Leisure Guide: Fall/Winter 2014-2015

Leisure Guide: Fall/Winter 2014-2015
Message From The General Manager
As northerners, citizens
of Greater Sudbury
benefit greatly from a
wealth of parks, open
space, leisure and
recreation opportunities.
While the physical
benefits of health and
wellness have long been
identified as key to a healthier life, there are
other reasons for getting fit, getting involved
in community or volunteering, and these are
life-long learning, stimulation, curiosity and a
renewed sense of belonging.
A recent survey has determined that
walking and hiking have the highest levels
of participation in our community. Through
partnerships between the City and Rainbow
Routes, citizens have access to 173 km of
municipal off-road nature and paved trails for
walking, cycling, skating, snowshoeing and
cross-country skiing. Off the trails, the City
offers many more opportunities to improve
our health and wellness: fifteen ice pads, three
ski hills, five indoor swimming pools and six
municipal fitness centres.
This leisure guide is an invitation to all
citizens to engage in a high quality of life. If
your interest is the natural environment, you
can visit a local park or walk a natural trail.
Swimming is available year-round. The City
of Greater Sudbury’s Feel Free to Feel Fit
program offers a free swim at a municipal
pool every week.
During the winter, you can skate on a nearby
outdoor rink, on Ramsey Lake or in an arena.
Have fun at a community winter carnival or
take the family to the annual Santa Claus
Parade. Make new friends by volunteering for
a Neighbourhood Association or Community
Action Network.
We encourage you to explore this guide and
find an activity or opportunity that will spark
your curiosity and improve your quality of life.
Come out, get fit and stay active through all
seasons of the year!

Citizens on Patrol
What is “Citizens on Patrol?”
Citizens on Patrol is a community-driven crime
prevention initiative involving specially trained
volunteers who conduct mobile observations of
neighbourhoods with
a mandate to detect
suspicious, disruptive,
and criminal behaviour.
The Greater Sudbury Police
Service in cooperation with
the City of Greater Sudbury
and other community partners is
responsible for its operation through a Program
Coordinator, who works closely with Volunteers.
How to Become a Volunteer
Application forms are available at the Greater
Sudbury Police Service Headquarters and satellite
offices, and online at www.gsps.ca. Applicants must
be a minimum of eighteen years old and pass a
police background check.
Once the application is processed, successful persons
are contacted for interviews. The third and final phase
involves specialized training, conducted by the Greater
Sudbury Police Service. Uniforms, vehicles, mobile
radios, and office locations are provided for the
Citizens on Patrol Groups, which are in the process of
expanding throughout the City of Greater Sudbury.
More Information
Please contact the Citizens on Patrol Coordinator at

Myths and Mirrors Community Arts
Myths and Mirrors Community Arts believes
that people, particularly young people, should
have meaningful opportunities to contribute
to the beauty and health of their communities.
Its mandate is to develop art projects with
community members who have something to
say. The organization invites people to explore
issues, themes and ideas with each other,
and to collectively transform their inspiration
into art works. Myths and Mirrors uses many
artistic mediums, including murals, sculpture,
theatre, photography, video, to name just a
few. Many of their projects result in public
art works, such as ‘A Show of Hands’, a
permanent installation in the lobby of the
Greater Sudbury Public Library’s Main Branch,
or the ‘Respect’ mural between the YMCA
and Memorial Park, or the ‘Water’ mural in the
Elgin Street pedestrian underpass.
Myths and Mirrors is located at Victory Park
on Frood Road. Myths and Mirrors is always
developing new projects with interested
community members, particularly youth.
Some of the current projects include:
Victoria Park Artist in Residence Project,
Donovan Story Mural, Kazzzam Stilt Walking
Troupe, Corner Clinic Waiting Room
Workshops
Please get in touch with us to participate or
become a volunteer.

Benefits
Youth drop-in centres offer a variety of
supervised activities for participants from
pre-teen to age 18. Centres offer a wide range
of opportunities including: sports, billiards,
video games, movie nights, chat time, guest
presentations on current issues, and so much
more. Internet access, homework assistance,
peer mentoring and educational workshops
are also offered. The sites connect youth with
their local community, encouraging them to
volunteer and to make a difference in their
neighbourhood. Centres pride themselves on
being smoke, drug and alcohol-free venues
for young people to interact in a safe and nonjudgmental environment. Centres assist youth
in developing positive friendships and growing
up healthy.
Staff and volunteers working at Greater
Sudbury youth centres express numerous
benefits when discussing the advantages
of the drop-in facilities:
• Increase physical fitness levels.
• Recognize and celebrate
youth achievements.
• Provide youth with a voice as they are
involved with the planning of activities.
• Provide access to service agencies and
referral services that youths may otherwise
not have access to.
• Foster and promotes the concept of civic
engagement by helping youths get involved
in the community.
• Provide a non-judgmental place
where youth feel safe.
• Develop skills such as budgeting and
fundraising through special event planning.
• Increase employment opportunities by
teaching résumé writing and interview
skills.
• There are no barriers to entry. Centres
don’t charge a registration fee, nor is there
discrimination based on race, gender or
class at youth centres.
• City of Greater Sudbury Youth Centres are
closed on all statutory holidays,
March Break and Christmas Break.

Alpine Responsibility Code
Cross-Country Skiing
Comfort Tips
Regardless of how you use the slopes, always
show courtesy to others. There are elements
of risk that common sense and personal
awareness can help reduce. Please adhere to
the code listed below and share with others the
responsibility for a safe outdoor experience.
1. Always stay in control. You must be able
to stop, or avoid other people or objects.
2. People ahead of you have the right of
way. It is your responsibility to avoid
them.
3. Do not stop where you obstruct a trail, or
are not visible from above.
4. Before starting downhill or merging onto
a trail, look uphill and yield to others.
5. If you are involved in or witness a
collision/accident you must remain at
the scene and identify yourself to the Ski
Patrol.
6. Always use proper devices to help
prevent runaway equipment.
7. Observe and obey all posted signs and
warnings.
8. Keep off closed trails and obey area
closures.
9. You must not use lifts or terrain if your
ability is impaired through the use of
alcohol or drugs.
10. You must have sufficient physical
dexterity, ability, and knowledge to safely
load, ride, and unload lifts. If in doubt,
ask the lift attendant.
Know the Code - Be Safety Conscious!
(Ontario Snow Reports Association)
www.skiontario.ca
The City of Greater Sudbury has excellent
trail systems and cross-country ski programs
that meet the needs of skiers of all ages and
various levels of ability.
Canadians are weather watchers and they
seldom make their decisions on outdoor
activities without consulting a forecast. The
public perception of outdoor winter recreation
opportunities is governed by extensive media
coverage of weather, including wind chill. The
use of weather forecasts has prompted the
Ontario Snow Resorts Association to create a
scale that will enable the public to accurately
reflect the level of comfort they may expect
while engaged in winter recreation.
This scale has been named Comfort Tips
and specifically relates wind chill to a set of
parameters the public can use to enable them
to enjoy winter activities.

Calling all former ParkSide members:
The ParkSide Centre has recently added
a new membership assistance program
entitled the “Friendly Calling Program”.
ParkSide volunteers are in the process
of making non-intrusive, friendly
calls to past members who haven’t
renewed their membership to inquire if
everything is OK, to remind them that
their membership has lapsed and to
ask if they are considering renewal or
if they need community assistance,
etc. To ensure the program’s long term
success, the most important thing is
a strong, committed volunteer base of
callers. If you’re interested in becoming
a volunteer “friendly caller,” just let us
know and we’ll help get you started.
If you’re a previous ParkSide member,
please visit our website at www.
theparksidecentre.ca to discover what
you’ve been missing – we’d love to
welcome you back!

want the challenge of more advanced training
including an introduction to safe supervision in
aquatic facilities. Bronze Cross is a prerequisite

perform interval training four times 50 meters
using front or back crawl.
Prerequisite: Swimmer 4

challenge of sophisticated aquatic skills like
compact jump entries, stride entry into deep
water and the eggbeater kick on their back to
distances between 10 and 15 meters. They will
learn the scissor kick, build on their endurance
for front crawl, back crawl and breaststroke.
They will also perform interval training and
300-meter workouts.

Admission standards for Public Pools have been developed
by the Office of the Chief Coroner to assist in maintaining
adequate surveillance over the whereabouts and activities
of young bathers while they are inside the pool enclosure.
The Ministry of Health and Long Term Care strongly support
these Standards for the purpose of preventing injuries and
fatalities. The following admission standards are enforced at
all public swims.
Greater Sudbury Pool Admission Policy
All children 10 years and under, who are non swimmers, may
not be admitted to the swimming pool unless they
are accompanied by a parent or guardian who is at least
16 years of age and responsible for their direct supervision

Community Involvement
The City of Greater Sudbury recognizes the
value of ongoing participation from residents
toward the provision of programs and
services to the community. Neighbourhood
Associations and Community Action Networks
are excellent vehicles through which people
can contribute to their community and become
involved in community decision-making. These
organizations help to maintain the uniqueness
of each individual community/neighbourhood
which, together, comprise the City of Greater
Sudbury.
City of Greater Sudbury
Neighbourhood Associations
What are Neighbourhood Associations?
Neighbourhood Associations are volunteer
organizations that work in co-operation with the
City of Greater Sudbury to improve the quality
of life in their community. Each Neighbourhood
Association organizes and promotes local
leisure opportunities to meet the needs of area
residents.
How do Neighbourhood Associations enhance
our community?
Neighbourhood Associations are involved with
a variety of programs, activities and special
events, including community clean-ups, winter
carnivals, outdoor rinks and facilities. Many
Neighbourhood Associations sponsor facility
improvements through fundraising initiatives.
Associations also manage community meeting
places for residents and other community
organizations. Most importantly, Neighbourhood
Associations develop a sense of community
and encourage healthy lifestyles for residents of
all ages.
What support does the City of
Greater Sudbury provide?
In addition to providing and maintaining the
Neighbourhood Association facilities, the City
of Greater Sudbury assists Neighbourhood
Associations by providing resource staff,
assisting with volunteer recruitment,
providing an annual grant, developing training
opportunities for volunteers and promoting
programs and activities.
So, how do I get involved?
Getting involved is as simple as becoming
a participant or volunteering to assist with
programs and special events. There are also
opportunities to become a member of your
Neighbourhood Association’s executive
committee, an event-organizing committee,
or assisting with events and programs within
your area.
How do I learn more?
Contact your local Neighbourhood Association
President (see Community Contacts in this guide)
or contact the City of Greater Sudbury at 3-1-1.
Community Action Networks
Community Action Networks
Community Action Networks (CANs) bring
people together to build a Healthy Community.
Healthy Communities are strong and vibrant.
They emerge from the collaborative efforts
of citizens who care about where they live
and want to make their neighbourhoods the
best they can possibly be. Community Action
Networks provide resources to make this
happen.
The City of Greater Sudbury recognizes
the following benefits in establishing and
supporting Community Action Networks:
CANs enhance the overall quality of life in
Greater Sudbury’s social, environmental and
economic sectors.
CANs enable citizens to participate, appreciate,
and fully understand the services offered by
community organizations and groups.
CANs help to identify community needs and
establish co-operative working relationships.
CANs promote democracy and inclusiveness
by giving participants (community members,
City Council, and City staff), a unique vehicle to
work in harmony toward common goals.
CANs provide a mechanism for planning at
the community level by identifying the different
projects with which individual Community
Action Networks will be involved.
CANS take action and implement projects and
initiatives which have a positive impact on the
quality of life in Greater Sudbury.
To contact the Community Action Network
in your area, please refer to the Community
Contacts Section online at

Winter is a time
for outdoor FUN!
Do your children
know the risks?
In the late fall, frost settles into the ground and the sand under
playground equipment becomes hard and makes falls from
equipment more dangerous.
Neighbourhood playgrounds are recommended
for warm weather use only.
This winter, teach your children to SLIDE, SKATE, SKI, AND SNOWBOARD safely in the snow...
and stay away from playground equipment.
Review these general winter
safety tips with your children...
• Pay attention to weather: Wear sunscreen
& UV protective sunglasses on sunny days;
Wear protection against cold and wind chill.
• Never throw snow at other people
(snowballs can contain ice chuncks and stones.)
• Don’t bury anyone in snow, make tunnels, or
play in snowbanks at the road side. There is a
risk of suffication or the possibility of being
swept under a snowplow.
• Don’t let your children eat snow. Even white
snow can contain air pollutants, soils, and
animal feces.
• Educate your children about snowmobile
laws, legislation and risks.
When you’re out sliding, skating, skiing or
snowboarding this winter, teach and model the
following safety behaviours or rules to your family:
• Always wear a CSA approved helmet and
wrist protection when skating, skiing, and
snowboarding.
• Always check that your equipment is in
good condition and fits properly.
• Do warm-up exercises/stretches before
each activity.
• Check for hazards before you slide, ski, skate,
or snowboard: look for rocks, ice patches, trees,
roads, and rivers. Always make sure you have
plenty of room to stop at the bottom of the hill.
• Teach the basic skills or seek out a certified
instructor if your child is a skiing/snowboarding
beginner.
• Don’t wear scarves. They are a choking/
strangulation hazard; Wear a neck warmer instead.
Reduce injuries. Supervise your child closely!
For more information on injury prevention strategies,
call the Sudbury and District Health Unit at 705-522-9200.
To report a concern or an accident at your neighbourhood playground, call 3-1-1.

New Community Development Initiatives and Community Engagement
Recently, a number of new initiatives have moved from the planning stage towards action! These initiatives, among others, involved
consultation and engagement with our community. The City of Greater Sudbury is proud of these accomplishments and collaboration
that occurred through these projects.
Parks, Open Space, Leisure Master Plan Review
The City of Greater Sudbury 2004 Parks, Open Space, and Leisure
Master Plan was passed by City of Greater Sudbury in July of this year.
The implementation strategy identified in the Master Plan document
will be used as an action plan to guide the development of programs,
policies and facilities for the next 10 years.
Northern Water Sports Centre
This project is a partnership between the City of Greater Sudbury, and
the Northern Water Sports Centre, and will support the programs of
their founding partners: the Sudbury Canoe Club, the Sudbury Rowing
Club, the Sudbury Dragon Boat Festival and the City of Greater Sudbury.
It is located at 206 Ramsey Lake Road, near the existing boat launch.
The new facility will support the programs of the volunteer-run club
partners which offer a variety of non-motorized water sports programs.
The centre has garnered a tremendous amount of community support
and will include the construction of two, fully accessible buildings with a
courtyard and large, hard surfaced apron to facilitate wheelchair access
to the docks and beach. The opening of this facility is expected to be
complete prior to summer 2015.
Arena Renewal Strategy
In support of the Arena Renewal Strategy, Council has approved a
number of arena initiatives, most recently, repairs to the Chelmsford
Arena. The arena will be closed for the 2014 - 2015 season, in order to
complete the arena renewal. The estimated cost of the Chelmsford
Arena renewal project is $2,335,000 and will include the replacement
of the main rink floor, rink boards, glass, protective netting, rink
lights, public seating, and construction of additional dressing rooms,
washroom and dressing room upgrades, mechanical, heating and
general building upgrades. The re-opening of this facility is scheduled
for the fall of 2015.

Healthy Community Initiative Communauté en santé
Healthy Community Charter
We, the members of the Healthy Community Cabinet for
the City of Greater Sudbury, believe a healthy community
is one which embraces a broad vision of health through
intentional and balanced economic, environmental and
social development. We believe that when the values of
the healthy community are shared, we will enhance
overall public health and sustainability.
We, the members of the Healthy Community Cabinet of
the City of Greater Sudbury, recognize our civic
responsibility as stewards of the community and the
importance of taking action, through:
• mentoring
• education
We embrace the World Health Organization’s definition
of a Healthy Community as a place which is constantly
improving its physical and social environment and, using
the resources of the community, enables its citizens to
help each other carry out their daily tasks and develop
their potential.
To ensure that future generations enjoy an enhanced
quality of life and have access to the same opportunities
and benefits available today, organizations and
individuals will contribute to a healthier community by
supporting local, provincial and national initiatives and
by working to move Greater Sudbury towards:
We support the United Nations University Regional
Centres of Expertise model for sustainable development,
which seeks to engage people of all ages in the assumption
of responsibility for creating a sustainable future through
public awareness, education and training.
Human Health and Well-being
A community that
• encourages individuals to take ownership
of their health and well being
• supports individual and family wellness
and safety programs
• assigns appropriate resources to build capacity
and equitable access for all
The Healthy Community Charter focuses on
four priorities:
•
•
•
•
Human Health and Well-being;
Environmental Sustainability;
Civic Engagement/Social Capital; and
Economic Vitality.
Environmental Sustainability
A community that
• takes pride in its neighbourhoods
 practices, protects, and preserves its natural assets for
future generations
 regulates and enforces further environmental
protection initiatives
This Healthy Community Charter will bring together
expertise from government, education, business,
planning, parks and recreation, economic development,
public health, public safety, emergency services,
community groups and individual residents, to create a
supportive and caring environment that fosters active
living and wellness, now and into the future.
Civic Engagement/Social Capital
A community that
• celebrates and encourages individual and group
contributions
 adds economic, environmental and social value
through collective and corporate social responsibility
 is responsive and open to individual and
neighbourhood diversity and supports safe
communities
We see progress towards a healthier sustainable Civic
Engagement community requiring strong political
leadership, broad participation and community
engagement. Through concerted effort and action, we can
improve the quality of our community and individual
health through:
•
•
•
•
• modeling
• advocacy
Economic Vitality
A community that
• supports and promotes what it has to offer
 fosters local employment, skill development and
investment in new business ventures
 provides resources to encourage and promote
existing and new business opportunities
capacity building for leadership and diversity;
partnerships;
education; and
advocacy for change.
Working together for a healthy sustainable community
