Outlaw Lynn pistol peddler avoids trial, pleads guilty
His clientele knew him as “Mr. Smith,” but yesterday Michael Fowler owned up to who he really
is: a trafficker of illegal handguns. Fowler, 36, of Lynn, pleaded guilty to being an unlicensed
arms dealer one month shy of his trial date in U.S. District Court.
At least 15 pistols prosecutors were prepared to prove could be traced to Fowler remain on the
streets. A .45-caliber semiautomatic Fowler purchased in Maine turned up in the hands of
someone Boston police arrested just 28 days later. A car stopped by Quincy police contained two
9mm semiautomatic pistols under the front seat that Fowler had sold just a couple months earlier,
court documents state.
A search of Fowler’s home and garage at 62 Nahant St. in Lynn by agents from the federal
Bureau of Alcohol, Tobacco, Firearms and Explosives yielded four silencers, more than 4,000
rounds of ammunition, 14 serial-number plates from Glock and Smith & Wesson handguns, two
manuals on how to build a silencer, drivers’ licenses from three states and altered Social Security
documents.
The majority of the 28 guns Fowler was charged with trafficking were purchased
in Maine through ads in Uncle Henry’s Swap and Sell Guide. These were private
sales with no background check, no records kept, no questions asked. Here is a

Stanley Jenkins, 24, is charged with bringing crack cocaine to Maine and guns to Boston.

A federal judge has scheduled a Feb. 2 trial for the alleged leader of a cocaine and weapons ring that operated
for more than a year between Boston and southern Maine.
Stanley Jenkins, 24, of Boston is charged with six felony counts, including conspiracy to distribute cocaine and
illegal dealing in firearms.
Four other defendants, including a 38-year-old mother of two from North Yarmouth, have already pleaded
guilty to their roles in the conspiracy. They face a minimum of 10 years in prison when they are sentenced later
this year.
According to a scheduling order filed Wednesday at U.S. District Court in Portland, Jenkins' lawyer has two
weeks to inform the court whether he will plead guilty or proceed to trial. The lawyer, Bruce Merrill of Portland,
could not be reached for comment. Assistant U.S. Attorney Daniel Perry, who is prosecuting the case, also could
not be reached.
An investigation covered a 14-month period between December 2006 and February 2008, resulting in a grand
jury indictment of all five defendants in May.
Jenkins, who uses the alias "Styxx," organized the conspiracy, which brought more than 50 grams of crack
cocaine into southern Maine, Perry alleged in court documents. While Jenkins was bringing the drugs north, he
also was obtaining about 20 guns in Maine and taking them south to Boston, Perry claimed.
According to the prosecutor, Jenkins used the popular weekly classified bulletin Uncle Henry's to find the guns
he wanted. Then, he would have several other individuals buy the guns for him. Three of the guns were seized by
Boston Police officers during separate incidents in 2007.
"The evidence would include testimony from witnesses that each of the individuals from whom a firearm was
recovered in Boston was an associate of Styxx," Perry wrote in a summary of the case against Jenkins.
"The evidence further would show that each of these recovered firearms was sold through a listing in Uncle
Henry's," Perry wrote.
The issue of guns from Maine showing up in Boston was a source of controversy a few years ago, when an
advocacy group put a message on a 250-foot billboard in Boston, claiming that Maine's lax gun-control laws
were helping to fuel violence in the city. Massachusetts requires buyers of guns from private sellers to pass the
same criminal background checks required of buyers of weapons from federally licensed firearms dealers. In
Maine and several other states, private purchasers of firearms are only required to supply proof of residency in
that state.
Jenkins' criminal history includes 11 arrests in the past seven years. In his order of detention for Jenkins, U.S.
Magistrate Judge John Rich noted that three of those arrests involved "possession of a large capacity firearm or
feeding device, or machine gun."
According to court documents, Jenkins' principal ally in the conspiracy was Patricia Morrison of North
Yarmouth. She pleaded guilty Dec. 23. Morrison admitted to using her Deer Ridge Road home as a distribution
hub for the cocaine and guns.
A lifelong Maine resident, Morrison, 38, has an extensive criminal history, including at least 10 arrests on drugrelated charges in the past three years.
Shortly after she was indicted, Morrison told Rich, the federal judge, about her long history of drug addiction
and abuse.
"She has smoked marijuana for 21 years" and, before her arrest, had been addicted to cocaine since May 2006,
Rich wrote when he ordered Morrison to be detained pending resolution of her case.
During her detention on the conspiracy charge, Morrison completed a month-long program at Crossroads, a
substance-abuse treatment program for women.
The other defendants who pleaded guilty Dec. 23 were Janee Leary, 20, of Boston, Roland Davis, 45, of
Freeport, and Gregory Odom, 25, whose address is listed as York County.
