The County's largest city, the City of Sacramento, is the seat of government for California and also serves as the county seat. Sacramento became the State Capital in 1854. The County is the major component of the Sacramento Metropolitan Statistical Area (SMSA) which includes Sacramento, El Dorado and Placer Counties. Sacramento County is an innovative, progressive, dynamic organization that continually strives to meet the changing needs of the residents of the County. Sacramento County encompasses approximately 994-square miles in the middle of the 400-mile long Central Valley, which is California's prime agricultural region. Sacramento County extends from the low delta lands between the Sacramento and San Joaquin rivers north to about ten miles beyond the State Capitol and east to the foothills of the Sierra Nevada Mountains. The southernmost portion of Sacramento County has direct access to the San Francisco Bay. Sacramento is known as the “River City” and has an abundance of water-oriented activities. Sacramento is home to the exciting Sacramento Kings basketball team, the Sacramento River Cats Triple-A baseball team, historic Old Sacramento, the State Railroad Museum, Crocker Art Museum, Stanford Mansion, Sacramento Zoo, Sutter’s Fort, and the State Capitol Building. Sacramento County’s total operating budget is $3.7 billion with over 11,000 employees. THE SHERIFF’S DEPARTMENT The Sacramento County Sheriff’s Department provides a wide range of law enforcement services to a diverse constituency of approximately 1.4 million people. The jurisdiction encompasses nearly 1,000 square miles, with environments ranging from dense urban communities to sprawling ranchland. The Sheriff, an elected official, is responsible for over 1,900 personnel. Front line law enforcement services including emergency 911 dispatch, patrol, investigations, forensic follow up, and property are provided directly to over half a million residents. Inmate medical care is provided in-house by professionals assigned to the Correctional Health Services Division. The Sheriff provides bailiff and security services to the Superior Court, and serves legal process throughout the county. The department supplies staffing to regional homeland security task forces, and provides the security forces stationed at critical infrastructure such as the Sacramento International Airport and the Folsom Dam. Other regional services include marine patrol of 700 miles of navigable waterways, and law enforcement air support. Inspector General INSPECTOR GENERAL DUTIES The Inspector General is an independent monitor who will provide oversight of investigations of citizen complaints against the Sacramento County Sheriff’s Department to ensure they are objective, fair, and complete. They will inform and advise the Board of Supervisors, the Sheriff and the County Executive relative to their findings. Duties include: Track and monitor specific high profile or serious complaint cases Review completed investigations dates about the progress and outcome of the investigation act to mediate or facilitate resolution of disputes between the Sheriff’s Department and community members Meet with the community in various forums Make independent determinations regarding investigations Listen to and address public concerns about law enforcement Advise of any investigation which appears incomplete or otherwise deficient Serve as community and complainant liaison and information conduit Accept citizen complaints to be forwarded for investigation Attend meetings of the Sheriff’s Outreach Community Advisory Board Prepare and present an annual report to the Board of Supervisors, which includes statistical information, analysis of trends, identification of pervasive and emerging problems, and recommendations for improvements to law enforcement services and the citizen complaint and investiga tion process Provide complainants with up- To advise the Sheriff on the establishment of an “early warning system” which can identify patterns of employee behavior or actions that may lead to misconduct or pose safety concerns Monitor or independently investigate any other matter as requested by the Sheriff or as directed by the Board of Supervisors Independently interview or reinterview complainants and citizen witnesses in exceptional cases Upon invitation by the Sheriff, THE IDEAL CANDIDATE A BA/BS degree from an accredited university is required, a masters degree or juris doctorate is highly desirable. The individual selected by the Board of Supervisors and Sheriff must possess specialized skills, attributes and experience, including a thorough understanding of: The principles/practices of modern public administration, especially in law enforcement; General law enforcement practices, especially related to use of force, detention, arrest, searches, forcible entry, jail operations and custodial practice; California and Federal law related to public safety internal investigations; Essential elements contained in the California Public Safety Officers Procedural Bill of Rights Act (California Government Code §3300 et seq.); Working with individuals of diverse ethnic, cultural, and socio-economic backgrounds; Public relations practices and techniques, including public speaking; Current literature on police oversight concepts and practices, research methods, report writing techniques, statistical concepts and methods; and General legal principles, practices, terminology and documents. Inspector General POSITION INFORMATION AND COMPENSATION The Office of Inspector General has broad oversight powers that include the evaluation of the overall quality of law enforcement, custodial, and security services; the authority to encourage systemic change; and will provide “monitor style” oversight of the Sacramento County Sheriff’s Department. The individual selected as Inspector General will enter into a personal services contract with the County of Sacramento, and will not be an employee. The County will supply office space, but the contractor will be responsible for many of the incidental costs of operation. The contract amount is subject to negotiation, but the intent is for the contractor to realize net compensation (after expenses but before taxes) in the range of $80,000 to $120,000 annually, depending on qualifications and experience. The contract for Inspector General will be administered by the Office of the County Executive. The contractor will not have a direct relationship with the Sheriff, nor will he/she be subject to the direction and control of the Sheriff’s Department. The contractor will work closely with the Sheriff’s Department, but it is essential that the contractor be independent. The Office of Inspector General will have frequent and ongoing interactions with the Sheriff’s Professional Standards Bureau regarding the status of investigations, and will be housed in close proximity, but in separate and distinct office space. An administrative position and clerical support will be assigned to the Inspector General to support the activities of the office.
