This Championship will be composed by 6 “circuit race” rounds at Losail International Circuit, Doha, State of Qatar. Seven (7) continuing laps will be cover during the race. The points obtained on each race will count towards for the 2009 Qatar National Road Racing Championship. Every round will be held in accordance with the FIA International Sporting Code and its appendices, the Circuit General Prescriptions, the 2009 QNRRCH Technical Regulations & the present supplementary regulations specific to the 2009 QNRRCH. All the meetings will be held at the Losail International Circuit, which is 5.380 metres long. The competitors will race in a clockwise direction. Save in exceptional circumstances, the Championship will be made up of one race with a distance of 7 laps. The leader will be shown the chequered flag when he crosses the finish line at the end of the 7th lap. The Finish Line is a single white line which crosses the track. The President is responsible for the supervision of all aspects of safety. The Clerk of the Course may only give orders in respect of the following matters: a) The control of practice and the race, adherence to the timetable and, if he deems it necessary, the formulation of any proposal to the Stewards to modify the timetable in accordance with the Code or Sporting Regulations, b) The stopping of any car in accordance with the Code or Sporting Regulations, c) The interruption of practice, d) The starting procedure, e) The use of the safety car, f) Suspending and resuming the race. g) Notification of protests to the Jury DRAFT QNRRCH Regulations DRAFT 21/12/2008 P5 CHAPTER 2 - SPORTIVE REGULATIONS Art. 4 - Vehicles admitted. 4.1 This event will be held in an Open Class. 4.2 Competitors must ensure that their cars comply with the conditions of eligibility and safety throughout practice and the race. Art. 5 - Licenses 5.1 All drivers, competitors and officials participating in the 2009 QNRRCH must hold current and 2009 valid Road Racing licences. The drivers must also be in possession of a current medical certificate of aptitude for competition. Art. 6 - Registrations, rights and insurance policies, advertising 6.1 The individual application form to enter in the 2009 QNRRCH must be submitted to the QMMF, before the 15th January 2009, accompanied by the entry fees specified below and the 2009 Licence, ID card, driving licence, photo. The application will not be accepted if the form is not totally completed and accompanied by the requested fees and documents. Registration fees: Complete Championship Wild Card (request submitted to the QMMF which will validate or not) 4.000 QRS 2.000 QRS 6.2 Registration for the Championship AFTER THE DEADLINE will be permitted until the administrative verifications of the first round on 30th of January 2009. Double fees will be charge, as per the approval of the organiser. 6.3 The Organiser reserves the right to reject the registration of any participant (FIA International Sporting Code) without to have to give the reason. 6.4 Teams entries: An additional entry form need to be complete and accompanied by the individual forms of the competitors concerned with an entry fee of 8000 Qrs (complete championship). A 2009 Team Licence need to be delivered by QMMF. In this case, the entrant name will be mentioned with the Team name. 6.5 A maximum of 30 cars (see homologation) will be admitted for the championship and QMMF reserves the right to allow some wild-cards per meeting and as per the approval of the organiser. For safety reason, the wild-cards drivers will be accepted only if they have enter at minimum 3 tracks day’s session at Losail International Circuit. 6.6 A round can be cancelled if there are less than 5 cars on the grid. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P6 6.7 People under of 18 years old cannot enter the Championship. 6.8 The Organisation of the event will draw the starting numbers from #1 to #11. Numbers #12 to the end will be assigned in order to the first come. 6.9 Advertising and numbers for the car The Organiser will supply the 3 compulsory adhesive backgrounds with the compulsory advertising together with the numbers for the competition. These stickers must be correctly places (on the front and both sides of the car) and definitively stick when the car will attend at the scrutineering. It is the Competitor’s responsibility to put them on the car. If the advertising is damaged, it is compulsory to change it. (See below the drawing) DRAFT QNRRCH Regulations DRAFT 21/12/2008 P7 It is expressly forbidden to cut them off unless the Organiser has given writing authorisation to do so. The stickers must remain on the car during the practices and the race. Any competitor who fails to comply with this standard may not be authorised to take part in the practices and/or the race. The removal of any advertising material that is handed over by the organisation could lead to the times obtained at the training session not being taken into account, or exclusion from the placing, at the Stewards Discretion. No alcohol and/or tobacco (or associated products) related advertising is permitted in any form in the Championships. No advertising or statements on the car, or team vehicles, or on competitors’ race clothing or team clothing is allowed which may be considered unsuitable or offensive to the organizers, or their sponsors and any advertising must respect the political and religious sensitivities of the state of Qatar. Double Entry Fees has to be paid for rejecting the compulsory advertising. Art. 7 - Modifications to the Regulation. Appendices. The Organiser and the Stewards reserve the right to modify the provisions that are contained in these Regulations depending on circumstances and any cases that might arise. The participants will be informed as soon as possible. Information about any modifications that might be made or supplementary provisions that might be added will be given in the yellow form of dated and numbered appendices, which will come to form an essential part of these Regulations; these appendices will be put on the notice board that is located on the left side on the main entrance of the Paddock General Office (PGO) in the Paddock. Art. 8 - Application and interpretation of the Regulation. 8.1 In compliance with FIA International Sporting Code, the Clerk of the Course is the person who is responsible for applying these Regulations and their provisions throughout the course of the event. However, the Stewards must be informed about any major decision that is taken when applying the general or specific event regulations. 8.2 Any disloyal, incorrect or fraudulent acts committed by the participants or their team members will be judged by the Stewards, who will apply the FIA Sporting Code. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P8 8.3 If, in the opinion of the QMMF, a competitor fails to operate his team in a manner compatible with the standards of the 2009 QNRRCH or in any way brings the 2009 QNRRCH into disrepute, QMMF may exclude such competitor from the 2009 QNRRCH. Art.9 – 2009 QNRRCH Winning Driver - Points 9.1 The title of 2009 QNRRCH 2008 Champion will be awarded to the driver who has scored the highest number of points. 9.2 Points will be awarded for each race of the event according to the following scale: 1st 2nd 3rd 4th 20 15 12 10 points points points points 5th 6th 7th 8 points 6 points 4 points 8th 9th 10th 3 points 2 points 1 point 9.3 If a race is suspended under Article 26, and cannot be resumed under Article 27, no points will be awarded if the leader has completed less than two laps, half points will be awarded if the leader has completed more than two laps but less than 75% of the original race distance, and full points will be awarded if the leader has completed more than 75% of the original race distance. 9.4. If two or more drivers finish the Championship with the same number of points, the highest place in this Championship shall be awarded to: a) the holder of the greatest number of first places, b) if the number of first places is the same, the holder of the greatest number of second places, c) if the number of second places is the same, the holder of the greatest number of third places, and so on until a winner emerges, If this procedure fails to produce a result, the holder of the best position on the starting grid for Race 1 will be declared winner. 9.5 For each Round, the driver who will complete the best qualifying time will receive a trophy after the qualifying round. (See Art.31) 9.6 Podium: For each round, the top three drivers will receive trophies during the Podium Ceremony. Restricted no children in the Podium. (See Art.31) DRAFT QNRRCH Regulations DRAFT 21/12/2008 P9 9.7 Prizes Money: Only for the final classification of the 2009 QNRRCH at the last round. The top three drivers of the Championship will receive final money prizes. No prize money by round. 2009 QNRRCH Rank Prize Money 1st 50 000 QRS 2nd 30 000 QRS 3rd 20 000 QRS 9.7 The seven first drivers will be automatically qualified for the QNRRCH 2010. Art.10 - INSURANCE 10.1 All competitors, their personnel and drivers must be covered by third party insurance. 10.2 Third party insurance arranged by the promoter shall be in addition and without prejudice to any personal insurance policy held by a competitor or any other participant in the event. 10.3 Drivers taking part in the Championship are not third parties with respect to one another. Under 14 years old the children are not accepted in the Pit Lane. Art. 11 - PASSES Permanent passes will be issued to each registered competitor and these will be avlid for all the rounds of the Championship unless otherwise advised. All the passes issued by the prganizer for the championship remain the property of the organizer and shall be returned on demand. Failure to return the passes will incur a financial penalty. (See appendix XXX detail of the passes) Art. 12 - INSTRUCTIONS AND COMMUNICATIONS TO COMPETITORS 12.1 In exceptional circumstances, the Stewards or Clerk of the Course may give instructions to competitors by means of special circulars in accordance with the Code. These circulars will be distributed to all the competitors, who must acknowledge receipt. 12.2 All classifications and results of practice and the race, as well as all decisions issued by the officials, will be posted on the official notice board. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P10 Art. 13 - INCIDENTS & PENALTIES 13.1 “Incident” means any occurrence or series of occurrences involving one or more drivers, or any action by any driver, which: - necessitated the stopping of a practice (free or qualifying) session or the suspension of a race under Article 26; - constituted a breach of these Sporting Regulations or the Code; - caused a collision; - forced a driver off the track; - Illegitimately prevented a legitimate overtaking manoeuvre by a driver; - Illegitimately impeded another driver during overtaking. 13.2 a) It shall be at the discretion of the Stewards to decide, upon a report or a request by the Clerk of the course, if a driver or drivers involved in an Incident shall be penalized. b) If an Incident is under investigation by the Stewards, a message will be sent to the all Teams which driver or drivers are involved. c) If a driver is involved in a collision or Incident (see Article 13.1); he must not leave the circuit without the consent of the Stewards. 13.3 The Stewards may impose any one of the following two penalties (in substitution or in addition to other available penalties) on any driver involved in an Incident. a) A drive-through penalty. The driver must enter the pit lane and rejoin the race without stopping. b) A 10-second time penalty on final race time. 13.4 a) The Stewards shall give written notification of the penalty which has been imposed to an official of the team concerned and shall make sure that this information is countersigned, with a note of the time, or displayed on the timing monitors. b) From the time the Stewards' decision is notified, the relevant driver may cover no more than one complete lap before entering the pit lane. However, unless the driver was already in the pit entry for the purpose of serving his penalty, he may not carry out the penalty after the Safety Car has been deployed. Any laps carried out behind the safety car will be added to the one-lap maximum. c) Any breach of or failure to comply with Article 13.4 may result in the car being excluded. Art. 14 – PROTESTS & APPEAL a) In accordance with Article 24.2 of the General prescriptions, all protests must be lodged in writing and handed to the Clerk of the Course together with the protest fees of an amount of QRS.5000/-, which shall not be returned if the protest is judged unfounded. b) The sum of the national appeal fee (ASN) is QRS 8.000/- DRAFT QNRRCH Regulations DRAFT 21/12/2008 P11 Art. 15 – DRIVER & CAR The driver must drive his car alone and unaided. No co-pilot admitted. If the driver is not the owner of the car, he needs to present at the documentation a written authorization to use the car for the owner (individual or company). Art.16 - RACE NUMBERS AND NAME OF CAR 16.1 Each car will carry the race numbers. Race numbers must be in conformity with the provisions of the FIA International Sporting Code (see Chapter XVII). 16.2 The name or the emblem of the make of the car must appear on the car in the original location. The name of the driver must also appear on the bodywork (rear lateral windows, windscreen and rear window), on the outside of the cockpit, and be easily legible (see Chapter XVII of the FIA International Sporting Code). Art. 17- DOCUMENTATION & SCRUTINEERING 17.1 For each round, documentation & scrutineering will take place at Losail International circuit (Pit box 0). The opening hours will be specified on the time table of the events and need to be respected. An extra fee of 500 QAR will be charged for late documentation. An other additional extra fee of 500 QR will be charge for late scrutineering. 17.2 The following documents need to be presented: - 2009 QMMF licence and 2009 QMMF Team licence following the case ID Card Driving licence Authorisation to use the car if the entrant is not the owner. 17.3 Transponder - 2 transponders will be delivered at the documentation and will be returned at the end of the event at the first floor of the control tower (Coordinator office). A deposit of QRS 500 is compulsory. The transponders need to be fixed at the recommended place following the scrutineers requests. 17.4 Bracelet At the end of documentation the entrant will receive a bracelet. It’s compulsory to wear it during the event. 17.5 Pit garage Following the possibilities, the organiser will supply a pit garage to the competitors. The equipments inside the pit garage are under the responsalibity of the competitor. The competitor will have to pay any damage or missing material. The pit garage areas are intended to be working areas for the preparation of the cars only. It is expressly forbidden to use this space as a hospitality or trade site area. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P12 17.6 Team office The organizer can supply one team office by competitor during the event. The competitor will have to registered at documentation and paid QRS 750 for 2 days. 17.7 The Scrutineers may: a) Check the eligibility of a car or of a competitor at any time during the event. At scrutineering, all participants must submit the following items to the scrutineer who will keep them throughout the entire event: - Homologation form, - Homologation form for the roll cage, - Certification for the catalytic converter, b) Require a competitor to supply them with such parts or samples as they may deem necessary. 17.8 No car may take part in the event until it has been passed by the scrutineers. 17.9 The Clerk of the Course may require that any car involved in an accident be stopped and checked at any time during the event by the scrutinneers. 17.10 Fuel – All the cars must use maximum 98 octane rated super road fuel. 17.11 Pit Stop – Not allowed during the race Art. 18 - GENERAL CAR REQUIREMENTS No signal of any kind may pass between a moving car and anyone connected with the car’s entrant or drivers save for the following: a) legible messages on a pit board; b) body movement by the driver; Art.19 - GENERAL SAFETY 19.1 Personal equipment (see attached APPENDIX 1) Helmet: Racing suit: Gloves: Boots: 19.2 Official instructions will be given to drivers by means of the signals laid out in the Code. Competitors must not use flags similar in any way whatsoever to these. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P13 19.3 Flags Green flag - Means the track is clear and drivers may overtake. When the pit-lane exit is open, this flag must be waved at the pit-lane exit. Yellow flag - If being waved, it means danger immediately ahead. If stationary, it is used to reinforce the warning that caution is required ahead. Drivers are not allowed to overtake while a yellow flag is being displayed. If a yellow flag is displayed at the starting grid of a race it means that the race start has been delayed. Red flag - Will be shown if the race or practice session is interrupted. The red lights around the track will also be switched on. All drivers on the track are to return to the pit-lane slowly. If a red flag is being shown at pit lane exit, drivers may not exit the pit-lane. Blue flag - If shown stationary, it means a driver is coming up behind. If being waved it means that a driver behind is about to overtake. In racing conditions it is shown to a lapped driver, the lapped driver must allow the following driver to overtake at the earliest opportunity. Yellow & Red Striped flag - There is oil or water which is making the track slippery, does not refer to rain. Black flag – Shown, in conjunction with a driver's number, means that the driver must stop at the pits on the next lap and may not restart. The drivers’ team must be notified prior to the flag being shown. Black flag with orange disk - The driver has a mechanical problem considered dangerous and must stop immediately in the pits. Black & White Chequered flag - Race or practice session is finished. 19.4 Drivers are strictly forbidden to drive their car in the opposite direction to the race unless this is absolutely necessary in order to move the car from a dangerous position. A car may only be pushed to remove it from a dangerous position as directed by the marshals. 19.5 During practice and the races, drivers may only use the track and must, at all times, observe the provisions of the Code relating to driving behaviour on circuits. 19.6 A driver who abandons a car must leave it in neutral or with the clutch disengaged and with the steering wheel in place. 19.7 Repairs to a car may only be carried in the paddock, pits or on the grid. 19.8 The organiser must make at least two fire extinguishers of 5 kg capacity available to each competitor and ensure that they work properly. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P14 19.9 Save as specifically authorised by the Code or these Sporting Regulations, no one except the driver may touch a stopped car unless it is in the paddock, the team’s designated garage area, the pit lane or on the starting grid. 19.10 At no time may a car be reversed in the pit lane under its own power. 19.11 Drivers taking part in practice and the race must always wear the clothes, underwear and helmets specified in Appendix L to the International Sporting Code. 19.12 In order to confirm that appropriate access to the airway of an injured driver is possible, the following test will be carried out at least once during the event: The driver is to be seated in his car, with full-face helmet in place and attached and safety harness buckled. With the help of two additional rescuers, the FIA medical delegate, or, at his request, the chief medical officer of the event, must be able to remove the helmet with the driver’s head maintained in neutral position at all times. If this is impossible, the driver will be required to wear a homologated open-face helmet. 19.13 If a driver has serious mechanical difficulties during practice or the race he must leave the track or return to his pit as soon as it is safe to do so. 19.14 The car's white head lights, red rear light and rear fog lights must be illuminated at all times when it is running on a track that has been declared a “wet track”. It shall be at the discretion of the Clerk of the course to decide if a driver should be stopped because his lights are not working. Should a car be stopped in this way, it may re-join when the fault has been remedied. 19.15 Only six team members per participating car (all of whom shall have been issued with and shall be wearing special identification) are allowed in the signalling area during practice and after the start of the race. People under 16 years of age are not allowed in the pit lane or on the pit wall. 19.16 The Clerk of the Course or the Chief Medical Officer can require a driver to undergo a medical examination at any time during the event. 19.17 Failure to comply with the general safety requirements of the Code or these Sporting Regulations may result in the exclusion of the car and driver concerned from the event. Art. 20 - FREE PRACTICE, QUALIFYING 20.1 Save where these Sporting Regulations require otherwise, pit and track discipline and safety measures will be the same for all practice sessions as for the race. 20.2 No driver may start in a race without taking part in qualifying practice, except in a case of “force majeure” duly recognised as such by the Stewards. 20.3 There will be one free practice sessions of 20 minutes. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P15 20.4 There will be a 4 laps qualifying session. Cars will leave Pit Lane each fifteen seconds to complete 4 laps. Only the second and third ones will be timed. The fourth lap will not be run completely since the driver will have to go through the Pit Entry at the end of this turn. 20.5 If a car stops during practice it must be removed from the track as quickly as possible so that its presence does not constitute a danger or hinder other competitors. If the driver is unable to drive the car from a dangerous position, it shall be the duty of the marshals to assist him. If technical means are used by the marshals to remove the car to a safe position, this assistance cannot be used to help the driver/car concerned to rejoin the session. 20.6 Practices may be interrupted as often and for as long as deemed necessary to clear the track or to allow the recovery of a car. In the case of free practice only, there will be no prolongation of the practice period after an interruption of this kind. Furthermore if, in the opinion of the Stewards, a stoppage is caused deliberately, the driver concerned may have his times from that session cancelled (in substitution or in addition to other available penalties) and may not be permitted to take part in any other practice session that day. 20.7 All cars abandoned on the circuit during any session will be brought back to the pits as soon as possible. 20.8 Should the qualifying session be interrupted, no protest can be accepted as to the possible effects of the interruption on the qualification of drivers admitted to start. Art. 21 - STOPPING THE PRACTICE Should it become necessary to stop the practice because the circuit is blocked by an accident or because weather or other conditions make it dangerous to continue, the red flag and the abort lights will be shown at the Line. Simultaneously, red flags will be shown at all the marshals’ posts. When the signal is given to stop, all cars shall immediately reduce speed and proceed slowly back to their respective pits; parking in the fast lane is forbidden. All cars abandoned on the track will be removed to a safe place. At the end of each practice session, all drivers may only cross the Line once. Art.22 - THE GRID 22.1 At the end of the qualifying practice, the fastest time achieved by each driver will be published officially. 22.2 The starting grid for Race will be drawn up in the order of the fastest time achieved by each driver in the qualifying practice session. Should two or more drivers have set identical times, priority will be given to the one who set it first. 22.3 The fastest car will start the race from the pole position on the grids which has been designated as such by the FIA. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P16 Art. 23 - BRIEFING A briefing by the Clerk of the Course will take place for each round before the free practices. All drivers entered in the Championship must be present throughout the briefing; any absence may result of a fine of QRS 500. If the Clerk of the Course considers that another briefing is necessary, this will take place after at a time and place agreed with the Stewards of the meeting. The drivers will be informed accordingly. Art. 24 - STARTING PROCEDURE 24.1 15 minutes before the time for the start of the sighting lap, the cars will leave the pits to cover a reconnaissance lap. At the end of this lap, they will stop on the grid in starting order with their engines stopped. 24.2 10 minutes before the starting time, the pit exit will be closed and a warning signal will be given. Any car which is still in the pits can start from the pits, but only under the direction of the marshals. It may be moved to the pit exit only with the driver in position. 24.3 The approach of the start will be announced by signals shown five minutes, three minutes, one minute, 30 seconds and finally fifteen seconds before the start of the formation lap, each of which will be accompanied by an audible warning. When the five-minute signal is shown, everybody except drivers, officials and team technical staff must leave the grid. When the one-minute signal is shown, engines will be started and all team technical staff must leave the grid by the time the 15-second signal is given, taking all equipment with them. Fuelling on the grid is prohibited. 24.4 Rolling-start. Fifteen-second signal: 15 seconds after this signal a green flag will be shown at the front of the grid where upon the cars will begin a formation lap, maintaining their starting order, behind a safety-car. The cars will be followed by a medical car. During this lap, practice starts are forbidden and the formation must be kept as tight as possible. Overtaking during the formation lap is only permitted if a car is delayed when leaving its grid position and cars behind cannot avoid passing it without unduly delaying the remainder of the field. In this case, drivers may only overtake to re-establish the original starting order. Any driver who is delayed leaving the grid may not overtake another moving car if he was stationary after the remainder of the cars had crossed the Line, and must start the race from the back of the grid. If more than one driver is affected, they must form up at the back of the grid in the order in which they left to complete the formation lap. 24.5 If any driver needs assistance after the 15- second signal he must indicate this to the marshals and, when the remainder of the cars able to do so have left the grid, it will be pushed into the pit lane by the shortest route. In this case, marshals with yellow flags will stand beside any car (or cars) concerned to warn drivers behind. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P17 When leaving the grid all drivers must proceed at a greatly reduced speed until clear of any team personnel standing beside the track. Marshals will be instructed to push any car (or cars) which remain on the grid into the pit lane by the fastest route immediately after all cars able to do so have left the grid. If the driver is able to re-start the car whilst it is being pushed he may rejoin the formation lap. 24.6 When the cars have done one complete lap, the Safety-Car will leave the track through the Pit Entry and a green flag will be shown at the rostrum. 24.7 All cars starting from the pit lane must be stopped by the marshals at the pit lane exit. These cars are considered to have started as soon as released by the marshals. The lights at the pit lane exit must be strictly observed. 24.8 During the start of a race, the pit wall must be kept free of all persons with the exception of properly authorised officials and fire marshals, all of whom shall have been issued with and shall be wearing the appropriate pass. Art. 25 - THE RACE 25.1 A race will not be suspended in the event of rain unless the circuit is blocked or it is dangerous to continue. (See Article 26) 25.2 If a car stops during the race, it must be removed from the track as quickly as possible so that its presence does not constitute a danger or hinder other competitors. If the driver is unable to drive the car from a dangerous position, it shall be the duty of the marshals to assist him. If any such assistance results in the engine start and the driver rejoining the race, the car will be excluded from the results of the race. If technical means are used by the marshals to remove the car to a safe position, this assistance cannot be used to help the driver/car concerned to rejoin the race, except under Article 24.5. Art. 26 - SUSPENDING A RACE Should it become necessary to suspend the race because the circuit is blocked by an accident or because weather or other conditions make it dangerous to continue, the clerk of the course will order red flags to be shown at all marshal posts and the abort lights to be shown at the Line. When the signal is given overtaking is forbidden and all cars must proceed slowly to the Finish Line where they must stop in staggered formation. If any cars are unable to return to the Finish Line as a result of the track being blocked they will be brought back when the track is cleared and will be arranged in the order they occupied before the race was suspended. Any such cars will then be permitted to resume the race. The safety car will then be driven to the front of the line of cars. Whilst the race is suspended: - Neither the race nor the timekeeping system will stop; - Only officials will be permitted on the grid. The safety car will enter the pits after one lap. When the green lights are illuminated, the safety car will leave the grid with all cars following, in the order they stopped behind the red flag line, no more than 5 car lengths apart. Overtaking during this lap is permitted only if a car is delayed when leaving the red flag line and cars behind cannot avoid passing it without unduly delaying the remainder of the field. In this case, drivers may only overtake to re-establish the order before the race was suspended. Any driver who is delayed leaving the red flag line may not overtake another moving car if he was stationary after the remainder of the cars had crossed the Line, and must form up at the back of the line of cars behind the safety car. If more than one driver is affected, they must form up at the back of the field in the order they left the grid. Either of the penalties under Article 13.3 will be imposed on any driver who, in the opinion of the Stewards, unnecessarily overtook another car during the lap. If the race cannot be resumed the results will be taken at the end of the penultimate lap before the lap during which the signal to suspend the race was given. Art. 28 - SHORTENING OF A RACE DISTANCE Should, for whatever reason, the scheduled race distance not be completed in a race, the following points will be awarded: Minimum 75% of the race distance completed = 100% points Minimum 50% of the race distance completed = 50% points Less than 50% of the race distance completed = 0 point All race laps will be taken into consideration for the calculation of the distance completed. Formation and slow-down laps do not count towards the race distance. Art. 29 - FINISH 29.1 The end-of-race signal will be given at the Line as soon as the leading car has completed the full race distance. DRAFT QNRRCH Regulations DRAFT 21/12/2008 P19 29.2 Should for any reason (other than under Article 26) the end-of-race signal be given before the leading car completes the scheduled number of laps, the race will be deemed to have finished when the leading car last crossed the Line before the signal was given. Should the end-of-race signal be delayed for any reason, the race will be deemed to have finished when it should have finished. Art. 30 - CLASSIFICATION 30.1 The car placed first will be the one having covered the scheduled distance in the shortest time. All cars will be classified taking into account the number of complete laps they have covered, and for those which have completed the same number of laps, the order in which they crossed the Line. 30.2 The official overall classification will be published after the race. These will be the only valid results subject to any amendments which may be made under the Code and these Sporting Regulations. Art. 31 - PODIUM CEREMONIES The drivers classified in the 1st, 2nd and 3rd positions for each title, must attend the prize-giving ceremony on the podium which will be held after the race. Art. 32 – MISCELLANEOUS Competitors agree to authorize the organizer to use and license the use of images and representatives of the vehicles and competitors entering in the 2009 QNRRCH for the purposes of producing merchandise exploiting and promoting the 2009 QNRRCH.
