2007 Yearbook Dallas-Fort Worth * Greater New York * New Mexico OCEESA * San Francisco * Seattle 2007 CIE-USA Yearbook About CIE-USA Chinese Institute of Engineers, CIS-USA, is a professional non-profit and non-political organization founded in1917 in New York by a group of talented and forward-looking Chinese engineers who graduated from American colleges and worked in American railroads and other various industries. On July 15, 1953 the United States Chapter was re-established as an independent entity known as CIE-New York. It was formally registered in the State of New York in 1963 as CIE-New York, Inc., a nonprofit engineering organization. In 1977, the institute was renamed as CIE-USA and its activities engaged members from all parts of the United States. Chinese-American Engineers in the US have played a significant role in the rapid growth of technology and communication throughout the United States. In order to coordinate the engineering and scientific professional activities and organizations in the major metropolitan regions in the US, the CIE-USA National Council was formed on November 8, 1986. The CIE-USA National Council consists of 6 area chapters: the Greater New York Metropolitan Area, San Francisco Bay Area, Seattle, Dallas/Fort Worth, New Mexico and OCEESA. Nuyen (Boeing); Mr. Snehal Patel (Boeing). 2007 CIE-USA Yearbook AAEOY 2008 Award Event The AAEOY award is presented each year as part of the US National Engineers Week to honor outstanding Asian American engineers in academia, public service, and industries. It provides an unique national platform to recognize Asian American role models for their accomplishment and increase the awareness of Asian Americans’ contribution to the society. Because of the commitment to diversity and innovation, this event has been very well received nationwide by corporate, community, and academic. Since this year CIE-USA is the co-host of 2008 E-Week with IBM, the AAEOY event has been one of the focal points among all E-Week events. The 2008 AAEOY was hosted by CIE-DFW chapter on March 1st, 2008 at Richardson, TX. This was the 7th AAEOY Award and returned to its origin, DFW chapter, as the beginning of the second generation. The whole event has been divided into 5 different stages with special focal within each stage: 1) The first part started with Awardee dinner hosted by Lockheed Martin after the Lockheed Martin DFW Aeronautics tour on Friday afternoon, February 28th. Mr. Emmanuel Zulueta from Lockheed Martin received a special award from AAEOY Chairman, Yi Zhao, for his support to this event. Many awardees enjoyed both the tour and the dinner as the pre-award event being kicked off. 2) On the morning of the event date, March 1st, DFW chapter hosted a Dallas city tour for the Awardees and their family members. 3) A Special VIP reception sponsored by Northrop Grumman was hosted prior to the Award Banquet. More than 200 special guests joined this delicately arranged reception. 4) Award Banquet was the focal point of the whole event. 16 awardees along with their families and the Keynote Speaker, Mr. Ralph Heath, Executive Vice President, Aeronautics of Lockheed Martin Corporation, are among the 600 guests enjoyed a special night with warm and upbeat atmosphere. There’re many touching moments while the Awardees gave their speeches after receiving the award; their accomplishment within their career and the contribution to the society are far beyond this award can represent. 5) The first time ever post-Award entertainment, the Casino Night, was hosted to extend the enjoyment and hospitality provided by the host chapter. The relaxed and joyful arrangement has marked a perfect completion for this exciting event. The 2008 AAEOY event had received strong support from government, corporate, academic and community sectors. The special messages from President George W. Bush and Secretary of Labor, Ms. Elaine Chao were among many others to support this meaningful gathering. Our national sponsors included Boeing, IBM, Lockheed Martin, Microsoft, Northrop Grumman, BP, 2007 CIE-USA Yearbook Raytheon, GM, Symmetricom, Texas Instruments, EDS, Fluor, and Sandia National Laboratories. Mr. Ralph D. Heath, Executive Vice President, Aeronautics of Lockheed Martin Corporation, delivered Keynote speech during the award banquet. The most prominent Lifetime Achievement award was presented to Dr. Paul C. W. Chu, the President of Hong Kong University of Science and Technology, for not only his pioneer works in the arena of basic and applied research of high temperature superconductivity but also his leadership and contribution to the modern education. Mr. Sanjiv Sidhu, Founder of i2 Technology, was another recipient for the Lifetime Achievement Award. He was not able to receive the award at the banquet but had sent a message to thank CIE-USA for such honor. Asian American Engineer of the Year was also awarded to 15 distinguished corporate leaders, engineers and scientist. They are Dr. Bo Chen (BP, Naperville), Ms. Kay K. Kapoor (Lockheed Martin), Mr. Clayton K. S. Kau (Northrop Grumman), Ms. Hye-Young McCreary (IBM), Dr. Venu Mennon (Texas Instruments), Mr. Paul D. Nuyen (Boeing), Mr. Aaron K. Oki (Northrop Grumman), Mr. Snehal R. Patel (Boeing), Dr. Gururaj Rao (IBM), Dr. Sudhakar K. Rao (Lockheed Martin), Mr. David R. Since the event and its program presentation has been redesigned to promote the image and its value towards diversity, the success of the event has been overwhelming congratulated among the sponsors, awardees, communities, and volunteers. He delivered a rather touching acceptance speech. Mr. Paul D. Nuyen (Boeing) accepted his award and also thanked his family for giving him the support. During the acceptance speech, Dr. Sivaramakichenane Somasegar (Microsoft) thanked his family for their support. Dr. Chuantao Wang (General Motors) accepted his award. Accompanied by his wife, Dr. Wang enjoyed his stay at Dallas for a life time memory. 2007 CIE-USA Yearbook Dr. Hong-Jiang Zhang (Microsoft) came to Dallas from China to accept this award. Dr. David Daniel, President of University of Texas at Dallas, introduced Lifetime Achievement Award winner - Dr. Paul C. W. Chu. 2007 CIE-USA Yearbook The special Lifetime Achievement Award was presented by Mr. Patrick Chang, Chairman of CIE-USA, to Dr. Paul C.W. Chu, President of the Hong Kong University of Science and Technology. Dr. Paul C.W. Chu made a memorable acceptance speech for his Lifetime Achievement Award after the warm standing ovation from more than 600 audiences in the banquet. 2007 CIE-USA Yearbook Mr. Patrick Chang and 2008 AAEOY team finalized the AAEOY event and transferred the event seal to the 2009 AAEOY team – CIE San Francisco Chapter. One of the most successful AAEOY events concluded with many enjoyable surprises to the Award Recipients and the special guests. The VIP Reception, the Awardees Banner, the red carpet, the newly designed stage, the Award entertainment, the ‘Star War’ style opening sequence, and the post-banquet ‘Casino Night’ are all part of the effort devoted to this excellent event. Over 300 guests attended this dinner banquet. Ms. Min Fang and Mr. Kevin Marvin, as mistress and master of the ceremony, kicked off the celebration with a brief introduction of CIE history & mission. Mr. Patrick Chang, Chairman of the Board, CIE/USA-DFW, followed with opening remarks. He summarized CIE/DFW chapter’s achievements in Year 2006 and recognized contributions from key officers, board members and volunteers. Then, Dr. Hsin-Ying Lin, former President of CIE/USA-DFW introduced 2007 CIE/USA-DFW officers and highlighted major upcoming events. The evening was filled with laughter and joy. CIE Night marked not only the beginning of the New Year, but also a transition from the old to the new CIE/DFW chapter officer teams. Key officers, board members, and volunteers were recognized. CIE/USA-DFW Chapter officer team for 2007. 2007 CIE/USA Yearbook Technical Seminars DFW Chapter has offered many technical seminars in Biotechnology, Microelectronics, Telecommunication, Information Technology and Business Management. These seminars not only bring forth the most up-to-date technology to benefit the members of the CIE organization, but also provide opportunities for communication and career development for the general public. Audience at the Business seminar hosted by the Business Committee. Annual Convention The theme of 2007’s convention was ‘Innovation and Collaboration Are the Future’. Mr. Ron Rittenmeyer, President and COO of EDS was the evening banquet keynote speaker, and Mr. Gene Frantz, Principal Fellow of Texas Instruments, was the opening keynote speaker. The CIEDFW Convention Planning Committee put together an excellent program for the afternoon technical parallel sessions and panel discussion. There’re more than 500 guests from the national and local corporate sponsors, community leaders, local Universities, and CIE-DFW chapter members celerbrated this major event. Youth Program DFW chapter hosted and sponsored many Youth Program events. In 2007, we have sponsored Youth English Speech contest, Youth Chinese Speech contest, Junior Leadership Seminar, English Writing contest, Chinese Youth Camp, Chinese Youth Club, and the annual MathComp and MathFun event. 2007 CIE/USA Yearbook The Flagship program MathComp/Math is a special annual youth program held by DFW chapter. The 2007 event was held in mid-May at the Collin County Community College. The goal of the competition is to stimulate school children’s interest in mathematics and to enhance their skills in problem solving. While students were taking the written test, their parents attended a parenting seminar offered by the DFW chapter. Over 80 volunteers at the MathComp/MathFun Event. Over 300 students enjoyed the MathFun games. Over 700 participants at the award ceremony. MathFun Chest game. LAMP – Leadership Assessment and Mentoring Program The objective of this program is to aid Asian American in achieving their leadership potential in work and community affairs. On September 8th, CIE-DFW partnering with Raytheon hosted the 7th LAMP seminar titled ‘Mission Possible – A Covert Guide to Career Success’ featured 5 diverse speakers from Raytheon, Texas A&M University, United States Air Force, and SMU. Chen Frank Cheng Kuo-Kuang Hsu Jun-Min Liu 2007 CIE/USA Yearbook 2007 Year Activities There were several major events for the CIE/USA-GNYC chapter in the CIE fiscal year 2007. 1. Student Chapters Workshops GNYC has established five students chapters (Princeton University, Johns Hopkins University, Rutgers University Steven Institute of Technology, and Polytechnic University). In 2007, GNYC sponsored two career development workshops for Johns Hopkins University and Rutgers University. The workshop was held on each campus respectively. Members of CIE/USA-GNYC were eager to share their life experience with these graduating students. During the workshop, the audience brought up many good questions which trigger valuable interactive discussions. Everyone had a great deal of take-home messages from the workshop. 2. GNYC Annual Picnic On August 18, 2007, GNYC held the 2007 annual picnic at New Brunswick Johnson Park, New Jersey. There were more than 150 attending this event on a late sunny summer day. With the funding from IBM, GNYC was able to sponsor two networking meetings with GNYC student chapters leadres and second gerentations of GNYC members. It was a successful and enjoyable event. 2007 CIE/USA Yearbook 3. CIE 90-year Celebration Convention The biggest event for the CIE/USA-GNYC chapter in 2007 was the CIE 90-year celebration convention on November 10, 2007. CIE was established in 1917. CIE is the oldest Chinese American engineers association in the North America. During this convention, GNYC hosted a full day of programs celebrating CIE’s 90-year anniversary. The day was filled with interactive programs such as plenary session and several parallel sessions in IT Application, Wireless Networks, Biomedicine, Innovation and Entrepreneurship, Data Networks, System on Chips, Bioengineering, and Financial Services, and Forum on Technology and Management Trends for High Productivity and Prosperity. In the evening banquet, GNYC presented several awards such as Student Scholarship Award, Student Poster Awards, 90-Year Special Awards, CIE Distinguised Achievement Award, and CIE Institute Service Award. The keynote speech for the award banquet was delivered by Dr. James Wei, Emeritus Dean of Engineering and Applied Science, Princeton University. The diverse entertainment of the evening earned many applauses. It was a huge success for this great memorable event. Wang ([email protected]) VP-Executive I-Ming Chen VP-Treasurer VP-Secretary Huining Kang Alex Hsia Board Members Yung-Sung Cheng Cole Shaw Ken Chen Yiyang Zhou Martin Chen 2007 Fiscal Year Activities • 2007 Annual General Meeting – May 12, 2007 o Young Student awards were handed out to 2 high school students (Cynthia Chen and Sining Zhou) and 2 middle students (Melissa Fang and Megan Shyr). o Guest speakers were Marlene Brown, “Introduction to Photovoltaics,” and Ken Chen, “Meeting the Energy Challenge: Hydrogen and Its Utilization via Fuel Cells, and Other Alternative Fuels.” o The new board and officers were elected for FY07. • The Annual ACES-NM BBQ was held on Sept. 15, 2007 and enjoyed very good attendance. • Winter Seminar was held Dec. 8, 2007, with guest speaker Bruce Held, Chief of Counterintelligence at Sandia National Laboratories, speaking on “Espionage in New Mexico.” • 2008 Annual General Meeting – April 19, 2008 o Young Student awards were handed out to 2 high school students (David Liou and Tony Huang) and 2 middle students (Kevin Liou and Jason Liou). o The special guest speaker was Mr. Sidney Lu, Officer of the Science & Technology Division of the Taipei Economic & Cultural Office (TECO) in Los Angeles, who spoke on programs on scholarship, internship, and research opportunities in Taiwan. Mr. Ivan Chen, the Director or TECO in L.A., also said 2007 CIE/USA Yearbook a few words. Mr. Lu and Mr. Chen also invited some NM-ACES officers and board members for dinner at a local Chinese restaurant. o The new board and officers were elected for FY08. General meeting – April 2008. In the past decade, we have expanded the organization’s membership base to cover not only Chinese engineers, but also Asian scientists in all fields. Major events for the CIE/USA-SEA chapter in the CIE fiscal year 2006 were: CIE/USA-SEA members were in 2007 summer picnic at Sammamish state park. Event was jointly hosted by CIE-SEA, Chinese Women Association, National Taiwan University Alumni Association and National Cheng-Kung Sponsored 2007 NCACLS youth leadership camp. They asked the Chinese Institute of Engineers/USA for help. After an intensive planning of period, the first Modern Engineering and Technology Conference (or METS) was held in Taipei in 1966. Since then, METS has been held once every two years here and has played a major role in promoting technology excahnge among high tech professionals in the US, Taiwan. It fostered major technology development projects and contributed significantly to the transition of Taiwan from an agriculture society to an industrialized society. In 1969, the president of CIE Mr. Sun Yun-Hsuan, led the effort in organizing the 3rd METS. From that point and on he became the champion for METS. In the next 34 years, Mr. Sun was synonymous with METS. He even established the Industrial Technology Research Institute (ITRI) to carry out the tasks of technology developments suggested by experts in METS. For all experts involved in METS, Mr. Sun has always been our elder and mentor. 1970 METS Group Picture with Premier Yen, Jia-Gan In 2008, the 22nd METS will be held in Taiwan again. The US organizing committee include: Chairman, Dr. Barry Lin (SFB Chapter), Vice Chairman, Mr. Thomas Wu (DFW Chapter), Administrator, Dr. Jiin Chen (Seattle Chapter), Executive Secretary, Dr. Yung-sung Cheng (New 2007 CIE/USA Yearbook Mexico Chapter), Advisor, Dr. David Fong (SFB Chapter), and Advisor, Dr. Tim Chen (GNY Chapter). We wish that will bring about another momentum to the growth of Taiwan in the 21st century. 1966 METS Group Picture with Premier Yen, Jia-gan Premier Sun, Yun-Hsuan greeted 1970 METS US speakers at the Airport 2007 CIE/USA Yearbook r Minister Lee, Kuo- Ting and Vice premier Chiang, Jing-Kuo attended 1970 METS 2006 METS US committee members presented report to Premier Su, Jen-chan 2007 CIE/USA Yearbook SATEC 2009 Preparation for 2007 and 2009 The organizing committee of the eighth SATEC (Sino-American Technology and Engineering Conference) 2009 was elected by the National Council in April 2007 as the following – Chair: Dr. Kuo-Kuang Hsu (Greater New York Chapter), Vice-Chair: Dr. David Fong (San Francisco Chapter) and Administrator: Dr. James Lee (Seattle Chapter). Dr. Hsu immediately appointed Dr. Allen Chan (Greater New York Chapter) as the Executive Secretary. The organizing committee was thus formed with two advisors Dr. Ray Chen and Dr. Wen Lin, who served as chair for the previous two conferences. The Organizing Committee Chair, Executive Secretary and Advisor Wen Lin met with their China counterpart in September of 2007 in the first US-China joint meeting and decided the Eighth SATEC to be held in the spring of 2009. The partnership with ASME (American Society of Mechanical Engineers) and Chinese Engineering Academy remained. The entire US organizing committee went to Beijing in July 2008 to hold the second joint meeting. The meeting decided that the Conference would be shortened from ten days to one week and timing would be the last week of May 2009. The China organizing committee proposed the following technical sessions: Information Technology, Environmental Protection and Advanced Manufacturing. In October 2008, delegates from Bureau of Foreign Experts came to New York and met with Dr. Kuo-Kuang Hsu, Dr. Allen Chen and Dr. Wen Lin of the Organizing committee in the East Coast. In the meeting, the Chinese delegates reported progress. The Environmental Protection Session would be supported by the Hebei Provincial government with focus on sulfur removal of sintering plat of an iron mill and reuse of water from dry coking plant. Information Technology session would be supported by the Ministry of Industry and Information Technology and would be composed of two sub-sessions: Software and Modern Information Services. The Ministry of Science and Technology would support two sessions: Biomedical Technology and Advanced Manufacturing. As in 2006 SATEC, the Advanced Manufacturing session would be co-sponsored by ASME. During the meeting The US and Chinese Organizing Committees decided the Eighth SATEC would be held from May 25 to May 31 of 2009. The meeting also decided January 12 of 2009 as the next joint meeting between USA and China.
