Hamdan Bin Mohammed Bin Rashid Al Maktoum 2nd International Football Championship Under 19 Our Vision Creating A Unique Sports Community Publication Series of Dubai Sports Council 55 His Highness Sheikh Khalifa Bin Zayed Al Nahyan President of the UAE His Highness Sheikh Mohammed Bin Rashid Al Maktoum UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum Crown Prince of Dubai Chairman of the Dubai Sports Council Introduction: Dubai Sports Council gives considerable attention to the youth and age groups as part of the Strategic Plan of the Council, given that these categories are the main pillar of the clubs and national teams. These categories helped our teams reach great achievements, including winning the Asian Cup for Youth in 2008, standing out in the FIFA World Youth Championship in 2009, playing in the finals of FIFA World Youth Championship in the same year, winning the GCC Championship for juniors, and finally qualifying to the football finals in London Olympics. Based on the importance of the youth, the Council has launched an international championship for young people under the patronage of His Highness Sheikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Sports Council. The first edition was held in 2009 with the participation of teams representing three local clubs which are Al Nasr, Al Wasl and Al Ahly. These teams competed with three teams: Saint-Germain, Werder Bremen and Valencia. Dubai Sports Council has the pleasure of organizing the second edition of this major championship with the participation of 10 teams for youth. Six teams represent Dubai clubs, in addition to the following teams: Al Jahra (Kuwait), Lens (France), Birmingham (England), and team players from 8 the Italian League for professionals (under 19 years) in order to allow for our teams to interact with these teams and to increase the expertise of our young players. The Dubai Sports Council considers this championship as an essential link in a chain of events, tournaments, activities, seminars and workshops organized for our clubs and football companies in Dubai, where positive results from all these events converge to form the integrated image of the desired objectives and development of the football sector. We welcome all the participants in the championship and wish them to benefit on a technical level, and to take advantage of the meetings and cooperation between local and foreign clubs for the development of football. General Secretary 9 Hamdan Bin Mohammed Bin Rashid Al Maktoum 2nd International Football Championship Rules 1- The international tournament matches will be held in two groups (A and B) wherein all teams will compete. Group A • Italy Lega Pro (ITA) • Al Shabab Al Arabi FC(UAE) • Al Nasr FC(UAE) • Dubai FC(UAE) • Al Jahraa FC(KWT) • RC Lens(FR) • Birmingham FC(UK) • Al Wasl FC(UAE) • Al Ahly FC(UAE) • Hatta Club(UAE) Group B 2- When all matches of the both groups are played, teams will be ranked from 1 to 5 according to the points earned by each team. The two teams reaching the first and second positions after recording the highest number of points shall be qualified from their groups for the semi-final and final rounds. 3- In case of equalization between two or more teams upon the end of the matches of the two groups, the following will occur: 10 • Adopting the result of direct confrontation between the two or more teams equalizing in order. • Adopting the goal difference (scored + conceded) • Identifying the team scoring most. • Identifying the team with less goals conceded. • Identifying the team with less punishments (warnings and kick-outs) • If we reach equalization again, a toll is taken. Players allowed to enroll in participating teams: 4- Players born in 1992-1993 -1994-1995 and registered at their clubs will be allowed to take part. 5- Participating teams may have two (2) unregistered players on a trial basis. • Match regulatory rules: 6- The winning team will be given three point score, and in case of a draw, each team will be given one point. The loser will have no points. 7- Matches will be played for 80 minutes in two equal halves, with a half time of no more than 15 minutes. 8- If the regulation time in semi-final, final and the third and fourth position matches ends in a draw, an extra time of 20 minutes will be played on two equal halves. If the draw continues, penalty kicks will be played from the penalty mark. 11 9- More than one player may be substituted during the match. In all cases, the substituted player may not return to participate in the same match again after being substituted. 10- Participating teams will be responsible for submitting players’ cards (names should be in English) approved by the organizing committee. 11- Teams must be present at the playground at least one hour before kick-off. 12- The executive of the participating team will list the names of his players and their numbers, the names of the coaching staff, administrative and medical teams. 13- Matches will be run by Referees appointed by the UAE Football Association. 14- Members of the coaching staff and the administrative and medical teams will only be admitted to the playground during matches. 15- Matches will be played on approved playground, with a 5 size ball to be approved by the match’s referee. 16- Clubs hosting the international tournament will ensure that power will never be cut during matches played under floodlights. The organizing committee, in case of power outage, will hold the delayed match on the following day. In the event of power outage, the referee will terminate the match, regardless of the result or the remaining playing time, and will impose all necessary administrative and disciplinary actions. 17- Kick-off will never take place unless each team has at least nine players. 12 18- Each team shall have at least seven players during the course of the match. If the number is less than seven players, the referee must end the match and record whatever result is scored in the playground after giving the time he deems appropriate to that team in order to complete the number of its players. 19- If a player is injured during the match, no more than two persons will be allowed to enter the playground, after getting permission from the referee,. 20- All players must wear the compulsory outfit for the match, including a t-shirt and shorts with the number printed on them, stockings, shin pads and shoes. Shin pads must be completely covered by the stockings and footballers may wear tights provided that it is with the same color of the main shorts. Goalkeeper may wear a tracksuit instead of the shorts. Such tracksuit must have the same number of the shorts. 21- Participating teams must use their shirts with their distinctive colors approved by the organizing committee. Each participating team shall bring two different colors of shirts. The colors of the shirts used by the teams throughout the tournament will be chosen during the Technical Meeting of the tournament. Teams must not play with similar shirts. 22- No player shall wear a number different from the one registered in the Match Report. The number must be the same on all the clothes of the player. 23- One person only from the coaching or administrative staff may 13 give instructions over the field to the players during the course of the match. The person giving instructions must return to his place through the coaching area. 24- Players must shake hands before and after the match as a confirmation of fair play. • Administrative and disciplinary procedures: 25- A team whose players become less than seven during the course of the match shall be penalized as follows: • For the first offence, the team shall be deemed to have lost the match 0-3, unless its actual result is more than that. • For the second offence, all results achieved by the team during the tournament shall be eliminated and the team will be disqualified. 26- A withdrawing team from a match shall be deemed to have lost that match 0-3. 27- A team shall be deemed to have lost the match 0-3, unless its actual result is more than that, if it commits one or more of the following violations: • If it allows a player to play in a certain match with the card of another player. • If it allows a player to play although he is not legally allowed to play such match. • If it changes the players’ clothes approved by the technical committee. 14 • If it fails to attend, fails to have the minimum number of players or arrives more than 15 minutes after the scheduled time of the match without any acceptable justification. 28- Results achieved by a team in the tournament shall be eliminated if it commits one or more of the following violations: • If it withdraws from any official match after the minimum number of players is complete in the playground, whether before kickoff or during the match. • If it manipulates its results in order to influence the results of another team or teams participating in the tournament. • If it fails to participate twice in the tournament it is taking part in without acceptable justification. • If it fails to participate, fails to have the minimum number of players or arrives more than 15 minutes after the scheduled time of the match with the aim of influencing the general order. Penalization shall be imposed on the two competing teams if they commit the same violation. 29- The player shown two yellow cards or a direct red card in the same match shall be banned for one match. 30- The player shown three yellow cards shall be banned for one match. 31- All yellow cards shown to the player during the matches of the first round shall be eliminated. 32- If the player is shown a red card for misconduct or bad conduct, the 15 matter shall be referred to the Organizing Committee. 33- Players are not allowed to show what they wear under the shirts, including catchwords, advertisements or any picture. If they break this rule, they shall be warned for unsporting behavior. 34- Players are not allowed to make any unacceptable gestures or practices that come in contravention to the customs and traditions before, during and after the match or after scoring a goal. A player who takes off his shirt, in a gesture of rejoice after scoring, must be shown a yellow card for unsporting behavior. 35-If the match is discontinued for any reason, any yellow or red cards shown to any player during the played time shall continue to be valid and in effect. 36- Any executive person or coach behaving inappropriately or found to have unsporting spirit shall be penalized by all or some of the following penalties: • Reprimand • Warning • Discharge from playground 37 - The executive person of the team will receive a copy of the referee’s report which includes the result of the match and the yellow and red cards shown. Such report shall be an official notice to the team for the result and sanctions. 38- Objections are filed after the match to the organizing committee. No objections to the performance of referees shall be admitted. 16 39- All the provisions mentioned herein shall be subject to the UAE Football Association regulations.
