Dear Dave and Angela,
In today's Daily Post you wore, "students reported they had more frequently been subjected to cyberbullying, when other students "spread mean rumors or lies about yo on the Internet." Among 11thgraders, the percentage of those reporting they were targeted by cyber-bullies rose from 77% in 2011
to 87% in the 2013-14 survey." Your facts are wrong, and I trust you will be more careful in the
future.
I have attached slide 21 from the Board presentation. If you read carefully, you will see that the
prompt was:
"During the past 12 months, how many times did other students spread mean rumors or lies about you
on the internet (0 times)?"
The percentages indicate the students who say they were NEVER cyber-bullied (because NEVER = 0). So the percentage of students reporting they were NEVER cyber-bullied has increased from 77% to
87%. This is a DECREASE in cyber-bullying, not an INCREASE as you reported.
Please make the correction immediately. Thank you.

Hi Max,
I believe Tabitha might be off this week which is why I'm emailing you
directly. I was curious to see if Paly and/or Gunn high schools were
working with Challenge Success, part of Stanford University. In
particular, their help has been useful to St. Francis High School in
Mountain View, and other local schools in the area, with implementing
anti-cheating plans for specific high schools.
I know that JLS worked with Challenge Success on creating a homework
policy at that school, and I've heard that Paly might be working with
them this year. I know they only take on about 10 schools a year.
I would like to hear more about what sorts of changes Paly might be
looking at? Is there someone at Paly I can speak to about this? I know
this week is a bit busy with the holiday, but a push in the right
direction would be greatly appreciated.

Are the portables on the central quad at Paly the ones that will stay for PE classrooms? If
not will they also stay through the Gym construction?
Response:
Half are Science classrooms, (4) and the others are for PE (Gym), so they will all stay at least
through construction of the gym, with the Science portables being removed after
construction of the Science Addition.

A Board member asked the following:
1. The first page of the spreadsheet, "PARC bullying," demonstrates that all 3 middle schools
are reporting lower levels of bullying than in 2008, which is great. However, there are
significant differences among the schools that I would like to hear you address at the board
meeting. JLS and Terman have shown a greater rate of improvement since 2008, and lower
absolute levels of bullying responses. For example, at Jordan reports of verbal bullying at least
once or twice in the last year have declined by 11%, but during the same period declined by
approximately 25% at the other two schools. The same pattern is repeated throughout these
data. Jordan also reports higher absolute levels of bullying than the other two schools.
I responded: We will need to obtain information from the principals to provide a thorough
answer to this question. We will not have time to do so before the Board meeting, but our
goal is to provide the answer in the 12/19 weekly message from the Superintendent. I am
asking Katherine to take the lead in answering this question.

Hi Max, I met with the three middle school principals on 12/15/14, and we discussed the questions raised by a
board member about the PARC Survey results. All three middle schools have been working hard to reduce
bullying incidents at their school sites and to improve student connectedness. Although it is true that
Jordan's reduction in bullying incidents is occurring at a slower rate than JLS and Terman, the results have
been steadily improving each year since 2008. The 2014 figures show that all three middle schools have
improved since 2008, and most of their 2014 numbers are not very part apart. One area that hasn't
significantly decreased is the area of electronic bullying. As we all know, this is an especially challenging
area as students have access to smartphones and computers both on and off campus.
I've attached the breakdown of Jordan's PARC Survey results over the past seven years, focusing on two
questions on the survey: 1) In the past 12 months, how often have you been bullied by other students?
and 2) In the past 12 months how often have you seen or heard students bullied by other students?
Responses cover physical, verbal, social, and electronic bullying. I included comparisons to JLS and
Terman data for 2008, 2009 and 2014. The data show that students who never experienced physical
bullying improved 12% at Jordan from 2008-2014, 14% at JLS, and 18% at Terman. In the same time
frame, students who never experienced social bullying improved by 6% at Jordan, 11% at JLS, and 18% at
Terman. It is difficult to pinpoint the reason(s) for some discrepancy in the numbers between the three schools.
Each school has many interventions and proactive safeguards in place. All three schools have sixth grade
transition camps for rising sixth graders, as well as a form of "rewind" or "revisiting" social kindness and
behavior expectations in seventh grade. Jordan's "Solution Team" response to bullying incidents is modeled
after a marketed program, while JLS and Terman staff studied various programs to create their own version
tailored to their site needs. The principals find that staff members have more buy in when they help create
and refine their anti-bullying program, and students benefit from more relevant lessons and interventions
when sites have the autonomy to tailor their program to their specific site needs. I'm attaching information we gathered a few years ago on what each middle school is doing, as well as
current information specific to Jordan that explains the program in place to address bullying and create a
safe and warm culture of student connectedness. Let me know if you need more information. Hope you have a safe and easy trip east, and enjoy a wonderful holiday season!

I received the following comments and questions. See my responses in earlier emails to similar
comments/questions.
Dear Cathy,
I wanted to let you know a few questions that I will be raising at the board meeting about
the demographer's projection. These aren't questions that you need to answer, rather points
that you may want to comment on given your knowledge.
First, I looked at a few other projections, for comparison sake:
ABAG projects 33% job growth in Palo Alto between 2010 and 2040, which is a 30% increase
in households.
California Dept of Finance Demographic Research Unit projections:
2.4% increase in K-12 enrollment in Santa Clara county between 2012-13 and 2022-23,
versus 0.7% statewide.
0.8% population increase in Santa Clara county 2015-2020, 2.4% increase between 2020 and
2025.
The demographer's enrollment projection assumes 20 new enrollments per year beginning
in 2019 as a result of new development, which is a substantial decrease from the
immediately previous years. I wonder if that is based on a projection of actual construction
over that period, or just a lack of concrete information about future development plans.

Dear Max,
We just finished a two hour meeting with the 4 chairs, our treasurer, and our campaign fundraising chair. We had a lengthy
discussion about the talking points. To summarize:
**Wellness is of higher priority to us than STEM. Especially in light of the recent suicides and discussions around too much
academic pressure/two many APs/student stress/mental health problems, etc., we do not feel comfortable asking for an increase
to offer more college-level classes to a small portion of high achievers. Rather, we would like to put a priority on creating a
more effective whole child approach, better social-emotional learning infrastructure, more/better professional counseling
services available from K-12. We want to invest in new ways to enhance resiliency, empathy, & community skills in our students.
**We agree that closing the achievement gap & "adding support staff to help at-risk students who are struggling with the
basics" are of utmost importance.
**If STEM is added as an earmark for the increase in parcel tax revenue, it needs to be at a broader level benefitting everyone K12 (best teachers/smaller class size) as supposed to only benefiting a select few at a college level.
By the way, we want you to be aware that the survey results as far as an appetite for an increase is disconnected from what we
hear from our communities (friends, neighbors, PTAs). The perception we are hearing is that there is not a need for an increase
(which is consistent in the survey) and that the district is sitting on large reserves that should be spend before asking for more
money. FYI, Lydia has received strong feedback from the Chinese community that they will not support an increase. Others
speak of "donor fatigue." We are very concerned that it may be too risky to ask for any increase, but are particularly
uncomfortable with an amount in excess of $100. We would like to be provided with the following information:
- A plan for how the district plans to spend down the reserves to it's board policy limit
- Timelines and budget for each proposed program Thank you. We look forward to seeing you at 4pm.

I'm assuming these notes are addressing a proposal to request $120 increase in parcel tax: 1) I'm glad draft 2 gives justification for the tax in general and the need for an increase. But I think we need to reframe the
$10M loss. People will get the pension fund and Cubberley loss, but the $7M state grab since 2008 is less compelling to me. I
hear that we've lost $$, but that $6-7M loss hasn't impacted our reserves (consistently about $6-7M above our 10% board
policy), and we've continued to perform (and not perform) in the same areas as we have since 2008. It seems like if we really
had a dire need to use that $$ we should point to evidence of doing so. I admit I may be missing something....
I also think it would be good to explain that even if property tax grows in the way people believe it will over the next few years
(i.e., not a flat 3%), this will cover ##? of students over the next few years, and we are projecting ##? of students. What's the gap there? How much does it cost us to educate 100 extra students with no new programs - ~$1.4M? Cathy mentioned that basic cost of living increases to teachers already in the system costs an extra $2M per year (if I recall
correctly). Can we match generally optimistic views of property tax revenue with known expenditures given the only
moderate drop-offs in state funding even with the economic crisis? From what I pull from the budget reports --- 2008/9 to
2014/15: $16.9M, $12.8M, $13.9M, $10.5M, $14M, $16.1M, $14.2M (incl. for the last 3 years "one time $$")
2) I like the idea of condensing the original list (what's not to love) but it is hard to create focus. For purposes of messaging
and giving hooks that I think people can readily relate to, the buckets I had in the order of priority were:
2.1) Global Readiness For All: This encapsulates all your bullets from Item 1 (Achievement Gap) and Item 6 (Early Learning)
and to some extent Item 8 (Prof. Dev) and Item 4 (Authentic Research). It also includes Item 5 (World Language). 2.2) Attract and Retaining Talented Teachers (i.e., No better place to work): This includes building a robust inclusion model, so
Item 7 (Special Ed Supports), Item 8 (Prof. Dev), and to some extent Items 4 (Adv. Authentic Research), Item 3 (Managing
enrollment growth), Item 9 (STEM)
2.3) Wellness - I feel this is the 3rd critical area bucket, but I don't think this has been as well fleshed out in Draft 1 as some of
the other areas. Certainly, building more and consistent touch points for students with teachers and Counselors in the
academic counseling process is necessary. However, we need more than nurses in elementary. Kids/families need
professional counseling services there too, and better social-emotional learning infrastructure. This is the place where parents,
teachers and students are most connected to each other and that is the place to build social skills, resilience, empathy, and
community skills that they can carry forward (imho - Ohlone has been developing practices around social-emotional learning
for years, what can we learn there?). Re Item 9 - You can hardly get more pro-STEM than me, but I was taken aback by the STEM examples. Half of those courses
were courses I took in Grad school on my way to a Ph.D. Obviously, one can teach them at a lower level, but when the
surveyed Residents were asked about supporting STEM, I *absolutely* do not think this was what they had in mind. It's not
what I was thinking. As a priority for a parcel tax raise this Item in this form seems like the lowest priority. I understand
(having been part of many such discussions), that there is a zero-sum-gain logic that prevails in many quarters that says if you
invest in at-risk students, you are picking the pockets of the gifted kids. So besides the political value, this Item had least
actual value for purposes of a parcel tax increase. Some of the items made sense, such as programming (which everyone should have some competence in), and STEM pathways
built around current offerings or some other high demand requests (do we have data on that?). If I had been surveyed, I would have been thinking of STEM as courses and programs in our schools K-12. I don't know much
more beyond the rave reviews I heard early in the year, but Barron Parks Maker Space program seems like the kind of thing to
build on in all of our elementary schools, and general hands on science, and science integrated with math. I would have been
thinking of programming projects and other work around science/math themes being applied at every grade level. Re Item 10 - Not worth the effort to clarify the confusion in a 3 month campaign. For the layperson, me included, PiE isn't
going anywhere and I don't know what the difference would be if PIE funded art or we did it in-house. This seems like a
potential source of great confusion, given that people are confused anyway about what PIE funds vs PTA. If we went down
this road, we'd have to have very clear messaging about the added value, and coordinated messaging with PIE. Sorry for the late input. Very hard to find quiet moments to collect thoughts.

Hi MaxI spoke with Ignacio about the question from Heidi about first grade password resets.
Currently as it exists now, student use iPads do not have a 4-digit screen lock on them.
Students do have an account to the student portal located at http://my.palo-alto.edu, which is the
same as the Google account. This functions in the same was as Bob/Google work for staff single-sign
on.
Both the Tech Lead (teacher) and the site technician at each school site have access to reset passwords
for students. As a backup, if neither of these two people are available at the site, our central office IT
staff can also handle it.
I'm not sure if this answers the question, or if it was specifically directed towards another piece of
software. I'd be happy to elaborate if there are further questions on this.

Hi all,
I have received the following question:
In the enrollment report, are the projected dwelling unit numbers and graph based ONLY
on constriction that has been approved at this point in time. If it is, this is probably not
consistent with what will really happen based on the comprehensive plan projection for the
city. The City has said that it will be identifying and adding more housing to fufill ABAG
requirements, especially around the transportation corridors of University Ave, California
Ave, and El Camino. How does our projection line change if we project new housing to be
approved at the rate that it has been over the past 5 and 10 years?
Answer:
Yes, the enrollment projection ONLY included new housing projects that have been approved by the
City at this point. Any potential housing developments along the major transportation corridors have
not been included in the projection. One of our next steps is to understand the student generation
rates from new housing projects in the past few years in order to do some rough projection beyond
what the demographer has done (practically projection through 2019). The five year projection is
valid because the projection included new housing projects but the 10 year projection is
understated. I would expect the 10 year projection to be a flatter line rather than declining after 5
years. If I have to put a number beyond 2019 for now, I would add another 250 students (what the

A follow up comment and question:
Why would you expect the 10 year projection to be a flatter line? Why would we not expect
this to rise at at least around 2% ( the same as the straight line growth over the past 20
years)? Stanford has plans to continue to grow and the city of Palo Alto is being pressured
by the state to add more housing units to accomidate an expected growing population in
the Silicon Valley. These two trends do not look like they are going to change. Is there some
additional data that you know about that needs to be considered? Answer:
I didn’t mean to say growth is flat. My point is I don’t expect enrollment to drop after 2019.
Whether it will continue to grow at the 2% rate based on the straight line growth over the past 20
years or at a slower pace as seen in the past 2-3 years is unknown. We do know there will be more
new housing projects beyond what the demographer has included in the projection. We will be
doing an in-depth analysis of new housing projects completed in the past 4-5 years to understand
the student generation rates for the different types of units. With that information and more
specific plans from the City, we can do some “what if” projections for long range planning.
I have attached the kindergarten enrollment history. As explained by the demographer, the trend
has shifted from the rapid growth between 2008-09 to 2010-11 to the slower growth in the last
couple of years. This slower growth trend is one of reasons why the projected growth is lower than
the projection 3 years ago. These decreases are complicated by the impact of the new kindergarten
age law. 2015-16 is the first year that the growth will be back to a full 12 month cycle. We will have
preliminary data in late February to see if the kinder enrollment growth continues to slow down or
not.

I have received the following question:
In the enrollment report, are the projected dwelling unit numbers and graph based ONLY
on constriction that has been approved at this point in time. If it is, this is probably not
consistent with what will really happen based on the comprehensive plan projection for the
city. The City has said that it will be identifying and adding more housing to fufill ABAG
requirements, especially around the transportation corridors of University Ave, California
Ave, and El Camino. How does our projection line change if we project new housing to be
approved at the rate that it has been over the past 5 and 10 years?
Answer:
Yes, the enrollment projection ONLY included new housing projects that have been approved by the
City at this point. Any potential housing developments along the major transportation corridors have
not been included in the projection. One of our next steps is to understand the student generation
rates from new housing projects in the past few years in order to do some rough projection beyond
what the demographer has done (practically projection through 2019). The five year projection is
valid because the projection included new housing projects but the 10 year projection is
understated. I would expect the 10 year projection to be a flatter line rather than declining after 5
years. If I have to put a number beyond 2019 for now, I would add another 250 students (what the
demographer projected for new housing projects from 2015 to 2019).

As we prepare for finals, a few gentle "reminders" to ensure a great end of the semester:
1) Friday 12/12, Monday 12/15 and Tuesday 12/16 are review days. This means no
new assignments, no new material, no tests or quizzes on these days (here's the
specific language in page 23 of the student handbook): "There will be no field trips and activities that interrupt class time, excluding
athletics, during the week before final exams. Teachers should not remove
students from classes other than their own during review days or finals week.
Major projects should not be due during finals. At a minimum, there will be two
class periods set aside for review before finals, and no major tests at least two
class periods before finals begin. Sophomores and juniors who are enrolled in classes
with seniors, will not be expected to take their final exam during "Senior finals week" second
semester. For first semester, review days will be Friday, December 12th , Monday,
December 15th , and Tuesday, December 16th. For second semester, review
days will be Thursday, May 28th , Friday, May 29th , and Monday, June 1st.
(Definition of a final is a quarter or semester’s worth of work; a unit test is not a
final.)" 2) If you gave an assessment this week, please review results before the final. This is
good practice. 3) If a student has 3 finals in a day, please work with your students so they know they
can rearrange for another day. As in the past, teachers give this option to their classes
and some students will pre-arrange with their teacher another day to take the final. 4) A reminder that no work shall be given over the holidays. This is a time for allschool PDF – play time, down time, family time. 5) Monday, January 5th is a "Staff Work Day" for all of the secondary schools. The
purpose of this day is for teachers to work on completing their first semester grading
so you do not have to work over the winter break and for other staff members to
work on anything they might need to wrap-up before we begin the second semester
with our students. This is your work day. We will not be planning any school-wide
meetings or lunches on this day. A reminder that grades are due on Wednesday,
January 7th at 5:00 pm. Finally, I want to thank all of the teachers who made adjustments for not giving work over
the Thanksgiving break. Many parents have reported to me that their families enjoyed a
stress-free break and greatly appreciated your flexibility and compassion. Great job!

Until today I did not know that our students got these world language
proficiency Seals of Biliteracy on their diplomas. (Thanks for the
info Tabitha) Very nice though. Judy A. pulled together the Gunn/Paly numbers
on student recipients and their world language below. Impressive.
And of course, PAUSD's being acknowledged tonight by the County as a partner
in this initiative is wonderful too. Wish I had a chance to join Judy tonight but I
know she'll represent the district well. It is such a gift to be bi-literate. Wish I
were.

Thank you for sharing this data. It is particularly interesting to see the results year to year. A couple of questions: Can you provide year to year comparison data on the reason for absences?
Can you provide data these questions presented broken out by the sub groups that we
track? And if so, is there a meaningful difference in student answers?
On the question about 1) teacher or other adult who wants me to do my best and 2) the
question about teacher or other adult who cares about me at school there is a small decline
at every grade level. Is this decline statistically significant? If it is not, what % change would
be statistically significant?
On the drug and alcohol questions, given the growth in use of marijuana edibles across the
country, is there a plan to change the question about Marijuana from smoking to consuming
(smoking, ingesting, eating, etc)?

Palo Alto Unified School District (PAUSD) Announces Settlement in Construction Law Suit
PALO ALTO, CA – PAUSD Board of Education President, Melissa Baten Caswell, announced at a
meeting of the Board held on December 17, 2014, that a settlement has been reached in the lawsuit
filed by Taisei Construction Corporation. The recommended settlement was related to the
construction of the Paly Media Arts and Classroom Building Project by Taisei.
The lawsuit against the District, the architect DLM, and the construction manager Gilbane was in the
amount of $3,793,000. The District will pay a settlement to Taisei in the amount of $570,000. The
settlement includes the other parties, with both DLM and Gilbane also making payments.
The settlement includes agreement that Taisei will indemnify the District against all potential claims
brought by subcontractors and also that Taisei will remain responsible for warranty claims and latent
defect claims.
“These buildings opened this past fall and are exceptional additions to the Palo Alto High School
Campus. This settlement puts an end to the legal process and attorney fees,” said Superintendent
Glenn “Max” McGee. “Even after paying the settlement amount, this project came in under budget
and the remaining amount can be put to further improvements on the campus.” A formal settlement agreement will be available when executed by the parties.

Can you clarify something for me? In the enrollment report, are the projected dwelling unit numbers and graph based ONLY
on constriction that has been approved at this point in time. If it is, this is probably not
consistent with what will really happen based on the comprehensive plan projection for the
city. The City has said that it will be identifying and adding more housing to fufill ABAG
requirements, especially around the transportation corridors of University Ave, California
Ave, and El Camino. How does our projection line change if we project new housing to be
approved at the rate that it has been over the past 5 and 10 years?

I'm sitting here listening to a presentation on Prop 39, California Clean Energy Jobs Act, passed in
November 2012. School districts can apply for the money to support energy efficiency and alternative
energy projects that contribute to reduced operating costs and improved health and safety conditions in
public schools. Given our construction projects and energy focus, has PAUSD applied for any of this
money for buildings or say, for a solar project? Is it appropriate to do so?

What is the plan for the remaining portable classrooms at Gunn and Paly? Will they be
removed at some point in the construction plan? If so, when is that in the current plan?

Some of the portables are currently housing interim Science classrooms, and will soon house interim
PE facilities. They and the other portables are planned to be removed after completion of
the Science Bldg Addition and Gym.

Thanks for writing to the Daily Post, Max. I do have to admit that I also found some of the slides difficult to understand because of the way the
questions were phrased. I had to read SEVERAL of them multiple times to understand them
completely. For example: on the slide titled "Data indicated trend towards less reported alcohol and drug use", the
question is "during the last 30 days, how many days did you use..." and the number in the Grade 11
category is "29" for 2011 and "27" for 2013. At first, I thought that meant that out of the last 30 days,
kids tried alcohol on 29 or 27 days! Then, I realized it is a percentage. But that was initially confusing. Also, sometimes we clarify the question in parentheses (like 0 days for cyber-bullying) and sometimes
we state the clarification in a sentence (like "Students who report 'never'") in the following slide on
bullying incidents. Or, on the slide about feeling hopelessness and sadness, we used both! The
question is: "Did you EVER feel so sad and hopeless ALMOST EVERY day for 2 WEEKS or more that you
stopped doing some usual activity?" Then, we have (12 mos) AND "Students reporting, 'yes.'" The next slide about reporting attempting suicide, we put the "students responding yes" statement in a
green box. This may be breeding some confusion, not only for newspaper reporters, but also for our community. Let's pick one way of reporting the context of the slide (I like the green box because it's very clear--my
2 cents) and stick to that format for all slides. Thanks for reading my comments.

I have attached slide 21 from the Board presentation. If you read carefully, you will see that the

I believe Tabitha might be off this week which is why I'm emailing you
directly. I was curious to see if Paly and/or Gunn high schools were
working with Challenge Success, part of Stanford University. In
particular, their help has been useful to St. Francis High School in
Mountain View, and other local schools in the area, with implementing
anti-cheating plans for specific high schools.
I know that JLS worked with Challenge Success on creating a homework
policy at that school, and I've heard that Paly might be working with
them this year. I know they only take on about 10 schools a year.
I would like to hear more about what sorts of changes Paly might be
looking at? Is there someone at Paly I can speak to about this? I know
this week is a bit busy with the holiday, but a push in the right
direction would be greatly appreciated.

Hi HeidiYes, I agree, the current setup for account/password management is less than ideal.
This is definitely something that has already been identified, and changes will be
coming in soon, most likely over the summer. I have a lot of experience in this area
and look forward to improving this process for both students and employees.
I've been doing the "Ask the CTO" meetings informally as I've been visiting our
schools and meeting with principals and teachers. I'm down 4 elementary sites that I
haven't visited yet! I'll make it out to the remaining four in the next couple weeks
(by the end of January).
I've gotten quite a bit of feedback from our "Tech Leads," definitely a group of
teachers that have high expectations of how technology should function in our
schools and are not afraid to share! I love the feedback and think we have had
some very good conversations already.
I'm excited about all the innovative ideas happening in our classrooms, and have
seen some very impressive work this week around the Hour of Code events. We'll
continue to improve our operational processes (like account/password management)
so the focus remains around teaching and learning as much as possible.

wildfires in recent months. Some helpful tips on flood preparedness are available at

For local information, the City of Palo Alto has a great flood and winter information

The District has just approved a new protocol to protect students who are at risk for anaphylaxis,
particularly from a food allergy. Please review the attached protocol, especially the section regarding
Classroom Procedure and Management. Of particular importance are the following new points:
Teachers are encouraged to designate classrooms as "nut free zones"
All students are encouraged to refrain from eating in the classroom
If students eat in the classroom, or food activity occurs, teacher will encourage students to wipe
down desks and wash hands with soap and water
Empower students to tell a staff member if they are bullied or harassed because of their allergy
Use non-food items to reward good work
Given the weather today, there will be lots of folks eating indoors. Please do all you can to ask people to
clean up afterwards.

I think the number of programs described is potentially misleading. For a couple of $M more we will not
feasibly be able to fund more than cost increases over time and 1-3 new efforts.
I suggest an outline that is more limited. Here is what I suggest:
1) We need to continue the parcel tax in order to have an ongoing funding source for the items that the
community has already said are important to fund and we are currently using the parcel tax for.
2) Since our last parcel tax was passed, our per student operating funding has risen slower than the
CPI. (State the exact %s) Although property taxes have risen, we have had a more than 1000(?) increase in students and a more than $10m reduction in our general operating funds; as the result if
reductions in funding from the state, a reduction in our lease revenues and substantial increase in
annual pension costs
3)You would like consider a higher parcel tax so staff can explore the possibility of investing in some
new programs that the community has indicated are important and valued, particularly in the areas of:
1) increased STEM programs/opportunities for all students and 2) support for programs recommended
by our minority achievement and talent task force to reduce the achievement gap.

Several weeks ago when Gene was out, Charles, Max and I had agreed that we should to
mention counseling in the inital ballot statement language, but I do not see it now. I know it
is reflected in later questions, but as we discussed, after the recent suicide and related
discussions in our District, not having the word counseling in the sample ballot language
could appear tone deaf to our constituents.
My suggested changes to include it without increasing word count:
“To preserve excellence in core academic programs, including reading, writing, math and
science with locally controlled funds that cannot be taken by the state; attract and retain
qualified teachers; maintain smaller class sizes; support counseling and advanced programs
in math, science and technology programs; and protect student electives, including arts and
music, shall Palo Alto Unified School District renew its expiring parcel tax for six years,
increase the rate by $120, with an exemption for seniors, annual two percent escalation

Several weeks ago when Gene was out, Charles, Max and I had agreed that we should to
mention counseling in the inital ballot statement language, but I do not see it now. I know it
is reflected in later questions, but as we discussed, after the recent suicide and related
discussions in our District, not having the word counseling in the sample ballot language
could appear tone deaf to our constituents.
My suggested changes to include it without increasing word count:
“To preserve excellence in core academic programs, including reading, writing, math and
science with locally controlled funds that cannot be taken by the state; attract and retain
qualified teachers; maintain smaller class sizes; support counseling and advanced programs
in math, science and technology programs; and protect student electives, including arts and
music, shall Palo Alto Unified School District renew its expiring parcel tax for six years,
increase the rate by $120, with an exemption for seniors, annual two percent escalation
adjustments, and independent oversight?”

Palo Alto Unified School District (PAUSD) Announces Settlement in Construction Law Suit
PALO ALTO, CA – PAUSD Board of Education President, Melissa Baten Caswell, announced at a
meeting of the Board held on December 17, 2014, that a settlement has been reached in the lawsuit
filed by Taisei Construction Corporation. The recommended settlement was related to the
construction of the Paly Media Arts and Classroom Building Project by Taisei.
The lawsuit against the District, the architect DLM, and the construction manager Gilbane was in the
amount of $3,793,000. The District will pay a settlement to Taisei in the amount of $570,000. The
settlement includes the other parties, with both DLM and Gilbane also making payments.
The settlement includes agreement that Taisei will indemnify the District against all potential claims
brought by subcontractors and also that Taisei will remain responsible for warranty claims and latent
defect claims.
“These buildings opened this past fall and are exceptional additions to the Palo Alto High School
Campus. This settlement puts an end to the legal process and attorney fees,” said Superintendent
Glenn “Max” McGee. “Even after paying the settlement amount, this project came in under budget
and the remaining amount can be put to further improvements on the campus.” A formal settlement agreement will be available when executed by the parties.
This project included a spectacular high-tech Media Arts Center with nine classrooms, other
instructional spaces, and a classroom building with 27 classrooms currently housing mathematics,
history, and social science instruction. This project is a part of the $378 million Strong Schools Bond Program. More information regarding
the Strong Schools Bond Program is available in the most recent Annual Report.

Why would you expect the 10 year projection to be a flatter line? Why would we not expect
this to rise at at least around 2% ( the same as the straight line growth over the past 20
years)? Stanford has plans to continue to grow and the city of Palo Alto is being pressured
by the state to add more housing units to accomidate an expected growing population in
the Silicon Valley. These two trends do not look like they are going to change. Is there some

I have received the following question:
In the enrollment report, are the projected dwelling unit numbers and graph based ONLY
on constriction that has been approved at this point in time. If it is, this is probably not
consistent with what will really happen based on the comprehensive plan projection for the
city. The City has said that it will be identifying and adding more housing to fufill ABAG
requirements, especially around the transportation corridors of University Ave, California
Ave, and El Camino. How does our projection line change if we project new housing to be
approved at the rate that it has been over the past 5 and 10 years?
Answer:
Yes, the enrollment projection ONLY included new housing projects that have been approved by the
City at this point. Any potential housing developments along the major transportation corridors have
not been included in the projection. One of our next steps is to understand the student generation
rates from new housing projects in the past few years in order to do some rough projection beyond
what the demographer has done (practically projection through 2019). The five year projection is
valid because the projection included new housing projects but the 10 year projection is
understated. I would expect the 10 year projection to be a flatter line rather than declining after 5
years. If I have to put a number beyond 2019 for now, I would add another 250 students (what the
demographer projected for new housing projects from 2015 to 2019).

2. Do you think the 3% projection for future property tax increases is realistic for 201516? If not, in general terms can you identify a more realistic base for projections?
The 3% increase is NOT realistic and really is not a projection. We have a long history of using a
conservative number just enough to cover the “roll-over” workload budget from year to year
primarily due to the lack of good reliable data to project property tax growth and the fact that the
employee groups don’t start negotiations until the fall. Any additional revenue would be used for
negotiations and program enhancements in the current year and the following year.
In the past two years, we have addressed some critical program needs by including program
additions in our adopted budget based on input from the Board, Leadership Team, PAEA, CSEA, PIE
and PTA. We will continue this process as long as budget condition allows.
I will go over more information on property tax revenue, assessment, county data/system etc. with
the two new board members when we meet.

Board of Education to honor district partners at Dec. 10 meeting
SAN JOSE, CA – The Santa Clara County Board of Education (SCCBOE) will honor 12 county
school districts and one charter school as partners in the Seal of Biliteracy and Pathway
Awards program on Dec. 10 at 5 p.m. during a special recognition agenda item. At this time,
the board will also unveil a new Wall of Honor installation designed to commemorate the
initiative and commitment of the SCCOE’s partners to the promotion of language assets for
all students. In 2010, the Seal of Biliteracy Consortium in Santa Clara County was established by seven
Local Education Agencies, including the Santa Clara County Office of Education (SCCOE), to
support school districts in providing multiple opportunities for the study of world languages,
while also recognizing students who attain proficiency in two or more languages.
The Seal of Biliteracy was designed to be awarded by a school, district or county office of
education to those students who attain proficiency by high school graduation, while a
separate Pathway Award program was established to honor elementary and middle school
students who meet the requirements of demonstrating proficiency in a language in addition
to English.
“We are thrilled to acknowledge the leadership demonstrated by our 13 partners with this
initiative,” said Board President Leon Beauchman. “They understand that the next
generation of students will need to possess bilingual skills in order to engage with a rapidly

Good day,
First, thanks for pulling together these data for tomorrow and for adding "headlines" to help
focus the discussion. I have a few questions which you can answer in advance or tomorrow
evening.
Sleep: On pg 5 sleep is listed as one of the main reasons students miss class. I would be
interested to know if you see any differences between Gunn and Paly on sleep and if you
see any changes over time at Paly. I believe part of the benefits of moving to the block
schedule at Paly was to help students get more sleep by moderating the number of classes
in which they get homework daily. I'm curious to know if that played out by showing
improvements over time and any differences vis a vis Gunn.
Student connectedness: This report done in Feb 2012 had goals in it for the 2013 CHKS results related to student
connectedness, youth voice and caring adults. I love that we took goals back then and
would like to see the results against those goals reported.
The comment in the Summary that we need to "strengthen" student connectedness
understates the issue in my opinion. On slide 6 (bottom half) I was disappointed to see that
the % of students who feel like they have a caring adult on campus has dropped. I thought
perhaps that the 2011-12 data were high due to the heightened awareness of the
importance of caring adults when we launched PSN and perhaps those %s were a blip. I
went back and looked at 2009-10 data and it was virtually identical to 2011-12 so we are
now lower than we were during the suicide cluster of 2009-10. I think you should add
2009-10 to the slide (and to the previous slide) to provide more context. (Also, I think you
should footnote the question #s and/or tables from which these data are sourced.) I'm
starting to feel like caring adults on campus are Job 1 from a student social/emotional
health perspective.
Pg 7: That page makes me feel like the social kindness work at the elementary schools is
working and that they are kinder and gentler places, and I believe some of that has carried
over into the middle schools as well.
Hopelessness/Sadness: On pg 13 I also went back to the 2009-10 data and found that for
the high schoolers these results really do look like a positive trend. The 2009-10 %s are 17%
(7th), 27% (9th) and 30% (11th). Suicide attempts: On pg 14, I again added the 2009-10 figures which were 18% for both 9th
and 11th graders. This gives more context to what looks like a negative trend; it is actually
very good news.
Given the size of Brenda's staff (i.e. none) I'll guess that she did this work with very little
lead time. I would hope we could develop a template that makes this much easier
(including year on year comparisons)

A member of the Board of Education asked the following questions (italicized) and made the
following comments regarding the agenda item related to the CHKS and PARC survey. Responses to questions and comments are not italicized and are shaded in yellow. The
Board member also included a spreadsheet which I have attached.
Dear Brenda,
Thanks for providing the CHKS and PARC data. I have attached an Excel spreadsheet that
highlights some of the data that I would like to discuss at the board meeting.
Spreadsheet is attached.
In general, given the scope of the CHKS and PARC data, I think the best future use of these
data may be to to address specific substantive topics and goals, rather than as a standalone
item. I think this is consistent with the Superintendent's mentioning of CHKS and PARC data
in connection with bullying in his goals update.
I found the data most obviously useful in looking at three district goals: bullying, the
achievement gap, and connectedness in our high schools particularly at Gunn.
1. The first page of the spreadsheet, "PARC bullying," demonstrates that all 3 middle schools
are reporting lower levels of bullying than in 2008, which is great. However, there are
significant differences among the schools that I would like to hear you address at the board
meeting. JLS and Terman have shown a greater rate of improvement since 2008, and lower
absolute levels of bullying responses. For example, at Jordan reports of verbal bullying at least
once or twice in the last year have declined by 11%, but during the same period declined by
approximately 25% at the other two schools. The same pattern is repeated throughout these
data. Jordan also reports higher absolute levels of bullying than the other two schools.
We will need to obtain information from the principals to provide a thorough answer to this
question. We will not have time to do so before the Board meeting, but our goal is to
provide the answer in the 12/19 weekly message from the Superintendent. I am asking
Katherine to take the lead in answering this question.
The desire for a single, evidence based district anti-bullying curriculum has been raised
repeatedly at the board level and in the community. This evidence potentially supports that
concern. Consistent outcomes for our schools is a very important goal. I would like to hear
what is being done to move in that direction.
Because Charles and Katherine and some of the secondary principals are out of town, we
will have to wait until later in the week or next week to get a comprehensive answer to this
question. I am asking Charles to take the lead in responding.
2. The second page of the spreadsheet is entitled "CHKS," and it highlights two areas:
discrimination and mental health. Regarding the first, I was surprised to see that
approximately 20% of our middle schoolers (a number that continues through high school at
both high schools, see page 3 of the spreadsheet) report that they feel that they have been
disrespected by a teacher based on race at school. This raises concerns for me about
whether the equity training professional development for staff has been sufficient or whether
we need to do more. I would like to discuss that possibility at the board meeting and I would
like to see district staff to track this item as a metric on our achievement gap work, and hear
it reported to the board as a goal to reduce that number.
The data raise concerns with me, and I have made it clear on earlier occasions that I think
we need to do more in the way of comprehensive, systemic equity training. I have a
meeting with a connection to a potential new provider later this week. In any case, the
MATD Advisory Committee is in the process of identifying critical issues and potential
solutions. I expect that unconscious bias and equity training will emerge in their
recommendations. When we discuss goal setting for next year and future years, I think we
should pay attention to this measure. I also note that the students reporting sexual harassment seems to be quite high in middle
school at least at Jordan and JLS. It remains high in high school (25% at Paly and 30% at
Gunn) pointing to another area for growth. Given that there are ongoing OCR investigations
into Title IX compliance at both schools, I would like to hear about what is being done to
address this issue, for example by implementing age-appropriate anti-sexual harassment
curricula for students and staff in the district both at the middle and high schools.
Charles responded that we created a list last year as part of our response to the OCR
investigations outlining the work we are doing in this area. Linda Dillon will work on
locating this list tomorrow.
Regarding mental health, I note that the "suicidal thoughts" numbers have declined in the
past 2 years which is encouraging to see. However, they do increase again once students are
in high school and I want to keep that front and center in our conversations about this data
given the recent tragedies. In particular, suicidal thoughts more than double between 7th
grade and 9th grade. For example, only 4% of Terman 7th graders are reporting suicidal
thoughts but 21% of Gunn 9th graders, which is a five-fold increase (see page 3 of
spreadsheet). I would like to hear about why that is and what more can be done to increase
school based mental health in secondary schools.
We will ask our counselors, Dr. Joshi and other experts about the increase in suicidal
thoughts between seventh grade and ninth grade. My sense is that the increase likely
parallels state and national data. I will ask Brenda to gather information from Dr. Joshi,
HEARD, and our own school psychologists and counselors. We will provide a detailed
response once we receive additional information.
3. The third page of the spreadsheet is entitled "CHKS high school." In addition to the issues
with race and sex and mental health discussed above, I want to highlight the fact that only
58% of Gunn 9th grade students, compared with 65% of Paly 9th graders agree that there is
an adult at school who really cares about them. Other Gunn connectedness numbers are also
lower. This highlights the ongoing concern over whether Gunn offers comparable resources in
terms of adult connections to those at Paly. As in prior studies, it appears that the service
gap is most pronounced in the earlier grades. I would like to hear about how we can ensure
that comparable services are being provided to the students in our two schools.
I will ask Charles to take the lead in meeting with the principals and preparing a thorough
response to this question. I think that we probably need more work in identifying the
problem. In other words, while perhaps some of the difference may be explainable by
services, there are likely other factors, e.g. scheduling, professional development, etc., that
we should explore with students and staff. Also, I am interested in examining and sharing
with you both current and historical trend data as well as understanding whether the
difference is statistically significant now and has been over time.
Finally, I noted that you characterized the survey data as demonstrating that students
“continue to report strong rates of resiliency.” I’m not sure that resilience is the characteristic
that is being measured by these particular surveys, though it is obviously a critical strength to
develop. CHKS has a Resilience and Youth Development module that we don’t administer.
Yes, resiliency is important, and it is a part of our vision statement. I will ask staff about
administering the Resilience and Youth Development module since it may provide some
important metrics for us as we strive to make our aspirational vision a reality for every
student. I will let you know what we recommend.

school districts and one charter school as partners in the Seal of Biliteracy and Pathway
Awards program on Dec. 10 at 5 p.m. during a special recognition agenda item. At this time,
the board will also unveil a new Wall of Honor installation designed to commemorate the
initiative and commitment of the SCCOE’s partners to the promotion of language assets for
all students. In 2010, the Seal of Biliteracy Consortium in Santa Clara County was established by seven
Local Education Agencies, including the Santa Clara County Office of Education (SCCOE), to
support school districts in providing multiple opportunities for the study of world languages,
while also recognizing students who attain proficiency in two or more languages.
The Seal of Biliteracy was designed to be awarded by a school, district or county office of
education to those students who attain proficiency by high school graduation, while a
separate Pathway Award program was established to honor elementary and middle school
students who meet the requirements of demonstrating proficiency in a language in addition
to English.
“We are thrilled to acknowledge the leadership demonstrated by our 13 partners with this
initiative,” said Board President Leon Beauchman. “They understand that the next
generation of students will need to possess bilingual skills in order to engage with a rapidly
changing world and communicate effectively with their peers around the globe.”

Survey data for tomorrow"s BoE mtg

Good day,
First, thanks for pulling together these data for tomorrow and for adding "headlines"
to help focus the discussion. I have a few questions which you can answer in
advance or tomorrow evening.
Sleep: On pg 5 sleep is listed as one of the main reasons students miss class. I
would be interested to know if you see any differences between Gunn and Paly on
sleep and if you see any changes over time at Paly. I believe part of the benefits of
moving to the block schedule at Paly was to help students get more sleep by
moderating the number of classes in which they get homework daily. I'm curious to
know if that played out by showing improvements over time and any differences vis
a vis Gunn.
Student connectedness: This report done in Feb 2012 had goals in it for the 2013 CHKS results related to
student connectedness, youth voice and caring adults. I love that we took goals
back then and would like to see the results against those goals reported.
The comment in the Summary that we need to "strengthen" student connectedness
understates the issue in my opinion. On slide 6 (bottom half) I was disappointed to
see that the % of students who feel like they have a caring adult on campus has
dropped. I thought perhaps that the 2011-12 data were high due to the heightened
awareness of the importance of caring adults when we launched PSN and perhaps
those %s were a blip. I went back and looked at 2009-10 data and it was virtually
identical to 2011-12 so we are now lower than we were during the suicide cluster of
2009-10. I think you should add 2009-10 to the slide (and to the previous slide) to
provide more context. (Also, I think you should footnote the question #s and/or
tables from which these data are sourced.) I'm starting to feel like caring adults on
campus are Job 1 from a student social/emotional health perspective.
Pg 7: That page makes me feel like the social kindness work at the elementary
schools is working and that they are kinder and gentler places, and I believe some
of that has carried over into the middle schools as well.
Hopelessness/Sadness: On pg 13 I also went back to the 2009-10 data and found
that for the high schoolers these results really do look like a positive trend. The
2009-10 %s are 17% (7th), 27% (9th) and 30% (11th). Suicide attempts: On pg 14, I again added the 2009-10 figures which were 18% for
both 9th and 11th graders. This gives more context to what looks like a negative
trend; it is actually very good news.
Given the size of Brenda's staff (i.e. none) I'll guess that she did this work with very
little lead time. I would hope we could develop a template that makes this much
easier (including year on year comparisons)
