Presidents Reception
Plan to join us at Bridgeport for the Presidents Reception on
Tuesday, October 14 from 6:30 p.m. - 10:30 p.m. Head out the
front door of the hotel and go to the right. We will meet at the
corner of First and Clay to ride the buses to the event. Buses will
run continuously throughout the event.
Opening Night Event
Don’t miss the Opening Night Event at the World Forestry Center.
Follow the signs in the hotel lobby to the MAX Station. Watch for
guides along the way. We will board the redline to City Center
and Beaverton TC and depart the MAX at the Washington Park
Station.
Minority Caucus
Join us for the AASPA Minority Caucus. Stay current, learn from
others, have a national impact and share your experience and
expertise. “What Impact Have You Had on Minority Recruiting?”
Join us Tuesday, October 14 from 3:30 p.m. - 4:30 p.m. in Pearl. This
event is designed for our minority members and those interested in
expanding diversity in our association and profession.
Scholastic Book Fair
Help AASPA give back! This year we are hosting a community
service event. We are collecting NEW children’s books (grades
Pre-K through 6) for the Delight Valley Head Start Center in
Oregon. Please consider bringing new books to donate to
the center or visit Scholastic Books’ booth in our Exhibit Hall to
purchase books on-site. You may also purchase books for your
family and friends. All proceeds and donated books will go to the
Delight Valley Head Start Center to help underprivileged children
in the community.

Bridge to Bridge 5K Walk/Run &
Please join us on Tuesday, October, 14 from
4:30 - 5:30 p.m. in Mt. Hood while you participate in a brief
conference orientation with AASPA’s Executive Board and other
first-time conference attendees. Meet the AASPA staff and learn
about different ways you can get involved and make the most
out of your AASPA membership and your first AASPA conference
experience!
Keynote Book Signing
Mark Anthony Garrett will be signing his book, “Teachers are
Heroes, 7 Successful Principles For Transformational Teaching,” on
Wednesday, October 15 after his keynote presentation. You can
find Mark Anthony Garrett and purchase his autographed book on
the stage in the back of the Exhibit Hall.
Dave Weber will also have copies of his books, “Sticks and Stones
Exposed: The Power of Our Words and Leadership Redefined,”
for individual purchase and be available to autograph them on
Thursday, October 16 after his keynote presentation on the stage
in the back of the Exhibit Hall.
Silent Auction
Help us encourage more minorities to enter the field of teaching
and school leadership! Step right outside your door and
participate in the Bridge to Bridge 5K Run/Walk on Tuesday,
October 14 at 7:00 a.m. - 9:00 a.m. In addition, our silent auction
is sure to have some great items to bring home from Portland. The
auction runs from Wednesday at 8:00 a.m. until Thursday at 2:00
p.m. Be sure to check it out! All proceeds from these two events go
towards the Leon Bradley Scholarship fund.

AASPA is an “Approved Provider” for the HR Certification Institute.
Conference sessions have been submitted for approval and a
program ID. Attendees will receive a certificate and program ID
after attending.

President’s Greeting
Welcome to AASPA’s 76th Annual Conference in Portland, Oregon. Region 1’s Planning
Committee and the AASPA staff have worked laboriously to make this a meaningful and
successful conference experience.
We will kick off our conference on Wednesday, October 15 and be captivated by our
keynote speaker, Mark Anthony Garrett. Mr. Garrett has a plethora of knowledge and
experiences to share that can impact our leadership as human resources professionals. You
must come back on Thursday, October 14 to hear from Dave Weber as he shares ”Sticks &
Stones Exposed: The Truth Behind Words and Relationships.” Our conference closing speaker
will send us away with a dynamic message from Hilda Rosselli on “Cross Sector Collaboration
Paul Hertel
at the State Level.” These keynotes and the conference sessions will renew your energies as the
President,
human resources professional in your school district, while making AASPA the human resources
AASPA
and personnel organization of choice.
The Conference presents an array of human resources professional development opportunities for your engagement
and participation. I am most appreciative for what everyone has done to lead us experts in the field that are willing
to share their knowledge, expertise and best practices with us during AASPA’s 76th Annual Conference. The preconference sessions include topics such as: Domestic Violence and the Workplace, Juggling Disability Discrimination
Laws in Context of Mental Disabilities, Interview Preparation, Pragmatic Investigations, Evolving Issues in Employee
Discipline, Networking is Recruiting: LinkedIn, Use and Misuse of Technology in Education and Designing Sustainable
Alternate Compensation Systems and more. With these pre-conference sessions, you will begin an extraordinary week of
professional development that will enhance your professional knowledge in human resources.
I challenge you to commit your time, knowledge and expertise to AASPA. We need you as a presenter for boot camps,
summits and conferences. Someone is waiting to read the article that you are giving consideration to submitting. What
is the name and author of that leadership or best practice book that has been helpful to you that we can add to
our bookstore? Please visit the Exhibit Hall to network with our business partners and explore the products that are
available that can minimize the day-to-day operations of your office. On behalf of AASPA, we sincerely appreciate our
business partnerships and their continued commitment and support to you and our organization.
After the Bridge to Bridge 5K Run/Walk to support our Leon Bradley Scholarship fund, join our Board members for
a First-Time Attendee Welcome on Tuesday evening, October 14 for a “real treat!” Then, join us for the Presidents
Reception from 6:30 p.m. - 10:30 p.m. at Bridgeport in downtown Portland. You will be engulfed with an evening of
networking opportunities and good food.
I look forward to extending a “Portland Welcome” to you during the Opening Night Event on Wednesday, October 15,
from 7:00 p.m. - 10:00 p.m. at the World Forestry Center. We will be educated and entertained as we learn about the
importance of forests and trees in our lives. During the evening, enjoy the sounds of Boy and Bean, a Portland based
swing/jazz Depression-Era music trio.
Again, I welcome you to our 76th year of service to former members, current members and future members of the
American Association of School Personnel Administrators. I encourage you to call on the Executive Board, the Planning
Committee or the AASPA staff if we can be of assistance to you at any time during the Conference.

Dear Members, Colleagues and Friends,
On behalf of the AASPA Executive Board and staff, we welcome you to the 2014 AASPA 76th
Annual Conference! We are excited to present this professional learning opportunity for the
outstanding school personnel administrators of AASPA. This Conference is filled with resources,
learning, networking and inspiration you need to develop and grow your skill, capacity and
talent as the human resources leader in your school.
The staff of AASPA has developed this year’s Conference to meet the varied needs of today’s
school personnel administrator. You will find that there are a multitude of opportunities for learning Kelly Coash-Johnson

Use of Data and general issues of school HR leadership. There are pre-conference workshops,
keynote presentations and an array of clinic sessions. Our goal is to provide you with a wide variety of sessions from
which to choose to ensure you are spending your time on the topics in which you have the most interest.
One of the most rewarding aspects of the Conference is always the opportunity to network with your fellow
administrators to get fresh ideas, find new ways to solve problems, share best practices and reassure yourself that you
are definitely not alone facing the challenges and opportunities of the school year. Meeting new colleagues from
across the nation while you are in Portland will be great fun, and taking full advantage of the collective wisdom of the
administrators you meet will be exceptionally rewarding.
The AASPA Exhibit Hall will be a great place to find information for you and your school. It is a must-see and an essential
part of your conference experience. Look for displays of products and services with tools to help make your job easier
and more rewarding. Plan to visit more than once!

HERB SALINGER PERSONNEL ADMINISTRATOR OF THE YEAR AWARD: The Herb Salinger Award is given to an active
member of AASPA who has distinguished him/herself in personnel administration at the local, state/province and/or international
level; is involved and a contributing participant in personnel functions and/or programs; whose contributions have had
significant impact on public education at many levels; is a skilled manager of change and is creative in his/her approach to
personnel administration; and is currently serving in a personnel administrative position.
C. S. ROBINSON AWARD: The C. S. Robinson Award is awarded to school districts that have made an outstanding
contribution to the solution of a specific personnel challenge. These awards are sometimes granted by the size of the school
district. Awards are based on innovative strategies developed by school districts.
RAYMOND E. CURRY AWARD: The Raymond E. Curry Award is a competitive monetary award granted to an AASPA member
for dues, special assessments and annual conference registration fees (exclusive of events and meals). Candidates are
considered on the basis of seeking assistance in research effort directly related to personnel administration or in a professional
development activity.
WILLIAM L. HUNTER-POINT OF LIGHT AWARD: The William L. Hunter-Point of Light Award gives recognition to school
districts making outstanding contributions through the implementation of innovative and comprehensive teacher development
programs primarily focused upon strategies designed to increase the number of teachers of color in school districts.
ARCH S. BROWN (AFFILIATE OF THE YEAR) AWARD: The Arch S. Brown Award is given on the basis of affiliate activities in
these areas: communications with members, member participation, affiliate conferences, special projects, cooperative activities
and other contributions.
THE NEWSLETTER AWARD PROGRAM: This award is open to all state/province/private organizations that publish a
newsletter for their members at least annually. Newsletters are judged on content and layout.
HONORARY MEMBERSHIP AWARDS: Honorary Membership is granted to persons who have distinguished themselves in
school personnel work. Honorary members shall be entitled to participate in all activities of AASPA except voting and holding
elective offices. They are also exempt from payment of membership dues, special assessments and the annual conference
registration fees (exclusive of events and meals).
SPECIAL RECOGNITION AWARDS: Special recognition awards are presented to individuals who have made substantial
contributions to AASPA, advancing or enhancing the professional visibility of the association and its purposes and/or the field
of school personnel administration.
WEBSITE DEVELOPMENT AWARD: The AASPA Web Site Award is given to the school district whose personnel or human
resources department has most effectively managed to leverage the power of the Internet to provide communication to and
gather information from current and prospective employees.
NEW MEMBER AWARD: This award is given to an active member of AASPA who has less than three years of experience in
the field. This individual has demonstrated involvement at the local, state/province, national and/or international level though
new to the field and has distinguished him/herself in personnel administration through contributions that have had an impact on
public education. Must be an active AASPA member and currently serving in a personnel position.
THE HUMAN RESOURCES SPECIALIST/SUPPORT STAFF AWARD: This award is given to an individual whose contributions
have had significant impact on the efficiency of the human resources office and to the field of human resources; who has at
the local, state/province, national, and/or international level distinguished him/herself through leadership service; and is a
collaborative, contributing participant in personnel functions and/or programs. Active AASPA membership is not required. One
recipient may be selected annually from each region.

2014 Leon Bradley Scholarship Winners
Revati Madhira, who firmly believes that our differences can be minimized if we understand
each other’s cultural and traditional views, comes from Indian background. She likes to begin
with the assumption of good intentions on the part of the people she works with and treats
every situation as one that she can learn from. Leaving her accounting background, she
joined preschool as a stopgap arrangement until her own children were old enough to
attend school full-time. Her preschool soon became her second home. She was thrilled by
the experience, and there was no turning back. She has joined University of Washington’s
School of Education to get her teaching certification, as her own children are old enough
to not need her constant attention. Her strong interest in importance of upholding cultural
and traditional diversities in the society helps her understand multicultural education and the
influence it can have on the learning of both adults and children.
Sobia Sheikh is currently a student at the University of Washington, Bothell, in the Secondary
and Middle Level Teacher Certification Master of Education Program. She plans to teach
high school math. Sobia was born and raised in Pakistan and moved to U.S. at the age of
11. During Sobia’s undergraduate at the University of Washington, Seattle, she served two
years as an Americorp member working through Jumpstart. Sobia also worked with Juniors at
Cleveland High School through Dream Project. Last year, Sobia served her first year as a
principal at Islamic Sunday School at Muslim Association of Northwest, monitoring students
and teachers and implementing the curriculum to teach young Muslim children about Islam
and its values. Working with others did not only help her become a better leader and a
better learner, but it taught her to have patience and appreciate.
About the Leon Bradley Scholarship Award:
Intended for minority college students pursuing the teaching profession, the scholarship
is named in honor of the late Leon Bradley, the first African-American president of AASPA
(1983-1984). Announcement of the award occurs at the Annual Conference in October
of each year. This award is a one-time non-renewable grant designed to promote the
teaching profession. The first award was given in 2004. Funds for the scholarship are raised
through fund-raisers at the annual conference and through donations from individuals and
groups. Any members or organizations may send tax deductible contributions for the Leon
Bradley Scholarship Fund to the AASPA headquarters at 11863 W. 112th Street, Suite 100,
Overland Park, KS 66210.

WEDNESDAY, OCTOBER 15 - MARK ANTHONY GARRETT
“Teachers are Heroes”
This high energy, emotionally charged message is a life-changing story of hope, belief
and inspiration. This message was designed to rekindle the spirit of teachers and
administrators to remind them of their significance and the tremendous value they bring
to the teaching profession and the lives of the children they serve. This presentation will
serve as validation that every student has the potential to succeed in life no matter
what his or her situation may be. Furthermore, participants will be given strategies on how
to stay motivated and inspired during challenging times, how to lead with passion and
spirit of excellence and truly understand why all teachers are heroes.
Mark Anthony Garrett grew up in the tough inner city of Dayton, Ohio as a foster child and
was then later adopted. Throughout his childhood, he faced many hardships such as being
a special needs child, poverty, neglect, homelessness, abandonment and abuse, both
physical and sexual. At 14, he lost his adopted mother to cancer, dropped out of school,
joined a gang, became addicted to drugs and was in and out of juvenile jail.
Although his surroundings were negative, Mark was encouraged by a teacher to never give up on life and to
always strive for excellence. He knew he had to take destiny into his own hands. After receiving guidance from
influential mentors, Mark enrolled in college and majored in wildlife biology and went on to become a two-time U.S.
Achievement Academy Award Winner, recipient of the National Collegiate Minority Leadership award and received
the highest honors given by his college, which were the President’s and Trustee’s awards. Mark also returned to
college and earned a degree in entrepreneurship.
This experience inspired him to dedicate his life to helping troubled youth and adults overcome the negative
challenges within their own lives and discover that they have greatness within them. Mark is extremely passionate
about helping raise the mental consciousness of people all across the nation and abroad.
For more than 18 years, Mark Anthony Garrett has motivated audiences from all over the world through his
electrifying speeches, training and transformational seminars. Mark is a leading expert within the child welfare and

Dave Weber, CEO / President, Weber Associates, is an internationally recognized speaker,
author and trainer in helping people make progress on purpose. An honors graduate from
Mercer University, he simultaneously captained the university’s NCAA Division 1 soccer and

FRIDAY, OCTOBER 17 - HILDA ROSSELLI
“Cross Sector Collaboration at the State Level: Implications for Educator Recruitment & Retention”
School personnel administrators play a key role in working with other sectors to influence
policies and practices that result in improved recruitment and retention. This session will
illustrate ways in which school personnel administrators can help use supply and demand
data to inform educator preparation programs, improve data exchanges, support
recruitment and retention of a more culturally and linguistically diverse educator workforce
and embrace best practices for improved educator retention and career progression.
Dr. Hilda Rosselli was appointed in 2012 by Governor Kitzhaber to serve as Oregon Deputy
Director of Career and College Readiness for the Oregon Education Investment Board. She
works closely with the Oregon Chief Education Officer to help encourage a seamless system
from birth to college to career and identify strategic investments that support educators
throughout their professional careers and that move Oregon closer towards achieving an
educated citizenry.
During the past year, she has helped oversee the development of an Oregon Network for Quality Teaching and
Learning, staffed the OEIB Best Practices and Student Transitions Subcommittee and the Accelerated Learning
Committee and oversaw the 2013 Minority Teacher Report.
Dr. Rosselli’s classroom experience includes early childhood, special education, middle school and university level
teaching. For ten years, she served as the Dean of the College of Education at Western Oregon University where she
helped developed new online and hybrid degree programs, a Bilingual Teaching Fellows Program and a college-wide
assessment system.
