Council’s Proposal: That Council approves the closure of Anglesea Street, Bondi between
7am and 5pm as per the submitted Traffic Control Plan, subject to the following conditions:

The closures take place on the following dates:

3, 5, 17, 19 & 31 January 2011.

A Road Occupancy Licence (ROL) is to be obtained from the RTA.

5.
Affected properties are to be notified at least seven days in advance. A copy of this
letter must be submitted to Council. Council is not responsible for liaising/negotiating
terms of access with surrounding properties.

Purpose of Report
Council has identified an issue with the signage for the Victoria Street Carpark, Waverley.
Council will need to exercise its delegated functions to implement the proposal.
Introduction
The Victoria Street Carpark is currently signposted ‘Victoria Street Carpark, 2P, It is an offence
to park vehicles: in excess of two hours, not wholly within a marked space. Local Government
Act 1993 Section 650’, as shown in Figure 1, below. The Local Government Act 1993 does not
have provisions for the two motor bike spaces inside the carpark, making it difficult to enforce.

Technical Analysis
Section 650 of the Local Government Act 1993 states:

Free parking areas
(1)
The driver of a vehicle parked in a free parking area otherwise than as permitted by a notice
or sign erected by the council is guilty of an offence.
(2)
The terms of any such notice or sign may relate to any one or more of the following:
(a)
the time during which the public may use the free parking area,
(b)
the maximum period for which a vehicle may be parked in the free parking area (or in
any part of the free parking area),
(c)
the designation of a parking space within the free parking area as a space for the sole
use of persons with disabilities.
(3)
For the purposes of this section, a vehicle parked otherwise than as permitted by such a
notice or sign includes a vehicle parked in a parking space designated as a space for the sole
use of persons with disabilities, unless:
(a)
a parking authority for a person with disabilities is displayed on the vehicle in the
manner specified in the authority, and
(b)
the conditions specified in the authority are being observed, and
(c)
the authority is in force.
(4)
If spaces in which a vehicle may be parked in a free parking area are marked by the council
(for example, by means of painted lines or by studs, pads or plates), a person must not cause
a vehicle to be parked in a free parking area:
(a)
otherwise than in such a parking space, or
(b)
in a parking space in which another vehicle is parked, or
(c)
so that any part of the vehicle is on or across (or partly on or across) any line, stud,
pad, plate or other mark defining the space or so that the vehicle is not wholly within
the space.
(5)
The driver of a vehicle in a free parking area must at all times observe and comply with any
reasonable direction of any authorised person regarding the parking or movement of the
vehicle within the area.
(6)
The owner of any private land may enter into an agreement with the council under which the
land, or any part of the land, is set aside for use as a free parking area.
(7)
It is the duty of the Director-General to establish guidelines to be followed by councils in
relation to agreements of the kind referred to in subsection (6), including guidelines as to:
(a)
the circumstances in which a council may enter into such an agreement, and
(b)
the matters for which such an agreement must or must not make provision, and
(c)
the exercise by a council of any functions conferred on it by such an agreement.
While there are provisions for ‘Disability Only’ parking, there is no provision for other parking
restrictions, such as motor bike parking or loading zones – the length of stay is of particular
concern. This makes it difficult for Council’s Parking Services Division to undertake enforcement
activities.
However, there are provisions under the NSW Road Rules 2008 for parking zones signposted
different to that of an area:

Parking control signs applying to a length of road in an area to which another parking
control sign applies etc
(1)
If a parking control sign that applies to a length of road is in an area to which another parking
control sign applies in accordance with rule 335, the first parking control sign applies in the
same way as it would apply if it were not in that area, and the second parking control sign
does not apply to the length of road.
Example.
Parking control signs that establish a loading zone or taxi zone may operate on

a length of road in an area where parking is otherwise restricted to residents
only by other parking control signs on each road into the area.
(2)
If the area indicated by a people with disabilities road marking is in an area to which a parking
control sign applies in accordance with rule 335, the road marking applies in the same way as
it would apply if it were not in that area, and the parking control sign does not apply to the
area indicated by the road marking.
The Victoria Street Carpark currently has two spaces of ‘P Motor Bikes Only’. By changing the
carpark to a ‘Victoria Street Parking Area, 2P, Except As Signed, Park in Bays Only’ the carpark
would no longer be a “Free Parking Area” under Section 650 of the Local Government Act 1993,
but would be treated as a “Road Related Area”, under the NSW Road Rules 2008 and the motor
bike parking would remain unlimited in time:

What is a road related area
(1)
A road related area is any of the following:
(a)
an area that divides a road,
(b)

an area that is not a road and that is open to the public and designated for use by
cyclists or animals,
an area that is not a road and that is open to or used by the public for driving, riding or
(d)
parking vehicles.
(2)
However, unless the contrary intention appears, a reference in these Rules (except in this
Division) to a road related area includes a reference to:
(a)
an area so far as the area is declared, under another law of this jurisdiction, to be a
road related area for these Rules, or
(b)
any shoulder of a road, or
(c)
any other area that is a footpath or nature strip as defined in the Dictionary,
but does not include a reference to an area so far as the area is declared, under another law
of this jurisdiction, not to be a road related area for these Rules.

manoeuvring space be handled in the following manner:
(a)
Where the development application indicated no change to on-street parking, the
applicant be responded to indicating that Council does not support the request.
(b)
Where applicant has an opportunity to undertake unimpeded left or right out only
manoeuvres, the applicant be responded to, indicating that Council does not support
the request.
(c)
Where the application of AS 2890.1: 2004 indicates no impediment using a B85
vehicle, the applicant be responded to, indicating that Council does not support the
request.
(d)
Where the application of AS 2890.1: 2004 indicates an impediment using a B85
vehicle Council officers install a temporary advisory sign at the location of parking,
indicating that the parking restrictions are being reviewed at the next Traffic
Committee meeting.

Report dated 12 September 2011 from the Divisional Manager, Technical Services about the
installation of a ‘No Parking’ zone at the southern cul-de-sac end of Silva Street, Tamarama.
Council’s Proposal: That Council install a 14.5m long ‘No Parking’ zone starting on the
eastern side of Silva Street, 1m north of the driveway to No. 8 and terminating at the power pole
on the opposite, western side of Silva Street, Tamarama.
Purpose of Report
Council has received representations from the residents of 8,10 and 12 Silva Street for
consideration to be given to the installation of parking restrictions at the southern end of Silva
Street to prevent vehicles blocking vehicular access to and from their properties.. Council will
need to exercise its delegated functions to implement the proposal.
Introduction
Residents of 8,10 and 12 Silva Street have indicated that access to and from off street parking is
often blocked due to vehicles parking near their driveways which are located at the southern,
cul-de-sac end of Silva Street. Drivers park in such a way that they do so close to driveway
wings and with a narrow carriageway, access into and out of properties can at times be blocked
completely. Parking on the street is regularly at a premium. Council’s Parking Services Division
has issued a number of infringements over time to vehicles blocking access, however, patrolling
and issuing infringements does not move the vehicles and has not solved the problem.

Technical Analysis
Silva Street measures 7m in width with unrestricted parking on both sides. Properties 8, 10 and
12 have access at the cul-de-sac at the southern end. When vehicles are parked in close
proximity to the driveways and opposite the driveways on the western side of Silva Street,
accessing properties becomes extremely difficult and at times not possible. In order to remedy
the situation, it is recommended a 14.5m long ’No Parking’ zone be installed in the cul-de-sac ,
beginning 1m north of the driveway to No.8 and terminating at the power pole on the western,
opposite side of Silva Street.
The ‘No Parking’ zone would be most beneficial, with the following provisions under the NSW
Road Rules 2008:
168
No parking signs
(1)
The driver of a vehicle must not stop on a length of road or in an area to which a no parking
sign applies, unless the driver:
(a)
is dropping off, or picking up, passengers or goods, and
(b)
does not leave the vehicle unattended, and
(c)
completes the dropping off, or picking up, of the passengers or goods, and drives on,
as soon as possible and, in any case, within the required time after stopping.
(2)
For this rule, a driver leaves a vehicle unattended if the driver leaves the vehicle so the driver
is over 3 metres from the closest point of the vehicle.
(3)
In this rule:
required time means:
(a)
if information on or with the sign indicates a time—the indicated time, or
(b)
if there is no indicated time—2 minutes, or
(c)
if there is no indicated time, or the indicated time is less than 5 minutes, and rule 206
applies to the driver—5 minutes.
Note 2.
Rule 206 applies to a driver if the driver’s vehicle displays a current parking permit for
people with disabilities and the driver complies with the conditions of use of the
permit—see rule 206 (1).

Obstructing access to and from a footpath, driveway etc
(1)
A driver must not stop on a road in a position that obstructs access by vehicles or pedestrians
to or from a footpath ramp or a similar way of access to a footpath, or a bicycle path or
passageway unless:
the driver is driving a public bus that is dropping off, or picking up, passengers, or
(a)
(b)
the driver stops in a parking bay and the driver is permitted to stop in the parking bay
under these Rules.
(2)
A driver must not stop on or across a driveway or other way of access for vehicles travelling
to or from adjacent land unless:
(a)
the driver:
(i)
is dropping off, or picking up, passengers, and
(ii)
does not leave the vehicle unattended, and
(iii)
completes the dropping off, or picking up, of the passengers, and drives on, as
soon as possible and, in any case, within 2 minutes after stopping, or
(b)
the driver stops in a parking bay and the driver is permitted to stop in the parking bay
under these Rules.
(3)
For this rule, a driver leaves a vehicle unattended if the driver leaves the vehicle so that the
driver is over 3 metres from the closest point of the vehicle.

Purpose of Report
Council has received a petition from 15 residents of View Street requesting consideration be
given to introducing parking restrictions under the existing RPPS into View Street, Bondi
Junction. Council will need to exercise its delegated functions to implement the proposal.
Introduction
Council operates a number of Residential Preferential Parking Schemes (RPPSs) throughout
parts of the municipality, in order to provide a balance of parking for residents, their visitors and
other road users. Permits are provided, at a cost, for eligible residents to display on their
vehicle(s). The permit exempts vehicles from signposted parking restrictions in zones marked
‘Permit Holders Excepted’ in the resident’s local area. Time limit parking applies to other road
users to provide a regular turnover of parking spaces. The residents of View Street, Henry
Street and Victoria Street are currently part of resident parking area 25. However, parking in
View Street, Victoria Street and the western side of Henry Street is currently unrestricted.
In response to the petition, staff have surveyed the residents in the James Street and Radford
Avenue area to ascertain the level of support for changing the existing unrestricted parking in
View Street to ‘2P 8am-6pm Mon-Sat Permit Holders Excepted Area 25’. It is likely that View
Street, Henry Street and Victoria Street have experienced an increased demand for parking after
parking was recently restricted in nearby Edmund Street and John Street. Therefore, the survey
was extended to cover residents of View Street, Henry Street and Victoria Street, to ensure that
their needs are being met.
The proposed parking restrictions are consistent with those in the surrounding area. A copy of
the survey has been attached to this report.
Technical Analysis
112 surveys were distributed to the residents in the View Street, Henry Street and Victoria Street
area, as shown in Figure 1, below. 39 responses were received, representing a 35 per cent
response rate.

If you live in an area covered by the scheme, your
chances of finding a parking spot in your street are
significantly improved if you purchase an RPPS permit.
Even better, you can stay in that spot for as long as you
need to. Visitors on the other hand can only park for a
limited time (for example, two hours) and by enforcing
visitor compliance, Council encourages a regular
turnover of parking spaces.
As its name suggests, the scheme gives preference
to residents who live in streets where competition for
parking spaces can be intense.

Residents of buildings constructed under development
approval granted after 30 June 2002 are not eligible for
parking permits.
Permits will only be issued to registered motor vehicles
less than four-and-a-half tonnes GVM. Valid vehicle
registration papers must be presented at time of permit
application. Permits are also available for light registered
trailers (eg box, caravan and boat trailers).
A maximum of three permits may be issued to any
residence. The maximum number of permits is reduced
by the number of off-street parking spaces available.

Making a false or misleading statement within the permit
application is an offence.

The following constitute an offence in a permit parking
space or area:
No fee is refundable once a permit is issued.
Council may vary conditions of issue and the use of
permits.
The permit may be revoked by members of the Police
Service or by an authorised Council officer should there
be any breach of these conditions. Waverley Council
may withdraw permits at its discretion.
In the event of relocation to another residence, the
disposal/sale of the nominated vehicle, or off-street
parking at the residence becoming available the permit
must be returned to Waverley Council immediately.
A permit may only be used on the nominated vehicle.
Permits are not transferable.
Permits are issued for the duration of the vehicle’s
registration. It is the responsibility of the resident to
renew the permit. Reminders will not be issued.
Permits must be displayed on the passenger side of
the vehicle as near as practicable to the registration
label and in such a manner as to be readily visible
from outside the vehicle. If displaying the permit on the
windscreen, ensure the permit is displayed away from
the tinted area.
The issue of a permit does not guarantee availability of a
parking space to the holder.
A permit entitles the holder to unrestricted parking only
where signs state “Permit Holders Excepted” together
with the area number to which your permit applies. Aside
from this sole exemption, permits do not provide any
right to park a vehicle contrary to the Australian road
rules (eg. parking in disabled parking areas or without
payment in commercial paid parking areas).
A Residential Preferential Parking Scheme operates in
parts of Bondi Junction, Bondi Beach, Bronte, Charing
Cross and Queens Park. In order to be eligible for a
permit you must be a resident within one of these areas.

We cannot issue a Residential Parking Permit to a nonresident even if they operate a business in the Waverley

Residents have contacted Council with concerns about the lack of available parking in
streets in your local area. In response, Council is considering extending the zones of
parking restrictions in Area 24, under the existing Residential Preferential Parking
Scheme (RPPS), into View Street, Henry Street and Victoria Street.
We would like to hear from you about the proposal to extend the scheme into View
Street, Henry Street and Victoria Street. The proposed signs will restrict parking in the
area to one hour between 8am and 6pm Monday-Saturday with authorised residential
permit holders excepted. View Street, Henry Street and Victoria Street residents are
currently able to apply for parking permits, but there are currently no parking restrictions
in View Street and parts of Henry Street and Victoria Street. This proposal will only
proceed if there is significant support expressed by residents.
A map of the proposed affected areas has been provided for your information on the
survey form.

Botany Street, Bondi Junction – Installation of Pedestrian Refuge (A02/0042)
Report dated 21 November 2011 from the Divisional Manager, Technical Services about the
installation of pedestrian refuge in Botany Street, Bondi Junction, at Waverley Street.
Council’s Proposal: That Council proceed with the detailed design of a pedestrian refuge in
Botany Street, Bondi Junction at the intersection of Waverley Street.
Purpose of Report
Council has received representations from local residents and businesses requesting
consideration be given to installing traffic facilities to improve the safety of pedestrians crossing
Botany Street, Bondi Junction at Waverley Street. Council will need to exercise its delegated
functions to implement the proposal.
Introduction
A number of different pedestrian facilities are available for Council to install to assist pedestrians
crossing the road, including:
ƒ
pedestrian refuges
ƒ
pedestrian crossings (AKA marked foot or zebra crossings)
ƒ
wombat crossings (raised pedestrian crossings)
ƒ
children’s crossings
ƒ
pedestrian signals (not delegated to Council)
ƒ
grade separated facilities.

Technical Analysis
Botany Street and Waverley Street are very narrow, with 8.8 m and 8.4 m wide carriageways,
respectively. In order to provide adequate manoeuvring room for design vehicles, the
intersection has been flared. This significantly increases the turning radii for smaller vehicles,
such as passenger cars, which encourages increased cornering speeds. The increased
carriageway width and vehicle speeds make it difficult for pedestrians to cross Botany Road.
Therefore, it is recommended that Council proceed with a crossing facility at this location.
A pedestrian crossing minimises conflict between pedestrians crossing the road and vehicles
travelling along the road by providing a time separating facility where priority is assigned to
pedestrians under the NSW Road Rules 2008. However, special analysis and assessment is
needed to ensure that pedestrian crossings are only installed in appropriate locations.
Unnecessary proliferation of pedestrian crossings, in particular, can result in negative outcomes
to road users.
To ensure that it is utilised it is important that the crossing facility be placed on, or as close as
practicable to the pedestrian desire line. Otherwise, even if desirable warrants are met,
pedestrians are not likely to use the facility. More vulnerable road users, especially, have a
tendency to go to extreme lengths to avoid using crossing facilities if they are not installed on
their desire line. In this instance, preliminary observations indicate that two a pedestrian desire
lines exist across Botany Street, south of Waverley Street, as shown in Figure 2, below.

Pedestrian facilities that are used infrequently come to be ignored by drivers and, in some
cases, become an unnecessary obstruction in the roadway. Similarly, pedestrians tend to
ignore or misuse a device if vehicle volumes are so low as to make its use unnecessary on most
occasions. Where demand is excessive for the type or size of facility provided, the facility may
become a safety hazard for pedestrians and a disruption to vehicular traffic flow, increasing
congestion and the likelihood of vehicle accidents.

Therefore, it needs to be established that there is a realistic demand for a pedestrian facility.
This is normally done by comparing the number of pedestrians crossing a particular area of the
road against the number of vehicles travelling along the road. Not only do these figures
represent the existing demand for a pedestrian facility, they estimate crossing opportunities for
pedestrians – the more vehicles travelling along the road, the less safe gaps are provided for
pedestrians to cross the road.
Australian Standard AS 1742.10:2009 Manual of Uniform Traffic Control Devices – Part 10:
Pedestrian Facilities no longer recommends minimum warrants for the installation of pedestrian
facilities. These are considered policy matters to be determined by each road authority. Since
Botany Street is a non-classified (local) road, Waverley Council is the Roads Authority under the
Roads Act 1993.
The RTA provides a set of warrants for pedestrian crossings in its recently released Austroads
Guide Supplement Austroads Guide to Traffic Management Part 6 – Intersections, Interchanges
and Crossings. This supplement provides excellent guidance for local councils to observe,
which recommends that a pedestrian crossing is warranted in the following circumstances:
1.
If in each of three separate 1 hour periods in a typical day:
(i)
P ≥ 30 ped/h, and;
(ii)
V ≥ 500 veh/h, and;
(iii)
P × V ≥ 60,000.
In special circumstances the warrant in (iii), above, can be relaxed to P × V ≥ 45,000.
Council is requested to justify why the location is in need of special consideration.
Preliminary investigations have concluded that, while there is a definite pedestrian desire line at
this location, vehicle volumes will not meet the desirable warrants. This indicates that crossing
opportunities are sufficient without assigning priority over motor vehicles. Pedestrians tend to
ignore or misuse a device if vehicle volumes are so low as to make its use unnecessary on most
occasions. Therefore, it is not recommended that a pedestrian crossing be installed at this
location.
However, even though a formal pedestrian crossing is not suitable at this location, alternative
devices can be installed to assist pedestrians crossing the road.
Refuge islands are used where there is a need to provide a place of safety for a concentration of
pedestrians in circumstances where it is difficult to cross the full width of a roadway in one stage.
Pedestrian refuge islands are appropriate and can be of benefit as follows:
(a)
Where four or more traffic lanes have to be crossed, or at signalized crossings
where the pedestrian interval is insufficient to guarantee all pedestrians time to
cross the full width of the roadway.
(b)
Where overtaking and speeding can put pedestrians at risk.
(c)
Where two-way traffic volumes are so high that they make crossing the road difficult
or dangerous.
(d)
Where there are concentrations of pedestrians crossing.
(e)
Where pedestrian signals are poorly used.
(f)
Where persons with mobility impairment are known to cross the road.

Fencing may also be used at the kerb side to direct pedestrians to a crossing point and to
prevent pedestrians from crossing at other nearby points.

Avenue, Bondi Beach.
Council’s Proposal: That:

Purpose of Report
Council has received an application, from Tricon Services Group Pty Ltd, for a Construction
Zone to be installed in Lamrock Avenue at the frontage of an approved, five storey, residential
use, development site at 1-1A Lamrock Avenue, Bondi Beach. The applicant has requested the
Construction Zone to assist with demolition, excavation and construction activities. Council will
need to exercise its delegated functions to implement the proposal.
Introduction
The applicant has requested a 20 m long Construction Zone be installed for a five storey,
residential use development soon to commence at 1-1A Lamrock Avenue, Bondi Beach. The
property is located on the north eastern side of Lamrock Avenue, midblock between Jaques
Avenue and Campbell Parade. The site has a frontage of approximately 27 m to Lamrock
Avenue only.

All loading and unloading during demolition, excavation and construction phases are proposed
to take place from Lamrock Avenue. The applicant intends to occupy this zone immediately for
a period of 13 weeks.
Technical Analysis
Lamrock Avenue is a one-way road running between O’Brien Street and Campbell Parade. The
applicant is seeking approval for an unfenced, 20 m long Construction Zone. Kerbside parking
is generally restricted to ‘2P Ticket 8am-10pm Permit Holders Excepted Area 10’ in Lamrock
Avenue. Additional signs will need to be installed to maintain these existing parking restrictions
outside the operational hours of the Construction Zone.
DA 680/2009 issued for the development has a condition that works at the site are to be limited
to the following times:
7.00am – 5.00pm Monday – Friday
8.00am – 3.00pm Saturday
As is standard practice, it is proposed that instead of Construction Zone signage being installed,
a ‘No Parking, 7am-5pm, Mon-Fri, 8am-3pm Sat, Council Authorised Vehicles Excepted’ zone
be used. Council would then give the applicant a number of transferable permits (up to the
maximum number of vehicles that can use the zone).
Although the applicant has requested a 20 m Construction Zone, the Construction Vehicle Plan
of Management for the development indicates that the whole frontage of 27 m is needed. The
27 m construction zone will not hinder vehicular access to and from properties adjacent to or
opposite the zone.

Campbell Parade, Bondi Beach – Installation of Pedestrian Fencing (A03/0042)
Report dated 21 November 2011 from the Divisional Manager, Technical Services about the
installation of pedestrian fencing in Campbell Parade, Bondi Beach.
Council’s Proposal: That Council:

Install 10.4m of pedestrian fencing on the eastern side of Campbell Parade, Bondi Beach
adjacent to the flush threshold south of Lamrock Avenue.
2.
Install 16.4m of pedestrian fencing on the western side of Campbell Parade, Bondi Beach
adjacent to the flush threshold south of Lamrock Avenue.
Purpose of Report
Council has received representation from a number of local residents requesting consideration
be given to modifying the flush threshold in Campbell Parade, Bondi Beach, south of Lamrock
Avenue. Council will need to exercise its delegated functions to implement the proposal.
Introduction
The flush threshold in Campbell Parade, south of Lamrock Avenue, is part of the entry treatment
for the 40 km/h High Pedestrian Activity Area (HPAA) of Bondi Beach. The yellow honeycombshaped surface treatment is inlaid to the asphaltic concrete wear course.
The residents have stated that pedestrians are mistaking the threshold for a pedestrian crossing.
Council has not received any complaints regarding any of the other flush thresholds in the LGA.

Technical Analysis
This midblock treatment acts as a visual and tactile cue that different driving conditions apply in
the 40 km/h HPAA. Locations for the entry treatments were chosen specifically to not be
positioned on a pedestrian desire line. A bollard-and-chain fence has been installed on the
western side of the threshold, as shown in Figure 2, below.

It is not recommended that this treatment serve as both a traffic calming function and pedestrian
crossing function. An alternative crossing point is located to the north of this treatment, in the
form of a pedestrian refuge.
The RTA’s Technical Direction TDT 2001/4A Use of Traffic Calming Devices as Pedestrian
Crossings recommends that flush midblock treatments that serve a traffic calming function only,
require adequate measures to ensure that pedestrians do not perceive and use them as a
pedestrian crossing. It is recommended that these devices:
ƒ
not be located on a pedestrian desire line
ƒ
not include a pram ramp or pedestrian refuge
ƒ
have the pedestrian footpath physically separated by pedestrian barriers (fences or
landscaping, as appropriate)
ƒ
include appropriate warning signs together with advisory speed signs as necessary
to warn road users
ƒ
not have any perception of pedestrian priority.

It is understood that other Councils have chosen to install ‘Pedestrians Give Way to Motorists’
signs at similar locations. However, given the large number of international visitors that frequent
Bondi Beach, it is recommended that these advisory signs not be installed.
It is recommended that a pedestrian fence be installed to physically separate the footpath and
the carriageway. In order to maintain four lanes of moving traffic and two parking lanes, it is not
possible to fit a central median to mount the fencing onto. It is therefore recommended that
fencing be installed in the footpath area, either side of the flush threshold.
Austroads’ Guide to Road Design Part 6 Roadside Design, Safety and Barriers recommends
that pedestrian fencing be 1200 mm in height. Australian Standard AS 2890.1:2004 Parking
Facilities – Part 1: Off-street Parking recommends that fencing be located a minimum of 300 mm
clear of the kerbline; although, this should be increased on the western side to 600 mm to
accommodate the pull-in room for a bus.
Since Council has not received any feedback regarding any of the other similar 40 km/h HPAA
entry treatments, it is not recommended that pedestrian fencing be installed at other locations.

Purpose of Report

approval for a single vehicle, “P10 minute” parking zone directly outside the centre to assist with
the morning dropping of and evening picking up. Council will need to exercise its delegated
functions to implement the proposal.
Introduction
Council has received a Section 96 modification to Development Application (DA) 227/1997 for an
increase in the number of children and extension of hours of operation of an existing child care
centre at 14 Anglesea Street, Bondi. The application seeks an increase in the number of children
from 10 to 18 and an increase in the hours of operation from the current 8.30am-4.00pm to
8.00am-5.00pm.

The child care centre does not have parking on site to assist with dropping off and picking up
children. Parking demand in Anglesea Street and nearby streets during the days and times the

centre is in operation is high in Anglesea Street and nearby Watkins Street. Although parking for
parents and others dropping off and picking up children has not been an issue to date, having
regard to there being an increase in the number of children, it is considered it is now an
appropriate time to install a drop off/pick up zone outside the centre.
Technical Analysis
Development Application (DA) 227/1997 was approved on 4 November,1997 for a child care
centre for 10 children to operate out of residential premises 14 Anglesea Street, Bondi between
the hours of 8.30am and 4.00pm Monday to Friday.
The centre is located on the eastern side of Anglesea Street, in a one way, northbound section
between Bondi Road and Watkins Street.
Anglesea Street has a narrow, 6m wide carriageway in the section containing the centre with
parking permitted on one side only.
There is currently no time restricted parking in Anglesea Street or Watkins Street.
Parking is available on site at the centre for only one (staff) vehicle in an existing garage.
The current proposal does not provide any additional parking nor can it be readily provided due to
a small front yard area.

The application has been placed on public exhibition for comment and only one comment was
received that being in regard to parking. No objections have been received from the public in
regard to the proposed increase in children numbers and extended hours.
Waverley Development Control Plan 9DCP) 2010 for Child Care Centres requires the following
provision for parking:
(a) 1 site parking space per 4 employees and 1 per 8 children plus a drop off/pick up area
(b) Where possible, on-site parking should be designed so that vehicles may be driven in a
forward direction both when entering and leaving the premises.

The RTA’s “Guide to Traffic Generating Developments” for a child care centre assesses peak
traffic generation rates as follows for 18 children:

The peak demand in the a.m. equates to 7 trips per hour, approximately one every 9 minutes.
It is considered installing P10 minute parking outside the centre will improve conditions for those
dropping off and picking up children. P10 minute parking has been installed at other similar
centres.
The facility can be provided directly outside the centre at a 5.5m long section of kerb between the
driveways to No. 14 and 16.

Council’s Proposal: That a ‘No Stopping’ sign be installed on the western side of Military Road
10m south of George Street, Dover Heights.
Purpose of Report
Council has received representation from local residents requesting consideration be given to
improving the sight distance for vehicles at the corner of Military Road and George Street, Dover
Heights. Council would have to exercise its delegated functions to implement the proposal.

There are currently ‘No Stopping’ signs on the eastern side of Military Road north and south of
George Street. The residents have stated that sight distance is impeded by vehicles parked
close to the intersection on the western side of Military Road, south of George Street.

A number of inspections have taken place during the day, revealing that vehicles are often
parked on the south–west corner of Military Road and George Street. Therefore, since
compliance is an issue at this location, it is recommended that the legislative requirements be
signposted. This will not result in a net loss of on-street parking. There are currently ‘No
Stopping’ signs on the eastern side of Military Road north and south of George Street.

Legislative Requirements
Under the NSW Road Rules 2008:
“A driver must not stop on a road within 10 metres from the nearest point of an intersecting road at
an intersection without traffic lights, unless the driver stops … at a place on a length of road, or in an
area, to which a parking control sign applies and the driver is permitted to stop at that place under
these Rules …”.
Therefore, vehicles parked at these locations may be infringed without the installation of
additional signage. However, the RTA’s Technical Direction TDT 2002/12 Stopping and Parking
Restrictions at intersections and Crossings addresses the installation of ‘No Stopping’ and ‘No
Parking’ signs at intersections and states:
“It is not intended that signs be installed at all locations. Where signs are not installed the legislative
restrictions will apply. Generally signposting of restrictions covered by legislative requirements is
only required where there is adjoining signposting or compliance is an issue. However,
signposting adjacent to children’s crossings, pedestrian crossings and marked
footcrossings should always occur. The relevant road authority is to determine where NO
STOPPING and NO PARKING signs are to be erected.
Existing signs, with the exception of NO STANDING signs (see Technical Direction No 99/21), are
not to be removed or replaced until required under maintenance. Where the post is required to be
replaced, the sign should be relocated to the new location as specified in this Technical Direction.”

Glenayr Avenue, Bondi Beach – Installation of Pedestrian Fencing (A03/0042)
Report dated 21 November 2011 from the Divisional Manager, Technical Services about the
installation of pedestrian fencing in Glenayr Avenue, Bondi Beach.
Council’s Proposal: That 38m of pedestrian fencing be installed on the north-western side of
Glenayr Avenue, Bondi Beach outside the Beach Road Hotel, as per Figure 3 attached.
Purpose of Report
Council has received representation from the NSW Police Force, Bondi Beach Precinct
Committee and a number of local residents requesting consideration be given to installing
pedestrian fencing in Glenayr Avenue, Bondi Beach. Council will need to exercise its delegated
functions to implement the proposal.
Introduction
The NSW Police Force has made a submission to Council to formally request the installation of
a pedestrian fence on both sides of Glenayr Avenue and a pedestrian crossing in Beach Road to
help the dispersion of Beach Road Hotel patrons away from Beach Road.

Technical Analysis
1. Pedestrian Crossing
A pedestrian crossing minimises conflict between pedestrians crossing the road and vehicles
travelling along the road by providing a time separating facility where priority is assigned to
pedestrians under the NSW Road Rules 2008. However, special analysis and assessment is
needed to ensure that pedestrian crossings are only installed in appropriate locations.
Unnecessary proliferation of pedestrian crossings, in particular, can result in negative outcomes
to road users.
To ensure that it is utilised it is important that the crossing facility be placed on, or as close as
practicable to the pedestrian desire line. Otherwise, even if desirable warrants are met,
pedestrians are not likely to use the facility. More vulnerable road users, especially, have a
tendency to go to extreme lengths to avoid using crossing facilities if they are not installed on
their desire line. In this instance, preliminary observations indicate that two a pedestrian desire
lines exist across Botany Street, south of Waverley Street, as shown in Figure 2, below.

Pedestrian facilities that are used infrequently come to be ignored by drivers and, in some
cases, become an unnecessary obstruction in the roadway. Similarly, pedestrians tend to
ignore or misuse a device if vehicle volumes are so low as to make its use unnecessary on most
occasions. Where demand is excessive for the type or size of facility provided, the facility may
become a safety hazard for pedestrians and a disruption to vehicular traffic flow, increasing
congestion and the likelihood of vehicle accidents.
Therefore, it needs to be established that there is a realistic demand for a pedestrian facility.
This is normally done by comparing the number of pedestrians crossing a particular area of the
road against the number of vehicles travelling along the road. Not only do these figures
represent the existing demand for a pedestrian facility, they estimate crossing opportunities for
pedestrians – the more vehicles travelling along the road, the less safe gaps are provided for

pedestrians to cross the road.
Australian Standard AS 1742.10:2009 Manual of Uniform Traffic Control Devices – Part 10:
Pedestrian Facilities no longer recommends minimum warrants for the installation of pedestrian
facilities. These are considered policy matters to be determined by each road authority. Since
Botany Street is a non-classified (local) road, Waverley Council is the Roads Authority under the
Roads Act 1993.
The RTA provides a set of warrants for pedestrian crossings in its recently released Austroads
Guide Supplement Austroads Guide to Traffic Management Part 6 – Intersections, Interchanges
and Crossings. This supplement provides excellent guidance for local councils to observe,
which recommends that a pedestrian crossing is warranted in the following circumstances:
1.
If in each of three separate 1 hour periods in a typical day:
(i)
P ≥ 30 ped/h, and;
(ii)
V ≥ 500 veh/h, and;
(iii)
P × V ≥ 60,000.
In special circumstances the warrant in (iii), above, can be relaxed to P × V ≥ 45,000.
Council is requested to justify why the location is in need of special consideration.
Preliminary investigations have concluded that, while there is a definite pedestrian desire lines at
this location, vehicle and pedestrian volumes will not meet the desirable warrants. This
indicates that crossing opportunities are sufficient without assigning priority over motor vehicles.
Pedestrians tend to ignore or misuse a device if vehicle volumes are so low as to make its use
unnecessary on most occasions. Furthermore, an infrequently used pedestrian crossing will
come to be ignored by drivers and possibly become an unnecessary obstruction in the roadway.
Therefore, it is not recommended that a pedestrian crossing be installed at this location.
2. Pedestrian Fencing
Fencing may be used at the kerb side to direct pedestrians to a crossing point and to prevent
pedestrians from crossing at other nearby points.
In this instance, fencing would be a suitable treatment to help prevent patrons from crossing
Glenayr Avenue and heading down Beach Road. At this stage, it is felt that only the
northwestern side of Glenayr Avenue (directly outside the Beach Road Hotel) needs to be
fenced. If pedestrians do make their way onto the carriageway of Glenayr Avenue, a second
fence on the south western side may provide too much of an obstacle to get back onto the
footpath.
Austroads’ Guide to Road Design Part 6 Roadside Design, Safety and Barriers recommends
that pedestrian fencing be 1200 mm in height. Australian Standard AS 2890.1:2004 Parking
Facilities – Part 1: Off-street Parking recommends that fencing be located a minimum of 300 mm
clear of the kerbline; although, this will need to be increased to 900 mm to accommodate the
existing street trees.
Fencing must be located so as to not obstruct access between on-street parking and the
footpath and therefore, it is recommended that a number of discrete gaps be provided in the
fenceline.

Purpose of Report
The purpose of this report is to seek Council’s approval for the installation of a car share parking
space in Gould Street North, North Bondi and Alfred Street, Bronte. Council will need to
exercise its delegated functions to install the spaces should the proposal be approved.
Introduction
The demand for car share vehicles in Waverley is increasing as more residents embrace car
share as an alternative form of transport. Council recently received a request from GoGet for
five additional car share parking space locations in the Waverley LGA. GoGet is entitled to
request an increase in its allocation of parking spaces under the provisions of clause 13.1 of
their Agreement with Council.
The location of car share spaces in Waverley is determined in accordance with the RTA’s
Guidelines for the Implementation of On-street Car Share Parking (2007) and protocols
developed by Council’s Technical Services Division. The RTA Guidelines require the spaces to
be limited to no more than 5% of available parking spaces in any single street or length of road,
and ideally be located adjacent to public land, council or government land, or business premises
and not at the front of residential properties. Technical Services’ protocols prohibit car share
spaces in metered areas, commercial areas and in locations where residents have raised
reasonable objections.
After minor changes to some of the requested locations to ensure compliance with the
Guidelines and Technical Services protocols Council agreed to proceed to consult with residents
on the following five locations:

Based on the number of objections received from residents, Council officers decided not to
proceed with the Miller Street, Blair Street and Francis Street locations.
There was one objection received to the Gould Street North location and no objections received

car share parking space in each of these locations.

Parade and Blair Street, nor in the sections of Blair Street to the west and east of Gould Street
North. A Residential Preferential Parking Scheme operates in Hastings Parade (at the top of the
incline pictured). A majority of residences on the southern side of Blair Street either side of
Gould Street North and those on the northern side of Hastings Parade to the west of Gould
Street North have access to off-street parking. A majority of residences in Hastings Parade to
the east of Gould Street North have no available off-street parking. A car share parking space at
this location is not considered by officers to have an adverse impact on the amenity of the
surrounding residents.
Alfred Street, Bronte
It is recommended that signage for a 5.5m car share parking space be installed on the western
side of Alfred Street, Bronte, 10m south of Read Street (see image below). There is no time
restricted parking in Alfred Street and the streets surrounding this location, and a majority of
properties in the vicinity have off-street parking. A car share parking space at this location is not
considered by officers to have an adverse impact on the amenity of the surrounding residents.

York Road, Bondi Junction to William Street, Rose Bay – Traffic Management Plan

Alliance (A11/0145)
Report dated 21 November 2011 from the Divisional Manager, Technical Services about a
request from the Transmission Cable Alliance for the approval of a Traffic Management Plan
and Traffic Control Plans for an underground cable project on behalf of Ausgrid.
Council’s Proposal: That Council:

Plans in accordance with the Traffic Management Plan.
Purpose of Report
The Transmission Cable Alliance (TraCa), an alliance between Ausgrid, Thiess and Parsons
Brickerhoff have been engaged to deliver the Surry Hills to Rose Bay cable project on behalf
of Ausgrid. To undertake these works TraCa have prepared the attached Traffic
Management Plan (TMP) and seek Council approval for the proposed traffic management
measures to be implemented during trenching and construction of joint bays.
This TMP describes the construction activities, their potential impacts on the road network
and community, and the specific measures to be used to mitigate the overall impact. Traffic
Control Plans (TCPs) are included and identify specific traffic control measures to be
implemented for each section of the cable route.
TraCa have requested Council approval of the TMP and TCPs.
Introduction
Ausgrid is installing new underground 2 x 132k volt electricity transmission cables between
Surry Hills and Rose Bay to supply electricity to the recently completed Rose Bay (William
Street, Rose Bay) and under construction Waverley (Anglesea Street, Bondi) Zone
substations. This is part of Ausgrid’s plans to replace equipment and meet the community’s
growing power needs.
The new cables will be installed approximately 1.5 metres below the surface, mainly under
local and main roads along the nine kilometre route. Installation is by open trenching
methods. At regular intervals along the route, sections of cable are fed into place and joined
together in underground ‘joint bays’. Approximately 5 kilometres of the cable route passes
through Waverley and there are six joint bays in the area.
Ausgrid has undertaken site investigations and liaised with key stakeholders since 2009 to
identify a suitable route and refine the concept design of the cable project. A draft Review of
Environmental Factors (REF) for the project was submitted to Waverley Council for comment
in February 2011 and approved by Ausgrid in June 2011. Construction of the Surry Hills to
Rose Bay cable project started in June 2011 and will be completed by end April 2012. Cable
installation, joining and commissioning will continue until December 2012.

Technical Analysis
General principles adopted by Council for the implementation of these works are:

Works to be undertaken during the day and avoiding night work wherever possible
Not closing roads
Not restricting access to streets by residents
Normal work hours for day work are 7am to 5pm from Monday to Friday, subject to
authority approvals.
Normal work hours for night work are 8pm to 5am from Monday to Friday, subject to
authority approvals.
There is no work on Saturdays, Sundays or public holidays.
Work hours will vary between sections of the cable route, depending on traffic
volume and noise restrictions.
The traffic management approach adopted by TraCa for this project has been developed to
achieve the following key objectives:

Minimise the impact of the work on the local traffic network and road users
Minimise the impact of the work on local residents and businesses
Ensure the traffic control arrangements are undertaken in accordance with Australian
Standards 1742.3 and RTA Manual “Traffic Control at Work Sites” Version 4.0.
Utilise hard barriers to ensure no workers are placed at risk while working in live
traffic.
A Traffic and Transport Liaison Group (TTLG) has been regularly meeting to discuss traffic
management measures and timing of work in Waverley. The TTLG includes representatives
from TraCa Alliance, Roads and Maritime Services, State Transit Authority, Waverley Police
and Waverley Council.
TCPs that did not have any significant affect on traffic circulation and amenity of residents
have been approved by the Division Manager Technical Services under delegated authority.
However the TMP and TCPs subject of this report involve night work, partial and full road
closures and removal of on street parking and require the approval of Council.
The proposal by TraCa in its TMP has been broken down into street sections from where the
cable enters Waverley LGA at York Road to where it enters the Rose Bay Zone substation in
William Street. A description of TraCa’s solution and the identified traffic control measurers
to be implemented is provided as well as comments from Technical Services on each
solution.

Traffic Control Plans
Site Specific TCPs have also been prepared and are attached to the TMP for each of the
above mentioned street sections. The TCPs have been prepared in accordance with
Australian Standards 1742.3 and RTA’s ‘Traffic Control at Work Sites” Manual, Version 4.0.
Each street section has a number of detailed and technically advanced TCPs. It is
considered that there is insufficient time for the Committee to give due consideration to
these. Therefore it is proposed that the TCPs should be separately reviewed by the
Divisional Manager Technical services to ensure compliance with the TMP and above
commentary.

EXECUTIVE SUMMARY
Introduction
Ausgrid is installing new underground 132,000 volt electricity transmission cables between Surry Hills and
Rose Bay to supply electricity to the new Rose Bay and Waverley zone substations. This is part of
Ausgrid’s plans to replace equipment and meet the community’s growing power needs.
Approximately 4.8 kilometres of the cable route passes through Waverley local government area, the
majority of which involves trenching in local roads. The cable route also crosses Waverley Park and
Barracluff Park. There are six underground joint bays in the local government area, where sections of the
cable are fed into place and joined together.
Project delivery
The Surry Hills to Rose Bay cable project is being delivered by the Transmission Cable Alliance, an
alliance between Ausgrid, Thiess and Parsons Brinckerhoff. The new substations at Waverley and Rose
Bay are being built by the Energised Alliance.
Project status
Construction of the Surry Hills to Rose Bay cable project started in June 2011 and will be completed by
May 2012. Cable installation, joining and commissioning will continue until December 2012.
The TraCa Alliance commenced work at two locations in Waverley local government area during October
2011. Other work has been approved and is scheduled to commence at a number of other locations in
late November and December 2011.
Scope of this document
This Traffic Management Plan (TMP) has been prepared to seek approval from Waverley Council for the
proposed traffic management measures to be implemented for the remaining trenching and joint bay
construction in the Waverley local government area.
It incorporates feedback from a Traffic and Transport Liaison Group (TTLG) which has been meeting
regularly to discuss traffic management measures and timing of work. The TTLG includes representatives
from Waverley Council, Roads and Traffic Authority, State Transit Authority, Waverley police and the
TraCa Alliance.
Construction methods
i.
Trenching and conduit installation
A trench approximately 1.5 metres wide and 1.5 metres deep is excavated in the road and conduits
(plastic pipes) are laid to house the new electricity cables.
The overall work site is about 60 metres long at any one time and one lane wide. Barriers are used to
enclose the area and traffic control staff are present to direct road users safely past the work site.
At the end of each shift, the barriers are removed and the trench is covered with road plates so the
affected section of road can be reopened to traffic. During the next shift, the backfilled trench is reinstated
with a 100mm thick asphalt layer and the next section of trench is excavated. The affected sections of
road will be permanently reinstated after all the cables have been installed and tested.

Trenching usually proceeds at a rate of approximately 20 metres per day, depending on weather and
ground conditions. This means the work site will pass most properties within a week.
ii.
Joint bay construction
A joint bay is a large underground pit where sections of cable are fed into the conduits that have been laid
during trenching. It is usually about 15 metres long, three metres wide and 2.5 metres deep.
A joint bay takes approximately three weeks to build, depending on weather and ground conditions. A
large pit is excavated in the road and then lined with concrete. The work site is approximately four metres
wide and 25 metres long. Barriers are used to enclose the area and traffic control staff are present to
direct road users safely past the area.
The barriers around the joint bay site remain in place 24 hours a day when the joint bay is being built.
Work hours
Normal work hours are 7am to 5pm from Monday to Friday. Where it is necessary to schedule work at
night this would normally occur between 8pm and 5am. Work hours will vary between sections of the
cable route, depending on traffic volume, noise restrictions, council approvals and RTA approvals.
Every effort has been made to undertake as much work as possible during the day time to minimise noise
impacts on local residents for extended periods at night time.
Traffic management approach
The traffic management approach for this project has been developed to achieve the following key
objectives:

Minimise the impact of the work on the local traffic network and road users
•
Minimise the impact of the work on local residents and businesses
•
Ensure the traffic control arrangements are undertaken in accordance with Australian Standards
1742.3 and RTA Manual “Traffic Control at Work Sites” Version 4.0.
•
Utilise hard barriers to ensure no workers are placed at risk while working in live traffic
All work activities will be scheduled and managed so that access on public roads and footways is
maintained at all times when possible. Where a full or partial road closure is required, access will be
provided either through the provision of localised detours around the work site, or through the use of
traffic controllers under stop/slow control. Access for local residents will be maintained at all times.
Activities that could have an extensive disruptive impact on traffic movements will be timed to minimise
incursion into peak hour traffic.

Community relations approach
Contact is made with directly affected and ‘sensitive stakeholders’ such as businesses, schools, health
care facilities, child care centres and religious facilities prior to work starting in their area to ensure
potential issues have been identified and addressed in advance.
A letter is then delivered to local residents and businesses a minimum of seven days prior to work
commencing in the area. The letterbox drop is supported by a doorknock where work is expected to have
a greater impact, for example it will be undertaken at night time or will be for an extended duration.
All enquiries and complaints are directed to a 24 hour hotline which has been established for the project
(1800 604 765). This number is publicised on all letters, newsletters, advertisements and site signage. A
centralised email address is also available for enquiries and complaints [email protected].
The TraCa Alliance has held meetings and liaised with a range of stakeholders including Waverley
Council, STA, RTA, Waverley Police, Waverley Library, Eastgate Shopping Centre, Westfield Shopping
Centre, Wee Care Kindergarten, Yeshiva College, St Patricks Catholic Church, Bondi Public School,
Montessori East Public School, Mizrachi Synagogue and Bondi Bowling Club.
The Alliance will continue to liaise proactively with affected stakeholders throughout the work.

1.
INTRODUCTION
1.1
Project overview
Ausgrid is installing new underground 132,000 volt electricity transmission cables between Surry Hills and
Rose Bay to supply electricity to the new Rose Bay and Waverley zone substations. This is part of
Ausgrid’s plans to replace equipment and meet the community’s growing power needs.
The new cables will be installed approximately 1.5 metres below the surface, mainly under local and main
roads along the nine kilometre route. Installation is by open trenching methods. At regular intervals along
the route, sections of cable are fed into place and joined together in underground ‘joint bays’.
Approximately 4,830 metres of the cable route passes through Waverley local government area and there
are six joint bays in the area (see map below).
Ausgrid has undertaken site investigations and liaised with key stakeholders since 2009 to identify a
suitable route and refine the concept design of the cable project. A draft Review of Environmental Factors
(REF) for the project was submitted to Waverley Council for comment in February 2011 and approved by
Ausgrid in June 2011.
Construction of the Surry Hills to Rose Bay cable project started in June 2011 and will be completed by
May 2012. Cable installation, joining and commissioning will continue until December 2012.

1.2
Project delivery
The Surry Hills to Rose Bay cable project is being delivered by the Transmission Cable Alliance, an
alliance between Ausgrid, Thiess and Parsons Brinckerhoff. The new substations at Waverley and Rose
Bay are being built by the Energised Alliance.
The Transmission Cable Alliance (TraCa Alliance) has engaged three subcontractors to undertake
trenching and conduit installation in the Waverley area: Diona, Dunmain and MMA Civil Contractors.
Another subcontractor (Quickway Constructions) has been engaged to build all of the underground joint
bays for the project.
Diona undertakes all traffic management associated with their work. Australian Retro has been engaged
to undertake traffic management on site for all the other subcontractors.
1.3
Scope of this document
This Traffic Management Plan (TMP) has been prepared to seek approval from Waverley Council for the
proposed traffic management measures to be implemented during trenching and construction of joint
bays in the Waverley area.
It incorporates feedback from a Traffic and Transport Liaison Group (TTLG) which has been meeting
regularly to discuss traffic management measures and timing of work in Waverley LGA. The TTLG
includes representatives from Waverley Council, Roads and Traffic Authority, State Transit Authority,
Waverley police and the TraCa Alliance.
This TMP describes the construction activities, their potential impacts on the road network and community
and the specific measures to be used to mitigate the overall impact. Traffic Control Plans (TCP’s) are
included and identify specific traffic control measures to be implemented for each section of the cable
route.
There are a number of other stages of work associated with this project which will be the subject of future
Traffic Management Plans, including:
•
Construction of caterpillar pits – these are located between joint bays and are built to assist with
pulling the cable through the plastic conduits. The design of the caterpillar pits is currently being
finalised.
•
Cable installation and joining – during this stage of work the joint bays which were built during the
construction phase are re-opened so the cable can be fed through the conduits and joined
together.
•
Permanent road restoration – after the cables have been installed and tested the affected
sections of road will be permanently reinstated.

2.
CONSTRUCTION METHODS
2.1
Trench excavation
The work generally involves installation of six number DN200 mm PVC ducts by open cut trenching
methods. The typical trench configuration is shown below.
The trench will be approximately 1.5 metres wide and 1.5 metres deep. Trenching will proceed at a rate
of approximately 20 metres per day depending on ground conditions, weather and any problems incurred.
The trench will generally be excavated using excavators in the 12 to 13 tonne weight range. The
excavators will be of the zero swing, offset boom type so as to minimise the required footprint.
The ground conditions generally consist of loose sand overlaying dense rock, requiring shoring of the
upper sand layers and in some locations rock breaking in the lower portion of the trench.
The excavated material is unsuitable for reuse on site and will be loaded into trucks for offsite disposal.

2.2
Conduit installation and backfilling
Following the excavation of the trench to the required line and level, the conduits will be installed. The
work zone will advance progressively as the conduits are installed.
The six metre lengths of conduits will be joined in the trench and secured in place using specially design
conduit spacers. Once the conduits are secured in place the trench will be backfilled (to the underside of
the pavement layers) using thermally stable bedding (TSB) which is a flowable cementious material
designed for backfilling high voltage cables. The TSB will be delivered and placed directly from agitator
trucks. Backfilling will be staged, with the TSB being placed and left overnight before the pavement
layers are placed during the next shift.
At the end of each shift the barriers are removed and any sections of trench which are not completely
backfilled will be covered by steel plates which will be secured in place in accordance with the structural
engineers design. The affected section of road is then reopened to traffic.
The backfilled trench will be temporarily reinstated with a 100mm thick asphalt layer. The permanent
reinstatement of the wearing course will be undertaken by the TraCa Alliance after the cables have been
installed and tested.
2.3
Joint bay construction
A joint bay is a large underground pit where sections of cable are fed into the PVC conduits (plastic pipes)
that have been laid during trenching. It is usually about 15 metres long, three metres wide and 2.5 metres
deep.
A joint bay takes approximately three weeks to build, depending on weather and ground conditions. A
large pit is excavated in the road and then lined with concrete.
The work site is approximately four metres wide and 25 metres long. Barriers are used to enclose the
area and traffic control staff are present to direct road users safely past the area. Roadside signs are also
used to advise motorists of changes to local traffic conditions.

The barriers around the joint bay site remain in place 24 hours a day when the joint bay is being built.
After the joint bay is built it may be several months before the cables are layed and joined. In the
meantime, the joint bay is refilled and a temporary asphalt surface laid to allow normal traffic flow. The
permanent reinstatement will be undertaken by the TraCa Alliance after the cables have been installed
and tested.

3.
CONSTRUCTION PROGRAM
3.1
Timing
Construction work has already begun at various locations along the route.
The TraCa Alliance commenced work at two locations in Waverley LGA during October 2011:
•
Ebley Street – Trenching started at the Denison Street intersection and moved towards the
Newland Street intersection, stopping 50 metres west of the intersection.
•
Park Parade – an underground joint bay was built in Park Parade. This work has now been
completed.
Other work has been approved and is scheduled to commence at a number of other locations in late
November and December 2011, including:
•
Ebley Street – trenching from the pedestrian crossing near Ann Street towards Hollywood
Avenue, then along Allens Parade to Botany Road.
•
Allens Parade – excavating and constructing an underground joint bay.
•
James Street – trenching towards Waverley Park.
•
Park Parade – trenching from the joint bay towards Bondi Road.
•
Anglesea Street – trenching from the existing substation to Bondi Road.
•
Bondi Road – trenching down Bondi Road from Park Parade to Wellington Street.
•
Wellington Street – trenching in the section between O’Brien Street and Roscoe Street. A joint
bay will also be built in this area, just south of the Hall Street intersection.
•
Warners Avenue – trenching across Barracluff Park and down Beach Road towards Blair Street.
A preliminary construction program for work in Waverley LGA is provided in Appendix A. This will be
further developed following approval of the traffic management plan for the remaining work areas.
The construction phase of the project is expected to continue until May 2012. This will be followed by
cable installation and joining and permanent road restoration.
3.2
Work hours
Normal work hours are 7am to 5pm from Monday to Friday. Where it is necessary to schedule work at
night this would normally occur between 8pm and 5am. Work hours will vary between sections of the
cable route depending on traffic volume, noise restrictions, council approvals and RTA approvals. Maps
are provided in Appendix B which show approved and proposed work hours for different sections of work
across Waverley LGA.
Every effort has been made to undertake as much work as possible during the day to minimise noise
impacts on local residents for extended periods at night time.

There will be a two week shut down over Christmas from Saturday 24 December through to Sunday 8
January. There will be no work during this period and all equipment and work sites will be removed. Work
will resume on Monday 9 January 2012.

4.
TRAFFIC MANAGEMENT
OVERVIEW
4.1
Objectives
The traffic management approach for this project has been developed to achieve the following key
objectives:
•
Minimise the impact of the work on the local traffic network and road users
•
Minimise the impact of the work on local residents and businesses
•
Ensure the traffic control arrangements are undertaken in accordance with Australian Standards
1742.3 and RTA Manual “Traffic Control at Work Sites” Version 4.0.
•
Utilise hard barriers to ensure no workers are placed at risk while working in live traffic
Specific impacts on traffic flow, parking, bus and taxi operations, pedestrians and cyclists are outlined
where relevant for each street in Section 5 and Section 6 of this TMP. Proposed measures to manage
these impacts are also provided.
4.2
Road network
Approximately 4.8 kilometres of the cable route passes through Waverley local government area, the
majority of which involves trenching in local roads. The cable route also crosses Waverley Park and
Barracluff Park.

The remainder of this document focuses on those work areas which require approval from Waverley
Council via the Traffic Committee.
4.3
Existing conditions, potential constraints and mitigation
measures
An assessment of the road network directly affected by the construction activities has been undertaken
and the potential impacts and constraints identified. Impacts may include all or some of the following:
•
Road user delays
•
Pedestrian and cyclist pathways being partially or fully obstructed
•
Disruptions or delays to public transport
•
Other development or construction activities in the vicinity.
•
Access to residential and commercial properties temporarily restricted
•
Temporary loss of on-street parking
•
Noise generation
All work activities will be scheduled and managed so that access on public roads and footways is
maintained at all times when possible. Where a full or partial road closure is required, access will be
provided either through the provision of localised detours around the work site, or through the use of
traffic controllers under stop/slow control. Access for local residents will be maintained at all times.
Activities that could have an extensive disruptive impact on traffic movements will be timed to minimise
incursion into peak hour traffic.
The following sections summarise the specific conditions and constraints of each road/street and the
specific traffic management measures that are proposed in order to allow construction work to take place.
Site Specific traffic control plans (TCPs) have also been prepared for each of the affected roads/streets.
Appendix D includes the TCPs for all trenching work and Appendix E includes the TCPs for all joint bay
construction. All TCPs have been prepared in accordance with Australian Standards 1742.3 and RTA’s
‘Traffic Control at Work Sites’ Manual, Version 4.0.

7.
COMMUNITY RELATIONS
APPROACH
7.1
Engaging stakeholders
The TraCa Alliance has held meetings and liaised with a range of stakeholders including Waverley
Council, STA, RTA, Waverley Police, Waverley Library, Eastgate Shopping Centre, Westfield Shopping
Centre, Wee Care Kindergarten, Yeshiva College, St Patricks Catholic Church, Bondi Public School,
Montessori East Public School, Mizrachi Synagogue and Bondi Bowling Club.
Contact is made with directly affected and ‘sensitive stakeholders’ such as businesses, schools, health
care facilities, child care centres and religious facilities prior to work starting in their area to ensure
potential issues have been identified and addressed in advance. The Alliance will continue to liaise
proactively with affected stakeholders throughout the work.
7.2
Advance notice of work
A letter is delivered to local residents and businesses a minimum of seven days prior to work
commencing in the area. The letterbox drop is supported by a doorknock where work is expected to have
a greater impact, for example it will be undertaken at night time or will be for an extended duration. Local
residents and businesses are also consulted in advance where there is likely to be a direct impact, for
example temporary loss of access or parking.
Letterbox notifications are generally delivered to properties within a 100 metre radius of the construction
activity. This may vary depending on local topography and potential impacts of the work. Changes to local
traffic conditions will also be publicised via variable message signs and advertising (where required).
Project newsletters are also distributed to the entire project area to provide updates on progress and
timing of key activities.
7.3
Responding to enquiries and complaints
All enquiries and complaints are directed to a 24 hour hotline which has been established for the project
(1800 604 765). This number is publicised on all letters, newsletters, advertisements and site signage. A
centralised email address is also available for enquiries and complaints [email protected].
7.4
Noise management measures
Construction noise is managed in accordance with the DECCW Interim Construction Noise Guidelines
(ICNG) which provides management objectives for construction noise at residential and other sensitive
land uses. The resultant noise management levels are to be applied for the reasonable and feasible
management of construction noise impacts.
The noise management levels are general objectives/guidelines only and are not intended to be absolute
levels above which construction activities should not be undertaken.
Given the nature of the initial works to be undertaken i.e. breaking out of existing bitumen road pavement
and saw-cutting, the noise levels experienced at nearby residential receivers will most likely exceed the
Noise Management Level guideline.

In such circumstances where noise levels are anticipated to be above the relevant Noise Management
Level the following safeguards, as detailed in the table below, will apply:

8.
TRAFFIC OPERATIONS
8.1
Signalised intersections
Where the trench route cuts across the traffic loops of a signalised intersection, RMS must be given 48
hours prior notice. The TraCa Alliance must repair the damaged signals within 7 days.
8.2
Changes to regulatory or directional signage
Any changes to regulatory or directional signage will be shown on each TCP. These will detail the
signage layout, road markings, temporary traffic controls and barrier systems in place during construction.
There will be no conflicting messages between existing and temporary signage.
8.3
Variable Message Signs (VMS)
Where and when appropriate, VMS signs will be used at specified locations to inform road users and the
community of forthcoming road works. If deemed necessary, they will also be used as additional warning
of road works ahead.
8.4
Unplanned incident management
In the event of any unplanned incident on site the following protocol should be followed:
•
Notify the TMC or any relevant authorities and update accordingly
•
Where possible, cease work and remove restrictions
•
Modify traffic control and manage site until emergency services arrive, if applicable
•
Activate VMS messages
•
Assess risks/hazards and, if necessary, postpone and reprogram the work.
8.5
Site inspections
Regular inspections will be carried out on all temporary traffic controls, including:

Pre-start and pre-close down inspections of all short-term sites

Night inspections of all long-term traffic control
