considered MATTER? or that water has
skin? This class begins with changing
matter into all of its three stages. We

ph paper to test foods for acids and bases, and we will be using
the Scientific Approach Method to explain our observations
and test hypothesis. This class is for kids who want to have

(Camarillo Room)
Fee: $80.00

people from grade school to college. Instruction is provided by Mr. Fundi
Legohn, Band Director at Oxnard High School. Music lessons are in

but see their academic test scores improve and their social skills develop.
Students, from beginners to advanced, may enroll at anytime for one-month sessions. Classes are Monday, Tuesday and Wednesday
4:30pm-6:30pm in room 108 at PAL.
Classes 1 & 2 are beginning classes. Students may start on a new instrument, learning from the very beginning in Class 1. As the
students progress, they will move to Class 2 to continue advancing.
Classes 3 & 4 are intermediate level classes. Students who have played an instrument for about one year will attend these classes.
Classes 5 & 6 are advanced classes. These students usually have about three or more years of music instruction, and are typically
high school students.
Classes 7 & 8 are for highly advanced students who are still playing music after high school, typically college students up to age 21.
All classes will teach musical skills, leadership, teamwork, critical thinking skills, ear training, physical exercise, importance of
academics, and marching skills. There is also a beginning band, intermediate band, and advanced band connected to this program.

PAL Co-Director
OVERVIEW
The Oxnard Police Activities League (PAL) was established
in 1994 as a city-wide program to provide outreach to all of
Oxnard’s youth in an effort to build positive relationships
between youth, police officers, and the community.
PAL’s primary goal is to foster a bond of mutual trust and
understanding between police officers and young people
by enabling them to interact in a non-confrontation setting.
PAL offers educational, cultural, and recreation activities
with an emphasis on reaching youth “at-risk.”
Oxnard PAL, a non-profit organization and a member of
both California PAL and National PAL, is a partnership
between the Oxnard Police Department and the City of
Oxnard Recreation & Community Services Department.
The Police Department and Recreation Department each
commit one full-time staff member to co-direct the program.
Membership is free and programs at PAL are offered at little
to no cost.
BOXING
The PAL Boxing program is directly administered by Oxnard
PAL which is a member in good-standing with the U.S. Amateur
Athletic Boxing Federation. Oxnard PAL has national champions
in several weight classifications. Persons between the ages of 8
and 18 interested in boxing are welcome at PAL.

MISSION
Oxnard PAL’s long-term mission is to divert youth away
from gangs and other criminal activity by involving them
in alternative activities under the care and supervision of
trained police officers, recreational staff, and parent and
community volunteers.
OBJECTIVES
Oxnard PAL’s objectives are:
• To provide youth with an opportunity to grow under the
sustained guidance of dedicated adults.
• To instill in youth a respect and understanding for law
enforcement officers and for the laws they uphold.
• To assist youth in developing self-esteem and to provide
youth with skills to help them stay in school.
• To involve police, parents, and the community volunteers
in a personal commitment of time, talent, and energy to the
youth of the community.

SPORTS
In addition to a boxing gym, Oxnard PAL boasts a recreation
center, a basketball gym, and a weight room. PAL offers youth
sports in many different packages. Police officers, recreational
staff, and parent and community volunteers act as coaches, trainers,
and officials for a variety of youth sports including Basketball,
Boxing, Flag Football, Soccer, Softball, and Volleyball. For a
current schedule of PAL sports, events, and other activities, please
visit the PAL webpage at www.oxnardpal org or contact the PAL

YOUTH RESOURCE CENTER
Oxnard PAL is located at the former Oxnard High School campus
now known as Campus Park, 350 S. K Street, Oxnard (between
Fifth Street & Second Street). The PAL Youth Resource Center
has opened new avenues for PAL and rather than facing its many
challenges alone, PAL has joined forces with many public service
organizations to create a one-stop youth-serving center at Campus
Park. Organizations such as YAC Foundation, El Centrito de la
Colonia, Bengals Wrestling, and Ventura County Food Share are
among the many PAL partners delivering services at Campus
Park.
VOLUNTEERS
Volunteers from the community are always welcome. Oxnard
PAL uses not only law enforcement officers, but also parents
and community volunteers in its efforts to make a personal
commitment of time and energy to our youth. Volunteers can
assist with coaching, officiating, chaperoning or supervising
activities, special events, tutoring, and more. To ensure the safety
of our youth, all volunteers undergo fingerprinting and screening
by the Oxnard Police Department, FBI, and Department of Justice
(DOJ).
MENTORING
Mentoring is a time-proven strategy that can help young
people from all circumstances achieve their potential.
Mentors are caring individuals who, along with parents and
guardians, provide young people with support, counsel,
friendship, reinforcement and a constructive example.
The Oxnard PAL Youth Mentoring Program is available to
all youth ages 9 to 18. Mentees are matched with mentors
according to their interests, hobbies and other personal
descriptors. Mentoring groups range from 1:1 to 1:10. Boys
and girls meet separately. A commitment of 12 months is
required by all program participants.
Program Components:

discussion while encouraging goal-setting and helping
youth to acheive their goals through measurable
objectives, advocacy and weekly follow through.

Rusty’s Pizza Parlor Youth Sportsmanship Program
RUSTY’S PIZZA PARLOR
YOUTH SPORTSMANSHIP PROGRAM
The City of Oxnard Recreation & Community Services in
partnership with Rusty’s Pizza Parlor has implemented the
Youth Sportsmanship Program. The Youth Sportsmanship
Program will insure a proper sports environment and reward
those teams (coaches, players & fans) who exhibit the goals
and objectives set forth in this program. The focus of this
program is to enhance the relationship between coaches, fans
and officials in providing positive role models and exhibiting
sportsmanlike behaviors at games. Rusty’s Pizza Parlor, cosponsor, will provide team rewards for those teams which
meet the prescribed goal – exhibiting sportsmanlike behaviors
at games.
All athletic youth teams participating in the City of
Oxnard Recreation & community Services youth
leagues will have completed the following:
• All coaches complete “Coaches Training/
Orientation”
• All coaches will accept / sign “Coaches Code of
Ethics”
• All parents will accept / sign “Parents
Sportsmanship Oath”
The City of Oxnard Recreation & Community Services is an
active member of the Southern California Municipal Athletic
Federation (SCMAF), which sponsors post season play in
the following youth sports: volleyball, flag football and
basketball. The City of Oxnard will implement a minimum
required scored for teams to qualify to ANY SCMAF postseason play. All teams will be rated for sportsmanship at each
City of Oxnard Recreation & Community Services league
scheduled contest. The rating is a four point system as follows:
32
Winter/Spring 2012
Rating System
Teams will be given points for fulfilling certain
conditions regarding sportsmanship. Each team will
have the opportunity of receiving (12) point maximum
for each contest played. The minimum required score
for advancement to post-season play for all sports teams
will be a 75% scoring average of all games played. In
the rating system a 75% scoring average equates to a
“Good” rating. The following is a rating chart of games
played with a 100% & 75% point scoring:
# of Games Played 100% Score
6 72 7 84 8 96 9 108 75% score
54
63
72
81
The minimum scoring average is a (9) point score per
contest, which is 75% of the perfect score of (12) points.
The game day staff (monitor, officials and score-keepers)
will perform the rating on a per game basis.
The game results (win/loss) along with the cumulative
sportsmanship points will be published in the local
newspaper and posted on the City of Oxnard Recreation
& Community Services web site – www.oxnardrec.
org. All coaches are ultimately responsible for parents’
behavior – this program will give parents and coaches
the necessary incentive to create a positive environment.
Please contact Richard Arias at 385-7998 for further
information.

SENIOR NUTRITION PROGRAMS
Congregate Meals
Hot, nutritious meals are served weekdays at each
of our three centers following menus prepared
by a qualified nutritionist with senior dietary
needs in mind. Dishes on a recent menu included
Salisbury Steak, Stuffed Green Peppers, Lasagna
and Turkey Pot Roast
The Senior Nutrition Program is for those ages
60 and older. Suggested donation is $3 per day
or $5 for those younger than 60. There are no
waiting lists or income qualifications. To make
sure we’ve got a meal ready for you, please call
our senior nutrition program coordinator to make
a reservation. 385-8029.
Served at SOC from 11:30am to 12pm
Home-Delivered Meals
This program is designed for those ages 60 and
older that cannot come to one of our Senior
Centers due to physical disabilities and/or being
homebound. The participant receives 10 frozen
meals and enough fruits, salad, bread, butter,
yogurt, cheese and milk to fill out the meals.
Again, all designed with the senior in mind by a
qualified nutritionist.
Our Pick-Up-Meal-Program (PUMP) offers the
same meals, but instead of us delivering the food,
a family member, neighbor or friend will pickup and bring the food to the eligible senior. This
program allows us to serve more people and helps
our participants start receiving meals sooner as
there is a delivery waiting list.
Both home-delivered programs are bi-weekly.
A donation of $3 per meal or $30 bi-weekly
is suggested for both programs. For more
information or an application, contact our Senior
Nutrition Program Coordinator at 385-8029.
