of Directors at the 2013 Annual Stockholders’ meeting held in Albany, Georgia. Nearly 250 members and
guests attended. Members of the agricultural cooperative

The annual meeting provides an opportunity for members
to review the Association’s financial performance, as well

Borrowing Costs, Expectations
Drive Area Land Values

F
arm real estate (include land and buildings) is the major
asset on the farm sector balance sheet, accounting for
nearly 86 percent of total U.S. farm assets in 2012.
In addition to being the largest single investment item
in a typical farmer’s portfolio, farm real estate is the principal source of collateral for farm loans, enabling farm operators to finance the purchase of additional farmland and
equipment or to finance current operating expenses.
Current farmland values are driven not only by current returns and borrowing costs but also by investors’
expectations about future returns. These expectations
are affected by market factors, the U.S. economy’s growth
rate, world supply and demand factors, the dollar exchange rate, inflation, and government farm policies. Unexpected changes in any of these factors can change investor expectations, which in turn can affect the current
value of farm assets.
Farmland values rose throughout much of the postWorld War II period. Real farmland prices increased 92
percent from 1969 to 1981, as agricultural producers responded to high returns and federal policies encouraging investment in agriculture. After 1981, farmland values began to decline in response to rapidly rising interest
rates and higher energy prices. Since the farm crisis of the
mid-1980s, farmland real estate values (including land
and buildings) have been rising in both nominal and real
(i.e., inflation-adjusted) terms. Between 1994 and 2004,
real values increased between two and four percent annually, and in 2005 and 2006 increased by 16 percent and
10 percent respectively. Since then, real growth in farmland values has slowed, but is still increasing by three to
five percent annually. States in several regions, including
the Corn Belt and Great Plains, experienced double digit
growth between 2010 and 2012, while many states in the
southeast and northeast experienced declines.
Farmland Values Rise Slightly
When you crunch the numbers, the numbers tell the
whole story. A study over an 8-year period of large real estate tracts in southwest Georgia shows that the number of
land sales is down significantly from past years, but the average price of southwest Georgia farmland has improved
slightly since 2010. Still, current prices are at 2005 levels.

When you ask area real estate professionals about their
perceptions for 2013, the majority believe that farm land
and recreational land values will hold steady in 2013, with
approximately the same number of sales to occur in 2013
as in 2012.

The United States farm real estate value, a measurement of the value of all land and buildings on farms, averaged $2,650 per acre for 2012, up 10.9 percent from revised
2011 values. Regional changes in the average value of farm
real estate ranged from a 26.7 percent increase in the Northern Plains region to a 4.1 percent decline in the Southeast

region. The highest farm real estate values were in the Corn
Belt region at $5,560 per acre. The Mountain region had the
lowest farm real estate value at $974 per acre.
Farm real estate values in Georgia for 2012 averaged
$3,500 per acre, a reduction of 7.9 percent from 2011 and 19.5
percent from 2007. Average values of cropland for Georgia
fell slightly in 2012 to $3,360 per acre. This can be from any
number of contributing factors but the biggest one is likely
drought and how it affects dry land growing areas. However,
in southwest Georgia real estate values have been increasing
mainly due to the large amount of irrigated farmland.

While much of the market value of agricultural land
reflects potential capacity to produce crops and livestock,
nonfarm factors such as recreation and urbanization potential also influence market value. In States where farmland is
in great demand for conversion to urban use, much of the
market value of farmland is attributable to nonfarm demand.
The importance of this effect can be seen by comparing
cash rent-to-value ratios. Cash rents are believed to be good
indicators of current annual agricultural returns, while
market value includes the effect of nonfarm influence.

According to USDA, cash rent to land values in Georgia
have been in a steady decline from 1999 to 2009, but the
momentum has changed in the last several years due to increases in profitability of agricultural property in the state.

Expectations for 2013 are shaping up to look a lot like
that of 2012, perhaps with a little more hope that consumer confidence will continue to increase, and the number of
sales may increase, as well, with more investors willing to
part with some liquidity.
Most likely, the rising trend in farm land values can
be attributed to record commodity prices and few sellers. In contrast, low income producing properties such as
recreational land will stabilize with no increases in price
expected until national and regional economic conditions
improve and consumer confidence increases. As opposed
to agricultural land, there are many more sellers than
buyers in the recreational land market which tends to
depress valuations. The properties that are selling at this
time are typically distressed with a primary motivation of
converting to liquidity.
Will we continue to see southwest Georgia farm land
values rise to values of $5,000 or $6,000 per acre as seen
in the Midwest? It is doubtful. The production capacity of
southwest Georgia real estate is below that of the areas in
the Midwest and thus the corresponding returns on the
production capitalize into lower values for local agricultural property. However, as long as commodity prices stay
high and production costs remain in check, local agricultural real estate values should at least remain at current levels
in the near term.
Recreational properties with limited income producing capabilities are forecasted to continue to hold at its
current level or slightly decline. Next to housing, this type
of real estate has seen the largest hit to real estate prices
throughout our region. Until general economic conditions
improve and prices fall to such low levels to induce institutional investors to part with liquidity, little activity in this
market is expected.

Game Changers and the
2013 Playbook

A
new year has arrived with its share of challenges
and uncertainties. The playing field of agriculture is
interconnected with the complexities of the global
and domestic economies that are impacting business, family and personal lives. What will be the game changers for
2013 and beyond? How will they alter the playbooks of
businesses competing on the agriculture playing field?
The Supersized Super Cycle
The supersized super cycle of commodity agriculture
has lasted a decade, nearly 2.5 times longer than the three
previous super cycles in the past century. The major game
changer was growth of the emerging nations, with China
at the fulcrum. Other game changers such as the shift to
biofuels; an emergence of oil, gas and minerals fueled by
the Federal Reserve maintaining a low value of the dollar
to encourage exports; and low real interest rates have presented profit and wealth to many of the 60 million people
who reside in rural America.
Offense Versus Defense
The benefits of the supersized super cycle have not been
equally distributed across the agricultural industry. On the
offensive side, grain, oilseeds and some of the fiber sectors
have experienced long profit windows with minimal and
shallow downturns. The managers’ playbooks in these sectors reward specialization and consolidation as an offensive
strategy. Land prices, both for purchase and cash rent, have
skyrocketed particularly in the upper Midwest, creating paper wealth on the balance sheet that has not been seen in
decades. Margin compression is now being experienced as
a result of higher input costs and increased fixed costs, particularly related to land. This requires one to focus on budgeting and scenario planning as a top priority.
Contrast this to the livestock, poultry, horticulture and
forestry industries, which have been oriented toward the
defensive section of the playbook. Throughout this super
cycle, there have been short profit windows with extended
sharp downturns. Specialization has been a risky play, and
many of these businesses have shifted to producing grain as
producers seek profits and enterprises that are less laborintensive as a lifestyle choice. Increased regulation relating
to consumer and food issues, animal welfare, the environment and labor has taken some of the economic glow off
this side of agriculture.
Weather and “Black Swans”
Every “quarterback” of an agricultural business must
keep an eye on weather, both locally and globally. Weather
patterns in the southern hemisphere and in production belts
in the U.S. and Europe this winter and next spring could result in wide swings in prices and input cost. A back-to-back
drought could mean a paradigm shift for the livestock and
poultry industries. The weather and “black swans,” such as
military escalation in the Middle East, or a cyber-attack that
could knock down electrical systems here or abroad are major events that would result in playbook strategy changes.
Playbook Strategy
A solid playbook in this environment requires planning alongside a good set of assistant coaches and advisors
providing input.
• First, developing a business plan with goals, objectives
and actions for 2013 is a good first quarter strategy.
• Once your year-end results come in, schedule
an appointment with your lender to go over the
numbers and trends.
• In the third and fourth quarters, regardless of business
size, map out your business growth, evolution, and
transition plans. In these plans, maintain modest
debt levels with financial liquidity in cash. Expect a
10 percent increase in federal, state and local taxes
since the tax rate and accelerated depreciation levels
will both change. In sorting out game changers and
adjustments to the playbook, determine what you
can manage, and then define the factors out of your
control that you must manage around.
• Finally, prioritize your priorities in an effort to
optimize your time, money and energy.

Students to Attend 2013
Cooperative Youth Conference
T
he 29th Annual Georgia Cooperative Youth Conference will be held July 15-19 at the Georgia FFA/FCCLA
Center in Covington. The Georgia Cooperative Council sponsors this conference as part of its ongoing mission
to educate students about cooperatives, to build students
leadership skills and promote teamwork through a series of
exercises, training and presentations.
During the five-day conference, students will gain
first-hand experience in cooperative education; learning
about cooperatives in Georgia and exploring how fundamental cooperative principles affect business decisions.
They will also engage in activities such as the Congressional Insight Game, a two-day personality assessment that
teaches students how to efficiently work with a range of
character types.
Students will also have the opportunity to engage in
leisure activities, such as mixers and ropes courses, that will
allow them to develop their social and networking skills.
Southwest Georgia Farm Credit will sponsor up to three
students to attend the 2013 Cooperative Youth Conference.
Applicants should meet the following qualifications:
1.Must have completed freshman year of high school,
but not yet attending college.
2.Must not have previously attended the conference.
3.Must be recommended by an FFA Advisor or 4-H or
County Extension Agent or Home Economics teacher.
4.Should also demonstrate leadership abilities.

for the time period July 1, 2012, through December 31, 2012, for
sales of 50 acres or greater that were available through a public
records search. Commercially-zoned land/properties, as well as
transactions deemed not to be arms-length, are not included in
this summary.
