. Every one had a good time and there was no carnage to report. beginning on December 1st and would not reopen until late March or early April. That’s all it took to get the ball rolling – or in this case, the opposition to the closure. E-mails went out; postings were made on various forums and web sites. Word spread rapidly and opposition mounted, including phone calls to both the park rangers as well as Olympia! Jeff Williams (Spokane 4 Wheelers) arranged a meeting with the park ranger in which it was agreed to keeping the park open closing it only on Wednesdays and Thursdays. However, the folks who use 7 Mile would have to help out. The details of this “help” would come later, but we did succeed in keeping the park open through the winter! As a show of thanks, a rally was held on Sunday, Nov 23 at the 7 Mile ORV Area (photo # 1). At 1 PM, attendees gathered at the mud hole for a photo opportunity. Over 100 vehicles were counted! This included not only 4x4s, but ATVs and dirt bikes (photos # 4-Wheelin’ News shelters, a loading/unloading ramp, a training area, and more are at the site. Camping is available nearby at the Bowl and Pitcher area of Riverside State Park. The addition of the rock crawl hill and molies has created an extreme trail for the technically advanced vehicles. Now a challenging trail has been opened for the moderately built 4X4 vehicles to test your skill and nerve. looking up placing rocks on the hill. A 8000 lb concrete block nest was buried to provide a winch point for the rock hill climb. The trail boundary along the sides and bottom of the hill climbs were barricaded to prevent damage to the surrounding forest. DNR and the Quadrapaws worked closely to ensure that the trail is passable by a “Reasonably” built vehicle could climb the rock climb and Do you have aproduct or service tha t -4Wheelers would use? Any driver caught off trail will receive a ticket. Yellow Jacket Saddle trail just over ¼ mile long was opened in December. This previous hill climb was known as Yellow Jacket Hill. The trail contains a long rock climb and a steep off camber dirt hill climb guarded by molies at the west entrance. At the December 2008 PNW4WDA Board meeting Jeff Williams made a presentation applying for funding from the PNW4WDA (IAW) (Trail building and maintenance fund) for reimbursement cost of equipment rental and fuel. The first vehicle to try it out was Randy Smith of the Quadrapaws. His 1984 CJ7 has 33X10.5 tires, locked at both ends and a 2 inch lift. He had no problems traveling in either direction. Just choose your line wisely. Another Quadrapaw John George wasn’t so lucky. His TJ with the same set up as Randy’s Jeep. Didn’t fare so well on the off camber dirt hill climb. He broke his drivers side steering knuckle. We Have a saying in the club. “Its Just Tahuya” What the Quadrapaws lack in notability they more than make that up with their dedication to the Tahuya state Forest 4X4 trail system. They pour their heart and soul into the Tahuya every year. Maintaining the trails keeping the place clean and OPEN for others to come and enjoy their hobby of Four Wheeling. That alone makes the Quadrapaws one of the elite 4X4 clubs of the PNW4WDA. The Board clearly was behind the project and approved the funding to rent an excavator and skid steer loader to move the material onto the hillside. The DNR had several loads of rock approximately 380 tons delivered to the trailhead. Showing that we have their support for this project. Twelve Quadrapaw Club members worked the project from Saturday to Thursday putting in 286 hours during one of the coldest weeks that could be remembered. Most days began at daylight and headlights were on when putting away the equipment for the night. The most unusual problem occurred in the mornings when shovels were held in the air to give shade to Jeff’s eyes from the sun shining directly down the hill while he was 4-Wheelin’ News February 2009 9 All Wheelers Off Road Club Top Member Challenge out of this little hole where the valve stem used to be. After mumbling a few expletives, I began my quest to see if there were any spares I could use that have the same bolt pattern as the Toyota. Hmmmm, not that pile…..not that pile, maybe that pile, NOPE, that pile! (my husband has quite the collection of tires, I think from every vehicle we’ve owned since we’ve been married-and then some) Lucky me….I found one. I then commenced to taking the lug nuts off of the now airless tire. NO small feat mind you as my husband insists on tightening those suckers on there with a brute strength I can only fathom. After muttering yet a few more expletives, I finally get the tire off. Yay for me! It being about 29 degrees outside, my hands had become quite numb by this time. So I get the spare on and hand tighten the lug nuts. I grab my “lug tightening tool” (can’t think of the name of it right now) and start to tighten down the lug nuts so I can avoid anymore exciting adventures for the rest of my day. On January 17th, 2009 we had our clubs yearly challenge for Top Member on Cowiche Ridge in the Ahtanum State Forest. The challenge was to get up the mountain through the snow drifts and get the marker before other members. This year we had five members competing which drew straws to get their place at the starting line on C-1000 near South Fork Here is the finish line. Cowiche Creek. E-Mail: [email protected] My Day….So Far (true story) By: Tiffany Morris The challengers and judges got spread out since the other group would not let them pass. 10 Did you ever have “one of those days”? As I walked around the Toyota this morning to get ready and head out to work, I notice the front left tire was a little low. So I go and open up the garage door and plug in my husband’s behemoth air compressor, click on the correct fitting for putting air in the tire stem and wait a few seconds for the compressor to build up pressure. I then carefully take off the cap to the valve stem and place it in my pocket so as not to lose it….I’ve done that a time or two before (lost the cap that is….) and it drives Dan, my February 2009 husband, nuts. (He’s pretty particular when it comes to things matching….even a little valve cap) I check the gauge to make sure there is adequate pressure for me to commence filling my tire with air. I connect all the right parts to the valve stem and press down. That’s when my troubles started….Air started blowing in my face, blowing my hair up off of my forehead, drying out my contacts, etc. I looked down to see what I possibly could’ve done incorrectly, because you know I NEVER do anything wrong. I noticed that the whole valve stem had come out of the tire and was stuck inside the fitting…or is it called a “chuck”?, Heck, I can never remember stuff like that. I stood there watching at what little air was left inside of the tire come screaming I come to the second to the last lug nut to be tightened and “SNAP”….it falls off. (the lug nut, not the tool) I look down to see that not only the lug nut has snapped off, but the bolt that the lug nut screws onto has come off as well. Once again the expletives spew forth from my mouth ….I stood there and debated on whether or not to call my husband and tell him of my woes. I hate to do that you see….because I like to think I can do things, such as changing a stinking tire,on my own. Hmmmmm, I was in a quandary. Should I chance driving to and from work with only four lug nuts or do I call my husband?? I settled on the latter….call him I did. He listened to my tale, just as I’ve told it to you today…..and he laughed. Hmmmmppppffff. laughed. Needless to say, I was informed that I would be just fine with only four lug nuts. I was given explicit instructions not to do any off-road exploring today…..no worries about that as I was already 30 minutes late to work. So I climbed inside my trusty Toyota, hands all covered in greasy gross-ness, clothes all askew and my hair had turned into a frizzy bush that sat atop my cranium. Lovely. I cranked the heater up to high so I could defrost my greasy digits and set off to work. I arrived safely, as my husband assured me I would, and without a hitch. I walked inside the office and discovered I had left my lunch at home. Expletive. Expletive. There were 12 delegates present, representing 9 clubs. Secretary Report: Motion was made by Dan Cole to approve the minutes as written in Tri Power, Kat second. Directors Report: Please read your tri power and make sure you read and understand all the bylaws. The Washington State meeting was on January 10th. There was a guest speaker from DNR. We also have a new land commissioner. All but 1 project was funded by NOVA and that was due to a law suit. Land & Legislative: Reiter Trails: not a lot of activity, there is still work being done on the wall trail. They are reviewing what additional work needs to be done. There is another work party this Saturday. Reiter Planning Committee: Foothills planning committee is in full force and they are trying to figure out what land we can and can’t use. They have created a few color coded maps which will also be on the DNR website. The May cleanup will no longer be sponsored by Everett Power Sports, but RTW will take their place. Walker Valley: Most of the discussion was regarding the grant that will expire in June. We still have around 800 volunteer hours that need to be completed for the grant. We won’t be able to have work parties now due to snow. Timber Tamers will be going up on January 31st. There are a couple of projects lined up in the lower end by the second gate which will be the new access to the skill building area. The following dates are currently planned for Work Parties at Walker: January 31st, February 28th, March 28th, April 18th, May 9th, June 1st and August 29th. If you can’t make it on one of those dates please let either Ed Tenney or Jim Cahill know so the hours will be logged for our grant. Region 1 needs to do whatever we can to make up these hours to fulfill this grant. The lower level needs work, and message signs are being built and we need to haul in rock. It is reported that there is 140 acres near Sodaville that is being considered as a future ORV site. It is reported that of the next generation of OHV users there is a 50/50 split between rock crawlers and mud boggers. The Tahuya is an excellent example as to what can be done. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Earl asked that everyone introduce themselves since we had several new faces in attendance. Treasurers Report was given by Sande Nettnin (Desert Rats). Sande handed out a written report of the years expenses. She said that money is coming in for Winter Convention now. A check was given to Kelda Hagemeier (Shindig Wheelers) for decoration expenses for Winter Convention. Comp Report: Rob Stafford (PNW4WDA’s Comp Chairman) reported that our group had been invited to be a part of the Monster Truck show at the Tacoma Dome this weekend (Jan. 17 & 18). Last year we just were entertainment at half time and this year they wanted us to be a part of the show. So we will be doing barrel racing, Rob also said we would have PR items to hand out. We have a club in the Tri-Cities called the Peak Putters who have a race truck and if you are interested in seeing what it’s all about check out www.rumblegoatr acing.com. They do desert racing. Membership Report: We have a couple of packets out, but so far no response. Club Power/We Did It: Gary Harting (Desert Rats) handed out awards to Shindig Wheelers, Jeepin’ Nomads, Roamin’ Chariots, Desert Rats and All Wheelers Off Road. 4-Wheelin’ News Web Site: Rick White (Shindig Wheelers) reported not much activity on the forum. Several people reported they were having trouble connecting and that it was taking a long time to download. Rick reported that as of now the Region 4 Forum seems to be dead. After much discussion a motion was made by Rick White (Shindig Wheelers) seconded by Shaun Rehfield (Ridgerunners) that we drop the current Region 4 Forum on our Region 4 Web site and wait for the new PNW Forum to grow and ask at Winter Convention that we be allowed to have control of the section for Region 4 and have our own moderator for that section. Motion passed. FYI you have to re-register on the new PNW site. Rick reminded everyone that a class will be held at Winter Convention for anyone who is having issues on how to signup, post, how to handle picture posting etc. Classes will be held Friday night and Saturday. LAND MATTERS: Juniper Dunes: Doug Conner (Roamin’ Chariots) reported that we still have no legal access to Juniper Dunes, but several people are still driving past the No Trespassing sign and going anyway. Doug said that a Boy Scout leader had called him about Juniper and Doug gave him the name of the person who is in charge of the area and after thee verbal phone calls he was able to have permission to take his scouts to Juniper for a week end camp out. They had a great time, even though the weather was not the greatest. The new BLM field manager, June Hues said the BLM will be working with the landowner that they currently have an access agreement with and she assumes the agreement won’t change. The present agreement is up in February. Doug reported that he has exchanged e-mails with Brad Peck the new Franklin County Commissioner and he seems to be on board with getting access and he has at least talked to one of the land owners and others who are involved in access. Barb Lisk, Congressman Doc Hastings office manager in Pasco said Doc would continue to support efforts that work toward enhanced public access to Juniper Dunes. She wasn’t sure that his new position as top Republican on the Resources Committee would help but that it wouldn’t hurt. Still Government speed. Doug also said the BLM has buried two counters out there that will keep track of how many are using the area. Liberty: We have had several work parties in that area and about the first of December an Issaquah man died in an accident when the jeep he was riding in rolled. Apparently the driver had a 5-point harness seat belt and the passenger only had the standard seat belt. Joanne Hansen (Shindig Wheelers) reported apparently they were having trouble going up a hill and had backed down to get a run at it and the driver lost control and went off the trail and rolled 13 times missing several trees on the way down. That area was extremely muddy this time of the year and probably they should not have been wheeling in that area. We need to remember to use common sense and safety when wheeling. Little Rattlesnake: As far as we know everything has been logged and brushed out and we are waiting for Sam Bissell of the Forest Service to finish the dozer work. The trail should be open sometime this year. Moses Lake Sand Dunes: Dave McMains (Hurtin’ Units) nothing going on with 4wheeling right now. Dave said that a lot of rails and bikes have been using it because the sand is hard right now. Wenas: Shaun Rehfield (Ridgerunners) reported they had a meeting December 4th, gates are closed from December 1 to May 1, however, some gates will be opened for snowmobilers only on weekends. DNR said they had some problems around Observatory Road with some miners and loggers equipment had been vandalized. They are planning to replace and put up more green dot signage on trails. They are planning to print more maps showing the land exchanges and they hope it will be done by June 30th. They talked about the Cascade Forest and they have the money to finish it. Last year things went well with garbage at a minimum. They had no problems with Snowmobilers. They may close Hardy Canyon Road for maintenance and they will be doing some extreme February 2009 road maintenance. The next meeting will be April 2 – 6: 30 at the Selah Fire Station. Maps were handed out of the Wenas area for those who wanted them. Ahtanum: Ron Rutherford (Jeepin’ Nomads) reported that his committee had finished their work in October but they had voted to keep meeting so they could sort of keep an eye on the area. They will meet again in March to look at where their recommendation has gone and where funding needs are. The last weekend in October members of the Sustainable Recreation Work Group (the group formed by former Land Commissioner Doug Sutherland) met in Yakima and toured the Ahtanum State Forest and saw that there was a lot of recreation going on. Arlene Brooks (our WA ST Director) sits on this committee and she indicated that it was very worth while and en-lighting. Several work parties are planned when the snow is gone. Ron will let us know when the dates are set. TWIG: Earl reported on the December TWIG meeting. He said that John McGowan talked about the history of the Oak Creek Wild Life area. He also said that the owner of the Mud Lake Road had closed it to the public. Pam Remley (Shindig Wheelers) said that is the road to the power lines that provides power to the homes in the area where they live. The outcome from the state wide meetings for the Sustainable Recreation Work Group has been compiled and is available on line at www.dnr.wa.gov. The WAC 332-52 – DNR Recreation and Public Access – Update revision is out. Earl received a 7 page e-mail with changes listed. Ron Rutherford (Jeepin’ Nomads) said he had received the one inch thick document and had not had the opportunity to read through it. If you are planning on having an activity on DNR land you need to be sure you know what the requirements are. Check it out on the DNR web site. Three state agencies, DNR, Washington Dept of Fish & Wildlife and State Parks has been working collaboratively for the last 5 years to more efficiently manage the limited funding for Washington Conservation Corps (WCC). The goals for 2009 are: establishing a periodic recreation newsletter; developing a 10-year capital plan; developing a master volunteer project list; and increasing grant funding and volunteer participation. Also they are planning to have some special training on Volunteer Calendar; Volunteer Training; Mentoring Program; ORV Safety Summit; and help address non-point sources of pollution. They are trying to involve user groups in being part of the solution. Right now they are working with the PNW4WDA on two major projects to prevent sedimentation from entering critical streams. Reiter Foothill State Forest Planning process is on going. Recommendations will be out early this year. We have a new WA State Land Commissioner, Peter Goldmark and he says he wants to make sure we move forward very carefully and he has no plans to make any changes right now. Rock Crawl: Nothing new has happened with it. Still a work in progress. Tahuya coordinator Jeff Williams (West) Quadrapaws had presented a proposal for funds from the PNW4WDA’s Trail funds to complete work on the Yellow Jacket Saddle trail. Jeff’s proposal was very detailed and the BOD granted his request at the December 6th BOD meeting. On the 17th of December he notified the BOD that the work had been completed and the trail was now open. When he submitted his bill it was noted that he came in under budget and on time. Jeff’s proposal is available as a guideline if you are submitting a proposal for money for a project. This trail fund money is available for any trail project. Forest Revision Plans have had to back up, they have to coordinate some of the things they have done with the 2008 new revision planning rule. They may be ready for review in 2010, and implementation in 2011. Noise level in Yakima County will get a hearing before the county commissioners in 2009, dates have not been set according to an article in the Yakima Herald Republic news paper. BLM is nameless no more. They have a name change and it will now be known as the National System of Public Lands, (NSPL ?) They control 258 million acres. WA State Meeting: was held Saturday, January 10 in Pacific, WA and attendance was hampered by the weather conditions. We had only 2 people from Eastern WA who were able to attend. After a short discussion the answer was a very big YES, and we will discuss it further with Arlene at Winter Convention during the joint Caucus. Bill Lucke (Desert Rats) asked if anyone had any information on what is going on in the Clockum as far as closing roads, green dot roads and installing gates? No one had information. OLD BUSINESS: Wheelers for the Wounded: Rick White (Shindig Wheelers) reported that the first event will be in 4 months. Jason Havlik will be raffleing off his custom built jeep and matching trailer when the event is over. Tickets will be $25 each, Rick will have them for sale at Winter Convention. A limited number will be sold. NEW BUSINESS: Earl reported that in the Driving Force an article was printed about some legislators who may consider bringing a bill before congress called “Cash for clunkers” this would pose serious consequences for thousands of auto enthusiasts and anyone restoring and customizing motor vehicles, this would include our 4 X 4’s as well. Earl wrote a letter to our congressman, Doc Hastings and got a response from him saying it has not been introduced yet, but he would keep our concerns in mind should it come before the full House of Representatives for a vote. This is something we need to watch for. CLUB REPORTS: Desert Rats: gave $200 to the Jericho Road Ministries at Christmas, had a Christmas tree run, plans are being made for a sort of stag run to the Blue Mountains – no date as of yet; an after holidays party with White Elephant exchange is planned for January 31 at John and Sue Hall’s in Pasco; plans are in the works for a St. Patrick’s (Leprechaun) road rally in March; had election of officers and Gary Harting is our new president, Sue Hall our Vice President; some plan to attend Winter Convention and are donating door prizes. Sand Commandos: had a Christmas Party, all their members came. They have a new President and it’s a lady. All their members are planning on attending Winter Convention, and bringing door prizes. They are also working on their rigs. Roamin’ Chariots: have been enjoying the holidays and dealing with the snow. Doug Conner reported he has been receiving forwarded emails from Gary Kasowski in CleElum so he is either done shoveling snow or has given up. Shindig Wheelers: had a tree run in December to Little Naches, had a Christmas Party, in January elected new officers, most of the club plans to attend Winter Convention and donating door prizes, in March they plan to attend the Moonshiners swap meet, one of their members, Jim Hall, is serving in Iraq and they send him a care package every month. Jeepin’ Nomads: November 22nd they had a run to the Wenas; December 13th Christmas tree run to the White Pass area before the big snow; they have been busy with families over the holidays; January 17th will have a pizza party for their club. They have seven members and 2 candidates; they plan to attend Winter Convention; and are looking forward to the March swap meet in Puyallup. Hurtin’ Units: had their sort of semi annual meeting and cow tipping extravangaza at the Hochstatter Mansion in December unfortunately it was so cold the cows wouldn’t tip February 2009 they were froze to the ground, a good time was had by all. A couple of them are planning to go to Parker, AZ in February for the Parker 425 race. They plan to attend Winter Convention and bring door prizes. They will be attending the swap meet in March. They plan to have a strong attendance at the Liberty work party in May. They also had election of officers for 2009. Ridgerunners: had a run on the 6th of December to Tampico; had their regular club meeting on the 9th of December, they lost a member of their club, Mike Laurent, passed away from Cancer and had a memorial service for him on the 13th of December the same day as their Christmas Party so they celebrated both that day. They are working on rigs as always. They have a meeting on the 14th of January with election of officers and several of their members are planning to attend Winter Convention. They will be conducting the raffle for Winter Convention. All Wheelers Off Road: reported that they have joined WOHVA; in December they had several runs, a Christmas Tree run, their club had an article printed with pictures in Peterson’s Off-Road magazine. They will be working with DNR for a clean up in the Ahtanum, and Beverly Dunes. They are joining with the Dust Dodgers in cleaning up the slab the first Saturday in March. The proposal is 100 miles for motorcycles and about 45 miles for Jeeps and other four wheel drive vehicles. The area called Lava Rock is between us Highway 97 and the Newberry National Volcanic Monument. The comment period for the Lava Rock area is now open. Apparently the decision is still unannounced. Land Issues: Eastside (Larry East) The USFS is not working on the Sourdough area. Larry has been trying to contact Joel King to answer questions he has on the area and Mr. King has been out of town. Larry has encouraged us to write to the concerned USFS district to thank that district for allowing us our permit, to remind them we are the keepers of the Mc Grew Trail. We repair the trail, repair the toilets at Sourdough and clean the trail as we go and come. 28 years of stewardship by Region 6 of the PNW4WDA. We should also remind the agency repair of the trails should be large boulders placed for proper drainage not graveled roads to replace the current problem spots. New Business: Nominations of Region 6 officers: Director: Alan Paulson, Vice Director: Randy Drake Secretary: Mona Drake, Treasure: Larry East The nominations were reopened three times each and no new nominations were forthcoming. Motion was made and passed for the elections of the above candidates. Club Reports: Deschutes County 4 Wheelers: Randy Drake reported on tons of Snow Runs. The Christmas Party was well attended. Randy invited all to a Snow Run Bon Fire after the meeting. We have had some success with trail matters, but we have to keep active in our quest. Umpqua Valley Timber Cruisers: Gaileen Paulson reported on a mud run that turned into a snow run with an accumulation of 18 inches, and some very cold weather. Four Runners of Klamath Falls: Steve Roach reported on new officers being elected. Their 50 family goal being a little set back but are 30 families strong with 3 new prospects already this year. Their monthly runs include the February Eagle Run out of Merrill Oregon where they find Eagles in the refuge by abundance. Strawberry Hill: Paul Norman reported on new officers and a growing club. A new Adopt a Road event and the continued program of the club assisting employees to work on snow and ice days to their local hospital. There were 16 rigs on their tree run at Christmas. They ran into snow around Sweethome. The club again entered the Christmas Parade and even though it’s a bother it seems Paul does enjoy the event. They are 15 to 20 families now and have a new family that has just joined. Junction City Jeepers: Beth Ayer: 5 families currently are active. Their meetings are on Wednesday Night and their runs are rather ad-lib. Harney County High Desert Wheelers: Dan Haak reported their club has 5 local families and 3 dual family members with DC4WD. The OHV Park on Radar Hill is getting a new Kiosk and their club is assisting in this event. The club is adopting two areas of BLM land. The local Recreational Officer has decided to stay in the area and this is a plus for HCHDWs. Cold Springs Road and the OHV Park are their Adopt a Trails. Via the web page the club attracts 4-wheelers from as far away as Eugene. Dan and Ann are planning on participating in Creekn’ Trail this year. Dan keeps busy with the Steens Mountain Advisory Council. Their club participated in the Bend Christmas Parade.
