Strong Industrial & Business Community The City of Winsted is the proud home of many industrial businesses. Recently the city sold the last piece of property in its industrial park, completing a project that brought eight new industrial businesses to the community. The desired candidate will work to maintain and develop stronger relationships with the industrial community. Downtown Winsted…is a source of great pride among the residents and businesses of the community. Organizations like the “Winsted Arts Council” and “WHAT UP” (Winsted Holding Activities That Unite People) have held several events designed to bring visitors into downtown Winsted. In addition, the city recently received a “Small Cities Development Grant” aimed at assisting property owners in the redevelopment of their buildings. Core Duties: 1) Support, communications and data analysis for the Mayor and City Council. 2) Provide leadership in goal setting and future planning efforts. 3) Implementation of City Council directives, policies and ordinances. 4) Provide information and management of the day to day operations of the city for residents, businesses and staff. 5) Provide support, communications, and data analysis in the areas of parks, planning and zoning, economic development and airport facilities. 6) Manage large infrastructure projects. 7) Budget and fiscal management. 8) Represent the City of Winsted in an official capacity at meetings and events. 9) Provide open and transparent leadership for residents, businesses and staff. 10) Facilitate problem solving, conduct dispute resolution and promote open communications. Current & Upcoming Projects: 1) Preparation of the 2011 Budget in the face of decreasing Local Government Aid revenues. 2) Management of a joint project with McLeod County to “turn back” McLeod County Road 116. 3) Management of a major infrastructure project to meet new MPCA standards for phosphorus at the Winsted wastewater plant. 4) Completion and coordination of the “Winsted Byway” trail project. 5) Coordination and implementation of the Airport Master Plan. 6) Completion of the “Parks Master Plan” project and implementation of the “Trails Master Plan.” 7) Long-Range planning efforts with the Winsted Chamber of Commerce to facilitate business retention and growth in downtown Winsted. 8) Revisions to the Capital Equipment Plan and Seal Coat Plan. 9) Administration and development of the Small Cities Development Grant Program. Minimum Qualifications: Four year degree in public administration, political science, business management or a closely related field. Three years of experience in City government. Knowledge of modern policies and practices of public administration; working knowledge of municipal finance, human resources, public works, public safety, and community development. Knowledge and demonstrated skill in preparing and administering municipal budgets; skill in planning, directing and administering municipal programs. Knowledge and demonstrated skill in preparing and analyzing comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, city officials and the public; ability to efficiently and effectively administer a municipal government. Position Announcement The City of Winsted (pop. 2,317) is now accepting applications for the position of City Administrator. The City Administrator reports to a five member City Council and oversees a full time staff of nine employees in the departments of Public Works, Police and the City Clerk’s Office. Minimum qualifications include a Bachelor of Arts degree in public administration, political science, business management or a closely related field and three years of experience in a government setting. Desired candidates will have obtained a Master of Arts degree in public administration, political science, business management or a closely related field, have five years of experience in a government setting and experience in planning and/or community development.
