April 20-23, 2016 | Baltimore, Maryland Dear Friends and Colleagues of NCEBC O n behalf of the National Council on Educating Black Children’s Board of Directors , our national and local planning committees, we personally invite you to attend our 30th Annual Convention , April 20-23, 2016, in Baltimore, Maryland, Black Minds Matter 2. Our organization has fond memoDr. Pamela Short-Powell ries, of the state of Maryland and the city of Baltimore for 30 years ago NCEBC was launched in Hunt Valley, Maryland, spearheaded by Congressman Augustus F. Hawkins (D, CA) chairman of the education and labor committee in U.S. Congress. Over 800 stakeholders representing leadership of Black organizations, schools and policymakers gathered to discuss how to improve the educational ills of African American children attending public schools. There was an urgency then to our gathering and that urgency has intensified today! We believe that literacy(reading in particular, but also literacy within the STEM fields) and culturally relevant teaching and learning are STILL the keys to continued advancement and excellence in education. We cannot be deterred by subjective test data. The way forward for us begins within our homes, within our churches, within our schools, and within our local and state governance boards and our communities. I urge you to participate in courageous conversations on race, equity, and accountability, so collectively we will leave this convention with a plan of action to increase graduation rates, 4 year college attendance, and higher employment rates for our students entering the 21st century workforce. APRIL 20, 2016 | These NCEBC national convention excursions are designed to educate attendees with a 360 degree experience that covers: African American history, visits with outstanding schools in the host region, and conducting essential conversations with policy makers. 8:30am - 12 noon School Tours: Come Visit Pre-Schools, Public and Charter Schools that have achieved Blue Ribbon status in the Baltimore Community. Time: (TBA) Congressional Visits/ Hearings/Reception: This is a cornerstone of NCEBC conventions. Registered attendees will meet with Congressional members of the US House of Representatives to address a host of the concerns plaguing our school systems, and the participation of Black children in the national economy. 8:00am - 3:00pm (meals included) NCEBC Leadership Academy with Keynote Speakers Open to All Aspiring Superintendents, Principals and Early Childhood Administrators This electrifying session will leave attendees with knowledge of how to close the gap between aspirations and performance and overcome barriers to achieving key level educational leadership positions. The Asa G. Hilliard III Research Seminar The Asa G. Hilliard III Research Seminar is a day long session based on the legacy and work of many urban researchers and practitioners. Participants will engage in courageous conversations on race, equity, white privilege and anti-racist leadership styles. • Policy and Governance on School Restructuring in Urban Communities • Where, how and why did School Restructuring begin? NCEBC 2016 Convention will also feature: POLICY AND GOVERNANCE Panel discussions and workshops will examine the myriad of policies at the federal, state and local levels that continue to plague preK-20 African American students. Attendees will critically examine their own community dynamics and be able to share and learn about successful initiatives to tackle current issues such as: equity and equitable conditions, ESEA, and accountability disparities. PRACTICES: A Spotlight on the Role of Technology for All Stakeholders Seminars and workshops will empower attendees with understanding future demands and implementation of the rigorous STEAM requirements along the grade level pipeline. Attendees will grasp the urgency of aligning resources to create comprehensive teaching and learning tools that are related to current STEAM careers tracks. PARTNERSHIPS: Linking 21st Century Learning to 21st Century Industries Creating stable pathways to employment opportunities for African American students begins with building strong alliances between education leaders, local businesses, government agencies, and global industries. After the cutoff date, rooms will be subject to availability and will be sold at hotel prevailing rates. In order confirm your sleeping room, a valid credit card must be secured provided either by you or the guest attending the convention, along with a first night’s deposit, refundable up to 72 hours prior to arrival. Checks and major credit cards are acceptable to establish prepayment. All credit cards used to prepay room deposits will be charged immediately. Guest will be responsible for their own guest room and incidental charges upon checkout. All guests are required to present a valid credit card upon check-in. An early departure fee of $75.00 will be assessed if a guest checks out earlier than scheduled without informing the hotel prior to check-in.
