A Study of the Effectiveness of Inner London Farmers’ Markets at Improving Food
Access in Underserved Communities Without a Policy Intervention

Abstract
Obesity is one of the most pressing public health issues facing the developed world
today. Due to changing social structures, dietary patterns, and urbanization, low-income
urban areas in industrialized countries are particularly vulnerable to high obesity rates
and inadequate healthful food access. Within the United States, recent government
policies have sought to make farmers’ markets sources of fresh, healthy foods in
underserved urban communities to combat growing obesity rates. London has the same
social and economic diversity that U.S. cities have, and similar food access disparities.
Farmers’ markets are a relatively new movement in London, and the government has yet
to enact any policies to promote the markets as a means to improve food access and
decrease obesity. Using maps to visually display farmers’ market distribution and
individual case studies to understand the products available at Inner London farmers’
markets, this study evaluates the effectiveness of farmers’ markets at improving urban
food access without a policy intervention. Farmers’ markets were concentrated in highincome areas with low obesity rates and tended to sell products at a higher price than
nearby supermarkets. Thus, farmers’ markets have not opened in areas where healthy
food is lacking and government policies should be enacted to realize markets’ potential in
improving food access.

Introduction
I. The Global Obesity Problem and Urban Food Access
In recent decades, obesity has become one of the greatest public health challenges
facing the developed world. Since 1980, global obesity rates have doubled and in 2008
1.4 billion adults aged 20 and over were classified as overweight (defined as having a
Body Mass Index (BMI) of 25 or over).1 Among overweight adults, over 200 million
men and 300 million women are considered obese (having a BMI greater than or equal to
30). 2 Obesity rates among children have demonstrated similar trends. In 2010, over 40
million children under the age of 5 were overweight worldwide.3 Overweight and obese
children are more likely to become overweight adults and to develop health
complications related to obesity earlier in life.4
The risk of developing several non-communicable diseases increases when a
person is overweight or obese. Carrying excess weight has been linked with the rise in
musculoskeletal disorders, diabetes, certain cancers (endometrial, breast, and colon), and
cardiovascular diseases that the industrialized world is confronting. 5 Cardiovascular
diseases including heart disease and stroke became the leading cause of death in highincome nations in 2008.6 Furthermore, 44 percent of the diabetes burden, 23 percent of
the ischaemic heart disease burden and between 7 percent and 41 percent of certain

cancer burdens were attributable to overweight and obesity. 7 Since overweight and
obesity are the fifth leading cause of death in the world, it is clearly one of the most
significant public health threats in developed countries.8
A number of social and environmental factors have contributed to the developed
world’s increasing obesity rates. Both physical inactivity and caloric consumption have
increased and a growing percentage of the world’s population is living in cities due to
urbanization. The urban lifestyle, social inequities, and the built environment cause cities
to have disproportionately high rates of obesity.9 When compared to rural areas, cities
have more opportunities for eating, a greater variety of food options, and reduced
opportunities for physical activity. 10 Furthermore, technological innovations have
lowered consumption costs and enabled a sedentary lifestyle, and increased female labor
force participation has been linked to decreased time allocation for food preparation and
greater consumption of higher calorie convenient food and fast food.11
In both the developed and industrializing world, many urban residents have
limited access to fresh, healthy foods. In wealthy nations, many low-income urban
residents live in areas known as food deserts, a term that originated in research in the
United Kingdom during the 1990s.12 Food deserts are neighborhoods lacking an easily
accessible supermarket and where a significant portion of the population lives in
poverty.13 Community members in food deserts face numerous health risks. Inadequate

healthful food access has been linked to vitamin and mineral deficiencies among food
desert populations, and residents have a higher likelihood of developing obesity and
obesity-related health conditions such as cardiovascular disease, diabetes, high blood
pressure, and stroke. 14 Impoverished and minority communities within cities are
especially vulnerable to living in food deserts, which creates health disparities.
The United States has the highest rates of overweight and obesity among
industrialized nations and the world as a whole. Over one third of U.S. adults
(approximately 35.7 percent) are obese and obesity-related issues such as heart disease,
stroke, type 2 diabetes, and certain types of cancer are among the leading causes of
preventable death.15 Amongst the U.S. population, impoverished urban areas and lowincome minority communities are the most vulnerable to high rates of obesity and
irregular healthy food access.16 Non-Hispanic blacks have the highest age-adjusted rates
of obesity (49.5 percent) compared with Mexican Americans (40.4 percent), all Hispanics
(39.1 percent) and non-Hispanic whites (34.3 percent). 17 According to a report on
household food security by the Economic Research Service of the U.S. Department of
Agriculture (USDA), 17.7 percent of households in principal cities experienced food
insecurity in 2008, as compared with 14.6 percent of households in the entire U.S.
population; 6.6 percent of principal city households had deep food insecurity compared to
5.7 percent nationwide.18
Like the United States, the United Kingdom has among the highest rates of
obesity in the world. Twenty six percent of both men and women aged 16 or over were

classified as obese in 2010 and 7 percent of boys and 15 percent of girls aged 2 to 15
were considered obese.19 In recent years, English dietary habits have become increasingly
unhealthy. Household expenditures on eggs, butter, beverages, sugar and preserves in the
UK have risen substantially in recent years.20 In 2010, only 25 percent of men and 27
percent of women consumed the recommended five or more servings of fruit and
vegetables daily, a decline from the 28 percent of men and 32 percent of women who did
so in 2006.21 Furthermore, household fruit purchases are now 11.6 percent lower than in
2007 and vegetable purchases are 2.9 percent lower.22
As in the United States, obese adults in the U.K. faced greater health problems
than citizens of a normal weight. In 2009, 51 percent of obese men and 46 percent of
women had high blood pressure compared to 20 percent of men and 15 percent of women
of healthy weight.23 Obese people had ten times more hospital visits in 2011, and ten
percent of obese men and nine percent of women had diabetes compared to two percent
of men and women of average weight.24 Finally, 17 percent of obese men and 15 percent
of obese women had cardiovascular disease compared to 10 and 9 percent of their normal
weight counterparts in 2009.25
Over the past two decades, healthful food access in low-income urban
neighborhoods has become has become an increasingly important issue in the United
Kingdom.26 Poor household have less resources to spend on food, and limited shopping

facilities and transportation options.27 Major food retailers have traditionally underserved
such areas and in places where small local shops exist, prices of foods recommended for
a healthy diet are often higher.28 Since the 1960s, a small number of major retailers such
as Tesco, Sainsbury’s, and Morrison dominated the food retail market and caused many
smaller general shops and independently-owned grocery stores to close.29 The number of
independent stores fell by almost 40% between 1986 and 1997 and by 1997, fewer than
10 multiple retailers were responsible for about 70% retail food sales.30 Among the large
retailers, there has been a fourfold increase in superstores designed for car access on the
edge of towns or in newly created retail parks, meaning that residents without cars have a
decreased ability to reach the supermarkets.31 As major retailers become the primary
source of high- quality, affordable foods and local shops close in British cities, lowincome families face greater challenges in obtaining healthy, affordable food.32
London, the U.K.’s biggest city, has a large and demographically diverse
population, and the highest rates of income inequality in the United Kingdom. 33
Southeastern Asian, Middle Eastern, and Black ethnic groups have higher obesity rates
than White, non-Hispanic residents, and obesity is more prevalent among low-income
and immigrant groups.34 Lower income groups in areas lacking access to supermarkets do
not have sufficient resources to construct a healthful diet. Basic foodstuffs costs 24
percent more in small stores than in big supermarkets causing households to spend more

of their income on food if they cannot access a supermarket.35 Higher fruit and vegetable
consumption has been linked with higher income, and vice versa: 32 percent of men and
37 percent of women in the highest income quintile consume five or more portions of
food daily, but only 18 percent of men and 19 percent of women in the lowest quintile do
so.36
Within London, poor neighborhoods have more fast food outlets and fewer
supermarkets and stores that sell fruits and vegetables.37 Furthermore, residents in the
lowest income socioeconomic groups are less likely to have access to or use a car for
food shopping, were much more likely to use smaller local shops to purchase food, and
much more likely to suggest that ‘problems of carrying/transporting foods’ limited the
foods they were able to buy.38 Thus, it can be concluded that the shift in the United
Kingdom’s food retail system from smaller shops to large-scale supermarkets has
disproportionately affected lower income neighborhoods in London and places residents
at a higher risk of becoming obese and developing obesity-related conditions.
II. Farmers’ Markets as a Means to Improve Food Access
One way that the United States has sought to combat urban food access disparities
and rising obesity rates is by supporting farmers’ markets. The USDA has implemented
several measures to support regional food systems and urban agriculture programs that
connect city residents to locally sourced food. The Know Your Farmer, Know Your Food
program is a USDA-wide effort to carry out President Obama's commitment to

improving local and regional food systems. 39 The initiative increases community
viability, promotes new opportunities for farmers and ranchers, supports locally and
regionally produced and processed foods, and encourages healthy eating habits by
educating and empowering consumers. 40 Such efforts strengthen urban agriculture
programs, farmers’ markets, and small farms near cities to increase healthy, fresh food
production and availability for urban residents.41
Furthermore, in 2010 the Obama Administration unveiled a $400 million Healthy
Food Financing Initiative to bring healthy food retailers to impoverished urban and rural
communities and eliminate food deserts across the country within seven years.42 Through
the Healthy Food Financing Initiative, the USDA received $50 million in funding to
support another $150 million in public and private investments.43 These investments
provide technical and financial aid to expand nutritious food access in underserved areas,
heighten demand and retail outlets for farm products, expand farmers’ markets, and
widen availability of locally and regionally sourced food items.44 Finally, the USDA has
used government benefit programs to help vulnerable populations to access farmers’
market products. In 2010, the USDA helped nearly 900,000 seniors and 2.15 million
Women, Infants, and Children (WIC) benefit recipients obtain fresh fruits and vegetables
directly at farmers’ markets.45 Between 2010 and 2011, the number of farmers’ markets
and farm stands authorized to accept Supplemental Nutrition Assistance Program (SNAP)

benefits through electronic benefit transfer (EBT) increased by 51 percent, to over
2,400.46
According to the USDA, farmers’ markets “provide access to fresh fruit and
vegetables for consumers - especially minority consumers in the inner city - who would
otherwise not be able to get fresh produce.”47 When underserved communities link with
regional producers and food businesses, the connection expands marketing opportunities,
drives the growth of new local businesses and jobs, and increases food access.48 Farmers’
markets and other community-based methods for selling local food are improving
communities, stimulating economies, and improving food access in low-income urban
areas throughout the US. Although sustaining farmers’ markets in impoverished urban
areas has proved to be more challenging than organizing operations in wealthier
locations, many successful markets still exist and make fresh, affordable food available to
communities where there wasn’t any before.49
The US experience suggests that farmers’ markets have strong potential in the UK
to reverse food access inequities caused by supermarkets, insufficient transportation, and
poverty. Farmers’ markets have been opening throughout the United Kingdom at a rapid
rate in recent years. In 1997 there were no farmers’ markets in the UK but by 2010, that
number had increased to 700.50
There are 20 farmers’ markets located throughout London.51 Although indicators
show farmers’ markets’ potential to combat food deserts, lower income areas could still

be excluded from accessing farmers’ markets. Since farmers’ markets are not used as a
policy tool to bring healthy food to impoverished neighborhoods, the expanding farmers’
market movement could easily exclude such communities. Low socioeconomic status
neighborhoods may be perceived as lacking sufficient financial resources or unsafe due to
higher crime rates, which would lessen the probability that local farmers and vendors
would want to organize a market there.
Urban residents in the United States and the United Kingdom both face similar
challenges in obtaining healthy, affordable food in food deserts. They are at a higher risk
of becoming obese and developing obesity-related health conditions. Both the United
States and the United Kingdom face a similar public health challenge from rising rates of
obesity and declining dietary status, particularly in urban areas. Within the United States,
farmers’ markets have proved to be a valuable tool in increasing the availability of
healthy, fresh foods. Although it is in its early stages, the farmers’ market movement is
gaining momentum in the United Kingdom and London. Thus, farmers’ markets could
prove to be an important resource in the United Kingdom to close disparities in food
access, obesity, and overall health although no policies have been implemented to tap
their potential.
III. London
London is the most populous city in the European Union52 and also the most
diverse region in England.53 It is composed of 32 boroughs and the City of London.
London is further broken down into two main sections: Inner London and Outer London.

London’s interior is divided into the twelve boroughs that comprise Inner London and
also houses the City of London, the metropolitan center of the region. The other twenty
boroughs are considered Outer London and encircle Inner London and the City.
Inner London is more densely populated and more socially and economically
diverse than Outer London. Inner London’s population density is 101.2 people per
hectare while Outer London’s is 39.4.54 Approximately half of Inner London’s population
is part of an ethnic group other than White British, compared to about one third of Outer
London’s residents and one tenth of England’s population outside of London. In addition
to being ethnically diverse, Inner London’s population represents a broad spectrum of
socioeconomic statuses. Inner London contains the London borough with the highest
annual pay (Westminster, £40,000), highest employment (Wandsworth, 76.4%), and the
highest median house price (Kensington and Chelsea, £795,000) but also the borough
with the lowest employment rate (Newham, 55%) and lowest annual pay (Newham,
£20,000).55
Like American cities, Inner London has a high population and significant economic
and social diversity. This similarity, coupled with parallels in urban food access
disparities and health inequities, make Inner London an ideal location to study farmers’
markets’ ability to improve healthy food availability in low-income areas. Since farmers’
markets have only begun opening in London in recent years, there have not been any
policies implemented by the government like the ones in the U.S. to use farmers’ markets
as a tool to improve food access in impoverished communities. There are currently

twenty farmers’ markets in London, fourteen of which are in Inner London.56 Studying
their size and distribution will offer insight into whether or not policy is necessary to
bringing farmers’ markets to underserved neighborhoods.

Methods
This study will evaluate if the farmers’ markets that have been established in Inner
London have opened in low-income areas with poor health outcomes or if these
communities are facing the same discrimination from farmers’ markets that they have
encountered from supermarkets and other healthy food sources. These results will show if
government policy is necessary to making farmers’ markets a healthful food source in
impoverished neighborhoods or if the markets have naturally distributed themselves to
accomplish this. To do so, the relationship between farmers’ market spread and different
socioeconomic factors for the borough where the market is located will be visually
analyzed. The socioeconomic factors that will be evaluated are percent of the population
that is foreign-born, percent of the population that is minority, employment rates, crime,
life expectancy, prevalence of healthy eating, obesity, and early death rates from heart
disease and cancer.
To further understand the relationships between the socioeconomic indicators of
interest, seven case studies of farmers’ markets in Inner London were carried out to
record the number of vendors, the products available, and product prices. This data was
compared to the products available and prices at nearby supermarkets to understand the
effectiveness of these markets at improving food availability in the borough where they
are located. For the purposes of this study, “healthy food” will be defined as fresh fruits
and vegetables, dairy products, uncooked meats, eggs, bread, and flour. Bakery items and
prepared foods at farmers’ markets and supermarkets were not analyzed. Furthermore, a
punnet of strawberries is approximated at 250g and a punnet of all other berries is
approximated at 150g for the purposes of this study. Organic foods considered in this

study have been certified by the European Union’s regulations. Although there is no legal
definition of free-range food, the term generally refers to livestock and poultry that have
been allowed to graze and forage freely rather than being confined to a feedlot as they
were being raised.

Results
I. Farmers’ Markets Distribution

Over half of Inner London’s farmers’ markets are concentrated in three boroughs:
Camden, Westminster, and Kensington & Chelsea. These three boroughs have the highest
prevalence of adults who eat healthily in Inner London, and rank in the top four boroughs
with the lowest prevalence of adults who are obese. Furthermore, Camden, Westminster,
and Kensington & Chelsea are the three boroughs with the lowest rates of deaths from
heart disease and cancer, two diseases that are related to obesity. Camden, Westminster,
and Kensington & Chelsea also have the three highest annual incomes and some of the
lowest unemployment rates in Inner London.
Farmers’ Market distribution was not affected by the percentage of residents who
were foreign born, but areas with high minority populations had fewer farmers’ markets.
Newham, the borough with the highest percentage of residents from minority groups as
well as the highest rate of early deaths from heart disease, highest obesity prevalence,
highest unemployment, lowest employment rate, and lowest annual pay, does not have
any farmers’ markets. An area’s crime rate did not seem to affect farmers’ market
location. Camden and Westminster, the two Inner London Boroughs with the highest
crime rates, have the most farmers’ markets.
II. Case Studies

To gain a better understanding of farmers’ markets’ ability to improve food access
throughout London, seven sight visits to farmers’ markets were completed. The number
of vendors, their prices, and the products available at each market were recorded.
Furthermore, the food environment of each area was assessed and the distance to the
closest supermarket was gauged. The product variety and prices of each farmers’ market
was compared to the supermarkets nearby. Since there were only three major
supermarket chains located near the farmers’ markets used as case studies, the prices for
products as listed on the supermarkets’ website were used as a point of reference for
comparison. The vendors, products available, and prices for farmers’ markets are listed in
Appendix B while the products available and their prices for supermarkets are listed in
Appendix C.
1. Bloomsbury Farmers’ Market: July 25, 2013
The Bloomsbury Farmers’ Market is a Thursday farmers’ market located at
Torrington Square on University College London’s campus. The Market is open from
9:00am-2:00pm and has a “lunch club” where certain stalls will issue loyalty cards for
customers to get a free lunch every sixth meal. College students populate the area, but
there were also several hostels and hotels nearby, suggesting that it is frequented by
travellers.
The farmers’ market vendors primarily sold prepared food. Several bakeries were
represented, and vendors sold prepared dishes ranging from Thai curries, to casseroles, to
sausages, paella. Of the twenty-one vendors at the Bloomsbury’s Farmers’ Market, only
four sold fresh fruits and/or vegetables, three sold fresh bread, one sold fresh meat
products, and one sold fresh cheese.

There was a Tesco Supermarket approximately a quarter of a mile away from the
Market and a Waitrose about a half-mile away, indicating that supermarkets do not
underserve the area. Additionally, there were several small convenience stores scattered
around the community that sold reasonably priced fruits and vegetables in front of the
entrance. Both the Tesco and the Waitrose sold a variety of fresh fruits and vegetables,
breads, meat, and dairy products, as well as baked goods, healthy prepared meals, and
dessert items. The Farmers’ Market had comparable if not less expensive prices on
organic produce and comparable prices for conventionally grown produce. The Waitrose
had a far wider variety of breads and fresh meat and dairy products, which had lower
prices than those at the farmers’ market. The prices of produce at the Farmers’ Market
were comparable if not less expensive than those at Tesco, although Tesco had a greater
variety of produce, meat, and dairy products. Fresh meat, dairy products, and bread were
less expensive at Tesco than at the Farmers’ Market.
2. Notting Hill Farmers’ Market: July 27, 2013
The Notting Hill Farmers’ Market is a Saturday market that is open from 9:00am1:00pm. It is located in the borough of Kensington and Chelsea, the Inner London
borough with the highest prevalence of healthy eating, the lowest obesity rate, the lowest
early deaths from heart disease, stroke, and cancer, the highest life expectancy, the lowest
unemployment, and one of the highest gross annual pays. Although Kensington and
Chelsea has a high population of foreign-born residents, it has a low population of
minority ethnic groups and low crime rate when compared to other Inner London
Boroughs. The farmers’ market was located near the Notting Hill Underground Station,
making it accessible to individuals who may not have a car.

There were twenty-two total vendors at the Notting Hill Farmers’ Market. Of
these, seven sold fresh fruits and vegetables, four sold meat, three sold dairy products,
one sold eggs, and three sold fresh grain products. The other vendors sold a variety of
prepared hot foods, bakery items, or flowers.
The area around the Notting Hill Farmers’ Market was largely residential, with
several small shops. There was a Tesco approximately a tenth of a mile from the Notting
Hill Underground Station, and a Sainsbury’s about a half-mile away. The Tesco was
large, with a wide variety of fresh produce, meats, dairy products, bread, and healthful
prepared foods. Tesco sold a greater variety of fruit and dairy products at a lower price
than the Farmers’ Market. Bread and eggs were also less expensive at Tesco. However,
the Farmers’ Market’s prices on vegetables, poultry and meat tended to be lower than the
prices at Tesco despite the products often being organically grown or free range. Similar
results were obtained when the products and prices at the Notting Hill Farmers’ Market
was compared to those at Sainsbury’s. Sainsbury’s had a greater variety of fruits at lower
prices than the farmers’ market, and eggs, bread, and dairy products were also cheaper.
Meat and vegetables were similarly priced at the farmers’ market and Sainsbury’s.
3. Brixton Farmers’ Market: July 28, 2013
The Brixton Farmers’ Market is a Sunday farmers’ market that is open from
10:00am to 2:00pm. The Market is located near the Brixton Underground Station in
Lambeth Borough. Lambeth has average healthy eating prevalence, obesity rates, life
expectancy, minority population, and annual pay. Lambeth represents a middle class

Inner London borough. There was a Sainsbury’s a tenth of a mile from the train station
and a large Tesco superstore three quarters of a mile away.
There were thirteen total vendors at the Brixton Farmers’ Market. Two vendors
sold fresh bread, six sold fruits and vegetables, and four sold meat and eggs. No dairy
products were sold at the Market. The other vendors sold bakery items and prepared food
items. Two produce vendors sold fruits and vegetables grown through the biodynamic
cultivation process, a type of organic farming technique that creates a self-sustaining
agricultural system with plants and animals.
When compared to Tesco, produce prices at the Brixton Farmers’ Markets were
comparable and often less expensive, although foods grown using the biodynamic
farming process were more expensive. Free range and organic meat was comparable and
often less expensive at the Famers’ Market, and prices on conventionally raised meat
were comparable. Free-range eggs were less expensive at the Farmers’ Market, but bread
cost less at Tesco.
When compared to Sainsbury’s, organic vegetables were less expensive at the
Brixton Farmers’ Market but fruit was more expensive. Free-range and organic eggs and
meats tended to be less expensive at the farmers’ market but conventional meat and eggs
sold at Sainsbury’s were the least expensive overall. Sainsbury’s sold a wide variety of
dairy products, unlike the Brixton Farmers’ Market, and bread at Sainsbury’s was less
expensive than the bread at the Market.
4. Marylebone Farmers’ Market: July 28, 2013 and Pimlico Road Farmers’ Market:
August 3, 2013

Both the Marylebone Farmers’ Market and the Pimlico Road Farmers’ Market are
located in the borough of Westminster. Westminster has a high prevalence of adults who
eat healthily and one of the greatest life expectancies in Inner London as well as one of
the lowest rates of obesity and early deaths from obesity-related conditions. While it is
the borough with the highest annual pay in Inner London, it also has one of the lowest
employment rates, the highest crime rate, and the highest percentage of foreign-born
residents in its population. Although its population is healthy relative to the rest of Inner
London, Westminster is a borough with great social and economic diversity. It has two
farmers’ markets, both of which were visited for this study.
The Marylebone Farmers’ Market is a Sunday farmers’ market that is open
weekly from 10:00am until 2:00pm. It is located in an area with a high property price,57
indicating that it is in a wealthier neighborhood in Westminster. The Marylebone
Farmers’ Market was located in an upscale, mostly residential community. The closest
supermarket was a Waitrose, which was a tenth of a mile from the farmers’ market. There
were thirty-two vendors at the farmers’ market, ten of which sold fresh fruits and
vegetables, two that sold dairy products, four that sold bread and wheat products, and
eight that sold fresh meat and eggs. The other vendors sold baked goods, spreads, and
prepared food items. When compared to Waitrose, many vegetables and organic products
could be found at a lower price at the Farmers’ Market. Pasta, bread, and dairy products
were less expensive at Waitrose, and Waitrose had a wider variety of fruits at lower
prices than at the Farmers’ Market. Poultry, free-range eggs, and beef were often less
expensive at the Farmers’ Market and pork was comparably priced.

The Pimlico Road Farmers’ Market is a Saturday morning market open from
9:00am-1:00pm near the Sloane Square Underground Station. The Market is located in a
postal code with low property prices58, indicating that it is in a less affluent area than the
community where the Marylebone Farmers’ Market is located. The closest supermarket
was a Sainsbury’s that was approximately half a mile away from the Farmers’ Market.
There were twenty-three vendors at the farmers’ market, eight of which sold meat, three
of which sold bread and pasta, six that sold produce, and three that sold dairy products.
The other vendors sold prepared foods and bakery items. When compared to Sainsbury’s,
vegetables were comparable and often less expensive at the Farmers’ Market. Free range
and organic eggs were comparably priced at the Famers’ Market and Sainsbury’s but the
conventional eggs at Sainsbury’s were the least expensive. Cheese and dairy products
were less expensive at Sainsbury’s, as were pork and beef. Seafood was difficult to
compare since the Farmers’ Market sold some fish individually while the supermarket
sold by weight, but Sainsbury’s prices were usually lower when compared to the fish sold
by weight at the Market.
5. Queen Mary’s Farmer Market: August 1, 2013
The Queen Mary’s Farmers’ Market is a Thursday farmers’ market that is opened
from 9:00am-2:00pm at Queen Mary University of London in the Tower Hamlets
borough. Tower Hamlets has the lowest healthy eating prevalence in Inner London and
the highest early death rate from cancer. Tower Hamlets has the second highest
unemployment rate and second highest percentage of population that is minority in Inner
London, as well as one of the lowest gross annual pays and life expectancies.

The Queen Mary’s Farmers’ Market was closed when the site visit was
conducted. Even though summer is peak harvest time for many fruits and vegetables, the
Market was closed since there were not enough students around the college in the
summer. This indicates that the Market primarily serves students instead of full time
community members. Even if community members shop at the Market when it is open, it
cannot be relied on as a year-round source of fresh, healthy food. Furthermore, according
to London Farmers’ Markets, there were only fourteen vendors that regularly sell at the
Queen Mary Farmers’ Market, many of which are prepared food vendors.59 The small
size and number of prepared food vendors indicates that even when the Market is open it
is not a significant source of healthful food for the community.
The area surrounding the University was largely working class, and property
prices are below average,60 indicating that it is not a wealthy area. Most of the food
sources surrounding Queen Mary University of London were small, take-out places that
sold carry-out food. There were a lot of Middle Eastern and fast food shops that sold
inexpensive but unhealthy food. The healthiest eateries in the area were two cafés and a
Subway. The cafes were not popular London chains such as Pod or Pret A Manger that
sell freshly prepared, healthy sandwiches, soups, and salads. The nutritional information
was not posted as it is at other London café chains. There was one small supermarket in
the area called Budgen’s that was not full-sized. It sold prepared sandwiches and wraps,
had a deli counter, full dairy section, sold meats, and had one side of an aisle devoted to
refrigerated produce. Its prices were comparable to a Tesco’s or Sainsbury’s but it did not
have as wide of selection.

6. Blackheath Farmers’ Market: August 4, 2013
The Blackheath Farmers’ Market is open Sunday mornings from 10:00am until
2:00pm. It is located at the Blackheath Station car park, next to the Blackheath
Underground Station in the borough of Lewisham. Of the Inner London boroughs that
have a farmers’ market, Lewisham has the highest obesity rate and the lowest gross
annual pay. Lewisham also has a low prevalence of healthy eating and a high minority
population relative to other Inner London boroughs. There were few supermarkets in the
neighborhoods surrounding the Blackheath Farmers’ Market. There are two small
markets, Marks & Spencer and Costcutter, that were both about a mile away from the
Market. The closest major retailer, Sainsbury’s, was almost two miles away. Thus, it can
be concluded that Lewisham Borough and the area near the Blackheath Farmers’ Market
is an area that is in need of more easily accessible healthy food.
There were 25 total vendors at the Blackheath Farmers’ Market, seven of which
sold meat and eggs, six that sold produce, four that sold dairy products, and four that sold
bread and pasta. Sainsbury’s sold more fruit and at a lower price than the Farmers’
Market, but vegetables were comparably priced and the Market sold a greater variety of
organic vegetables. Some types of seafood were more expensive at the Farmers’ Market
but some was more expensive at Sainsbury’s; Sainsbury’s sold a greater variety of
seafood. Free-range eggs were comparably priced at the Farmers’ Market, but bread,
pasta, and dairy products were more expensive. The conventionally raised chicken at
Sainsbury’s was less expensive than the free-range chicken that was sold at the Farmers’
Market, but the free-range chicken at Sainsbury’s was comparably priced. The

conventionally raised lamb at Sainsbury’s was only slightly less expensive than the freerange lamb at the Farmers’ Market, bacon was less expensive at the Farmers’ Market, and
pork products were comparably priced.

Discussion
Based solely on the distribution of London’s farmers’ markets, it can be
concluded that markets tend to open in high-income areas where residents already eat
healthily and are less likely to be obese. Boroughs with lower minority population, low
early death rates from cancer, high annual incomes, and high male and female life
expectancies had the most farmers’ markets. This distribution suggests that farmers’
markets are often established in areas where residents are already healthy and have
available resources to purchase healthy foods. The percentage of a borough’s population
that is foreign-born and the borough’s crime rates did not affect farmers’ market
distribution. Farmers’ markets were common in boroughs with a high percentage of
population born abroad and high crime rates, as well as those with low crime rates and
foreign-born populations. Boroughs with high rates of early deaths from obesity-related
conditions such as heart disease and cancer also had the fewest farmers’ markets.
After evaluating the findings in the individual market case studies, farmers’
markets are often located near supermarkets and act as an alternative to conventionally
produced foodstuffs. While most are located near an Underground Station making them
easily accessible from public transportation, many farmers’ markets are located in areas
where community members have access to a supermarket. Farmers’ markets offer more
sustainable products but usually at a higher price than conventional supermarket food.
Each of the case studies offered unique insight into the borough’s food
environment where they are located. The Bloomsbury Farmers’ Market is located in
Camden, which has the most farmers’ markets of any borough. Camden also has low
obesity prevalence, high healthy eating prevalence, high life expectancy, low

unemployment, high gross annual pay, and low early death rates from obesity-related
conditions when compared to other Inner London Boroughs. Camden is an affluent area
whose residents are healthy and do not lack regular access to healthy, affordable food.
While the Bloomsbury Farmers’ Market is helping to promote local farmers’ and is an
outlet for fresh food, it is not bringing nutritious food to an area that is lacking it.
The Notting Hill Farmers’ Market is located in Kensington & Chelsea, a highincome borough with healthful food availability and a healthy population that already
eats a nutritious diet. There are a couple of easily accessible supermarkets with a variety
of healthy, affordable products near the market. The Notting Hill Farmers’ Market is an
alternative option to conventional supermarkets instead of a needed source of fresh food.
Brixton is in Lambeth, a middle class Inner London borough. There was sufficient
healthy food access in the area where the farmers’ market was located, and thus the
market was not needed to bring healthy food to residents who were otherwise lacking it.
Both the Pimlico Road and Marylebone Farmers’ Markets were located in areas
that had supermarkets nearby that sold a variety of healthy, fresh foods. The Marylebone
Farmers’ Market was located in a wealthier area than the Pimlico Road Farmers’ Market
and sold a greater variety of products. Since the Farmers’ Markets were not serving
communities without a supermarket, they were not helping to improve food access in
underserved areas. The Queen Mary’s Farmers’ Market is the only farmers’ market in
Tower Hamlets, a borough that is low-income, has a low healthy eating prevalence, and a
high minority population. Although the borough needs more healthful food sources, the
Queen Mary’s Farmers’ Market does not act as a regular source of fresh, healthy food for
the area’s residents.

Finally, the Blackheath Farmers’ Market is helping to improve food access in the
community where it is located. The closest available food sources are a mile away from
the Market and the closest major supermarket is about two miles away. Thus neither are
easily accessible to residents who lack a car. The Blackheath Farmers’ Market is adjacent
to an underground station, which makes it easy to travel to and from. It sells a wide
variety of fresh produce, meat, bread, and dairy products to residents who would have
difficulty obtaining them otherwise.
In summary, low-income areas with minority populations and high rates of
obesity are less likely to have a community farmers’ market, perpetuating food access
inequities created by the dearth of supermarkets and healthful food sources in such
places. The U.S. experience suggests that government programs are useful to promoting
farmers’ markets to improve healthy food access in underserved, economically and
socially diverse urban communities. Thus, policy would be a useful and necessary tool to
bring farmers’ markets to areas that lack healthy, affordable, and accessible food in Inner
London, as farmers’ markets have not done so without government assistance.
